In a move expected to draw much appreciation, the State Government has decided to make available aromatic varieties of rice like Gobindobhog and Tulaipanji at prices 20 to 25 per cent less than the market rates at selected stalls across Bengal.

The special price rice would initially be available at the Sufal Bangla stalls, which are run by the State Government, and later from the various public distribution scheme (PDS) outlets, better known as ration shops.

The service is expected to begin soon after this year’s Durga Puja or some time early next year.

Gobindobhog is grown in certain areas of Purba Bardhaman district while Tulaipanji is grown in certain areas of Uttar and Dakshin Dinajpur districts.

The Bengal Government had applied for and was successful in getting geographical indication (GI) tags for both types of rice at the initiative of Chief Minister Mamata Banerjee.

 

মুখ্যমন্ত্রীর উদ্যোগে কম দামে তুলাইপঞ্জি ও গোবিন্দভোগ

রসনাপ্রিয় বাঙালির জন্য সুখবর। বাংলার দুই সেরা সুগন্ধী চাল গোবিন্দভোগ ও তুলাইপঞ্জি সস্তায় সাধারন মানুষের হাতে তুলে দেবে রাজ্য সরকার। এবছরে পুজোর পর বা আগামী বছরের শুরুতে বাজারদরের অন্তত ২০ থেকে ২৫ শতাংশ কম দামে রাজ্যের বিভিন্ন স্টলে বিক্রী করা হবে এই চাল। প্রথমে সুফল বাংলার স্টল ও পড়ে রেশন দোকান মারফত বিক্রী করা হবে এই চাল।

মুখ্যমন্ত্রী উদ্যোগ নেওয়ার পর কৃষি বিজ্ঞানী ও আধিকারিকদের কাছ থেকে ফলন বাড়ানো ও আনুসাঙ্গিক প্রক্রিয়া নিয়ে আলোচনা করেছেন রাজ্যের কৃষিমন্ত্রী।
তুলাইপঞ্জি মূলত উত্তর দিনাজপুরের রায়গঞ্জ মহকুমা ও দক্ষিণ দিনাজপুরের একটি অংশে উৎপাদিত হয়। উত্তরবঙ্গের আরও কিছু এলাকায় এই চালের উৎপাদন করা যেতে পারে বলে কৃষি বিজ্ঞানীদের মতে। সেক্ষেত্রে ফলন অনেকটাই বাড়বে।

তেমনই গোবিন্দভোগ চাল মূলত পূর্ব বর্ধমানের রায়না-১ ও ২ নম্বর ব্লক ও খণ্ডকোষে খুব ভালো উৎপাদন হয়। এই পূর্ব বর্ধমান জেলারই আউশগ্রাম, মন্তেশ্বর, জামালপুর ছাড়িয়ে অনেকটা দূর পর্যন্ত এই চাল ফলন করা যেতে পারে বলে মনে করেন বিজ্ঞানীরা। এছাড়া, হুগলী, নদীয়া, বীরভূম, দুই ২৪ পরগনা, হাওড়াও এই চাল উৎপাদনের জন্য উপযোগী বলে মনে করছেন তারা। বাঁকুড়া, পুরুলিয়াতেও চাল তৈরীর প্রক্রিয়া চলছে।

প্রসঙ্গত, এই দুই চালের পেটেন্ট নিয়ে রেখেছে রাজ্য সরকার।

The State Government has chalked out an elaborate plan to increase power generation with a focus on ‘sustainable power’. This is in addition to taking steps to increase production of conventional forms of energy. The plan has been made keeping in mind the expected power requirement in 2025.

Besides solar power, other sustainable forms of energy for generation of electricity like biomass, wind and tidal power are also being looked into.

This was announced by the Power and Non-Conventional Energy Minister during the presentation of the Department’s budget in the Assembly recently.

He said power generation has already considerably increased over the past six years and measures were being taken to increase it further.

In terms of generation of energy from non-conventional sources, from 1.2 megawatts (MW) in 2011, solar power generation has increased to 53.216 MW at present, while generation of biomass power has increased from 1.59 MW to 13.29 MW during the same period.

The Power Department is setting up solar panels in 1,000 schools and other educational institutions. The panels have already been installed in 673 schools, 21 colleges and five universities so far, according to the minister. By the end of March, solar panels would be installed in the remaining 327 schools. After the first 1,000 schools, another 1,000 will be identified for setting up the panels in the next financial year.

