Trinamool Chairperson Mamata Banerjee today addressed the party workers at an extended core committee meeting of the party at Nazrul Mancha. At the meeting, she gave directions to the party to fight the BJP at the Centre, and also prepare for the upcoming Panchayat Polls.

Here’s what the Chairperson said:

  • Some parties claim they are the true representatives of Hinduism. Hindu religion is ancient, much before BJP was formed.
  • We believe in Swami Vivekananda, Ramakrishna Paramhansa. Not the ideology of BJP.
  • Do not use loudspeakers during board exams. We must ensure peace for the sake of students.
  • Ram Navami rallies should be held in peaceful manner, without arms. Board exams will be going on at that time.
  • A core group of Subrata Bakshi, Partha Chatterjee, Abhishek Banerjee and Aroop Biswas must ensure old workers of Trinamool are not neglected.
  • Workers are our assets. Party is above all. There is no place for individualism.
  • Digital platforms are of significance today. We must motivate our younger generation to use social media seriously. BJP spends crores on digital propaganda. We must counter them effectively.
  • There was a time when tribals in Jangalmahal used to survive on insect eggs. Now 8 crore people receive rice at Rs 2/kg. This is a matter of pride.
  • 45 lakh Kanyashree scholarships, 57 lakh SC/ST scholarships, and 1.71 crore minority scholarships have been distributed.
  • 30 lakh ‘Banglar Bari’ have been constructed, 3 lakh land pattas have been distributed. 70 lakh cycles have been given to students.
  • We had promised to construct 50 lakh water bodies under Jal Dharo Jal Bharo scheme. We have constructed 15 lakh water bodies.
  • We have increased the honorarium for ICDS scheme. Retirement age of contractual and casual workers has been set at 60 years.
  • Car drivers, auto drivers, construction workers, kendu leaf collectors, bidi workers have been brought under social security scheme.
  • We have to pay instalments worth Rs 48,000 crore for the debt incurred by the Left. We have not imposed any burden on people. Instead, we have waived off khajna tax on agricultural land.
  • We have increased pension of farmers. We give monthly stipend to nearly 2 lakh folk artistes. We have started a new pension scheme for the handicapped.
  • We have started a new scheme called ‘Ruposhree’. Poor families with income upto Rs 1.5 lakh receive Rs 25,000 for the wedding of their daughters (18 years and older).
  • They are talking of ‘Achhe Din’. But in reality, people are in great pain. Their savings are not safe in banks.
  • They won in Tripura by merely 0.3% and they are behaving as if they won the world. Had some people not betrayed us, we would have won in Tripura. They used money and muscle power to win. I feel there was an understanding between CPI(M) and Congress.
  • CPI(M), Congress and BJP will unite during Panchayat polls to defeat us.
  • We will never ally with BJP. There was a semblance of liberal thinking during Atal Ji’s time. The discourse has reached its lowest ebb now. Look at the kind of language they use. They only appear on TV to grab eyeballs.
  • TDP, an alliance partner of BJP, has resigned from Union Govt. TRS has decided to go its own way. Shiv Sena has also left the BJP. Even their allies do not trust them anymore.
  • This fight is not trivial. UP will fight its own way. Bihar will fight its own way. Odisha will fight its own way. Rajasthan will fight its own way. Bengal will fights its own way.
  • They have spent crores on their party office. Don’t they have any shame?
  • Majority of the bank frauds happened during demonetisation. Agencies are being used to intimidate opponents. We are not afraid of the fear tactics.
  • Chit funds were formed during CPI(M) rule. But our people were harassed.
  • After a history of riots they captured power in Delhi. And now they are clearing their names. Today they are in office. Tomorrow they may not have power. We believe in politics of culture and courtesy. Our courtesy is not our weakness.
  • We will give our lives, but we will never bow our heads.
  • You have to be strong. You have to be cool. You have to be straight-forward.
  • Du hajar unish (2019), BJP finish. Aage Dilli samla, tarpor dekhbi Bangla (First manage Delhi, then focus on Bengal).
  • We came to power after 34 years of struggle. But our fight is not over. Centre does not cooperate with us. We have a huge debt burden. They treat different States differently.
  • Centre wants to send two officials to oversee our finances. How can they do so in federal structure? We are also democratically elected like them.
  • There is super-emergency in the country. People are not safe. Someone has to bell the cat. We want all Opposition parties to work together to defeat BJP.
  • The party has to focus on Panchayat elections. I will focus on Lok Sabha elections.
  • New frontal organisation will be formed ‘Adivasi Trinamool Congress’. James Kujur will be the President. Bachchu Hansda, Sandhya Tudu, Shrikanta Mahato and others will be members.

লক্ষ্য পঞ্চায়েত ভোট, কোর কমিটি বৈঠকে বললেন তৃণমূলনেত্রী

আজ দলের বর্ধিত কোর কমিটির বৈঠকে কর্মীদের পঞ্চায়েত ভোটের জন্য প্রস্তুতি নিতে বলেন জননেত্রী মমতা বন্দ্যোপাধ্যায়। নজরুল মঞ্চে এই বৈঠকে তিনি দলের কর্মীদের বার্তা দেন বিজেপির অপশাসনের বিরুদ্ধে সরব হতে।

ওনার বক্তব্যের কিছু অংশ:

