Trinamool plays the role of a constructive Opposition in Parliament

The Trinamool Congress played the role of a constructive Opposition today in both Houses of Parliament.

The Trinamool Leader of the House in Lok Sabha, Sudip Bandyopadhyay said that employees’ provident fund (EPF) has become an issue throughout the nation, and that it needs to be addressed and solved. He suggested that the Hon’ble Finance Minister can primarily take it up during the day.

He said that decision, discussion and debate, and no disruption, should be the policy for the Parliament to run.

Later, while speaking during the Rule 193 Motion, the AITC Leader of the Lok Sabha said that the “suited and booted government is now trying to become a barefoot government.”

In Rajya Sabha too, the Trinamool played the role of a peacekeeping force when the House was in disorder.

Sudip Bandyopadhyay speaks on the death threats he has been receiving

I have been receiving death threats in my mobile since last evening. I received the first SMS at 1.25 PM. Normally I do not go through the phone numbers. But I saved this message. It was mentioned that I will be killed in Delhi and my dead body would be taken to Kalighat where my Chief Minister resides; after that it said that you are a bastard son. It is in my mobile.

Again, another SMS came asking why I was silent in spite of the intimidation. And then he accused me, using very abusive wording, which I cannot mention here keeping in mind the prestige of the House. I tried to check it up before talking with the Chief Minister of West Bengal. She categorically sent a tweet and also held a press conference in Kolkata. But she also suggested me to place the matter on record on the floor of the House.

Sir, I sent a counter-SMS to that number, and found that he received it. After that, he sent me two SMSs again, one at 2.15 PM and another at 2.24 PM. The languages used for those two are equally dangerous. The languages for those are so ugly that television channels would blur those words out while airing.

You already know that almost one year back, when I was seriously ill and it was a life-and-death battle for me, there were thefts three times at my residence in Delhi. So for the reason of my security, I have shifted to an MS flat.

I do not know what will happen now. The last time the Home Minister took major steps, the Speaker took major steps, but these things are going on. I do not know who the person is, from where the SMSs are coming, but everything is there in my record. I request you to direct the Home Minister to send a representative or two to take it up.

Rising intolerance: Sudip Bandyopadhyay receives death threat

West Bengal Chief Minister today slammed the rising intolerance in the country in light of the death threats received by leader of the Trinamool Congress Parliamentary Party Sudip Bandyopadhyay.

Speaking to some reporters, Mamata Banerjee said, “They are threatening Sudip to kill him in Delhi and dispose him off in Kolkata. This is intolerance. I have never seen such violence before.”

“What kind of vendetta is this? Sudip da is getting death threats for being vocal in Parliament. This is unacceptable,” she added.

“Every party has the right to speak on any issue. Voices cannot be muzzled in a democracy. Political leaders, artists and even people from cultural field are being silenced. Intolerance is rising every day,” the Chief Minister added.

“My life is full of struggles. I have no fear of death. Targeting the leader of Trinamool Parliamentary Party in Lok Sabha is unacceptable,” she said.

Raising the matter of death threats in the Lok Sabha, Sudip Bandyopadhyay said, “The language used in the SMS is ugly and dangerous. Previously there were attacks at my flat in Delhi. I would request the Home Minister to take up this issue seriously and make suitable arrangements.”

Sudip Bandyopadhyay raises demand for funds for minority development

Minorities in West Bengal form 28.1% of the total population, which roughly amounts to 2.57 crore. The present State government has increased the budgetary support for development of minorities fivefold from Rs 472 crore in 2010-11 to Rs 2383 crore during the current fiscal year.

We met honourable union minority affairs minister Najma Heptullah ji at her residence few days back with a delegation. We discussed several issues in details

1. Scholarships: During 2014-15, the Ministry approved 20 lakh applications. During 2015-16, a record 28.45 lakh students have applied for various scholarships.

MoMA is requested to sanction all the applications under different scholarship schemes for the current year.

2. MSDP (Multi- Sectoral Development Programme): During 2015-16, less than Rs 100 crore (Central share) has been released against proposals worth Rs 415 crore. It is requested that the balance may be released for smooth running of the scheme.

3. Clusters of Minority Concentrated Areas Outside MCBs: Proposals for approval of Minority Clusters under MSDP are still pending. Approval may be expedited.

4. Cybergram: The State has requested MoMA to sanction funds under this scheme of digital literacy in 372 uncovered madrasahs. So far, MoMA has sanctioned only 243 madrasahs out of 615 Government aided madrasahs. The balance may be releases as per the proposal.

 5. Skill Development Schemes: The State Government has undertaken a project of Skill Development Programme with a project cost of Rs 86.46 Crore under MSDP. As per the decision adopted in the 89th Meeting of the Empowered Committee. Rs 6.02 crore administrative cost, sanctioned for this purpose, has not yet been released by the Ministry. This requires to be looked into.

Sir, as one of the States with largest minority population in the country – Bengal has the third largest minority population after Jammu and Kashmir and Assam – I would appeal to the Central government extend full cooperation to the state government in the development of minorities.

