The submission of forms for getting license, and the payment of fees, for a starting an agricultural business can now be done online. This would make the whole process hassle-free as one would be able to apply from anywhere.

Another advantage, according to an official of the Agricultural Marketing Department, which issues such licenses through its market committees, is that the process, be it for issuing new licenses or renewing licenses, would become quicker and hence many more licenses can be issued. The department is targeting 20,000 licenses per year.

A pilot project for implementing this new mechanism would soon be started in the Krishak Bazaar of Bishnupur-2 block in the district of South 24 Parganas.

Among the licenses to be issues online are for more than 50 types of businesses including paddy, pulses, eggs, paddy-cutting machine, vegetables, fruits, fish, betel leaves (paan), honey, and also plywood factories, hotels and malls.

The Bengal Government is seeing a huge response to its scheme, Rupashree, rolled out across the State as recently as April 1 this year. The Government has received nearly 70,000 applications, of which it has accepted more than 47,233, sanctioning a total amount of more than Rs 118 crore.

The data is was provided by the Women and Child Development & Social Welfare Department, which is implementing the project.

The scheme, a brainchild of Chief Minister Mamata Banerjee, provides a one-time financial assistance of Rs 25,000 to the family of a girl at the time of her marriage, if her family income is less than Rs 1.5 lakh per year.

Murshidabad tops in all the categories – number of applications received, disbursed (or, accepted) and the amount sanctioned. Till July 9, the numbers were 9237, 5288 and Rs 13.22 crore, respectively.

Purulia, South 24 Parganas and Paschim Medinipur are at numbers two, three and four, respectively. The numbers for Purulia are 5870, 5183 and Rs 12,95,75,000, for South 24 Parganas are 5460, 4640 and Rs 11.6 crore, and for Paschim Medinipur are 5274, 4026 and Rs 1 crore.

The State Government has allotted Rs 1,500 crore for the scheme and around 6 lakh families in all are expected be benefitted. More than 2,000 applications on an average are being received every day.

Soon, Haringhata Meat, a unit of the State Government’s West Bengal Livestock Development Corporation (WBLSDC), would be selling ready-to-eat turkey kebab. A 250 gram pack would cost Rs 180.

Turkey meat is very healthy as well as tasty, but is not widely available. Hence, the decision to sell packaged kebabs was taken.

For the last few months, WBLSDC, through its Kaviar chain of takeaway meat shops, has been selling dressed turkey meat, priced at Rs 510 per kilogram.

The kebab packs would be sold at the 10 outlets of Haringhata Meat as well as in 240 other outlets across the State. They would also be available online at Big Basket and Delybazar, with whom Haringhata Meat has agreements.

In Bengal, turkey is raised mostly in the districts of North 24 Parganas, South 24 Parganas, Nadia, Purba Medinipur, Paschim Medinipur and Hooghly.

The Bengal Government has decided to repair and dredge all irrigation canals in the state before the start of the rainy season. The government has allotted Rs 1,008.5 lakh crore for the purpose. The Irrigation Department would undertake the entire work.

According to Irrigation Department officials, the state has been divided into five zones for the project, and money allocated accordingly.

The north-eastern zone consists of the districts of Cooch Behar, Alipurduar, Jalpaiguri and Darjeeling and has been allotted Rs 113 crore. The northern zone consists of Uttar Dinajpur, Dakshin Dinajpur, Malda, Murshidabad, Nadia and Birbhum, and for these, Rs 173.5 crore has been allotted.

The western zone consists of Purba Bardhaman, Paschim Bardhaman, Howrah and Hooghly district, and these together have got Rs 203 crore. For the districts of Bankura, Purulia, Purba Medinipur, Paschim Medinipur and Jhargram, Rs 296 crore has been allotted, and finally, for North 24 Parganas, South 24 Parganas and greater Kolkata, Rs 223 crore has been allotted.

