Statement by Sudip Bandyopadhyay, Leader of AITC Parliamentary Party in Lok Sabha

Prime Minister Narendra Modi is accountable and answerable to Parliament. The voice of Opposition is being gagged. Sixteen Opposition parties are speaking in a united voice.

We have given Adjournment Motions from Day 1. We gave our Notice under Rule 56, Congress gave its under Rule 184. From the Government’s side they wanted a discussion under Rule 193.

An understanding was reached that the Opposition will begin a discussion but suddenly a rumour was spread that the Opposition will not let the House run after they speak. So, BJP wants to speak first.

We are ready for a discussion even tomorrow. What is happening is not just unfortunate but disgraceful.

 

 

আমরা কালকেও নোট বাতিল ইস্যুতে আলোচনার জন্য প্রস্তুত: সুদীপ বন্দ্যোপাধ্যায়

লোকসভায় তৃণমূলের সংসদীয় দলনেতা সুদীপ বন্দ্যোপাধ্যায়ের বিবৃতি:

প্রধানমন্ত্রী সংসদের কাছে দায়বদ্ধ। বিরোধী দলগুলির কণ্ঠরোধ করা হচ্ছে। ১৬টি বিরোধী দল এই ইস্যুতে ঐক্যবদ্ধ।

আমরা প্রথম দিন থেকেই মুলতুবি প্রস্তাব আনছি। তৃণমূল ৫৬ নম্বর নিয়ম অনুযায়ী নোটিশ দিয়েছে, কংগ্রেস ১৮৪ নম্বর অনুযায়ী নোটিশ দিয়েছে। সরকারের তরফ থেকে ১৯৩ নম্বর মেনে আলোচনার প্রস্তাব রাখা হয়েছে।

একটি সমঝোতা হয়েছিল যে বিরোধীরা আলোচনা শুরু করবে, কিন্তু, হঠাৎ গুজব ছড়ানো হল যে বিরোধীরা বক্তব্য রাখার পর তাদের তরফে আর কক্ষ চলতে দেওয়া হবে না। সেই জন্য বিজেপি আগে বক্তব্য রাখতে চায়।

আমরা কালকেও আলোচনার জন্য প্রস্তুত আছি। এই পরিস্থিতি খুবই দুর্ভাগ্যজনক ও অনভিপ্রেত।

Trinamool Congress staged a series of protests at the Parliament complex all through the fourth week of the Winter Session to protest against demonetisation.

December 8 was celebrated as Black Day by Opposition parties, being the completion of one month since the decision of demonetisation was announced. Members of Parliament from Trinamool Congress as well as other parties in the Opposition staged a protest at Parliament.

On the first day of the fourth week, December 5, Trinamool Congress staged a protest against demonetisation and its ill-effects at the statue of Mahatma Gandhi inside the Parliament complex.

On Friday, December 9, another protest was staged by Trinamool Congress MPs outside Parliament, who displayed a banner carrying the full list of names of the 93 people who have died so far as a consequence of demonetisation, while waiting in queues outside banks and ATMs.

Inside Parliament, the first day of session during this week, that is, December 5, saw Sudip Bandyopadhyay asking the Speaker of the Lok Sabha to enable the initiation of the discussion on demonetisation as early as possible, asking why the Government is shirking from a discussion time and again.

On December 7, Sukhendu Sekhar Roy in the Rajya Sabha raised a Point of Order regarding a BJP leader from Bengal being caught with lakhs of cash and arms.

On December 8, he asked the Deputy Chairman inside the House that the Rajya Sabha be allowed to mourn the tragic deaths due to demonetisation.

Sukhendu Sekhar Roy raised the issue of mourning the deaths once again on December 9.

Through the week, Congress had given a Notice for discussion under Rule 184 and the Trinamool Congress under Rule 56, while some others wanted it to take place under Rule 193.

On December 9, even a No Rule discussion on demonetisation was agreed upon by the Opposition parties in the Lok Sabha, wherein discussion was to have taken place under no specific rules. The MPs of the treasury benches (ruling coalition), though, refused to relent, disrupting the House repeatedly, preventing the Opposition members from speaking. Ultimately the House had to be adjourned for the day.

