The Bangla Government has allotted a fund of Rs 56.58 crore for strengthening nursing education in the State.

The fund is mainly for setting up five more nursing training institutions – at SSKM Hospital, North Bengal Medical College and Hospital, Burdwan Medical College and Hospital, Suri Sadar Hospital and Alipurduar District Hospital. The institutions would conduct the general nursing and midwifery (GNM) course.

These five would add to the 89 GNM schools already running in the State. It may be mentioned that the State Health Department had decided last January to open 27 more schools for teaching GNM, many through the PPP model. There would be at least one nursing school in every district.

The State Government has decided to set up a fund for operations relating to transplantation of organs in the public healthcare system. With regular cases of organ transplantation surgeries taking place now, the government wants to keep an adequate flow of funds for these kinds of critical surgeries.

Chief Minister Mamata Banerjee is very keen that life-giving transplantation operations do not get affected due to lack of money on the part of patients. There should not be any red-tapism related to the flow of funds.

Organ transplantation is picking up at a steady state in Bengal. The State Government is doing a lot of awareness work related to donations of organs. The police is doing a good job of creating green channels, that is, special-access routes with all signals green, not only within Kolkata but from one place in the State to another.

The longest-ever green channel till date was created recently when the liver and two kidneys of a brain-dead patient were transported over 170 km from Durgapur to Kolkata (SSKM Hospital).

Recently too, a heart transplant took place in Calcutta Medical College and Hospital, the first such instance in Bengal, the heart being extracted from a brain-dead patient. Cadaveric liver and kidneys transplants are taking place as well. There is a steady donation and transplantation of corneas too.

The Bengal Government is in the process of starting eight trauma care centres across the State. The locations would be on or near national and state highways, and other important roads.

Six of these centres will be located at SSKM Hospital, Bardhaman Medical College and Hospital (BMCH), North Bengal Medical College and Hospital (NBMCH), and in Kharagpur, Asansol and Islampur. The other two will be located in Singur and Amtala.

The trauma centre for BMCH has already been set up at the hospital’s Anamoy Physicians’ Clinic, about 8 km away. It has 25 beds – 10 general, 10 critical care and five step down or high-dependency unit (HDU) beds.

The trauma care centre at NBMCH will start in a few days, to be followed by the others. The one at SSKM will commence working in September.

According to State Health Department sources, the largest centre in terms of capacity will be at SSKM, and those at BMCH, NBMCH and Singur will be of level 2 category, while the ones at Kharagpur and Islampur will be of level 3 category.

As for the cost, the State Government is spending Rs 30 to 40 crore for the equipment and Rs 4 to 5 crore for building construction for the bigger trauma centres.

পথ দুর্ঘটনাগ্রস্তদের বাঁচাতে জাতীয়, রাজ্য সড়ক এবং অন্যান্য গুরুত্বপূর্ণ রাস্তার উপর আটটি ট্রমা সেন্টার চালু করছেন মুখ্যমন্ত্রী তথা স্বাস্থ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

ছ’টি হবে পিজি, বর্ধমান মেডিক্যাল কলেজ, উত্তরবঙ্গ মেডিক্যাল কলেজ, খড়গপুর, আসানসোল এবং ইসলামপুরে। পুরোপুরি রাজ্যের টাকায় ট্রমা সেন্টার হচ্ছে সিঙ্গুর ও আমতলায়।

বর্ধমান মেডিক্যাল কলেজ থেকে আট কিমি দূরে অনাময় হাসপাতালে চালু হয়েছে বর্ধমানের ট্রমা সেন্টারটির। এখানে আছে ২৫টি বেড। ১০টি জেনারেল, ১০টি ক্রিটিক্যাল কেয়ার এবং পাঁচটি স্টেপ ডাউন বা হাই ডিপেন্ডেন্সি ইউনিট বেড (এইচডিইউ)।

কদিনের মধ্যেই চালু হবে উত্তরবঙ্গ মেডিক্যাল কলেজ হাসপাতালের ট্রমা সেন্টারটির। পরপর পিজি, খড়গপুর, ইসলামপুর, আসানসোল হাসপাতালে চালু হবে ট্রমা সেন্ট্রারগুলি। পিজির সেন্টারটি চালু হবে আগামী সেপ্টেম্বরে।

