The Bangla Government, under Mamata Banerjee, has been actively projecting the State as an ideal investment destination. Continuing the ride of development, the government is going to organise ‘Bengal Business Conclave’ in Digha on December 11-12 where many foreign investors will be present.

As part of the preparations for the upcoming Bengal Business Conclave, a meeting was recently held between FICCI and West Bengal Industrial Development Corporation. It was attended by representatives of 35 foreign countries.
Representatives of a number of countries have informed that their countries wish to set up business councils in the state. Representatives of countries like Poland and Czech Republic have shown interest in coal blocks of Deocha Pachami. France has shown interest in sales and marketing of handicrafts of Bangla. The former FICCI president has lauded the Bangla CM for her efforts.

Bangla has a unique geographical location. The sincere approach by the state government along with the 12.58% growth in infrastructural economy has been a plus point for the State for making investments.

The State Government has taken up a project for the redevelopment of the Milan Mela fairground at a cost of Rs 200 crore. Milan Mela is Bengal’s premier spot for holding all types of fairs.

The work would be done by the West Bengal Industrial Development Corporation, which is responsible for the upkeep of the space. It would take around 18 months for the work to complete.

According to the new design conceived, Milan Mela would have six auditoriums, of which two would be very large, being able to hold 2,000 to 2,500 people. There will be four conference halls, an open-air auditorium, two indoor exhibition halls, one open-space exhibition hall, an administrative building, a food park and cafeteria.

Currently the Milan Mela campus is spread over 25 acres. There is a further 5-acre space outside it. These two are going to be combined to redevelop Milan Mela.

After the highly successful hosting of the FIFA Under-17 World Cup, Kolkata is increasingly being seen as a capable and attractive venue for hosting national-level and international meetings and conferences, and major sporting tournaments. The redeveloped Milan Mela is going to be a major addition to that capability.

মিলনমেলার চেহারা বদলে ফেলা হবে ২০০ কোটিতে

সব ধরনের মেলার জন্য নির্ধারিত ই এম বাইপাসের ধারে মিলনমেলা প্রাঙ্গণের চেহারা বদলে ফেলার পরিকল্পনা করেছে রাজ্য সরকার। এ জন্য খরচ ধরা হয়েছে ২০০ কোটি টাকা।
রাজ্য শিল্পোন্নয়ন নিগম ওই টাকা খরচ করে মেলাপ্রাঙ্গণের আমূল পরিবর্তন করতে চলেছে। এই কাজের জন্য সময় নেওয়া হয়েছে ১৮ মাস। তার জন্য হাতে কিছুটা সময় রেখে আগামী দু’বছর মিলনমেলা প্রাঙ্গণে কোনও অনুষ্ঠান করা যাবে না বলে নিগমের পক্ষ থেকে জানিয়ে দেওয়া হয়েছে।
মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় চান, মেলা করার আদর্শ জায়গা হিসাবে মিলনমেলা প্রাঙ্গণেও থাকুক আধুনিকতার ছোঁয়া। সেখানে সবরকমের মেলা করার জন্য সমস্ত রকম আধুনিক পরিকাঠামো যেন থাকে। বর্তমানে সেখানে যে হ্যাঙ্গারগুলি রয়েছে, সেগুলিতে ৫০০-৭০০ মানুষ বসতে পারে। এর বেশি সংখ্যক মানুষ বসার জন্য অস্থায়ী অডিটোরিয়াম তৈরি করতে হয়। এবার স্থায়ী কাঠামো তৈরি করার পরিকল্পনা নেওয়া হয়েছে। জেএলএল নামে বিশেষজ্ঞ সংস্থা মিলনমেলা প্রাঙ্গণের ডিজাইন করেছে।
নিগম সূত্রে জানা গিয়েছে, সেই ডিজাইন অনুযায়ী, ছ’টি অডিটোরিয়াম থাকবে। তার মধ্যে দু’টিতে দু’থেকে আড়াই হাজার মানুষ একসঙ্গে বসতে পারবেন। এছাড়াও থাকবে চারটি কনফারেন্স হল। থাকবে ওপেন স্পেস অডিটোডিয়াম। দু’টি এগজিবিশন হল। একটি ওপেন স্পেস এগজিবিশন তৈরি হবে। সেখানে নানা ধরনের প্রদর্শনীর সুযোগ থাকবে। হবে ফুডপার্ক ও কাফেটোরিয়া। এছাড়াও থাকবে একটি অ্যাডমিনিস্ট্রেটিভ বিল্ডিং। বর্তমানে একটি আছে। সেটিকে বদলে দেওয়া হবে।
যেভাবে নিউটাউনের বিশ্ববাংলা কনভেনশন সেন্টার তৈরি হয়েছে, ঠিক সেই রকম বিশ্বমানের মেলাপ্রাঙ্গণ তৈরির পরিকল্পনা করা হয়েছে। এককথায় তা হবে দর্শনীয়।