Chief Minister Mamata Banerjee has always placed a lot of stress on developmental work, and ensures that people-centric projects are spread out evenly across the state and are not hampered in any way.

For this project too, and more so because of its being closely connected with the rural population, she has sent out explicit instructions to the concerned officials to ensure that work is not hampered in any way because of the panchayat election.

 

বর্ষার আগেই রাজ্যের সমস্ত মজে যাওয়া সেচ খাল, জমিনদারি বাঁধ মেরামত হবে

আগামী বর্ষার আগেই রাজ্যের সমস্ত মজে যাওয়া সেচ খাল, জমিনদারি বাঁধ, ক্ষুদ্র সেচ বাঁধ মেরামত করবে রাজ্য সরকার। আগামী বর্ষায় এইসব বাঁধ বা খাল ভেঙে যাতে বিপত্তি না হয়, তার জন্য দ্রুত কাজ শেষ করতে নির্দেশ দেওয়া হয়েছে।

২০১৮-’১৯ আর্থিক বছরের বাজেটে বরাদ্দ অর্থ থেকেই এই কাজ হবে। এর জন্য ১ হাজার ৮ কোটি ৫০ লক্ষ টাকা বরাদ্দ করা হয়েছে। এই খালগুলি সংস্কার হলে, সেগুলিতে জলধারণ ক্ষমতাও বৃদ্ধি পাবে।

গঙ্গা-পদ্মা ভাঙন রোধ কেন্দ্রের করার কথা। কিন্তু, কেন্দ্রীয় সরকার এই নিয়ে কোনও কাজ করছে না, অর্থও বরাদ্দ করছে না। কয়েকটি জায়গায় গঙ্গা-পদ্মা ভাঙন ভয়াবহ আকার নিয়েছে। সেই সব জায়গাতেও কাজ করবে সেচ দপ্তর।

এই কাজগুলি বর্ষার আগে শেষ হয়ে গেলে বর্ষায় বাঁধ ভাঙা থেকে যেমন রক্ষা পাওয়া যাবে, তেমনই সারা বছর ওই খাল দিয়ে সেচের জলও ভালোভাবে দেওয়া যাবে।

এই কাজের জন্য কয়েকটি জোনে গোটা রাজ্যকে ভাগ করা হয়েছে:

  • উত্তর-পূর্ব জোনে রয়েছে কোচবিহার, আলিপুরদুয়ার, জলপাইগুড়ি ও দার্জিলিং জেলা। এই জোনের জন্য বরাদ্দ হয়েছে ১১৩ কোটি টাকা।
  • উত্তর জোনে রয়েছে দুই দিনাজপুর, মালদহ, মুর্শিদাবাদ, নদীয়া ও বীরভূম জেলা। এই জোনের জন্য বরাদ্দ হয়েছে ১৭৩.৫ কোটি টাকা।
  • পশ্চিম জোনে রয়েছে পূর্ব ও পশ্চিম বর্ধমান, হাওড়া ও হুগলি জেলা। এই জোনের জন্য বরাদ্দ হয়েছে ২০৩ কোটি টাকা।
  • বাঁকুড়া, পুরুলিয়া, পূর্ব ও পশ্চিম মেদিনীপুর ও ঝাড়গ্রাম জেলার জন্য বরাদ্দ হয়েছে ২৯৬ কোটি টাকা, এবং
  • উত্তর ও দক্ষিণ ২৪ পরগনা ও বৃহত্তর কলকাতার জন্য বরাদ্দ হয়েছে ২২৩ কোটি টাকা

The State Government has taken up a project named Apat Mitra for providing training to youth in villages so that they can voluntarily support rescue operations at the time of any disaster.

Initially, the project has been started in South 24-Parganas and Purba Medinipur districts as pilot projects. Two hundred youths are undergoing training in each of these districts. Later the project will be implemented in all the districts.

Area-specific training will be provided to volunteers, as the state has a diverse landscape with hills in the extreme north, sea in the south and forests in the western part. So, local youth will get trained as per the requirement in their respective areas.

