Skill development, welfare schemes elevate quality of life in the Sunderbans

In a unique move, the Bengal Government has taken up a host of new initiatives to improve the socio-economic condition of people in Sunderbans. Various skill development programmes have been initiated at various villages in Sunderbans and some parts of North and South 24 Parganas.

Three hospitality management courses are being conducted by the State Government for the past one year to train many educated but unemployed youths in these areas so that they can start their own business. Initiatives are being taken to include the youth in various self help groups operating in the State. Three courses on plumbing and for electricians have already been started each at Kakdwip and Canning in South 24 Parganas and Hasnabad in North 24 Parganas, so that the youth can develop skills, thereby creating employment in the distant areas of Sunderbans.

Various hospitality management courses have already been started at Sunderbans, keeping in mind the boom in the retail sector. In small towns, young men are getting employment after going through the skill development programmes. The retail sectors that are coming up in small towns also have requirement for skilled workers. With various hotels coming up at different locations across the state, trained persons are needed for hospitality management. Hence, the state government tied up with several skill development partners, accredited by the National Skill Development Council.

People in Sunderbans have already started producing various handicraft items by forming self help groups. Many of the family members of victims of tiger attacks in the forest-adjoining villages, like Jhorkhali, are engaged in production of various food items and other products to earn a better livelihood. The local administration is also creating a market where these people can sell their goods and get a good amount against their products.

The State government has also been focusing on the building of infrastructure to improve connectivity, for which around Rs 400 crore would be allotted. The state government has taken up the project to improve connectivity between the islands in Sunderbans.

There are around 104 islands in Sunderbans, among which half are inhibited by people while the rest are dense forest areas. Around 50 lakh people are currently living in the Sunderbans. This is for the first time that the State Government has allotted a significant amount for development of infrastructure in the islands.

বর্তমান রাজ্য সরকারের আমলে সুন্দরবন অঞ্চলে এসেছে উন্নয়নের এক নতুন ঢেউ। উত্তর ও দক্ষিন ২৪ পরগনার অন্তর্গত সুন্দরবন অঞ্চলের বেশ কিছু জায়গা নিয়ে তৈরী হচ্ছে নতুন জেলা। এই অঞ্চলে চালু হয়েছে নানা স্কিল ডেভেলপমেন্ট কর্মসূচি, দক্ষ কর্মী গড়ে তুলতে।
রাজ্য সরকার গত এক বছর ধরে শিক্ষিত বেকার যুবক-যুবতীদের জন্য তিনটি হসপিটালিটি ম্যানেজমেন্ট কোর্স চালিয়ে যাচ্ছে যাতে তারা স্বনির্ভর হতে পারে। বিভিন্ন স্বনিভর গোষ্ঠীর সাথে যুক্ত যুবক-যুবতীদেরও এই কর্মসূচির আওতায় আনার পরিকল্পনা আছে।
এছাড়াও প্লাম্বিং ও ইলেক্ট্রিসিয়ানদের জন্য কোর্স শুরু করা হয়েছে দক্ষিন ২৪ পরগনার কাকদ্বীপ, ক্যানিং ও উত্তর ২৪ পরগনার হাসনাবাদে যাতে তারা স্বনির্ভর হতে পারে।
ইতিমধ্যেই খুচরো ব্যবসাকে লক্ষ্য করে সুন্দরবনে অনেকগুলি প্রশিক্ষণ কর্মসূচি শুরু করা হয়েছে। ছোট শহরগুলিতে এই প্রশিক্ষণপ্রাপ্তরা খুব সহজেই কাজ পেয়ে যাচ্ছে। খুচরো বিপণনকেন্দ্র যেগুলো আস্তে আস্তে ছোট শহরগুলিতে আসছে সেখানে প্রশিক্ষণপ্রাপ্ত কর্মীর চাহিদা আছে।
সারা রাজ্যে যেখানে নিত্যনতুন হোটেল খুলছে, সেখানে হসপিটালিটি ম্যানেজমেন্ট প্রশিক্ষণপ্রাপ্তদের প্রয়োজন আছে। ন্যাশনাল স্কিল ডেভেলপমেন্ট কাউন্সিলের অনুমোদিত বিভিন্ন স্কিল ডেভেলপমেন্ট সংস্থাগুলোর সঙ্গে রাজ্য সরকার চুক্তিবদ্ধ হয়েছে।
সুন্দরবনের মানুষজন ইতিমধ্যেই স্বনির্ভর গোষ্ঠীর সঙ্গে যুক্ত হয়ে অনেক হস্তশিল্প দ্রব্য তৈরী করছেন। জঙ্গলের লাগোয়া গ্রামগুলোর বাঘের আক্রমণে ক্ষতিগ্রস্ত পরিবারের সদস্যরা অনেকেই জীবিকার জন্য খাদ্যদ্রব্য ও অন্যান্য জিনিস তৈরী করছে। এই সকল দ্রব্য যাতে উচিত মূল্যে বিক্রি করা যায় তার জন্য স্থানীয় প্রশাসন একটি বাজারের ব্যবস্থা করছে।
রাজ্য সরকার যোগাযোগ ব্যবস্থার পরিকাঠামো উন্নতির উপর জোর দিচ্ছেন, যাতে করে বিভিন্ন দ্বীপগুলোর সঙ্গে সুন্দরবনের যোগাযোগ ব্যবস্থা ভালো করা যায়; এর জন্য আনুমানিক খরচ হিসেবে ৪০০ কোটি টাকা ধার্য করা হয়েছে।
সুন্দরবনে আনুমানিক ১০৪টি দ্বীপ আছে, যার অর্ধেকে মানুষের বসবাস আছে ও বাকিগুলি ঘন জঙ্গলে ঘেরা। সুন্দরবনে আনুমানিক ৫০ লক্ষ মানুষের বসবাস। এই প্রথম কোনো রাজ্য সরকার এতো টাকা ধার্য করল যাতে করে সুন্দরবনের সার্বিক পরিকাঠামোর উন্নয়ন করা যায়।

