The State Government’s policies and programmes for the welfare and development of backward classes and tribal communities have been successfully transforming people across Bangla.

Some of the main achievements:

Separate Tribal Development Department was created in 2013 by Chief Minister Mamata Banerjee

Department’s budget has increased by more than five times – from Rs 360 crore for financial year (FY) 2010-11 to Rs 1,878 crore for FY 2020.

Special recruitment drives undertaken for filling up vacant reserved posts – 2,669 posts for Adivasis and 10,241 posts for scheduled castes

Getting caste certificates is much easier now – through online application

Number of caste certificates being given has increased substantially – 9 lakh on an average every year

Almost 1 crore caste certificates can be viewed on the internet now

12 lakh schedule castes (SC), 1.5 lakh scheduled tribes (ST) and 7 lakh other backward caste (OBC) students at the secondary and higher secondary levels getting stipends

On an average, 10.5 lakh SC students and 2.25 lakh ST students getting scholarships under Shikshashree

Bicycles have been provided to 1 crore students (of all categories) from classes IX to XII under Sabooj Sathi Scheme

For all-round development of the Scheduled Caste community, the state government is all set to form a Scheduled Caste Advisory Council on the lines of the existing Tribal Advisory Council (TAC).

During her north Bengal tour, Chief Minister Mamata Banerjee arrived at the Bagdogra Airport on Monday and headed for Jalpaiguri where she attended a meeting of the Tribal Advisory Council.

“There is a large Scheduled Caste population in our state which includes 30 lakh SC students. We have to give impetus to their development,” she said while addressing media after the meeting.

“The state is also preparing a dictionary in Ol Chiki script for the Santhal community. The dictionary will be completed within a month. We are giving a lot of stress in preserving and uplifting the unique culture, language and scripts of different tribal communities. We are trying to impart education to these communities in their own languages,” announced the CM.

“We want to increase the monthly stipend for SC students, which is Rs 400 at present. However, the Centre is not cooperating with us. Earlier, a Union minister had assured that they would ensure the opening of seven closed tea gardens in Dooars. Till date, they have not done anything in this regard. On the other hand, we are implementing different schemes for the benefit of the workers in these closed tea gardens,” Mamata Banerjee said.

The Chief Minister welcomed the Supreme Court verdict on Aadhaar Card.  “The Centre should first ensure that all citizens get their Aadhaar cards and then only issue such diktats. How can they say that citizens will not get pension or cannot withdraw their own money without Aadhaar cards,” she added.

 

তফসিলি জাতির জন্য উপদেষ্টা পর্ষদ গঠনের ভাবনা মুখ্যমন্ত্রীর

আদিবাসীদের উন্নয়নের লক্ষ্যে আদিবাসী উন্নয়ন বোর্ড গঠনের পরে এবার তফসিলি জাতির উন্নয়নের লক্ষ্যে নতুন বোর্ড গঠন করতে চলেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সোমবার জলপাইগুড়িতে পূর্ত দপ্তরের বাংলোতে আদিবাসী উন্নয়ন পরিষদের সদস্যদের নিয়ে বৈঠকে বসেন। দীর্ঘ প্রায় দুঘণ্টার বৈঠকের পরে মুখ্যমন্ত্রী সাংবাদিক সম্মেলনও করেন।

মুখ্যমন্ত্রী বলেন, আদিবাসী উন্নয়ন পরিষদ গঠনের পরে যে সমস্ত প্রস্তাব গ্রহণ করা হয়েছিল তা সবটাই করা হয়েছে। তিনি এও বলেন, গোটা রাজ্যে মত ৬৬টি তফসিলি জাতির জন্য সংরক্ষণের আসন রয়েছে। তাই স্বাভাবিক ভাবে তফসিলিদের উন্নয়নের গুরুত্ব বুঝে এবার নতুন করে তফসিলি জাতি অ্যাডভাইজারি কমিটি গঠন করা হবে। এই কমিটির সদস্যরা বিভিন্ন প্রস্তাব হাতে নিয়ে রাজ্যজুড়ে উন্নয়নমূলক কাজ করবে। এ ছাড়াও গোটা রাজ্যে প্রায় ৩০ লক্ষ তফসিলি জাতির ছাত্র-ছাত্রী রয়েছে। যাদের শিক্ষার উন্নয়নের জন্য প্রতি মাসে ৭০০ টাকা করে স্কলারশিপ দেওয়া হয়ে থাকে। এ ছাড়াও প্রতি সপ্তাহের শনিবার ও রবিবার তাদের বিনামুল্যে প্রশিক্ষণের ব্যাবস্থাও করা হয়েছে।

