Jhargram to become Bengal’s 22nd district on April 4

Bengal Chief Minister Mamata Banerjee will declare Jhargram as a new district on April 4, 2017. It will become the 22nd district of the State. The occasion will be marked by cultural functions across the newly-formed district.

If everything goes as planned, the CM is scheduled to arrive in Jhargram on April 2 and attend an administrative meeting at Kharagpur of April 3. She will attend a public function at Jhargram Raj College grounds on April 4 at 1 PM where she will make the announcement. She will also inaugurate several projects on the occasion.

Currently, there are 21 districts in the state. The last district to be formed was Kalimpong (carved out of Darjeeling district). Asansol (carved out of Bardhaman) will be declared a new district before Poila Boishakh (April 15, 2017) as well.

The state government has also planned two separate districts of Basirhat by dividing North 24-Parganas and Sunderbans comprising parts from North 24-Parganas and South 24Parganas.

 

৪ঠা এপ্রিল জেলা হিসেবে আত্মপ্রকাশ করবে ঝাড়গ্রাম

আগামী ৪ এপ্রিল ঝাড়গ্রামকে নতুন জেলা হিসেবে ঘোষণা করবেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রাজ্যের ২২ তম জেলা হিসেবে আত্মপ্রকাশ করবে ঝাড়গ্রাম। এই উপলক্ষে একটি অনুষ্ঠানেরও আয়োজন করা হয়েছে।

আগামী ২ এপ্রিল ঝাড়গ্রাম যাচ্ছেন মুখ্যমন্ত্রী। আগামী ৩ এপ্রিল খড়গপুরে একটি প্রশাসনিক বৈঠক করবেন তিনি। আগামী ৪ এপ্রিল ঝাড়গ্রাম রাজ কলেজ মাঠে একটি অনুষ্ঠানে অংশগ্রহণ করবেন তিনি এবং সেখানে একগুচ্ছ প্রকল্পের উদ্বোধন করবেন।

বর্তমানে রাজ্যে মোট ২১টি জেলা রয়েছে। কয়েকদিন আগে নতুন জেলা হয়েছে কালিম্পং। পয়লা বৈশাখের আগেই আসানসোলকে নতুন জেলা ঘোষণা করা হবে।

আরও দুটি নতুন জেলা তৈরীর পরিকল্পনা রয়েছে রাজ্য সরকারের। উত্তর ২৪ পরগনাকে ভাগ করে বসিরহাট এবং উত্তর ও দক্ষিণ ২৪ পরগনার কিছু অংশ নিয়ে তৈরী হবে সুন্দরবন জেলা।

 

Idris Ali speaks on the Finance Bill

Sir, I am deeply grateful to you for giving me an opportunity to speak on this Bill. Sir, I am also deeply grateful to our Hon. Chief Minister. It is due to her that I have come here. I would like to make four brief points regarding the Finance Bill, for the consideration of the House to include in the Bill.

Point 1. In comparison with the market based personal consumption expenditure with basic price index year as 2005-2006, in this Bill Central Govt proposes to waive only Rs 1000 per month for the individual taxpayer. Sir, those who earn Rs 25,000 per month. This means basix income tax exemption has not been raised for common people. Sir, I propose to the government to raise the limit of exemption per person, per annum from Rs 2.5 lakh to Rs 3.5 lakh (for age group up to 60 years) and Rs 4 lakh for senior citizens (up to 80 years).

Point 2. Maximum ceiling for monthly income scheme, deposited in the post office, may also be raised from Rs 4.5 lakh to Rs 15 lakh (individual) and Rs 9 lakh to Rs 35 lakh (joint accounts).

Point 3. There is a long-cherished demand and a hope of the press people. During the PIB accreditation they were entitled to get CGHS medical facilities. On retirement, they and their families are not getting any medical facilities from the CGHS. Sir, all the CGHS beneficiaries, during their co-terminus tenure, may kindly be included with the CGHS pensioner scheme on termination or on retirement.

Point 4. We are opposing the proposal of disinvestment of mini-ratna companies, particularly those which are in profit for the last 50 years. We request the government, through you, to stop disinvestment and closure of CPSES.

Aparupa Poddar speaks on the problems faced by jute farmers

Thank you Madam for allowing me to speak during Zero Hour. Jute is one of the main commercial crops of our country; jute fibre is an industrial product and used to prepare biodegradable bags, eco-friendly cheap bags.

Jute growers in the country are facing a lot of problems and they are not getting proper price for their products. Jute cultivation is turning out to be a non profitable venture for the farmers due to increase in price of jute seeds, fertilizer, pesticides and other inputs.

Due to high investment involved in the cultivation, jute farmers have to go for loans. Being a cash-crop, insurance facilities are not also available for the jute farmers. Jute cultivation is a practice in my constituency Arambagh; it is a flood prone area and during floods, the jute farmers face a great loss in productivity.

