Yesterday the HRD Minister was not here so we are gracious enough to check our facts and come back today. The HRD Ministry called for suggestions. They received hundreds of suggestions from hundreds of different people, which is their right. They are to choose some of suggestions.

Now one of those suggestions which came among others was from an association affiliated to the RSS. It is very well known and run by Mr Dinanath Batra. The proposed suggestion is that Rabindranath Tagore should be removed from the syllabus.

If someone is doing it to seek publicity, that is not my problem. But, Rabindranath Tagore does not need any certificate from anybody. I want a straightforward answer from this Government. This is a suggestion made by the Shiksha Sanskriti Utthan Nyas. The Minister must dissociate the Government from this RSS run institution. Let him make a statement.

 

D Bandyopadhyay speaks on The Admiralty (Jurisdiction and Settlement of Maritime Claims) Bill, 2017

India is a leading maritime nation and has a coastline stretching to around 7500 km. Maritime transportation caters to about 95% of its merchandise trade volume and 68% in terms of value.

This Bill seeks to repeal colonial legislations in force under Article 372 of the Constitution of India, namely:

(a) Admiralty Court Act, 1840,
(b) Admiralty Court Act, 1861,
(c) Colonial Courts of Admiralty Act, 1890,
(d) Colonial Courts of Admiralty (India) Act, 1891, and
(e) the provisions of the Letters Patent, 1865, applicable to the admiralty jurisdiction of the Bombay, Calcutta and Madras High Courts

This is a welcome move. These legislations came into force during the colonial era when India had only three major ports — Bombay, Calcutta and Madras. Now there are 12 major ports and 205 minor ports in India. Thus, it was the need of the hour to repeal such archaic laws. However, I must point out that the Supreme Court had suggested this in 1992, and it took us 25 years to finally take cognizance.

Firstly, I would like to talk about jurisdiction – The Bill states that jurisdiction in respect of all maritime claims under this Act shall vest in the respective High Courts and be exercisable over the waters up to and including the territorial waters of their respective jurisdictions in accordance with the provisions contained in this Act.

It further adds that Central Government may by notification, extend the jurisdiction of the High Court up to the limit as defined in section 2 of the Territorial Waters, Continental Shelf, Exclusive Economic Zone and Other Maritime Zones Act, 1976.

Sir, this is rather ambiguous and may lead to disputes with States. For this to be effective, the jurisdiction of territorial waters needs to be clearly demarcated through the use of modern technology such as satellite mapping, geospatial mapping, etc.

Here, let me point out that, West Bengal had a territorial water dispute with Odisha. However, the two Chief Ministers of the States had a discussion and solved the issue amicably.

Secondly sir, the High Courts have been given power to adjudicate on such matters, but it is a reality that High Courts across the country are overburdened with the number of cases before them for dispensation. The latest data released by the Ministry of Law and Justice reveals that as of December 2014, there are 3116492 civil cases and 1037465 criminal cases pending in High Courts.

We can safely assume that the number has gone up in the last three years. A major cause of this is that the High Courts are not running to their full strength. Thus, we need to ensure that all vacancies of judges in High Courts are fulfilled to ensure speedy dispensation of cases.

It is also important to look into the environmental aspect and ensure that in case of accidents releasing harmful toxic pollutants, we have a system in place to ensure speedy action. I would like to end by saying that this Bill was long pending and we welcome it.

Madam, I have been giving Notices for the last three days on the issue of rampage by gau-rakshaks throughout the country. One 15-year-old boy, Junaid Khan, was stabbed to death in a train in Ballavgarh. Uske pehle Rajasthan ke Alwar mein Pehlu Khan naam ke ek aadmi ko peet ke mar diya gaya.

Jab se BJP ka sarkar hukumat mein aayi hain saare desh mein yeh gau-rakshak tandav kar rahe hein. Madam, Pradhan Mantri bolte hain, lekin koi suntan nahin hain. Is ka matlab Pradhan Mantri un logon ke saath hain – hum bolenge, tum karte raho. Sara desh mein sannata chhaya hua hain.

10 points Mamata Banerjee said at the July 21 Shahid Dibas rally

1. We will launch ‘BJP Bharat Chharo Andolan’ from August 9, and will continue at block level till August 30. 18 Opposition parties have come together. We will have a bigger alliance in future. Political arithmetic says Modi Babu will not get even 30% votes in 2019. BJP will not get any seat in Bengal. Saradha or Narada will not be able to save ‘Barda’ (the BJP) in 2019. We have had a history of struggle. We fought against the CPI(M) and drove them out of power. Bengal is with Sonia ji, Lalu ji, Omar Abdullah and everyone who is fighting against the BJP.