Thus, demonetisation was again the focus during the fourth week of the 2016 Winter Session of Parliament, which saw Opposition MPs staging protests against the issue, including the Black Day protest of December 8, and ruling party MPs disrupting the Lok Sabha to prevent a discussion in the Lok Sabha on the same issue.

 

সংসদের চতুর্থ সপ্তাহঃ বিরোধীদের কালা দিবস পালন, শাসক দল বিঘ্নিত করল লোকসভা

সংসদের শীতকালীন অধিবেশনের চতুর্থ সপ্তাহে নোটবাতিলের বিরুদ্ধে সংসদ চত্বরে একগুচ্ছ ধর্না কর্মসূচীতে অংশগ্রহণ করল তৃণমূল কংগ্রেস।

নোটবাতিল ঘোষণার একমাস পুরন হয় ডিসেম্বরের ৮ তারিখ, ওইদিন সমস্ত বিরোধী দলগুলি মিলে কালা দিবস পালন করে। সংসদ চত্বরে তৃণমূল সহ অন্যান্য বিরোধী দলগুলি বিক্ষোভ দেখান।

চতুর্থ সপ্তাহের প্রথম দিন অর্থাৎ ডিসেম্বরের পাঁচ তারিখ গান্ধী মূর্তির পাদদেশে তৃণমূল এই নোটবাতিল ও তাঁর খারাপ প্রভাবের বিরুদ্ধে ধর্না দেয়।

ডিসেম্বরের নয় তারিখ আরেকটি বিক্ষোভ প্রদর্শন করেন তৃণমূল সাংসদদরা সংসদের বাইরে যেখানে তাঁরা একটি প্রতিলিপি প্রদর্শন করেন যেখানে ওই ৯৩ জন ব্যাক্তির নাম রয়েছে যারা এই নোটবাতিল ঘোষণার ফলে ব্যাঙ্ক ও এটিএমের লাইনে দাড়িয়ে জীবন দিয়েছেন।

ডিসেম্বরের পাঁচ তারিখ লোকসভায় সুদীপ বন্দ্যোপাধ্যায় অধ্যক্ষর কাছে নোটবাতিলের ওপর দ্রুত আলোচনার দাবি জানান। সঙ্গে এও জানতে চান শাসক দল কেন এই আলোচনা থেকে পিছিয়ে যাচ্ছে?

ডিসেম্বরের সাত তারিখ রাজ্যসভায় সুখেন্দু শেখর রায় বিজেপি নেতার বহু লক্ষ টাকা নিয়ে ধরা পড়ার ব্যাপারে পয়েন্ট অফ অর্ডার আনেন।

ডিসেম্বরের আট তারিখ তিনি রাজ্য সভায় দাবি জানান এই নোটবাতিলের ফলে যেসকল মানুষ প্রান দিয়েছেন তাদের উদ্দেশ্যে রাজ্যসভায় শোক প্রকাশ করা হোক।

ডিসেম্বরের নয় তারিখেও তিনি রাজ্যসভায় একই দাবি রাখেন।

পুরো সপ্তাহ ধরে কংগ্রেস নোটিশ দেন ১৮৪ নম্বর নিয়মে আলোচনা করার ও তৃণমূল ৫৬ নম্বর নিয়মে ও অন্যান্য দলগুলি ১৯৩ ধারায় নোটিশ দেন আলোচনার জন্য।

ডিসেম্বরের নয় তারিখে কোনও নিয়ম না মেনেই বিরোধীরা আলোচনার জন্য রাজি হন। সরকার পক্ষের সাংসদরা এর বিরোধিতা করেন ও বারংবার সভা উত্তাল করে তোলেন ও বিরোধীদের কথা বলতে বাধা দেন। শেষ অবধি ওইদিনের মত কক্ষ মুলতুবি হয়ে যায়।

সব মিলিয়ে বলা যায়, শীতকালীন অধিবেশনের চতুর্থ সপ্তাহেও মুল কেন্দ্রবিন্দু হয়ে থাকল নোটবাতিল। যেখানে বিরোধীরা ধর্নার পর ধর্না করে গেল, আট তারিখ কালা দিবসও পালন করল ও অন্যদিকে শাসকদল সংসদ চলতে দিল না যার ফলে নোটবাতিল নিয়ে কোনও আলোচনা না হয়।

The third week of the 2016 Winter Session of Parliament saw the major Opposition parties demanding discussions on demonetisation and the presence of the Prime Minister during those debates as well.

