Besides making all arrangements for the safety and security of the people visiting the Gangasagar Mela in January to take the holy dip at the confluence of River Ganga and the Bay of Bengal, the Bengal Government has also decided to bring them under an insurance scheme of Rs 5 lakh each.

A high-level meeting headed by Chief Minister Mamata Banerjee held at Nabanna on December 8 also discussed the preparations and other aspects about the annual pilgrimage. In 2018, it will be held from January 10 to 16.

A senior IPS officer and a senior administrative officer, both with vast experience on overseeing the Gangasagar Mela during previous years, have been assigned to supervise the preparations and the fair itself. Directions have been given to set up a permanent bus stand and also to ensure that no unnecessary congestion takes place.

There will be sufficient number of vessels to ensure that people do not face trouble in reaching Sagar Island by crossing the Muriganga river from the mainland. RO-RO (roll on-roll off) services would be introduced by the government for that purpose, so that both vehicles and their owners can cross.

Live every year, closed-circuit television (CCTV) system will be used to maintain video surveillance at the fair site, and at a few other areas. This year, though, a new aspect has been introduced – live tracking. The real-time monitoring system, with feed from the CCTV system, will enable all senior administrative and police officers to watch live footages of all the transit and other crucial points on their mobile phones.

The State Irrigation Department has also been directed to carry out dredging at different locations on Muriganga to ensure easy movement of vessels. The State Civil Defence Department will place speed boats and other arrangements to combat any untoward situation, if they arise.

In a bid to keep the fairground clean and green, the concerned officials have been asked to take necessary steps to keep the island free from open defecation. Women-friendly toilets will also be set up. There will be volunteers to urge people to use dustbins.

 

গঙ্গাসাগরে যাত্রী–বীমা ৫ লক্ষের

আগামী বছর গঙ্গাসাগর মেলা যাঁরাই যাবেন তাঁদের প্রত্যেককে ৫ লক্ষ টাকার বীমার আওতায় আনা হবে।

নবান্নে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বলেন, ১০ থেকে ১৬ই জানুয়ারি সাগরমেলা চলার সময় যাঁরাই মেলায় আসবেন তাঁদের প্রত্যেককে রাজ্য সরকারের তরফ ৫ লক্ষ টাকার বীমা করিয়ে দেওয়া হবে। অর্থাৎ মেলা চলাকালীন তীর্থযাত্রী–‌সহ যাঁরা মেলায় উপস্থিত থাকবেন, তাঁরা যদি কোনও রকম দুর্ঘটনার কবলে পড়েন, তাহলে তাঁর পরিবার ৫ লক্ষ টাকা পাবেন।

সাগর মেলা শুরু হওয়ার আগেই কচুবেড়িয়ায় ৫টি জেটি সংস্কারের কাজ শেষ করার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী। মেলা জুড়ে আঁটোসাঁটো নিরাপত্তা ব্যবস্থা তো থাকছেই, পাশাপাশি ৩জি, ৪জি অপটিক্যাল ফাইবার পেতে মোবাইল অ্যাপের সাহায্যে নজরদারি চলবে।

মেলা প্রাঙ্গণের দায়িত্ব দেওয়া হয়েছে পূর্তমন্ত্রী, পঞ্চায়েত মন্ত্রী, সাগরের বিধায়ক, সাংসদ মণীশ গুপ্তকে। কলকাতা থেকে মেলায় ঢোকার আগে পর্যন্ত তদারকির দায়িত্ব দেওয়া হয়েছে সেচমন্ত্রী, পুরমন্ত্রী, কলকাতার মহানাগরিক এবং সুন্দরবন উন্নয়ন মন্ত্রীকে।

মেলা ঘিরে যাতে কোনও অপ্রীতিকর পরিস্থিতি তৈরি না হয় তার ওপর কড়া নজর থাকছে।

In the last six and a half years, the Bengal Government has been committed to the welfare and development of women and children. From prevention of child marriages to rehabilitation of trafficked girls, steps have been taken aplenty by the government for social upliftment of women.

Here are some notable schemes launched by the Bengal Government for the welfare of women:

KANYASHREE SCHEME

This brainchild of Chief Minister Mamata Banerjee was launched on October 1, 2013. The scheme for girls aims to curb child marriage through education. Recently the scholarship scheme was extended to those enrolled in post-graduation courses.

Achievements

· Bringing 40 lakh adolescent girls under its fold, covering over 15,500 institutions in every corner of the state – in formal schools, madrasahs, colleges, open schools, universities, institutes of vocational training, industrial training, and even sports institutes

· Training over 5,000 girls in self-defence techniques

· Implementing Kanyashree Dishari – a special educational and awareness exposure visit of Kanyashree-enrolled girls in North 24 Parganas district

· Providing vocational and other skill development training

· Implementing Kanyashree Swabalambi Scheme – skill development, communication and other personality training programmes for Kanyashree-enrolled girls, to make them self-sufficient with respect to making a living

SWABALAMBAN

Implemented through with NGOs and companies, Swabalamban Scheme imparts vocational training to socially marginalised and distressed women, victims of trafficking, sex workers, members of the transgender community, and women in moral danger in the age group of 18-35 years. If necessary, the upper age limit for such categories of women is relaxed by up to 45 years.

Achievements

· Successfully placing beneficiaries at different renowned outlets like Wow Momo, Pantaloons, etc

· Training 30 Kanyashree-enrolled girls by Brainware for the role of unarmed security guards, of which 16 were placed in different organisations

MUKTIR ALO

Launched by the Chief Minister September 4, 2015, Muktir Alo is a scheme for rehabilitation of sex workers and trafficked victims.

Achievements

· Training 50 victims of human trafficking in block printing and spice grinding with the help of Women’s Interlink Foundation

· Training 26 commercial sex workers of Munsiganj red light area in Kolkata in the manufacturing of recycled tyre products and in cafeteria management, in collaboration with an NGO, Divine Script Society; 12 were placed in each category

SWABALAMBAN SPECIAL

Swabalamban Special was launched under the existing Swabalmban Scheme for providing vocational training to sex workers and their vulnerable children in Kolkata, with the aim of creating alternate means of livelihood and integrating them with mainstream society.

Achievements

· Training 25 beneficiaries on acting (for employment as well as junior artistes) as well as in activities related to production of television serials (for employment in production houses) through a three-month training program by an NGO, GOAL India, all of whom were absorbed successfully

SCHEME FOR ADOLESCENT GIRLS (SABLA)

The SABLA Scheme for adolescent girls (which aims to improve nutritional and health status of girls between 11 and 18 years and equip them with life skills training) is being implemented on a pilot basis in seven districts, viz., Cooch Behar, Jalpaiguri, Alipurduar, Malda, Nadia, Kolkata and Purulia.

Achievements

Providing 12.72 lakh adolescent girls (11-18 years) benefits of SABLA, equipping them with
life skills and knowledge on family welfare, health and hygiene, information and guidance on existing public services

Providing supplementary nutrition to 1.6 Lakh out-of-school adolescent girls

Reducing school dropout among adolescent from 2.8 lakh in 2010-11 to 92,000 in 2016-17

Giving vocational training to 41,000 out-of-school adolescent girls aged 16-18 years through NGOs/VTPs in beauty treatments, handicrafts, knitting, printing and dying, and food processing in all the districts

Bringing 98,000 girls during the last two years under Supplementary Nutrition Programme (SNP), in convergence with Kanyashree Scheme

Re-admitting 1,600 out-of-school girls to the formal and informal education systems and linking 50 per cent of them with the benefits of Kanyashree Scheme.