WB Govt sets up waiting hut for pregnant women in the Sunderbans

In a unique move to provide the better health care facilities in the remote villages of Sunderbans, the State Government has set up a waiting hut for pregnant women at Pathar Pratima block hospital.

In the ten bedded waiting hut, there will infrastructure available so that the expectant mothers from far off villages can come here for health checkups where they will be fed nutritious food.

The State health department in assistance with National rural health mission has played a major role in the construction of the new waiting hub in which the poor patients from the remote areas of Sunderbans will be benefitted.

After coming to power Chief Minister Mamata Banerjee had laid enormous emphasis on the infrastructure enhancement. Among which, quite a few schemes were taken up for the expectant mother and the new born. It was the Chief Minister’s relentless effort that has increased the number of institutional deliveries in the state.

It was often difficult to bring the expectant mothers from the rural parts of South 24-Parganas and parts of South 24-Parganas as the areas are surrounded by various rivers. It is nearly impossible to transport the patients from the farthest areas to the city.

Hence, the State government has taken various schemes, especially in the villages so that the health care facilities could be delivered to all the patients. Earlier, it was seen that many expectant mothers would die along with their babies while being transported to a hospital from their native place due to the lack of transportation infrastructure.

People had to depend on the mechanised boats to take a patient to the block primary health centers. But in case there was a need to transport a patient during night it would become a hard task.

Keeping all this in mind the health department has set up the waiting hub where the expectant mothers would be brought 10 days before their delivery.

There are 10 beds to accommodate the patients at a time. The patients would be kept under constant monitoring and they would be provided with good quality food at free of cost.

The nurses who will be posted at the center will check the health conditions of the patients on a regular basis.

There will be various other facilities like television, indoor games to make the expectant mothers happy. After being kept under constant monitoring at the waiting hut for few days, the expectants mothers would finally be taken to the delivery room of the hospital.

Two other such waiting huts will be constructed at Sandeshkhali and Gosaba under Private Public Partnership model. It may be mentioned that the state government had earlier introduced Nischoy Yaan for transporting the patients especially the pregnant women throughout the districts.

The patients would be able to avail the facility at free of cost. Even after their deliveries, the patients would be brought back to their houses in the Nischoy Yaan.