  • কেউ কেউ মনে করে তারাই হিন্দু ধর্মের দায়িত্ব নিয়ে বসে আছে। তাদের কে দায়িত্ব দিয়েছে কেউ জানে না। বিজেপি দল তৈরির অনেক আগেই হিন্দু ধর্মের জন্ম হয়েছিল।
  • আমরা স্বামী বিবেকানন্দ, রামকৃষ্ণ পরমহংসদেবকে মানি। অন্য কাউকে মানি না।
  • পরীক্ষা চলবে তাই রাম নবমীর মিছিল শান্তিপূর্ণভাবে করবেন। পরীক্ষার সময় ছাত্রছাত্রীদের যাতে কোনরকম অসুবিধা না হয় সেদিকে আমাদের নজর রাখতে হবে। মাইক, অস্ত্র ছাড়া শান্তিপূর্ণভাবে মিছিল করবেন।কারণ সেই সময় বোর্ডের পরীক্ষা চলবে।
  • সুব্রত বক্সি, পার্থ চট্টোপাধ্যায়, অভিষেক বন্দ্যোপাধ্যায় ও অরূপ বিশ্বাসকে নিয়ে একটি কোর গ্রুপ গঠন করা হয়েছে। তারা লক্ষ্য রাখবেন যাতে আমাদের পুরনো কর্মীরা (যারা দীর্ঘদিন ধরে তৃণমূল করছেন) কোনভাবেই বঞ্চিত না হয়।
  • কর্মীরাই আমাদের সম্পদ। কোন একজনের কথামতো নয়, দলের কথামতো দল চলবে। তৃণমূল মা মাটি মানুষের দল।
  • আজ সোশ্যাল নেটওয়ার্ক, ডিজিটাল প্ল্যাটফর্ম গুরুত্বপূর্ণ বিষয়। আমাদের যুব সমাজকে সোশ্যাল মিডিয়ায় আরও সক্রিয় হতে হবে। বিজেপি এর পিছনে হাজার হাজার কোটি টাকা খরচ করে। আমাদের সেই টাকা নেই, তাই আমাদের পরিশ্রম করে সেই কাজটা করতে হবে যাতে একতরফা মিথ্যে কথা, কুৎসা, অপপ্রচার না হয়।
  • একটা সময় ছিল যখন এই বাংলায় জঙ্গলমহলের মানুষরা পিঁপড়ের ডিম খেয়ে বেঁচে থাকত। আজ এই রাজ্যের ৮ কোটি লোক ২ টাকা কেজি চাল পায়। এটা গর্বের বিষয়।
  • ৪৫ লক্ষ মেয়েকে কন্যাশ্রী স্কলারশিপ, ৫৭ লক্ষ SC/ST ছেলেমেয়েদের এবং ১.৭১ কোটি সংখ্যালঘু ছেলেমেয়েদের স্কলারশিপ দেওয়া হয়েছে।
  • ৩০ লক্ষ ‘বাংলার বাড়ি’ নির্মাণ করা হয়েছে। ৩ লক্ষ লোককে জমির পাট্টা দেওয়া হয়েছে। ৭০ লক্ষ ‘সবুজ সাথী’ সাইকেল দেওয়া হয়েছে।
  • ‘জল ধরো, জল ভরো’ প্রকল্পে আমরা ৫০ লক্ষ পুকুর কাটার প্রতিশ্রুতি দিয়েছিলাম। ইতিমধ্যেই ১৫ লক্ষ পুকুর কাটার কাজ সম্পূর্ণ হয়ে গেছে।
  • আমরা আইসিডিএস কর্মীদের মাইনে বাড়িয়েছি। চুক্তিভিত্তিক কর্মীদের চাকরির বয়স ৬০ বছর পর্যন্ত করে দেওয়া হয়েছে।
  • কেন্দুপাতা সংগ্রহকারী, গাড়ির ড্রাইভার, অটোর ড্রাইভার, কন্সট্রাকশন কর্মী, বিড়ি কর্মীদের স্বাস্থ্যসাথী প্রকল্পে আনা হয়েছে।
  • সিপিএম-এর করা দেনার ফলে আমাদের বছরে ৪৮০০০ কোটি টাকা শোধ করতে হচ্ছে। জনগণের ওপর কোনও বোঝা বাড়ানো হয়নি। বরং, কৃষিজমির খাজনাও মুকুব করে দেওয়া হয়েছে।
  • আমরা কৃষকদের বার্ধক্য ভাতা বাড়িয়েছি, ১ লক্ষ ৯২ হাজার লোকপ্রসার শিল্পীকে ১০০০ টাকা করে পেনশন দিই। কন্যাশ্রী স্কলারশিপের টাকা বাড়ানো হয়েছে। ২ লক্ষ প্রতিবন্ধীকে ১০০০ টাকা করে দেব বলে ঠিক করা হয়েছে।
  • রুপশ্রী পরিকল্পনা চালু হচ্ছে ১লা এপ্রিল থেকে, যে মেয়েদের ১৮ বছর বা তার বেশী বয়স, কিন্তু, বাবা মা’রা বিয়ে দিতে পারবে না, ১.৫ লক্ষ টাকার কম বছরে আয় যাদের, তারা আবেদন করলে সরকার ২৫০০০ টাকা করে তাদের মেয়ের বিয়েতে দেবে।
  • দিল্লীর স্লোগান আচ্ছে দিন, এমন আচ্ছে দিন জনগণকে বাদ দিন। বিজেপি আনল আচ্ছে দিন, জনগণের টাকা লুটে নিন।
  • ত্রিপুরায় জিতেছে ০.৩% ভোটে। এমন করছে যেন পৃথিবী জয় করে ফেলেছে। কিছু লোক গদ্দারি করেছে, নয়তো ত্রিপুরাটা আমরাই জিততাম। তৈরী জায়গায় টাকা ঢেলেছে আর সেন্ট্রাল এজেন্সিকে দিয়ে টাকা ডিস্ট্রিবিউশন করিয়ে জিতেছে, সিপিএম আত্মসমর্পণ করেছে। এটা মনে হয়ে সিপিএম বিজেপির বোঝাপড়া।
  • সিপিএম, কংগ্রেস, বিজেপি আমাদের বিরুদ্ধে এক হয়ে যায়, পঞ্চায়েতেও হবে।
  • একমাত্র তৃণমূল কংগ্রেস বলতে পারে, বিজেপির সঙ্গে আমাদের কোনও সম্পর্ক নেই। আমরা ওদের সাম্প্রদায়িক রাজনৈতিক দল মনে করি। অটল বিহারী বাজপেয়ীর সময় আমরা ওদের কিছুটা লিবারাল দেখেছিলাম। এখনকার বিজেপি দল সাম্প্রদায়িকতার নিম্নতম স্তরের দল। ভাষার কোনও সৌন্দর্য নেই, যা ইচ্ছে বলে যাচ্ছে। রোজ টিভিতে মুখ দেখাতে হয় আর ভাষণ দিতে হয়।
  • টিডিপি দল একসময় বিজেপিকে সাপোর্ট দিত, মিনিস্ট্রি থেকে রিজাইন করেছে। টিআরএস ও বলছে আমরা আলাদা হব। শিবসেনা বলছে আমরা দরকার হলে একা লড়ব। কোনও জোটসঙ্গী  ওদের সাথী নেই।
  • দেশের রাজনৈতিক মানচিত্র দ্রুত বদলাচ্ছে । ইউপি ইউপির মতো, বিহার বিহারের মতো, ওড়িশা ওড়িশার মতো লড়বে। বাংলা বাংলার মতো লড়বে।
  • পার্টি অফিস তৈরী করেছে ৬০০ কোটি টাকা দিয়ে। লজ্জা করে না?
  • আমি আজও বলছি, ব্যাঙ্কের যত কোরাপশান হয়েছে, তার বেশিরভাগটাই নোটবন্দির সময় হয়েছে। এজেন্সি দিয়ে ভয় দেখাচ্ছে। মনে রাখবেন, আমরা ভয় পাই নি।
  • চিট ফান্ড তৈরি হয়েছে সিপিএম-র আমলে অথচ আমাদের লোকেদের অনেক হেনস্থা হতে হয়েছে।
  • দাঙ্গা করে, হত্যা করে, মানুষ মেরে আজকে ওরা বসে আছে দিল্লীর গদিতে। নিজেদের কেস গুলো ক্লীয়ার করছে আর অন্যদের পেছনে এজেন্সি লাগিয়ে দিয়ে অ্যারেস্ট করছে। আগামীদিন কী হবে? আমি মনে করি রাজনীতিতে একটা সৌজন্যতা থাকা উচিত, একটা সীমাবধ্যতা থাকা উচিত, একটা লক্ষ্মণের গন্ডী থাকা উচিত। আমার হাতেও অনেক কেস আছে, তা সত্ত্বেও ভদ্রতা রক্ষা করি, কিন্তু ভদ্রতাটা দুর্বলতা নয়।
  • আমরা মরে যাব তাও মনে রাখবেন আমাদের মাথা কোনদিন বিক্রী হবে না।
  • আপনাদের শক্ত হতে হবে, মাথা ঠান্ডা রাখতে হবে এবং এগিয়ে যেতে হবে।
  • দু হাজার উনিশ, বিজেপি ফিনিশ। আগে দিল্লী সামলা, তারপর দেখবি বাংলা।
  • আমরা ক্ষমতায় এসেছি ৩৪ বছরের সংগ্রামের পর। আজও লড়াই চলছে আমাদের। দিল্লী পয়সা দেয় না। কেন্দ্র আমাদের সাহায্য করে না। আমাদের টাকা কেটে নিয়েছে বছরের পর বছর। একেক রাজ্যের জন্য একেক রকম নিয়ম।
  • কেন্দ্র হঠাৎ বলল আমার ফাইনান্সিয়াল লোকেরা এসে তোমার ফাইনান্স ডিপার্টমেন্ট দেখবে।যুক্তরাষ্ট্রীয় কাঠামোয় তা কি করে তা সম্ভব? তুমিও ইলেকটেড, আমরাও ইলেকটেড, যাও তুমি তোমার কাজ কর।
  • সম্পুর্ণভাবে একটা অরাজকতা চলছে দেশে। মানুষের নিড়াপত্তা নেই। কৃষক, শ্রমিকদের জীবনের নিরাপত্তা নেই। সেই জায়গায় দাঁড়িয়ে, কাউকে না কাউকে বিড়ালের গলায় ঘন্টা বাঁধতে হবে। আমরা চাই সবাই এক হয়ে কাজ করুক।
  • পঞ্চায়েতটা আপনারা করবেন আর দিল্লীটা আমি করব।
  • আমি ‘আদিবাসী তৃণমূল কংগ্রেস’ তৈরী করে দিচ্ছি। সভাপতি হবেন জেমস কুজুর; বাচ্চু হাঁসদা, সন্ধ্যা টুডু, শ্রীকান্ত মাহাতো এবং অন্যদের রাখা হবে।

Yesterday, a day before International Women’s Day, a fashion show took place at the Uttirna open-air stage. It was the culmination of a months-long effort towards the empowerment of the inmates of Liluah Girls’ Home.

The project is called ‘Bangali’, a name coined by none other than Chief Minister Mamata Banerjee. This is yet another effort by the Trinamool Congress Government to put women at the forefront of development. The programme was organised by the State Commission for Protection of Child Rights.

The inmates walked the ramp in clothes made by their fellow inmates. Internationally-renowned fashion designer of Bangladesh, Bibi Russell provided the training to the girls, which took place for eight months.

The traditional towel of Bengal, gamcha, featured prominently in the show, being converted into garments of various hues and designs. Sarees, other garments, jewels and accessories featured in the show.

For now, the articles would be available in Biswa Bangla stores. Later they would be made available in other stores and would be exported too.

In the audience were famous names from the world of fashion and entertainment as well as senior State Government ministers, and their thunderous applause put a further stamp of approval on the inmates’ efforts towards a life of dignity and self-respect.

The venue was appropriate too – an open-air stage, to symbolise the freedom of opportunity that the fashion show heralded for these women.

The Women and Child Development & Social Welfare Minister, who was also in the audience, said after that show that similar efforts would be replicated in the other homes run by the State Government.

 

 

সাধারন মানুষের কাছে পৌঁছল মুখ্যমন্ত্রীর বঙ্গালি

 

বিবি রাসেলের দুনিয়া কাঁপানো গামছার ফ্যাশনের সজ্জায় উত্তীর্ণের র‍্যাম্প আলো করল লিলুয়া হোম কন্যারা৷ এই ফ্যাশন শোর মাধ্যমেই যাত্রা শুরু হল নয়া ব্র্যান্ড ‘বঙ্গালি ’র৷

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় আন্তর্জাতিক খ্যাতিসম্পন্ন ডিজাইনার বিবি রাসেলের প্রশিক্ষণে লিলুয়া হোমের আবাসিকদের তৈরি পোশাক ও সজ্জাসম্ভারই ‘বঙ্গালি ’ ব্র্যান্ডের আওতায় দেশবিদেশের বাজারে বিপণন করতে চায় রাজ্য সরকার৷ যা লিলুয়া হোম কন্যাদের জীবনের পথে স্বয়ম্ভর করতেও অনুঘটকের কাজ করবে৷

বলা ভালো, এই ব্র্যান্ডটি নিজে হাতেই এঁকেছেন মমতা বন্দ্যোপাধ্যায়৷ গত এপ্রিল থেকেই রাজ্য সরকারের আহ্বানে লিলুয়া হোমের ৫০ জন আবাসিককে পোশাক বানানোর প্রশিক্ষণ দেওয়া শুরু করেন বিবি রাসেল৷ তাঁর কথায় , ‘প্রথম প্রথম ওরা বলছিল, এ কাজ তো আমরা করতে জানি না৷ তাঁত বুনব কী করে৷ কয়েকজন মহিলা তাঁতিকে দিয়ে ওদের তাঁত বুনতে শেখার কাজটা শুরু করানো হয়৷ পরে অবশ্য সব জড়তা কেটে যায়৷

শুধু অবশ্য পোশাক বানানো নয় , বিবি রাসেলের কাছে এই আবাসিকরা সাদামাটা জিনিসপত্র দিয়ে নানা ধরনের গয়না বানানোর কাজটিও শিখেছেও৷ পোশাকের মতই গয়নাগুলিও আন্তর্জাতিক মানের৷ নারী ও শিশু উন্নয়ন এবং সমাজ কল্যাণ দন্তরের পক্ষ থেকে ‘বঙ্গালি ’ ব্র্যান্ডের উন্মোচনে এই অনুষ্ঠানটির আয়োজন করা হয়েছিল৷

হোম কন্যাদের বানানো পোশাক ও গয়না বিশ্ববাংলার বিপণিগুলিতে মিলবে৷ বিভাগীয় মন্ত্রী বলেন , ‘লিলুয়া হোমের মতো অন্যান্য হোমেও আমরা নানা ধরনের প্রশিক্ষণের ব্যবস্থা করছি৷ কিন্ত্ত, আজ যা হল, তা এক অবিশ্বাস্য ঘটনা৷ ছিলেন শিশু অধিকার রক্ষা কমিশনের চেয়ারপার্সন ৷

Since coming to power in 2011, Chief Minister Mamata Banerjee has been striving to bring about real change in the lives of women, among other things. For this, the Trinamool Congress Government has brought about numerous schemes and strengthened the policing system.

