Traditional fish items during Durga Puja at SFDC restaurants

Like every year, this year too, the State Fisheries Development Corporation (SFDC) will be serving special dishes at its five restaurants in Kolkata during Durga Puja.

The five are located at Nalban Food Park, Nabanna, Eco Park, Bidhan Sishu Udyan in Ultadanga and in front of Nicco Park. The food will be served in bell metal (kansa) or terracotta plates.

This year, the highlight will be fish items associated with the famous traditional pujas of zamindars of Kolkata and temple pujas of other places in Bangla.

The organisation is finalising the menu in consultation with the descendents of Sovabazar Rajbari, Sabarna Roy Choudhury Rajbari and other famous rajbaris of Kolkata. With respect to the temple pujas, one will be able to relish the magur macher tok of Sarbamangala Temple in Bardhaman and shol pora of Kanakdurga Shrine at Chilkagarh in Jhargram, among others.

The bhogs served at some of the traditional pujas of Kolkata will also be an integral part of the menu.

People will be able to try out boroli, the famous delicious fish from the streams of north Bengal, now being cultivated by the SFDC in three large waterbodies in Kolkata and Memari, and groupers and Indian pompano, also being cultivated by it in the last few months.

There will be a discount of 7 per cent in the thali items and on ordering over the online delivery app, Smart Fish (during the Puja days).

The SFDC will also set up stalls at the premises of 23 famous Durga Pujas in Kolkata, including Singhi Park, Hazra Park, Kalighat Milan Sangha and Hindustan Park in south Kolkata, and Jagat Mukherjee Park, Sovabazar, Tala Sarbajanin and Nalin Sarkar Street in north Kolkata.

Trauma care centre at SSKM Hospital

The State Government is going to start a 10-storeyed trauma care centre (TCC) At SSKM Hospital. This would be the second such centre, after the one at RG Kar Medical College & Hospital.

It will cost Rs 20 crore to build and will start operating by the end of this year. The government has plans to build such TCCs at all the six teaching hospitals in Kolkata, where a large number of trauma patients are admitted every year.

The centre will have all arrangements for emergency operations for road and air accident cases of severe neuro-surgical and orthopaedic injuries.

There will be facilities for pre- and post-surgery treatment for severe head injury cases.

Bangla Govt to project Kolkata as MICE hotspot

The State Tourism Department has plans to project Kolkata as a hotspot for MICE (meetings, incentives, conferences and events) tourism.

The department’s principal secretary made this comment at a conclave arranged by the India Convention Promotion Bureau (ICPB) at the state-of-the-art Biswa Bangla Convention Centre in New Town on August 30.

He also mentioned that Bangla in general has a big potential to grow MICE tourism and the State Government was making all efforts to make that a reality.

He also said that if the number of direct flights with some parts of world could be increased, then it would be a plus point for the tourism sector.

The State Government is looking into business tourism very seriously and is going all out to formulate strategies for making it a success.

Bangla shows the way in agricultural growth

Bangla is a largely agricultural economy with 96 per cent of the 7.23 lakh farm families being marginal and small farmers (average size of land holdings being only 0.77 hectare). As an economy that is as heavily dependent on and replenished by agriculture, the current State Government has not only identified its palpable potential but has striven to resurrect it from the destruction left by the preceding governments.

Championing the cause of the farmer and having risen on the manifesto that promised to continue this fight for the rights of the farmers, Trinamool Congress leader and Chief Minister of Bangla, Mamata Banerjee and her Government have introduced a host of reforms, policies and schemes that have been successful in infusing a steady rigour into the agricultural market as well as in all other aspects of the sector.

The expenditure in agriculture and agri-allied sectors has been increased more than six times over the past six fiscal years, from Rs 3,029 crore in 2010-11 to Rs 18,326 crore in 2016-17.

In its 2017 Annual Budget, the Government, recognising the devastating effect of demonetisation on the agriculture sector, allocated Rs 100 crore to a special assistance fund to mitigate the sufferings of affected farmers.

Agricultural income has also, subsequently, increased remarkably. This is depicted best in the increase in farmers’ annual household income from Rs 91,000 in FY 2010-11 to Rs 2.9 lakh in FY 2015-16.

The latter has been achieved by the creation of a robust series of schemes that include:

1. Bengal Fasal Bima Yojana: This is a one-of-its-kind scheme that secures poor farmers from crop losses due to natural calamities. The coverage under this has reached up to 31 lakh farmers, providing security to them in times of crop failure, leading to a more conducive atmosphere for farmers to both invest and function.