এ ছাড়াও আদিবাসীদের জন্য বিশেষ উদ্যোগ নেওয়ার প্রসঙ্গে তিনি বলেন, অনেক আদিবাসীই অলচিকি ভাষা ভালবাসেন। তাই তাদের কথা ভেবে অলচিকি ও কুরুক ভাষা সহ আরও কিছু ভাষা নিয়ে নতুন পদক্ষেপ গ্রহণ করার উদ্যোগ নেওয়া হচ্ছে। অলচিকি ভাষাকে পাবলিক সার্ভিস কমিশনে এ ও বি গ্রেডে স্বীকৃতি দেওয়া হয়েছে বলেও এদিন তিনি জানান।

অন্যদিকে চা বাগানের বিষয়ে মুখ্যমন্ত্রী বলেন, বিধানসভা নির্বাচনের আগে কেন্দ্রের এক মন্ত্রী মহাশয় ডুয়ার্সে গিয়ে সাতটি চা বাগান অধিগ্রহণ করার কথা বলেছিলেন। কিন্তু সে সব চা বাগান নিয়ে কেন্দ্র কোনও পদক্ষেপ গ্রহণ করেনি। তবে রাজ্য সরকার যে পদক্ষেপ নিয়েছে তাতে আগামী ৪ তারিখে একটি চা বাগান খুলতে চলেছে। উল্লেখ্য কিছুদিন আগেই শ্রম দপ্তরের বৈঠকে কালচিনি চা বাগান খোলার সিদ্ধান্ত নেওয়া হয়েছে।

For the first time, the state level Hool Utsav will be organised at Jhargram in West Midnapore, giving the people of Jangalmahal an opportunity to witness the programme on a large scale. Around 22 teams of different tribal art forms will be participating in the programme.

Hool Utsav is organised every year to commemorate the fight of the tribal people against the British Raj in 1885. The three-day-long Hool Utsav will begin on June 30 at the ground of Kumud Kumari Institution at Jhargram in West Midnapore.

There will be programmes in all districts, including Kolkata on the same day.

The programmes in the districts other than West Midnapore will last two day s. On the other hand, the state level programme at Jhargram will be three-days long.

Tribal dances, including Pata and Karam, will be performed in the Hul Utsav. Artists from four districts – Purulia, Burdwan, Murshidabad and Nadia – will be performing in the state level programme. The programme will be inaugurated at 4 pm on June 30. State tribal Development Minister James Kujur and Backward Classes Welfare Minister Churamoni Mahata will be present in the programme.

Besides cultural programmes, camps of different departments of the West Bengal government – including MSME, Panchayat and Rural Development, Agriculture Marketing and Fisheries – will be set up in the premises of Hul Utsav. Awareness will be spread among people about the different facilities and schemes taken up the departments for their benefits in the camps.

Women from different self help groups will also be participating in the programme. Goods and other products prepared by them will be exhibited and available for sale.

The State Government will also showcase its achievements in bringing an overall development of Jangalmahal in the past five years. In other districts, two-day long programmes will be held, in which folk and tribal artists will be performing to celebrate the occasion.

