Finance minister Amit Mitra provides a point-by-point reply to Amit Shah’s “blatant and motivated attempt to distort the truth and misguide the people of Bengal.”

Excerpts:

Claim: We thought after end of Left rule, development will begin in Bengal. But we have been disappointed in the last 6 years

Fact: They are comparing a government of 6 years with 34 years of Left rule. They are like the seasonal birds who come and go and thus cannot see the development in Bengal. During the first five years of this government, the planed expenditure has increased from Rs 14,615 cr to Rs 54,069 crore. Capital expenditure too has increased 7 times and the state’s Own Revenues have doubled.

 

Claim: Share of Bengal in GDP growth was 25% during independence. Now it is 4%

Fact: GDP of Bengal has more than doubled from nearly Rs 4.61 lakh crore in 2010-11 to Rs 9.20 lakh crore in 2015-16

 

Claim: Bengal had a debt of Rs 1.9 lakh crore when Left was voted out. It has become Rs 3 lakh crore now

Fact: Of the Rs.113,000 crore increase in the state’s debt stock during the past five years, around Rs.94,000 crore went into debt servicing. Bengal’s debt-GSDP ratio has improved from 41% to 35%

 

Claim: Power production in Bengal is not at par with national average

Fact: Bengal one of the few power surplus States in the country. By June, 2017, 100% rural electrification will be achieved, the first State in India to do so.

 

Claim: Agriculture growth has slowed in Bengal

Fact: Bengal has won Krishi Karman award 5 years in a row from Govt of India for excellence in agriculture, since 2011

 

Claim: TMC promoted appeasement politics. Huge akrosh because of it

Fact: Kanyashree, Yuvashree, Sabuj Shree, Sabuj Sathi, Gatidhara, Geetanjali, Khadya Sathi, Baitarani, Samabyathi, Samarthan – these schemes are for all. Govt of Bengal works for all. Our reforms in e-governance, financial matters and in other areas of public service delivery have benefited all sections of society.

 

Claim: Bengal Govt failed to curb FICN, made it a laughing stock by opposing demonetisation

Fact: After demonetisation, the BJP claimed note-bandi has eliminated fake notes in the country. Everyone knows the truth.

 

Claim: Industries shutting down, bomb making factories booming

Fact: Industry growth – India 7% Bengal 10%. Furthermore, 40% investment proposals received at Bengal Global Business Summit are in process of fructification. (Figure for same in Gujarat is 2-3%).

Bengal Chief Minister Mamata Banerjee today lashed out at the Centre for withholding funds for the State; she said BJP is jealous of the development in Bengal and hence non-BJP ruled States were deprived of funds.

“I am stating with figures what Bengal can do, others cannot do; more so with the huge debt burden that was incurred by the Left. We do not make false promises to win elections,” the CM said.

“Agriculture growth in India is 1.1% while that of Bengal is 6%. Growth in service sector in India is 9% and that of Bengal is 13.99%. Industrial growth  in India is 7% and that of Bengal is 10 per cent,” she added.

“Institutional delivery has increased from 65% to 90%. Infant mortality has reduced from 32 to 26 per 1000 live births. We do not need lectures from them. Let them show one State where healthcare is free. I challenge them to compare the figures of infant mortality in Bengal and Gujarat,” she said.

The Chief Minister wondered if the claims of Bengal lagging in agriculture are true, how has the State received Krishi Karman award 5 years in a row from Government of India since 2011. She wanted to know from the Centre what happened to the promise of taking over 7 sick tea gardens in north Bengal. She accused the Centre of depriving Bengal by planning to shift the headquarters of Tea Board to Assam.

“Instead of working for the people, BJP is running malicious propaganda campaign on social media,” the Chief Minister added.

আলিপুরদুয়ারে প্রশাসনিক বৈঠকের পর সাংবাদিকদের মুখোমুখি হন বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

তিনি বলেন, “আমার তথ্যই কথা বলবে। আমি বাজে কথা কম বলি, মিথ্যে ভাষণ কম দিই, ভোটে জেতার জন্য কুতসার রাজনীতি কম করি, যেটুকু কথা বলার সেটুকুই বলি। গুজরাটে অপুষ্টিতে মৃত্যুর হার কত? বাংলায় কত? আমি চ্যালেঞ্জ করছি, গুজরাটে অপুষ্টিতে শিশু কত আক্রান্ত? বাংলায় কত? এত দেনা শোধ করেও?”