The foremost among the schemes is undoubtedly Kanyashree, a highly innovative approach to secure the life of the girl child, something for which the government has received numerous international accolades including the United Nations Public Service Award last June.

Kanyashree Scheme:

  • It was started on October 1, 2013 with the inspiration of the Chief Minister to put an end to child marriages in the state.
  • More than 40 lakh girls from about 15,500 institutions – schools, madrasahs, colleges, universities including open universities, vocational training schools, and even sports training centres – have benefitted till now.
  • More than 5,000 girls have been provided training in self-defence.
  • In North 24 Parganas district, a special educational and self-awareness programme called Kanyashree Dishari (meaning ‘Kanyashree path-finders’) has been started, involving Kanyashree Scheme beneficiaries.
  • Many Kanyashree beneficiaries are being given training for getting scholarships and for skill development.

  • Manthan Award for Digital Inclusion for Development (South Asia and Asia Pacific), 2014-15,
  • SKOCH Winner Award for Smart Governance and Award of Merit, 2015,

  • United Nations WSIS Award 2016 in the category of ‘E-Government’ (WSIS Action Line C-7),
  • Finalist in the 2016 GEM-TECH Awards, instituted by ITU and UN Women,

কন্যাশ্রী – নারী ক্ষমতায়নে এক যুগান্তকারী প্রকল্প

২০১১ সালে ক্ষমতায় আসে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অধীনে তৃণমূল কংগ্রেস সরকার রাজ্যের শাসনভার গ্রহণ করে। তারপর থেকে প্রতি ক্ষেত্রে বাংলা এগিয়ে চলেছে উল্লেখযোগ্য ভাবে।
নারী ও শিশুদের ওপর অবহেলা, অপরাধ দেশের অন্যান্য অঞ্চলে যেখানে বেড়েই চলেছে, সেখানে এ রাজ্যে সরকার নারী ও শিশুদের উন্নয়নে নিয়ে অসাধারন প্রকল্প সমুহ। এই প্রকল্পগুলির অসাধারন সাফল্যও মাত্র এই ছ’বছরেই দেখা গেছে।

কন্যাশ্রী প্রকল্প:

  • মুখ্যমন্ত্রীর অনুপ্রেরণায় ২০১৩ সালের ১লা অক্টোবর এই প্রকল্প চালু হয়। এই প্রকল্পের উদ্দেশ্য বাল্যবিবাহ রোধ করা
  • রাজ্যের প্রতি অঞ্চলের প্রায় ১৫,৫০০ প্রতিষ্ঠান – প্রথা বহির্ভূত বিদ্যালয়, মাদ্রাসা, কলেজ, মুক্ত বিশ্ববিদ্যালয় এবং বিশ্ব বিদ্যালয় বৃত্তিমূলক প্রশিক্ষণ কেন্দ্র, শিল্প প্রশিক্ষণ, এমনকি ক্রীড়া প্রশিক্ষণ কেন্দ্রের প্রায় ৪০লক্ষ কিশোরীকে এই প্রকল্পের অধীনে আনা হয়েছে।
  • ৫০০০-এরও বেশী মেয়েকে আত্মরক্ষার প্রশিক্ষণ দেওয়া হয়েছে।
  • ‘কন্যাশ্রী দিশারি’ নামে উত্তর ২৪ পরগনা জেলায় কন্যাশ্রী প্রকল্পভুক্ত মেয়েদের একটি বিশেষ শিক্ষামূলক এবং সচেতনতামূলক প্রচার কর্মসূচী চালু করা হয়েছে।

The Trinamool Congress Government, under the leadership of Chief Minister Mamata Banerjee, over the last seven years, has been striving to bring about development on every front.

Among the schemes there are many for the welfare of women – the most famous and revolutionary of which is Kanyahsree, a scheme for the education and development of girl children. Then there is Sabujshree for newborn girls, and numerous others.

Continuing on this path, during the presentation of the Budget in 2018, a new scheme was launched – Ruposhree. Through this scheme, the State Government would stand beside families which are too poor to arrange for the weddings of their daughters. For all families in Bengal whose annual income is less than Rs 1.5 lakh, the government would provide a one-time grant of Rs 25,000 in lieu of the marriage expenses, provided the girl gets married after crossing the age of 18.

Rs 1,500 crore has been allotted for this scheme, through which 6 lakh families are expected to be benefitted. The forms for enrolling in this scheme would be available from the BDO offices from March 30.

 

রূপশ্রী প্রকল্প – বাংলার সরকারের মানবিক মুখ

২০১১ সালে ক্ষমতায় আসে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন মা মাটি মানুষের সরকার। রাজ্যের অচলাবস্থাকে দূরে সরিয়ে প্রতি ক্ষেত্রে উন্নয়নের জন্য অঙ্গীকারবদ্ধ হয় রাজ্য সরকার।

এর পর গত ছয় বছরে সমাজের প্রতি স্তরের মানুষের জন্য রাজ্য সরকার করেছে একগুচ্ছ প্রকল্প। এর মধ্যে কয়েকটি প্রকল্প জিতেছে আন্তর্জাতিক স্বীকৃতি, আন্তর্জাতিক সম্মান।

নারীদের জন্যও করা হয়েছে প্রচুর প্রকল্প। মেয়েদের শিক্ষার অগ্রগতির জন্য রাজ্য সরকার ২০১৩ সালের ১লা অক্টোবর ঘোষণা করেছিল কন্যাশ্রী প্রকল্পের। এই প্রকল্পের বিপুল সফলতার পর মেয়েদের জন্য আরেকটি অসাধারন প্রকল্প নিয়ে এল রাজ্য সরকার। ২০১৮-১৯ সালের রাজ্য বাজেটে ঘোষণা করা হয় এই নতুন প্রকল্পের – নাম ‘রূপশ্রী’।

অনেক গরীব পরিবার মেয়ের বিবাহের খরচ জোগাড় করতে অসুবিধায় পড়েন। রাজ্য সরকার সেইসব অসহায় পরিবারের পাশে দাঁড়িয়ে তাদের ভার লাঘব করতে অঙ্গীকারবদ্ধ। যে সকল পরিবারের বার্ষিক আয় দেড় লক্ষ টাকার কম তাদের মেয়েদের ১৮ বছর বয়সের পর বিবাহ হলে আরও একাকালীন ২৫০০০ টাকা সহায়তা পাবে। এর মাধ্যমে ৬ লক্ষ পরিবার উপকৃত হবে। এই জন্য স্থানীয় বিডিও অফিস থেকে ৩০শে মার্চ থেকে ফর্ম পাওয়া যাবে।

Chief Minister Mamata Banerjee today inaugurated a bouquet of developmental schemes and programmes during a public function at Kankardanga in Patrasayar block in Bankura district. She also laid the foundation stones of several projects.

The projects inaugurated were a fair-price medicine shop, a grain warehouse, roads, a mini indoor games complex, renovation of canals, etc. Foundation stones were laid for an eco park, a Labour Department office, etc.

She also distributed benefits of schemes like Kanyashree, Sikshashree, Sabujshree, Sabooj Sathi, Anandadhara and Gatidhara, folk instruments like dhamsa and madol, farming implements, mini kits for vegetable farming, etc.

Highlights of her speech:

I had visited Bankura district in December, 2017. Earlier, the ‘vote-babus’ used to visit districts only during elections. I keep visiting the districts to monitor the progress of developmental schemes.

We have set up a new university in Bankura.

We have increased pipelined water supply from 15% to 65%. We have started a drinking water project which will benefit 18 lakh people.

Three new multi super speciality hospitals have been set up in Bankura.

Over 1.7 lakh minority students have received scholarships. 57 lakh SC/ST students have also got scholarships.

45 lakh girls have received financial assistance under Kanyashree scheme. We have distributed 70 lakh cycles to students.

Kanyashree girls are our pride. The scheme has played a role in bringing down the rate of child marriage.
The stipend of Kanyashree scheme has been increased. We have extended the scheme to university students also.

SC/ST students will get soft loans for pursuing higher education (10 lakh for domestic studies and 20 lakh for foreign studies).

We have allowed Santhali students to take WBCS exam in Ol Chiki script.

We distribute saplings under Sabuj Shree scheme to parents of newborn babies. By selling the tree, they can secure the future of their child financially.

We provide rice at Rs 2/kg. Healthcare is free in government hospitals in Bengal.
We have started fair price medicine shops and diagnostic centres.

We have started Swasthya Sathi scheme and included ICDS, ASHA, contractual workers, civic volunteers, homeguards, panchayat and municipal workers etc under the insurance scheme.

Retirement age of contractual and casual workers has been fixed at 60 years.

ASHA workers used to receive Rs 800 from Centre earlier. Centre stoppe the funds for the project. We kept the project alive with State funds.

Centre allocated Rs 100 crore for Beti Bachao, Beti Padhao scheme for the entire country. We spent Rs 5000 crore for Kanyashree scheme only for Bengal.

It is not the job of the party in power to attack political opponents or vandalise statues of icons. We believe in all-encompassing politics. They must fight politically, not through violence.

I have fought CPI(M). We struggled for 34 years. Our slogan was ‘bodla noy, bodol chai’. We did not unleash any violence against the Communists. This is not our culture.

Marx or Lenin are not our icons. But they are revered in Russia. I have ideological fight with CPI(M). We fought against them in Singur, Nandigram, Netai. I do not support the BJP either.

Democracy does not mean use of violence. Democracy is all about winning people’s trust. Let there be a competition on development. Catch me if you can.

Smear campaign against me is on 365 days a year. This is not the democracy we believe in. I am not afraid of fear-mongering tactics.

