Mr Chairman Sir, before I share with my colleagues here some of the things they already know, I thought it would be my duty to may be share a few nuggets which many of us in the House do not know about you.

For example, there is somebody who meets you every morning; his name is Akhil Thakur and he is a very important person in your life. He is your yoga teacher, who meets you every morning. Now we know how you are so fit. And as part of your routine you also walk every evening. So that is yoga and walk, so that is why you are still looking 60, when you are close to 70.

My colleagues here would also be surprised if I told them that you have not had lunch for the last 40 years. Because I know from very reliable sources that for the last 40 years all you have eaten for lunch are TWO sandwiches. This must be a world record that is why you are looking so fit.

Did you know that the Hon Chairman of the Rajya Sabha, the Vice president of India, was a number 5 batsman and a very agile wicketkeeper who got the college cap? More on cricket… When you were the Ambassador to Iran, you introduced cricket to the Indian Embassy in Iran and they say Iran is indebted to you because you started popularising cricket there.

Yes Sir, and some of us here are lovers of dogs and you are a wonderful dog lover because you have seven dogs at home. You must tell us the secret as to how. After this ten year journey, you are moving but actually you and the new Vice President are just walking across the road because you are going to 31 APJ Abdul Kalam Road and he is coming across to your place. So after all this, it’s only a ‘going across the road’ Sir.

Sir, but on a more serious note, Ram Gopal ji mentioned one of your biggest achievements in the Rajya Sabha: no Bill in the din. Sir, I end my term in a few days from now and there are many things that I have learnt from you. What you have done for this House, which I think is very meaningful, we need to place this on record.

Sir, the first is extending the time of the Rajya Sabha. The House would run from 11 AM to 5 PM. Congratulations Sir, for getting us all to work one extra hour everyday and extending the time from 5 PM to 6 PM. Secondly, the Zero Hour never had a time limit. It is you who set the time limit to three minutes and that is why fifteen of us can get a chance to express ourselves – or try and express ourselves – everyday.

Sir, something very important, also which you introduced, is that members can not duck a question. Earlier, if it came up in Question Hour and you were not present then the Supplementary Questions would never be asked. But you came up with the move that even if the member ducks the question, the answer is still laid on the table of the House and someone else can answer the supplementaries. Sir, this is the smartest of all your moves here, because now there is no way to duck the question.

Sir, and of course, the most meaningful of them all, you gave a name to the morning meetings which we have at the back and you called it the ‘Tea Club’. So it gives it a feeling of informality, it gives it a feeling of camaraderie, so we can share everything there (does not matter if we say something there and then come and do the other thing).

Sir, in conclusion, I cannot but end saying very proudly that you and many of my colleagues from my party and myself, we all come from the same city. Sir, I know how deeply you love Kolkata and your roots are in Kolkata. You went to St Xavier’s College run by the Jesuits and you know their motto – I went to the School but I did not get into the College. It is Nihil Ultra – Nothing Beyond. That is absolutely beautiful, Sir.

From the Latin to Urdu. I have also noticed that whenever you have a function – a book release, or a farewell or a welcome – you always have the right Urdu couplet to match the occasion. Sir, you quoted:

“Justuju hain zindagi, zokay talaab hain zindagi,
Zindagi kaa raaz lekin durey manzil mein hai”.

Sir, this is what you said was the motto of what guided you and I had it translated for myself. That is wonderful, Sir.

Sir, two more things to say before I go. One is, we know you will be living in Delhi. Please come back home, come back to Kolkata for holidays or even longer periods of time.

Sir, at moments like these, there is lot of sadness, melancholy and nostalgia. But in all this, Sir, you have never lost your sense of humour. I remember what you told us in one of your tea meetings and I thought self-deprecating humour is a great trait. We asked you, Sir, how was the 10 years from the time you were 70 to 80. You told us, that this is the best ‘pension package’ that anyone could ever get. So, you are a great pensioner and I am using your humour to tell everyone else that you must be an inspiration to all pensioners in this land.

Sir, thank you very much for inspiring so many of us and especially the newer ones like me and so many who have come here.

75 years of Quit India Movement: Trinamool MPs make stirring speeches in both Houses

Trinamool MPs Sukhendu Sekhar Roy and Sugata Bose made impressive speeches in both Houses of the Parliament during a special discussion to commemorate the 75th anniversary of Quit India Movement.

In Rajya Sabha

Sukhendu Sekhar Roy began his speech quoting Gandhi Ji’s iconic slogan, “Karenge ya marenge” and Nehru’s clarion call of “We shall fight to the finish” at Congress’s historic session in Bombay on August 8, 1942.

He referred to the contributions of several leaders – Jayprakash Narayan, Ram Manohar Lohia, Sucheta Kripalani among others – to the movement. He also read out portions from a leaflet issued by the Bihar Pradesh Congress in September, 1942.