West Bengal Industrial Development Corporation (WBIDC) is now going to visit other countries to meet potential investors. The schedule till next November has already been decided.

In this endeavour, industry associations like Federation of Indian Chambers of Commerce and Industry (FICCI) and Associated Chambers of Commerce of India (ASSOCHAM) are lending their expertise to WBIDS too.

The WBIDC is going to write monthly reports on the progress made and present it to Chief Minister Mamata Banerjee. The reports would contain the progress made in drawing in investments to Bengal, including the amount of investments made.

Every month, State Government representatives would hold meetings with industry bodies and potential investors of three countries to impress on them the industry-friendly climate of Bengal and the presence of all manner of infrastructural facilities.

The schedule from May to November is as follows:

MAY: Australia (Melbourne), Portugal (Lisbon), Germany (Munich)
JUNE: Japan, Switzerland, South Africa
JULY: Bangladesh, Italy
AUGUST: Russia (Moscow), USA (Florida)
SEPTEMBER: Singapore, the Philippines, Thailand
OCTOBER: Taiwan, Ethiopia, Dubai
NOVEMBER: China (Hong Kong), Mozambique, Indonesia

It must be mentioned in this regard that trade representatives from 29 countries participated at the 2017 Bengal Global Business Summit (BGBS). They have promised investments in transnational waterways, coastal zonal infrastructure, civil defence, transport, sports, heavy industry, electricity generation, non-renewable energy, food processing, health, education, information technology, urban infrastructure, hospitality, tourism and some other sectors. A total investment of Rs 2.35 lakh crore was committed.

At BGBS 2017, Chief Minister Mamata Banerjee, whose brainchild the annual trade summit is, told business representatives from around the world, “If you invest in Bengal, you would get access to north-eastern India too. Not just that, you would be able to link up to markets in neighbouring countries like Bangladesh, Nepal, Bhutan, China, Thailand, Singapore, Malaysia, and other Asian countries. We have 6 lakh acres of land in industrial parks. You would also be able to tap a skilled and trained labour force; you would be able to access the best brains of Bengal”.

The industrial development that the State is seeing in recent times is the result of untiring efforts led by Mamata Banerjee over the last six years. Last year, she and her team visited Germany and met leading industrialists. Prior to that, she had visited London and Singapore. More such business visits are being lined up. Bengal is on its way to becoming one of the leading industrial states of the country.