 

নারী ও শিশু কল্যাণে দিশারী বাংলা

২০১১ সালে ক্ষমতায় আসার পর থেকেই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে প্রতিটি ক্ষেত্রে বাংলা এগিয়ে চলেছে উল্লেখযোগ্য ভাবে।

একদিকে সারা দেশে নারী ও শিশু বিরুদ্ধে অপরাধ যেখানে বেড়েই চলেছে, সেখানে এ রাজ্যে সরকার নারী ও শিশুদের উন্নয়নে শুরু করেছে একগুচ্ছ প্রকল্প। এই প্রকল্পগুলির সাফল্যও এই ছ’বছরে হাতেনাতেই পাওয়া গেছে।

গত ছয় বছরে নারী ও শিশু কল্যাণ দপ্তরেরর উল্লেখযোগ্য সাফল্য:

১. কন্যাশ্রী প্রকল্প

মুখ্যমন্ত্রীর অনুপ্রেরণায় ২০১৩ সালের ১লা অক্টোবর এই প্রকল্প চালু হয়। এই প্রকল্পের উদ্দেশ্য বাল্যবিবাহ রোধ করা

· রাজ্যের প্রতি অঞ্চলের প্রায় ১৫,৫০০ প্রতিষ্ঠান – প্রথা বহির্ভূত বিদ্যালয়, মাদ্রাসা, কলেজ, মুক্ত বিশ্ববিদ্যালয় এবং বিশ্ব বিদ্যালয় বৃত্তিমূলক প্রশিক্ষণ কেন্দ্র, শিল্প প্রশিক্ষণ, এমনকি ক্রীড়া প্রশিক্ষণ কেন্দ্রের প্রায় ৪০লক্ষ কিশোরীকে এই প্রকল্পের অধীনে আনা হয়েছে।

· ৫০০০-এরও বেশী মেয়েকে আত্মরক্ষার প্রশিক্ষণ দেওয়া হয়েছে।

· ‘কন্যাশ্রী দিশারি’ নামে উত্তর ২৪ পরগনা জেলায় কন্যাশ্রী প্রকল্পভুক্ত মেয়েদের একটি বিশেষ শিক্ষামূলক এবং সচেতনতামূলক প্রচার কর্মসূচী চালু করা হয়েছে।

· বহু সংখ্যক কন্যাশ্রী প্রকল্পভুক্ত মেয়েকে বৃত্তিমূলক এবং অন্যান্য দক্ষতা উন্নয়ন প্রশিক্ষণ দেওয়া হচ্ছে।

· আজ পর্যন্ত কন্যাশ্রী প্রকল্পটি যে যে পুরস্কার অর্জন করেছেঃ-

এই প্রকল্পটি বেসরকারি সংস্থা (এনজিও) অথবা কোম্পানির মাধ্যমে রূপায়িত হচ্ছে। স্বাবলম্বন সমাজের প্রান্তিক, অসহায় মহিলা, নারীপ্রচার চক্র থেকে উদ্ধার হওয়া মহিলা, যৌনকর্মী, রূপান্তরকামী সম্প্রদায় এবং ১৮ থেকে ৩৫ বছর বয়সী ও নৈতিক বিপদের সম্মুখীন মহিলাদের বৃত্তিমূলক প্রশিক্ষণ দিচ্ছে। প্রয়োজনে অবশ্য বয়স ৪৫বছর পর্যন্ত শিথিলযোগ্য।

· প্রশিক্ষণ প্রাপকেরা ওয়াও মোমো, প্যান্টালুন্স, কোঠারি, অউ বোঁ পে প্রভৃতি বিভিন্ন প্রখ্যাত বিপণিতে সফলভাবে কাজ করছেন।

· ৩০ জন কন্যাশ্রী মেয়েকে ব্রেইনওয়্যার-এর ব্যবস্থাপনায় এই স্বাবলম্বন প্রকল্পের অধীন আনআর্মড সিকিউরিটি গার্ড-এর প্রশিক্ষণ দেওয়া হয়েছে, যাদের মধ্যে ১৬জন বিভিন্ন প্রতিষ্ঠানে কর্মরত।
৩. মুক্তির আলো

২০১৫ সালের ৪ সেপ্টেম্বর মুখ্যমন্ত্রী কর্তৃক যৌনকর্মী ও পাচার থেকে উদ্ধার হওয়া মেয়েদের পুনর্বাসনের এই প্রকল্প চালু হয়।

· উইমেন্স ইন্টারলিংক ফাউন্ডেশন-এর সহায়তায় ৫০ জনকে ব্লক প্রিন্টিং এবং মশ্লা গুঁড়ো করার প্রশিক্ষণ দেওয়া হচ্ছে।

· কলকাতার মুনশিগঞ্জ নিষিদ্ধ এলাকার ২৬জন পেশাদার যৌনকর্মীকে ডিভাইন স্ক্রিপ্ট সোসাইটি নামে একটি বেসরকারি প্রতিষ্ঠানের সহায়তায় ‘টায়ারজাত দ্রব্যাদির পুনর্ব্যবহার’ এবং ‘ক্যাফেটেরিয়া পরিচালনা’-র প্রশিক্ষণ দেওয়া হয়েছে। এদের মধ্যে ১২ জন স্ব-পরিচালিত কিয়স্ক-এ কাজ করছেন।
৪. স্বাবলম্বন স্পেশ্যাল

· বর্তমানে চালু থাকা স্বাবলম্বন প্রকল্পের অধীন আর একটি প্রকল্প হল স্বাবলম্বন স্পেশ্যাল, যার উদ্দেশ্যে কলকাতা অঞ্চলের যৌনকর্মী এবং তাদের ঝুঁকি-নির্ভর সন্তানদের বিকল্প জীবিকার মাধ্যমে সমাজের মূলস্রোতে নিয়ে আসতে বৃত্তিমূলক প্রশিক্ষণের ব্যবস্থা করা।

· এই প্রকল্পের ২৫ জন সুবিধাপ্রাপক ইতিমধ্যে ‘জুনিয়র আর্টিস্ট’ হিসেবে অভিনয়ে প্রশিক্ষণের পাশাপাশি বিভিন্ন টেলিভিশন প্রোডাকশন হাউসের টেলিসিরিয়াল প্রোডাকশনের নানা কর্মকাণ্ডের প্রশিক্ষণ নিয়েছে (গোল ইন্ডিয়া নামের একটি বেসরকারি প্রতিষ্ঠানের ব্যবস্থাপনায় তিন মাসের এক প্রশিক্ষণ কর্মসূচীর মাধ্যমে)। তারা সকলেই বিভিন্ন টেলি-হাউসের কাজে যোগদান করেছেন।
৫. কিশোরী মেয়েদের প্রকল্প (সবলা)

২০১১ সালের জুলাই মাস থেকে রাজ্যের সাতটি জেলা- কোচবিহার, আলিপুরদুয়ার, মালদা, নদীয়া, কলকাতা এবং পুরুলিয়ায় পাইলট ভিত্তিতে ১৪১টি আইসিডিএস প্রজেক্ট থেকে ২৯৪৪৪টি অঙ্গনওয়াড়ি কেন্দ্রে সবলা প্রকল্পটি চলছে কিশোরী মেয়েদের জন্য (যার উদ্দেশ্যে ১১-১৮বছর বয়সী মেয়েদের পুষ্টিগত ও স্বাস্থ্যগত অবস্থার উন্নতি এবং জীবনের বিভিন্ন ক্ষেত্রে দক্ষতা অর্জনে প্রশিক্ষণ দিয়ে যোগ্য করে তোলা)।

· ১১-১৮ বছর বয়সী ১২.৭২ লক্ষ কিশোরী মেয়ে সবলা প্রকল্পের মাধ্যমে সুবিধা পাচ্ছে এবং জীবনের বিভিন্ন ক্ষেত্রে দক্ষতা অর্জন এবং পরিবার কল্যাণ, স্বাস্থ্য এবং পরিষ্কার পরিচ্ছন্নতা সম্পর্কে জ্ঞান অর্জন, বর্তমান পরিষেবাগুলি সম্পর্কে তথ্য ও নির্দেশ পাচ্ছে।

· প্রায় ১.৬ লক্ষ বিদ্যালয়-বহির্ভূত কিশোরী মেয়ে পরিপূরক পুষ্টি পাচ্ছে।

· কিশোরী মেয়েদের মধ্যে বিদ্যালয় ছুটের সংখ্যা ২০১০-১১ সালে ২.৮লক্ষ থেকে কমে ২০১৬-১৭ সালে হয়েছে ৯২০০০।

