To enable coordination of information on missing persons, West Bengal Police has decided to set up a Missing Persons Bureau in every commissionerate. As a part of the efforts towards coordination of information, the state police is also setting up a database of missing persons.

For a start, 30 police officers have been selected for manning the bureaus in five commissionerates. Gradually, bureaus would be set up in all the eight commissionerates. Two commissionerates were created recently, in Haldia and in Kharagpur.

Till now, the Missing Persons Bureau of CID was the sole agency responsible. To reduce pressure on it, the government has decided to set up a bureau in each commissionerate, each of which is responsible for a group of, mostly urban, police station areas.

Many times it happens that a person returns home, but the information does not reach the police. Sometimes the family does not inform the police; and then too, it is difficult for the single bureau under the CID to deal with missing persons’ information from across the state. Hence, to spread the responsibility, in order to have up-to-date information, West Bengal Police has taken this decision, which is indeed commendable.

মিসিং পার্সনস ব্যুরো প্রত্যেক কমিশনারেটেই

এ বার রাজ্যের প্রতিটি পুলিশ কমিশনারেটে আলাদা করে মিসিং পার্সন ব্যুরো গঠনের সিদ্ধান্ত নিয়েছে রাজ্য পুলিশ৷ আপাতত পাঁচটি কমিশনারেটের জন্য মোট ৩০ জন পুলিশকর্মীও এ জন্য বরাদ্দ করা হয়েছে৷

এত দিন পর্যন্ত রাজ্য পুলিশের তরফে সারা রাজ্যের জন্য এই বিষয়টি দেখাশোনা করত সিআইডি-র মিসিং পার্সন স্কোয়াড৷ রাজ্য পুলিশ সূত্রের খবর, ভবানী ভবনের উপর থেকে চাপ কমানোর জন্যই এ বার নিখোঁজদের খোঁজ করবে সংশ্লিষ্ট এলাকার কমিশনারেটগুলিই৷

পুলিশ সূত্রের খবর, প্রথমে বাড়ির লোকেদের কাছ থেকে নিখোঁজ ব্যক্তির ছবি এবং বিস্তারিত বর্ণনা নেওয়া হয়৷ তার পর তা পাঠিয়ে দেওয়া হয় আশেপাশের থানা এবং রেলপুলিশের কাছে৷ অনেক ক্ষেত্রে দূরদর্শনে বা সংবাদপত্রে বিজ্ঞাপনও দেওয়া হয়৷ বেশির ভাগ ক্ষেত্রে এই পদ্ধতিতে সাফল্যও মেলে৷ তবে রাজ্য পুলিশ এখন থেকে নিখোঁজ ব্যক্তিদের একটি ডেটা-বেস তৈরি করতে চাইছে যাতে পরবর্তীতে তা কাজে লাগে৷

Dedicating the only recreational programme of the Kolkata Police “Jai Hey” to the family members of policemen, Chief Minister Mamata Banerjee said: “West Bengal is the safest place in the country and it had only become possible for the police”.

Chief Minister was speaking at the Kolkata Police’s programme “Jai Hey” on Friday evening at Netaji Indoor Stadium.

She said that the police work round the year to ensure safety of people. They need to work in all weathers braving the worst conditions. They sacrifice everything and give priority to their work. It would not be possible without the support of their family members.

“Instead of always criticising the police, we must appreciate their good work,” she said adding that she salutes their family members as they too sacrifice a lot to let the policemen work properly.

Chief Minister has also awarded the 10 officers of the Special Security Wing (SSW) who had taken part in the rescue operation when an escort car of the President’s convoy had fallen into the gorge while returning from Darjeeling.

 

 

জয় হে অনুষ্ঠানে পুলিশকে সম্বর্ধনা দিলেন মুখ্যমন্ত্রী

শুক্রবার সন্ধ্যায় নেতাজি ইনডোর স্টেডিয়ামে কলকাতা পুলিশ আয়োজিত ‘জয় হে’ অনুষ্ঠানের সূচনা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বলেন, “পশ্চিমবঙ্গ দেশের মধ্যে সবচেয়ে নিরাপদ এবং এটি শুধুমাত্র রাজ্যের পুলিশের জন্যই সম্ভব হয়েছে.”

