The Department of Youth Services & Sports (Youth Wing) has undertaken many programmes regarding the education, health, employment, and holistic mental and physical development of the students and youth of Bengal.

The major achievements of the Youth Wing of the department are as follows:

  • Youth Hostel: 18 youth hostels renovated, 3 constructed and operational, another 23 being constructed. Online booking made possible at www.youthhostelbooking.wb.gov.in
  • Grants to 5,800 clubs and organisations for development of sports infrastructure
  • Financial assistance to 331 institutions and organisations for development of playgrounds
  • Financial assistance to 2,244 institutions and organisations for setting up multi-gyms
  • Financial assistance to 635 institutions and organisations for construction of mini indoor games facilities
  • Organisation of annual Youth Festivals, Rakhibandhan Utsav, Vivek Chetana Utsav, Subhas Utsav and Jangalmahal Cup, and the implementation of Safe Drive Save Life programme.
  • Initiative to help 1,000 poor but meritorious students preparing for various jobs (WBCS) and professional courses (medical & engineering)
  • Organisation of vocational training jointly with the Technical Education, Training and Skill Development
  • Department, under the guidelines of the National Council of Vocational Training (NCVT); so far, 40,00 youths have been given training
  • Under the auspices of the West Bengal Mountaineering and Adventure Sports Foundation (WBMASF), encouraging more youths to take up mountaineering and adventure sports activities; since independence, till May 2011, only four mountaineers from Bengal conquered Mt Everest whereas 18 did so in the last six years, till May 2017
  • Framing of stringent rules for the selection of climbers for Mt Everest and other 8,000 m-plus peaks and introduction of Radhanath Sikdar-Tenzing Norgay Adventure Award and Chhanda Gayen Bravery Award
  • Organising two annual events – Student’s Science Seminar and West Bengal State Student Youth Science Fair (with assistance from Birla Industrial & Technical Museum (BITM)) – to eradicate blind faith, superstitions and prejudices, and inculcate a scientific approach among the students and the youth
  • To create a healthy socio-cultural ambience, setting up a three-tier organisation styled as ‘Bangla Yuba Kendra’ set up to coordinate programmes in this regard, for which 462 volunteers at the block and municipal levels and 24 coordinators at the district-level work
  • Running about 1,000 Youth Computer Training Centres throughout the state for providing low-cost computer training to students and youths to make them employable; at these centres, online examinations and third party assessments have been introduced
  • The Plan expenditure under the head of Youth Wing rose to Rs 185.3 crore during financial year 2016-17, from only Rs 5.52 crore during 2010-11.

ছাত্র-যুব উন্নয়নের অঙ্গীকার মা, মাটি, মানুষের সরকারের

গত ৬ বছরে বাংলার ছাত্রছাত্রী এবং যুবক যুবতীদেরদের শিক্ষা, স্বাস্থ্য, কর্মসংস্থান এবং সামগ্রিক মানসিক ও শারীরিক বিকাশের জন্য বেশ কিছু ইতিবাচক কর্মসূচী গ্রহণ করেছে মা, মাটি, মানুষের সরকার।

কিছু উল্লেখযোগ্য সাফল্য:

  • যুব হোস্টেল – ১৮টি পুরনো হোস্টেলকে সংস্কার করে চালু করা হয়েছে। ৩টি নতুন যুব হোস্টেলও চালু হয়েছে। আরও ২৩টি নতুন যুব হোস্টেলের নির্মাণকাজ চলছে এবং তা শীঘ্রই শেষ হবে। www.youthhostelbooking.wb.gov.in -এর মাধ্যমে অনলাইনে যুব হোস্টেল বুক করা যায়।
  • ক্রীড়া পরিকাঠামোর উন্নয়নের জন্য ক্লাবগুলিতে আর্থিক সহায়তাঃ এই প্রকল্পের অধীনে ৫৮০০টি ক্লাব/সংস্থাকে অনুদান প্রদান করা হয়েছে।
  • খেলার মাঠের উন্নয়নঃ ৩৩১টি প্রতিষ্ঠান/সংস্থাকে আর্থিক সহায়তা প্রদান।
  • মাল্টিজিম প্রতিষ্ঠাঃ ২২৪৪টি প্রতিষ্ঠান/সংস্থাকে আর্থিক সহায়তা প্রদান।
  • মিনি ইনডোর গেমস নির্মাণঃ ৬৩৫টি প্রতিষ্ঠান/সংস্থাকে আর্থিক সহায়তা প্রদান।
  • আমাদের রাজ্যের ছাত্রছাত্রী ও যুবক যুবতীদের উন্নয়নে এই দপ্তর আয়োজন করছেঃ- ‘বার্ষিক যুব উৎসব, সাবধানে চালাও জীবন বাঁচাও, রাখিবন্ধন উৎসব, বিবেক চেতনা উৎসব, সুভাষ উৎসব, জঙ্গলমেলা কাপ’।
  • এই দপ্তর ১০০০ গরীব অথচ মেধাবী ছাত্রছাত্রীকে বিভিন্ন কর্মসংস্থান (ডবলুবিসিএস) এবং পেশাদার কোর্সের (মেডিক্যাল ও ইঞ্জিনিয়ারিং) জন্য প্রস্তুতির উদ্যোগ গ্রহণ করেছে।
  • স্বনিযুক্তির পথে এগিয়ে যাওয়ার লক্ষ্যে এই দপ্তর, ন্যাশানাল কাউন্সিল অব ভোকেশানাল ট্রেনিং গাইডলাইনের আওতায়, টেকনিক্যাল এডুকেশন, ট্রেনিং অ্যান্ড স্কিল ডেভেলপমেন্ট ডিপার্টমেন্টসহ ভোকেশানাল ট্রেনিং-এর আয়োজন করছে। এ পর্যন্ত ৪০০০ যুবাকে প্রশিক্ষণ দেওয়া হয়েছে।
  • ওয়েস্ট বেঙ্গল মাউন্টেনিয়ারিং অ্যান্ড অ্যাডভেঞ্চার স্পোর্টস ফাউন্ডেশন-এর অধীনে এই দপ্তর বেশী সংখ্যক যুবাদের পর্বতারোহণ এবং অ্যাডভেঞ্চার স্পোর্টস-এর মতো খেলাধুলোয় অংশগ্রহণের জন্য উৎসাহ জুগিয়ে চলেছে। রাধানাথ শিকদার-তেনজিং নোরগে অ্যাডভেঞ্চার অ্যাওয়ার্ড এবং ছন্দা গায়েন সাহসিকতা পুরস্কার চালু করা হয়েছে এবং প্রতি বছর তা প্রদান করা হয়।
  • রাজ্যের ছাত্রছাত্রী এবং যুবাদের মধ্যে অন্ধবিশ্বাস, কুসংস্কার ও ভ্রান্ত ধারণা দূর করতে এবং তাদের মধ্যে বৈজ্ঞানিক দৃষ্টিভঙ্গি জারিত করার লক্ষ্যে এই বিভাগ বিড়লা ইন্ডাস্ট্রিয়াল অ্যান্ড টেকনিকাল মিউজিয়ামের সহায়তায় দুটি বার্ষিক কর্মসূচী চালু করেছে। ১. স্টুডেন্টস সায়েন্স সেমিনার এবং ২. ওয়েস্ট বেঙ্গল স্টেট স্টুডেন্ট ইয়ুথ সায়েন্স ফেয়ার।
  • এই দপ্তরের বিভিন্ন কর্মসূচীর সঙ্গে সাযুজ্য বিধানের জন্য সুস্থ সামাজিক সাংস্কৃতিক পরিবেশ সৃষ্টির লক্ষ্যে ‘বঙ্গ যুব কেন্দ্র’ রূপে একটি ত্রিস্তরীয় প্রতিষ্ঠান গড়ে তোলা হয়েছে। ব্লক/পৌরসভা পর্যায়ে ৪৬২জন স্বেচ্ছাসেবক এবং জেলা পর্যায়ে ২৪জন কোঅর্ডিনেটর এই উদ্দেশ্যে কাজ করছেন।
  • সারা রাজ্যে ছাত্রছাত্রী ও যুবাদের কাজের জন্য উপযুক্ত করে তোলার লক্ষ্যে প্রায় ১০০০ যুব কম্পিউটার প্রশিক্ষণ কেন্দ্র কাজ করে চলেছে, তাদের কম মুল্যে কম্পিউটার প্রশিক্ষণ দানের জন্য। অনলাইন পরীক্ষা এবং থার্ড পার্টি অ্যাসেসমেন্ট চালু করা হয়েছে।
  • ২০১০-১১ সালে পরিকল্পনা খাতে ব্যয় হত মাত্র ৫.৫২ কোটি টাকা, যা ২০১৬-১৭ সালে বাড়িয়ে করা হয়েছে ১৮৫.৩ কোটি টাকা।