Two major incidents were brought to the notice of the Parliament by the Trinamool Congress.

On the last day of the week, December 2, there was a furore in both Houses of Parliament over the issue of the sudden deployment of the Army in 19 places in Bengal, without discussing with the State Government.

In the Rajya Sabha, Sukhendu Sekhar Roy gave a notice under Rule 267 (suspension of business) and raised the issue, which was supported by all Opposition parties.

During the discussion, Derek O’Brien, the Leader of the Party in the Rajya Sabha, raised a Point of Order regarding the placing of selective documents by the Minister regarding the role of the Army.

Sudip Bandyopadhyay, the Leader of the Party in the Lok Sabha, raised the same issue.

A day before, on December 1, Derek O’Brien had demanded an enquiry to be instituted by the Government on the issue of the flight carrying Bengal Chief Minister Mamata Banerjee being denied immediate permission to land at Kolkata Airport, despite the pilot reporting the plane being short on fuel.

Sukhendu Sekhar Roy in the Rajya Sabha had made an important intervention after the Minister’s reply on the issue of the flight snag.

Sudip Bandyopadhyay had taken up the same issue in the Lok Sabha.

Earlier, on November 28, Sudip Bandyopadhyay had demanded the adoption of Adjournment Motion to enable discussion on demonetisation.

The next day, November 29, saw Sudip Bandyopadhyay asking for the clubbing of the discussions on demonetisation and the amendments brought in the Taxation Laws (Second Amendment) Bill, 2016, since the latter is related to demonetisation.

On the same day, Saugata Roy in the Lok Sabha demanded a full-fledged discussion on the Taxation Laws (Second Amendment) Bill, 2016, strongly criticising the Government’s decision to pass the Bill in a hasty manner.

On November 30, Derek O’Brien, demanded the presence of the Prime Minister in the Rajya Sabha during the debate on demonetisation.

Sukhendu Sekhar Roy in the Rajya Sabha gave a Notice under Rule 267, asking the Chairman to enable the House to make obituary references for the army jawans killed in clashes with terrorists in Jammu and Kashmir and for the people who had died as a consequence of the implementation of demonetisation.

In the Lok Sabha, on November 30, Sudip Bandyopadhyay again pressed the Speaker to grant the Opposition’s demand for a discussion on demonetisation, followed by voting.

Later in the day, Derek O’Brien demanded the Prime Minister withdraws his remarks on the Opposition outside Parliament before the debate on demonetisation can begin.

In the Lok Sabha, Sudip Bandyopadhyay repeated his earlier demand of the discussion on demonetisation to be taken up, along with voting.

Thus ended the third week of the 2016 Winter Session, during which the Trinamool Congress once again led the Opposition chorus in Parliament.

 

 

তৃতীয় সপ্তাহেও বিরোধীদের নেতৃত্ব দিল তৃণমূল

 

২০১৬ সালের সংসদের শীতকালীন অধিবেশনের তৃতীয় সপ্তাহেও বিরোধীরা নোটবাতিল নিয়ে আলোচনার দাবিতে ও প্রধানমন্ত্রীর উপস্থিতিতে তর্ক করার দাবীতে সংসদ সরব রাখল।

দুটি বড় দুর্ঘটনা সংসদের নোটিশে আনল তৃণমূল কংগ্রেস।

দোসরা ডিসেম্বর তৃতীয় সপ্তাহের অন্তিম দিনে পশ্চিমবঙ্গ সরকারের সঙ্গে কোনওরকম আলোচনা না করে রাজ্যের ১৯টি স্থানে সেনাবাহিনী মোতায়েন করার জন্য সংসদের উভয় কক্ষই উত্তাল রাখেন বিরধিরা।

২৬৭ নম্বর নিয়ম অনুযায়ী রাজ্যসভায় নোটিশ দেন রাজ্যসভার সাংসদ সুখেন্দু শেখর রায়, যা সকল বিরোধীদল সমর্থন করেন।

আলোচনা চলাকালীন রাজ্যসভায় ত্রিনমুলের দলনেতা ডেরেক ও ব্রায়েন পয়েন্ট অফ অর্ডার ঘোষণা করেন যেখানে তিনি উল্লেখ করেন, সেনা মোতায়েন নিয়ে কেন্দ্রীয় মন্ত্রী কিছু বাছাই করা নথি পেশ করেছেন সংসদে।