বিনিয়োগ আনতে এবার বিদেশে প্রচার করবে বাংলা

পশ্চিমবঙ্গ শিল্প উন্নয়ন নিগম এবার বিদেশি বিনিয়োগ আনতে দেশের বাইরে প্রচারে নামতে চলেছে। বিশ্বের বাজার থেকে লগ্নি টানতে চলতি মাস থেকেই প্রচার কর্মসূচিতে নামছে। আপাতত আগামী নভেম্বর মাস পর্যন্ত কর্মসূচি ঠিক করা হয়ে গেছে শিল্পোন্নয়ন নিগমের। তবে এই কাজে শিল্পোন্নয়ন নিগম পাশে পেয়েছে একাধিক বণিক সংগঠনগুলোকে। বিদেশি লগ্নি আনতে যৌথভাবেই তারা বিশ্বের বাজারে দরবার করবে বলে দপ্তর সূত্রে খবর। এই প্রচারে ফিকি ও অ্যাসোচেমের মতো বণিক সংগঠনগুলোও রাজ্য সরকারের সঙ্গে হাত মিলিয়েছে। এই মর্মে শিল্পোন্নয়ন নিগম প্রতি মাসেই একটি রিপোর্ট তৈরি করবে। সেই রিপোর্ট জমা করবে মুখ্যমন্ত্রীর কাছে। প্রত্যেক মাসের সাফল্য ও প্রস্তাবিত বিনিয়োগের পরিমাণ মূল্যায়ন করা হবে এই রিপোর্ট থেকে। এ প্রসঙ্গে ক্ষুদ্র ও মাঝারি শিল্প, টেক্সটাইল ও বৃহৎ শিল্প দপ্তরের অতিরিক্ত প্রধান সচিব রাজীভা সিনহা বলেন, ‘প্রত্যেক মাসে আমরা অন্তত তিনটি করে দেশের বণিক সংগঠন ও শিল্প উদ্যোগীদের সঙ্গে বৈঠক করব। সেই দেশের শিল্পপতিদের বোঝানোর চেষ্টা করব, বাংলার শিল্পবান্ধব পরিবেশ ও বিনিয়োগের সবধরনের পরিকাঠামোর বিষয়গুলো।’ শিল্পোন্নয়ন দপ্তর সূত্রে খবর, চলতি মাসেই তিনটি দেশে বিনিয়োগের বার্তা নিয়ে যাওয়া হচ্ছে।

প্রসঙ্গত, ২০১৭ বিশ্ববঙ্গ শিল্প সম্মেলনে যোগ দিয়েছিল বিশ্বের ২৯টি দেশের প্রতিনিধি ও শিল্পপতিরা। অন্তর্দেশীয় জলপথ, উপকূলবর্তী এলাকায় বিনিয়োগ, অসামরিক প্রতিরক্ষা, পরিবহণ পরিকাঠামো, ক্রীড়া, ভারী শিল্প, বিদ্যুৎ শক্তি উৎপাদন, অপ্রচলিত শক্তি, খাদ্য প্রক্রিয়াকরণ, স্বাস্থ্য, শিক্ষা, তথ্যপ্রযুক্তি, নগরোন্নয়ন পরিকাঠামো, আতিথেয়তা পরিকাঠামো, পর্যটন সহ একাধিক ক্ষেত্রে বিনিয়োগ নিয়ে আলোচনা হয় বাংলার শিল্প সম্মেলনে। ভারী শিল্প থেকে ক্ষুদ্র, ছোট ও মাঝারি শিল্পে বাংলার নতুন শিল্পবান্ধব পরিবেশে ইতিমধ্যে আগ্রহ প্রকাশ করে বিনিয়োগে এগিয়ে এসেছে দেশ-বিদেশের বিভিন্ন সংস্থা। সম্প্রতি মার্কিন রাষ্ট্রদূত রিচার্ড ভার্মা নবান্নে এসে মুখ্যমন্ত্রীর সঙ্গে বৈঠক করেন। শিক্ষা, স্কিল ডেভেলপমেন্ট, অচিরাচরিত শক্তি সহ একাধিক ক্ষেত্রে বিনিয়োগে আগ্রহ প্রকাশ করেছে আমেরিকা।