· গত ছয় বছরে বিভিন্ন জেলায় প্রায় ৪১ হাজার বিদ্যালয় বহির্ভূত কিশোরী মেয়ে যাদের বয়স ১৬ থেকে ১৮, বিভিন্ন বেসরকারি সংস্থা/স্বেচ্ছাসেবী প্রশিক্ষিত ব্যক্তিদের (ভিটিপিএস) মাধ্যমে বিউটিশিয়ান, হস্তশিল্প, সেলাই, ছাপাখানা এবং ডাইং, খাদ্য প্রক্রিয়াকরণ-এর মতো বিভিন্ন পেশার বৃত্তিমূলক প্রশিক্ষণ দেওয়া হয়েছে।

· ২০১৫-১৬ অর্থবর্ষে কন্যাশ্রী প্রকল্পের সঙ্গে সমন্বয়ের মাধ্যমে সবলা ৯৮,৮২০ জন কন্যাশ্রী প্রকল্পের আওতাভুক্ত মেয়েকে সবলা দ্বারা পরিপূরক পুষ্টি কর্মসূচী (এসএনপি) প্রদান করা হয়েছে।

· প্রায় ১৬০০ বিদ্যালয় বহির্ভূত মেয়ে প্রথাগত/প্রথাবহির্ভূত শিক্ষা ব্যবস্থায় পুনরায় যুক্ত (ভর্তি) হয়েছে এবং এদের মধ্যে ৫০শতাংশই কন্যাশ্রী প্রকল্পের আওতায় আছে।

With winter almost here, the tourist season is also in full swing. In Jhargram, the Jhargram Rajbari is the focal point of tourist attraction. The palace belonged to the Malla kings of Jhargram.

Renovation of the palace is almost complete now. A few cottages are being set up around the palace.

The State Government has plans to set up a tourist circuit based in Jhargram. There are plans to create a park and build an auditorium there. The whole area is being built up to attract more tourists.

From Jhargram, tourists can visit several places like Chalkagarh, the historic Kanak Durga Temple, Jangalmahal Zoological Park, Hatibari, Jhilli Bird Sanctuary, Kankrajhore, Ghaghra, Khandarani Dam, etc.

The 23-hectare zoo is another of the prime attractions. Several animals and birds are house there like fishing cat (state animal of Bengal), various species of monkeys, deer, emu (emus are very popular there), etc. Seeing the tourist potential of the spot, the Trinamool Congress Government had increased the area of the zoological park from 14 to 23 hectares.

 

পর্যটন কেন্দ্র হিসেবে সেজে উঠছে ঝাড়গ্রাম

রাজ্যের নব্যতম জেলা ঝাড়গ্রাম। সেখানে পরিকাঠামোগত উন্নয়নের পাশাপাশি জেলাটিকে সাজিয়ে ফেলা হচ্ছে ভবিষ্যতের এক অন্যতম পর্যটন কেন্দ্র হিসেবে।

মুখ্যমন্ত্রী জানিয়েছিলেন, ঝাড়গ্রাম রাজবাড়িকে কেন্দ্র করে সার্কিট ট্যুরিজম তৈরি করা হবে। তারই প্রথম পর্যায় হিসেবে রাজ্য পর্যটন উন্নয়ন নিগমের সহায়তায় পর্যটকদের জন্য গড়ে উঠছে বেশ কয়েকটি কটেজ রাজবাড়ি চত্ত্বরে। রঙের প্রলেপ পড়ছে রাজবাড়ির প্রধান প্রবেশদ্বারে, সংস্কার হচ্ছে এই ঐতিহাসিক মল্ল রাজাদের বাড়ি।

এরপর রাজবাড়ি সংলগ্ন এলাকায় তৈরি হবে পার্ক, অডিটোরিয়াম। পুরো এলাকাটিকেই পর্যটনের জন্য সাজিয়ে তোলার পরিকল্পনা আছে। আপাতত কটেজ ছাড়াও রাজবাড়ির ভেতরেও পর্যটকরা থাকতে পারেন। এখান থেকে অনেকেই জঙ্গলমহলের চিল্কিগড়, কনকদুর্গা, জঙ্গলমহল জুলজিক্যাল পার্ক, হাতিবাড়ি, ঝিল্লি পাখিরালয়, কাঁকরাঝোড়, ঘাঘরা, খাঁদারাণী বাঁধ ইত্যাদি অঞ্চলে গিয়ে থাকেন।

এদিকে এই শালে-সেগুনে ঘেরা ঝাড়গ্রামের জঙ্গলমহল জুলজিক্যাল পার্কে বাড়ছে এমু পাখির সংখ্যা। বাড়ছে চিতল হরিণ, নীল গাই-সহ বিভিন্ন পশু পাখির সংখ্যা। তাই এই পার্কের পশুপাখির এনক্লোজারগুলিকে স্থানান্তরিত করা হচ্ছে। পার্কের ভেতরের রেসিডেন্সিয়াল এলাকা থেকে সরিয়ে দেওয়া হচ্ছে বিভিন্ন এনক্লোজারগুলি।

আগে জঙ্গলমহল জুলজিক্যাল পার্ককে আগে বলা হত ঝাড়গ্রাম ডিয়ার পার্ক। সেই সময় এই পার্কের এলাকা ছিল ১৪ হেক্টর। বর্তমানে এই এলাকা ২৩ হেক্টর। পার্কের রেসিডেন্সিয়াল এলাকা ছাড়া হওয়া পশুপাখিদের মধ্যে ইতিমধ্যে ফিশিং ক্যাট, হনুমান, বাঁদরদের জন্য নতুন জায়গায় নতুন এনক্লোজার তৈরির কাজ চলছে। এখন এমুর সংখ্যা ১০। সেজন্য বড় বড় এনক্লজার তৈরি করে পার্কের নতুন এলাকায় স্থানান্তরিত করা হচ্ছে।

নির্মাণ শেষ হলে পর্যটকরা নতুন গেট দিয়ে ঢুকে খুব সহজেই এই প্রাণীদের কাছ থেকে দেখতে পারবেন। এই ২৩ একরের পার্কটিকে পুরোই ঢেলে সাজানো হচ্ছে।

Bengal Chief Minister Mamata Banerjee was present at a public distribution programme today at Khatra, Bankura. She has been touring the districts in Jangalmahal for the last three days.

In today’s programme, the Bengal Chief Minister inaugurated a bouquet of developmental projects including new roads, Jala Tirtha projects and beautification projects.

The Bengal Chief Minister laid foundation stones for many projects including several Karma Tirthas, a power sub-station, road projects and a bridge among others.

She distributed benefits like Kanyashree, Sikhshashree, Sabujshree, cycles under Sabuj Sathi and others to the eligible people of the district.

Highlights of her speech:

The steps that our government has taken for the welfare of Adivasi brothers and sisters are exemplary. We have created benchmarks in welfare of Adivasis in the last six years. We even created a separate department for tribal welfare.

Some people are trying to mislead you. For 34 years, Adivasis were deprived of development. Now you must stand up against those spreading lies.

This region was infamous for bloodshed in the past. Adivasis survived on insect eggs. Roads were in dismal condition. Humanity was shamed. But our government started giving rice at Rs 2/kg to the tribal people. Today, 8.5 crore out of 10 crore people of Bengal receive rice and wheat at Rs 2/kg.

We provide free healthcare at hospitals. We have allotted Rs 700 crore for water supply projects. We have opened a blood bank at Khatra, along with SNCU, HDC, fair price medicine shops, diagnostic centres. Four multi super-speciality hospitals have been set up. We have set up ITIs. We are also providing hens and ducks to people for free.

We are allotting 32 more Matri Jaan (ambulances for transporting pregnant women to hospitals for free) to Bankura district. We have provided assistance to farmers affected by floods. Projects worth Rs 2668 crore have been taken up for them. We have done away with khajna tax on agricultural land.

We have started drinking water projects worth Rs 1100 crore for this district. 18 lakh people will be benefitted. We are focussing on home tourism. We are developing check dams; this project is worth Rs 500 crore.