মুখ্যমন্ত্রী বলেন, “দেনা আমরা করি নি, সিপিএম করেছে। কেন সেন্ট্রাল গভর্নমেন্ট তাদের পারমিট করেছিল দেনা করবার জন্য? আর দেনা যতক্ষণ সম্পূর্ণ শোধ না হয়, সেটা লাফিয়ে লাফিয়ে বাড়ে। আমরা এফারবিএম চালু করেছি, সেটাতে যে টাকা নেওয়া হয়, সবটাই দেনা দিতে চলে যায়, একটা টাকাও আমাদের কাজে লাগে না। এই দেনার যে টাকা, সেই টাকার টোটাল টাই কেন্দ্রীয় সরকারকে দিতে চলে যাচ্ছে। ৪০,০০০ কোটি টাকা কেন কাটে আমাদের থেকে? আবার বড় বড় কথা, বড় বড় ভাষণ। রেশন দেওয়ার ক্ষমতা নেই শুধু ভাষণ।”

পরিসংখ্যান দিয়ে মুখ্যমন্ত্রী বলেন বাংলা এগিয়ে চলেছে। “এগ্রিকালচারাল গ্রোথ ইন্ডিয়া ১.১% আর বেঙ্গল অ্যাবাউট ৬%; সার্ভিস সেক্টর, ইন্ডিয়া–৯.২% বেঙ্গল–১৩.৯৯%; ইন্ডাস্ট্রিয়াল গ্রোথ ইন্ডিয়া-৭.৩% বেঙ্গল-১.০.৫৯%; আর জিডিপি, ২০১০-১১য় ছিল ৪.৬ লক্ষ কোটি, ১৫-১৬য় এটা ৯.৩৯ লক্ষ কোটি হয়েছে। যদি এগ্রিকালচারাল গ্রোথ আমাদের খারাপ হয়, পরপর পাঁচ বছর পশ্চিমবঙ্গ সরকার ভারত সরকারের কৃষি কর্মন অ্যাওয়ার্ড পেল কি করে?”

মমতা বন্দ্যোপাধ্যায় বলেন, “বাংলাকে জ্ঞ্যান দিয়ে লাভ নেই। বাংলা যা পারে, অন্যরা কেউ তা পারে না। আমরা ৩৬৫ দিন কাজ করি, ৩৬৫ দিন মানুষের কাছে থাকি।”

তিনি আরও বলেন, “নির্বাচনের আগে বিজেপি প্রতিশ্রুতি দিয়েছিল সাতটা চাবাগান অধিগ্রহন করবে, আজ পর্যন্ত একটা কেউ টেকঅভার করেছে? উপরন্তু বাংলায় চা বাগান বেশী বলে, আমাদের কলকাতায় যে টি বোর্ডের অফিস আছে, সেই টি বোর্ডের অফিসটা হস্তান্তর করে আসামে নিয়ে যাচ্ছে। আমার আপত্তি নেই আসামে যদি আরেকটা করে, কিন্তু বাংলাকে বঞ্চনা কেন?”

Intensifying the protest against demonetisation, the Trinamool Trade Union leaders on Thursday staged a dharna in front of the Tea Board in Kolkata.

Addressing the demonstration programme of Trinamul Congress’s trade wing INTTUC involving the tea garden workers right in front of Tea Board, Sovandeb Chatterjee said, “Workers in tea gardens are on the brink of starvation due to the present cash crunch. The tea garden owners are unable to pay wages to them. This Tea Board is non-functional.”

INTTUC on Thursday submitted a deputation before the chairman of the Tea Board, seeking its intervention to alleviate the poor condition of the tea garden workers in the state.

Rajya Sabha MP and INTTUC leader Dola Sen alleged discrimination by the Central Government in regard to the tea gardens in Assam and Bengal. “There are no ATM’s in tea gardens. The workers have to travel  a distance of 10 km for drawing cash and in most cases they are finding that the machines are unable to dispense cash. The tea garden workers will have no other option but to commit suicide if this situation continues,” Ms Sen said.

 

নোট বাতিল ইস্যুতে চা শ্রমিকদের পাওনার দাবিতে টি বোর্ড অফিসের বাইরে ধর্ণা তৃণমূলের

নোটবাতিলের বিরুদ্ধে আন্দোলন আরও তীব্রতর করতে তৃণমূলের শ্রমিক ইউনিয়ন বৃহস্পতিবার কলকাতার টি বোর্ডের অফিসের সামনে ধর্ণা দেয়।

টি বোর্ডের  ঠিক সামনে চা বাগানের কর্মীদের নিয়ে তৃণমূলের শ্রমিক ইউনিয়ন আইএনটিটিইউসির ধর্ণার মঞ্চে বক্তব্য রাখতে গিয়ে শোভনদেব চট্টোপাধ্যায় বলেন, “চা বাগানের মালিকরা টাকার অভাবে শ্রমিকদের তাদের পারিশ্রমিক দিতে পারছে না, তাই, শ্রমিকদের অনাহারে দিন কাটাতে হচ্ছে। এই টি বোর্ড কি কাজ করছে?”