 

আজ ঝাড়গ্রামে শুরু হবে হুল দিবস অনুষ্ঠান   

এই প্রথমবার রাজ্যস্তরের হুল দিবসের অনুষ্ঠান হবে পশ্চিম মেদিনীপুরের ঝাড়গ্রামে। ১৮৮৫ সালে ব্রিটিশ রাজের বিরুদ্ধে উপজাতীয়দের যুদ্ধ স্মৃতিরক্ষার্থে প্রতি বছর হূল উৎসবের আয়োজন করা হয়। তিন দিনব্যাপী এই উৎসব হবে পশ্চিম মেদিনীপুরের ঝাড়গ্রাম এ কুমুদ কুমারীর ইনস্টিটিউশনের মাঠে।

কলকাতা সহ বিভিন্ন জেলায় ওই দিনেই এই উৎসব পালিত হবে।  পশ্চিম মেদিনীপুরসহ অন্যান্য জেলায় দু-দিন ধরে এই অনুষ্ঠান চলবে এবং ঝাড়গ্রামে তিন দিন ব্যাপী এই অনুষ্ঠান চলবে।

প্রতি বছরই রাজ্যস্তরের হুল উৎসব পালিত হয় কলকাতায়।  এ বার রাজ্যস্তরের হুল দিবসের অনুষ্ঠান হবে পশ্চিম মেদিনীপুরের ঝাড়গ্রামে। এর ফলে জঙ্গলমহলের মানুষজন এই উৎসবে অংশগ্রহণ করতে পারবেন। বিভিন্ন উপজাতী শিল্পীদের ২২ টি দল এই প্রোগ্রামে অংশগ্রহণ করবে।

পাতা, করম এইসব আদিবাসী নাচ হবে হুল উতসবে। রাজ্যস্তরের এই অনুষ্ঠানে পুরুলিয়া, বর্ধমান, মুর্শিদাবাদ এবং নদিয়ার শিল্পীরা এই অনুষ্ঠানে অংশগ্রহণ করবে।। ৩০ জুন বিকালে উদ্বোধনী অনুষ্ঠানে উপস্থিত থাকবেন আদিবাসী উন্নয়ন মন্ত্রী জেমস কুজুর, অনগ্রসর শ্রেণিকল্যাণ মন্ত্রী চূড়ামণি মাহাতো প্রমুখ।উৎসব চলবে ৩০ জুন-২ জুলাই পর্যন্ত।

বিভিন্ন স্ব-নির্ভর গোষ্ঠীর মহিলারাও অংশগ্রহণ করবে এই প্রোগ্রামে। স্বনির্ভর গোষ্ঠীর সদস্যাদের তৈরি হস্তশিল্পের প্রদর্শনী ও বিক্রয়-সহ অন্য অনুষ্ঠানেরও আয়োজন করা হয়েছে। গত পাঁচ বছরে জঙ্গলমহলের সামগ্রিক উন্নয়ন করেছে রাজ্য সরকার।

উল্লেখ্য, ক্ষমতায় আসার পর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় একটি পৃথক আদিবাসী উন্নয়ন পর্ষদ গঠন করেছে। এই পর্ষদ গঠনের পর আদিবাসী বিভাগের অভূতপূর্ব উন্নয়ন হয়েছে, তাঁরা অনেক উপকৃত হয়েছেন। গত হূল উৎসবে মুখ্যমন্ত্রী শিল্পীদের বাদ্যযন্ত্র বিতরণ করেছেন। রাজ্য সরকারের এই পদক্ষেপ এইসব শিল্পীদের উৎসাহ দিয়েছে।

রাজ্য সরকারের সহযোগিতায়, শিল্পী, খুব, এখন তাদের সেরা দিচ্ছেন উচ্চ মাত্রার শিল্প ফর্ম নিতে তাছাড়া, বর্তমান রাজ্য সরকারের উদ্যোগে হূল উৎসব  রাজ্য স্তরের একটি জনপ্রিয় অনুষ্ঠানে পরিণত হয়েছে।

Here are some of the notable achievements of the Tribal Development Department:

  • Scholarships to ST students increased from 15,31,444 during 2007-2011 to 17,75,941 during 2011-2015.
  • Caste certificates issued to STs increased from 1,55,784 during 2007-2011 to 2,99,193 during 2011-2015.
  • Online processing and issuance of caste certificates is now operational in 61 out of 66 sub-divisions. The average number of ST certificates issued per year has gone up to more than 70,000 as compared to only 35,000 prior to 2011.
  • Time taken to process caste certificate reduced from eight weeks to four weeks
  • Shikshashree Scheme for scholarships introduced for ST students of class V to VIII. More than 2.4 lakh ST students have benefitted so far.
  • To promote mobility and reduce drop-outs, the Department has introduced a scheme of providing bicycles to all girl students of class IX-XII in 23 blocks affected by left-wing extremism (LWE). During the last four years, 95,000 bicycles have been distributed.
  • Old-age pension of Rs 1000 per month is being paid to 1.32 lakh ST BPL (below poverty line) beneficiaries above 60 years
  • Several tribal boards formed for the welfare and development of their respective communities: Mayel Lyang Lepcha Development Board, Mangar Development Board, Tamang Development and Cultural Board and Sherpa Cultural Board.
  • The Department has introduced special coaching for Joint Entrance Examination in 16 centres. The Department is also providing engineering/medical books for the first year to all successful candidates.
  • Aspirants among the ST communities for IAS/WBCS examinations are sponsored by the State Government to attend training courses both at Delhi and at ATI.
  • Emphasis has been accorded for creating employment opportunities through skill development in various sectors. In the last three years, job and self-employment opportunities have been extended to more than 5,000 candidates. ‘Ethnic Beauty Care,’ an innovative scheme for training in beauty and personal care, has opened up new options for livelihood as beauticians for more than 1,700 women from the scheduled tribe communities in rural areas.
  • A large numbers of rejected claims for pattas, as a part of Forest Rights Act, 2006, revisited, and an additional 8,317 pattas distributed

These initiatives have significantly benefitted the tribal communities of the State and have created extensive opportunities for them to advance in all spheres of life.

আদিবাসীদের উন্নয়নে নতুন অগ্রগতি

এখানে আদিবাসী উন্নয়ন পর্ষদের কিছু দৃষ্টান্তমূলক পদক্ষেপঃ  

  • ২০০৭-২০১১ সালে ১৫,৩১,৪৪৪ জন ST ছাত্রছাত্রীদের স্কলারশিপ দেওয়া হয়েছিল, ২০১১-২০১৬ সালে এই সংখ্যা বৃদ্ধি পেয়ে হয়েছে ১৭,৭৫,৯৪১।
  • ২০০৭-২০১১ সালে ১,৫৫,৭৮৪ জন ST ছাত্রছাত্রীদের কাস্ট সার্টিফিকেট দেওয়া হয়েছিল, ২০১১-২০১৫ সালে এই সংখ্যা বৃদ্ধি পেয়ে হয়েছে ২,৯৯,১৯৩ জন।
  • ৬৬টি সাব-ডিভিশনের মধ্যে ৬২টি সাব-ডিভিশনে অন-লাইন আবেদনপত্র গ্রহণ করা হয়েছে। ২০০৭-১১ বর্ষের ১১.৩৪ লক্ষ জনের তুলনায় ২০১১-১৫ সময়সীমায় ৪৫ লক্ষ মানুষকে জাতি শংসাপত্র দেওয়া হয়েছে।
  • বর্তমানে পেতে ৮ সপ্তাহের বদলে ৪ সপ্তাহের মধ্যেই জাতি শংসাপত্র পাওয়া যায়।
  • পঞ্চম থেকে অষ্টম শ্রেণির SC ও ST ছাত্রছাত্রীদের স্কলারশিপ প্রদানের লক্ষ্যে শিক্ষাশ্রী প্রকল্প চালু করা হয়েছে। এর মাধ্যমে ১৩.৪ লক্ষ SC এবং ২.৪ লক্ষ ST ছাত্রছাত্রী উপকৃত হয়েছে।
  • স্কুলছুটের সংখ্যা কমানোর জন্য একটি নতুন প্রকল্প ‘সবুজ সাথী’ চালু করা হয়েছে। এই প্রকল্পের আওতায় ২৩ টি ব্লকের দশম থেকে দ্বাদশ শ্রেণির সব ছাত্রছাত্রীকে সাইকেল দেওয়া হয়েছে। গত চার বছরে প্রায় ৯৫০০০ সাইকেল প্রদান করা হয়েছে।
  • দারিদ্র্যসীমার নিচে বসবাসকারী ১.৩২ লাখ তপশিলি উপজাতিদের (বিপিএল তালিকাভুক্ত) ৬০ বছর বয়সের পর প্রতি মাসে ১০০০ টাকা করে পেনশন দেওয়া হয়েছে।
  • উপজাতি উন্নয়ন বিভাগের অধীনে বেশ কয়েকটি উন্নয়ন পর্ষদ বোর্ড গঠন করা হয়েছে। এগুলি হল মায়েল ল্যাং লেপচা উন্নয়ন পর্ষদ বোর্ড, মঙ্গর উন্নয়ন পর্ষদ বোর্ড, তামাং উন্নয়ন পর্ষদ ও সাংস্কৃতিক বোর্ড এবং শেরপা সাংস্কৃতিক বোর্ড।
  • ১৬টি কেন্দ্রে জয়েন্ট এন্ট্রান্স পরীক্ষার জন্য বিশেষ কোচিং সেন্টার চালু হয়েছে। সফল ছাত্রছাত্রীদের ইঞ্জিনিয়ারিং এবং মেডিকেলের বই দেওয়া হচ্ছে।
  • আইএএস / ডবলু বি সি এস পরীক্ষার জন্য ST সম্প্রদায়ের আগ্রহী ছাত্রছাত্রীদের দিল্লি ও এ টি আই তে সরকারি প্রশিক্ষণের জন্য পাঠায় রাজ্য সরকার।
  • ৮,৩১৭ টি অতিরিক্ত জমির পাট্টা দেওয়া হয়েছে এবং পূর্বে বাতিল হয়ে যাওয়া বহুসংখ্যক পাট্টার পুনর্বিবেচনা করা হয়েছে।

