Sir, my demand is the basic facility should be given to the people coming from all over India and abroad.

FULL TRANSCRIPT

Thank you Chairman Sir for giving me the opportunity. I want to attract the attention of the Ministry of Water Resources. My constituency Alipurduar in located in north Bengal and has many big rivers. During monsoon these areas are flooded and specially the tea gardens face a huge economic loss. I want to urge the Ministry to take steps to prevent such losses in future.

Idris Ali makes a Zero Hour mention on the problem of flooding in his constituency

FULL TRANSCRIPT

I am grateful to you Madam Speaker and I am also grateful to our Hon’ble Chief Minister Mamata Banerjee who is working hard.

Basirhat constituency is a part of Sunderbans area and is annexed with the district of North 24 Parganas covering blocks of Sandeshkhali I & II, Hingalganj, Haroa, Minakhan, Hansnabad, all of which are surrounded by tidal rivers of Ichhamati, Bidydhari, Kutti, Damsa, Raymangal besides being crisscrossed by numerous creeks and channels. Hence during the monsoon, flood is the common problem of the major portion of my constituency. Thus, recurring floods damage the roads and the dimension of the land.

I urge upon the Government for construction of ‘scientific concrete road’ which could be the permanent solution of these areas. I would therefore request you to issue an order for a detailed project report (DPR) with proper survey and sanction budget accordingly from PMGSRY and I hope that the department should take proactive steps as soon as possible.

Lastly, I would like to add, Madam, that the Chief Minister of Bengal works for people of all religions. The CM of Uttar Pradesh must follow her lead.

FULL TRANSCRIPT

Madam, I am deeply grateful to you for giving me the opportunity to speak. I am also deeply grateful to our Chief Minister Mamata Banerjee. Due to her I have come here. I want to make three points.

In last year’s Budget, a station was sanctioned at Bhabla, in my constituency Basirhat. But the work for the same has not yet begun. I want to draw the attention of Hon. Minister through you, Madam.

Second point. There are many SC/ST people in Hingalganj, under my constituency. But the region has no post office.

Mriganka Mahato makes a Zero Hour Mention on the need for cold storages to help farmers

FULL TRANSCRIPT

Thank you Madam.

Farmers of different parts of the country, particularly in my constituency Purulia, which is one of the remote districts of south Bengal, are facing severe problems regarding conservation of their vegetables and fruits due to the shortage of cold storages.

So my request to the Central government is to take immediate measures in this regard and take action so that in every district at least five cold storages will built to save the farmers and their vegetables and fruits, which have been destroyed due to non-availability of conservation.

Partha Pratim Ray speaks on the problems faced by people of border enclaves

FULL TRANSCRIPT

Madam, thank you for giving me the opportunity to speak. Madam, the enclaves between India and Bangladesh were exchanged recently (in 2015). Most of the Bangladeshi enclaves on the Indo-Bangla border fall under my constituency.

Unfortunately, over 500 residents of Karala II, the then Bangladeshi enclave which was exchanged and now is a part of India, lead an imprisoned life due to fencing which was done before the exchange of enclaves.

After the exchange, the fences now lie 1 km within the Indian land from the zero point. We know that fences should be situated within 150 m from the zero point. Under these circumstances, for the betterment of the inhabitants of former enclave Karala II, the fences should be shifted to within 150 m from the zero point.
Thank you, Madam.

Aparupa Poddar speaks on the problems faced by jute farmers

FULL TRANSCRIPT

Thank you Madam for allowing me to speak during Zero Hour. Jute is one of the main commercial crops of our country; jute fibre is an industrial product and used to prepare biodegradable bags, eco-friendly cheap bags.

Jute growers in the country are facing a lot of problems and they are not getting proper price for their products. Jute cultivation is turning out to be a non profitable venture for the farmers due to increase in price of jute seeds, fertilizer, pesticides and other inputs.

Due to high investment involved in the cultivation, jute farmers have to go for loans. Being a cash-crop, insurance facilities are not also available for the jute farmers. Jute cultivation is a practice in my constituency Arambagh; it is a flood prone area and during floods, the jute farmers face a great loss in productivity.

Therefore it is the responsibility of the Central Government to

  • fix a remunerative price for jute,
  • provide for free and compulsory insurance for the jute crops,
  • organise workshop programmes to train jute farmers with new technology, and,
  • constitute a jute growers welfare fund to meet the various needs of the jute farmers.

Thank you, Madam.

Dola Sen’s Zero Hour mention on the need for electoral reforms and state funding of elections

Thank you Honourable Deputy Chairman for this opportunity to raise an issue today, which has been part of my party’s DNA, its very existence, since it was established on 1st January, 1998. In the last 18 years, the first section of every manifesto, which the Trinamool has introduced for every election, has been dedicated to electoral reforms.

We believe that the solution to electoral reforms is state funding. State funding of elections have been done in various countries. Whatever model can be used, we need to sit down, get a consensus among all political parties and take steps towards this in a time bound manner.

This Government is only doing decorative gimmicks. It has capped donations to political parties from Rs 20000 to Rs 2000. This is not a solution. The Finance Minister has introduced electoral bonds. How is this a solution? Electoral bonds cannot be the solution. Corporate A or Individual A will buy certain bonds and that shall be passed on to the political parties.

The biggest problem here is that in this age where privacy laws in India are so poor, there is scope for leaks. In October 2016, 21 lakh debit and credit cards’ information was leaked. How will the identity of donors who fund elections and political parties be anonymous? This is not at all a solution.

My party, Trinamool Congress is now a national party. We really believe in finding long-term solutions for this. We need to

  1. Do electoral state funding through election commission
  2. Come up with a transparent system
  3. Bring about a consensus on this
  4. Do not rush through anything right now

The style of the government – everything they do is short term. I hope for this, they will take a long-term view.

Parliament: Trinamool raises the issue of threats by BJP functionaries in Bengal

Trinamool Congress today raised the issue of threats to Trinamool leaders by BJP functionaries in Bengal.

In Lok Sabha, Chief Whip of the party, Kalyan Banerjee raised the issue during Zero Hour. He said: “How can BJP and Narendra Modi misuse the CBI for political vendetta? We are protesting strongly.”

Leader of AITC Parliamentary Party in Rajya Sabha, Derek O’Brien informed the House that  Trinamool leaders are being threatened by BJP leaders in Bengal.

“In a democracy this is not done. There are open threats by BJP functionaries in Bengal. In a democracy, agencies are controlled by the government not by a party”, he said.

He lodged his protest in strongest terms and the party MPs staged a walkout from Rajya Sabha.