আইএনটিটিইউসির পক্ষ থেকে এদিন টি বোর্ডের চেয়ারম্যানকে ডেপুটেশন জমা দেওয়া হয়। ওই ডেপুটেশনে চা বাগানের কর্মীদের চরম দুর্ভোগ উপশম করার জন্য টি বোর্ডের সাহায্য চাওয়া হয়েছে।

রাজ্যসভার সাংসদ ও আইএনটিটিইউসির নেত্রী দোলা সেন অভিযোগ করেন বাংলা ও অসমের চা বাগানের কর্মীদের মধ্যে বৈষম্যমূলক আচরণ করেছেন কেন্দ্রীয় সরকার। তিনি বলেন, “চা বাগানের কোথাও কোনো এটিএম নেই, শ্রমিকদের অন্তত ১০ কিঃ মিঃ আস্তে হয় নিকটস্থ এটিএমটির জন্য, কিন্তু, সিংহভাগ ক্ষেত্রেই মেশিনগুলিতে কোনো টাকাই থাকছে না। এই অচলাবস্থা আর কিছুদিন চললে চা বাগানের শ্রমিকদের জন্য আত্মহত্যা ছাড়া আর কোনো পথ খোলা থাকবে না।”

West Bengal Chief Minister today accused the Damodar Valley Corporation (DVC) of releasing water as per its own wishes, thus causing ‘man-made’ floods in parts of Bengal. She said, DVC should not release water without consulting the State or else the government would have to look for legal recourse.

WB CM was addressing the press after an administrative review meeting for the districts in north Bengal. West Bengal is the only State to regularly conduct administrative review meetings at block level, she said. Review meetings for only four districts are pending, of which the one in Hooghly will be held in September.

The Chief Minister inaugurated several projects today and took stock of the progress of various schemes and programmes. She announced that a court of the Labour Department in Siliguri and Malda. She added that beginning 29 August, 2016, a week-long cleanliness drive will be undertaken in every block.

Accusing the Centre of discriminating against States on financial matters, the Chief Minister said that her government had created a special fund of Rs 100 Crore for the welfare of tea garden workers and set up a separate directorate for tea gardens in north Bengal. She also registered her protest against the attempts to shift Tea Board HQ outside Bengal.

 

ডিভিসি খুশিমতো জল ছাড়ছে বলে বাংলায় ম্যান-মেড বন্যাঃ মুখ্যমন্ত্রী 

নিজেদের খুশিমতো জল ছাড়া নিয়ে আজ দামোদর ভ্যালি কর্পোরেশনকে দুষলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। ডিভিসি খুশিমতো জল ছাড়ছে বলেই বাংলার বিভিন্ন অংশে ম্যান-মেড বন্যা হয়েছে। তিনি বলেন, রাজ্যের সঙ্গে কথা না বলে ডিভিসির জল ছাড়া উচিত নয়।

উত্তরবঙ্গে প্রশাসনিক বৈঠকের পর সাংবাদিকদের মুখোমুখি হন মুখ্যমন্ত্রী। তিনি বলেন, পশ্চিমবঙ্গ একমাত্র রাজ্য যারা নিয়মিত ব্লক স্তরে প্রশাসনিক বৈঠক করে। আর ৪টি জেলার প্রশাসনিক বৈঠক বাকি রয়েছে, সেপ্টেম্বর মাসে হুগলিতে প্রশাসনিক বৈঠক হবে।

আজ বিভিন্ন প্রকল্পের উদ্বোধন করার পাশাপাশি চলতি প্রকল্পগুলির অগ্রগতি নিয়েও খবর নেনে তিনি। শিলিগুড়ি ও মালদায় জন্য শ্রম দপ্তরের আলাদা কোর্ট গঠন করার কথা ঘোষণা করেন। তিনি আরও বলেন, ২৯ অগাস্ট থেকে এক সপ্তাহব্যাপী ‘ক্লিনলিনেস ড্রাইভ’ হবে ব্লকে ব্লকে।

রাজ্যের কাজে কেন্দ্র হস্তক্ষেপ করছে বলেও তিনি অভিযোগ করেন। তিনি বলেন, “চা বাগানের শ্রমিকদের জন্য আমরা ১০০ কোটি টাকার একটি তহবিল গঠন করেছি। চা বাগানগুলির জন্য উত্তরবঙ্গে আমরা আলাদা ডিরেক্টোরেট গঠন করেছি। টি বোর্ডের হেডকোয়ার্টার কলকাতা থেকে সরিয়ে নিয়ে যাওয়ার চক্রান্ত চলছে। আমরা এর তীব্র প্রতিবাদ করছি”।

Sir, through you, I would like to raise an important issue, the alleged move by the Central Government of trying to shift the Tea Board headquarters from Kolkata to Guwahati.