 

সুন্দরবনের গর্ভবতী মহিলাদের জন্য রাজ্য সরকারের নতুন উদ্যোগ ‘মাদার ওয়েটিং হাট’

রাজ্য স্বাস্থ্য পরিবার কল্যাণ দপ্তর ও জাতীয় স্বাস্থ্য মিশনের যৌথ উদ্যোগে রাজ্যে প্রথম প্রসূতি মায়েদের প্রাতিষ্ঠানিক প্রসবের সুবিধার জন্য এবার অভিনব ‘মাদার ওয়েটিং হাট’ প্রকল্পের সূচনা হল । শনিবার পাথরপ্রতিমা ব্লক হাসপাতাল চত্বরে এই পরিষেবার সূচনা হল।

স্বাস্থ্য ও চিকিৎসা পরিকাঠামোর অভাবে সুন্দরবন অঞ্চলের অধিকাংশ মহিলা হাসপাতালে গিয়ে প্রসবের সুবিধা থেকে বঞ্চিত হন। পর্যাপ্ত জলযানের অভাবে নদীমাতৃক সুন্দরবনের প্রত্যন্ত এলাকা থেকে গর্ভবতী মায়েদের হাসপাতালে নিয়ে আসতে প্রচুর সমস্যা হয়। ফলে প্রাতিষ্ঠানিক প্রসূতির ক্ষেত্রে নদীমাতৃক সুন্দরবন কিছুটা পিছিয়ে ছিল।

ভৌগোলিক অবস্থানের কথা মাথায় রেখে জেলা স্বাস্থ্য দপ্তরের পক্ষ থেকে রাজ্য স্বাস্থ্য ভবনে এই প্রকল্পের প্রস্তাব দেওয়া হয়েছিল। সেই প্রস্তাবে সাড়া দিয়ে এই প্রকল্পের সূচনা হল রবিবার। পরবর্তী সময়ে সন্দেশখালি ও গোসাবাতেও এই প্রকল্প চালু হবে।

গত কয়েক মাস আগেও এই ব্লকে প্রাতিষ্ঠানিক প্রসবের হার ছিল ৬৬ শতাংশ। এখন সেটি গিয়ে দাঁড়িয়েছে ৯৫ শতাংশের কাছে। এই প্রকল্পে গ্রামের আশাকর্মীরা গর্ভবতী মহিলাদের প্রসবের সম্ভাব্য ১০ দিন আগে এই মাদার ওয়েটিং হাটে নিয়ে চলে আসবেন।

হাসপাতাল চত্বরের পাশে একটি ভবনে ১০টি বেড রাখা হয়েছে এই হাটে। গর্ভবতী মহিলাদের নিয়মিত স্বাস্থ্য পরীক্ষার জন্য থাকবেন প্রশিক্ষিত নার্স ও স্বাস্থ্যকর্মীরা। বিনামূল্যে প্রোটিনযুক্ত খাবার দেওয়া হবে । সমস্ত খরচ বহন করবে রাজ্য সরকার।

এ ছাড়া বিনোদনের জন্য থাকছে টিভি ও ইনডোর গেমের ব্যবস্থা। নিয়মিত পর্যবেক্ষণে রাখার পর প্রসবযন্ত্রণা শুরু হলে ভর্তি করা হবে ব্লক হাসপাতালে।

উল্লেখ্য, যে রাজ্য সরকার আগেই জেলার সর্বত্র রোগীদের বিশেষত গর্ভবতী মহিলাদের পরিবহনের জন্য ‘নিশ্চয় যান’ চালু করেছিল। প্রসবের পর এই নিশ্চয় যান তাদের বাড়িও পৌঁছে দেবে।

WB Govt plans to launch houseboat services in the Sunderbans

The West Bengal Tourism Development Corporation (WBTDC) is working on plans to launch houseboat services at different places in the Sunderbans and in the creeks from the Hooghly in East Midnapore district to boost back water tourism in West Bengal, based on the model of Kerala.

The West Bengal Chief inister Mamata Banerjee has been giving stress to develop tourism infrastructure across the state. The State tourism department has been working to identify new places and boost the infrastructure at existing tourism spots.

WBTDC is expected to procure eight maintenance-free fibre-reinforced plastic (FRP) house boats for the Sunderbans and the water bodies East Midnapore district. The house boats should comprise of two bed rooms with attached bath and toilet facilities along with a conference room with sitting arrangements for 20 persons. A bar, kitchen, restaurant, lounge and four bedded rooms along with an open space will al so be available onboard.