We are like royal Bengal tigers. Trinamool must inspire all of India. Let’s show India the way. We will fight for our nation and speak up strongly. ‘Karenge ya Marenge’ – We will save Bengal from BJP. We will fight against the dangabaaz. We will throw the party of rioters out of Bengal. This is our challenge.

 

2. July 21 is the day we decide our future course of action. 2018 will be the 25th anniversary of July 21 Shahid Dibas. We will observe it as ‘Angikaar Dibas’ which will stand for hope, struggle for existence of all people, the tribals and marginalised. The day stands for democracy and the rights of the downtrodden. The Judicial Commission report says July 21 was a conspiracy in which 13 people were killed in police firing and thousands injured. We will take action against those who fired bullets on that day. All cases lodged against youth activists by the then CPI(M) Govt in July 1993 will be withdrawn. We believe in political courtesy. We will not touch Jyoti Babu or Buddha Babu. Fresh compensation of Rs 2 lakh will be paid to every shahid family.

 

3. We are not sure if the rights of the people will be secure under this govt at the Centre. Who are they to decide on what one can eat? They are telling pregnant women not to eat non-veg. In the name of gau-raksha, a gau-rakshas has been unleashed on the country. They want Aadhaar even before kids are born. They are depriving students of mid-day meals for Aadhaar. Now should we also need Aadhaar for bathing and getting married? The Centre is bulldozing everyone. What is happening to the right to privacy? They even want to link Aadhaar with mobile numbers.

 

4. Counter BJP on social media. Bring all fake news to our notice. Complain to the police. Photos of Comilla (Bangladesh), Gujarat riots and even a Bhojpuri film clip are being shared as those of violence in Bengal. Cyber crime is a big crime, we are monitoring such posts. We respect Facebook, not ‘Fakebook’.

 

5. We will celebrate Sampriti Dibas on August 7 (Rakhee Bandhan). The Bengal Govt will also observe Sampriti Dibas on that day. Police will form ‘Shanti Vahini’ in every area. Do not allow the BJP to incite riots. True Hindus, Muslims, Sikhs, Christians do not riot. A few goons with ulterior motives do that. Trinamool workers must take a pledge today to thwart any attempts to foment communal tension in Bengal. Let’s take a solemn pledge today to stop any form of communal hostility.

 

6. Trinamool is the most vocal party against the Centre. So we are targeted the most. But Chorer maayer boro gola. No CBI probe into the corruption in Rajasthan, on Vyapam in MP or on the Reddy brothers in Karnataka. Why is there no CBI probe into the petroleum scam in Gujarat? Trinamool spoke out against demonetisation, so they unleashed the CBI. We spoke against the GST, and they sent the ED. Trinamool does not need character certificate from the BJP. Saradha chit fund was formed during the CPI(M) rule. Has any CPI(M) leader been arrested?

 

7. The RBI has not yet been able to tell the nation how much black money has been recovered. To recover just Rs 11 crore, they imposed demonetisation. Now GST has ruined the textile industry. GDP growth has dipped. GVA growth in industry sector has come down. There have been job losses in 8 core sectors. Bank credit growth of 10% in 2015-16 has come down to 5% in 2016-17. Economy is on a downward spiral.

 

8. Over 12,000 farmers have committed suicide across the country. We have done away with tax on farm land. Modi Sarkar has failed on the economic front. Demonetisation was a huge scam. GST will give rise to corruption. Trade and industry have been affected; even the sweet industry is affected due GST. Gujarat’s heera (diamond) has 3% tax while Bengal’s jeera has 14% tax!

 

9. Dalits, Muslims, even Hindus who criticise the govt are being attacked. Journalists speaking out are losing their jobs. Media houses in Delhi have sold themselves out. They are doing dalali. One channel (beginning with R) has been started with the money from RAW. Amartya Sen is not safe under this regime in Delhi. Paranjoy Guhathakurta had to lose his job.

 

10. The Centre has soured relationships with all neighbouring countries. Bengal shares borders with Nepal, Bhutan, Bangladesh. Kalidas (referring to Centre) is cutting the branch he is sitting on. We fight like a royal Bengal tiger. It is not easy to defeat us. Hindus, Dalits, minorities, Advasis, the SC/ST, media, sportspersons, intellectuals, artistes are all safe in Bengal. Let them first challenge a July 21 turnout. Then come and challenge us. Arrest 30 lakh workers of Trinamool. If you arrest one of us, another worker will be born.

