SS Roy speaks during Zero Hour regarding TPAs cheating Mediclaim policyholders

The Third Party Administrators (TPAs) appointed by the Government Insurance companies are cheating mediclaim policyholders. This has been going on for a long time. They have no right to do so.

As par Insurance Regulatory & Development Guidelines, TPAs cannot slash either the claims or reject the claim in any manner, whatsoever. This is the right of an insurance company to assess claims and then reduce or reject them. TPAs cannot do that. But thousands of mediclaim policy holders are suffering because of them.

We demand that a special audit be conducted with the help of CAG to ascertain the number of policy holders duped by the TPAs in the last five years. This is nothing less than a scam. There is a nexus between insurance companies and NPAs.

Let the audit be conducted and a report be submitted before the Parliament.

Rajya Sabha: Trinamool slams the Centre during Zero Hour over rising prices of kerosene

Terming the situation in the country as “intolerable” for the people, Trinamool Congress today slammed the Centre over rising prices of kerosene.

Chief Whip of the party in Rajya Sabha, Sukhendu Sekhar Roy, Nadimul Haque and other MPs of the party protested as the proceedings of the Zero Hour began in the Upper House.

“The prices of kerosene are being raised every now and then. This is an intolerable situation for people of the country,” SS Roy said.

“How can the House be kept in the dark before raising prices of kerosene. Parliament is in session,” he added.

Monsoon Session Week Two: A purposive week for Trinamool in Parliament

Trinamool Congress raised various issues in both the Houses of the Parliament during the week and urged the Government to take appropriate steps.

In the Upper House, the Trinamool Congress utilised the Zero Hour, the Question Hour, the Calling Attention Motions to the fullest and took part in several discussions.

Question Hour

Trinamool Leader of the Parliamentary Party in Rajya Sabha Derek O’Brien urged Centre to set up a committee to address concerns of debt-stressed States during Question Hour (http://goo.gl/3fds2m). Trinamool MP Md Nadimul Haque during a Special Mention urged the Government on the need for a law against spitting in public places (http://goo.gl/92m0FN).

Discussion

During a Short Duration Discussion on the situation arising out of the rise in prices in the country (http://goo.gl/k9nsWa), Derek O’Brien pointed out that Government is very good at communicating on social media sites. But when it comes to basic issues like price rise, they have forgotten the people that gave them this historic mandate in 2014 people that brought them to power.

The Trinamool Leader of the Party in Rajya Sabha also raised the issue of Aadhaar card being made mandatory for receiving Government benefits and pointed out that there are a lot of people who are suffering and not getting pension and several other benefits (http://goo.gl/VqpX6e).

Ratna De Nag  spoke on The Child Labour (Prohibition and Regulation) Amendment Bill, 2016 during which she stated that even after 69 years of independence; we are unable to stop child labour in our country (http://goo.gl/HDsRVU) whereas Aparupa Poddar mentioned that child labour is a highly social evil and the root cause of child labour is poverty (http://goo.gl/l5xuvV).

Sukhendu Sekhar Roy speaks in RS during a discussion on Andhra Pradesh Reorganization Act, 2014

Sir, I rise to speak during a short duration discussion on the Andhra Pradesh Reorganization Act, 2014. The assurances made by the then Prime Minister on the floor of the House must be fulfilled. We support the demands of Andhra Pradesh.

However, Sir, there are ten big States which are currently suffering from huge debt burden. The debt burden of Maharashtra is Rs 3.76 lakh crores, that of Uttar Pradesh is Rs 3.27 lakh crores while the debt burden of Bengal is Rs 3.08 lakh crores. Gujarat has a debt burden of Rs 2.29 lakh crores while Tamil Nadu has a burden of Rs 2.35 lakh crores in debt and so on.

The Centre must help these debt-stressed States or else this will lead to a serious economic problem. Moreover, the Centre has stopped funding 39 major schemes and reduced its share in 59 important schemes. So, the financial burden on States has increased.