The objective is to provide the house boats and bring upon a Kerala like house boat model.

The WBTDC authorities are working on the process to invite online bids from reputed house boat fabricators for drawing, design, development, fabrication and delivery of the house boats. The firm who will be selected for the job will need to obtain the drawing and design approval and the necessary clearances for fabrication of the house boats from government agencies and departments concerned.

A proposal for financial approval has also been sent to the Centre for procuring two cruisers on the Hooghly River. The plan is to have budget category cruise tourism on the Hooghly. The concept is that the tourists should be able to visit the heritage sites along the river side.

The tourism department is also working on the tourism circuit plan stretching from Jangalmahal area to Sagar islands.

 

সুন্দরবনে ‘হাউস বোট’ পরিষেবা চালু করতে চলেছে রাজ্য সরকার

পশ্চিমবঙ্গ পর্যটন নিগম পশ্চিমবঙ্গের জলপথ ভ্রমণ আরও জনপ্রিয় করতে সুন্দরবন ও পূর্ব মেদিনীপুরের হুগলী নদীর খারি থেকে ‘হাউস বোট’ চালু করার পরিকল্পনা নিয়েছে।

মাননীয়া মুখ্যমন্ত্রী শ্রীমতী মমতা বন্দ্যোপাধ্যায় সারা রাজ্যের পর্যটন শিল্পের ওপর জোর দিচ্ছেন। রাজ্য পর্যটন বিভাগ পর্যটনের নতুন স্থান খোঁজা এবং পর্যটন স্থান গুলিকে আরও আকর্ষণীয় করে তোলার ওপর কাজ করছে।

সুন্দরবন ও পূর্ব মেদিনীপুরের জলপথের জন্য পর্যটন নিগম ৮ টি বিশেষ ফাইবার সম্বলিত প্লাস্টিক হাউস বোট কিনতে চলেছে। হাউস বোট গুলিতে ২ টি শোবার ঘর, বাথরুম, এবং ২০ জনের বসার একটি ঘরের ব্যবস্থা থাকবে। বার, রান্নাঘর, রেস্টুরেন্ট এবং ৪ টি শোবার ঘর সহ একটি খোলা জায়গার ব্যবস্থা ও থাকবে বোট গুলিতে।

কেরালার আদলে হাউস বোট টি তৈরির করার পরিকল্পনা রয়েছে।

হুগলি নদীর ওপর ২টি প্রমোদতরি তৈরির আর্থিক অনুমোদন চেয়ে একটি অনুরোধ পত্রও পাঠানো হয়েছে কেন্দ্রের কাছে। কম খরচেও যাত্রীরা এই বোটে ভ্রমণ করতে পারবেন। পর্যটকরা যাতে নদীর পাড় থেকেই ঐতিহ্যপূর্ণ জায়গাগুলি পরিদর্শন করতে পারে এটাই মূল উদ্দেশ্য।

রাজ্যের পর্যটন বিভাগ জঙ্গলমহল থেকে সাগর দীঘি পর্যন্ত ট্যুরিজম সার্কিট পরিকল্পনার ওপর কাজ করছে।

West Bengal to get five new districts

West Bengal Cabinet led by Mamata Banerjee on Friday cleared the deck for setting up five new districts – Kalimpong, Basirhat, Sunderbans, Jhargram and Burdwan industrial, as it was announced by Chief Minister Mamata Banerjee.

By bifurcating Midnapore (west), Jhargram will be formed. From South 24-Parganas, Sunderbans is to be curved out, similarly Basirhat will be formed from North 24-Parganas. Burdwan will be bifurcated into Burdwan Rural and Burdwan Industrial. Kalimpong will be carved out of Darjeeling district.

Mamata Banerjee, after becoming chief minister, had promised about setting up new districts for better administrative control and so that public service can be delivered at the door steps of the people staying at remote areas.

The five new districts will increase the number of districts of Bengal to 25. Earlier on June 25, Alipuduar became the 20th district of the state after it was curved out of Jalpaiguri.

 

CPM and BJP playing a got-up game to stall Parliament: Sudip Bandyopadhyay

Leader of Trinamool in Lok Sabha, Sudip Bandyopadhyay today alleged that the CPM and BJP are playing a got-up match in the Lok Sabha to stall the debate on intolerance.