Work has also started on the setting up of floating solar panels in large water bodies within the premises of thermal power generating stations. They will come up in Sagardighi, Santaldihi and Bakreswar.

At the same time, a survey is going on in Sagar Island to develop a wind power generation plant.

In the area of conventional energy, it may be mentioned that a 1,000-MW pumped storage project is coming up at Turga in Purulia district at a cost of Rs 4,800.69 crore. Two power generation plants are coming up – one of 660 MW and a hydel power project of 371 MW — in Sagardighi. Another 200 MW plant is also coming up.

 

 

লক্ষ্য ২০২৫ – বিদ্যুৎ উৎপাদন বাড়ানোর উদ্যোগ রাজ্যের

২০২৫ সালে রাজ্যে বিদ্যুতের চাহিদা কত হতে পারে তার আনুমানিক হিসাব করে, চাহিদা মেটানোর জন্য বিদ্যুত উৎপাদন বাড়ানোর উদ্যোগ নিল রাজ্য সরকার।
চিরাচরিত শক্তির পাশাপাশি অচিরাচরিত শক্তি উৎপাদনেও জোর দেবে রাজ্য।

এবছরের বিদ্যুৎ দপ্তরের বাজেট পেশ করার সময় বিদ্যুৎমন্ত্রী বলেন, গত ৬ বছরে বিদ্যুৎ উৎপাদন অনেকটাই বেড়েছে; ভবিষ্যতে আরও যাতে বাড়ে, তার জন্য যথেষ্ট পদক্ষেপ নেওয়া হয়েছে।

প্রসঙ্গত, পুরুলিয়া জেলার তুর্গায় একটি ১০০০ মেগা ওয়াট পাম্প স্টোরেজ জলবিদ্যুৎ প্রকল্প তৈরী করা হচ্ছে ৪৮০০.৬৯ কোটি টাকা ব্যয়ে। পাশাপাশি, আরেকটি ৬৬০ মেগা ওয়াট বিদ্যুৎ কেন্দ্র তৈরী হচ্ছে সাগরদিঘিতে। ৩৭১ মেগা ওয়াট জলবিদ্যুৎ প্রকল্পও হচ্ছে সেখানে। আরও ২০০ মেগা ওয়াট বিদ্যুৎ উৎপাদন কেন্দ্রও খুব শীঘ্রই তৈরী হবে।

২০১১ সালে আনুমানিক ১.২ মেগা ওয়াট সৌর বিদ্যুৎ তৈরী হত রাজ্যে। আজ সেই উৎপাদন দাঁড়িয়েছে ৫৩.২১৬ মেগা ওয়াটে। তেমনই ২০১১ সালে বায়োমাস শক্তি উৎপাদন হত ১.৫৯ মেগা ওয়াট। যা ছয় বছরে বেড়ে হয়েছে ১৩.২৯ মেগা ওয়াট।

স্কুল ও অন্যান্য শিক্ষা প্রতিষ্ঠানে সোলার প্যানেল স্থাপন করেছে বিদ্যুৎ দপ্তর। এখনও পর্যন্ত ১০০০ স্কুলকে চিহ্নিত করা হয়েছে এই প্রকল্পের জন্য। এখনও পর্যন্ত ৬৭৩টি স্কুল, ২১টি কলেজ, ৫টি বিশ্ববিদ্যালয়ে এই প্যানেল বসানো হয়েছে। মার্চের মধ্যে বাকি ৩২৭টি স্কুলে প্যানেল বসানো সম্পূর্ণ হয়ে যাবে। এই কাজ শেষ হলে আরও ১০০০ স্কুলকে চিহ্নিত করা হবে। আগামী বছরের মধ্যে সেগুলিতেও প্যানেল বসানোর কাজ শেষ হয়ে যাবে।

এছাড়াও, বড় তাপবিদ্যুৎ কেন্দ্রের অন্তর্গত জলাশয়ে ফ্লোটিং সোলার প্যানেল বসানোর কাজ শুরু হয়েছে। সাগরদিঘি, সাঁওতালডিহি ও বক্রেশ্বরে এই প্রকল্প শুরু হয়েছে।সাগর দ্বীপে বায়ু শক্তি উৎপাদনের জন্য সমীক্ষা চালানো হচ্ছে।

The state government has decided to set up 200 pulse processing mills in Nadia and Murshidabad. The government had provided seeds including that of pulses to farmers in the region to undertake alternate farming after an outbreak of wheat blast.