He fondly remembered the clarion call of Netaji Subhas Chandra Bose, “Chalo Dilli”. He said this movement will stay alive in our hearts as long as the tricolour flies high atop the ramparts of Red Fort.

He also referred, with a heavy heart, to the Mir Jafars at that time, who colluded with the British to defeat the August Kranti Andolan. He said such Mir Jafars still exist in the country. He said BJP was following the British policy of ‘Divide and Rule’, against which Mamata Banerjee has launched the ‘BJP Bharat Chhoro’ movement at Tamluk, which saw active participation by people in the Quit India Movement.

In Lok Sabha

Sugata Bose, in his eloquent and stirring speech, called August 9 a ‘red letter day’ in Indian history. He reminisced how his own father was severely wounded as he led a procession of students on the streets of Calcutta in September, 1942.

He highlighted the role played by Adivasis and peasants. Netaji had wanted to be in India by August, 1942, he said. “Had the armed thrust of the Azad Hind Fauj coincided with the rebellion of the Quit India Movement, then the history of India might have taken an even more glorious turn,” he remarked.

Sugata Bose lamented that there was a “gap between sankalp and siddhi in 1947”. He said, “We got independent India but not united India.” He said that the 75th anniversary of Quit India Movement, and the 70th anniversary of independence, call for “soul-searching introspection, rather than chest-thumping celebration”.

“The final five and a half months of Gandhi Ji’s life constituted a message for the predicament we face in India today. Today we see irreligion masquerading as religion,” Sugata Bose said. He reminded the Government of Gandhi Ji’s message to the then Government in mid-November, 1947: “No Muslim in the Indian Union should feel his life unsafe”.

“The 75th anniversary of Quit India Movement, and the 70th anniversary of freedom may be an apt occasion to ponder the relation between the past and the future, the old and the new,” was his message for the Prime Minister.

Sugata Bose also quoted Swami Vivekananda’s vision for India, one of religious harmony and tolerance. He quoted verses penned by Tagore – passages from the song which later was adopted as the National Anthem – to give a strong message against cow vigilantism and communal violence.

He appealed to the Prime Minister to “stop the engines of coercion on its tracks”. We need to be clear about what our sankalp is for 2022, he remarked and demanded “strong action against those who are spreading the poison of hatred and killing in the name of religion”.

We have to make sure we do not have a dominance of one community and one language, Sugata Bose said, adding: “We must counterpose an alternative and a better vision of a new India based on cultural intimacy of all communities of the country.”
“We must celebrate and respect our differences to rise above them. We must avoid all temptations to be chauvinistic and jingoistic,” was his message for his colleagues in the Lok Sabha.

Will do everything to ease GST woes: Bengal CM

Bengal Chief Minister Mamata Banerjee on Tuesday lashed out at the Centre for destroying the federal structure of the country as the state governments were being forced to follow their (Centre’s) policies despite having objections.

The West Bengal Assembly on Tuesday passed the State Goods and Services Tax (SGST) Bill, 2017. Trinamool’s ideological position on GST would not alter, the Bengal CM said. “The common people are facing problems and since we value democracy the party will stand behind the masses,” she said speaking in the Assembly after the passing of the Bill.

“The Centre could have fed many poor people with the money which had gone in the ad spend for creating awareness about GST… The country is now in an acute crisis,” she said. The state had issued an ordinance in June end to facilitate treasury operations by the government from July 1, the date of implementation of the new tax regime across the country.

The Bengal CM said that the state government had “no option” but to issue the ordinance on GST as otherwise, the state would not have been able to conduct any treasury operation. “The state government is sitting before the nozzle of a gun and the central government machinations forced us to do that,” she said.

The Bengal Chief Minister said the state government was clearly against the hasty implementation of the new tax regime and had urged the Centre to postpone it by two months. “But we were really hard-pressed and so the ordinance had to be issued.” The government, she said, needed money to pay salaries, make developmental expenditure and others. As the ordinance had a definite lifetime, it had to be ultimately ratified by the Assembly. She said owing to many objections raised by state finance minister Amit Mitra at the GST Council meetings, taxes on many items of common use had been lowered.

On Trinamool’s stand, she said, “Previously we had supported GST as it was portrayed to be uniform across the nation, but the experience is totally different.” The textile sector, medicine shops, small businessmen had been affected by the new tax law, she said, adding that demonetisation and GST were “two big scandals” perpetrated by the BJP-led government at the Centre.