We have started a new scheme called ‘Ruposhree’. We will provide financial aid to families with income less than Rs 1.5 lakh to assist them in their daughter’s wedding.

We have waived khajna tax on agricultural land. We have also done away with mutations fees on agricultural land. Why has the Centre not waived loans of farmers? Instead, they are allowing rich people to flee with crores of rupees from banks.

Farmers are not getting loans, students are not getting loans. Some people are running away with hard-earned money of people. Banks have become cashless, Centre has become faceless.

Your savings are not safe in banks. People are in dire straits. They are cheating people. Whenever people are in trouble, Trinamool is there to speak out for them.

Unity is harmony. We believe in the ideals of Rabindranath, Nazrul.

Centre has been neglecting Bengal. We are not getting due funds. Bengal does not care about power. Bengal wants welfare of people.

If your target is Bengal, our target is Lal Quila.

Some people, with ulterior motives, are trying to foment trouble between Hindus and Muslims. People must be vigilant. Inform the authorities, you will be rewarded.

We are launching a project worth Rs 2,000 crore which will benefit lakhs of people in lower-Damodar valley region. It will solve the water woes in the region.

We have started pension scheme for auto-drivers, car drivers, construction workers, domestic helps and others.

We are paying Rs 48,000 crore as instalments for the debt incurred by the Left. Still, the amount of work done by us, despite the financial constraints, is unmatched.

March 8 is International Women’s Day. We respect our women. Without them, the society is incomplete.
The students and youths of Bengal will show the way to the world one day.

 

গনতন্ত্র মানে জবরদখল নয়, ভোটদখল নয়: মুখ্যমন্ত্রী

আজ বাঁকুড়া জেলার কাঁকড়ডাঙা, পাত্রসায়েরে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, ফেয়ার প্রাইস মেডিসিন শপ, ধানের গুদাম, নতুন রাস্তা, মিনি ইনডোর গেমস কমপ্লেক্স, খালের সংস্কার ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, ইকো পার্ক, শ্রম ভবন  ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজশ্রী, শিক্ষাশ্রী, সবুজসাথী, আনন্দধারা, গতিধারা, ধামসা মাদল, কৃষি যন্ত্রপাতি, সবজি চাষের মিনিকিট ইত্যাদি পরিষেবা প্রদান করেন।

তাঁর বক্তব্যের কিছু অংশঃ-

আমি গত ডিসেম্বর মাসে বাঁকুড়া এসেছিলাম। আগে জেলাগুলোতে ভোট করতে ভোট বাবুরা আসতেন, তারপরে আর আসতেন না। আমি ভোটের সময় কম আসি, সারা বছর কোনও না কোনও জেলায় যাই।

আমাদের মা মাটি মানুষের সরকার বাঁকুড়ায় বিশ্ববিদ্যালয় তৈরী করে দিয়েছে।

আগে বাঁকুড়ায় ১৫% পাইপড জল ছিল, ছয় বছরে আমরা সেটা বাড়িয়ে ৬৫% করেছি। আরও ১২০০ কোটি টাকার প্রকল্প দেওয়া হয়েছে, এটা সম্পূর্ণ  হলে আরও ১৮ লক্ষ মানুষ পানীয় জল  পাবে।

বাঁকুড়া জেলায় তিনটি নতুন সুপার স্পেশ্যালিটি হসপিটাল তৈরী করে দেওয়া হয়েছে।

১.৭১ কোটি সংখ্যালঘু ছাত্রছাত্রীকে আমরা স্কলারশিপ দিয়েছি, ৫৭ লক্ষ তপসিলি ও আদিবাসী ছাত্রছাত্রীকে আমরা স্কলারশিপ দিয়েছি।

৪৫ লক্ষ কন্যাশ্রীর কাছে আমরা স্কলারশিপ পৌঁছে দিয়েছি। ৭০ লক্ষ ছাত্রছাত্রীকে সবুজ সাথীর সাইকেল দেওয়া হয়েছে।
কন্যাশ্রীর মেয়েরা আমাদের গর্ব। বাল্য বিবাহ রোধেও তারা একটা গুরুত্বপূর্ণ ভূমিকা পালন করছে।

কন্যাশ্রীর স্কলারশিপের টাকা ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করা হয়েছে। বিশ্ববিদ্যালয়ে পড়াশোনা করলেও স্কলারশিপ পাবে।

এসসি এসটি ভাইবোনেরা হায়ার এডুকেশন দেশে করলে ১০ লক্ষ টাকা পর্যন্ত ও বিদেশে পড়লে ২০ লক্ষ টাকা পর্যন্ত সফট লোন পাবে।

সাঁওতালি ভাইবোনেরা ডব্লিউবিসিএস পরীক্ষা অলচিকি হরফেও লিখতে পারবে। তাদের জন্য ২৪টা কোচিং সেন্টার করা হয়েছে।

বাচ্চা জন্মালেই তাকে ছোট্ট একটা গাছের চারা দেওয়া হচ্ছে, সবুজশ্রী প্রকল্প। গাছটি বড় হলে, গাছটি বিক্রী করলে বাচ্চাটির ভবিষ্যৎ হয়ে যাবে।

আট কোটি মানুষকে ২টাকা কিলো চাল, গম দিই। বিনা পয়াসায় চিকিৎসা দিই সরকারি হাসপাতালে।ন্যায্য মূল্যের ওষুধের দোকান ও ডায়াগোনিস্টিক সেন্টার তৈরী করা হয়েছে।

স্বাস্থ্য সাথী প্রকল্পে আশা, আইসিডিএস মেয়েদের, সিভিক ভলেন্টিয়ারদের, হোমগার্ডদের, পঞ্চায়েত কর্মীদের, মিউনিসিপাল কর্মীদের, কন্ট্রাকচুয়াল কর্মীদের সবাইকে নিয়ে আসা হয়েছে।

কন্ট্রাকচুয়াল ও ক্যাসুয়াল ওয়ার্কারদের চাকরির মেয়াদ ৬০ বছর করে দেওয়া হয়েছে।

আগে আশার মেয়েরা ৮০০ টাকা পেত দিল্লী থেকে। দিল্লী এই প্রোজেক্ট বন্ধ করে দিল। রাজ্য সরকার থেকে ওদের টাকা দেওয়া হয়।

কেন্দ্রের বেটি বাঁচাও বেটি পড়াও প্রোগ্রামে সারা দেশের মেয়েদের জন্য ১০০ কোটি টাকা। আমরা আমাদের কন্যাশ্রী প্রোজেক্টে ইতিমধ্যে ৫০০০ কোটি টাকা খরচ করেছি।

আপনারা (বিজেপি) যদি মনে করেন ক্ষমতায় এসেছেন বলে মণিষীদের মূর্তি ভাঙবেন, সেটা আমরা মেনে নেব না।

আমার সাথে সিপিআইএম-এর লড়াই হয়েছে। আমরাও ৩৪ বছর পরে ক্ষমতায় এসেছি। মনে রাখবেন আমাদের স্লোগান ছিল ‘বদলা নয়, বদল চাই’।তাই সিপিআইএম এত অত্যাচার করার পরও আমরা কিন্তু পিঁপড়ের ডিমের মত অত্যাচার ওদের ওপর করিনি। তার কারণ ওটা আমাদের সংস্কৃতি নয়।

আমি সিপিআইএম-এর পক্ষে নই, বিরুদ্ধে।আমরা ওদের অত্যাচারের বিরুদ্ধে সিঙ্গুর, নেতাই, নন্দীগ্রামে লড়াই করেছি।কার্ল মার্ক্স আমার নেতা নন, মহামতি লেনিনও আমার নেতা নন। কিন্তু রাশিয়ায় ওরা নেতা।মনে রাখবেন যে যেই পার্টির সমর্থকই হোক না কেন গনতন্ত্রে হিংসার কোন স্থান নেই।

গনতন্ত্র মানে জবরদখল নয়, ভোটদখল নয়। গণতন্ত্র মানে তুমি ক্ষমতায় আছো, উন্নয়নের কাজ করবে।আমরাও উন্নয়নের কাজ করছি। যদি লড়তে হয়, উন্নয়নের কাজে লড়। প্রতিযোগিতা করতে হলে উন্নয়নের প্রতিযোগিতায় নাম লেখাও।গড়তে পারলে গড়। আর না পারলে মানে মানে সরে পড়।

আমাদের বদনাম করার চেষ্টা করা হয় রোজ, বারবার, ৩৬৫ দিন। তাও বলি এইসব হুমকির কাছে আমরা ভয় পাই না।যতদিন বাঁচব, মাথে উঁচু করে বাঁচব।

আপনাদের জন্যে আর একটা প্রকল্প তৈরি করা হয়ছে, তার নাম হচ্ছে ‘রূপশ্রী’। দেড় লক্ষ টাকা ইনকাম যাদের বছরে, তাদের ১৮ বছরের বেশী বয়সি মেয়েদের জন্য, তাদের বিয়ের জন্য সরকারকে আবেদন করলে, সরকার আপনাদের মেয়ের বিয়ের জন্য ২৫ হাজার টাকা করে দিয়ে দেবে।

কৃষকদের জন্যে পুরো খাজনা মকুব করে দিয়েছি আমরা। কৃষিজমির মিউটেশন করতে হলে এক পয়সাও লাগবে না। কিন্তু কেন্দ্রীয় সরকার আজ পর্যন্ত কৃষি ঋনটা কি মকুব করেছে? অথচ কয়েকটা বড় বড় রুই কাতলা ব্যাঙ্কের সব টাকা লুঠ করে নিয়ে চলে যাচ্ছে আর কেন্দ্রীয় সরকার তাদের সাহায্য করছে।

গরীব মানুষদের ঋণ মকুব করে না, কৃষকদের ঋণ মকুব করে না, আর কয়েকটা রুই-কাতলা, আপনার টাকা মেরে দিয়ে চলে গেছে। আর আজকে ব্যাঙ্ক হয়ে গেছে ক্যাশলেস, আর বিজেপি সরকার হয়েছে ফেসলেস’।