অনুষ্ঠানের সূচনা করে মুখ্যমন্ত্রী বলেন, “পুলিশ দিন-রাত পরিশ্রম করে রাজ্যকে সুরক্ষিত রেখেছে৷ দুর্গাপুজো থেকে শুরু করে ইদ, যে কোনও উৎসবে পরিবারের সদস্যদের সঙ্গে সময় না দিয়ে পুলিশকর্মীরা দিন-রাত পথে নামেন শুধুমাত্র সাধারণ মানুষকে ভাল রাখার জন্য৷”

তিনি আরও বলেন, পুলিশের সমালোচনা করার পরিবর্তে তাদের ভালো কাজের প্রশংসা করা উচিত। তিনি পুলিশদের পরিবারকে স্যালুট জানান, কারণ পরিবার পাশে দাঁড়িয়ে সহযোগিতা না করলে পুলিশকর্মীরা তাঁদের কঠিন কর্তব্য পালন করতে পারতেন না৷

গত ১৫ জুলাই দার্জিলিং থেকে ফেরার সময় কার্শিয়াংয়ের কাছে খাদে পড়ে যায় রাষ্ট্রপতি প্রণব মুখোপাধ্যায়ের কনভয়ের একটি গাড়ি৷ মুখ্যমন্ত্রী নিজে দাঁড়িয়ে থেকে উদ্ধারকার্যের নেতৃত্ব দেন৷ সেদিনের উদ্ধারকারী দশজন পুলিশকর্মীকে এদিনের অনুষ্ঠানে সাহসিকতার পুরস্কারে পুরস্কৃত করেন মুখ্যমন্ত্রী৷

West Bengal Chief Minister Mamata Banerjee inaugurated the Kolkata Police Law Institute today. This institute is yet another milestone in human resource development and skill development in West Bengal.

Located on Diamond Harbour Road, this institute will commence a special three-year LLB course from the 2016-17 academic session. The institute has been granted affiliation by Calcutta University.

The LLB course has been approved for serving officers of Kolkata Police and West Bengal Police, and is designed to enhance the standards of public service delivery by the police forces. The inauguration of this institute is yet another step towards providing an efficient, people-friendly administration.

 

আজ কলকাতা পুলিশ ল ইন্সটিটিউটের উদ্বোধন করলেন  মুখ্যমন্ত্রী

দ্য কলকাতা পুলিশ ল ইন্সটিটিউটের আজ উদ্বোধন করেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই ইনস্টিটিউটটি এখন পশ্চিমবঙ্গের মানবসম্পদ উন্নয়নের আরেকটি মাইলস্টোন।

এই ইন্সটিটিউটটি ৭ ডায়মন্ড হারবার রোডে অবস্থিত। এই এল এল বি পাঠ্যক্রম পশ্চিমবঙ্গ সরকারের উচ্চশিক্ষা বিভাগের নীতিগত অনুমোদন পাওয়া গেছে। আসন্ন ২০১৬-১৭ শিক্ষাবর্ষ থেকে একটি বিশেষ তিন বছরের এল এল বি পাঠ্যক্রম চালু হবে। কলকাতা বিশ্ববিদ্যালয় কর্তৃক এই পাঠ্যক্রমের অনুমোদন প্রদান করা হয়েছে।

কেবলমাত্র কলকাতা পুলিশ ও পশ্চিমবঙ্গ পুলিশ কৃত্যকের কর্মরত আধিকারিকদের জন্য এই এল এল বি পাঠ্যক্রম অনুমোদিত হয়েছে। কর্মতৎপরতা, দক্ষ ও জনমুখী প্রশাসন গড়ে তোলার লক্ষ্যে এটি আরও একটি পদক্ষেপ।

The West Bengal State Cabinet has sanctioned 1381 new posts for the Kolkata Police Force. The city police currently has about 27000 personnel in its force. With this new strength the Kolkata Police will be meet its requirement in the newly added areas with renewed vigour.

The State has also approved creation of 3266 in West Bengal Police for new recruitment.

After four new police stations were created in February 2014, Kolkata now has around 69 police stations. The State Home Department is planning to set up another five “women-only” police stations in Kolkata by May. The State Government, which has already set up 15 such police stations, plans to introduce 65 more such facilities all over Bengal by the end of this year.

WB CM Ms Mamata Banerjee today gave away service awards at the 12th Investiture Ceremony of West Bengal Police, held at Nazrul Mancha. She appreciated the hard work that is done by the police in ensuring peace and stressed on the importance of ‘communicative policing’.

Hooghly has been honoured with Best District in the state for performance of the State Police.

“Those who perform well must be rewarded. Police takes care of the law and order. We must take care of their well-being. We have started Pratyasha scheme, started housing scheme for police force. Constables who serve for 15 years can now be transferred to their home districts,” she said.

The State Government has created 57 new police stations, 20 new women’s police stations, 14 postal police stations and 5 cyber police stations and almost 400 new sub inspectors. About 40,000 constables and 1.3 lakh civic police  have been recruited.

West Bengal Police has also been involved in organising sports events for the youth in Jangalmahal, Darjeeling and Sunderbans.

The Chief Minister urged the police to use less force in solving any crisis. “In today’s world, policing has to be done with common sense more than lathis and gas,” she said.

She also had a word of caution to the state police when she said, “Some people are trying to incite riots. Police’s work has become even more crucial.”

She assured the policemen for full co-operation from her government and urged them to carry the good work. “Police work round the clock, everyday of the year. This is exemplary. Without their support, it is not possible for servicemen to work. Some people only criticize. They do not see the humane side of the police,” she added.