Therefore it is the responsibility of the Central Government to

  • fix a remunerative price for jute,
  • provide for free and compulsory insurance for the jute crops,
  • organise workshop programmes to train jute farmers with new technology, and,
  • constitute a jute growers welfare fund to meet the various needs of the jute farmers.

Manish Gupta asks a Supplementary Question on attacks on railway tracks

Mr Chairman Sir, with your kind permission I would like to ask a supplementary question to the Hon. Minister. We all know that when we have a security system, the integrity of the system is efficacious only if the system is able to give advance information.

With regard to railway security, I notice that there are a lot of closed-circuit camera systems, railway stations are being monitored. But I think the involvement of the State Government and the Railways should be more integrated.

Many advanced countries have systems and devices by which they can detect any disturbances on railway tracks. If you have to depend on technology and if you have to build a modern society, we need to adopt these systems.

I would like to ask the Hon. Minister whether the Railways has any plans to install such systems in the Railways. Thank you.

 

 

Kalyan Banerjee asks a Supplementary Question on speedy disposal of cases

Madam, through you I want to remind the Hon. Law Minister that I supported your (National Judicial Appointments) Bill and five times you gave me thanks in your speech. But the point is that we have the power of legislate but the final interpreter of the Constitution is Supreme Court of India and we have to accept it.

Now Supreme Court has declared the Bill as ultra-vires I am not at all saying that the Hon. Prime Minister or Hon. Chief Minister or Hon. Law Minister should not have anything to say about that. But today this is the country’s problem, this have to be resolved.

You have appointed 126 persons. I agree with that. But at the same time you tell me how many retirements have happened during this year? It is more than 150 or 180. In our High Court there is 50% vacancy. Therefore, I want to ask the Hon. Law Minister what is the recourse you have now taken to resolve the problem and to fill up the all vacancies of the High Courts?

 

Rs 112 crore state-of-the-art logistics hub & truck terminal to come up at Serampore

The Bengal Government has given clearance to set up a state-of-the-art logistic hub-cum-truck terminal at Serampore.  The estimated cost of the project is Rs 111.683 crore and it will come up on 143.53 acre of land with the hub being built by the Calcutta Goods Transport Association (CGTA).

Bengal Chief Minister Mamata Banerjee had announced the project at the Bengal Global Business Summit last year and a Memorandum of Understanding (MoU) was signed between the representatives of the CGTA and the state transport.  Accordingly, the CGTA gave a Detailed Project Report (DPR)to the transport department in June 2016.

Once the logistic hub is constructed, heavy trucks will be parked there and small trucks will be used to carry goods to the wholesale markets causing much less traffic in city.  The hub will also provide job opportunities to local youth in the training centre, medical centre and in other amenities.

The hub will have storage and warehousing, long-axle truck parking and allied amenities, auto workshops, administrative buildings, fire stations, post offices along with police check posts.  Weigh bridge and truck parking areas, skill development centres, fuel stations, commercial complexes, common driver dormitory and administrative office complex (CGTA) tower will also be incorporated.

শ্রীরামপুরে ১১২ কোটি টাকা ব্যয় রাজ্যে অত্যাধুনিক লজিস্টিক হাব ট্রাক টার্মিনাল গড়ে তোলার ছাড়পত্র দিয়েছেন পশ্চিমবঙ্গ সরকার। ১১১.৬৮৩ কোটি টাকা ব্যয়ে ১৪৩.৫৩ একর জমির ওপর ক্যালকাটা গুডস ট্রান্সপোর্ট এসোসিয়েশন এই প্রকল্পটি তৈরি করবে।

এবছর বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে মুখ্যমন্ত্রী মমতা ব্যানার্জী এই প্রকল্প ঘোষণা করেন এবং ক্যালকাটা গুডস ট্রান্সপোর্ট এসোসিয়েশনের সঙ্গে মৌ স্বাক্ষরও করেন। ইতিমধ্যেই প্রকল্পটির বিস্তারিত রিপোর্ট ক্যালকাটা গুডস ট্রান্সপোর্ট এসোসিয়েশন পরিবহণ দপ্তরে জমা দিয়েছেন।

একবার এই লজেস্টিক হাবটি তৈরি হয়ে গেলে সমস্ত বড় ট্রাকগুলি ওখানে পার্ক করতে পারবে এবং খুব অল্প সময়ে ছোট পণ্যবাহী গাড়ির মাধ্যমে মালগুলি সহজেই পাইকারি বাজারে পৌঁছে দেওয়া সম্ভব হবে। এখানে থাকবে পুলিশ চেকপোস্ট ,গুদামঘর ,প্রশাসনিক দপ্তর , লং এক্সেল ট্রাক পার্কিং , ড্রাইভারদের থাকার ব্যবস্থা ,দোকানঘর ,পেট্রোলপাম্প,দক্ষতা উন্নয়ন সেন্টারের এর মত সুবিধা।

 

Bengal Govt to introduce royal Bengal tigers in Buxa and Jaldapara

Buxa and Jaldapara in North Bengal are gearing up to welcome the big cat. In the initial phase, six royal Bengal tigers would be released – three each in Buxa Tiger Reserve and Jaldapara National Park. Later, sic more would be released.