লোকসভার দলনেতা সুদীপ বন্দ্যোপাধ্যায়ও একই ব্যাপারে কথা তোলেন।

তার আগের দিন ডেরেক ও ব্রায়েন দাবি তোলেন মাননীয়া মুখ্যমন্ত্রী মমতা বান্দ্যপাধ্যায়ের বিমানচালক জ্বালানি কম থাকার কারনে বারবার বিমানবন্দরকে অনুরধ করা সত্তেও কেন তার বিমানকে নামতে দেওয়া হয়নি, সেই ব্যাপারে সরকার যাতে অনুসন্ধান করেন।

কেন্দ্রীয় মন্ত্রী এই ব্যাপারে উত্তর দেওয়ার পর সুখেন্দু শেখর রায় একটি খুব মুল্যবান কথা বলেন।

সুদীপ বন্দ্যোপাধ্যায়ও একই ব্যাপারে কথা তোলেন।

২৮সে নভেম্বর সুদীপ বন্দ্যোপাধ্যায় মুলতুবি প্রস্তাব আনেন ও নোটবাতিলের ব্যাপারে আলোচনার দাবি জানান।

তার পরের দিন, ২৯সে নভেম্বর সুদীপ বন্দ্যোপাধ্যায় নোট বাতিল ও আয়করের দ্বিতীয় সংশোধনী আইনের ব্যাপারে আলোচনার দাবি করেন কারন ওই দুটি বিষয় একে অপরের সঙ্গে জড়িত।

ওইদিনেই লোকসভায় সৌগত রায় হঠকারী ভাবে সংসধনি আইন পাস করানোর তিব্র নিন্দা করেন ও বিস্তারিত আলোচনার দাবি জানান।

৩০সে নভেম্বর ডেরেক ও ব্রায়েন প্রধানমন্ত্রীর উপস্থিতিতে নোটবাতিলের অপর তর্কের দাবি তোলেন।

২৬৭ নম্বর নিয়ম মেনে রাজ্য সভায় সুখেন্দু শেখর রায়, রাজ্যসভার চেয়ারম্যানকে অনুরোধ করেন কাশ্মিরে নিহত সেনাদের সঙ্গে সঙ্গে নোটবাতিলের ফলে যারা মারা গেছেন তাদেরকেও শ্রধধা জানাতে।

৩০সে নভেম্বর লোকসভায় সুদীপ বন্দ্যোপাধ্যায় আবারও অধ্যক্ষকে দাবি জানান, নোটবাতিলের ওপর আলোচনা ও তারপর ভোটের।

ওইদিনই ডেরেক ও ব্রায়েন দাবি করেন নোট বাতিলের ওপর আলোচনা শুরু করার আগে প্রধানমন্ত্রীকে ক্ষমা চাইতে হবে সংসদের বাইরে করা বিরোধীদের ব্যাপারে তাঁর কতুক্তি নিয়ে।

লোকসভায় সুদীপ বন্দ্যোপাধ্যায় সেই একই দাবি তোলেন, নোটবাতিলের ওপর আলোচনা ও তারপর ভোটের।

এভাবেই ২০১৬ সালের সংসদের শীতকালীন অধিবেশনের তৃতীয় সপ্তাহ সেশ হল যেখানে বিরোধীদের সকলকে নেতৃত্ব দিল তৃনমূল।

Madam, yesterday, in the afternoon, suddenly, it was observed in Bengal that the Army has taken over most of the toll plazas in the city of Kolkata and other districts in the Statel. When the Hon’ble Chief Minister of Bengal enquired, she found out that no permission has been sought from the Secretariat of Bengal Government.

Madam, Nabanna, the State Secretariat is located next to a toll plaza. Just adjacent to the toll plaza, army was deployed apart from 19 places of the State. When clarifications were sought, they said that it is a routine programme.

If such operation is to be be made, there must be ministry to ministry communication. The Defense Ministry will tell the State Government and they will come to the rescue. It is a fantastic situation going on. The Army authorities have declared today in the morning that they are making their routine exercise in Manipur, Assam, Arunachal, Nagaland, Meghalaya, Tripura, Mizoram and Bengal, all the north-eastern states. Don’t they have the idea that Bengal does not fall in the jurisdiction of the north-eastern states.