এখন ওরা আপনার জমানো টাকা অন্য লোককে দিয়ে দেবে। মানুষ আজকে কঠিন সমস্যায় পড়েছে। এর বিরুদ্ধে যদি তৃণমূল না বলে তাহলে কে বলবে? মানুষ যদি বিপদে পরে, মনে রাখবেন, তৃনমূল কংগ্রেস ছিল, আছে, আর থাকবে।

একতাই সম্প্রীতি, এই কথা রবীন্দ্রনাথ ঠাকুর, কাজী নজরুলরা শিখিয়ে গেছেন।

বাংলাকে বঞ্চনা করছে দিল্লী। কিছু দেয় না আমাদের। দিল্লী আমাদের সব কেড়ে নেয়। তা সত্ত্বেও বলি বাংলা বঞ্চনা সহ্য করে না, বাংলা প্রতারণা সহ্য করে না, বাংলা সারা দেশের মানুষের পাশে থেকে লড়াই করে, প্রতিশ্রুতি দেয়।

তোমাদের টার্গেট যদি হয় বাংলা, আমাদের টার্গেট, লাল কেল্লা।

কিছু লোক দাঙ্গা লাগানোর চেষ্টা করছে। নজর রাখুন, পুলিশকে খবর দিন, পুলিশ আপনাকে পুরস্কৃত করবে।

আমরা প্রায় ২০০০ কোটি টাকার একটা প্রকল্প শুরু করছি, নিম্ন-দামোদর অববাহিকা নিয়ে। এতে কয়েক লক্ষ মানুষ উপকৃত হবেন।

অটো ড্রাইভার, ট্যাক্সি ড্রাইভার,ক্ষেত মজদুর ও কেন্দু পাতা সংগ্রহকারীরা ৬০ বছর বয়সে পেনসন পাবে, তার ব্যবস্থা করা হয়েছে।

সিপিএমের করে যাওয়া দেনার জন্য আমাদের বছরে ৪৮,০০০ কোটি টাকা শোধ করতে হয়।

আগামি ৮ তারিখ আন্তর্জাতিক নারী দিবস।আমি চাই আমার মা বোনেরা সম্মানের সাথে বাঁচুক, তাদের ছাড়া সমাজ অসম্পুর্ণ।

আমার বাংলার ছেলে-মেয়েরা একদিন সারা বিশ্বকে পথ দেখাবে।

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Purulia district during a public programme. She also laid the foundation stones of several projects.

Among the projects inaugurated were renovation of health centres, anganwadi centres, new roads, tube wells, irrigation projects, Resham Bhavan among others.

Foundation stones were laid for godowns, Karma Tirtha, administrative buildings, high mast lamps etc.
Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Sabuj Sathi, Samaj Sathi, Gatidhara etc. She also distributed soil health cards, land pattas, power tillers and other equipment.

Highlights of her speech:

This is my second meeting in Purulia district in three months. Earlier, the ministers hardly visited these districts. Today, I conducted my 396th administrative review meeting at block level.

We have given recognition to many languages including Kurmali, Kuruk, Ol Chiki.

Those who have no work are spreading baseless rumours. Our work is to serve the people.

45 lakh Kanyashree girls are our pride. They will make Bengal proud in future. University students will receive Kanyashree scholarships from now on (Rs 2,000 for arts and Rs 2,500 for science).

We have distributed 70 lakh cycles to students. 57 lakh SC/ST students and 1.71 crore minority students have received scholarships. Nearly 2 lakh folk artistes receive monthly stipend.

We have waived off khajna tax on agricultural land. We have done away with mutation fees on agricultural land.

We provide rice at Rs 2/kg to people. For this we give subsidy worth crores.

Healthcare is free in Bengal. Medicines, blood tests are free here.

Bengal never bowed her head before anyone. Bengal always leads the way. Let them catch up with us and then talk.

It is a crime to pit people against each other. Inciting religious riots, creating divisions is unacceptable.

Bengal never allows the politics of riots. We want people to prosper.

Some people say their target is Bangla (Bengal). We say our target is ‘Lal Kella’ (Red Fort). Chalo Dilli Chalo.

Bengal will lead the way, taking everyone along.

এছাড়াও তিনি কন্যাশ্রী, সবুজশ্রী, শিক্ষাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, পাট্টা, সয়েল হেলথ কার্ড, পাওয়ার টিলারইত্যাদি পরিষেবা প্রদান করেন।

তাঁর বক্তব্যের কিছু অংশঃ-

তিন মাসে পুরুলিয়ায় এটা আমার দ্বিতীয় বৈঠক। আগে কোন মন্ত্রীকে এখানে দেখা যেত না। আজকের এই প্রশাসনিক বৈঠক নিয়ে সব মিলিয়ে আমি ৩৫৬ টি বৈঠক করলাম।

কুর্মালি, কুরুক, অল চিকি সহ অনেক ভাষাকে আমরা স্বীকৃতি দিয়েছি।

যারা কোন কাজ করে না তারা শুধু রটিয়ে বেড়ায় আর টাকা তুলে বিবৃতি দেয়। আর আমাদের কাজ মানুষের সেবা করা।

আমাদের ৪৫ লক্ষ কন্যাশ্রীর মেয়েদের জন্য আমরা গর্বিত। তারা এখন বিশ্ববিদ্যালয়ে পড়াশোনা করার জন্যও স্কলারশিপ পাবে।

আমরা ৭০ লক্ষ সবুজ সাথী সাইকেল দিয়েছি। ৫৭ লক্ষ SC/ST ছাত্রছাত্রী ও ১.৭১ কোটি সংখ্যালঘু ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছে। প্রায় ২ লক্ষ লোকশিল্পীদের আর্থিক সহায়তা দেওয়া হয়।

আমরা কৃষিজমির খাজনা মুকুব করে দিয়েছি। কৃষকদের কৃষিজমির জন্য আর মিউটেশন ফি দিতে হয় না।

শুধুমাত্র বাংলায় আমাদের সরকার ২ টাকা কেজি দরে চাল দিচ্ছে। আমরা কয়েক হাজার কোটি টাকা সাবসিডি দিচ্ছি।

একমাত্র বাংলায় বিনামূল্যে চিকিৎসা দেওয়া হয়। ওষুধপত্র, রক্ত পরীক্ষা বিনামূল্যে হয়।

বাংলা কখনো কারো কাছে মাথা নত করেনি। বাংলা মানুষকে পথ দেখায়। আগে করে দেখাও তারপর বাংলার দিকে তাকাও।

মানুষকে গড়ে তোলা আমাদের কাজ, দাঙ্গা লাগানো আমাদের কাজ নয়। কেউ তা করার চেষ্টা করলে তা অপরাধ।

বাংলা কখনো দাঙ্গার রাজনীতি বরদাস্ত করে না। আমরা চাই মানুষ ভালো থাকুক।

কেউ কেউ বলে ওদের টার্গেট বাংলা। আমরা বলি, আমাদের টার্গেট দিল্লির ‘লাল কেল্লা’। চলো দিল্লি চলো।

আগামীদিনে বাংলাই সবাইকে পথ দেখাবে। আগামীদিনে বাংলা বিশ্ব জয় করবে, বাংলা যা পারে আর কেউ তা পারে না।

মেয়েদের জন্য আমরা একটি নতুন প্রকল্প চালু করেছি যার নাম ‘রূপশ্রী’। যাদের পরিবারের আয় দেড় লক্ষ টাকা তাদের মেয়েদের বিয়ের জন্য ২৫ হাজার টাকা দেবে সরকার।

আগে একটা সময় ছিল যখন পুরুলিয়ায় এসে আমি মানুষের চোখে শুধু জল দেখতে পেতাম, আর এখন এখানকার মানুষ হাসছে, এতেই আমি খুশি।

The rate of allotting plots to set up individual units of micro, small and medium enterprises (MSME) at industrial parks has doubled with the introduction of the online platform to apply for plots.

In the past three months, the West Bengal Small Industries Development Corporation (WBSIDC) has allotted 30 plots at its industrial parks and estates to set up MSME units, and the number is expected to reach 120 in a year, which is exactly double that of the last year’s. The thirty plots which have been allotted are mostly in Bolpur, Ambari Falakata and Behrampore.

The state government made the process of allotting plots online from October 31, and since then entrepreneurs have not had to run to any government office to apply for the same. Instead they get a call within three weeks of applying with all valid documents from the corporation and the land gets allotted if the project is found to be viable after a discussion with the top brass of WBSIDC.

With the introduction of the online platform, the process of allotting is taking place in a timely and more transparent manner.

The major step of introducing the online platform under the State Government’s project of ‘ease of doing business’ was to show how entrepreneurs have started taking interest in choosing plots at industrial parks, even in those that are not situated close to the city. According to the official quoted above, the response is equally good in north Bengal.

অনলাইন পদ্ধতি চালু হওয়ার পর ক্ষুদ্র-মাঝারি শিল্পের জন্য জমি বণ্টন দ্বিগুন

 

ক্ষুদ্র-মাঝারি শিল্প কেন্দ্র তৈরীর জন্য রাজ্যের বিভিন্ন শিল্প পার্কে জমি বণ্টনের দ্বিগুন হয়েছে। আর এটি সম্ভব হয়েছে অনলাইন পদ্ধতিতে জমির জন্য আবেদন চালু হওয়ার পর।

গত তিন মাসে, পশ্চিমবঙ্গ ক্ষুদ্র শিল্প উন্নয়ন নিগম ৩০টি জমি বণ্টন করেছে; আশা করা যায় আগামী এক বছরের মধ্যে এই সংখ্যা ১২০তে পৌঁছবে, যা আগের বছরের তুলনায় দ্বিগুন। যে জমিগুলি বণ্টন করা হয়েছে, সেগুলি বেশীর ভাগই বোলপুর, আমবাড়ি-ফালাকাটা এবং বহরমপুরে।

অনলাইনে জমির আদেবন করার পরিষেবা শুরু হয় ৩১শে অক্টোবর, ২০১৭ থেকে। এর ফলে জমির আবেদন করতে কোনও ব্যবসায়ীকে সরকারি দপ্তরে যাতায়াত করতে হয় না। বরং আবেদন করার পর তারা তিন সপ্তাহের মধ্যে দপ্তর থেকেই তাদের সমস্ত বৈধ নথি নিয়ে দেখা করতে বলা হয়। ব্যবসাটি লাভজনক কিনা সেটি বিচার করে জমি হস্তান্তর করা হয়।

অনলাইন আবেদনের ফলে জমি বন্টন পদ্ধতি অনেক স্বচ্ছ ও দ্রুত হয়েছে। এই অনলাইন পদ্ধতি শুরু হওয়ার ফলে ‘ইজ অফ ডুইং বিজনেস’ বা শিল্প গড়ার সুবিধের মাপকাঠিতে অনেকটাই এগিয়ে গেছে বাংলা।

More than three lakh people, who are likely to lose their pension because new guidelines issued by Centre, have found a helping hand in the West Bengal Government. The State government is launching a special pension scheme for them, funds for which will be completely provided by the Bengal government. Around 3.25 lakh people will be benefitted.