The programme for releasing the felines was recently finalised at a meeting of the Bengal Government, represented by the Forest Minister, with the local people at the Rajabhatkhawa Nature Interpretation Centre in Buxa Tiger Reserve. The Minister said that the locals had no issues with the introduction of tigers. The meeting was also attended by representatives of the National Tiger Conservation Authority.

Since a large population of people resides in the area of Buxa, it was necessary to consult them. The State Government, though, will remove the people from the area only after making adequate provisions for their rehabilitation.

The tigers would be brought in from Assam. Helicopters would be used to transport them so that they remain in good physical shape. Of the six to be released in the first phase, four would be females and two would be males.

 

বক্সা ও জলদাপাড়া রিজার্ভ ফরেস্টে আসছে নতুন অতিথি

উত্তরবঙ্গের বক্সা ও জলদাপাড়ায় রিজার্ভ ফরেস্টে আনা হচ্ছে রয়্যাল বেঙ্গল টাইগার। বক্সা টাইগার রিজার্ভ ও জলদাপাড়া অভয়ারন্যে মোট ১২টি বাঘ ছাড়া হবে ।প্রথম পর্যায়ে ছয়টি বাঘ ছাড়া হবে – তার মধ্যে তিনটি বক্সাতে আর তিনটি জলদাপাড়াতে। পরবর্তী পর্যায়ে আনা হবে আরো ছয়টি বাঘ। প্রথম ছয়টি বাঘের মধ্যে চারটি মহিলা ও দুটি পুরুষ বাঘ।

সম্প্রতি বক্সা ব্যাঘ্র প্রকল্পে রাজাভাতখাওয়ার ইন্টারপিটিশান সেন্টারে বাঘ ছাড়া নিয়ে গ্রামবাসীদের সাথে বৈঠক করেছে রাজ্য সরকার। বৈঠকে উপস্থিত ছিলেন বন মন্ত্রী বিনয় কৃষ্ণ বর্মন । বৈঠক শেষে মন্ত্রী জানান, এলাকাবাসী এই সিদ্ধান্তের সঙ্গে সহমত। বাঘ আনার ব্যাপারের সব রকমের ছাড়পত্র এসে গেছে। ন্যাশনাল টাইগার কনজারভেশন অথরিটির সদস্যও উপস্থিত ছিলেন এই বৈঠকে।

বাঘ গুলোকে হোলিকপ্টারে করে নিয়ে আসা হবে আসাম থেকে। এভাবে আনলে আনলে বাঘের কোন শারীরিক সমস্যা হবে না।

 

 

Debabrata Bandyopadhyay speaks on The Human Immunodeficiency Virus and Acquired Immune Deficiency Syndrome (Prevention and Control) Bill, 2014

Sir, it is nice to see a Bill drafted by a Minister of the previous Government is being owned and presented by the next Government for the approval of the House. It only indicates that the Indian democracy has achieved that level of maturity to carry forward any good and pro-people measure notwithstanding the fact that when it was initially brought to the House, the present Government was in the Opposition.

The UN General Assembly has already passed a resolution to adopt such a measure for the benefit of the people of the world; India is a signatory to the declaration. Therefore, it is only proper and correct that the Government should bring this Bill. It is not merely the fulfillment of an international commitment but is also meant to urgently deal with the problems of 2.3 million Indians suffering from the dangerous disease. India has the third highest number of people affected by this deadly disease, and also accounts for four out of every 10 people afflicted in the Asia-Pacific region.

The biggest problem is that more than 50 per cent of the afflicted people are not aware of their ailment. What is more alarming is that treatment coverage is only 36 per cent. People who do not have access to the therapy account for as high as 64 per cent of the afflicted. The provision against discrimination in the Bill is highly commendable. In this context ot is pertinent to point out that the West Bengal Government in 2015 announced a scheme called Muktir Aalo for rehabilitation of sex workers, which included an offer of rice at Rs 2 per kg and provisions for skill and vocational training.

There are certain unsavoury points which I would like to mention. The Bill says that the Government will provide treatment “as far as possible”, a clause that health activists have been protesting very strongly against. Clause 14 (1) of the Bill includes this provision of “as far as possible” regarding the obligation of the State to provide treatment facilities. Thus, instead of providing the seeking of treatment for HIV as the right of a patient, Clause 14 (1) gives the Government an escape route to avoid any responsibility to treat the patient. This clause makes the Bill toothless. This also goes against the 24-year-old commitment of the Government of India.