Sudip Bandyopadhyay raises the issue of call drops in Lok Sabha

Madam I want to raise an important issue and want to draw the attention of Hon’ble Minister also. The call drop issue has become a very sensitive issue throughout the country. Madam, while talking for 10-15 minutes on the phone, the line is gets disconnected for at least 15-17 times. The service provider may be Vodafone, Airtel, Idea, Reliance and even BSNL and MTNL also.

I want to draw your attention to the fact that the private groups had been asked to pay a fine of Re 1 to the customer for every call drop. Has the government taken any such step to collect or to pay this amount to those customers who are using these telephone lines? How much money actually has been collected for this?

My opinion is that this is a problem – I think whole house will agree with – that has caused tremendous anxiety across the country. Why is the government not taking up the issue on the floor of the House so that we can elaborately discuss it? I would be happy if somebody responds on behalf of the the government. Give us a response on how we are planning to solve the call drop problems which are prevailing in the whole of the country.

Sudip Bandyopadhyay speaks in Lok Sabha on the CBI raid at Delhi CMO

In a federal structure in a democracy how can the office of a Chief Minister be raided by the CBI? Why would the Chief Minister be kept in dark about a raid on the Principal Secretary? What we are saying, Madam is that like Narendra Modi ji, the State governments and Chief Ministers are also elected by public mandate. So each State Government is in their position with public support and according to the constitutional system and procedure. It gives us much pain when we hear that a Chief Minister’s office is being raided, his Principal Secretary is being taken up without intimating the Chief Minister.

Regarding the raiding of files, the Delhi Government is saying that all those files are cricket-oriented files; they are Delhi Cricket Association files. Let it be investigated; let there be a Joint Parliamentary Committee if necessary, that they should investigate all such issues.

Madam, these issues should be discussed on the floor of the House in detail. Once CBI was called ‘Congress Bureau of Investigation’. Now it has become GBI – ‘Gujarat Bureau of Investigation.’ The Joint Director of CBI, Additional Director of CBI,  may kindly be investigated, whether they have been very recently been appointed from the Gujarat cadre of IPS or not. And whether there is any official with the same title as Mr Modi.

So this signifies how the CBI is being misused. Venkiah-ji, you told yesterday how the Prime Minister cannot be condemned because the CBI is an independent body. No, CBI is answerable to the PM. So, they cannot do anything without his knowledge. The CBI’s raid on the offices of a democratically-elected CM is a blot on the federal structure of our democracy.

 

After RS yesterday, TMC raises the issue of CBI raid at Delhi CMO in LS

After Rajya Sabha yesterday, Trinamool Congress led the charge in Lok Sabha against the Centre over CBI raids at the Delhi Chief Minister’s office.

Leader of the party in Lok Sabha, Sudip Bandyopadhyay criticised the CBI in strongest terms, calling the incident a blot on federal structure of the country.

“In a federal structure in a democracy how can the office of a Chief Minister be raided by the CBI?” he asked. In a democracy, the Chief Minister of the States are also elected by the people. It pains me that CBI raided the CMO, Sudip Bandyopadhyay said while adding that the CBI had become GBI (Gujarat Bureau of Investigation).

“The files the CBI searched, it is said, belonged to the DDCA. Let there be a Joint Parliamentary Committee to investigate this,” Sudip Banerjee added.

Delegation of Trinamool MPs meet Union minister of Minority Affairs

A delegation of Trinamool MPs today met the Union minority affairs minister Najma Heptullah to raise various issues regarding the upliftment of the minority communities in Bengal.

Leader of the party in Lok Sabha, Sudip Bandopadhyay and Leader of the party in Rajya Sabha, Derek O’Brien led the delegation.

The delegation included Lok Sabha MPs Saugata Roy, Sisir Adhikari, Dinesh Trivedi, Idrish Ali, Ratna De Nag, Mumtaz Sanghamita, Pratima Mondal, Aparupa Poddar and Rajya Sabha MPs Sukhendu Sekhar Roy, and Nadimul Haque.

The meeting was cordial. The delegation brought the minister up to date with the developmental initiatives taken by West Bengal government for upliftment of minorities. They told the minister that Bengal is the best among states in minority development.

The minister assured that she will visit Bengal soon in the new year.

Trinamool against vindictive politics

Trinamool Congress has always protested against the politics of vindictiveness. Trinamool Chairperson has raised her voice time and again against the vindictive politics practiced by the Centre and the BJP.

On Tuesday, Leader of the party in Lok Sabha, Sudip Bandopadhyay said in Lok Sabha, “For Parliament to function, vindictive attitude of the government towards Opposition must stop. We must ensure Opposition is not targeted by the government. We are united in this stand.”

On Wednesday, Leader of the party in Rajya Sabha, Derek O’Brien said in the House: “We all know our responsibilities. We all want the House to run. But when there is open political vendetta, what do we do. We are against politics of vindictiveness.”