The Bengal Government’s Youth Services and Sports Department has set a target of building seven new youth hostels by March 2018. In each of the youth hostels, there will be accommodation for at least 100 people.

Two youth hostels in Jalpaiguri (in Metali) and Bishnupur are ready to become operational. One each is coming up in the Ayodhya Hills and the Jaichandi Hills in Purulia district. The four others are coming up in Cooch Behar, Nabadwip, Malda and Durgapur.

Regarding the ones in the Ayodhya and the Jaichandi Hills, it may be mentioned that the footfalls of visitors in these places have gone up as a result of the steps taken by the Trinamool Congress Government to improve the basic infrastructure of Purulia district. Moreover, the number of youths visiting the place for trekking and adventure sports has also gone up. As a result, the demand for better accommodation has also gone up. Plans are already afoot for enabling locals to open homestays.

It may be mentioned that at present, a total of 19 youth hostels of the State Government are functional, while the government has a plan to set up a total of 40. The construction of 21 youth hostels, including in Balurghat, Jayanti and Gajoldoba, has also begun.

With the setting up of the youth hostels, young single travellers will no longer face problems in getting quality accommodation when they visit any part of the state for excursion or activities like trekking and adventure sports.

২০১৮ সালের মার্চ মাসের মধ্যে রাজ্যে আরও নতুন ৭টি যুব হোস্টেল

২০১৮ সালের মার্চ মাসের মধ্যে আরও ৭টি যুব হোস্টেল নির্মাণ করার সিদ্ধান্ত নিয়েছে রাজ্য যুব কল্যাণ ও ক্রীড়া দপ্তর। প্রতিটি হোস্টেলে অন্তত ১০০ জন থাকতে পারবে।

জলপাইগুড়ির মেটেলিতে ও বিষ্ণুপুরের দুটি যুব হাসপাতাল তৈরী হয়ে গেছে। পুরুলিয়া জেলার অযোধ্যা পাহাড়ে ও জয়চন্ডী পাহাড়ে দুটি হোস্টেল তৈরী হচ্ছে। বাকি ৪টি হোস্টেল তৈরী হবে কোচবিহার, নবদ্বীপ, মালদা ও দুর্গাপুরে।

তৃণমূল সরকার পুরুলিয়া জেলার যে অভূতপূর্ব উন্নয়ন করেছে, তার ফলে এই অঞ্চলে এখন পর্যটকদের সংখ্যা বেড়ে চলেছে। এছাড়া এই অঞ্চলে ট্রেকিং ও অ্যাডভেঞ্চার স্পোর্টসের জন্য কমবয়সী যুবাদের আনাগোনা লেগেই আছে। এর ফলে ওখানে থাকার ভালো জায়গায় চাহিদা বেড়েছে। ওখানে হোম-স্টের ব্যবস্থাও করা হচ্ছে।