During an emergency, for carrying out a rescue operation, it is often found that support of local people is needed, besides the personnel of the Disaster Management Department and Fire and Emergency Services Department. And anyway, the local people of an area are the first responders in case there is any emergency situation. So, it is always better if some of them are well-trained.

 

দুর্ঘটনা-বিপর্যয়ে উদ্ধারে ঝাঁপাবে ‘আপদ মিত্র’

অসামরিক প্রতিরক্ষা ও বিপর্যয় মোকাবিলা দপ্তর অঞ্চল ভিত্তিক প্রশিক্ষিত স্বেচ্ছাসেবক তৈরী করার পরিকল্পনা নিয়েছে। এই নতুন প্রকল্পের নাম দেওয়া হয়েছে ‘আপদ মিত্র’। প্রাথমিক ভাবে দক্ষিণ ২৪ পরগনা ও পূর্ব মেদিনীপুর এই দুই জেলায় পাইলট প্রোজেক্ট হিসেবে আপদ মিত্র প্রকল্প শুরু করা হয়েছে। বিপর্যয় মোকাবিলা দপ্তর আপাতত ২০০ জন করে স্বেচ্ছাসেবককে প্রশিক্ষণ দেওয়া শুরু করেছে এই দুই জেলায়।

অসামরিক প্রতিরক্ষা ও বিপর্যয় মোকাবিলা দপ্তরের এক শীর্ষ অধিকর্তার মতে, সব থেকে কম সময়ের মধ্যে উদ্ধারকাজ শুরু করে মৃত্যুর হার বা ক্ষয়ক্ষতির পরিমাণ যতটা সম্ভব কম করা যায় তাঁর জন্যই অঞ্চলভিত্তিক প্রশিক্ষিত স্বেচ্ছাসেবক তৈরী করার পরিকল্পনা নেওয়া হয়েছে।

অসামরিক প্রতিরক্ষা ও বিপর্যয় মোকাবিলা দপ্তরের প্রধান সচিব বলেন, আমাদের এই প্রকল্প সফল হলে আগামী দিনে রাজ্যের প্রতি জেলাতেই ‘আপদ মিত্র’ তৈরী করা হবে।

অঞ্চলভিত্তিক প্রাকৃতিক বিপর্যয়ের প্রকারভেদে এবার অঞ্চলভিত্তিক প্রশিক্ষণের মাধ্যমে বিপর্যয় স্বেচ্ছাসেবক বাহিনী স্বেচ্ছাসেবক তৈরী করছে। এই দপ্তরের এক শীর্ষ আধিকারিক বলেন, বিপর্যয়ের প্রকৃতি ভেদে পৃথক প্রশিক্ষণের ব্যবস্থা করলে শিক্ষার্থীদের দক্ষতা বাড়বে অনেকখানি।

প্রসঙ্গত, প্রত্যেক বছরই সিভিল ডিফেন্সে ২০ থেকে ২৫ হাজার স্বেচ্ছাসেবক প্রশিক্ষণ নিয়ে থাকে।

The aroma industry is coming up in Bengal in a very big way. Towards that end, the State Micro, Small and Medium Enterprises (MSME) Department is setting up two aroma gardens – one on 4 acres at Baruipur in South 24 Parganas district and another on 40 acres in Jhargram.

For the latter, the Paschimanchal Unnayan Affairs (PUA) Department will also assist the MSME Department.

Oil will be extracted from the plants and trees, even from the roots. Experts will identify the plants to be planted.

Aroma therapy is used in beauty treatment and also to cure some diseases. Lavender, rosemary and lemon grass are being planted in Baruipur.