বাধ্য হয়ে মানছি জিএসটি: মমতা বন্দ্যোপাধ্যায়

কেন্দ্রের জন্য বাধ্য হয়ে রাজ্য পণ্য ও পরিষেবা কর ব্যবস্থা মেনে নিয়েছি কিন্তু গরিব মানুষের স্বার্থে এই কর সম্পর্কে আমাদের যে লড়াই, তা যেমন ছিল, তেমন চলবে। মুখ্যমন্ত্রী মমতা ব্যানার্জি মঙ্গলবার বিধানসভায় ‘ওয়েস্ট বেঙ্গল গুডস অ্যান্ড সার্ভিস ট্যাক্স’ বিল অনুমোদন করাতে গিয়ে এই কথা বলেছেন।

তিনি বলেন, “পণ্য পরিষেবা করের ব্যাপারে আমরা কখনওই আমাদের অবস্থান থেকে সরে আসেনি। এক দেশ এক কর ব্যবস্থা, আমরা সমর্থন করেছি। কিন্তু, সবসময় বলেছি, দেখতে হবে এর ফলে গরিব মানুষ যেন ক্ষতিগ্রস্ত না হয়। উপযুক্ত পরিকাঠামো সারা দেশে গড়ে তোলার জন্যে, বিষয়টি সম্পর্কে মানুষকে অবহিত করার জন্য, তাড়াহুড়ো না করতে অনুরোধ করেছিলাম। তা সত্ত্বেও ওরা তাড়াহুড়ো করেছে। গরিব মানুষের কথা ভাবেনি। এরপরেও গরিব মানুষের যেটুকু সুবিধা আছে তা আমাদের লড়াইয়ের জন্যই। আমাদের অর্থমন্ত্রী অমিত মিত্র অনেক সময়ই একা লড়াই করেছেন। জয়ললিতা ছাড়া কেউ পাশে ছিলেন না। এর আগে আমরা অধ্যাদেশ জারি করেছি, এখন আইন করেছি। না–হলে কেন্দ্রের অসহযোগিতায় সরকারি কাজকর্ম বন্ধ হয়ে যেত। আমাদের টাকা আমরাই ব্যবহার করতে পারতাম না। জিএসটি আইন হয়ে যাওয়ার পর এখন তো আর এমপাওয়ার্ড কমিটি নেই। কাউন্সিল হয়েছে। তার চেয়ারম্যান অরুণ জেটলি। তবুও আমরা সাধারণ মানুষের স্বার্থে বিভিন্ন দ্রব্য ও পরিষেবায় করের হার কমানোর জন্যে লড়াই চালিয়ে যাচ্ছি।”

অর্থমন্ত্রী অমিত মিত্র বলেন, “মুখ্যমন্ত্রীর নির্দেশে জিএসটি নিয়ে এমপাওয়ার্ড কমিটিতে প্রচণ্ড লড়াই করেছি বলেই রাজ্যগুলো কিছুটা সুবিধা পাচ্ছে। সুজন চক্রবর্তী জানান, বাংলার বঁড়শি সারা ভারতে এমনকী দেশের বাইরেও রপ্তানি হয়। বঁড়শি ও পোশাক শিল্পে যাতে করের বোঝা কমে তা দেখতে হবে। এবং ওষুধের ওপর বিশেষ করে জীবনদায়ী ওষুধের ওপর কর যাতে ৫ শতাংশের বেশি না হয় তা নিয়ে কেন্দ্রকে চাপ দেওয়া হোক।”

Mamata Banerjee launches BJP Bharat Chhoro Andolan from Medinipur

On the 75th anniversary of Quit India movement, Mamata Banerjee today raised the slogan “BJP Bharat Chhoro” at a public meeting in Medinipur.

Mamata Banerjee said she will go for a tour of different states to garner national support for Trinamool Congress’s “BJP Quit India” movement.

“I will go to New Delhi tomorrow. On August 27, I shall attend an anti-BJP rally at Patna. On August 30, I shall visit Jharkhand that is witnessing frequent incidences of attacks over dalits,” she said at the party rally.

She said her anti-BJP movement will continue till the current Union government is unseated in the 2019 Lok Sabha elections.

“Yesterday throughout the night we saw the battle between democracy and autocracy. I am glad that finally democracy won,” she said referring to the victory of Ahmed Patel for election to Rajya Sabha from Gujarat.

She also said that in Bengal, Trinamool Congress will organise block-level programmes in support of “BJP Quit India” movement till September 5. “We will give a break during the festive season and after that again the party will go ahead in full swing with different political programmes that will continue till 2019 Lok Sabha elections,” she said.

Mamata Banerjee also took at a dig at BJP general secretary, Amit Shah, without naming him for having lunch at the residence of a dalit in north Bengal. “On the one hand, BJP will encourage atrocities on dalits and one the other their leaders will have lunch at the residence of a dalit. These two things cannot go on together,” she remarked.

The Trinamool Congress chief also described CPI(M) as a hypocrite and alleged it is a clandestine partner of BJP. “CPI(M) is a party of hypocrites that follow double-standards. When they go to the hills they speak of division of the state and in the plains they speak differently. They have clandestine understanding with BJP,” she said.