সর্বোপরি গত বছর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের জার্মানি সফরের ফলে বাংলায় বিনিয়োগের পথ আরও প্রশস্ত হয়েছে। বিশ্ববঙ্গ বাণিজ্য সম্মেলন থেকে মুখ্যমন্ত্রী বিদেশি বিনিয়োগকারীদের উদ্দেশ্যে বলেছিলেন, ‘যদি আপনারা বাংলায় বিনিয়োগ করেন তা হলে উত্তর-পূর্ব রাজ্যগুলির সঙ্গে আপনাদের যোগাযোগ আরও বেড়ে যাবে। বাংলাদেশ, নেপাল, ভুটান, চিন, থাইল্যান্ড, সিঙ্গাপুর, কুয়ালালামপুর সহ এশিয়ার একাধিক দেশের সঙ্গে আপনাদের যোগাযোগ আরও সুদৃঢ় হবে। ইন্ডাস্ট্রিয়াল পার্কে আমাদের ৬ হাজার একর জমি আছে। অল্প খরচে ভালো প্রশিক্ষিত শ্রমিক পাবেন। বাংলার শিক্ষিত মস্তিষ্ক পাবেন।’ মুখ্যমন্ত্রীর আবেদনে সাড়া দিয়ে চলতি বছরের বাণিজ্য সম্মেলনেই প্রস্তাবিত বিনিয়োগ এসেছে ২ লক্ষ ৩৫ হাজার কোটি টাকা। এবার আরও বেশি বিনিয়োগ আনতে বিশ্ব বাজারে লগ্নি প্রচারে নামছে পশ্চিমবঙ্গ শিল্পোন্নয়ন নিগম।

The humane nature of Bengal Chief Minister Mamata Banerjee was once again prominent with her intention to working out an alternative plan for workers who have lost their jobs due to demonetisation. In an effort to create jobs for the gold artisans who have lost their jobs, the state is coming up with a new jewellery park — the third of its kind — beside Belgharia Expressway in Howrah.

The West Bengal Industrial Development Corporation (WBIDC), has come up with a new plan to develop a jewellery park on an eight-acre plot beside Belgharia Expressway. The Bengal Chief Minister has asked WBIDC officials to submit a detailed report on the project at the earliest. The place has road links to Kolkata, Howrah, Kharagpur and Durgapur and is 12 km from the central business district. The airport is 22 km away from the proposed site.

After the implementing agency finalizes the plan, they will submit it before the cabinet. Once the approval is obtained, there is plan to complete construction within two years.

 

নোটবাতিলে ক্ষতিগ্রস্ত অলংকার কারিগরদের জন্য নতুন জুয়েলারি পার্ক গড়তে চলেছে রাজ্য

নোটবাতিলের ফলে যারা কর্মহীন হয়েছেন তাদের জন্য একটি বিকল্প ব্যবস্থার পরিকল্পনা করছে রাজ্য সরকার। এর মাধ্যমে আবারও একবার বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকারের মানবিক মুখ স্পষ্ট। যারা কর্মহীন হয়েছেন তাদের কর্মসংস্থানের জন্য হাওড়ার বেলঘরিয়া এক্সপ্রেসওয়ের পাশে একটি জুয়েলারি পার্ক তৈরি করা হচ্ছে।

পশ্চিমবঙ্গ শিল্প উন্নয়ন কর্পোরেশন এই জুয়েলারি পার্ক তৈরির পরিকল্পনা করেছে। বেলঘরিয়া এক্সপ্রেসওয়ের ওপর ৮ একর জমিতে এই পার্ক তৈরি হবে। কর্মকর্তাদের দ্রুত এই প্রকল্পের ওপর একটি প্রতিবেদন জমা করার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী। এখান থেকে কলকাতা, হাওড়া, খড়গপুর ও দুর্গাপুরের রাস্তার যোগাযোগ আছে। প্রস্তাবিত এই স্থানটি থেকে মাত্র ২২ কিমি দূরেই রয়েছে বিমানবন্দর।

রূপায়ণকারী সংস্থা এই পরিকল্পনা চূড়ান্ত করার পর তা মন্ত্রিসভার সামনে পেশ করা হবে। একবার অনুমোদন পেয়ে গেলে, দু-বছরের মধ্যে নির্মাণ কাজ সম্পূর্ণ করার পরিকল্পনা রয়েছে।

In a new initiative aimed to bring more industrial investment in West Bengal, Chief Minister Mamata Banerjee on Tuesdaydeclared the formation of an Industrial Investment Promotion Board (IIPB), which will be an umbrella organization of all industry-related corporations and other bodies of the state Government.