Now, production of pulses in Nadia and Murshidabad has gone up and the necessity of setting up mills to process the same was felt. It will be of great help for farmers economically as well as they do not have to invest much for transportation of their yield to get the same processed.

It may be mentioned, in 2016-17, the production of pulses was 3.36 lakh metric tonnes, which is almost double of 1.76 lakh metric tonnes in 2010-11.

 

নদীয়া ও মুর্শিদাবাদে তৈরী হবে ২০০টি ডাল প্রক্রিয়াকরণ কেন্দ্র

রাজ্য সরকার নদীয়া ও মুর্শিদাবাদে ২০০টি ডাল প্রক্রিয়াকরণ কেন্দ্র তৈরী করার সিদ্ধান্ত নিয়েছে। এই দুই জেলায় হুইট ব্লাস্টের ফলে ক্ষতিগ্রস্ত কৃষকদের বিকল্প চাষে উৎসাহিত করতে ইতিমধ্যেই রাজ্য সরকার ডাল ও অন্যান্য ফসলের বীজ বিতরণ করেছে।

এখন নদীয়া ও মুর্শিদাবাদে ডালের উৎপাদন খুব বেড়েছে, তাই প্রক্রিয়াকরণ কেন্দ্র নির্মাণের প্রয়োজন দেখা দিয়েছে।

এই প্রক্রিয়াকরণ কেন্দ্র তৈরী হলে কৃষকরা অর্থনৈতিক ভাবে উপকৃত হবেন, কারন এতে তাদের উৎপাদন করা ডাল নিয়ে অন্য জেলায় যাতায়াত করতে হবে না। এর ফলে বাড়বে লাভ।

উল্লেখ্য, ২০১৬-১৭ সালে ৩.৩৬ লক্ষ টন ডালের উৎপাদন হয়েছে, যা ২০১০-১১ সালে ছিল ১.৭৬ লক্ষ টন।

The state government has developed software for data analysis to identify the level of vulnerability of vector-borne diseases in an area.

This comes at the time when the state government has also prepared an action plan to control the same.

Chief Minister Mamata Banerjee held a health review meeting in the state Assembly recently in which ministers and senior officials of all the concerned departments and civic bodies were present.

Minister of State for health, said after the meeting: “For the first time a manual State Vector-Borne Disease Control and Seasonal Influenza Plan 2018 has been released. The book contains details on proper coordination among all the concerned departments that need to work together to check the spread of such diseases.”

It may be mentioned that the Chief Minister has held several health review meetings and the state government has begun to monitor and work in tandem from January onwards to check vector-borne diseases this year. She has already held meetings in these regard with all the concerned officials and has given all the necessary directions in this connection.

Health workers are busy doing door-to-door campaigns and collecting information on the health of each and every citizen. This data will be analysed using the software to ascertain which area is more vulnerable to the outbreak of vector-borne diseases. This new concept of “dynamic monitoring” will help to reduce the number of cases of vector-borne diseases in the state.

The Bengal government has also decided to introduce nine more Elisa machines that will be in use in central laboratories. Moreover, authorities of private pathological laboratories have also been directed to inform the local civic body if they find any person suffering from vector-borne diseases.

 

মশা তাড়াতে নিয়মিত নজরদারি

ডেঙ্গি , ম্যালেরিয়ার মোকাবিলায় , মশার বংশ শেষ করতে নীল নকশা তৈরি করল স্বাস্থ্য দন্তর৷

কোথায় মশার প্রভাব বাড়ছে , কোথায় জ্বর বেশি হচ্ছে , তা নিয়ে নজরদারি চালাতে তথ্য প্রযুক্তি নির্ভর ‘ডায়নামিক মনিটরিং ’ ব্যবস্থার সাহায্য নেওয়া হবে৷ ডেঙ্গি আক্রান্ত কেউ বেসরকারি নার্সিংহোম বা হাসপাতালে ভর্তি হলে অথবা কোনও বেসরকারি পরীক্ষাগারে রক্তের নমুনায় ডেঙ্গির জীবাণু মিললেই মনিটরিং ব্যবস্থার মাধ্যমে সে খবর পাবে স্বাস্থ্য দন্তর৷

মনিটরিং বা নজরদারি হবে কী ভাবে?