“I want to ask the CPM and BJP if this is a got-up match. It appears to me that the CPM and BJP have decided they will not allow the intolerance debate to take place,” he said.

 

Adjournment Motion

Earlier today, he moved an adjournment motion in Lok Sabha to discuss the very urgent issue of escalating price rise.

“The prices of essential commodities is skyrocketing. Hungry people are fighting with hunger,” Sudip Bandyopadhyay said on the flood of the House.

He also suggested that the government must bring 15 essential commodities under public distribution system, which will largely benefit poor people.

Tourist inflow

During the Question Hour, Sudip Bandyopadhyay suggested to the Union Tourism Minister that the Centre should consider launching a tiger safari in Sunderbans (on the lines of South African safari) to boost the footfall of foreign tourists to the country.

The Kolkata North MP also suggested that Darjeeling – which is the Queen of Hills – should be brought on the World Tourism Map to boost tourist inflow to India.

The Union Minister promised that the proposals will be considered by his Ministry.

Surge of development in the Sunderbans

Nineteen blocks of North and South 24-Parganas of West Bengal come under the Department of Sunderban Affairs. The aim of the department is to provide special assistance to these 19 blocks for their socio-economic development. Of course, these 19 fall within the purview of the other departments of the State Government, and receive the normal share of assistance from them.

The work of the Department of Sunderban Affairs may be categorised under the following heads:

  • Creating infrastructure for transport
  • Developing drainage systems and culverts
  • Increasing agricultural output and the variety of crops grown
  • Controlling soil erosion and developing mangroves
  • Spreading horticulture in the region
  • Ensuring adequate supply of drinking water
  • Improving the infrastructure for education
  • Ensuring electricity reaches all the regions
  • Ensuring adequate housing

 

Though the department existed during the Left Front regime, that there was little development under the above-mentioned heads is evident from examining the plan outlay of the State budgets.

 

Budget allocation

During the last four financial years of the Left Front Government, that is, from 2007-08 to 2010-11, the allocation increased from Rs 89,77,32,000 to Rs 106,73,71,000, or by a mere 19%.

Contrast this with that during the first four financial years of the Trinamool Government: from Rs 135,02,29,000 in 2011-12 (therefore, a jump of  26.5% during the first year itself) to Rs 260 crore, or by almost 93% (92.56%, to be exact).

Comparing the fourth year (2014-15) of the Trianamool Government to the last year of the Left Front Government (2010-11) shows an increase of almost 2.5 times (2.44 times, to be exact). Further, comparing the 2010-11 number to the 2015-16 number (current financial year), which is Rs 370,00,00,000, shows that the difference has become almost 3.5 times (3.45 times, to be exact).

Therefore, it is quite clear that the Trinamool Government has put a lot of stress on the development of the Sunderbans region, and the all-round developments are there for all to see.

 

Three-pronged development

The plan outlay in the State Budget for the Department of Sunderban Affairs is divided into three categories.

  • Sunderbans Development Fund, which constitutes the Core Plan for the Sunderbans region (and which is fully funded by the State Government)
  • Rural Infrastructure Development Fund (partly borne by the Centre)
  • Additional funds for the development of the Sunderbans (under Additional Compensatory Afforestation (ACA))

 

During its last financial year in power, that is, 2010-11, the Left Front Government allotted Rs 31,64,46,000. During its first four years in power, the Trinamool Government allotted a total of Rs 530,67,54,000, or Rs 132,66,89,000 per year on an average. Therefore, the latter, per year, has been spending more than four times that spent by the Left Front during its last year.