বারুইপুর ও ঝাড়গ্রামে ‘আরোমা গার্ডেন’ তৈরী করছে রাজ্য

রাজ্যের সুগন্ধি শিল্পের বিকাশের উদ্দেশ্যে রাজ্যের ক্ষুদ্র, মাঝারি ও কুটির শিল্প দপ্তর দুটি সুগন্ধি বাগান তৈরী করছে। একটি গড়া হবে দক্ষিণ ২৪ পরগনার বারুইপুরে ৪ একর জমির ওপর। অন্যটি গড়া হবে ঝাড়গ্রামে ৪০ একর জমিতে। ঝাড়গ্রামের বাগানটির জন্য ক্ষুদ্র, মাঝারি ও কুটির শিল্প দপ্তরকে সহযোগিতা করবে পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর।

বিশেষজ্ঞরা সিদ্ধান্ত নেবেন কোন কোন প্রজাতির গাছ এখানে রোপণ করা হবে। এই বাগানের সুগন্ধি গাছগুলি থেকে তেল সংগ্রহ করা হবে, এমনকি গাছের গোড়া থেকেও করা হবে তেল সংগ্রহ। বেশ কিছু রোগ নিরাময়ে আরোমা থেরাপি ও বিউটি ট্রিটমেন্টের ব্যবহার করা হয়ে থাকে।

বারুইপুরে ল্যাভেন্ডার, রোসমেরী ও লেমন গ্রাস গাছ রোপণ করা হচ্ছে।

Today Bengal Chief Minister Mamata Banerjee conducted the administrative review meeting for South 24 Parganas district. The administrative review meeting of the district took place in Pailan.

This was her 155th administrative review meeting. She took stock of the ongoing projects in the district.

Several steps have taken up for the development of Sunderbans and Sagar Island. A few months ago, three police districts have also been formed in South 24 Parganas.

আজ দক্ষিণ ২৪ পরগনায় প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী  

হুগলীর পর আজ শুক্রবার দক্ষিণ ২৪ পরগনার পৈলানে প্রশাসনিক বৈঠক করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

এই জেলার চলতি প্রকল্পগুলি সম্পর্কে খোঁজখবরও নেবেন মুখ্যমন্ত্রী। এছাড়া সুন্দরবন ও সাগর দ্বীপের উন্নয়নের জন্যও বেশ কিছু পদক্ষেপ নেবেন। কয়েক মাস আগেই দক্ষিণ ২৪ পরগনাতে ৩ টি পুলিশ জেলা গঠন করা হয়।

Trinamool Youth Congress President Abhishek Banerjee today took part in a padayatra in Pujali, South 24 Parganas, while campaigning for the municipal polls of the Pujali Municipality. The four km padayatra which started from Pujali Oriental More and continued till Chhoto Battala on the Sunday morning saw thousands of people walking along with the fiery youth icon.

Abhishek Banerjee said that Trinamool will win in all the 16 wards of the Pujali Municipality. He said that the opposition will be washed out. Trinamool has no fear, the more Trinamool will be threatened, it will be more strong, he said.

Abhishek Banerjee said that Pujali did not see and development during the Left rule. 80% of the water supply project has been completed in the area, he said. He stressed on the development of the area and said that the Hindutwa factor will not work here. He asked all party workers to work united against the combined opposition force.

বিরোধীরা দাঁত ফোটাতে পারবেন না পূজালি পুরসভায়। এবারও তৃণমূলই জিতবে। ২০ মে পূজালিতে তৃণমূলের বিজয় মিছিল বেরোবে। রবিবার পূজালির ওরিয়েন্টাল মোড় থেকে প্রায় ৪ কিমি পায়ে হেঁটে ছোট বটতলা পর্যন্ত মহামিছিল করেন সাংসদ অভিষেক ব্যানার্জি। তার পর ছোট বটতলাতেই তিনি সভা করেন। সেই সভাতেই তিনি এই ঘোষণা করেন।

