Today, Chief Minister Mamata Banerjee received the United Nations Public Service Award in the category of Reaching the Poorest and Most Vulnerable through Inclusive Services and Participation for the Kanyashree Prakalpa at a UN event in The Hague. Out of 552 projects from 63 countries selected, Kanyashree came first. The award was given in recognition of the West Bengal Government’s innovation and excellence in public services supporting the implementation of the 2030 Agenda for Sustainable Development.

Mamata Banerjee spoke on the occasion, before the award was handed out. Today happens to be Public Service Day, celebrated worldwide by the United Nations.

Mamata Banerjee spoke about the developmental projects that have brought about a new era for public service in Bengal. It is indeed a matter a pride that this has been recognised at the highest level – by the United Nations.

Here is the speech she gave on the occasion:

Thank you so much. I think public service is service for all; and public means people – government of the people, by the people, for the people. I come from West Bengal in India, home to 100 million people. But public service also means continuous monitoring, and providing regular service for the people.

I have attended more than 300 administrative review meetings where we meet all the public representatives including block-level officials. Because of the accountability, transparency and sustainable developmental work, we achieve 100 per cent of our goals.

You will be happy to know that out of our state’s 100 million people, we offer direct benefits to 90 per cent of them, making them very happy. We empower the girl child through the Kanyashree project. We help everyone, including the minorities and the other backward classes (OBCs), and at every stage of a person’s life – from a newborn to a senior citizen. When a baby is born, we give each one a plant. Student scholarships are given to 20 million people. We have given free bicycles, which is a green transportation, to about 7 million students. Senior citizens get pensions and other benefits. Rural people are guaranteed 100 days’ work; we thus ensure job opportunities for the poor. Free food grains are also given to the people. The poor are also happy because we give free healthcare, from kidney transplantation to heart transplantation to many other things.

Thus, we provide help throughout the life of a person. We feel we must help the downtrodden people, so we ensure that benefits reach the people at the grassroots. The benefits have reached so many people because we ensure continuous monitoring, and because of the administrative review meetings and the administrative calendar.

There must be commitment, dedication and determination. If you have a dream, you have to achieve it. What is needed is for the leader to lead the people. We lead the people. Thank you so much.

 

জগৎসভায় বাংলার জয়পতাকা

বিশ্বের দরবারে বাংলাকে তুলে ধরলেন মুখ্যমন্ত্রী মমতা ব্যানার্জি। রাষ্ট্রপুঞ্জে জনপরিষেবা দিবস উপলক্ষে এক অনুষ্ঠানে মমতার স্বপ্নের প্রকল্প ‘‌কন্যাশ্রী’‌ প্রথম পুরস্কার পেল। বিশ্বের দরবারে ইতিহাস হয়ে থাকল মমতার কন্যাশ্রী। পুরস্কার পাওয়ার পর মুখ্যমন্ত্রীর প্রতিক্রিয়া, ‘‌আমি গর্বিত। এই পুরস্কার রাজ্য ও দেশকে উৎসর্গ করলাম। কন্যাশ্রীর জন্য রাষ্ট্রপুঞ্জ আমাদের সম্মান দিয়েছে। আমরা তাদের প্রতি কৃতজ্ঞ।‌ রাষ্ট্রপুঞ্জ তথ্য নিয়ে জেনেছে বাংলা কীভাবে বিভিন্ন জেলায় উন্নয়নমূলক কাজ করছে। এই পুরস্কার পাওয়ার পর প্রতিটি কন্যাশ্রীর গর্ব হবে।’‌

বিশ্বের ১১টি দেশ তাদের বিভিন্ন সমাজসেবামূলক কাজ নিয়ে অনুষ্ঠানে এসেছিল। তাদের মধ্যে প্রথম হয় মমতার বাংলা। রাষ্ট্রপুঞ্জের নেদারল্যান্ডসের সদর দপ্তরে এদিন অনুষ্ঠান হয়।

মমতা বন্দ্যোপাধ্যায় বলেন, ‘‌আমরা ক্ষমতায় এসে প্রথম মনে করেছি, সরকার হচ্ছে মানুষের। মানুষের কণ্ঠস্বরকে আমরা গুরুত্ব দিয়েছি। আজও দিচ্ছি। আমি মনে করি, মানুষ ছাড়া কিছুই হতে পারে না। তাদের অভাব–অভিযোগ শুনতে হবে। সেইমতো কাজ করতে হবে। তবেই একটা সরকার এগিয়ে যেতে পারে। মানুষের পরিষেবা যখন ঠিক পথে পৌঁছে দেওয়া যায়, তখনই মনে হয় একটা ভাল সরকার চলছে। সরকারের স্বচ্ছতা, গ্রহণযোগ্যতাই বড় ব্যাপার। সরকারে এসে জেলায় জেলায় প্রশাসনিক বৈঠক করেছি। পৌঁছে যাচ্ছি মানুষের কাছে। গরিবদের পাশে আমরা আছি, থাকব।’‌

মুখ্যমন্ত্রী এদিন কন্যাশ্রী, সবুজসাথী, সমব্যথী, খাদ্যশ্রী–সহ বিভিন্ন প্রকল্পের কথা তুলে ধরেন। তিনি বলেন, ‘‌আমরা গ্রামে গিয়ে স্কুলপড়ুয়াদের হাতে সাইকেল তুলে দিয়েছি। আরও সাইকেল দেওয়া হবে। যাতে তারা স্কুলে পড়তে আসতে পারে। আমরা সংখ্যালঘু সম্প্রদায়ের জন্য অনেক কাজ করেছি। তাদের কথা আমরা সবসময় ভাবি। তাদের জন্য আরও কাজ করছি।’‌

তিনি আরও বলেন, ‘‌আমি উন্নয়নের ওপর সবচেয়ে বেশি জোর দিয়েছি। বাংলায় একসঙ্গে আমরা কাজ করি। দারিদ্র‌্য দূর করতে আমরা প্রতিশ্রুতিবদ্ধ।’‌

ভারতের এই প্রথম একজন মুখ্যমন্ত্রী আন্তর্জাতিক মঞ্চে এসে রাজ্যের কথা তুলে ধরলেন।