2. Public-private partnerships involving the Farmers’ Producers’ Organisations (FPO) and NGOs.

3. Matir Katha: An ICT based agri-extension portal which provides a dynamic platform to disseminate crop solution to farmers at the farm-gate level.

The Agriculture Department of Bangla, working with related departments, has introduced initiatives that address both social and economic challenges. These include:

1. Augmenting of irrigation facilities through water conservation and watershed management;

2. Betterment of marginalised farmers belonging to SC and ST communities and other backward classes;

3. Empowerment of women in agriculture.

Under the ‘Universalisation of Soil Health Card for Farmers’ programme (started in 2015-16 for sustainable management of soil health through soil analysis and issuing Soil Health Cards (SHC) along with advisories to farmers), 53.46 lakh SHCs were distributed till the end of 2017.

The Soil Conservation Wing of the Agriculture Department has undertaken land development and creation of irrigation potential in more than 45,000 hectares.

The agriculture sector in India is largely plagued with problems related to market linkage. In this area, the Bangla Government has been a major advocate of building long-term infrastructure that link producers to markets and can be sold at competitive prices by including a number of competent parties. The State Government has adopted the following measures:

1. Through infrastructure and support building schemes like Amar Fasal Amar Gola for storage and Amar Fasal Amar Gari for transportation, the Government’s aims are meeting their rightful ends.

2. 186 Krishak Bazars (block-level primary markets with physical infrastructure for transactions, storage and packaging of agricultural produce) have been opened, and they are being operationalised for increasing accessibility and connectivity.

In 2017, the Trinamool Congress Government amended the Agriculture Produce Marketing Act to allow the entry of major private players in the trade through a single licence for all markets in order to secure more competitive prices for commodities produced by farmers.

Mamata Banerjee has been relentless in her fight for the rights of farmers. It is not without reason that Bangla has won the Krishi Karman Award five years in a row since 2011.

Through Government sponsored programmes like Mati Utsab and a series of empowering socio-economic schemes, the Trinamool Congress Government has pulled out the agriculture sector of Bangla from its inertia.

Mamata Banerjee announces tax cut on fuel

Even as petrol prices soared to fresh record highs on Tuesday, Bangla Chief Minister Mamata Banerjee announced a Re 1 cut in price.

“For the time being, we have decided to slash one rupee for each litre of petrol and diesel. We also demand that the central government consider cutting down the cess on diesel and petrol prices,” the CM told reporters at Nabanna, the state secretariat.

She also attacked the centre saying that the BJP-led central government hiked excise duty nine times, even when the global crude prices were falling. “Our government has never increased the sales tax or cess during all these years,” she said.

“Our government is always pro-people. We will never take any decision that will harm the interests of the people,” she said.

Reforms in PDS in Bangla in the last seven years

To ensure proper distribution and access of essential food, the State Government’s Food & Supplies (F&S) Department has brought about end-to end reforms in the management of the public distribution system (PDS).

The public distribution system consists of the public distribution outlets (PDO), which are basically fair-price shops (FPS) and are commonly known as ration shops.

TPDS through use of ICT

Essentially, PDS has been changed to TPDS, that is, targeted public distribution system. A major reform in this regard has been the use of information and communication technology (ICT) in the management of the TPDS.

This includes:

  • Creation of electronic databank of all the stakeholders of the PDS
  • Online allocation of foodgrains up to the FPS levels
  • Doorstep delivery by distributors to dealers
  • SMS-based information to the FPS-wise registered mobile users regarding allocation and availability of foodgrains

 

Other uses of ICT in the PDS

Other aspects of the use of ICT include:

  • Complete online supply chain management
  • Call centre-based public grievance redressal system including voice recording mechanism
  • Online renewal of license for more than 21,000 FPS dealers and distributors, 31,000 superior kerosene oil dealers and agents, and, 10,000 licensees of other petroleum products like LPG, lubricating oil, petrol pumps, etc.
  • Integrated online MIS generation from the level of sub-divisional controller of Food & Supplies (SCF&S) and upwards
  • Publication of new PDS control orders and modified control orders for the distribution of foodgrains in tea gardens through government outlets have been completed

Another major achievement has been the completion of digitisation of 8.59 crore ration card data as on January 31, 2015 and the completion of online supply chain management for the distribution of foodgrains.