মেদিনীপুরে ‘বিজেপি ভারত ছাড়ো’ আন্দোলনের সূচনা করলেন মমতা বন্দ্যোপাধ্যায়

তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়ের ডাকে বিজেপি’র সাম্প্রদায়িক রাজনীতির বিরুদ্ধে আজ থেকে শুরু হল ‘বিজেপি ভারত ছাড়ো’ আন্দোলন। চলবে আগামী ৫ই সেপ্টেম্বর পর্যন্ত। এই আন্দোলন হবে সারা বাংলা জুড়ে। আজ মেদিনীপুরের কলেজ মাঠে একটি জনসভা থেকে এই কর্মসূচীর সূচনা করলেন তিনি।

তাঁর বক্তব্যের কিছু অংশঃ

আমরা ভারত ভাগ হতে দেব না। যারা দিল্লিতে ক্ষমতায় আছেন তারা দেশটাকে ভাগ করতে চাইছে। কেউ কেউ রাজনৈতিক স্বার্থে আবার বাংলাও ভাগ করতে চাইছেন।

সিপিএম-বিজেপির কোন পার্থক্য নেই। সিপিএম এক এক জায়গায় এক একরকম কথা বলে। পাহাড়ে গেলে বলে বাংলা ভাগ করে নিতে, সমতলে থাকলে বলে আমরা ওয়াক আউট করলাম।

৩৪ বছর ধরে সিপিএম বাংলাকে জ্বালিয়ে শেষ করে দিয়েছে। মেদিনীপুরে এখনোও মাটির নীচে কত নরকঙ্কাল পুঁতে রেখেছে তাঁর কোন হিসেব নেই। সিঙ্গুর-নন্দীগ্রাম-নেতাই কোথাও বাকি নেই ওদের অত্যাচারের। কেউ কেউ সম্পত্তি আর নিজেদের রক্ষার স্বার্থে দিল্লির নেতাদের হাত ধরেছে। বিজেপির হাত ধরে সিপিএম ভারতেও বাঁচা যাবে না, বাংলাতেও বাঁচা যাবে না।

এটা রাজনৈতিক লড়াই। গণতন্ত্রের লড়াই। সংঘাত আদর্শের, দর্শনের, চিন্তনের, মননের। ব্যক্তিগতভাবে কারো সাথে আমার কোন শত্রুতা নেই।

দলিতদের পিটিয়ে মারব, আর ফাইভ স্টার হোটেলের খাবার নিয়ে দলিতদের বাড়িতে গিয়ে লোক দেখিয়ে খেয়ে ছবি তুলব, এই রাজনীতি দিয়ে দলিতদের ভালোবাসা যায় না। আদিবাসীদের জমি কেড়ে নেওয়া হচ্ছে। আগামী ৩১ আগস্ট আদিবাসীদের সমর্থনে সভা করতে আমি ঝাড়খণ্ড যাব। ২৭ তারিখ বিহারে লালু প্রসাদ যাদব জি-র পাটনার সভায় যাব।

ভারত ভাগ করার খেলা আমরা করতে দেব না। ভারতবর্ষ গণতান্ত্রিক রাষ্ট্র। কিন্তু এটা কি হচ্ছে – যারা ক্ষমতায় থাকবে শুধু তারাই থাকবে, আর বিরোধীদের কণ্ঠরোধ করতে হবে, মুখ বন্ধ করে দিতে হবে? আজ শাসকদলের under এ ভারতবর্ষ বিপন্ন। ভারতবর্ষের গণতন্ত্র , মানুষের স্বাধীনতা বিপন্ন, মানুষের ব্যক্তিগত অধিকার বিপন্ন।

তাই আমাদের স্লোগান – বিজেপি ভারত ছাড়ো, সাম্প্রদায়িকতা ভারত ছাড়ো, অসহিষ্ণুতা ভারত ছাড়ো। আমাদের এই লড়াই চলছে, চলবে। আগামী ৫ সেপ্টেম্বর পর্যন্ত সব ব্লক, বুথে মিটিং-মিছিল চলবে।

কাল সারা রাত ধরে গুজরাত নিয়ে গণতন্ত্র বনাম একনায়ক তন্ত্রের খেলা হয়েছে। অবশেষে গণতন্ত্রের জয় হয়েছে; এটাই ভারতবর্ষের সহিষ্ণুতা, ভারতবর্ষের শক্তি।

জোর করে নোট বাতিল, নোট বন্দি থেকে জনগণ বন্দি, GST র নামে জনগণকে কারাগারে পাঠানোর ব্যবস্থা করা হয়েছে। কখনো বলে এসব গরিব লোকেদের স্বার্থে করেছে। গরিব মানুষ কারা? তাদের চিনি, কেরোসিন তেল বন্ধ করে দিয়েছে, ICDS এর টাকা দেওয়া বন্ধ করে দিয়েছে। আধার কার্ড না হলে মিড ডে মিল পাবে না, ডেথ সার্টিফিকেট পাওয়া যাবে না, জিনিসপত্র কেনা যাবে না – কোন আঁধারে আমরা রয়েছি? মানুষকে জোর করে বাধ্য করছে।

কেন নোট বন্দির জন্য ভারতবর্ষের ১০০ জন প্রাণ দিয়েছে। কার দোষে এতগুলো নিরীহ মানুষকে প্রাণ দিতে হল?