Our Kanyashree, Sikshashree, Sabuj Sathi students are our pride. We have distributed scholarships to 57 lakh SC/ST students. We provide loans upto Rs 10 lakh pursuing higher education in India and Rs 20 lakh for studying abroad.

We have started a pension scheme for kendu leaf collectors.

2.5 lakh widows were not getting pension from the Centre. We have allocated Rs 268 for giving them pension. Our government is always with the people.

We provide a monthly stipend of Rs 1000 to 2 lakh folk artistes. We have distributed 3 lakh land pattas. We have renovated crematoriums and burial grounds. We have distributed 70 lakh Sabuj Sathi cycles. From birth till death – we have schemes for all stages of life.

A section of people only engages in lies and spread canards. They want to harm Bengal. Do not pay heed to their words.

We have extended Kanyashree scheme to universities now. We have given recognition to Santhali, Kurmali, Ol Chiki. We have set up Rajbongshi and Santhali Academies. Our government works for all. We do not believe in divisive politics.

The students of Bankura are very talented. The youths and students are the future of the society. They are our country’s assets.

A certain political party wants to incite riots by driving a wedge between Hindus and Muslims. Do not fall into their traps. They deliberately mislead the poor people and Adivasis. Do not believe their conspiracies.

Dalits are being killed in Gujarat. Many workers from Bengal work in other States. Why are they being burned to death? We never mistreat people from other States in Bengal. Everyone is welcome in our State. We believe in culture-humanity-civility. Bengal does not approve of riots politics.

We have distributed government benefits to over 23,000 people today. We conduct administrative meetings and public distribution programmes in every district regularly.

৬ বছরে দেখিয়ে দিয়েছি আদিবাসীদের জন্য কি উন্নয়ন করা যায়: মুখ্যমন্ত্রী

আজ বাঁকুড়া জেলার খাতরাতে একটি সরকারি পরিষেবা প্রদান অনুষ্ঠানে উপস্থিত ছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। গত তিনদিন ধরেই তিনি পশ্চিমাঞ্চলের বিভিন্ন জেলাসফর করছেন।

আজকের অনুষ্ঠানে একগুচ্ছ প্রকল্পের উদ্বোধন ও শিলান্যাস করেন মুখ্যমন্ত্রী। কন্যাশ্রী, শিক্ষাশ্রী, সবুজশ্রী, সবুজ সাথী সহ নানা পরিষেবা প্রদানও করেন তিনি।

মুখ্যমন্ত্রীর বক্তব্যের কিছু অংশ:

আদিবাসীদের উন্নয়নের জন্য রাজ্য সরকার যে সকল পদক্ষেপ গ্রহণ করেছে তা এক কথায় প্রশংসনীয়। ৬ বছরে আমরা দেখিয়ে দিয়েছি আদিবাসীদের জন্য কি উন্নয়ন করা যায়। ২০১৩ সালে আদিবাসীদের জন্য নতুন দপ্তর তৈরি করা হয়েছে।

৩৪ বছর আদিবাসিদের কোনও উন্নয়ন হয়নি। যারা ভুল বোঝাচ্ছে তাদের কথা বিশ্বাস করবেন না এদের বিরুদ্ধে এক হয়ে দাঁড়ান।

আগে এখানে শুধু রক্ত ছিল, চারদিকে, মানুষের কোন মানবিকতা ছিল না। রাস্তাঘাটের কোন উন্নয়ন হত না। আদিবাসীরা পিঁপড়ের ডিম খেয়ে বেঁচে থাকতো। এই সরকার প্রথম আদিবাসীদের ২ টাকা কিলো দরে চাল দিয়েছে। আজ রাজ্যের ১০ কোটি মানুষের মধ্যে সাড়ে ৮ কোটি মানুষ ২ টাকা কিলো দরে চাল ও গম পায়।

এখন মানুষ হাসপাতালে বিনামূল্যে চিকিৎসা পায়। প্রায় ৭০০ কোটি টাকা দেওয়া হয়েছে জল সরবরাহ প্রকল্পের জন্য। খাতরায় ব্লাড ব্যাঙ্ক, SNCU, HDC, ন্যায্য মূল্যের ওষুধের দোকান, ডায়াগনস্টিক সেন্টার চালু হয়েছে। মেডিকেল কলেজ , কলেজ, বিশ্ববিদ্যালয়, ৪ টি মাল্টি সুপার স্পেশালিটি হাসপাতাল, আই টি আই নির্মাণ করা হয়েছে। বিনামূল্যে হাঁস ও মুরগির ছানা দেওয়া হয়েছে।

বাঁকুড়াকে আরও ৩২ টি মাতৃ যান দেওয়া হচ্ছে গর্ভবতী ও প্রসূতি মহিলারা যাতে নিখরচায় হাসপাতালে যেতে পারেন। বন্যায় ক্ষতিগ্রস্তদের সাহায্য করছে আমাদের সরকার; এর জন্য ২৬৬৮ কোটি টাকার প্রকল্প নেওয়া হয়েছে। কৃষকদের কৃষি জমির ঋণ মুকুব করে দিয়েছে রাজ্য সরকার।

পানীয় জলের সমস্যা মেটানোর জন্য এই জেলায় ১১০০ কোটি টাকার জল প্রকল্প করা হয়েছে। এর মাধ্যমে ১৮ লক্ষ লোক সুবিধা পাবে। এখানে হোম ট্যুরিজম চালু করা হবে। ৫০০ কোটি টাকার চেক ড্যাম প্রকল্প চালু হয়েছে।

কন্যাশ্রী, শিক্ষাশ্রী, সবুজ সাথীর ছেলেমেয়েরা আমাদের গর্ব। ৫৭ লক্ষ SC/ST ছেলেমেয়েদের স্কলারশিপ দেওয়া হয়েছে। দেশে উচ্চ শিক্ষার জন্য ১০ লক্ষ এবং বিদেশে উচ্চ শিক্ষার জন্য ২০ লক্ষ টাকা ঋণ দেওয়া হচ্ছে।

কেন্দু পাতা সংগ্রহকারীদের জন্য পেনশন চালু করেছে রাজ্য সরকার।

দিল্লির বিজেপি সরকারের জন্য আড়াই লক্ষ লোক বিধবা ভাতা পাচ্ছিলেন না। আমাদের সরকার ২৫৮ কোটি টাকা দিয়ে তাদের জন্য বিধবা ভাতা চালু করেছে। আমাদের সরকার মানুষের পাশে আছে।

২ লক্ষ শিল্পীদের মাসে ১০০০ টাকা করে দেওয়া হয়। ৩ লক্ষ লোককে জমির পাট্টা দেওয়া হয়েছে। শ্মশান ও কবর স্থানগুলির সংস্কার করা হয়েছে। ৭০ লক্ষ সবুজ সাথীর সাইকেল দেওয়া হয়েছে। জন্ম থেকে মৃত্যু পর্যন্ত আমরা প্রকল্প চালু করেছি।

একদল লোক আছে যারা শুধু কুৎসা, অপপ্রচার ও চক্রান্ত করে বেড়ায়, তাদের কথায় কান দেবেন না, ওরা বাংলার ভালো চায় না।

বিশ্ববিদ্যালয়েও এখন কন্যাশ্রী প্রকল্প চালু করা হয়েছে। আমরা সাঁওতালি, কুর্মালি, অল চিকি ভাষাকে স্বীকৃতি দিয়েছি। সাঁওতালি ও রাজবংশী অ্যাকাডেমি তৈরি করা হয়েছে।আমাদের সরকার সবাইকে নিয়ে চলে।আমরা মানুষে মানুষে ভাগাভাগি করি না।

এই জেলার ছেলেমেয়েরা পড়াশোনায় খুব ভালো। ছাত্রছাত্রীরাই আমাদের ভবিষ্যৎ। ওরাই আমাদের দেশের সম্পদ।