Awareness generation regarding PDS

  • The Food & Supplies Department has also undertaken a massive drive for public awareness generation for people’s entitlement through TPDS
  • Regular publicity through audio spots on All India Radio, display of banners, publicity by miking and through skits by local artistes in gram panchayats and municipalities is creating improved awareness among the people
  • Advertisement through print as well as electronic media is being done at regular intervals
  • A monthly periodical named Sanbadnama is being published by the department.
  • Since 2016, January 27 is being observed as Khadya Sathi Dibas

 

Toll-free grievance redressal system

  • A 12×7 call centre (that is, 12 hours a day on all days of the week) equipped with call resource management and document management system has been set up
  • Anyone can get information or lodge complaints using the toll-free helpline numbers – 18003455505 and 1967
  • People can also track the status of grievance redressal online through the portal of the F&S Department
  • In all districts, an additional district magistrate has been designated as the district grievance redressal officer to address PDS-related complaints

 

Budgetary outlay apropos PDS increased

For achieving the above goals, the Trinamool Congress Government has increased the budgetary outlay manifold during its period in power.

Whereas in FY 2010-11, the total outlay for PDS was only Rs 2,199 crore, that in FY 2018-19 was Rs 8,037 crore, an increase by more than 3.6 times.

Hence, it can be said that Bangla’s public distribution system, the lifeline of the foodgrain supply scheme of the government, has improved hugely. Work is constantly going on to streamline the system of distribution as well as that of solving any issue that may arise.

 

BJP is dreaming of capturing Bengal by bringing in outsiders: Abhishek Banerjee

Today is August 28, the foundation day of Trinamool Chhatra Parishad (TMCP). Like every year, this year too, a huge students’ rally took place at the Mayo Road crossing in Kolkata, where the chief speaker was trinamool Congress Chairperson Mamata Banerjee.

As one of the marquee speakers, Abhishek Banerjee threw down the gauntlet to the BJP that leave leave along Mamata Banerjee, it would lose 10-0 to even TMCP.

Salient points of Abhishek Banerjee’s speech:

Today’s rally has been converted into a sea of humanity. We are here to take instructions from our supreme leader, Mamata Banerjee. She will show us the way to the future.

On August 11, the BJP had held a rally at this very place. Well, whether it was a rally or a circus, it was difficult to differentiate.

The heartfelt emotions and unbreakable unity of the students who came today proves that those spread rumours, and indulge in dirty talk and accusations against Trinamool Congress and Mamata Banerjee do not have the heart to fight even Trinamool Chhatra Parishad and Trinamool Youth Congress, leave alone any senior leader or block president of the party.

I want to make it clear to Dilip Babu and his party members, the organisational strength that Chhatra Praishad and the youth wing of the party have built far and wide across Bangla would help Trinamool defeat them 10-0; taking on Mamata Banerjee is a far cry.

They have attacked the Chief Minister of Bangla using the crudest of languages – stuff into holes, break hands and legs, send to hospitals, send etc.

I want to ask Dilip Babu, to which hospital would you send me – to one of the multi-super hospitals that Mamata Banerjee has built? To which burial ground would you send me – to one of those which was renovated by Mamata Banerjee? In which house would you imprison me – in one of those built as part of my government’s Gitanjali Scheme? In which ground would you bury me – where golden harvest occurs?

They are in such a state that they do not have any credible worker or leader in Bangla. They are hiring people from other States, who have no idea about the language, culture, tradition and civilisation of Bangla. They are hiring people to even build stages for rallies. And they are talking of capturing Bangla! The party has neither aim nor programme nor purpose.

They are talking about fighting in 12 seats in the State. I say let the fight in and win 12 booths. ‘Change, not revenge’ is our slogan. We do not do the politics of ‘destroy and crush’, like the CPI(M) did for 34 years. We do the politics of ‘build, create, beautify’.

Where seven years back the education sector was mired in darkness, now under the leadership of Mamata Banerjee, there is the light of knowledge in institutions across the State. Combining government and private, 24 universities have been established, as well as more than 50 government colleges. Many schools have been upgraded and modernised.

We had said, we will return the land to the unwilling farmers of Singur, our leader has done so. On the other hand, they had said ‘Achhe din aane waale hain’, that two crore people would get jobs; well, even with a microscope you would not able to discern any new jobs.

Many political parties have been stopped in their tracks through coercion, but Trinamool Congress cannot be. This party is like raw iron, the more you beat it, the better it will become.

I ask the Opposition to prove what you have alleged against me. Abhishek Banerjee is ready to die but will not tolerate any misdemeanour. We know how to fight; we will fight till the end, matching punch with punch.

Let me quote the poet Sukanta Bhattacharya: ‘Adim hingsra manabikatar jodi ami keu hoi/ Swajanharano shashane toder chita ami tulboi.’ This fight will continue.

I am reminded of the world of Netaji. He had said: ‘Give me blood, and I will give you freedom,’ whereas Dilip Babu and people like others say, if you stay in power, we will bathe you in blood.