Announcing the decision at state secretariat Nabanna, she said, “The chairman of the new board will be a former state information technology department secretary. The departmental secretaries of finance, commerce and industries, MSME, information technology, land and land revenue, fisheries, tourism and transport will be members of the new board.”

Apart from the regular board members, IIPB will have finance and industry minister Dr Amit Mitra and the State chief secretary as observers, the CM said. Members of the board will meet once a week and regularly report to her.

The Chief Minister also announced that her government would invite President Pranab Mukherjee to be the chief guest at the state’s upcoming mega business conclave.

Once the IIPB becomes functional, all the existing industry-facilitating bodies under the state government, such as West Bengal Industrial Development Corporation (WBIDC), West Bengal Infrastructure Investment Development Corporation (WBIIDC) and West Bengal Small Industries Development Corporation (WBSIDC), among others, will be brought under IIPB.

 

নতুন শিল্প বোর্ড গঠন করলেন মুখ্যমন্ত্রী

দ্বিতীয়বার ক্ষমতায় আসার পর শিল্পায়নের ওপর সবচেয়ে বেশি জোর দিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।মঙ্গলবার নবান্নে মুখ্যমন্ত্রী ঘোষণা করেন ‘ইন্ডাস্ট্রিয়াল প্রমোশনাল বোর্ডের’৷ দ্রূত শিল্পায়নের স্বার্থে তৈরি হল এই বোর্ড।

তিনি জানান, “শিল্পের সঙ্গে যুক্ত সব দফতরগুলিকে নিয়ে এই নতুন প্রমোশনাল বোর্ড তৈরি করা হয়েছে৷ নতুন বোর্ডের চেয়ারম্যান হিসাবে নিযুক্ত করা হল প্রাক্তন তথ্য-প্রযুক্তি সচিব কে সিদ্ধার্থ৷ বোর্ডের দুই উপদেষ্টা হিসাবে কাজ করবেন অর্থ ও শিল্প দফতরের মন্ত্রী অমিত মিত্র ও মুখ্যসচিব বাসুদেব বন্দ্যোপাধ্যায়৷ বোর্ডের নিজস্ব ওয়েবসাইট তৈরি হয়েছে৷ এ ছাড়াও শিল্প, অর্থ, খাদ্য-প্রক্রিয়াকরণ, ক্ষুদ্র, কু্টির শিল্প, ভূমি ও ভূমি রাজস্ব, তথ্য-প্রযুক্তি, পর্যটন, পরিবহণ দফতরের প্রধাণ সচিব এই কমিটির সদস্য৷”

বোর্ড সদস্যরা ছাড়া অর্থ ও শিল্প মন্ত্রী ড অমিত মিত্র এবং পর্যবেক্ষক হিসেবে থাকবেন বলে জানান মুখ্যমন্ত্রী। প্রতি সপ্তাহের শনিবার নতুন কমিটি বৈঠকে বসে কাজের অগ্রগতির রিপোর্ট তৈরি করে মুখ্যমন্ত্রীকে রিপোর্ট জমা দেবে৷

মুখ্যমন্ত্রী আরও ঘোষণা করেন যে, রাজ্যের আসন্ন আলোচনা সভায় প্রধান অতিথি হিসেবে রাষ্ট্রপতি প্রণব মুখার্জি আমন্ত্রণ জানাবে রাজ্য সরকার।

IIPB কার্যকরী হলে পশ্চিমবঙ্গ শিল্প উন্নয়ন কর্পোরেশন (WBIDC), পশ্চিমবঙ্গ পরিকাঠামো বিনিয়োগ উন্নয়ন কর্পোরেশন (WBIIDC) এবং পশ্চিমবঙ্গ ক্ষুদ্র শিল্প উন্নয়ন কর্পোরেশন (WBSIDC) এদেরকে IIPB-র আওতায় আনা হবে।