এইসব উদ্যোগের মাধ্যমে সমগ্র অনগ্রসর ও আদিবাসী জনজাতি মানুষরা অনেক উপকৃত হয়েছেন।

In 2013, Mamata Banerjee led Trinamool Government set up a Tribal Development Department with a view to satisfy the needs and aspirations of the tribals and address tribal developmental issues in a focused manner.

As a part of the achievements of the State Government in this regard, the Tribes Advisory Council has been reorganised and has been given a much more meaningful role in various matters that concern the development of tribal communities.

A special social security scheme named Samaj Sathi has been launched by the State Government for the tribal kendu leaf collectors and their families of Paschim Medinipur, Bankura and Purulia districts.

Under the scheme, any tribal kendu leaf collector between the age of 18 and 60 years may apply for registration free of cost. Once registered, the applicant and the applicant’s family would receive several social benefits.

To ensure employment during the lean season, during 2011 to 2014, Rs.13.48 crore was disbursed from the State Plan fund to create 6,29,547 man-days for kendu leaves collectors.

 

আদিবাসী উন্নয়নে নতুন দিশা দেখাল পশ্চিমবঙ্গ

আদিবাসী ভাই-বোনেদের আশা আকাঙ্ক্ষা পূরণের জন্য ও সমস্যার গঠনমূলক সমাধানের জন্য ২০১৩ সালে মমতা বন্দ্যোপাধ্যায় একটি আদিবাসী উন্নয়ন দপ্তর গঠন করেছে।

রাজ্য সরকারের সাফল্যের একটি উদাহরণ হল পজাতি উপদেষ্টা পরিষদের পুনর্গঠন।

সামাজিক সুরক্ষা দেওয়ার জন্য রাজ্য সরকার একটি নতুন প্রকল্প চালু করেছে যার নাম ‘সমাজ সাথী’। পশ্চিম মেদিনীপুর, বাঁকুড়া এবং পুরুলিয়া জেলার আদিবাসী কেন্দু পাতা সংগ্রহকারীরা এই সুবিধা পাবেন।

এই প্রকল্পের আওতায় ১৮-৬০ বছর বয়সী কেন্দু পাতা সংগ্রহকারীরা বিনামূল্যে রেজিস্ট্রেশন করতে পারবেন। একবার রেজিস্ট্রেশন করার পর আবেদনকারী এবং আবেদনকারীর পুরো পরিবার বিভিন্ন রকম সামাজিক সুরক্ষা পাবে।