দাঙ্গাকে কেউ প্রশ্রয় দেবেন না। একটা রাজনৈতিক দল হিন্দু মুসলমানদের মধ্যে ভাগাভাগি করে। গরীব, আদিবাসীদের ভুল বোঝায়। ওরা চক্রান্তকারী, ওদের কথায় কান দেবেন না।

গুজরাতে দলিতদের পিটিয়ে মেরে ফেলা হচ্ছে। বাংলার অনেক মানুষ বাইরে কাজ করতে গেছে। কেন তাদের আগুন দিয়ে পুড়িয়ে মারা হবে? বাংলা এ কাজ করে না। আমরা সকলকে স্বাগত জানাই। বাংলা মানবিকতা-সভ্যতা-সংস্কৃতিতে বিশ্বাস করে। বাংলা দাঙ্গা ও চক্রান্তে বিশ্বাস করে না। টাকা দিয়ে মনুষ্যত্ব কেনা যায় না।

আজ প্রায় ২৩ হাজার মানুষের কাছে সরকারী পরিষেবা পৌঁছে দেওয়া হয়েছে। আমি জেলায় জেলায় প্রশাসনিক বৈঠকের পাশাপাশি পরিষেবা প্রদান কর্মসূচীও করি।

To be prepared for any natural calamity or emergency situation in Bengal, the State Food and Supplies Department is setting up massive silos at five separate places that will be able to preserve rice for two years. In normal warehouses, rice can be stored for a maximum of seven months. The project will come up at a cost of Rs 800 crore.

Three such silos, which will be temperature-controlled to preserve the rice for long periods, will be located in south Bengal, with Bardhaman being one of the places, and two in north Bengal.

The plan is to conserve 10,000 metric tonnes of rice in each silo. Bardhaman has been selected as the location of one such silo; search is on for the other locations.

These plans were announced by the State Food and Supplies Minister at an interactive session on the achievements of the Khadya Sathi Scheme organised by Bengal National Chamber of Commerce and Industry (BNCCI). Khadya Sathi is a crowning achievement of Chief Minister Mamata Banerjee.

The minister also said that that Bengal produces 10 lakh metric tonnes of paddy in excess annually. Presently, 200 trucks of rice are exported daily to Bangladesh through the Petrapole border outpost.

He further announced that under the instruction of the Chief Minister, the department will send food stock for three months to Darjeeling.

An official at the summit said the department is setting up warehouses with a total capacity of 5 lakh metric tonnes by the end of 2018 for storing foodgrains.

Recently, Rice Tech Expo was held in Bardhaman town where modern technology for preservation of the grain was displayed by representatives from Brazil, Sweden and Norway. The districts of Purba and Paschim Bardhaman comprise the rice bowl of Bengal.

চাল সংরক্ষণে এবার অত্যাধুনিক পরিকাঠামো গড়ে তুলবে রাজ্য। এই ধরনের পরিকাঠামোর পোশাকি নাম ‘সাইলো’। খাদ্যসাথী প্রকল্প নিয়ে ‘বেঙ্গল ন্যাশনাল চেম্বার অব কমার্স অ্যান্ড ইন্ডাস্ট্রি’ আয়োজিত এক আলোচনাসভায় এই খবর জানিয়েছেন রাজ্যের খাদ্যমন্ত্রী।

মন্ত্রীর বক্তব্য, কৃষকদের থেকে সরাসরি ধান কেনা হচ্ছে। কিন্তু আবহাওয়ার পরিবর্তন কিংবা অন্য কোনও কারণে ধান উৎপাদন ব্যাহত হলে যাতে ভাতের অভাব না হয়, তার জন্য এখন থেকেই ব্যবস্থা নেওয়া হচ্ছে। আপাতত পাঁচটি সাইলো তৈরির পরিকল্পনা চলছে। তার মধ্যে দুটি হবে উত্তরবঙ্গে। বাকিগুলি হবে দক্ষিণবঙ্গে। এক একটি সাইলোতে ১০ হাজার মেট্রিক টন চাল দুবছর পর্যন্ত সংরক্ষণ করা যাবে।

মন্ত্রী বলেন, ধান মজুতের পরিকাঠামোও বৃদ্ধি করা হচ্ছে। বাম জমানার শেষের দিকে ৬২ হাজার মেট্রিক টনের গোডাউন ছিল রাজ্যে। এখন ৬ লক্ষ ১০ হাজার মেট্রিক টনের গুদাম রয়েছে। আগামী ডিসেম্বরের মধ্যেই আরও তিন লক্ষ পাঁচ হাজার মেট্রিক টনের গুদাম তৈরি হয়ে যাবে। এখানেই শেষ নয়, আগামী দিনে ধান মজুতের পরিকাঠামো আরও বাড়ানো হবে।

মন্ত্রী জানিয়েছেন, বর্তমানে রাজ্যে ১২৫০টি রাইস মিল রয়েছে। তার মধ্যে ২৫০টি মিল বন্ধ। সেগুলিকে খোলার জন্য তিন সদস্যের কমিটি তৈরি করা হয়েছে। মিল ধরে ধরে আলোচনা করা হবে। বণিক সভার সদস্যদের রাইস মিল তৈরিতে এগিয়ে আসার আহ্বান জানান তিনি। মন্ত্রী বলেন, নতুন রাইস মিল তৈরির জন্য ভর্তুকি দেবে রাজ্য। ট্রাইবাল এলাকায় মিল তৈরি করলে ৭৫ লক্ষ টাকা ভর্তুকি পাওয়া যাবে। অন্য জায়গায় মিল তৈরিতে মিলবে ৫০ লক্ষ টাকা ভর্তুকি।
খাদ্যমন্ত্রী বলেন, মুখ্যমন্ত্রীর নির্দেশে তিন মাসের বকেয়া খাবার এবার দেওয়া হবে দার্জিলিংয়ে। তার জন্য ব্যাপক প্রচার করা হবে। চা বাগানগুলিতে ফেয়ার প্রাইস শপ করা হবে বলেও জানান তিনি। তিনি বলেন, এই ধরনের ১২৬টি ফেয়ার প্রাইস শপ তৈরির কাজ চলছে। প্রতিটি চা বাগানেই এই শপ খোলা হবে।

As part of the ongoing restoration project of the iconic Town Hall, a heritage structure, being undertaken by the Bengal Government, it has been decided to upgrade it to an earthquake-proof building.

The strengthening of the more-than-200-year-old structure is being undertaken keeping in mind the series earthquakes, though of lesser intensity, in the past few years. Experts from IIT Roorkee have prepared a detailed report on restoring the structure, and the decision for earthquake-proofing is based on it.

An official from the Public Works Department (PWD), which is overseeing the restoration, said that as per the planning, fibre-reinforced concrete around the huge pillars in front of Town Hall will strengthen it and at the same time, steel will be used to fix the structure of the roof with the pillars.

At the same time, the lighting arrangements will be done in such a way that they add more elegance to the building’s look.

ইতিমধ্যেই টাউন হলের সংস্কারের কাজ শুরু করেছে রাজ্য সরকার। এই উদ্যোগের অংশ হিসেবে এই ঐতিহাসিক ভবনটিকে ভূমিকম্প-রোধক বানাবে রাজ্য।

গত কয়েক বছরে কলকাতায় বেশ কয়েকটি ভূমিকম্পের ঘটনা ঘটেছে। যদিও সেগুলির প্রবলতা খুব বেশি ছিল না, তবুও সংশয় থেকেই যায়। ঠিক এই কারণেই, দুশো বছরেরও বেশী পুরনো এই ভবনটিকে ভূমিকম্প-রোধক বানাতে উদ্যোগী সরকার। আইআইটি রুরকির বিশেষজ্ঞরা এই বাড়িটি সংস্কারের বিশদ রিপোর্ট তৈরী করেছে ভূমিকম্পের বিষয়টি মাথায় রেখেই।

পূর্ত দপ্তর এই সংস্কারের দায়িত্বে। ফাইবার-যুক্ত-কংক্রিট দিয়ে এই হলের থামগুলিকে মজবুত করা হচ্ছে। থামের সাথে যুক্ত ছাদের অংশটিতে স্টিল ব্যবহার করা হবে।

এছাড়াও, টাউন হলের শোভাবৃদ্ধির জন্য আলো দিয়ে সাজানোও হবে।

Bengal Chief Minister Mamata Banerjee today distributed prizes for the Junglemahal Cup Sports Tournament as well as announced and inaugurated several developmental projects for the region at a public ceremony in Indpur, Bankura.