Trinamool Congress is not a party to keep quiet, it will fight it out on the ground. Those who say we will do this and do that to Trinamool, let me say, if Mamata Banerjee gives permission, we will show, in a democratic way, how much sound a cracked drum can really make. There is no use threatening us. Trinamool Congress can never be kept behind a barrier.

If Swami Vivekananda had kept quiet, we would not have found a capable representative at the World Parliament of Religions. And today that party, by distorting his thoughts, is trying to teach us what to eat and what to wear.

Netaji had said: ‘Give me blood, and I will give you freedom.’ If he had kept quiet, no one would have had the power to set up the Azad Hind Fauj and shake the British by the roots.

If Raja Ram Mohun Roy had kept quiet, the custom of sati would not have been stopped.

Similar to these example, if Mamata Banerjee had kept quiet, we would have had to still live in CPI(M)’s reign of terror. So, Mamata Banerjee and Trinamool Congress never kept quite.

Come, let us take a vow to continue our fight through a united front of Trinamool Chhatra Parishad, Trinamool Youth Congress and the people of Bangla

The fight of students and the youth would continue. With this, I am ending my speech.

Jatra industry on a path of revival, thanks to Bangla CM

Over the curse of the last few years, the jatra industry of Bangla is well on its way out of intensive care. Thanks to the special initiative of Chief Minister Mamata Banerjee, the glory days are gradually on their way back.

From 2012, the Bangla Government has been making serious efforts to revive the stature of everyone involved with jatra.

An annual Jatra Festival is held now, along with similar festival in various districts, all of which are organised by the State Government. More and more jatra artistes are getting registered with the government.

The annual remuneration of jatra artistes, provided by the government, has also increased. In 2012, it was Rs 6,000, now it is Rs 9,000. The government also provides some more types of grants.

The annual Bina Dasgupta Memorial Award and Shantigopal-O-Tapan Kumar Award were instituted by the Trinamool Congress Government. The former, an award for lifetime excellence in jatra craft, is being given since 2013 while the latter is being given since 2017.

Besides, two legends, Makhanlal Natta and Chapal Bhaduri, were bestowed the Bangabibhushan (in 2014) and the Banga Bhushan (in 2017), respectively – awards instituted by the Trinamool Congress Government.

 

Bangla Govt observes ‘Sanskriti Dibas’ on the occasion of Rakhi Bandhan

With the inspiration of Bangla Chief Minister Mamata Banerjee, the State Government is celebrating Sanskriti Dibas today, on the occasion of Rakhi Bandhan, to spread the message of communal harmony.

The State Youth Services and Sports Department is hosting the programmes.

In 1905, Rabindranath Tagore had observed Rakhi Bandhan as a mark of unity between Hindus and Muslims when the British decided to divide Bengal.

Sanskriti Dibas is being observed in 342 Blocks, 122 municipalities, six Municipal Corporations and in all the 144 wards of the Kolkata Municipal Corporation, all district headquarters and GTA.

It may be mentioned here that Mamata Banerjee has time and again spread the message of unity and harmony at various public meetings. She has urged people to uphold the spirit of Bangla which stands for peace, progress and prosperity.

Be it the court or any election, Trinamool wins everywhere: Abhishek Banerjee

Trinamool Youth Congress president and Member of Parliament Abhishek Banerjee strongly criticised the BJP Government’s anti-people policies during a speech at Rathtala Maidan in Balarampur in Purulia district.

In connection with the victory in the panchayat election, he said, whether it is at a court of law or in an election, Trinamool Congress will always win.

According to him, whether voting the BJP to win is the same as bringing a calamity oneself to one’s doorstep. In Balarampur, Trinamool had won election after election, but there has never been any violence. Yet, within a week after winning the panchayat election this time, violence spread across the place. There were two unnatural deaths. They had started playing political games with those deaths. Wherever Trinamool won, peace was established, and wherever BJP won, there has been a lack of peace.

We do not do politics with religion, he said. They mislead people by saying stipends are paid to imams using the tax-payers’ money. People should remember that tax-payers’ money is used for developmental projects – Sabooj Sathi, Gitanjali, etc. We believe in the Hindutva of Swami Vivekananda, not in the saffron Hindutva of Yogi.

He said, despite doing so much for the people of Raghunathpur, some people have turned away from us; we need to reach out to them. Support Mamata Banerjee as she is doing a lot of work for all of us. She will never let unrest spread its web in Jangalmahal.

It must also be remembered that many of those who won on BJP tickets in the panchayat election have come back to our fold, some even covertly. Everyone wants to participate in the wave of development that Mamata Banerjee is bringing along. Nobody can stop them, those who want to join her.