 

 

 

 

Turnout for this year’s July 21 will break all records: Abhishek Banerjee

Nearly 22,000-24,000 people have already arrived in Kolkata for the July 21 rally. We are making arrangements for them in our limited capacities. We have set up tents and made arrangements for food so that our workers do not face any problem. District presidents and MLAs who are in charge are present. We are all working unitedly.

Going by the response and enthusiasm of the people, we are expecting a record turnout for the rally. Every year the rally breaks the record of the previous year. 2014’s record was broken in 2015; the record turnout of 2015 was surpassed in 2016. Now, 2017 will break the record of 2016.

Despite the vilification campaign and propaganda, the popularity of Mamata Banerjee has not diminished by even one per cent. This proves that she enjoys the support of people. They continue to shower their love and blessings on her. People have time and again voted in favour of development and will continue to support Mamata Banerjee as long as she is there. The conspiracies of those who want to communally polarise Bengal stand defeated.

In a few hours we will know what direction for the future our leader Mamata Banerjee will give. At present, the nation is at such a juncture where certain elements are trying to destabilise Bengal in the name of religion. We have to work unitedly against such forces and defeat their machinations.

Bengal had been turned into a graveyard during the 34 year old Left rule. We fought unitedly against them and were successful in dislodging them from office. Mamata Banerjee has a long history of struggle. It would be unfair to compare her with any other leader. Trinamool was formed after a long struggle. We are ready to fight again.

We do not work for the people only during elections. We are with them all through the year. Through various developmental schemes and programmes, we are continuously serving the Maa, Mati, Manush of Bengal. Our leader Mamata Banerjee’s motto is to be with people, all the time. We follow in her footsteps.

Those who were with the CPI(M) in the past have switched camps to the BJP. Those who adorned red t-shirts earlier now wear saffron kurtas. Leaders like Laxman Seth, who was responsible for Nandigram, have now joined the BJP. Even Mamata Banerjee has said, these people are CPI(M) supporters during the day and work for BJP at night. Even in the bypolls we have seen that CPI(M) votes have gone to the BJP. But these things do not bother us. Trinamool is number one. We are not worried about who comes second or third.

Mamata Banerjee re-established democracy in Bengal. We have to uphold the unity, harmony, democracy in the State. The surge of development will continue.

ইতিমধ্যেই ২২-২৪ হাজার মানুষ উপস্থিত হয়েছেন। আমাদের সীমাবদ্ধ ক্ষমতা ও এক্তিয়ার অনুযায়ী বিভিন্ন জায়গায় আমরা টেন্ট করেছি এবং কিছু খাবারের ব্যবস্থাও করা হয়েছে যাতে আমাদের কর্মীদের কোন অসুবিধা না হয়। জেলা সভাপতি থেকে শুরু করে, বিধায়করা যারা দায়িত্বে আছেন তারা সবাই এখানে রয়েছেন। সবাই ঐক্যবদ্ধ হয়ে কাজ করছেন।

মানুষের উৎসাহ উদ্দীপনা দেখে আমি মনে করি প্রতিবারের ২১ শে জুলাইয়ের রেকর্ড প্রতিবারের ২১ শে জুলাই ভাঙে। ২০১৪ -র রেকর্ড ২০১৫ তে এবং ২০১৫ -র রেকর্ড ২০১৬ তে ভেঙেছে এবং ২০১৬ -র রেকর্ড ২০১৭ তে ভাঙবে।

এত কুৎসা, অপপ্রচার ও মিথ্যাচার করার পরও মমতা বন্দ্যোপাধ্যায়ের জনপ্রিয়তা কেউ ১ শতাংশ বা আধ ইঞ্চিও চির ধরাতে পারেনি। এটাই প্রমাণ করে মানুষের আস্থা, আশির্বাদ, দোয়া, সালামের হাত যার মাথার ওপর রয়েছে তিনি মমতা বন্দ্যোপাধ্যায়। মমতা বন্দ্যোপাধ্যায় যতদিন আছেন মানুষ তাঁকে সমর্থন করে যাবে। উন্নয়নের পক্ষে মানুষ বারবার রায় দিয়েছে।যারা বাংলাকে ধর্মের নামে দ্বিখণ্ডিত করতে চায়, আগুন লাগাতে চায়, তাদের চক্রান্ত ব্যর্থ। তাদের মুখে চুনকালি লেপে দিয়ে বাংলার মানুষ প্রমাণ করছে যে মমতা বন্দ্যোপাধ্যায়ের বিকল্প নেই।