আমি একটা কথা বলি বিজেপি সরকারকে, কো-অপারেটিভ ব্যাঙ্কে নোট বন্দির নামে প্রায় ৪৫ হাজার কোটি টাকা জমা হয়েছিল, সেই টাকাগুলো আজও সেইভাবে পড়ে আছে কেন? সদুত্তোর চাই। টাকাটা যদি জনগণের হয়, তাহলে জনগণের টাকায় কি করবেন সরকার? জানান। আর যদি জনগণের না হয়, সেটাও কি করবেন সরকার জানান। ৪৫ হাজার কোটি টাকার মুল্য তো কম নয়, একটা স্টেটের বাজেট হয়ে যায়, এটা মাথায় রাখতে হবে।

নোট বন্দির নামে বেকারি বেড়েছে, যারা বাইরে কাজ করত, ফিরে এসছে, কৃষকরা জমিতে ফসল করতে পারে নি, ১০০র ওপর লোক মারা গিয়েছে।

এই জিএসটি আমরা চাই না। আমরা বাধ্য হয়েছি আইন করতে কারণ আমাদের স্টেটের ট্রেসারির ট্রানজাকশন বন্ধ করে দিচ্ছিল।

মিষ্টির দোকানে যান, দই খেলে ২৮% ট্যাক্স, আর লস্যি খেলে ট্যাক্স নেই। বাংলার ঘিয়ে ১৪% ট্যাক্স, গুজরাতে ঘিয়ে তিন% ট্যাক্স। আমরা কারোর বিরুদ্ধে নই। কিন্তু, এটা কেন হবে?

আমরা বারবার বলেছিলাম জিএসটি নিয়ে তাড়াহুড়ো করে করতে যেও না, মানুষকে সময় দাও, বুঝতে দাও, জানতে দাও। তা না, সব বন্ধ, খুচরো বাজার বন্ধ, টেক্সটাইল বাজার বন্ধ, সমস্ত কিছু বন্ধ হয়ে গেছে আজকে প্রায়।

ওরা মানুষের মধ্যে ভাগাভাগি করে দিচ্ছে। আমরা চিরকাল সব ধর্ম সকলে একসাথে বসবাস করেছি।

একতাই সম্প্রীতি এটাই আমাদের বাংলার সংহতি। ভারতবর্ষের বৈচিত্র্যের মধ্যে ঐক্যই ভারতবর্ষের বড় কথা।

দিল্লি থেকে এল নকল রাম, সাথে জুটল সিপিএমের বাম। বাবুরা শিখিয়ে দিচ্ছেন তরোয়াল নিয়ে রাস্তায় নামতে।

দাঙ্গার থেকে বড় শত্রু আমাদের জীবনে আর কিছু নয়।

Our lives are incomplete without sports: Mamata Banerjee

Chief Minister Mamata Banerjee was the chief guest at the CAB annual awards ceremony in Kolkata today.

The best men and women cricketers in Bengal are presented awards annually. The Lifetime Achievement Award was presented to Palash Nandy. A special reception was given to pace bowler Jhulan Goswami for her exploits at the recently-concluded ICC Women’s World Cup in England, where India reached the final.

The main points of her speech were:

It is a matter of great pride that the final of the under-17 FIFA World Cup will be held in Kolkata. A total of seven to eight matches would be held here. This tournament will produce the Indian footballers of the future.

Another big gain for Kolkata would be the fact that Diego Maradona and many other giants of world football would come to Kolkata on the occasion of the World Cup.

Our lives are incomplete without sports. Sports is an integral part of our civilization and our culture.

A lot of academies are coming up these days where a lot of children are getting training in various sports. The State Government presents awards and thus encourages sporting activities.

I ask the children and youth of Bengal to get involved more in sports – be it cricket, kabaddi, football, swimming, archery or any other sports.

খেলা ছাড়া আমাদের জীবন সম্পূর্ণ হয় না: মমতা বন্দ্যোপাধ্যায়

আজ CAB-র বার্ষিক পুরস্কার বিতরণী অনুষ্ঠানে প্রধান অতিথির আসন অলংকৃত করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

বার্ষিক পুরস্কার বিতরণী অনুষ্ঠানে বছরের সেরা ক্রিকেটারদের পুরস্কৃত করা হয়। জীবনকৃতির পুরস্কার তুলে দেওয়া হয় পলাশ নন্দীর হাতে। ভারতীয় মহিলা দলের ক্রিকেটার ঝুলন গোস্বামীকে তাঁর সাফল্যের জন্য বিশেষ সংবর্ধনা দেওয়া হয়।

My Point of Order is that Mr Kapil Sibal has raised a serious issue (of different designs of Rs 500 notes). Give us a chance, look at the (currency) notes. The Finance Minister is here. Even if Rule 267 is not allowed, any point can be raised under Rule 258.