কেন্দু পাতা সংগ্রহকারীদের জন্য ২০১১-২০১৪ সালের মধ্যে ৬ লক্ষ ২৯ হাজার ৫৪৭ শ্রমদিবস তৈরি করা হয়েছে।

Dasharath Mandi had severed ties with textbooks after he quit school in Class IV. A daily wage labour and a part-time carpenter in Belpahari — among Bengal’s most poverty-stricken blocks — Dasharath nurtured a dream, though. He wanted his 10-year-old son Sisir to study, complete school and perhaps even college. In January, Dasharath wrote to chief minister Mamata Banerjee and sought her help to admit Sisir to an English-medium school in Kolkata. The CMO was prompt to reply. The government made all arrangements and got Sisir admitted to South Point School.

Sisir is not the only one to make the cut. Around the same time when Dasharath had written to the CM, Manu Hembram, another daily wage labourer in Nayagram, too, wrote to her about his 10-year-old daughter Swarnalata. His neighbour Haripada Besra, also a daily labour, pleaded for his daughter Jaba; Jamboni’s Mamoni Mudi wrote for her daughter Laximoni. And the list grew to 11. Letters reached Nabanna from Jamboni’s Mahadeb Bagal and Sagen Kisku, Rimil Murmu and Rohit Kumar Mandi from Belpahari, Nayagram’s Ruma Hansda and Shefali Hansda and Belpahari’s Laksman Mandi as well. All these kids will now study at the reputable school at state expense.

It was in March when West Midnapore district magistrate Jagdish Prasad Meena received a call from the chief secretary’s office. “We were directed to reach out to these homes and prepare a detailed proposal. We were informed that the state would fund their school education in a reputable school in Kolkata,” Meena said. He entrusted ADM (Panchayat) Sushanta Chakraborty to follow up the ‘project’ till closure.

“The chief minister had made this request to the school authorities. It is a very unique and commendable step and we felt we should also do our bit. The students have been admitted in Class V and VI. Their school fees have been waived, they have been provided with uniforms, books and stationeries. The children are brilliant and exceptionally gifted. The only drawback is the language. We are trying to give them special English coaching. But we have decided not to segregate them; they will study with other students,” said South Point school spokesperson Krishna Damani.

The West Midnapore DM added, “The state government has arranged their boarding and lodging facilities in Kolkata. For the moment, they will stay in the Backward Classes Welfare Department’s Salt Lake hostel campus.”

Sagen Kisku’s father Sujit, working as a NVF in the Midnapore Police Lines, says, “The school is huge. And the teachers spoke to us for a long time trying to understand our apprehensions and fear. They are very kind. The very fact that they are studying in such a big school is a milestone by itself.”

The Government of West Bengal today launched a Social Security Scheme for the tribal Kendu leaf collectors of Paschim Medinipore, Bankura and Purulia and their families.

Under the scheme which was announced by Chief Minister Ms Mamata Banerjee through a Facebook post, any tribal Kendu leaf collector between the age of 18 years and 60 years may apply for registration free of cost. Once registered, the applicant and his/her family would receive several social benefits under the scheme. This is expected to hugely benefit the Kendu leaf collectors and the tribals in the areas mentioned above.

Today, we have taken a decision to introduce a Social Security Scheme for the tribal Kendu leaf collectors of Paschim Medinipore, Bankura and Purulia and their families.

Under this Scheme, any tribal Kendu leaf collector between the age of 18 years and 60 years may apply for registration free of cost. 

Upon registration, they will be entitled to the following financial assistance:
i) Lump sum amount on attaining 60 years – Rs.50000/- to Rs.150000;
ii) For accidental death (Rs.150000/-) and natural death (Rs. 50000/-);
iii) For partial disability (Rs.4000/-) or for permanent disability (Rs.25000/-), depending on the degree of disability;
iv) Medical assistance in case of surgeries – maximum Rs.4000/- per annum and maximum Rs.80000/- for a block of 4 years.
v) Maternity benefit upto two children – Rs.6000/- each time for maximum twice
vi) One time assistance for funeral expenses – Rs.3000/-.

This scheme will greatly benefit our tribal brothers and sisters.