 

Report card for 2013-14

Among the important projects implemented by the Trinamool Government during 2013-14 are:

  • Bricklaying of 275 km of pathways
  • Concretising 48.82 km of pathways
  • Metalling 67.3 km of pathways
  • Constructing 20 roller-compacted concrete (RCC) jetties, three RCC bridges, two sluice gates, two culverts
  • Constructing one sports complex in Mathurapur-1 block in South 24-Parganas
  • Distributing bicycles among 32,209 ninth standard students in the region

 

Fund allocation under the three categories mentioned earlier:

  • Sunderbans Development Fund – Rs 141 crore
  • Rural Infrastructure Development Fund – Rs 115 crore
  • ACA – Rs 18 crore

 

Report card for 2014-15

Among the important projects implemented by the Trinamool Government during 2013-14 are:

  • Bricklaying of 136.43 km of pathways
  •  Concretising 27.29 km of pathways
  • Metalling 14.35 km of pathways
  • Constructing 15 RCC jetties, one sluice gate
  • Constructing an RCC bridge over Mridangabhanga River, linking Mathurapur-2 and Patharpratima blocks
  • Constructing two college buildings and four ITI buildings
  • Distributing bicycles among 19,000 ninth standard students in the region

 

Coming to agricultural development of the Sunderbans, during 2014-15, 70,000 farmer families have been provided help on various fronts, like distribution of oilseeds (sunflower and til) to small and marginal farmers, distribution of saplings for planting during the boro season, distribution of agricultural implements like hand sprayers and distribution of vermin compost among marginal farmers.

 

Year 2015-16

Among the major plans for financial year 2015-16 are:

  • Constructing seven RCC bridges
  • Laying of 480 km of roadways
  • Distribution of seeds, fertilizers and agricultural implements among 71,000 small and marginal farmers

 

For all these, Rs 370 crore has been allotted by the State Government under the Budget, which is 42.3% more than the amount for 2014-15.

Therefore, under the Trinamool Government, there has been an unprecedented development of the Sunderbans region. Chief Minister Mamata Banerjee, through her able leadership, has managed to bring about the kind of development which most people never expected.

Warning system being installed for the safety of fishermen in Bengal

Distress Alert Transmitters (DAT) are being installed on trawlers so that fishermen can alert the authorities of any danger at sea. Till now about 1000 such DAT have been installed, another 1500 such will be installed soon. This information was provided by the Minister of Fisheries Chandranath Singh during Question Hour in the Assembly on Thursday.

He also added that as on April 30, 2015, 17516 fishermen have been handed bio-metric ID cards near the Sunderbans whereas a total of 1,48,971 bio-metric ID cards have been distributed all over the state.

The minister also announced that in case a fisherman dies due to an attack by pirates, the family of the diseased will be given Rs 2 lakh.

Chandranath Singh also said that 10,583 fishing nets have been e-registered already. He also mentioned that the fishermen are given Rs 600 per month when it is off season for fishing as financial assistance.

A pension scheme has also been started for fishermen. The minister admitted that there is an issue with the fishing permit issued by the forest department.

Pratima Mandal raises issue of honey collectors in Sunderbans | Transcript

Sir, Sunderbans is the world’s largest continuous mangrove forest. It is known for its Royal Bengal Tiger and is also famous for its honey collected from, a large cluster of bee-hives. The honey collectors, locally known as moulis, are mostly living at Gosaba, Hingalganj and Basanti block of Sunderbans.

They collect honey from the dense forest, by risking their life. Since, it involves good expense and, as they are economically unsound, they take money from money lenders, who are locally known as mahajans. The money lenders take high rate of interest and also a good share of honey or collectors are forced to sell the honey at a fixed low rate. It is very painful.

If the Government takes some safety measures and allots funds, then they can save their lives and reduce their hardship.

Investments pour in for boosting tourism in Sunderbans

West Bengal Chief Minister Ms Mamata Banerjee, who took a select group of industrialists on a tour to the world’s largest mangrove forests on Tuesday, urged them to help the government in developing tourism infrastructure.

“I request you to invest money for promoting tourism and developing infrastructure in our State, particularly the Sunderbans,” she told the 25 industrialists accompanying her on a two-day infrastructure and tourism development tour.

The Chief Minister promised all assistance from the government saying her regime has a positive approach towards industrialisation.

  • Ambuja Neotia Group chief Harshavardhan Neotia promised to come up with Rs 50 crore project involving construction of 50 cottages as part of an eco-tourism project.
  • Utsav Parekh and Partha Ghosh will invest Rs 50 crore for water taxi project in this region.
  • Director of South City Group to invest Rs 100 crore in hospitality sector and also set up a film city on Kolkata-Basanti road.
  • Mahindra group has decided to invest Rs 30 crore for setting up a resort at Jharkhali.