For the last three weeks, we are giving Notices to discuss the ill-effects of demonetisation & hasty rollout of GST. Even today it has not been listed. We have given the Notice. As per Rule 29, we have raised this issue before. The Government is not serious about allowing a discussion on the ill-effects of demonetisation and hasty rollout of GST.

Mr Sibal has raised a point of order on post demonetisation and GST. This is a serious issue.

Madam, Rahul Gandhi ji is the leader of the largest Opposition party of the country. I think there should be no ifs and buts and no questions (about condemning) the attack on him. The incident is highly condemnable and disgraceful. Everybody should condemn it. We feel that this incident is the reflection of intolerance which is rising in the society.

Why should a political leader not be allowed to campaign or carry out any party work? Like Rajnath ji has said, I will also request Rahul ji to be covered always by the SPG forces. His life is important to all of us; his security should be taken care of.

Let the House condemn the incident unanimously.

Bengal’s Panchayati Raj system wins World Bank award, becomes role model for country

Bengal’s panchayat system has become the role model for the rest of the country. This was stated by the Panchayat and Rural Development Minister Subrata Mukherjee recently, after the State’s Institutional Strengthening of Gram Panchayats (ISGP) programme was given the highest rating by the World Bank for bringing about overall modernisation of the panchayat system of Bengal.

The other contenders were all countries and regions in the world where the World Bank-funded ISGP programme is being run. An Independent Evaluation Group (IEG), which works as an autonomous organisation within the World Bank, had come and evaluated the programme in Bengal.

This award will act as a major boost for the Trinamool Congress ahead of the statewide panchayat elections scheduled for the early part of next year.

Under the leadership of Chief Minister Mamata Banerjee, the seeds of all-round development have been sown in rural Bengal, be it the Kanyashree Scheme or the Sabuj Sathi Scheme or the Mission Nirmal Bangla or this ISGP programme for gram panchayats. Schemes like Kanyashree and Nirmal Bangla have won international praise, including from the United Nations and UNICEF.

The ISGP programme is now being run in all the gram panchayats in all the districts of Bengal. The second phase of the programme is currently on, and is scheduled to end in December 2022.

Among the work accomplished as part of the ISGP programme are creation of government assets in rural areas, training of government officials and workers, setting proper accounting standards, providing computer training, and setting up of GIS-based (through mobile phones) integrated planning and monitoring system for the Panchayati Raj institutions.

As a part of the ‘untied funds’ scheme associated with the ISGP programme, gram panchayats are fulfilling projects like selling drinking water in barrels and bottles in rural areas, making and selling plates and bowls made of sal leaves, among others, which act as additional sources of income for the panchayats.

কন্যাশ্রীর পর পঞ্চায়েত ব্যাবস্থার আধুনিকীকরণের কাজেও আন্তর্জাতিক স্বীকৃতি আদায় করল বাংলা। পঞ্চায়েত ব্যাবস্থাকে আরও সুদৃঢ় করার লক্ষ্যে ২০১০-এর সেপ্টেম্বরে বিশ্বব্যাঙ্কের টাকায় রাজ্যের মোট ন’টি জেলায় এবং ১০০০টি গ্রাম পঞ্চায়েতে আইএসজিপি প্রকল্প চালু হয়। তার মাধ্যমে পঞ্চায়েতের পরিকাঠামো উন্নয়ন, কর্মী-অফিসার ও জনপ্রতিনিধিদের প্রশিক্ষণ দেওয়া হয়। সেই কাজে বাংলাকে সর্বোচ্চ রেটিং দিয়েছে বিশ্বব্যাঙ্ক। বিশ্বের যে সব দেশে এই প্রকল্প চালু রয়েছে তার মধ্যে একেবারে প্রথম সারিতে রয়েছে বাংলার নাম।

সরকারি সূত্রের খবর, আইএসজিপি প্রকল্পের হাল-হকিকত খতিয়ে দেখে সম্প্রতি বিশ্বব্যাঙ্কের পরিচালন পর্ষদের কাছে একটি মূল্যায়ন রিপোর্ট জমা দেয় আইইজি। যারা বিশ্বব্যাঙ্কের অধীনে স্বাধীন সংস্থা হিসেবে কাজ করে। তাদের রেটিংয়ে পশ্চিমবঙ্গ ‘অতি সন্তোষজনক’ তকমা পেয়েছে। এর আগে বিশ্বব্যাঙ্কের নিযুক্ত অডিট অফিসারের রিপোর্টেও রাজ্যের আইএসজিপি প্রকল্প নিয়ে প্রশংসামূলক মন্তব্য করা হয়েছিল।