Under National Social Assistance Programme, several crores of people receive financial aid from the government. Senior citizens, widows, disabled people mainly receive assistance. Bengal’s ‘quota’ in this programme is 21.31 lakh. However, the number of eligible people is 23.4 lakh. The State’s repeated requests for increasing the quota have fallen on deaf ears. Moreover, as per the new guidelines by Centre, 1.15 lakh people in rural areas would lose these pensions.

The Bengal Government has instructed all Panchayats to make a list of the people who are losing their pension, and enrol them under the special pension scheme as soon as possible, so that they continue to receive their aid.

কেন্দ্রীয় সরকারের নির্দেশিকার জেরে পেনশন প্রকল্প থেকে বঞ্চিত সওয়া তিন লক্ষ বৃদ্ধ ও অসহায় মানুষের জন্য ‘বাংলার বিশেষ ভাতা প্রকল্প’ চালু করল রাজ্য সরকার। এই প্রকল্পে প্রাথমিকভাবে ৩ লক্ষ ২৫ হাজারেরও বেশি মানুষ উপকৃত হবেন। প্রকল্পের পুরো খরচ বহন করবে রাজ্য সরকার।

ন্যাশনাল সোশ্যাল অ্যাসিস্ট্যান্স প্রোগ্রামের অধীনে দেশের বেশ কয়েক কোটি মানুষ ভাতা পান। মূলত দরিদ্র শ্রেণীর মানুষকে ন্যূনতম আর্থিক সহায়তা তুলে দেওয়ার জন্যই এই প্রকল্প। এই প্রকল্পগুলিতে প্রবীণ দরিদ্র নাগরিক, অসহায় বিধবা ও প্রতিবন্ধীদের মাসিক ভাতা দেওয়া হয়।

এই তিনটি স্কিমে রাজ্যের কোটা রয়েছে ২১ লক্ষ ৩১ হাজার। কিন্তু রাজ্যে এই স্কিমের আওতাভুক্ত হওয়ার যোগ্য মানুষের সংখ্যা ২৩ লক্ষ ৪০ হাজার। রাজ্যের আধিকারিকরা কেন্দ্রীয় সরকারের কাছে বার বার রাজ্যের কোটা বাড়ানোর আবেদন জানালেও কর্ণপাত করেনি কেন্দ্র। উল্টে প্রায় দু’মাস আগে তাদের দেওয়া নতুন নির্দেশিকা অনুযায়ী রাজ্যের গ্রামীণ এলাকার ১ লক্ষ ১৫ হাজার মানুষ এই ভাতা প্রকল্প থেকে বাদ যাচ্ছে।

প্রতিটি জেলার পঞ্চায়েত দপ্তরকে নির্দেশ দেওয়া হয়েছে, ভাতা প্রকল্প থেকে বাদ যাওয়া বাসিন্দাদের ব্লকভিত্তিক তালিকা প্রস্তুত করে বাংলার বিশেষ ভাতা প্রকল্পে তাঁদের নাম অন্তর্ভুক্ত করতে হবে। যাতে এক মাসের জন্যও তাঁরা ভাতা

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Uttar Dinajpur district during a public programme. She also laid the foundation stones of several projects.

Among the projects inaugurated were bridges, anganwadi centres, roads, hostels for women, godowns etc.

Foundation stones were laid for Karma Tirthas, renovation of roads, hostels for girl students, Safe Drive Save Life theme park etc.

Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Sabuj Sathi, Swasthya Sathi and Gitanjali, relief for farmers affected by natural disasters, Kisan Credit Cards, etc.

Several senior ministers and local leaders were present during the function.

 

Highlights of her speech:

  • We conduct administrative review meetings in every district. These meetings ensure the people are getting benefits and projects are running smoothly.
  • Several small scale industries are coming up in Uttar Dinajpur. A new university has been set up. A new medical college with 500 beds will come up in the district.
  • More than 45 lakh girls receive Kanyashree scholarships. Their stipend has been increased from Rs 750 to Rs 1,000. Under K-2, they receive an one-time grant of Rs 25,000. Now under K-3, university students will also receive stipends.
  • SC/ST students receive Siksha Shree scholarship from Class V.
  • Primary school students receive bags, uniforms, shoes, books, mid-day meal. Madhyamik test papers are given for free.
  • We distribute saplings to the parents of newborn babies under Sabuj Shree scheme. When they grow up the families will get financial benefit by selling these trees.
  • We provide soft loans for students to pursue higher education.
  • When they were in power, CPI(M) did nothing for ASHA workers. The Centre had stopped funds for this project two years ago. Despite our debt burden, we provide remuneration to the ASHA workers.
  • 90% of the funds for ICDS project were stopped by the Centre. We are running the project with our own funds. The workers have been brought under Swasthya Sathi scheme.
  • Civic volunteers, contractual workers, ICDS/ASHA workers, municipal workers and others have been brought under the Swasthya Sathi scheme.
  • Healthcare is free in government hospitals in Bengal. We have set up 300 SNSUs, 75 SNCUs for the treatment of children. Cardiac surgeries are performed for free for children. We provide Matri Jaan ambulances for pregnant women.
  • We have launched 22 Nischay Jaan ambulances for Uttar Dinajpur district today.
  • Bidi workers, construction workers, car drivers, auto rickshaw drivers have been brought under social security scheme.
  • 70,000 Sabuj Sathi cycles have been distributed for free.
  • We procure rice for Rs 24/kg and distribute it for Rs 2/kg under Khadya Sathi scheme.
  • Girls are our assets. After the success of Kanyashree, we are launching ‘Ruposhree’ scheme from April, 2018. We will provide Rs 25,000 to families with income less than 1.5 lakh to assist them in their daughter’s wedding.
  • We provide monthly stipend to 1.9 lakh folk artistes. They also perform at government functions.
  • The local MP of Raiganj is seen on TV giving bhashans. They were in power for 34 years. Did they give rice at Rs 2/kg? Did they give cycles? And then there is Congress – na ghar ka, na ghat ka.
  • The BJP talks of Achhe Din. But their actions are all anti-people. They are taking away people’s savings.
  • The Centre has reduced the interest rate on PF yesterday. Whenever there is a loot in the country, they reduce the rate to recover the money. People’s money in banks is not safe. They are bringing FRDI Bill; now banks will have a say on your savings.
  • Whenever elections approach, they start Hindu-Muslim divide.
  • Audits are not held properly. Few rich people are running away with crores of rupees, with government’s help. Shouldn’t the government be penalised for organised loot of people’s money?
  • Common people are harassed over cash memos and GST for buying something as small as nokuldana. Some people are commiting bank fraud, and no action is taken.
  • They are denying basics in the name of Aadhaar. People do not have social security or financial security.
  • Federal structure is being demolished. Burn Standard Company, which I acquired as Railway Minister, is being shut down. Alloy Steel Plant is also being divested. Workers will lose their jobs.
  • If my heart is Hindu, kidneys are Muslim, liver is Sikh and pancreas Christian. A human body is not completely functional without even a single organ.
  • Adivasis are being persecuted by BJP. They are trying to pit Adivasis against minorities. You must not respond to their provocations.
  • We are giving official recognition to Rajbongshi, Kamtapuri and Kurmali language. We have given recognition to Kuruk, Santhali, Nepali, Gurmukhi, Hindi, Urdu. We love all languages.
  • They cannot provide two square meals to people, but create divisions between sections of the people.
  • We have created 81 lakh jobs in six years. We are No. 1 in rural job creation.
  • We respect diversity. We believe in humanity.
  • The slogan ‘Jai Hind’ was given by Netaji. ‘Bande Mataram’ was written by Bankim. Rabindranath wrote our National Anthem. This is our legacy. We must know our history.
  • We were always with the people. We are with them. We will continue to work for them.