Sir, as you know, tea is a traditional crop of Bengal. Tea is one of the industries which, by an Act of Parliament, came under the Indian Government. The genesis of the Tea Board of India dates back to 1903 when the Indian Tea Cess Bill was passed. The Tea Board, passed under Section 4 of the Tea Act, 1953, was constituted on April 1, 1954.

But recently we are witnessing, Sir, that the employees are being harassed; they are being shifted to other offices in batches, they are being made to wait compulsorily. There is an alleged move, because a new political party has come to power in Assam, to shift the Tea Board headquarters from Kolkata to Guwahati.

Sir, I have full sympathies with Guwahati, our heart goes out to Guwahati, but this should not be done at the cost of Kolkata; we should not be made to suffer. Tea, with respect to Bengal, is as good as our hand is to our body. So, if you are taking the Tea Board headquarters away from Kolkata, it means you are chopping away our hands.

Sir, another point is, whether this is a part of a bigger design? It can be seen from the fact that the Chairman of Kolkata Port Trust and that of Damodar Valley Corporation are people who are not from Bengal. All such big decisions, whether it is appointing of chairmen or shifting of the Tea Board, are done without consulting the State Government, without taking into account the immense hardship the State Government and other employees will face.

Sir, I would also like to say that Bengal is not only the headquarters of the Tea Board, the Kolkata Port is there, auction houses have been there for centuries, warehouses are there; in fact, a lot of infrastructure is there, hence, a lot of jobs are there. Sir, the shifting of the Tea Board headquarters might be a symbolic shift but the problems as a consequence of it would be tremendous on industries and on everybody else.

Playing the role of a responsible Opposition, Trinamool Congress MPs today spoke on various issues of public importance in both Houses of the Parliament.

Speaking in Rajya Sabha during the Zero Hour, Md Nadimul Haque raised the issue of the plight of four lakh minority students in Bengal who were not receiving their scholarships. He urged the Centre to allow States to electronically transfer the funds through Direct Benefit Transfer.

Dola Sen spoke on the urgent demand for elimination of unmanned level crossings. In her speech she highlighted when Mamata Banerjee was the Railway Minister, due to her untiring and sustained work towards rail safety, the index for train accidents decreased significantly from 0.29 per million train km in 2004-05 to 0.17 in 2009-10.

In the Lok Sabha, Saugata Roy demanded that the powers of Tea Board Head Office in Kolkata not be curtailed in the name of decentralisation and said people of Bengal will protest severely against any attempts to shift the headquarters of Tea Board outside Bengal.

During Question Hour, Derek O’Brien asked the government in Rajya Sabha to enlist their plans to make life-saving drugs affordable for common people. In Lok Sabha, Prasun Banerjee wanted to know from the government what initiatives were being taken by them to popularise football in India.

Leader of the party in Rajya Sabha, Derek O’Brien today initiated a short duration discussion in the Rajya Sabha on the issue of price rise. “The Government has to be responsible for bringing down the prices of commodities in the markets,” he said. Citing the example of Sufal Bangla scheme and task forces formed the Bengal Government to keep a check on prices, Derek O’Brien advised the Centre to follow successful models from the State to control inflation.

During a discussion on the Benami Transaction (Prohibition) Amendment Bill, 2015 in Lok Sabha, Kalyan Banerjee and Saugata Roy appealed to the government not to amend the current Act and instead bring a fresh Bill altogether to deal with benami property.

Finally, at the end of the day’s proceedings in the Rajya Sabha, Dola Sen made a Special Mention on the successful Bengal model in combating Left-Wing extremism and asked the Centre to follow the footsteps of the State in dealing with issue elsewhere in the country.

Ahmed Hassan Imran raised the issue of reduction of central funding of several key schemes and said this was against the spirit of cooperative federalism. He asked the Government to explain how State Governments are to carry on with these welfare programmes, and ensure development in the States without adequate funds.