রাজ্যে আইএসজিপি প্রকল্পের ভারপ্রাপ্ত আধিকারিক বলেন, আইএসজিপি প্রকল্প রুপায়ণে রাজ্যের সাফল্যকে বিশ্বব্যাঙ্ক স্বীকৃতি দেওয়ায় আগামী দিনে আন্তর্জাতিক ঋণ পেতে সুবিধা হবে। প্রকল্পের প্রথম পর্যায়ের কাজ শেষ হওয়ার আগেই বিশ্বব্যাঙ্ক দ্বিতীয় পর্যায়ের কাজের অনুমোদন দিয়েছে। আইএসজিপি প্রকল্পে প্রথম পর্যায়ে বিশ্বব্যাঙ্ক প্রায় ১২০০কোটি টাকা অনুদান দিয়েছিল। দ্বিতীয় পর্যায়ের প্রায় ২০০০ কোটি টাকা বরাদ্দ করেছে। চলতি বছরের ১৯ মার্চ থেকে দ্বিতীয় পর্যায়ের কাজ শুরু হয়েছে। ২০২২ সালের ডিসেম্বরের মধ্যে দ্বিতীয় পর্যায়ের কাজ শেষ হওয়ার কথা। বর্তমানে রাজ্যের সমস্ত জেলায় এবং পঞ্চায়েতে আইএসজিপি প্রকল্পের কাজ শুরু হয়েছে। গ্রামসভার বৈঠকে মানুষের অংশগ্রহণ বাড়াতে টিভি-রেডিয়োতেও প্রচার চালানো হচ্ছে।

এ ছাড়াও এই প্রকল্পের অধীনে আনটায়েড ফান্ড-এ বিশ্বব্যাঙ্কের টাকায় পঞ্চায়েতগুলি নিজের মতো করে নানা প্রকল্প হাতে নিচ্ছে। যেমন, অনেক গ্রাম পঞ্চায়েত জল তৈরি করে ব্যারেল এবং বোতলে ভরে বিক্রি করছে। কেউ শালপাতার থালা বানিয়ে বিক্রি করছে। পঞ্চায়েত নিজস্ব রোজগার বাড়াচ্ছে। পরিষেবা প্রদানেও আরও আধুনিক হচ্ছে পঞ্চায়েতগুলি।

পঞ্চায়েত মন্ত্রী সুব্রত মুখোপাধ্যায় বলেন, ‘আইএসজিপি প্রকল্প রুপায়ণে দেশেই নয়, বিশ্বের কাছে এখন ‘রোল মডেল’ হয়ে উঠেছে পশ্চিমবঙ্গ। সেই কারণেই বিশ্বব্যাঙ্ক রাজ্যকে সেরা রেটিং দিয়েছে। এটা আমাদের অত্যন্ত গর্বের। কন্যাশ্রী-র মতো আধুনিক পঞ্চায়েত তৈরিতেও বিশ্বকে পথ দেখাচ্ছে বাংলা।’

Bengal’s largest fisheries hub to come up at Moyna in Purba Medinipur district

Moyna in Purba Medinipur district is being developed as Bengal’s largest fisheries hub. This will bring down to a large extent the quantity of fish which Bengal imports from other states.

This is another of Chief Minister Mamata Banerjee’s ideas. The Chief Minister, during the recent administrative review meeting in Digha, had urged the administration to conduct a study on fish farming.

For this particular fisheries hub, the State Irrigation and Waterways Department will prepare a detailed project report (DPR) to find out ways and means to bring water from the rivers Rupnarayan and Kansabati through canals.

According to officials who visited Moyna, the area has a potential to produce 60,000 to 70,000 metric tonnes of fish annually. Now, fish farming in the area is carried out for only seven to eight months. At the proposed fisheries hub, with water from the rivers to be supplied throughout the year, fish can be cultivated through the year, providing scope for their full growth (size and weight).

রাজ্যের সর্ববৃহৎ ফিশারি হাব তৈরি হচ্ছে পূর্ব মেদিনীপুরের ময়নায়

পূর্ব মেদিনীপুর জেলার ময়না অঞ্চলকে তৈরী করা হচ্ছে রাজ্যের সর্ববৃহৎ ফিশারি হাব হিসেবে। এটি তৈরি হলে বাংলার মাছ রপ্তানির পরিমানে আসবে অনেক পরিবর্তন।

এই ফিশারি তৈরী করার পরিকল্পনাটিও মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের। সদ্য দীঘায় অনুষ্ঠিত হয় পূর্ব মেদিনীপুরের প্রশাসনিক বৈঠক। এই বৈঠকেই মুখ্যমন্ত্রী জেলা প্রশাসনকে মৎস্য চাষের ওপর জোর দিতে নির্দেশ দেন।