রাজ্য সরকারের সিদ্ধান্ত , এবার থেকে পুরসভা ও পঞ্চায়েতের স্বাস্থ্য কর্মীরা ১৫ দিন অন্তর অন্তত পাঁচবার বাড়ি বাড়ি গিয়ে খোঁজ নেবেন — মশার উৎপাত সেখানে কতটা, জ্বর বা অন্য অসুখে বাড়ির কেউ ভুগছেন কি না ইত্যাদি৷ ফিরে এসে সেই তথ্যই রিপোর্টের আকারে জমা দেবেন তাঁরা৷

সংশ্লিষ্ট পুরসভা বা পঞ্চায়েত সফটওয়্যারে সেই ডাটা এন্ট্রি করবে৷ যার মাধ্যমে জেলাশাসক ও স্বাস্থ্য দন্তরের কর্তারা অফিসে বসেই কেন্দ্রীয় ভাবে নজরদারি চালাতে পারবেন৷ ফলে কোনও এলাকায় মশা বাহিত রোগ বাড়লে , তখনই তা চিহ্নিত করে ব্যবস্থা নেওয়া সম্ভব হবে৷

এর জন্য প্রত্যেক জেলাশাসকের নেতৃত্বে একটি করে মনিটরিং সেল গঠন হয়েছে৷ এই সেলে থাকছেন জেলার সিএমওএইচ, জনস্বাস্থ্য কারিগরি, পূর্ত, পঞ্চায়েত ও পুরসভার প্রতিনিধিরা৷

নতুন ন’টি পুরসভায় ডেঙ্গি চিহ্নিতকরণে অ্যালাইজা টেস্টের ব্যবস্থাও করা হচ্ছে৷ এই পুরসভাগুলি হল — খড়দহ , কাঁচরাপাড়া , নৈহাটি , বাঁবেড়িয়া , বৈদ্যবাটি , ডোমকল , ধুলিয়ান , ওল্ড মালদহ ও শিলিগুড়ি৷ বর্তমানে কলকাতা -সহ আরও ৩২টি জায়গায় ডেঙ্গি নির্ধারণের জন্য সরকারি পরীক্ষাগারে রক্ত পরীক্ষার সুযোগ আছে৷

বিধানসভা ভবনে ডেঙ্গি মোকাবিলায় ডাকা এক উচ্চ -পর্যায়ের বৈঠকে গোটা নকশাটি প্রকাশ করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ স্বাস্থ্য দপ্তরের আধিকারিকদের উদ্দেশ্যে তিনি বলেন , ‘ডেঙ্গি সহ মশা -বাহিত রোগ নিয়ে আরও গবেষণা প্রয়োজন৷ কারণ প্রতিদিনই মশার চরিত্র বদল হচ্ছে৷ আগে ডেং ১ ও ৩ জাতীয় জীবাণু পাওয়া যেত৷ এখন ডেং ২ ও ৪ জাতীয় ভাইরাসও পাওয়া যাচ্ছে৷ এদের মারণ ক্ষমতা অনেক বেশি৷’

The Backward Classes Welfare (BCW) department will float the tender for 10 lakh bicycles which will be distributed among the students of Class IX of state-run, aided and sponsored schools under the Sabuj Sathi project.
The state government has so far distributed 60 lakh bicycles, the highest by any state government in the country.
The decision to distribute bicycles among students of Classes IX, X, XI and XII were announced by the state Finance minister Amit Mitra in his Budget speech in 2015. The Chief Minister distributed the first batch of bicycles among the students at a function at Gopiballavpur Block II in West Midnapore on October 29, 2015.
The BCW department has given training to over 3,000 unemployed SC and ST youths to repair bicycles in a bid to make them self-reliant. The cycles that are being given will be maintained by the state government for one whole year free of cost.