রাজ্য স্বাস্থ্য দপ্তর সূত্রের খবর, আটটির মধ্যে বর্ধমান, উত্তরবঙ্গ এবং সিঙ্গুর—এই তিনটি ট্রমা সেন্টার লেভেল ২ পর্যায়ের। বেশ বড়। অন্যদিকে, খড়গপুর ও ইসলামপুর হাসপাতালের ট্রমা সেন্টারটি লেভেল ৩ পর্যায়ের। সবচেয়ে বড় ট্রমা সেন্টারটি হবে পিজিতে।

এগুলির মধ্যে শুধুমাত্র যন্ত্রপাতি (তালিকাভুক্ত এবং তালিকার বাইরে থাকা) কিনতে সরকারের খরচ হবে অনুমানিক ৩০-৪০ কোটি টাকা। বড় ট্রমা সেন্টারগুলির শুধু বাড়িঘর বানাতে খরচ হবে চার থেকে পাঁচ কোটি টাকা করে।

To make the process of transplanting organs smoother in government hospitals, the State Health Department is preparing a comprehensive set of data on the patients who are in urgent need of organ transplantation. The data will be available online for officials for quick access.

Initially, information would be accessed from the patients in all the medical colleges and hospitals in Kolkata.

As a part of this effort, an organ transplantation department is being set up at the premier State Government-run super-speciality hospital, SSKM Hospital, on a pilot basis. The model will be later applied on the medical colleges in the districts.

Once the state health department has comprehensive data on patients, it will make the entire procedure of organ transplantation more effective and the success rate of cadaver transplantation is expected to go up, believe Health Department officials.

 

রাজ্য স্বাস্থ্য দপ্তরের উদ্যোগে অঙ্গ প্রতিস্থাপন হবে আরও সহজ

রাজ্যে সরকার পরিচালিত হাসপাতালগুলিতে অঙ্গ প্রতিস্থাপনের প্রক্রিয়া আরও সহজ করতে রাজ্য স্বাস্থ্য দপ্তর একটি ডাটাব্যাঙ্ক তৈরী করবে। যে সব রোগীদের তালিকা যাদের অঙ্গ প্রতিস্থাপন খুব শীঘ্রই প্রয়োজন তাদের তথ্য থাকবে এই ডাটাব্যাঙ্কে। এই তথ্য অনলাইনেও আপডেট করা থাকবে।

প্রথম পর্যায়ে কলকাতার সমস্ত মেডিক্যাল কলেজ ও হাসপাতালগুলির রোগীদের থেকে তথ্য সংগ্রহ করা হবে। পাইলট প্রকল্প হিসেবে রাজ্য সরকার চালিত এসএসকেএম হাসপাতালে এই প্রক্রিয়া শুরু করা হয়েছে। এর পর জেলায় জেলায় সব মেডিক্যাল কলেজে এই মডেলে কাজ শুরু শুরু করা হবে।

এই তথ্য সংকলনের কাজ শেষ হলে অঙ্গ প্রতিস্থাপনের প্রক্রিয়াকে আরও সহজ ও দ্রুত করে তুলতে পারবে রাজ্য স্বাস্থ্য দপ্তর। আশা করা হচ্ছে এর ফলে ক্যাডাভার প্রতিস্থাপনে সফলতার হার আরও বাড়বে।

Transgender people in the state who are willing to change their sex will be able to get medical assistance from the state government for sex reassignment surgery at the RG Kar Medical College and Hospital.

Under this unique initiative of the state government, the surgery would be conducted on the people whose gender could not be determined from their childhood. The surgeries would be conducted free of cost. It is a very lengthy and critical process involving many surgeries. In case one is willing to become a girl, surgeries namely, facial feminisation, breast augmentation, voice feminisation, must be done. The candidates must undergo hormone replacement therapy.

People aged between 17 and 25 and whose sex could not be determined will get the opportunity of availing the surgery if they desire to change their gender. Those having gender identity disorder will mostly be covered under this new scheme that the health department is going to launch.