 

বিজেপির আচ্ছে দিন মানে মানুষের টাকা কেড়ে নিন: মমতা বন্দ্যোপাধ্যায়

আজ উত্তর দিনাজপুর জেলার হেমতাবাদ থানা মাঠে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, পাকা সেতু, অঙ্গনওয়াড়ি কেন্দ্র, নতুন রাস্তা, মহিলা আবাসন, গুদাম ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, কর্মতীর্থ, রাস্তার মজবুতিকরণ, ছাত্রী হোস্টেল, সেফ ড্রাইভ সেভ লাইফ ট্রাফিক থিম পার্ক ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন।

এখানে উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।

 

তাঁর বক্তব্যের কিছু অংশঃ-

  • আমি সব জেলায় গিয়ে প্রশাসনিক বৈঠক করি। এই সব অনুষ্ঠানগুলির মাধ্যমে আমরা সাধারণ মানুষকে সরকারী পরিষেবা দিই।আর কোনও রাজ্যে কোথাও এসব হয় না। এই ৬ বছরে অনেক উন্নয়নমূলক কাজ হয়েছে।
  • উত্তর দিনাজপুরে অনেক ক্ষুদ্র শিল্প হচ্ছে।এই জেলায় একটি নতুন বিশ্ববিদ্যালয় নির্মাণ করা হয়েছে। ৫০০ শয্যাবিশিষ্ট একটি নতুন মেডিকেল কলেজ নির্মাণ করা হচ্ছে এই জেলায়।
  • ৪৫ লক্ষ কন্যাশ্রী স্কলারশিপ দেওয়া হয়েছে। তাদের ভাতা ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করা হয়েছে। কন্যাশ্রী – ২ এর আওতায় তাদের এককালীন ২৫ হাজার টাকা দেওয়া হয়। এখন চালু হয়েছে কন্যাশ্রী – ৩; এর মাধ্যমে বিশ্ববিদ্যালয়ের ছাত্রীদেরও ভাতা দেওয়া হচ্ছে।
  • পঞ্চম শ্রেণী থেকে SC/ST ছাত্রছাত্রীরা ‘শিক্ষাশ্রী’ স্কলারশিপ পায়।
  • প্রাইমারি স্কুলের ছাত্রছাত্রীদের বিনামূল্যে ব্যাগ, পোশাক, জুতো, বই-খাতা, মিড ডে মিল দেওয়া হচ্ছে। মাধ্যমিকের ছাত্রছাত্রীদের বিনামূল্যে টেস্ট পেপার দেওয়া হয়।
  • ‘সবুজশ্রী’ প্রকল্পের আওতায় নবজাতকদের একটি করে চারাগাছ দেওয়া হচ্ছে তাদের ভবিষ্যৎ সুরক্ষিত করার জন্য।
  • ছাত্রছাত্রীদের উচ্চ শিক্ষার জন্য আমাদের সরকার তাদের সফট লোন দিচ্ছে। তারা বিদেশে পড়তে গেলেও তাদের ঋণ দিচ্ছে সরকার।
  • ক্ষমতায় থাকাকালীন আশা কর্মীদের জন্য কোনও কাজ করেনি বামফ্রন্ট সরকার। ২ বছর আগে কেন্দ্রীয় সরকার এই প্রকল্পের টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য সরকারের ওপর এত ঋণের বোঝা থাকা সত্ত্বেও আমরা আশা কর্মীদের ২০০০ টাকা মাইনে দিই।
  • কেন্দ্র আইসিডিএস এর ৯০% টাকা দেওয়া বন্ধ করে দিয়েছে। রাজ্য সরকারের টাকায় এখন এই প্রকল্প চলছে। এই সব কর্মীদের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হয়েছে।
  • সিভিক ভলেন্টিয়ার, চুক্তিভিত্তিক কর্মী, আইসিডিএস/ আশা কর্মী, হোমগার্ড, পুরসভার কর্মী সহ অন্যান্যদের এই স্বাস্থ্য সাথী প্রকল্পের আওতায় আনা হয়েছে।
  • বাংলায় বিনামূল্যে চিকিৎসা পাওয়া যায়। আমরা ৩০০ টি এসএনএসইউ, ৭৫ টি এসএনসিইউ তৈরী করেছি শিশুদের জন্য। বিনামূল্যে শিশুদের হার্ট অপারেশন করা হয়। গর্ভবতী মহিলাদের জন্য মাতৃ যান অ্যাম্বুলেন্স এর ব্যবস্থা করেছে সরকার।
  • আজ উত্তর দিনাজপুর জেলায় আমরা ২২ টি ‘নিশ্চয় যান’ এর উদ্বোধন করলাম।
  • বিড়ি শ্রমিক, গাড়ি চালক, অটো-রিক্সা চালক দের জন্যও আমরা সামাজিক সুরক্ষা প্রকল্প চালু করেছি।
  • ‘সবুজ সাথী’ প্রকল্পের আওতায় নবম-দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের বিনামূল্যে ৭০ হাজার সাইকেল দেওয়া হয়েছে।
  • খাদ্য সাথী প্রকল্পে আমরা ২৪ টাকায় চাল কিনে তা জনগণকে ২ টাকা কেজি দরে দিই। কিলোপ্রতি ২২ টাকা ভর্তুকি দিচ্ছি আমরা। মানুষকে দুটো ভাত খেতে দিচ্ছি।
  • মেয়েরা আমাদের গর্ব। কন্যাশ্রীর পর আরেকটা প্রকল্প তৈরী করা হয়েছে – রুপশ্রী। ১৮ বছর বয়েস হলে, যে সব পরিবারের বার্ষিক আয় ১.৫ লক্ষ টাকার কম, যদি বলে মেয়ের বিয়ে দিতে পারছি না, সরকার আপনাদের মেয়েদের বিয়েতে ২৫০০০ টাকা করে দেবে।
  • লোকপ্রসার প্রকল্পে ১ লক্ষ ৯৫ হাজার শিল্পীকে ১০০০ টাকা করে দিই মাসে এবং বিভিন্ন সরকারি বিজ্ঞাপনে তাদের দিয়ে কাজ করানো হয়।
  • সিপিএম, কংগ্রেসের সরকার দেখেছি। বিজেপির সরকার দেখেছি, এত সামাজিক প্রকল্প কারও নেই। মানবিকতা আমাদের বড় ধর্ম।
  • রায়গঞ্জের সাংসদ টিভিতে ভাষণ দিয়ে বেড়ান, তাদের আমলে কোনদিন কোন প্রকল্প করেছেন? কংগ্রেস দল বাংলায় না ঘর কা না ঘাট কা।
  • বিজেপি আচ্ছে দিন, জনগণের টাকা কেড়ে নিন।
  • প্রভিডেন্ট ফান্ডের সুদ আরও ১% কমিয়ে দেওয়া হয়েছে। যখনই লুঠ হয়, তখনই এরা জনগণের টাকা নিয়ে ব্যালান্স করে। বয়স্ক মানুষও ব্যাঙ্কে টাকা রাখে, তাদের সুদ কমিয়ে দিয়েছে। এখন এফআরডিআই বিল আনছে, আপনি ব্যাঙ্কে টাকা রাখছেন, আপনি সেই টাকা ফেরত পাবেন কিনা জানেন না।
  • ভোট এলেই হিন্দু মুসলমান, রাম কাহিনী বলবে। নির্বাচন চলে গেলে, ব্যাঙ্কের টাকা লুঠ করবে।
  • সরকারি মদতে যদি কেউ ব্যাঙ্ক লুঠ করে নেয়, তাঁর জন্য কি করতে হয়, বলুন? ব্যাঙ্কের টাকা কেউ লুঠ করলে, তাকে কি পানিশমেন্ট দেওয়া হয়? অডিট হয় না, ক্যাগ রিপোর্ট নেই।
  • জিএসটি নিয়ে সাধারন মানুষকে হয়রান করা হচ্ছে। এরা নকুলদানার ক্যাশ মেমো চাইছে, কিন্তু, সরকার যদি ব্যাঙ্ককে বিক্রী করে দেয়, তার কত ক্যাশ মেমো হবে?
  • আধার কার্ড না থাকলে তুমি কিছুই পাবে না, আর আধার কার্ডের ডুপ্লিকেট তৈরী করে, সব টাকা তুলে নিল। আজ সাধারন মানুষের কোনও নিরাপত্তা নেই।
  • ফেডেরাল স্ট্রাকচারকে বুলডোজ করা হচ্ছে। দুর্গাপুরের বার্ন কোম্পানিও ডিসইনভেস্টমেন্ট হয়ে যাচ্ছে। অ্যালয় ষ্টীল কোম্পানি, বার্ন স্ট্যান্ডার্ড কোম্পানিও বন্ধ করে দেওয়া হচ্ছে। শ্রমিকদের রুজি রোজগার বন্ধ করে দেওয়া হচ্ছে।
  • আমার হার্ট হিন্দু, কিডনি মুসলমান, লিভার শিখ, প্যনাক্রিয়াস খৃষ্টান। কোনও একটি অঙ্গ না থাকলে, মানুষ বাঁচবে কি করে?
  • আদিবাসীদের কিছু বিজেপি নেতা কখনও ভুল বোঝায়। ওরা আদিবাসী ও দলিতদের ওপর সবচেয়ে বেশী অত্যাচার করে। আর আমাদের কাছে আদিবাসীরা সবচেয়ে বড় বন্ধু। ওদের ফাঁদে পা দেবেন না।
  • আমরা রাজবংশী, কামতাপুরি, কুরমালি ভাষাকে স্বীকৃতি দিচ্ছি। আমরা কুরুক, সাঁওতালি, নেপালি, গুরুমুখী, হিন্দি ও উর্দুকে স্বীকৃতি দিয়েছি। সমস্ত ভাষাকে আমরা ভালোবাসি।
  • ওরা দুমুঠো খেটে দিতে পারে না, কিন্তু, আপনাদের ঘরে আগুন লাগিয়ে দিতে চায়।
  • ছয় বছরে আমরা ৮১ লক্ষ ছেলেমেয়েকে চাকরি দিয়েছি। গ্রামীণ কর্মসংস্থানেও আমরা ভারতে নাম্বার ওয়ান।
  • জয় হিন্দ স্লোগান দিয়েছিলেন নেতাজী, বন্দে মাতরম জাতীয় গান লিখেছিলেন বঙ্কিম চন্দ্র চট্টোপাধ্যায়, জাতীয় সঙ্গীত রচনা করেছিলেন রবীন্দ্রনাথ ঠাকুর। দেশের ইতিহাস জানতে হবে।
  • আমাদের সরকার সব সময় মানুষের সঙ্গে ছিল, আছে ও আগামীদিনেও থাকবে।

Chief Minister Mamata Banerjee today inaugurated a slew of projects for Dakshin Dinajpur district during a public programme today. She also laid the foundation stones of several projects.

Among the projects inaugurated were Waiting Hubs for pregnant women, AC ambulances, nine renovated roads, five clusters of tube-wells, office of the newly-constituted Integrated Tribal Development Agency in Buniadpur, a Panchayats and Rural Development Department building, etc.

Foundation stones were laid for a seven sub-health centres, tube-wells, boys’ hostels for tribals, eight check dams, multi-gymnasiums, etc.

Besides these, Mamata Banerjee distributed the benefits of schemes like Kanyashree, Sabuj Sathi, Swasthya Sathi and Gitanjali, relief for farmers affected by natural disasters, Kisan Credit Cards, etc.