 

সবুজসাথীর জন্য আরও ১০ লক্ষ সাইকেল কিনবে রাজ্য সরকার

অনগ্রসর শ্রেণী কল্যাণ দপ্তর সবুজসাথী প্রকল্পের জন্য আরও ১০ লক্ষ সাইকেলের টেন্ডার প্রক্রিয়া শুরু করতে চলেছে। এই সাইকেল রাজ্য সরকার পরিচালিত, অনুদানপ্রাপ্ত ও স্পন্সর্ড স্কুলগুলির নবম শ্রেণীর পড়ুয়াদের বিলি করা হবে।
এখনও পর্যন্ত এই প্রকল্পের অধীনে ৬০ লক্ষ সাইকেল বিলি করা হয়েছে, যা দেশে সর্বাধিক। যে সাইকেল পড়ুয়াদের দেওয়া হয়, সেগুলির প্রথম এক বছরের রক্ষণাবেক্ষণের দায়িত্ব সরকারের।
২০১৫ সালের বাজেট বক্তৃতায় রাজ্যের অর্থমন্ত্রী সবুজসাথী প্রকল্পের কথা ঘোষণা করেন। ২০১৫ সালের ২৯শে অক্টোবর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় স্বয়ং এই প্রকল্পের শুভ সূচনা করেন পশ্চিম মেদিনীপুরের গোপীবল্লভপুর ২ ব্লকে।
উল্লেখ্য, তফসিলি জাতি ও উপজাতির ৩০০০ বেকার মানুষকে সাইকেল সারানোর প্রশিক্ষণ দিয়েছে অনগ্রসর শ্রেণী কল্যাণ দপ্তর, তাদের স্বনির্ভর করার লক্ষ্যে।

Bantala Leather Complex is going to have a renaissance in job generation in the next two years. With five lakh people already working in the complex, the state’s plan is to double the number in the next two years, state finance and industry minister Amit Mitra said on Monday.

Addressing the inauguration of 23rd India International Leather Fair (IILF), Mr Mitra said keeping an eye on job generation in the state, the state government is going whole hog to make the Bantala leather industry a major hunting ground for job seekers.

In this connection, the state government is making all out efforts to develop its infrastructure to double the number of workforce in the next two years. “It has to be kept in mind that about 55 percent of leather goods worth of Rs 7000 crore are exported from the state.

With the demands of the industry growing over the years, the job generation will be doubled in the next two years,” Mitra said. To underscore the industry’s booming state, state industries minister said leather exports from the state alone is 1 billion out of 8.25 billion.

In this context, Dr Mitra said, “The state has taken ambitious projects for infrastructure development on war footing to make Bantala leather industry environment-friendly.” “For that four effluent treatment plants are being set up at Bantala leather city.

Of which two are already under tendering process. To top it all, an effluent treatment transport system is also being put in place for quick disposal of hazardous wastes”, the minister said.

Dwelling on the infrastructure development further, Dr Mitra said, “We have built a Technical Training service centre at an investment of Rs 14 crore which is in operation now. We have set up Italian machinery worth $2 million there.”

 

 

চর্মশিল্পে ৫ বছরে ৫ হাজার কোটির লগ্নি: অর্থমন্ত্রী

 

চর্মশিল্পে রাজ্যে আগামী ৫ বছরে ৫ হাজার কোটি টাকা বিনিয়োগ হবে বলে আশা করছেন অর্থ ও শিল্প–বাণিজ্য মন্ত্রী অমিত মিত্র।

বিশ্ববঙ্গ কনভেনশন সেন্টারে এক অনুষ্ঠানের উদ্বোধন করতে গিয়ে তিনি বলেন, বানতলায় কলকাতা লেদার কমপ্লেক্স ঢেলে সাজানো হচ্ছে। ৩৫০ কোটি টাকা খরচ হবে। এই কমপ্লেক্সে ইউনিট খুলতে চেয়ে আবেদন জানিয়েছে ৩০০টি সংস্থা। কানপুর এবং চেন্নাই থেকে বেশ কয়েকটি বড় চর্মশিল্প সংস্থা আগ্রহ প্রকাশ করেছে এখানে বিনিয়োগের। বানতলা চর্মনগরীর বর্জ্য পরিশোধন ব্যবস্থাপনা আরও আধুনিক করে গড়ে তোলা হচ্ছে।