২১ শে জুলাইয়ের মঞ্চ থেকে আমাদের নেত্রী কি বার্তা ও নির্দেশিকা দেবেন সেটা আর কয়েক ঘণ্টার অপেক্ষা। তবে আমি মনে করি যে সন্ধিক্ষণে আমাদের সমাজ চলছে, যে অবস্থার মধ্যে দিয়ে যাচ্ছে, যারা ধর্মের ভিত্তিতে বাংলাকে ভাগ করতে চাইছে তাদের চক্রান্ত আমাদের যৌথভাবে, ঐক্যবদ্ধ হয়ে প্রতিহত করতে হবে, লড়াই করতে হবে।

৩৪ বছর ধরে বাম শাসন যে ধ্বংসস্তূপ তৈরী করেছিল আমরা ঐক্যবদ্ধ হয়ে, লড়ে তাদের আমরা বাংলা থেকে বিদায় দিয়েছি। সুতরাং, অন্যান্য নেতা বা নেত্রীর সঙ্গে মমতা বন্দ্যোপাধ্যায়কে তুলনা করা ঠিক নয়। অনেক লড়াই, আন্দোলন, ঘাত-প্রতিঘাতের মধ্যে দিয়ে তৃণমূল কংগ্রেস তৈরী হয়েছে। আমরা যে কোন লড়াইয়ের জন্য প্রস্তুত।

আমরা শুধু ভোটের সময় এসে মানুষের পাশে দাঁড়াই না। আমাদের কর্মীরা সারা বছর ধরে বিভিন্ন সামাজিক ও উন্নয়নমূলক প্রকল্প কর্মকাণ্ডের মাধ্যমে প্রতি পদক্ষেপে, প্রতি নিয়ত সাধারণ মানুষের পাশে থাকে। এটাই আমাদের বৈশিষ্ট্য, তাৎপর্য। এটাই একমাত্র নির্দেশ মমতা বন্দ্যপাধ্যায়ের। মানুষের পাশে সবসময় থাকতে হবে।

মমতা বন্দ্যোপাধ্যায়ের আদর্শকে উৎসর্গীকৃত করে, তাঁর জীবনধারাকে আদর্শ করে, পথ চলার পথের পাথেয় করে আমরা সবসময় মানুষের বিপদ, সুখ-দুখে পাশে থেকেছি এবং আগামী দিনেও এর কোন বিকল্প বা ব্যতিক্রম হবে না।

যারা সিপিএম করত তারাই বিজেপি করছে, যারা লাল পাঞ্জাবি পরে ঘুরত তারাই গেরুয়া পাঞ্জাবি পরে ঘুরছে। আমাদের মুখ্যমন্ত্রী বলেছিল, যারা সকালে সিপিএম করে, তারাই রাতে বিজেপি করে। লক্ষ্মণ শেঠের মত নেতা যারা নন্দীগ্রাম ঘটিয়েছে তারা আজ হাতে পদ্মফুল নিয়ে বিজেপিতে যোগদান করেছে, গেরুয়া পাঞ্জাবি পরে ঘুরছে, এটাই তার প্রমাণ। এর আগে যে কটি উপনির্বাচন হয়েছে, সিপিএমের নেতা কর্মীরা তারা তখন সকলেই বিজেপির দিকে গেছে। তাতে আমাদের কিছু যায় আসে না। কে ২ নম্বর, কে ৩ নম্বর বা কে ৪ নম্বর সেটা আমাদের লক্ষ নয়। আমাদের লক্ষ্যতৃণমূল কংগ্রেস ১ নম্বর ছিল এবং আগামী ১০০ বছর ১ নম্বরে থাকবে।

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে বাংলার মাটিতে গণতন্ত্র ফিরে এসেছে। এই গনতন্ত্রকে সামনে রেখে বাংলার মানুষ ঐক্যবদ্ধ হয়েছে, উন্নয়নকে সামনে রেখে। আগামী দিনে উন্নয়নের জয়যাত্রাকে ত্বরান্বিত, অব্যাহত ও অক্ষুণ্ণ রাখতে হবে।

The traders in the largest textile hub in Eastern India, the Barabazar area, have been on strike for a long time – almost one month. Through you, Sir, I would like to request the Hon. Finance Minister to meet the delegation of the textile traders. One of our members has given a Notice for a full-fledged discussion on the issue. It must be taken up.