এই মুহূর্তে রাজ্যে ১৯টি যুব হোস্টেল আছে। রাজ্য সরকার এই সংখ্যা বাড়িয়ে ৪০ করতে চায়। বাকি ২১টি হোস্টেলের মধ্যে বালুরঘাট, জয়ন্তী, গাজলডোবা যুব হোস্টেলের নির্মাণ কাজ শুরু হয়ে গেছে।

এই যুব হোস্টেলগুলি তৈরী হলে, যেসকল পর্যটক একা ওইসব অঞ্চলে যাবে, তাদের ভালো থাকার জায়গা খুঁজতে অসুবিধায় পড়তে হবে না।

The West Bengal Government is planning to come up with a new development corporation in the line of the West Bengal Tourism Development Corporation for operating and maintaining the youth hostels.

Attracting tourists

The proposed development corporation will function like the West Bengal Tourism Development Corporation. To begin with, the youth services department has sought assistance from the tourism department for upgrading the infrastructure and services at its hostels. An allotment of Rs 140 crore has been made for upgrading the hostels.

A total of Rs 90 crore has been allotted for setting up 23 new youth hostels and another Rs 50 crore for renovating the existing 20 hostels.

Facelift for hostels

If things go as planned, the youth hostels will no longer be used for accommodation alone. It will now have a host of facilities including a mini indoor games complex, multi-gym, playground and community hall cum recreation centre. The hostels will serve as venues for hosting conferences as well.

 

যুব আবাস গঠনের জন্য উন্নয়ন পর্ষদ গঠন করল রাজ্য সরকার

যুব আবাসগুলি পরিচালনা করার জন্য পশ্চিমবঙ্গ উন্নয়ন পর্ষদের পাশাপাশি একটি নতুন উন্নয়ন পর্ষদ গঠনের পরিকল্পনা করছে রাজ্য সরকার।

পর্যটকদের আকর্ষণ করতে

প্রস্তাবিত উন্নয়ন পর্ষদ পশ্চিমবঙ্গ পর্যটন উন্নয়ন পর্ষদের মতোই কাজ করবে। হোস্টেলগুলির পরিকাঠামোগত উন্নয়নের জন্য যুব কল্যাণ দপ্তরকে সহায়তা করবে পর্যটন বিভাগ। হোস্টেলগুলি সংস্কারের জন্য ১৪০ কোটি টাকা বরাদ্দ করা হয়েছে।

২৩টি হোস্টেল তৈরি করতে মোট ৯০ কোটি টাকা খরচ হবে এবং বাকি ২০ টি হোস্টেল পুনঃসংস্করণের জন্য ৫০ কোটি টাকা খরচ হবে।

হোস্টেল পুনঃসংস্করণ

সব কিছু পরিকল্পনামাফিক হলে, যুব হোস্টেলগুলি আর থাকার জন্য ব্যবহার করা যাবে না। এখানে একটি মিনি ইনডোর গেম কমপ্লেক্স, মাল্টি জিম, খেলার মাঠ এবং কমিউনিটি হল ও একটি বিনোদন কেন্দ্রর সুবিধা থাকবে। এছাড়া হোস্টেলগুলিতে সম্মেলনও অনুষ্ঠিত হবে।

On her three-day visit to North Bengal, West Bengal Chief Minister Ms Mamata Banerjee took a walk around Suntalekhola in Dooars.

The West Bengal Chief Minister trekked around six km up to Mouchuki in the Neoravalley Reserve Forest. She expressed her desire to plan to develop a large scale tourism circuit comprising the entire area consisting Mouchuki, Suntalekhola, Samsing and Rocky Island. She met the local people and spent time with the children. She also had interactions with the local MLA.

The West Bengal Chief Minister took stock of the roads and the facilities in the area and pointed out to the officials present the measures to be taken. She also expressed the need of setting up a youth hostel in the area.