A similar case of political vindictiveness has been reported to the Union Home Minister by Trinamool’s Rajya Sabha MP Nadimul Haque, which concerns his father.

On December 3, 2015, at midnight, few police officers had visited the residence of Shri M W Haque, who is 81 years old and is the Chief Editor of Akbar-e-Mashrique, an Urdu daily newspaper, at Lalitnagar in Delhi.

He was forced to accompany the police officers to the Shakarpur PS where he was unnecessarily and disrespectfully questioned regarding the publishing of news on Akbar-e-Mashrique. The news in question, supplied by the agency, INS India, is about a thug named Kamalesh Tewari who posed as a member of the Hindu Mahasabha and had been arrested by police in Naka for hurting religious sentiments.

The SHO and his subordinate officers of Sakharpur Police Station needlessly harassed and created mental disturbance of Sh. MW Haque.

The incident is yet another instance of the intolerance of BJP. If an 81-year old Chief Editor of an Urdu daily can be hauled up at midnight for publishing an agency-news, that too about a Hindu radical criminal being sent to jail for his offences, it is for sure that the protectors of law and order in the country are being backed by vindictive politics.

Sudip Bandyopadhyay speaks in Lok Sabha during a discussion on the drought situation in the country

Thank you Deputy Speaker Sir.

Last week we discussed the issue of flood in which the matter of drought also came up. I do not want to go into allegations or accusations against the government. Natural calamities are not under anybody’s control; they can hit any part of the country at any time, as it happened in your state, Sir, in Tamil Nadu.

Drought has affected different parts of the country. According to some people fifty percent of the country is affected by drought. The states majorly include Maharashtra, Madhya Pradesh, parts of Karnataka, Odisha, and few districts of West Bengal.

It is our observation and we want to ask the honourable minister also, what is the procedure of assessment of releasing the funds for disasters? NDRF supplies some amount of money to the SDRF. When some natural calamity takes place, these funds are utilised for the people. But when a major disaster takes place, a central team is sent to the State. They coordinate with the officials State government, stay there for few days and ultimately come back to Delhi and ultimately fix an amount which far less from the reality on ground.

I said this on the previous day, and before me the friend from AIADMK was also accusing, that there is a disparity between the total demand for funds and the allotted amount. It is almost 20% of the demand. What is the actual process of allotment? Today our honourable Chief Minister is coming to Delhi. She is supposed to discuss these issues with the honourable Prime Minister.

I said this on the last day and reiterate that the eastern zone of the country – Bengal, Bihar, Jharkhand, Odisha, Assam – has been neglected by successive governments since independence. The eastern zone has been a victim of regional imbalance and financial disparity. West Bengal is worst affected. We feel that Bengal is targeted. A loan of Rs 2.30 lakh crore has come up on the shoulder of the new government and there has been no response from the present Central government for a special package for Bengal.

Flood had affected West Bengal in July; there has been drought in the districts of Bardhaman, West Midnapore, Purulia and Bankura. State government has sent a report to the Centre but no money has been released according to the letter written by the Chief Minister of the State to the Central government. How will common people survive? How will they maintain their livelihood? It is not possible for a state government to take challenge of such a disastrous situation.

Let us give some hope to the common people and farmers. Facility of waiving of bank loans must be provided to people associated with farming. A positive announcement must be made from the House. Repeatedly we have made fervent appeals on several occasions that crop insurance can be one of the major reliefs to those farmers who have suffered heavy losses due to natural calamities.

In Bengal there was a major cyclone called Aila which had a devastating effect. Even storms have ruinous effects at places. It is not possible for a State to tackle all these issues. Central government must rise to the occasion. As they send representatives when disaster takes place, they can send representatives before too. They can make assessment of how many farmers are enrolled with crop insurance or how many of them require waiving of loans.

This is not a question of any allegation or accusation against the Central government. Eight states have been affected by drought. Let us not go into which state is run by which party. All sufferers are Indians. Government must rise to the occasion with a transparent outlook, positive direction and farsightedness. They must come with a positive plan.

There are many schemes of the Centre to give protection to the people during calamities. How many of them are actually implemented? Members raise these issues on the floor of the House with a hope that government will give a positive plan signal. Affected people must feel that a positive plan of action has emerged from the discussion in the Parliament. They want to see that discussions and debates are result-oriented.

We must give some hope to the affected people. The government must give some hope to the affected state governments. The government must make a very positive plan system. After independence Pandit Jawaharlal Nehru introduced the first 5-year Plan; subsequently several 5-year plans were installed to give priority to development in the newly independent country. It was a mark of his farsightedness.

This government must have a very positive vision. I urge the hon. Minister to take up all such issues. I again repeat that it eastern zone of the country is worst affected; other parts of the country are well taken care of. West Bengal is at a juncture facing crisis due to a huge loan. With such a condition, our government is functioning very nicely and working for development.

At this point, the message needs to be sent out to the whole country that a positive discussion took place and we are sending across a positive plan.