Madam, what I want to say is that the people of this country have the highest faith in the Army. They fight for the country, they give their lives for the country, why are they being used for this purpose? They are collecting tolls at some places; the video is with us. I handed over a pendrive yesterday to Hon’ble President of India, I reported to him also, Mamata Banerjee has stayed put in her chamber in Nabanna and is still there. We would ask Hon’ble Minister to withdraw the Army immediately and if any such exercise is to be undertaken, then government to government negotiation must take place; only then the decision must be taken. Otherwise it will be difficult for the ministry to convince us, and we will take it that the motivation behind is that the federal structure is going to be challenged.

The black money holders are very happy. They are not being touched. A ratio has been fixed up. 50-50. 50 is yours, 50 is with us. So this is the situation going on. We are actually interested t o see that black money holders are properly punished. Firm measures need to be taken. But, what is happening? common people are suffering a lot. They must be given relief.

I have told the other day also, Madam, we simply want discussion with voting. Time is running out and we need to make a beginning somewhere; this burning issue needs to be debated with all priority.  

In addition Madam, one issue, Rahul Gandhi’s mobile was hacked, telephone system too. That is to be also taken with priority. The manner in which the telephones of leaders are hacked and nasty statements are posted is alarming. The government must rise to the occasion and take care of it.

Madam, our target and our aim is to see that the House runs smoothly. We want the House to run, so the ruling party has a role to play. My submission to the ruling party and also to the Government is that we must try to find a way out to ensure that the House runs smoothly and a discussion takes place on the floor. The Prime Minister must reply so that a healthy debate takes place.

Madam, today in Kolkata, Mamata Banerjee has now started a rally with more than 5 lakh people. Madam, what is the Parliament for if we don’t discuss people’s sufferings on the floor of the House? If people are not aware what the Government is thinking, and if the Prime Minister is not addressing the House, then what will they feel about the Parliament?

Madam, the sufferings of the common people have skyrocketed; there is nobody to give them relief. The government must do something so that they can get relief. This is something for which Mamata Banerjee has been fighting since the beginning, for the poor people. We support any move to recover black money. Let black money be recovered but in a systematic way.

The whole situation has become very serious due the hasty decision. The government should have held discussions. Let Rs 500 notes be allowed to be used for a few months. This is our party’s decision, we are trying to stick to it. Let the Adjournment Motion be adopted and let the discussion start.

Madam, first of all you should thank the Indian National Congress because they have withdrawn their placards, which you requested for in your chamber. We should not always be criticised. We should also extend thanks to the main opposition party because they acceded to your request in the meeting.

Secondly, Madam, our party too has been protesting against black money; if you remember, we entered the House wearing black shawls demanding the recovering of black money from abroad. It stalled the House and you directed that the shawls be withdrawn and accordingly we did so.

Madam, when the Prime Minister came here today, I wanted to make a request to him that you are not only the Prime Minister of a particular party, you are also the leader of the House. Madam, we have approached you with the request to let the discussion take place under Adjournment Motion; this is the demand of most of the MPs from the Opposition.

Even today, Madam, near about 300 MPs from both the Houses sat for a sit-in demonstration in front of Gandhi ji’s statue. So what is the harm in starting the discussion? We will give our observation; we can start the discussion just now. With a brute majority, they will win it if it comes to voting; if it doesn’t come to voting, it is another thing.

But I will fervently request you to sit in discussion with the Government and to see that the debate starts from tomorrow under Adjournment Motion under Rule 56.

In conversation with Sudip Bandyopadhyay, Leader of the party in Lok Sabha

1. Trinamool have been in the forefront of the movement against demonetisation. How did Mamata Banerjee react so correctly and so fast after the announcement?

Sudip Bandyopadhyay: The moment you are asking me this question, I am watching the results of three bypolls in Bengal. What a massive victory. She enjoys the support of the people. I believe, Mamata Banerjee is the only leader in the whole country who can gauge the pulse of the people.

Mamata Banerjee was the first person to raise her voice against the draconian decision of demonetisation. And now, as we can see, several Opposition parties have come together to protest on this matter of national importance.