Additionally, Sir, the Centre owes Bengal almost Rs 6000 Cr as compensation due to CST since 2011. That must be released immediately. It is our right. We are not asking for any assistance and Centre will not do us any favour by releasing those funds.

Lastly, the Centre recently accepted the recommendations of the 7th Pay Commission. States have their own pay commission. Sir, with such an economic burden, it may soon become difficult for States to pay salaries to government employees. I would like to urge the Centre to help the States so that the gap is bridged.

Sir, we support the demands of Andhra Pradesh once again and also urge that the demands of other States must also be accepted.

Trinamool demands a discussion on Augusta-Westland issue in RS

Trinamool today raised the issue of the Augusta-Westland scam in the Parliament with the Chief Whip of the party in Rajya Sabha, Sukhendu Sekhar Roy submitting a notice under Rule 267 to take up discussion on the issue by suspending the business for the day.

Trinamool wants a thorough discussion on the Augusta-Westland scam and a proper investigation so that the facts see the light of the day. Trinamool also demanded a statement from the Defence Minister in the House.

Around 12:30 PM in the afternoon when Sukhendu Sekhar Roy attempted to speak from his seat, Rule 255 was invoked by the Chairman. Other Trinamool members present in the House walked out in protest for the day after this rule was invoked.

Sir, you have given a ruling that the Hon’ble Speaker is the ultimate authority and the Hon’ble Leader of the House has also clarified that the decision of the Hon’ble Speaker cannot be challenged. I am not challenging your decision.

The Article 110 in the Constitution of India and Sub Article III says and I quote if any question arises whether a Bill is a Money Bill or not, the decision of the Speaker of the House of the people therein shall be final.  If the question arises, now otherwise, there is a letdown procedure, how a Bill should be treated as a Money Bill or not, Article 110 (a), (b), (c), (d), (e), (f) and (g) have actually defined which Bills should be the Money Bills.

Therefore, even though, thereafter, the very question arises that whether this particular Bill comes under the purview of Article 110 (a), (b), (c), (d), (e), (f) and (g) or not, then the decision of the Speaker will be final.

My question is, whether, any question arose before the Speaker or not.

Nobody should hurt religious sentiments: SS Roy

The comments made yesterday hurt the sentiments of our people so far as the religion is concerned and particularly, there cannot be any derogatory remark against any god or goddess, including Ma Durga.

Therefore, whatever has been said and printed about Ma Durga by making some derogatory and insulting remarks, should be condemned by one and all. This is my submission.

Ma Durga ko hum pujan karte hain, Ma Durga kisi ka selling point nahin ho sakta, kisi ka goods nahin ho sakta bechna ke liye. Jis tarah Ma Durga ko apaman kiya giya hain usko bhi condemn karna parega, sabko ek sath.

Trinamool raises several issues of importance in Parliament

Trinamool has always maintained that the Parliament is a place to debate, discuss and legislate. Playing the role of a responsible Opposition, the party participated in several legislative businesses and discussions of public importance.

The day began for Trinamool with Serampore MP Kalyan Banerjee extending support to the Election Laws (Amendment) Bill, 2016 in Lok Sabha. While underlining the important role played by Mamata Banerjee during the Land Boundary Agreement with Bangladesh, he also demanded that the government must release the funds promised to the State for rehabilitation of those who are moving to India.

“When we are thinking that they should be the voter of our country, they should cast their vote, at the same time we should also expect that they should have a dignified life in our country which is protected under Article 21 of our Constitution,” he added.

Kalyan Banerjee was joined by Uluberia MP Sultan Ahmed who questioned the Communists on what they did for solving the boundary issue when they were in power for forty years in Bengal.

In the Rajya Sabha, during a Calling Attention Motion, Nadimul Haque posed several questions to the Union Home Minister regarding the administrative control of Delhi Police and worsening law and order situation in the National Capital.