Trinamool’s Derek O’Brien makes a Point of Order about Short Duration Discussion on crimes against marginalised

From yesterday, we are trying to start this debate, and the Government is telling us that we are not interested in this debate. We are serious about this debate. Twelve parties in the Opposition have signed these Notices. This is a serious issue. The Leader of the House is here. It is wonderful. He will listen to us. Let him do that.

We are not saying the Prime Minister has to come and speak. Let the Leader of the House and the Home Minister come and answer. This is not about one or two parties, it is about the entire Opposition; about 130 MPs have given the notices. So let us be very careful as to who is serious. We want this discussion, but we want a meaningful discussion with action. The perception and intention that the Government is serious should also be there.

Trinamool’s Derek O’Brien speaks on Notices given by Opposition parties in Rajya Sabha

Sir, there are 12 Notices from different parties of the Opposition on different core issues. The first core issue is lynching which is happening across the country, farmers’ issues, and many other issues.

Those Notices are with you. We want a discussion on these issues. we are all in agreement. In the morning the Opposition did not disrupt the House. The disruption was from the Government benches. Mayawati Ji was not given the chance to speak.

So, what about those 12 Notices?

 

First-of-its-kind trilingual Ol Chiki dictionary by State Govt on the anvil

The Bengal Government will soon bring out a trilingual Ol Chiki dictionary, the first-of-its-kind in the country. The dictionary has been prepared by the State Backward Classes Welfare Department.

The Ol Chiki script for writing Santhali was created by Raghunath Murmu in the 1920s. Previously, Santhali used to be been written in the Latin script. Ol Chiki has 30 letters. The script is written from left to right.

The dictionary will list translations of 24,800 words – from Santhali to English and Bengali. It will constitute a major step towards popularising the Santhali language.

After coming to power in 2011, Chief Minister Mamata Banerjee took the initiative to popularise Ol Chiki. At a recent function held at Uttirno, the new auditorium in Kolkata, she felicitated Uday Murmu who got the highest marks in Santhali language in the 2017 Madhyamik examination.

The Chief Minister wants tribal youths to develop by getting modern education, while at the same time preserve their own culture and tradition.

প্রথম ত্রৈভাষিক অলচিকি শব্দকোষ প্রকাশ করবে রাজ্য সরকার

খুব শীঘ্রই অলচিকি লিপির একটি ত্রৈভাষিক শব্দকোষ প্রকাশ করবে রাজ্য সরকার। দেশে এই লিপির এটিই হবে সর্বপ্রথম শব্দকোষ। এই শব্দকোষটি রচনা করেছে রাজ্য অনগ্রসর শ্রেণী কল্যাণ বিভাগ।

এই কোষটিতে ২৪,৮০০ সাঁওতালি শব্দের অনুবাদ থাকবে – প্রথমে অলচিকি থেকে ইংরেজি ও তারপর ইংরেজি থেকে বাংলা। এই উদ্যোগের ফলে স্বাভাবিক ভাবেই আরও জনপ্রিয়তা লাভ করবে সাঁওতালি ভাষা।

১৯২০র দশকে সাঁওতালি ভাষাকে লিপিবদ্ধ করার জন্য এই লিপির সৃষ্টি করেছিলেন রঘুনাথ মুর্মু। এই লিপি লেখা হয়েছিল মূলত লাতিন ভাষার অনুকরনে। সব মিলিয়ে মোট ৩০টি অক্ষর আছে অলচিকি লিপিতে । এই হরফ লেখা হয় বামদিক থেকে ডানদিকে।

২০১১ সালে ক্ষমতায় আসার পর থেকেই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় অলচিকি লিপির জনপ্রিয়তা বাড়ানোর উদ্যোগ নেন। কিছুদিন আগেই ‘উত্তীর্ণ’ তে এক অনুষ্ঠানে তিনি সম্বর্ধিত করেন উদয় মুর্মুকে যে ২০১৭ সালের মাধ্যমিক পরীক্ষায় সাঁওতালি ভাষায় পেয়েছে সর্বোচ্চ নম্বর।

মুখ্যমন্ত্রী চান এই উপজাতি আধুনিক শিক্ষা লাভ করে নিজেদের আরও সমৃদ্ধ করুক এবং পাশাপাশি নিজেদের সংস্কৃতি ও ঐতিহ্যকে বাঁচিয়ে রাখুক।