2. More than a dozen parties are in a dharna tomorrow at Gandhi statue outside Parliament. What is the objective?

Sudip Bandyopadhyay: We want to expose the government. In the name of a good cause (curbing the use of black money) they have hastily and shoddily implemented the demonetisation of 500 and 1000 rupees notes.

The downtrodden people of the society – the farmers, the labourers, tea garden workers, jute mill workers among others – are suffering. The common people have been severely affected. It is unimaginable. People are forced to stand in queues to collect their own money from banks and ATMs.

3. You spoke in Lok Sabha today. Please update us what happened in the Lower House.

Sudip Bandyopadhyay: I categorically demanded to know why the government is not ready for a discussion on demonetisation under adjournment motion. I requested the Hon. Speaker to rise to the occasion. Even the MPs of AIADMK supported the demand for discussion under adjournment motion.

There is unequivocal support for the adjournment motion. This is on record on the floor of the House. Normally the support of 50 MPs is required for an adjournment motion. Right now, almost double the number of MPs want a discussion under adjournment motion. I fail to understand why it is not being allowed. In my long experience as a lawmaker, I have never seen this kind of a situation.

4. With due respect to the Constitutional position of Lok Sabha Speaker, we have observed that the Lok Sabha Speaker normally does not like to adjourn the House even if people are in the well. This time we noticed she is adjourning the House quite easily. Why do you think so?

Sudip Bandyopadhyay: The impression we have gathered is that the government is building pressure on the Speaker. They have a positive role to play in the House, which they have failed to do. When people are suffering and many lives have been lost, it is incumbent on the Parliament to hold a discussion. It is the responsibility of the government to see that the House runs properly.

In this situation, only Mamata Banerjee’s movement is showing us a ray of hope.

Today several Opposition leaders met and decided to hold joint protests tomorrow near the Gandhi statue outside Parliament. Our leader and Hon. Chief Minister of Bengal, Mamata Banerjee has extended her full support to these protests.

5. One last question. Opposition parties are joining the protests tomorrow. What is the message do you want to give through these protests?

Sudip Bandyopadhyay: The government must have a much broader outlook while dealing with demonetisation. We believe sustained protests will bring results. Tomorrow is just a beginning. The instruction from our leader Mamata Banerjee is that whichever political party sends us a proposal to launch a movement against demonetisation, Trinamool Congress will try to stand by them and extend all possible help and support.

Trinamool today stepped up the pressure against the Centre on the issue of demonetisation. Party MPs from both the Houses assembled near the Gandhi statue outside Parliament to do a dharna highlighting the suffering of common people due to demonetisation.

In Lok Sabha, Leader of the party in Lower House, Sudip Bandyopadhyay submitted an Adjournment Motion and sought an immediate discussion on the issue.

“We want to categorically state that we are all against Black Money and should fight against it together. We feel that ban on Rs 500 & Rs 1000 notes has caused tremendous difficulties to the poor  & common people. Let this decision be withdrawn temporarily to chalk out a final plan,” he said.

In Rajya Sabha, Trinamool submitted a Notice under Rule 168 seeking voting along with discussion on demonetisation. Leader of the party in Rajya Sabha, Derek O’Brien said, “We are ready for a discussion, even if the Prime Minister is not here, but we want voting”.

মানুষের হয়রানির প্রতিবাদে কেন্দ্রের ওপর চাপ বাড়াতে সংসদের বাইরে গান্ধী মূর্তির পাদদেশে তৃণমূল সাংসদরা জমায়েত হয়ে ধর্ণা দেন।

লোকসভায় তৃণমূলের দলনেতা সুদীপ বন্দ্যোপাধ্যায় মুলতুবি প্রস্তাব এনে নোট বাতিলের ওপর আলোচনার দাবি জানান।

তিনি বলেন “আমরা দৃঢ়তার সঙ্গে জানিয়েছি আমরা সকলে কালো টাকার বিরোধী, সবাইকে এর বিরুদ্ধে একজোট হয়ে লড়তে হবে।  কিন্তু ৫০০ ও ১০০০ টাকার নোট বাতিল হওয়ার ফলে মানুষকে চূড়ান্ত দুর্ভোগের মধ্যে পড়তে হচ্ছে। আপাতত এই সিদ্ধান্ত বাতিল করে সঠিক পরিকল্পনা করে তবেই সিদ্ধান্ত কার্যকর করা হোক।”