এদিন সভায় তিনি বিরোধীদের বিরুদ্ধে রীতিমতো তোপ দাগেন। বলেন, ‘‌পূজালির ১৬টি আসনেই জিতবে তৃণমূল। বিরোধীদের কোনও অস্তিত্বই থাকবে না। তারা দাঁত ফোটাতে পারবে না।’‌ তৃণমূল সাংসদ সাফ জানিয়ে দিলেন, এবারও বিরোধীশূন্য করেই পূজালিতে ঘাসফুল ফুটবে। তিনি সিবিআই দিয়ে তৃণমূলকে ভয় দেখানোর জবাবে বলেন, ‘‌যতই ভয় দেখান না কেন, তৃণমূল ভয় পায় না। এখানে ভয় দেখিয়ে তৃণমূলকে হারানো যাবে না। তূণমূলকে ধমকালে–‌চমকালে তৃণমূলের শক্তি আরও বাড়বে।’‌

তাঁর অভিযোগ, ‘‌বাম আমলে পূজালির কোনও উন্নয়নই হয়নি। তৃণমূল এসে এখানে জলপ্রকল্পের কাজ ৮০ শতাংশ শেষ করেছে। পূজালির মানুষ উন্নয়ন চান। আর এখানে সেই উন্নয়নই হয়েছে। প্রচুর টাকার উন্নয়নের কাজ হয়েছে এই পুরসভায়। তাই কোনও হিন্দুত্ব তত্ত্ব এখানে চলবে না। মানুষ তৃণমূলকেই ভোট দিয়ে জেতাবেন।’ তিনি এদিনও ঐক্যবদ্ধ লড়াইয়ের ওপর জোর দেন। বলেন, ‘ঐক্যবদ্ধভাবে লড়াই করে এই পুরসভার প্রতিটি আসনেই জিততে হবে।’ এদিন তিনি অভিযোগ করে বলেন, ‘এখানে বিরোধীদের গোপন আঁতাত তৈরি হয়েছে। সামনে যা–ই দেখাক না কেন, ভেতরে ভেতরে সিপিএম, কংগ্রেস ও বিজেপি আঁতাত করে লড়াইয়ে নেমেছে।’

এদিন তাঁর সঙ্গে ছিলেন বজবজের বিধায়ক অশোক দেব, শওকত মোল্লা, গৌতম দাশগুপ্ত প্রমুখ।

Living in Dubai and missing Bengal’s fish? Worry no more. The state is all set to export its fishes to various foreign lands including Dubai, Japan and China. State fisheries department has got an order of around Rs 900 crore to export the species to these countries.

This is for the first time that the fisheries department has taken up such a unique initiative that will not only create a market for Bengal’s fishes in the foreign countries but also help to develop the financial condition of the state’s fishermen.

To meet the ongoing demands of fishers in the international market, the department is setting up processing units with modern facilities at Nalban in Salt Lake and at Henry Island in South 24-Parganas. The fishes that would be exported to the foreign lands will be processed and packed in these units.

The State Fisheries Development Corporation has increased the fish production in the state by a record margin. Pisciculture was being carried out in most of the stated-owned ponds and water bodies.

The department has also chalked out plans on how to engage more unemployed rural youth and women in pisciculture through the formation of various self-help groups in the villages. The state fisheries department has already been distributing fingerlings to people at free of cost.

দুবাইতে থাকেন ও বাংলার মাছ পান না পাতে? আপিনার চিন্তার নিরসন করতে রাজ্য সরকার এবার কোমর বেঁধেছে। বাংলার মাছ দুবাই, জাপান ও চীনে রপ্তানি করার সিদ্ধান্ত নিয়েছে রাজ্য সরকার।

এই উদ্যোগের ফলে শুধু যে বাংলার মাছ বিদেশের বাজারে পৌঁছে যাবে তাই নয়, রাজ্যের মৎস্যজীবীদের অর্থনৈতিক অবস্থারও উন্নতি ঘটবে।