Several senior ministers and local leaders were present during the function.

 

Highlights of the Chief Minister’s speech:

  • We have allotted Rs 2.4 crore for the upgradation of Gangarampur Stadium.
  • We will set up a new university in Dakshin Dinajpur district.
  • A tribal girl was raped in Kushmandi. I visited her in the hospital yesterday. I want her to get well soon and return to normalcy of life. We are providing all assistance.
  • We must increase awareness about crimes against women. Women and girls have to take the lead. Youths and students must come forward to create awareness.
  • Women are the driving force of the society. Is there any task that they do not perform?
  • We have distributed 70,000 cycles to students for free. These cycles will help them to commute to schools faster.
  • We have increased the Kanyashree stipend to Rs 1,000. The scheme has been extended to universities also. 45 lakh girls have received scholarships.
  • Our SC/ST students receive Siksha shree scholarship. We have special loans for them to pursue higher education.
  • We have given scholarships to minority students. We also have merit scholarship fund for general students.
  • Primary students receive shoes, uniforms, notebooks, mid-day meals.
  • Girls are our assets. I request their families not to neglect them.
  • Families with income less than Rs 1.5 lakh will receive financial assistance for their daughter’s wedding under the new ‘Ruposhree’ scheme.
  • We have abolished all khajna tax on agricultural land. Even mutation fees have been abolished on agri land. Old age pension has been increased.
  • We have distributed Kisan Credit Cards, agricultural equipment. We also provided compensation for floods.
  • 12,000 farmers have committed suicide in the country. The Centre only talks of doubling farmers’ income. We have shown that in action.
  • Farmers do not receive loans but a few people are running away with crores of rupees. Centre is not taking action against these defaulters.
  • Farmers commit suicide if they cannot repay their loans. We had asked Centre to waive off farmers’ loans. They did not listen to us.
  • Some parties only make tall promises, deliver little. And whenever elections approach, they create divisions between Hindus and Muslims.
  • Unemployment has increased in the country. We have not imposed any burden on the people for developmental projects.
  • We provide 30% subsidy on bank loans to self-help groups. We have also decreased the rate of interest from 4% to 2%.
  • Centre does not take any step for the welfare of the poor. They have even imposed cess on education of students.
  • From the Tughlaqi decision of demonetisation to the hasty implementation of GST, this government is not fit for governance.
  • In their bid to make economy cashless, the Centre have made the banks cashless.
  • The Left were in power for 34 years in the State. But they have not done anything good for Bengal.
  • People have to be alert and prevent any untoward incident. Do not pay heed to any provocation.

 

 

দক্ষিণ দিনাজপুরে বিশ্ববিদ্যালয় হবে: মুখ্যমন্ত্রী

 

আজ দক্ষিণ দিনাজপুর জেলার গঙ্গারামপুর স্টেডিয়ামে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, গর্ভবতী মহিলাদের জন্য ওয়েটিং হাব, উপ-স্বাস্থ্যকেন্দ্র, শীতাতপ নিয়ন্ত্রিত অ্যাম্বুলেন্স, পানীয় জল সরবরাহ প্রকল্প, অঙ্গনওয়াড়ি কেন্দ্র, রাস্তার সংস্কার, নতুন রাস্তা, সংখ্যালঘু ছাত্রদের হোস্টেল ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, কর্মতীর্থ, মার্ক টু টিউবয়েল স্থাপন, সদ্ভাব মণ্ডপ, সার্কিট হাউসের সংস্কার, বক্স ব্রিজ ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজসাথী, সমাজসাথী, গতিধারা, ট্র্যাক্টর, কিষাণ ক্রেডিট কার্ড ইত্যাদি পরিষেবা প্রদান করেন। উপস্থিত ছিলেন আরও অনেক মন্ত্রী ও স্থানীয় জনপ্রতিনিধিরা।
তাঁর বক্তব্যের কিছু অংশঃ-

  • গঙ্গারামপুর স্টেডিয়ামের সংস্কারের জন্য ২.৪ কোটি টাকা বরাদ্দ করা হয়েছে।
  • দক্ষিণ দিনাজপুরে একটি বিশ্ববিদ্যালয় তৈরী করা হবে।
  • কুশমুণ্ডিতে একটি আদিবাসী মেয়ে নির্যাতিত হয়েছে। গতকাল আমি তাকে হাসপাতালে দেখতে গিয়েছিলাম। আমি চাই সে ভালো হয়ে স্বাভাবিক জীবনে ফিরে আসুক। আমরা তাকে সব রকম সাহায্য করব।
  • মেয়েদের ওপর নির্যাতনের বিরুদ্ধে আমাদের আরও সচেতন হতে হবে। এজন্য আমাদের মা ভাই বোনেদের ও ছাত্র যুবক সকলকে এগিয়ে আস্তে হবে এবং প্রতিবাদ করতে হবে।
  • ‘সবুজ সাথী’ প্রকল্পের আওতায় আমরা বিনামূল্যে নবম-দ্বাদশ শ্রেণীর ছাত্রছাত্রীদের ৭০ হাজার সাইকেল দিয়েছি। এর ফলে তারা অল্প সময়ে স্কুলে পৌঁছে যেতে পারবে।
  • ‘কন্যাশ্রী’ প্রকল্পের ভাতা বারিয়ে ১০০০ টাকা করা হয়েছে। বর্তমানে বিশ্ববিদ্যালয়ের ছাত্রীদেরও এই প্রকল্পের আওতায় আনা হয়েছে। ৪৫ লক্ষ ছাত্রীকে কন্যাশ্রী প্রকল্পের আওতায় আনা হয়েছে।
  • SC/ST ছাত্রছাত্রীরা ‘শিক্ষাশ্রী’ স্কলারশিপ পাচ্ছে। তাদের উচ্চ শিক্ষার জন্য আলাদা ঋণ দেওয়া হচ্ছে।
  • সংখ্যালঘু ছেলেমেয়েদেরও স্কলারশিপ দেওয়া হচ্ছে। জেনারেল স্টুডেন্টদের জন্য আমরা মেরিট স্কলারশিপ চালু করেছি।
  • প্রাইমারি স্কুলের ছাত্রছাত্রীদের জুতো, পোশাক, বই-খাতা, মিড ডে মিল দেওয়া হচ্ছে।
  • মেয়েরা আমাদের সম্পদ।তাদের পরিবারের কাছে আমার অনুরোধ মেয়েদের অবহেলা করবেন না।
  • কন্যাশ্রীর মতো আরেকটা স্কিম আমি চালু করছি, নাম রুপশ্রী। গরীব বাড়ির মেয়েদের যদি ১৮ বছরের মধ্যে বিয়ে না হয়, বাবা মা – যাদের বার্ষিক আয় ১.৫ লক্ষ টাকার কম – যদি দরখাস্ত করে সরকার তাদের মেয়ের বিয়েতে ২৫০০০ টাকা দেবে।
  • আমরা একমাত্র রাজ্য যারা কৃষকদের কৃষিজমির খাজনা মুকুব করে দিয়েছি। কৃষিজমির কোনও মিউটেশন ফি লাগবে না। বয়স্ক কৃষকরা এবার থেকে ৭৫০ টাকার বদলে ১০০০ টাকা করে পেনশন পাবে।
  • কৃষকদের জন্য কিষাণ ক্রেডিট কার্ড, কৃষক রত্ন, নানারকম কৃষির জিনিসপত্র দিচ্ছি আমরা। বন্যায় জমি দুবে গেলেও ক্ষতিপূরণ দেওয়া হয়।
  • ১২,০০০ কৃষক দেশে আত্মহত্যা করেছে। আজ দিল্লী বলছে আমরা কৃষকদের আয় ডবল করব। আমরা করে দেখিয়েছি।
  • ৫০,০০০ টাকা কৃষকদের লোন দিতে গেলে গায়ে কাঁটা ফোটে, আর কেউ কেউ হাজার হাজার কোটি টাকার লোন নিয়ে পালিয়ে যায় দুর্নীতি করে, তখন গায়ে কাঁটা ফোটে না? জনগণের টাকা যারা লুট করে নিয়ে যায়, তাদের বিরুদ্ধে কিছু করে না।
  • ঋণ শোধ করতে না পেরে কৃষকরা আত্মহত্যা করে, আমরা বলেছিলাম কৃষকদের খাজনা মুকুব করতে, আমাদের কথা শোনে নি।
  • ইলেকশন এলে হিন্দু মুসলমান করবে, ইলেকশন মিটে গেলে, কৃষকরা লোন না মেটাতে না পারলে, তাঁর জমি ক্রোক করবে।
  • বেকারের সংখ্যা বেড়ে যাচ্ছে। আমাদের সরকার আসার পর থেকে কোথাও কোনও ট্যাক্স বাড়ায়নি। আমরা বিনা পয়সায় সামাজিক প্রকল্প করি।
  • সেলফ হেল্প গ্রুপ যা লোন নেয়, তাতে আমাদের সরকার ৩০% ভর্তুকি দেয়। ওদের ইন্টারেস্ট রেটও ৪ শতাংশ থেকে ২ শতাংশ করে দিয়েছি।
  • কেন্দ্র কোনও পরিষেবা দেয় না, কিন্তু, সব কিছুর সেস নেয়।
  • নোটবন্দীর জন্য কয়েক লক্ষ মানুষ বেকার হয়ে গেছে। কখনও তুঘলকের মতো নোটবন্দী করছে। জিএসটির জন্য কত দোকান বন্ধ হয়ে গেছে।
  • ক্যাশলেস ইকনমি করতে গিয়ে ব্যাঙ্কগুলোকেই ক্যাশলেস করে দিয়েছে।
  • বামফ্রন্ট ৩৪ বছর ক্ষমতায় থেকে লক্ষ লক্ষ কোটি টাকা দেনা করে গেছে। বাংলাকে কিচ্ছু দেয়নি।
  • কোনও কিছু ছোট বলে অবহেলা করবেন না, যখনই কোনও ঘটনা ঘটবে, সঙ্গে সঙ্গে অ্যাকশন নিতে হবে।