“Our Government had introduced this sporting event five years ago to encourage sports and cultural activities among the local youth and nurture talent in football, kabaddi, archery, chou and many other disciplines.
So many star players of yesteryears are present here to encourage the youngsters,” she said. “I am proud of the young generation from Jangalmahal who are now advancing in education, skill development, sports and cultural activities.”

Statewide celebrations to mark Wildlife Day were also flagged off today during the programme at Bankura. Alongwith wildlife protection, the environment too must be protected, she stressed. Numerous new government schemes were initiated and benefits were distributed among the region’s people as well.

Nearly 2,500 clubs and about 30,000 youths from the Junglemahal areas participated in the sports and cultural competitions. Jerseys, footballs and Rs 25,000 were given to each of the clubs to encourage sports among the youth. Attempts are on by the police department to give jobs to the winners, she added.

At a place where fear once prevailed, free training and development of the tribal youth, along with food and education, are now being provided. Scholarships and loans for higher education have also been made available. Medical treatment without cost and increasing the age limit for government job applications have also been arranged for the people from these areas. “And yet, some people are saying that nothing has been done for the tribal population. Do not heed these false comments. Go ahead with the opportunities that are with you now,” she told the gathering.

The Central Government has stopped giving funds. It has curtailed various schemes. We will continue with the programmes with our own money. But we will not tolerate anyone’s accusations or anger. We are humane, and we will be known for that. We work for all the people, and we will live and grow together. No one from outside is burnt to death in Bengal. Those who are pursuing divisiveness are enemies of the country, she said. Everyone must maintain peace, and those who are spreading harmful rumours must be reported to the police, she concluded.

আদিবাসী,তপশিলি ভাই বোনেরা আমার গর্ব। আদিবাসীদের জন্য অনেক উন্নয়ন করেছে আমাদের সরকার। আড়াই হাজার ক্লাবকে জার্সি, ফুটবল সহ ২৫০০০ টাকা আর্থিক সাহায্য করা হয়েছে। খেলাধুলোর মাধ্যমে বিভিন্ন প্রতিভা উঠে আসে। যারা বিজয়ী হয়েছেন তাদের চাকরি দেবে পুলিশ, প্রক্রিয়া চলছে।

আজ বন্যপ্রাণী দিবস। বন্যপ্রাণ সংরক্ষণের পাশাপাশি পরিবেশ ভালো রাখা, শান্তি, সংহতি রক্ষা করাও আমাদের কর্তব্য। সবুজ বাঁচাও। সৃষ্টির নামই সংস্কৃতি। ধ্বংস নয়, সৃষ্টি করুন।

আগে বাঁকুড়া, পুরুলিয়ায় আসতে মানুষ ভয় পেত। মাওবাদী আতঙ্কে মানুষ ভয়ে বাড়ি থেকে বেরোতে পারত না, বেরোলে মাওবাদী তকমা দিয়ে দেওয়া হত। মাওবাদীরা গ্রামের মানুষের ওপর অত্যাচার করত। আজ আমি গর্ব করে বলতে পারি আর কোন মাওবাদী এলাকা নেই, সব মানুষ আজ মুক্ত। সাধারণ মানুষ আজ ভালো আছে।

আজ জঙ্গলমহল হাসছে। আদিবাসী ছেলেমেয়েদের বিনা পয়সায় ট্রেনিং দেওয়া হচ্ছে, স্কলারশিপ দেওয়া হচ্ছে, উচ্চশিক্ষার জন্য ঋণ দেওয়া হচ্ছে। আদিবাসীদের চাকরিতে আবেদনের জন্য বয়সসীমা ৪৫ বছর, তপশিলিদের জন্য ৪৩, আর সাধারণদের জন্য এই বয়সসীমা করা হয়েছে ৪০ বছর পর্যন্ত।

আমাদের সরকার সাঁওতালি, অল চিকি, কুরুক, কুর্মালি, নেপালি, গুরুমুখি ভাষাকে স্বীকৃতি দিয়েছে। আমদের সরকারই প্রথম আদিবাসীদের ২ টাকা কিলো দরে চাল দিয়েছে। আজ বাংলার সাড়ে ৮ কোটি মানুষ ২ টাকা কিলো দরে চাল ও গম পায়।

গরীব, মধ্যবিত্ত হওয়া কোন অপরাধ নয়। কিছু কিছু লোক মিথ্যে কথা বলে বেড়াচ্ছে যে আদিবাসীদের জন্য নাকি কোন কাজ হয়নি।অপপ্রচারে কান দেবেন না।

আজ মানুষ বিনামূল্যে চিকিৎসা পাচ্ছে। এই জেলায় ৪ টি মাল্টি সুপার স্পেশালিটি হাসপাতাল, মাদার চাইল্ড হাব তৈরি করা হয়েছে।

প্রসূতি ও গর্ভবতীদের জন্য আরও ১০০০ মাতৃযান দেওয়া হচ্ছে। সেখানে একজন নার্স ও সহকর্মী থাকে। পলিটেকনিক কলেজ, স্কুল, বিশ্ববিদ্যালয়, মেডিকেল কলেজ, রাস্তা সব তৈরি করা হয়েছে। ঝাড়গ্রাম নতুন জেলা হয়েছে। সব জেলায় উন্নয়নের কাজ হয়েছে। বন্যায় ক্ষতিগ্রস্তদের এখন ক্ষতিপূরণ দেওয়া হয়।

দিল্লির সরকারের কিছু বড় বড় নেতা আছে যাদের কোন কাজ নেই শুধু বড় বড় কথা বলে বেড়ায়। গুজরাতে দলিত, আদিবাসীদের পিটিয়ে মেরে ফেলা হচ্ছে, কিন্তু বাংলা তাদের ভালবাসে। বাংলায় কোন ভেদাভেদ নেই, সবাই সমান।

বাংলায় ৩ লক্ষ গরীব মানুষকে পাট্টা দেওয়া হয়েছে। ৫৭ লক্ষ SC/ST ছেলেমেয়ে শিক্ষাশ্রী স্কলারশিপ পায়। কন্যাশ্রী, সবুজ সাথী, স্বাস্থ্য সাথী সহ আরও বিভিন্ন প্রকল্প চালু করা হয়েছে। ৮১ লক্ষ ছেলেমেয়েদের চাকরি দেওয়া হয়েছে। ১.৭১ কোটি সংখ্যালঘু ছেলেমেয়েদের স্কলারশিপ দেওয়া হয়েছে।

কেন্দ্রীয় সরকার সব টাকা দেওয়া বন্ধ করে দিয়েছে। নিজেদের টাকা দিয়ে আমরা সব প্রকল্প চালাব কিন্তু কারো চোখ রাঙানি সহ্য করব না।

আমাদের ভাতে মেরে লাভ নেই কারণ, আমাদের রাজ্যেই ধান উৎপাদন হয়। আমাদের সরকার কৃষিজমির সব খাজনা মুকুব করে দিয়েছে।

নোট বাতিল ও জি এস টির ফলে প্রায় দেড় কোটির বেশি লোক বেকার হয়ে গেছে।

আমরা মানুষ এটাই আমাদের পরিচয়। আমরা সকলের জন্য কাজ করি। সবাইকে ভালবাসতে হবে। বাংলা, বাংলার মা মাটি মানুষ আমাদের গর্ব, সারা বাংলা একদিন বিশ্বজয় করবে, মানুষের মুখে হাসি ফোটাবে। এটাই বাংলার পরিচয়। মাথা উঁচু করে আমাদের এগিয়ে যেতে হবে।

বাংলায় কাউকে পুড়িয়ে মারা হয় না। মানুষ সবচেয়ে বড় কথা। সকলকে শান্তি রক্ষা করতে হবে। কেউ উল্টোপাল্টা প্রচার করলে সাথে সাথে পুলিশকে জানাবেন। আগের সরকার ৩৪ বছর এই সব জেলাকে ভুলে গিয়েছিল।

জঙ্গলমহলের মানুষ আমাদের গর্ব। সকলকে একসাথে নিয়েই এগিয়ে যেতে হবে.