আন্তর্জাতিক বাজারে বেড়ে চলা মাছের চাহিদা মেটানোর উদ্দেশ্যে বিধাননগরের নলবনে ও দক্ষিণ ২৪ পরগণার হেনরি আইল্যান্ডে গড়ে উঠছে আধুনিক সুবিধাযুক্ত প্রসেসিং ইউনিট। যেসব মাছ রপ্তানি করা হবে সেইসব মাছকে এখানে প্রসেস করে প্যাকেট বন্দী করা হবে।

রাজ্য মৎস্য দপ্তর ইতিমধ্যেই রেকর্ড মাত্রায় মাছের ফলন বাড়িয়েছে। রাজ্য সরকারের অধীনস্ত প্রায় সব জলাশয়েই মৎস্যচাষ করা হয়। বিভিন্ন স্বনির্ভর গোষ্ঠীর মাধ্যমে আরও বেকার যুবক ও মহিলাদের মৎস্যচাষের সঙ্গে যুক্ত করার উদ্যোগ নিয়েছে মৎস্য দপ্তর। ইতিমধ্যেই বিনামুল্যে মাছের চারা বণ্টন শুরু করা হয়েছে।

Come March, South 24 Parganas will be the country’s first district to have the highest number of rural toilets.

The district will be declared Open Defecation Free district (ODF) in March with 6.86 lakh rural toilets, the District Magistrate said on Thursday. Along with South 24 Parganas, Burdwan and Cooch Behar will be declared as ODF districts by March 31.

It may be mentioned that Nadia was the first district in the country which was declared ODF on April 30, 2015.  After that, Hooghly, East Midnapore and North 24 Parganas have also been declared ODF. April 30 has been declared as Nirmal Bangla Divas when programmes will be held all over the state.

It has also been decided by the Panchayat and Rural Development department to make South and North Dinajpur, Birbhum, Jalpaiguri and Darjeeling ODF districts in 2017-18. The state government has decided to construct toilets in every rural home by October 2, 2019.

Subrata Mukherjee, minister for Panchayat and Rural Development department said that campaign was carried out on the maintenance of the toilets.

 

মার্চ মাসে নির্মল জেলা ঘোষিত হবে দক্ষিণ ২৪ পরগনা

আগামী মার্চ মাসে দক্ষিণ ২৪ পরগণা জেলাকে নির্মল জেলা হিসেবে ঘোষণা করা হবে। জেলা শাসক বৃহস্পতিবার বলেন, দক্ষিণ ২৪ পরগণায় মোট ৬.৮৬ লক্ষ শৌচাগার তৈরী হয়েছে। দেশে সর্বাধিক সংখ্যার শৌচাগার নির্মিত হয়েছে দক্ষিণ ২৪ পরগণা জেলাতে।

দক্ষিণ ২৪ পরগণার পাশাপাশি মার্চ মাসে কুচবিহার ও বর্ধমান জেলাও নির্মল জেলা হিসেবে ঘোষিত হতে চলেছে।

উল্লেখযোগ্য, নদীয়া জেলা দেশের প্রথম নির্মল জেলা হিসেবে স্বীকৃতি পায় ২০১৫ সালের ৩০শে এপ্রিল। তার পর হুগলী, পূর্ব মেদিনীপুর, উত্তর ২৪ পরগণা জেলাও নির্মল জেলা হিসেবে ঘোষিত হয়। ৩০শে এপ্রিল দিনটি নির্মল বাংলা দিবস হিসেবে সারা রাজ্য জুড়ে পালন করা হয়।

পঞ্চায়েত ও গ্রাম উন্নয়ন দপ্তর সিদ্ধান্ত নিয়েছে ২০১৭-১৮ বর্ষের মধ্যে উত্তর ও দক্ষিণ দিনাজপুর, বীরভূম, জলপাইগুড়ি এবং দার্জিলিং জেলাকেও নির্মল জেলা ঘোষণা করা হবে। রাজ্য সরকার ২০১৯ সালের ২রা অক্টোবরের মধ্যে রাজ্যের প্রত্যেকটি গ্রামকে নির্মল গ্রাম করার লক্ষ্যে এগোচ্ছে।