RG Kar Medical College and Hospital is the first state run hospital in the state where such surgery would be conducted. State health department has also planned to introduce the facility in the SSKM Hospital, the only state run super-specialty hospital in Bengal. It was learnt that initially, specialist doctors from the SSKM will provide assistance to RG Kar Hospital.

If a person belonging to the third gender appeals to the state health department, a special review committee will examine the candidature and consider every aspect before allowing the applicant to undertake the sex-change surgery. The review committee will go through the candidature to check if the pre requisite criteria were met. Counseling would be given to those who will apply for sex change to prepare them mentally so that they can accept the sudden changes in their bodies.

A nodal committee has been formed with representatives from various departments of the hospital which is examining various aspects of the new initiative. The health department has asked the RG Kar Hospital authorities to put in place the necessary infrastructure for the project. The state government will bear the entire cost of the project.

রুপান্তরকামীদের লিঙ্গ পরিবর্তন করার অস্ত্রোপচার করতে সহায়তা করবে রাজ্য সরকার

যে রুপান্তরকামীরা নিজেদের লিঙ্গ পরিবর্তনে ইচ্ছুক, তাদের অস্ত্রোপচারে সাহায্য করবে রাজ্য সরকার। আর জি কর মেডিক্যাল কলেজ ও হাসপাতালে এই লিঙ্গ পরিবর্তনের অস্ত্রোপচার করা হবে বলে সিদ্ধান্ত নেওয়া হয়েছে। ১৭ থেকে ২৫ বয়স পর্যন্ত সকল রুপান্তরকামীদের এই সহায়তা দেওয়া হবে

রাজ্য সরকার পরিচালিত আর জি কর মেডিক্যাল কলেজ ও হাসপাতালে এই প্রথম এই রকমের সার্জারি হবে। স্বাস্থ্য দপ্তরের আরও পরিকল্পনা আছে পরবর্তীকালে এই সার্জারি রাজ্য সরকার পরিচালিত বাংলার সুপার স্পেসালিটি হাসপাতাল, এসএসকেএমে’ও করার। প্রথমে এসএসকেএমে’র অভিজ্ঞ ডাক্তাররা আর জি কর মেডিক্যাল কলেজ ও হাসপাতালের সার্জারিতে সহায়তা করবেন।

যদি কোনও তৃতীয় লিঙ্গের ব্যাক্তি রাজ্য স্বাস্থ্য দপ্তরের কাছে আবেদন জানান, একটি বিশেষ কমিটি ব্যাপারটি খতিয়ে দেখবে। আবেদনকারীদের কাউন্সেলিং করা হবে যাতে তারা মানসিক ভাবে প্রস্তুত হতে পারে শরীরের এই বিপুল পরিবর্তনকে গ্রহন করার জন্য।

এই নতুন উদ্যোগের জন্য একটি নোডাল কমিটি গঠন করা হয়েছে।

West Bengal Chief Minister Ms Mamata Banerjee inaugurated the first Paediatric Cath Lab unit and the first Sleep Lab Unit at the Institute of Psychiatry, in a Government hospital in eastern India, at SSKM Hospital.

The Chief Minister also inaugurated the newly constructed building for the Institute of Psychiatry (IPO).

In her brief speech at the inaugural ceremony, the Chief Minister said that a Sleep Lab and Cath lab for children has been inaugurated today and these are great initiatives.

She said that the Government has started Sishu Sathi scheme for children so that they can receive free cardiac surgeries in hospitals. “The Government is also upgrading health infrastructure in hospitals without causing inconvenience to patients,” she said.

“For the benefit of the poor people, the Government has started fair price medicine shops and diagnostic centres,” the Chief Minister said. New SNSU and SNCUs have been set up. Beds at hospitals have been made free and medicines are given to poor people for free, she said.

WB CM also said that over 40 multi super speciality hospitals are coming up in the State and the Health Department has added 25000 beds to government hospitals in last four years. The Chief Minister also added that a cord blood bank is coming up in Bengal, which is a great initiative that will benefit a lot of patients.