Later she expressed her desire to visit Lava and Lolegaon during her next trip to North Bengal.

Incidentally, Ms Mamata Banerjee is probably the first Chief Minister to visit these interior areas of Dooars and take stock of the facilities.

মঙ্গলবার সুনতালেখোলায় প্রায় ১৪ কিলোমিটার হাঁটলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এবং তারই ফাঁকে সেরে ফেললেন এলাকার পর্যটন শিল্পকে ঢেলে সাজার পরিকল্পনাও।

দু’দফায় প্রায় গোটা এলাকা পায়ে হেঁটে ঘুরে ফেলেন তিনি। একটানা দীর্ঘ পথ হাঁটতে পারেন। তা সে সমতলেই হোক বা পাহাড়ে। প্রথম দফায় সাত কিলোমিটার। তার পর আধ ঘণ্টার বিরতি নিয়ে ফের সাত কিলোমিটার।

পর্যটন এবং বন দফতরের আধিকারিকদের নিয়ে প্রথমে ওই এলাকায় প্রায় সাত কিলোমিটার ঘোরেন। এর পর আধ ঘণ্টা বিরতি নিয়ে ফের বেরিয়ে পড়েন। এ বার লক্ষ্য, নেওড়া ভ্যালি প্রকল্পের আওতায় থাকা প্রায় আড়াই হাজার মিটার উঁচু মৌচুকি। খাড়াই এবং রুক্ষ পাথুরে ঠেঙিয়ে এক সময় সেখানে পৌঁছন মুখ্যমন্ত্রী।

এই গোটা পথ-পরিক্রমার পরে বোঝা গেল, পর্যটন শিল্পকে ঢেলে সাজতে চাইছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। লামাহাটা, তাগদার পর এ বার দার্জিলিং জেলার সুনতালেখোলাকে ঘিরে একটি বড় পর্যটন প্রকল্প হাতে নিচ্ছে তাঁর সরকার। পর্যটন, বন এবং যুবকল্যাণ দফতরের সঙ্গে স্থানীয় প্রশাসনকে সঙ্গে রেখে ওই প্রকল্প গড়ে তোলার কথা জানিয়েছেন তিনি।

সুনতালেখোলায় ঘোরার সময় ওই জায়গাকে ঘিরে ছয়-সাত কিলোমিটার এলাকা জুড়ে একটি বড় পর্যটন প্রকল্পের কথা বলেন মুখ্যমন্ত্রী। পর্যটন ও বন দফতরের আধিকারিকদের এ বিষয়ে নির্দেশ দেওয়ার পাশাপাশি মুখ্যমন্ত্রী মোবাইলে কথা বলেন যুবকল্যাণমন্ত্রী অরূপ বিশ্বাসের সঙ্গেও।

এলাকায় অনেক নতুন নতুন ভিউ পয়েন্ট তৈরি করতে হবে। কটেজের সংখ্যা বাড়ানোর পাশাপাশি গড়ে তুলতে হবে সুইস কটেজও। ঠিক করতে হবে এলাকার রাস্তাঘাট। তবে, পরিকাঠামো ব্যবস্থার উপর সবচেয়ে বেশি গুরুত্ব দিতে চেয়েছেন তিনি। অরূপবাবুকে ওই এলাকায় একটি যুব আবাস গড়ে তোলার নির্দেশ দেন মুখ্যমন্ত্রী। যেখানে ডর্মেটরিতে কম খরচে পর্যটকেরা থাকতে পারবেন। এর আগে লামাহাটা ও তাগদায় মুখ্যমন্ত্রীর উদ্যোগেই এই ধরনের পর্যটন প্রকল্প গড়ে তোলা হয়। কিন্তু গোর্খা জনমুক্তি মোর্চার আন্দোলনে বছরখানেকের মধ্যেই পুড়ে যায় তাগদা ক্যান্টনমেন্ট ক্লাবের বাংলো।