Chief Minister Mamata Banerjee today inaugurated a number of developmental schemes at a public meeting in Kotshila, Purulia, that will give a huge boost to employment, infrastructure, healthcare, education and overall development in the district. A new industrial unit and several new projects were initiated.

Building a rapport with the local people by initially speaking in the Kurmari language, she said the head office of the West Bengal Kurmi Development and Cultural Board will be set up in Purulia. The formation of the board had already been announced for the focussed development of tribal people in the region. A special office of the board will be located at Jhargram. A Manbhum Cultural Academy was also being built and would start functioning soon. Some other salient points of her speech:

  • Opportunities for the tribal people of the region have increased manifold over the past six years. Food, education, land are among the many benefits that they have been receiving;
  • The fear of Maoist attacks has been replaced with peace and security. Now, not only are the residents even in Jungle Mahal areas able to go about their daily activities without apprehension, but tourists are also coming to the district, providing scope for growth and employment;
  • About 2 lakh artists are being given a Rs 1,000 monthly assistance as well as jobs through advertised posts. All this was not there before and has been introduced as artists are our pride;
  • Issues like free treatment, water supply, roads, farm loans among others have been addressed through various schemes and projects.

 

We are a government that cares for its people and works for their improvement and growth, the Chief Minister said. There are schemes for the benefit of the poor and underprivileged right from birth to death. The Central Government has stopped funding many projects, even though taxes are collected from the state. But despite these hardships, we are continuing with the schemes, she said.

She asked why should people from our state who go to other states for work to get killed in the process. This is very distressing. There is no need for them to go, we will provide them work, even if it is running a tea stall. Bengal is not like other states. We welcome people from other regions. It is their right. But that does not mean Bengalis will be killed when they go to work in other regions. Please come back. When demonetisation took place, many workers had to come back. We assisted each family with a Rs 50,000 financial aid.

With today’s programme, a total of 30,000 people of this district have been given benefits in one form or the other by the government. We are the only state that has provided 90 percent of its people one benefit or the other. Our job was to return peace in the region, provide rice at Rs 2 a kg, and create opportunities for education. We have done this, for Bengal is our motherland, our pride and our future, she concluded.

আজ পুরুলিয়ার কোটশিলায় একটি জনসভা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।সেখান থেকে একগুচ্ছ প্রকল্পের উদ্বোধন ও শিলান্যাস করলেন মুখ্যমন্ত্রী।

তাঁর বক্তব্যের কিছু অংশঃ

আমাদের সরকার আদিবাসীদের উন্নয়নের জন্য যে পদক্ষেপ গ্রহণ করেছে তা এক কথায় অদ্বিতীয়। ২০১৩ সালে আদিবাসী দপ্তর গঠন করা হয়েছিল।

পাশের রাজ্য ঝাড়খণ্ডে আদিবাসীদের জমি কেড়ে নেওয়া হয় কিন্তু বাংলায় তা হয় না।

কিছু লোক টাকা তোলার নাম করে মিথ্যে কথা বলে মানুষকে বিভ্রান্ত করছে। যখন পুরুলিয়া জেলায় রক্তের খেলা হত, যখন এই জেলার মানুষ মাওবাদীদের ভয়ে বাইরে বেরোতে পারতো না, ছেলেমেয়েদের মাওবাদী তকমা দিয়ে ধরিয়ে দেওয়া হত তখন এরা কোথায় ছিলেন। আগে এই জেলার মানুষের চোখে মুখে ভয়ের ছাপ ছিল। আজ পুরুলিয়া জেলায় শান্তি ফিরে এসেছে, সবুজ ফিরে এসেছে, স্বস্তি ফিরে এসেছে।পুরুলিয়া জেলায় মানভূম, ঝালদা নতুন সদর দপ্তর হয়েছে। আজ এখানে মানুষ বেড়াতে আসছে।পুরুলিয়া জেলা খুব সুন্দর তাই একে রূপসী বাংলা বলা হয়।

যখন মাওবাদী আন্দোলন হত তখন রাত ৩ টেয় আমি এখানে ঘুরে বেরিয়েছি পুলিশ ছাড়া, এখন এখানে অনেক উন্নয়ন হচ্ছে। আমরা আর এই জেলাকে রক্তাক্ত হতে দেব না।

২ লক্ষ শিল্পীকে মাসে ১০০০ টাকা আর্থিক সহায়তা এবং সরকারী বিজ্ঞাপনে কাজের সুযোগ দেওয়া হয়। পুরুলিয়ার শিল্পীদের কলকাতার পুজোয় ডেকে নিয়ে যাওয়া হয়। শিল্পীরা আমাদের গর্ব। এতদিন শিল্পীদের কোন সম্মান দেওয়া হত না।

শিশুরা ও ছাত্রছাত্রীরাই আমাদের দেশের ভবিষ্যৎ। তপশিলি ও আদিবাসী ভাইবোনেদের স্কলারশিপি দেওয়া হয়। প্রাইমারি স্কুলে বিনা পয়সায় ব্যাগ, জুতো, পোশাক, খাতা, মিড ডে মিল পায়। নবম থেকে দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের সবুজ সাথীর সাইকেল দেওয়া হয়।

কন্যাশ্রীর মেয়েরা আমাদের গর্ব। এই প্রকল্পের আওতায় ১৮ বছর বয়সের পর তারা এককালীন ২৫০০০ টাকা পায়। K -3 প্রকল্পের আওতায় যারা আর্টস পড়বে তারা মাসে ২০০০ টাকা ও যারা সাইন্স পড়বে তারা ২৫০০ টাকা সাহায্য পাবে। ১.৭১ কোটি সংখ্যালঘু ছেলেমেয়ে স্কলারশিপ পেয়েছে। সাধারণ ছাত্রছাত্রীদের জন্য স্বামী বিবেকানন্দ স্কলারশিপ চালু করা হয়েছে। ৫৭ লক্ষ SC/ST ও আদিবাসী ছেলেমেয়েরা শিক্ষাশ্রী প্রকল্পে স্কলারশিপ পাচ্ছে।

আমাদের সরকার সাঁওতালি, অল চিকি, কুরুক, কুর্মালি, নেপালি, গুরুমুখি ভাষাকে স্বীকৃতি দিয়েছে। কূর্মি উন্নয়ন পর্ষদ গঠন করা হয়েছে। উন্নয়নের জন্য ১০ কোটি টাকা বরাদ্দ করা হয়েছে।

আমরা কাজ করে দেখাই আর কিছু লোক শুধু ভাষণ দিয়ে বেড়ায়।

এই জেলায় ২ টি মাল্টি সুপার স্পেশালিটি হাসপাতাল তৈরি হয়েছে। এই জেলাকে ৮ টি মাতৃযান দেওয়া হচ্ছে। বাংলার সব জেলাকে আরও ১০০০ মাতৃযান দেওয়া হচ্ছে। এই জেলায় ১০০ শতাংশ বৈদ্যুতিকরন করা হয়েছে। SNCU, CCU, HDU তৈরি হয়েছে। আই টি আই, পলিটেকনিক কলেজ চালু হয়েছে এই জেলায়।

কৃষকদের সব খাজনা মুকুব করে দিয়েছে রাজ্য সরকার। প্রাকৃতিক দুর্যোগে যাদের জমি নষ্ট হয়েছে তাদের ক্ষতিপূরণ দিয়েছে রাজ্য সরকার। এই জেলার পানীয় জলের সমস্যা মেটানোর জন্য পানীয় জল সরবরাহ প্রকল্প চালু হয়েছে। নতুন রাস্তাঘাট তৈরি হচ্ছে।