তিনি বলেন, এর মধ্যে এ রাজ্য থেকে ১০০ কোটি ডলার অর্থমূল্যের চামড়া রপ্তানি হয়েছে। আগামী ৫ বছরে এই পরিমাণ ৩ গুণ বাড়ানোর লক্ষ্যমাত্রা ধরা হয়েছে। এই মুহূর্তে বানতলা শিল্পনগরীতে বার্ষিক ২০০ কোটি ডলার অর্থমূল্যের ব্যবসা হয়। ৫ বছরে তা বাড়িয়ে ৬০০ কোটি ডলারে নিয়ে যাওয়ার পরিকল্পনা রয়েছে। এই মুহূর্তে কর্মসংস্থান হয় ৫ লক্ষ মানুষের। আরও ২ লক্ষ কর্মসংস্থানের সুযোগ তৈরী করা হবে।

প্রসঙ্গত, ২৬ তারিখ থেকে বিশ্ব বাংলা কনভেনশন সেন্টারে শুরু হয়েছে ২৩তম ভারত আন্তর্জাতিক চর্মমেলা এবং দ্বিতীয় টেক্স–স্টাইলস। উদ্যোক্তা ইন্ডিয়া ট্রেড প্রোমোশন অর্গানাইজেশন (আইটিপিও)। অংশ নিয়েছে ১৪টি দেশ।

In order to ensure a structured approach to the giving of various incentives for setting up different types of industries in Bengal, the State Government is soon going to come up with a Comprehensive Incentive Policy.

A committee has been set up under the Chief Secretary to set up the Comprehensive Incentive Policy. It will comprise of the secretaries of all the departments linked to industry, like Micro, Small and Medium Enterprises (MSME), Information Technology, Food and Food Processing, Agriculture Marketing, Animal Resources Development, and others.

The policy would have clear indicators regarding every incentive and facility available to a person keen on investing in setting up units in any field

 

শিল্পে সুবিধা দিতে নয়া সুসংহত নীতি

রাজ্যে নতুন বিনিয়োগ করলে শিল্পের চরিত্র অনুযায়ী বিভিন্ন দপ্তরের নানা ধরনের আর্থিক সুবিধা দেওয়ার জন্য তৈরী হচ্ছে রাজ্যের নতুন ‘কম্প্রিহেনসিভ ইনসেন্টিভ পলিসি’। ঠিক হয়েছে নতুন সংস্থাগুলিকে আর্থিক সুবিধা দেওয়ার ক্ষেত্রে একটি সুনির্দিষ্ট নীতি কাঠামো তৈরী করা হবে, যা সব দপ্তরের ক্ষেত্রে প্রযোজ্য হবে।

মুখ্যসচিবের নেতৃত্বে এই ‘কম্প্রিহেনসিভ ইনসেন্টিভ পলিসি’ তৈরীর জন্য নতুন একটি কমিটি গঠন করা হয়েছে। শিল্প ও বাণিজ্য-সহ ক্ষুদ্র ও মাঝারি শিল্প দপ্তর, তথ্য প্রযুক্তি, খাদ্য ও খাদ্য প্রক্রিয়াকরণ, কৃষি বিপণন, প্রাণী সম্পদ প্রভৃতি দপ্তরের সচিবদের নিয়ে গড়া হয়েছে ওই কমিটি।

আগামী দুমাসের মধ্যে ওই কমিটি মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের কাছে এই বিষয়ে তাদের রিপোর্ট জমা দেবে। মুখ্যমন্ত্রীর সবুজ সঙ্কেত পেলেই বিনিয়োগের ক্ষেত্রে আর্থিক সুযোগ সুবিধার জন্য সুসংহত নীতি চূড়ান্ত রূপ পাবে।

এমন ভাবে বিষয়টি তৈরী করা হবে যাতে কোনও সংস্থা রাজ্যে বিনিয়োগের কথা ভাবলেই তারা এক নজরে জেনে নিতে পারে তাঁর জন্য রাজ্য সরকার কোন কোন ক্ষেত্রে কি কি বিনিয়োগ কি কি আর্থিক সুবিধা পেতে পারে।

The State Government has decided to repair the main road at Bajemelia village in Singur and dedicate it to the village resident and Singur martyr, Tapasi Malik, by naming it after her.
It may be recalled that Tapasi Malik was one of the leaders against the then Left Front Government’s move to forcibly acquire land for a factory in Singur. She was a member of Save Singur Farmland Committee. She was raped and burnt to death by a CPI(M) leader, and her charred remains were discovered on December 18, 2006.