এমনিতে কালিম্পং মহকুমার মধ্যে পড়ে সুনতালেখোলা। কিন্তু, আলিপুরদুয়ার থেকেও খুব বেশি দূরে নয় এই পর্যটনকেন্দ্রটি। এই মুহূর্তে বন উন্নয়ন নিগমের আটটি কটেজ আছে এখানে। আছে দু’টি হনিমুন কটেজ এবং ২৮টি তাঁবু। চালসা পেরিয়ে সামসিং হয়ে সুনতালেখোলা পৌঁছতে হয়। এখানে যেমন চা-বাগান, পাহাড় রয়েছে, তেমনই মূর্তি নদী বা জঙ্গল এলাকাও খুব একটা দূরে নয়। কয়েক কিলোমিটারের মধ্যেই রয়েছে গরুমারা জাতীয় উদ্যান এবং চাপড়ামারি অভয়ারণ্য। সুনতালে মানে কমলালেবু এবং খোলার অর্থ নদী। সেই সুনতালে নদীর উপরের ঝুলন্ত ব্রিজ পেরিয়ে যেতে হয় বন উন্নয়ন নিগমের কটেজগুলিতে। ভুটান সীমান্তও এখান থেকে বেশ কাছে।

আন্তর্জাতিক পর্যটকদের কাছে এই প্রকল্পকে তুলে ধরতে চেয়ে মুখ্যমন্ত্রী আঞ্চলিক পর্যটকদেরকেই বেশি গুরুত্ব দিতে চেয়েছেন। বছরের বিভিন্ন সময়ে কলকাতা-সহ এ রাজ্যের নানা জায়গা থেকে পর্যটকরা ভিড় জমান পাহাড় ও ডুয়ার্সে। বাদ যান না অন্য রাজ্যের পর্যটকরাও। পর্যটন মরসুমে দেশি-বিদেশিদের চাপে এই এলাকার সব ক’টি থাকার জায়গাই প্রায় ভর্তি থাকে। অনেকে জায়গা না পেয়ে অন্যত্র চলে যেতে বাধ্য হন। মরসুম বাদে অন্য সময়েও প্রায় ৫০ শতাংশ জায়গা ভর্তি থাকে। মুখ্যমন্ত্রী সে জায়গা থেকেই এই প্রকল্প গড়ে তোলার বিষয়ে জোর দিয়েছেন। যাতে বাণিজ্যিক ভাবে প্রকল্পটি সফল হয়। শুধু সরকারি উদ্যোগ নয়, মুখ্যমন্ত্রী ‘হোম স্টে’র সংখ্যাও বাড়াতে বলেছেন। যার ফলে স্থানীয় অর্থনীতি চাঙ্গা হবে বলে তাঁর আশা।

West Bengal Chief Minister Ms Mamata Banerjee in her endeavour to serve the people, especially the youth of our society, has renovated and refurbished the youth hostels across the State and now made provisions of their bookings be available online.

The Department of Youth Services, Government of West Bengal, have launched this service for the existing youth hotels as under:

3. Gangasagar Youth Hostel, South 24 Parganas
4. Howrah Youth Hostel, Howrah

6. Rangamati Youth Hostel, Paschim Medinipur
7. Mython Youth Hostel, Burdwan
8. Kazi Nazrul Youth Hostel, Churulia
9. Ramkinkar Youth Hostel, Bankura
10. Mukutmanipur Youth Hostel, Bankura
11. Sasunia Youth Hostel, Bankura
12. Massanjore Youth Hostel, Birbhum
13. Bakreswar Youth Hostel, Birbhum
14. Bolpur Youth Hostel, Birbhum
15. Purulia Youth Hostel, Purulia
16. Lalbagh Youth Hostel, Murshidabad

About 24 new youth hostels covering all districts of West Bengal and one in Puri (Odisha) are under construction. Once completed, the booking of all these hostels will be available online.