আলোচনার পাশাপাশি রাজ্যসভাতে নোট বাতিল ইস্যুতে ১৬৮ নম্বর নিয়ম অনুসারে ভোটের দাবি জানান রাজ্যসভায় তৃণমূলের দলনেতা ডেরেক ও ব্রায়েন। তিনি বলেন যে তৃণমূল আলোচনায় রাজি কিন্তু শেষে ভোটাভুটি চাই।

Bengal Government will set up a committee to prepare a comprehensive plan for the development of Posta in Burrabazar, Chief Minister Mamata Banerjee announced on Monday. She said this while inaugurating a Jagadhatri Puja function organised by Posta traders on Monday evening.

The committee will include the Kolkata Mayor, Trinamool MP Sudip Bandopadhyay, the commissioner of Kolkata Municipal Corporation (KMC), Kolkata’s Commissioner of Police, local MLA and 10 traders who will be selected by the local trading community. The committee will meet to prepare the master plan and submit a report within three months.

“You sit and discuss the issues and come up with a master plan to carry out comprehensive development of Burrabazar,” she said, adding “there should be proper parking places and amenities for the workers”.

She said lorries are parked in the narrow lanes and by-lanes making it difficult for other vehicles and pedestrians to enter the area. “These problems need to be addressed and only a proper planning can accomplish this,” she pointed out. “It is the place where you do business and so you need to put in efforts to beautify the area,” she added.

“There are many old buildings which have not been repaired for several years. KMC has declared them dangerous and dilapidated and given notices to the owners. But despite that people continue to reside in them, risking their lives. The owners and the tenants should sit together to resolve the matter,” she maintained.

সোমবার পোস্তায় জগদ্ধাত্রী পুজোর উদ্বোধন করতে গিয়ে মমতা বন্দ্যোপাধ্যায় বলেন, কাজ করজে আমাদের কেউ রুখতে পারবে না। কাজ নিয়ে আমি কারও সঙ্গে আপস করব না। ভিড়ে ঠাসা পোস্তায় জগদ্ধাত্রী পুজোর অনুষ্ঠানের মঞ্চে দাঁড়িয়ে মমতা বন্দ্যোপাধ্যায় বলেন, পোস্তাকে ঢেলে সাজাতে হবে। পোস্তার উন্নয়ন করতে হবে। এদিন তিনি ১০ জনের একটি কমিটি গঠন করার কথা ঘোষণা করেন।

মঞ্চে দাঁড়িয়ে মমতা বন্দ্যোপাধ্যায় এদিন ট্রেডার্স অ্যাসোসিয়েশনের কর্তাদের উদ্দেশ্যে বলেন, আপনারা কাদের কমিটিতে রাখবেন, তাদের নাম পাঠান। নগরপাল রাজীব কুমারের কাছে নামের তালিকা জমা দিতে হবে।

মুখ্যমন্ত্রী বলেন, আলোচনার সময় কোনও ঝড়গাঝাটি যেন না হয়। ভিন্ন প্রস্তাব থাকতেই পারে। মাথায় রাখতে হবে পোস্তাকে আমরা আরও ভালো করব। পোস্তায় বড় মার্কেটের প্রয়োজন। আপনারা যদি সহযোগিতা করেন, তা হলেই এ কাজ সম্ভব। সরকার আপনাদের পাশে আছে। আপনারা সবসময় আমাদের সাহায্য করেন। যখন আলুর দাম বাড়ে, তখন আপনাদের সঙ্গে আমরা আলোচনা করি।

তিনি আরও বলেন, তিন মাসের মধ্যে কমিটি করতে হবে। ট্রেডার্স অ্যাসোসিয়েশনের সদস্যদের উদ্দেশ্যে মমতা বন্দ্যোপাধ্যায় বলেন, কাজ দ্রুত আরম্ভ করুন। সম্প্রতি অঙ্গ প্রতিস্থাপনের সময় যে গ্রিন করিডর তৈরি করা হয়েছিল, সে ব্যাপারে মুখ্যমন্ত্রী স্বাস্থ্যদপ্তরের কাজের প্রশংসা করেন। গোটা পোস্তা জুড়ে মোট ৪৫টি সি সি ক্যামেরা বসানো হচ্ছে।