আমাদের সরকার প্রথম জঙ্গলমহলের জন্য শুরু করেছিল ২টাকা কিলো দরে চাল দেওয়া। আজ সারা বাংলার ৮.৫কোটি মানুষকে আমরা ২টাকা কিলো দরে চাল ও গম দিই ৫ কিলো করে মাসে। আর কেউ এরকম কাজ করে দেখাতে পারবে না। গরীব, সাধারন, মধ্যবিত্ত মানুষ আমাদের সম্পদ।

সরকারি হাসপাতালে বিনা পয়সায় চিকিৎসা তৃণমূল কংগ্রেস সরকার দেয়।কন্যাশ্রী, শিক্ষাশ্রী, যুবশ্রী, ২টাকা কিলো চাল, সবুজশ্রী, বিনা পয়সায় সাইকেল দেয় তৃণমূল কংগ্রেস সরকার।মৃতদেহ সৎকারের জন্য ২০০০ টাকা করে দেওয়া হয়।

ইতিমধ্যে ৩০০০ কবরস্থান সংস্কার করা হয়েছে। আমরা আগামী বছর ১৫০০ শ্মশানঘাট সংস্কার করা হবে।

দিল্লীর সরকার আমাদের দয়া করে না, আমাদের ভাতে মারার চেষ্টা করে। ২.৫ লক্ষ বিধবা, প্রতিবন্দী, বয়স্ক যারা ভাতা পেতেন, সব ভাতা বন্ধ করে দিয়েছে, আমরা রাজ্য সরকারের ২৫৮কোটি টাকা দিয়ে সব চালু রেখেছি। কেউ যেন বঞ্চিত না হয়।

খরার জায়গা গুলোতে চেক ড্যাম তৈরি হচ্ছে যাতে জল ধরে রাখা যায়। সেচ প্রকল্প ও যাতে বন্যা নিয়ন্ত্রণ হয়, তার জন্য ২৬৬৮ কোটি টাকার একটা প্রজেক্ট তৈরী করেছি। পুরুলিয়ায় জল সরবরাহের জন্য নতুন প্রজেক্ট করছি।

রঘুনাথপুরে জল সরবরাহ চালু হয়ে গেছে, মুরাডি, তেলকুপি, বল্লমপুর ও বাঘমুণ্ডিতে ইকো ট্যুরিস্ম প্রকল্প শুরু হয়ে গেছে। এখানে ১টি ইঞ্জিনিয়ারিং কলেজ আছে, আরও কেউ করতে চাইলে সরকার সব সাহায্য করবে।

আমাদের রাজ্যের লোক বাইরে গেলে তাঁকে কেন মরতে হবে? এরম হলে, যারা বাইরে আছেন তাদের বলব, ফিরে আসুন এখানে। যখন নোটবন্দী করেছিল দিল্লীর সরকার, ১ লক্ষ পরিবার ফিরে এসেছিল, আমরা প্রতিটা পরিবারকে ৫০০০০ টাকা করে দিয়েছিলাম।

বাংলার মানুষ সবাইকে ভালবাসে, বাংলার মানুষের ওপর অত্যাচার করা যাবে না। আর বাংলাও কারো ওপর অত্যাচার করবে না। এটা বাংলার মানুষের গর্ব।

বিজেপির নেতারা কিছু বোঝেই না, ঝাড়খণ্ডে যা মিনারেলস আছে, ওই রাজ্যটা আমাদের হাতে থাকলে, আমরা সোনা ফলিয়ে দিতাম। কিছু না থেকেও বাংলা আজ এক নম্বরে চলে গেছে অনেক ব্যাপারে। ঝাড়খণ্ডে করতে পারেন না, বাংলায় কি করবেন? গুজরাটে দলিতদের ওপর অত্যাচার করে, রাজস্থানে সংখ্যালঘুদের ওপর অত্যাচার করে, অন্য জায়গায় খৃস্টানদের ওপর অত্যাচার করে। কেন করবেন? দলিত, খৃস্টান, সংখ্যালঘু, সাধারন মানুষ আমার ঘরের ভাই বোন। পার্থক্য আমরা করি না। আমরা সবাই এক, আমরা মানবিক পরিবারের সদস্য।আমরা চাই পুরুলিয়ার ছেলেমেয়েরা সারা পৃথিবী জয় করুক।

আজ এই সভামঞ্চ থেকে ৩০ হাজার মানুষের কাছে বিভিন্ন রকম সরকারী পরিষেবা পৌঁছে দেওয়া হল। বাংলা একমাত্র রাজ্য যেখানে ৯০ শতাংশ লোকের কাছে সরকারী পরিষেবা পৌঁছে দেওয়া হয়েছে। তাও কারো কারো সাধ মেটে না।

আমার কাজ শান্তি ফিরিয়ে দেওয়া, আমি তা দিয়েছি। ২ টাকা কিলো চাল দিয়েছি। ছেলেমেয়েদের পড়াশোনা করার সুযোগ করে দিয়েছি।

বাংলার মাটি গর্বের মাটি, এ মাটি সোনার চেয়েও খাঁটি। এই মাটি আমাদের জন্মভূমি, কর্মভূমি, মাতৃভূমি। মানুষ ভালো থাকুক।

The food festival organised by Bengal Government, Ahare Bangla, has begun yesterday. This festival will continue till December 11 at Newtown Fair Grounds (from 12-9 PM).

The festival has already generated a lot of excitement among people. Various restaurants from Kolkata, as well as organisations from districts, have set up stalls here. There are representatives from Japan, China and Russia too.

Cooking contests and cookery shows are being held at the food festival every day. The finale of the cooking competition will be held on December 11. Arrangements have been made for cultural functions too.

There will be a B2B conclave at the food festival on December 11.

 

জমে উঠেছে আহারে বাংলা ২০১৭

বঙ্গীয় খাদ্য উৎসব, যার পোশাকি নাম আহারে বাংলা, শুরু হয়েছে গতকাল। চলবে আগামী সোমবার (১১ই ডিসেম্বর) রোজ বেলা ১২টা থেকে রাট ৯টা অবধি চলবে এই মেলা।

ইতিমধ্যেই জমে উঠেছে খাদ্য উৎসব। কলকাতার নামীদামী রেস্তোরাঁর পাশাপাশি সারা রাজ্যের বিভিন্ন সংগঠন ষ্টল দিয়েছেন এই মেলায়। রয়েছেন জাপান, চীন ও রাশিয়ার প্রতিনিধিরাও।

প্রতিদিন থাকছে রান্নার শো এবং রান্নার প্রতিযোগিতা। এই প্রতিযোগিতার ফাইনাল হবে ১১ তারিখ। প্রতিদিন থাকবে স্বনামধন্য শিল্পীদের দ্বারা সাংস্কৃতিক অনুষ্ঠান। ১১ তারিখ অনুষ্ঠিত হবে একটি বাণিজ্যিক বৈঠক।

Chief Minister Mamata Banerjee once again attacked the Centre for making linking of Aadhaar compulsory without guaranteeing that the fundamental rights of a person will not get infringed. Banerjee raised the issue while addressing the inaugural programme of the 69th anniversary of Universal Declaration of Human Rights on Friday. Raising the question on why a newborn baby, whose retina hasn’t developed properly, needs to get Aadhaar card, Banerjee said: “Is it not injustice to a baby?”

She further said: “One can link his or her Aadhaar card with their bank accounts, provided it is assured that money will not get automatically deducted from the account.” She raised a question mark on the credential of Aadhaar cards, stating “thousands of Aadhaar cards are being found under one name so where is its credential? It will badly affect the pensioners as well.”

“I was astonished to find that a letter has been sent to the state Labour department stating that certain grants will be stopped if one doesn’t possess Aadhaar card,” she said, adding that “this is nothing but muscle-flexing.” She also urged the judiciary to give justice to common people in this connection.

She said: “An incident had taken place at Garden Reach in which a youth, Sk Azad had died in police lock-up. I had received a call from his wife, who was pregnant. So I went to her house and fought for her rights. I held a dharna for 21 days and the then Prime Minister had assured me that the Human Rights Commission will be set up here.”