“Since Delhi Police works under the Central Bureaucracy, it has no accountability to the people of Delhi, so what steps are being taken to increase and set the direct accountability of Delhi Police to the people of Delhi? And if no steps are being taken to increase the administrative control of Delhi Government over Delhi Police, does it not violate the concept of ‘co-operative federalism’ of the Centre,” he asked.

During a discussion on the current situation in India universities, specially JNU and University of Hyderabad, Sukhendu Sekhar Roy questioned the jingoism prevalent in the country and batted for patriotism.

He called for a relook at Section 124 (A) of IPC dealing with sedition and called for ending its misuse. “Ultra nationalism, under no circumstances, is not accepted. Ultra-Leftism is also rejected by people,” he said. “The cruelty inflicted on Rohith must not be repeated. All culprits responsible must be brought to book,” the veteran Parliamentarian added.

Sukhendu Sekhar Roy is the Chief Whip of the party in the Rajya Sabha

Question: What was the complaint you raised about the way the House was being run?

SS Roy: On Wednesday morning, when the supplementary list of business was circulated on the increase in central excise on petrol and diesel products, the Leader of the Opposition said Anand Sharma would speak on his behalf and the Leader of the House said he should be allowed to respond. The deputy chairman sought out an assurance from the Congress. But when I did the same with Vivek Gupta, that wasn’t allowed. I am the chief whip of the party, I nominate as per party directions who says what. If Azad can nominate, so can I. It is inconsistent to allow one and not the other.

 

Question: What is your problem with the chair seeking an assurance?

SS Roy:  The House is run on rules, not on assurances and counter-assurances. Such bargaining to run the House goes not only against the rules but also against propriety. Some parties cannot hold the House to ransom. It can be done behind the scenes, but not in the House.

 

Question: The deputy Chairman thought you were casting aspersions on the chair.

SS Roy:  Not at all, I invited attention to the violence of rules. The chair has the discretion to suspend any rule but that is a discretionary power. Propriety demands that it should be used sparingly, not routinely. This House cannot be run on the whims and fancies of any individual or political party. The chair failed to appreciate it. Mine was only an statement of facts.

 

Question: When the House is said to be already held to ransom by those disrupting it, what is the problem if the chair tries to run the House?

SS Roy:  It is a bad precedent. If somebody creates a ruckus, there is a laid-down procedure to deal with it. If that is not done, it is incumbent on members to draw the attention of the chair. This is not somebody’s drawing room.

 

Question: Are you suggesting the chair should start talking action against agitation numbers?

SS Roy: I cannot advise that the chair on what to do but as an ordinary member this is my expectation from the chair that the House be run on rules. I am disappointed.

Full solidarity with Tamil Nadu, but don’t deprive Bengal: Trinamool

Leaders of Trinamool Congress today expressed solidarity with the people of Tamil Nadu while questioning the Central Government why Bengal has been deprived of funds for flood and drought relief.

“Our thoughts and prayers are with the people of Tamil Nadu and Andhra. Give aid to Tamil Nadu and Andhra. They deserve your attention. We are with them. But why is Bengal being deprived,” asked Derek O’Brien, leader of the party in Rajya Sabha.

His sentiments were echoed by Sudip Banerjee, leader of the party in Lok Sabha. “I wanted to know categorically that what is the system of allotment of money, the central team goes and comes back, but the amount that is decided is not fixed in consultation with the Chief Ministers of the states or their representatives, it is suo motu. They take the decision absolutely on their own,” he said.

West Bengal government had soughts funds to the tune of Rs 6,000 crore due to the flood and Rs 4,000 crore due to drought. WB CM has written several letters to the Prime Minister in this regard.

Sukhendu Sekhar Roy wanted the Home Minister to clarify if the Rs 300 crore fund released by SDRF was an interim relief.

Derek O’Brien insisted that the Centre give full attention to Tamil Nadu and Andhra but not deprive Bengal in the process.