এই বিশেষ ফিশারি হাবের জন্য রাজ্য সেচ ও জলপথ দপ্তর একটি ডিপিআর তৈরী করবেন। এই রিপোর্টের মাধ্যমে রুপনারায়ণ ও কংসাবতী নদী থেকে খালের মাধ্যমে এই হাবে জল আনার রাস্তা বেরোবে।

যেসকল আধিকারিক ময়না পরিদর্শন করেছেন, তাদের মতে এই অঞ্চলটি বছরে ৬০,০০০ থেকে ৭০,০০০ মেট্রিক টন মাছ উৎপাদনের ক্ষমতা সম্পন্ন। এই অঞ্চলে মাছ চাষ মাত্র সাত আট মাস ধরে শুরু করা হয়েছে। নদীর থেকে জল এনে সারা বছর মাছ চাষ করা যায়। এখানে বিভিন্ন প্রজাতির মাছ চাষ করা যায় ও মাছ গুলির ওজনও হয় পরিমাণ মতো।

আগামী কয়েক বছরের মধ্যে ময়নার এই ফিশারি হাব হয়ে উঠতে চলেছে রাজ্যের সর্ববৃহৎ ফিশারি হাব।

State Govt boost for silk production in Bengal

The Bengal Government is hand-holding the sericulture industry in the State back to good times. A primary impetus towards this came when, under the direction of Chief Minister Mamata Banerjee, the Sericulture Department was brought under the fold of the Agriculture Department. This was part of a large-scale realignment of departments that is intended to increase productivity.

Among the measures the State Government is taking is the opening of ‘krishak samaj’ or farmers’ cooperatives in the districts for culturing mulberry worms, which subsequently lead to production of tussar silk.

The Government is setting up model sericulture centres and, through them, providing knowhow, equipment and pest-control chemicals. To encourage more farmers towards this, the compensation for crop insurance with respect to mulberry farming has been increased. Not only that, health insurance has also been introduced for women farmers.

Collective mulberry farming hubs, called ‘community nucleus centres’, have also been set up in some districts.

The State Government has provided employment opportunities to more than 1.05 lakh families in Bengal through these measures. It has conceived a ‘farm-to-fabric’ model for sericulture, and set a target for silk production for financial year 2017-18.

মুখ্যমন্ত্রীর উদ্যোগে রেশম-তসর শিল্পের বাজারের হাল ফিরছে

বাংলার বিখ্যাত রেশম ও তসর বস্ত্রের খ্যাতি ফের স্বমহিমায় ফিরতে চলেছে এ রাজ্যে। শুধু রেশম বস্ত্রের খ্যাতি ফেরানোই নয়, রাজ্য সরকারের উদ্দেশ্য রেশম চাষের মাধ্যমে লাভজনক কর্মসংস্থান তৈরি করা। বিশেষত গ্রামীণ মহিলা, আদিবাসী এবং সংখ্যালঘু মানুষজনের অর্থনৈতিক উন্নতি সাধনের চেষ্টা করা হচ্ছে লাভজনক রেশম চাষের মাধ্যমে। বাম আমলের পুরো সময়টাই অবহেলিত ছিল সেরিকালচার দপ্তরটি। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় ‘সেরিকারচার’ (রেশমগুটি চাষ) দপ্তরটিকে কৃষি দপ্তরের সঙ্গে যুক্ত করার পরই ফের সুনামের শিখরে পৌঁছতে চলেছে বাংলার রেশম ও তসর বস্ত্র।

সরকার রেশম চাষের উন্নতি সাধন থেকে শুরু করে রেশম থেকে পরবর্তী ক্ষেত্রে কোকুন এবং সুতা তৈরির ক্ষেত্রসমুহের ওপরও জোর দেওয়া শুরু করেছে। এক সময় বাংলার রেশমের বস্ত্রের সুখ্যাতি ছিল জগতজোড়া। তবে স্বাধীনতা পরবর্তীকালে ক্রমশই সেই সুখ্যাতিতে ভাটা পড়তে শুরু করে। ফলতই লাভজনক এই চাষ ক্রমশ ফিকে হতে থাকে। কৃষিমন্ত্রী পূর্ণেন্দু বসু সেরিকালচার দপ্তরের দায়িত্ব হাতে নেওয়ার পরই একাধিক পদক্ষেপ গ্রহণ করেন রেশম চাষের সমৃদ্ধির উদ্দেশ্যে।

এ প্রসঙ্গে কৃষি দপ্তরের এক শীর্ষ আধিকারিক বলেন, ‘রাজ্যের জঙ্গলমহল থেকে শুরু করে সমস্ত জেলাতেই রেশম চাষের জন্য একটি স্থায়ী কৃষকসমাজ গড়ে তোলার চেষ্টা করছে সরকার। তুঁত চাষ এবং তসরের ক্ষেত্রে বীজের চাহিদার বিষয়ে স্বনির্ভর হয়ে ওঠার লক্ষ্যে সরকারি ও বেসরকারি উভয় ক্ষেত্রেই উন্নতমানের রেশম