An estimated fund of Rs 5 lakh has been earmarked for this purpose. The process of preparing the detailed project report (DPR) for the repair of the road is already underway.
Tapasi Malik is always remembered by Chief Minister Mamata Banerjee as a martyr of the Singur Movement, and every December 18, the day her body was found, she tweets out her condolence.
After the Trinamool Congress Government took charge, it was at Mamata Banerjee’s initiative that two copper-coloured busts of Tapasi Malik and Rajkumar Bhul were constructed near the New Ujjwal Sangha Club in Bajemelia. The latter was killed in September 2006, when he jumped into a pond to escape the police.

 

শহীদ তাপসী মালিকের নামে রাস্তার নামকরণ হবে বাজেমেলিয়াতে

রাজ্য সরকার সিদ্ধান্ত নিয়েছে সিঙ্গুরের বাজেমেলিয়া গ্রামের মূল সড়কের সংস্কার করা হবে; সিঙ্গুর আন্দোলনের শহীদ তাপসী মালিকের নামাঙ্কিত হবে এই রাস্তা।প্রসঙ্গত, এক বেসরকারি সংস্থার গাড়ি কারখানা গড়তে তৎকালীন বামফ্রন্ট সরকার সিঙ্গুরে বলপূর্বক কৃষি জমি অধিগ্রহণ করে। এই সিদ্ধান্তের বিরুদ্ধে সিঙ্গুরে যে আন্দোলন সংগঠিত হয়েছিল, তার অন্যতম সৈনিক ছিলেন তাপসী মালিক। তিনি সিঙ্গুর কৃষিজমি বাঁচাও কমিটির সদস্যা ছিলেন। ২০০৬ সালের ১৮ই ডিসেম্বর তাকে ধর্ষণ করে পুড়িয়ে মারা হয়।এই রাস্তার সংস্কারের জন্য আনুমানিক ৫লক্ষ টাকা বরাদ্দ করা হয়েছে। এই প্রকল্পের ডিপিআর তৈরির কাজ ইতিমধ্যে শুরু হয়ে গেছে।মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সবসময় সিঙ্গুর আন্দোলনের প্রসঙ্গে তাপসী মালিককে স্মরণ করেন। প্রতি ১৮ই ডিসেম্বর মুখ্যমন্ত্রী টুইটের মাধ্যমে তাপসী মালিকের প্রতি শ্রদ্ধা জ্ঞাপন করেন।২০১১ সালে তৃণমূল কংগ্রেস রাজ্যের শাসনভার গ্রহন করার পর, সিঙ্গুরের বাজেমেলিয়া গ্রামে নিউ উজ্জ্বল সংঘ ক্লাবের সন্নিকটে তাপসী মালিক ও রাজকুমার ভুল-এর প্রতিকৃতি স্থাপন করেন। রাজকুমার ভুল ২০০৬ সালের সেপ্টেম্বরে সিপিআইএম সরকারের মারমুখী পুলিশের থেকে প্রাণে বাঁচতে পুকুরে ঝাঁপ দিয়ে মারা যান।

The State Government has decided to provide marginal farmers whatever agricultural implements they need for free. They would be distributed through cooperative societies.

Rs 60 crore has been allocated for the programme, which has been decided to be completed within the next three months. The money would reach the cooperative societies in the first week of February.

Rs 10 lakh would be given, in the first phase, to each of the almost 600 cooperative societies in Bengal. This amount is to be used to buy power tillers, crop cutters, hand tractors, mechanical winnowers and the other machinery to be distributed.

Another decision that has been taken to help farmers is to provide seeds for vegetables at highly subsidised rates through cooperative societies, for which Rs 116 crore has been allocated. Instructions have been sent to ensure the seeds are provided as soon as possible for the summer crops.

Since these seeds are certified by the government, they are of very good qualities. These seeds would also be produced by the cooperative societies.