There is a sociological aspect of the disease too. In the popular mind, this disease is borne out of immoral activities. This social stigma creates further problems for the afflicted. In fact, in earlier years, people afflicted by STD would not even own up to their problem to physicians. Their problem was the fear of being socially ostracised.

Despite some limitations, this Bill provides a step forward in the right direction. After it is passed and becomes operational, perhaps some more deficiencies may come to light, when a thorough revision may be necessary on the basis of the hard evidence. For the present, this is a welcome step. I reiterate my support. Thank you, Sir.

Sunil Mandal asks a Supplementary Question on misleading advertisements

Thank you, Madam. The first question on celebrity endorsements, print and electronic media was good. We have had detailed discussions with Minister Ram Vilas Paswan ji on the issue. The print media does not bear much of the brunt for celebrity endorsements of products.

Despite having laws, many companies get away with it because of a few corrupt officials. There are many safety and warning measures like ISI mark, hallmark on gold, BSI mark but it has been seen that few dishonest businessmen get the necessary certificates in exchange of money.

Madam Speaker, as a member of the Standing Committee on Food and Consumer Affairs, I want to ask the Minister for Food and Public Distribution, does the government take any measures to stop adulteration by dishonest businessmen? Is the government planning any action for the misuse of ISI mark, hallmark on gold, BSI mark? Does the government have any concrete plans; if not, what are they doing?

 

 

73 more fire stations to be set up in different parts of Bengal

The Bengal Fire and Emergency Services department has decided to set up 73 more fire stations across the state in the next one and a half year.

Sovan Chatterjee, the state Fire minister, said that at present, there are 127 fire stations. The figure will be taken up to 200. At present, the work of constructing 18 new fire stations is going on and there are proposals to construct another 50. Land for 38 out of the 50 fire stations has already been identified and the work to set those up will be starting soon. Five fire stations have been commissioned in the current financial year in Madhyamgram, Lalkuthi, Contai, Kakwip and Dankuni.

The Fire department has already started taking steps to recruit 3,000 more employees. It will increase the manpower by around 1,800. Moreover, 90 new fire tenders have been engaged to carry out fire fighting exercises besides taking other initiatives to modernise the entire fire-fighting mechanism.

 

রাজ্যের বিভিন্ন জায়গায় মোট ৭৩ টি দমকল কেন্দ্র তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য সরকার

আগামী দেড় বছরে আরও ৭৩ টি দমকল কেন্দ্র তৈরীর সিদ্ধান্ত নিয়েছে রাজ্য অগ্নি ও জরুরি পরিষেবা দপ্তর।

রাজ্যের দমকল মন্ত্রী শোভন চট্টোপাধ্যায় মঙ্গলবার বিধানসভায় জানান বর্তমানে মোট ১২৭ টি দমকল কেন্দ্র আছে। এই সংখ্যাটি খুব শীঘ্রই ২০০ করা হবে। ১৮টি ফায়ার স্টেশন তৈরীর কাজ চলছে এবং আরও ৫০টি দমকল কেন্দ্র তৈরীর প্রস্তাব এসেছে। এর মধ্যে ৩৮টি দমকল কেন্দ্র তৈরীর জমি চিনহিত হয়ে গেছে এবং খুব শীঘ্রই কাজ শুরু হয়ে যাবে। চলতি আর্থিক বছরে মধ্যমগ্রাম, লালকুঠি, কাকদ্বীপ, কাঁথি এবং ডানকুনি এই পাঁচটি ফায়ার স্টেশন তৈরীর অনুমতি পাওয়া গেছে।

প্রায় ৪০ কোটি টাকা বরাদ্দ করা হয়েছে। ইতিমধ্যে ৩০ কোটি টাকা এই প্রকল্পের কাজে দিয়ে দিয়েছে দমকল বিভাগ। একইসঙ্গে, পুরনো দমকল কেন্দ্রগুলির রক্ষণাবেক্ষণ ও মেরামতির জন্য ৩.৭৪ কোটি টাকা বরাদ্দ করা হয়েছে। ৩০০০ এর বেশি কর্মীকে নিযুক্ত করার জন্য ইতিমধ্যেই বিভিন্ন পদক্ষেপ নেওয়া শুরু করেছে দমকল বিভাগ। এর ফলে কর্মী সংখ্যা বেড়ে হবে প্রায় ১৮০০। অগ্নিনির্বাপণ ব্যবস্থার আধুনিকীকরণ করতে আরও ৯০ টি দমকল ইঞ্জিন নিযুক্ত করা হয়েছে।