প্রান্তিক চাষিদের বিনামূল্যে চাষের সরঞ্জাম দেবে রাজ্য

গ্রামের প্রান্তিক চাষিদের বিনামূল্যে চাষের যাবতীয় যন্ত্রপাতি দেওয়ার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। সমবায় সমিতির মাধ্যমে এই যন্ত্রপাতিগুলি দেওয়া হবে।

আগামী তিন মাসের মধ্যেই যাতে চাষিদের হাতে এই যন্ত্রপাতি পৌঁছে যায়, তার জন্য ইতিমধ্যেই ৬০ কোটি টাকা বরাদ্দ করা হয়েছে। আগামী মাসের প্রথম সপ্তাহের মধ্যেই এই টাকা সময়বায় সমিতিগুলির হাতে পৌঁছে যাবে।

রাজ্যে প্রায় ৬০০ সমবায় সমিতি আছে।প্রতিটি সময়বায় সমিতিকে প্রাথমিকভাবে ১০ লক্ষ টাকা করে দেওয়া হবে। সেই টাকা দিয়ে পাওয়ার টিলার, ধান কাটার মেশিন, হ্যান্ড ট্রাক্টর, ধান ঝাড়ার মেশিন ইত্যাদি সমবায় সমিতিকে কিনতে হবে। তারপর তা প্রান্তিক চাষিদের মধ্যে বিলি করে দেওয়া হবে।

এছাড়াও চাষিদের সমবায় সমিতির মাধ্যমে ভর্তুকিতে বিভিন্ন সব্জির বীজও দেওয়া হবে। এর জন্য ১১৬ কোটি টাকা বরাদ্দ করা হয়েছে। গ্রীষ্মকালীন সব্জির জন্য দ্রুত এই বীজ যাতে চাষিরা পান, তার জন্য সমবায় সমিতিগুলিতে গত সপ্তাহেই নির্দেশিকা পাঠানো হয়েছে। চাষিদের নামমাত্র দামে সমবায় সমিতিগুলির মাধ্যমে সব্জির বীজ দেওয়া হবে। সমবায় সমিতিগুলি এই বীজ তৈরি করে। এগুলি সবই সার্টিফায়েড বীজ। ফলে এই বীজে ফসল ভালো হয়।

The State Government is taking a slew of measures to encourage the young generation to visit the libraries in the state. There are around 2,480 libraries in Bengal under the jurisdiction of the Mass Education and Library Department.

It is being ensured that facilities like adequate number of staff, and amenities like drinking water and toilet facilities are available at every library.

The government is turning 80 libraries into model libraries. They will receive Rs 3 lakh each for complete overhaul of infrastructure.

Funds are also being provided to non-government sponsored libraries for boosting infrastructure. There are 1,036 such libraries in the state and in the current fiscal (2017-18), a total fund of Rs 1.76 crore has been allocated to these libraries. In the next financial year, that is, 2018-19, this allocation will be raised to nearly Rs 3 crore.

 

গ্রন্থাগার পরিকাঠামো উন্নয়নে উদ্যোগী রাজ্য সরকারের

 

রাজ্য সরকার যুব সমাজকে গ্রন্থাগারমুখী করতে নানারকম উদ্যোগ নিয়েছে। রাজ্য সরকারের অধীনে এখন ২৪৮০টি গ্রন্থাগার আছে।
যথেষ্ট পরিমাণ গ্রন্থাগার কর্মী, পানীয় জল ও বাথরুমের সুবন্দোবস্ত নিশ্চিত করা হয়েছে রাজ্যের সমস্ত গ্রন্থাগারে।

৮০টি গ্রন্থাগারকে মডেল গ্রন্থাগার হিসেবে চিহ্নিত করা হয়েছে। এই লাইব্রেরীগুলি ৩লক্ষ টাকা করে পাবে সমস্ত পরিকাঠামো তৈরী করতে।

বেসরকারি গ্রন্থাগারগুলিকেও টাকা দেওয়া হচ্ছে পরিকাঠামো তৈরীতে। এইরকম গ্রন্থাগার রাজ্যে আছে ১০৩৬টি; ২০১৭-১৮ অর্থবর্ষে মোট ১.৭৬ কোটি টাকা অনুদান দেওয়া হয়েছে এদের। আগামী অর্থবর্ষে এই অনুদানের রাশি বেড়ে হবে ৩কোটি টাকা।
