District Skill Development Plans prepared by four districts of Bangla have been shortlisted by the Centre as among the best 25 plans for all the districts in the country.

This was recently announced by the principal secretary of the Technical Education, Training and Skill Development (TET&SD) Department at the Eastern India Regional CXO (chief executive and financial officers’) Meet, organised by the Paschim Banga Society for Skill Development (under the TET&SD Department) in association with Bengal Chamber of Commerce and Industry.

The official said all the districts in the State had prepared a District Skill Development Plans, of which four were selected.

To make skill development more inclusive, she said, the TET&SD Department would take convergence measures with other departments like MSME, Forest, Sundarban Affairs, Self-Help Groups, Women and Child Development and Social Welfare, Tourism, School Education through joint skill development activities. This will in turn help in achieving successful placements.

At the summit, the additional chief secretary of the Panchayats and Rural Development (PRD) Department spoke about how the department has been working in skill development and connecting skilled people to livelihood programmes.

He cited examples of how some women in the Sundarbans were trained in fish dressing and are now supplying to the corporate retail chain. The PRD Department connects many women and socially backward but skilled people to livelihood generation through alternative plantations in Bankura, Purulia and the Jangalmahal region.

It may be mentioned that the State’s Utkarsh Bangla Scheme won the prestigious WSIS Award this year (given by ITU, a United Nations agency) for e-governance initiatives undertaken by it.

(i) whether the benefit of One Rank, One Pension (OROP) will be extended to widows, and the details thereof. 

(ii) whether there has been any areas of payment of pensions to the war widows in the last three years and the details thereof.

(iii) whether the defence personnel continue to demand complete implementation of OROP, and the details thereof?

Today is Minority Rights Day. On this occasion, Chief Minister Mamata Banerjee tweeted, “We must pledge to uphold the rights of all minority communities. After all, India stands for unity in diversity.”

The Bengal Government, under the leadership of Mamata Banerjee, has been working tirelessly for the development and welfare of all sections of the society, including those belonging to the minority communities.

Here are some significant achievements of the Department of Minority Affairs in Bengal in the last six years:

Budgetary Allocation & Creation of Assets:

• Plan Budget has been increased 6 times to a record ₹ 2815 crore in 2017-18 from ₹ 472 crore in 2010-11. • More than ₹ 200 crore has been released under IMDP (Integrated Minority Development Programme) to meet critical infrastructural gaps in 31 IMDP Blocks.

• West Bengal stands first in the country with respect to drawal and utilisation of MSDP (Multi-Sectoral Development Programme) fund during the 12th Plan period. More than ₹ 2400 crore has been released to bridge critical infrastructural gaps in 151 Minority Concentrated Blocks during 2011-2017.

• Under this scheme, more than 12,000 classrooms, more than 12,000 ICDS Centres, more than 1000 Health Centres and more than 8000 drinking water facilities have been constructed during this period to augment critical infrastructure in rural areas.

Development Board:

• West Bengal Paharia Minorities Development Board has been established with an objective of more focused development of minorities of the Hill Region. An initial allotment of ₹ 10 crore has been released for this purpose.

Scholarships and Loans:

• More than 1 crore 24 lakh minority students have been awarded scholarships (an all-time record) during 2011- 2017, so far, compared to about 9 lakh scholarships awarded during 2005-2011.

• This signifies an amount of ₹ 2714 crore scholarships disbursed during 2011-2017, so far, compared to about ₹ 172 crore scholarships disbursed during 2005-2011.

• Almost 7.5 lakh minority youths & SHGs have been provided with Term Loans and Micro Credit to create sustainable employment during 2011-2017, so far, compared to about 1.5 lakh provided during 2005-2011.

• This translates to about ₹ 1054 crore Term Loans and Micro Credit disbursed during 2011-2017, so far, compared to about ₹ 230 crore disbursed during 2005-2011.

Educational Upliftment:

• State-of-the-art Aliah University has been established in New Town with an additional campus at Park Circus at a project cost of ₹ 517 crore.

• With a view to boost technical education and employability of youths, 8 new Polytechnics and 39 new ITIs are being set up in Minority Concentrated Areas. So far, 4 new Polytechnics and 22 new ITIs have been constructed.

• English medium Madrasahs are being set up all across the State to ful‑l the aspiration of younger generation for modern education. Already 9 such Madrasahs are functional, so far.

• West Bengal is among the very few States in the country to provide Digital Literacy to students in governmentaided Madrasahs. Almost 2 lakh students have been trained, so far.

• To usher in educational upliftment, 419 hostels for minority students are being set up across the State at a cost of more than ₹ 400 crore. Out of these, 147 hostels have been operationalised, so far.

Skill Development and Employment:

• Vocational and Skill Development Training Programmes have been restructured following the Modular Employability Skill (MES) norms. Almost 1.5 lakh youths have been provided training, so far. Another batch of about 30,000 youths is undergoing training at present.

• 302 ‘Karmatirthas’ (Marketing Hubs) are being set up at a project cost of more than ₹ 750 crore for providing self employment opportunities to minority youths and SHGs in Minority Concentrated Areas.

Housing:

• In order to improve the quality of life of minority communities in West Bengal and to ful‑l the commitment of the State Government of providing ‘Shelter for All’, almost 1.5 lakh housing units have been constructed under various housing schemes at a cost of ₹ 1200 crore, so far.

Promotion of Languages:

• West Bengal Officiial Language (Amendment) Act, 2012 has been enacted to provide languages like Urdu, Nepali, Gurumukhi, etc., the status of Official Languages in areas having more than 10% people speaking these languages. This legislation has in effect redressed the long pending demand of the people speaking these languages to interact in their mother tongue in government offices.

• The budgetary allocation of West Bengal Urdu Academy has been enhanced by over 5 times, during the last six years.

Minority Bhawans:

• To consolidate minority welfare activities, Minority Bhawans have been set up in every District Headquarters. So far, 19 such Bhawans are functional.

Haj Pilgrimage:

• New state-of-the-art Haj House named ‘Madinatul Hujjaj’ has been built in New Town at a cost of ₹ 100 crore.

• A record number of almost 60,000 Haj Pilgrims have performed Haj Pilgrimage, so far, during the last six years with active support from the State Government.

Boundary Walls around Graveyards:

• In order to protect the dignity of the departed, boundary walls around almost 3500 graveyards belonging to minority communities are being constructed. More than ₹ 300 crore has been released for this purpose. So far, boundary walls around 1700 graveyards have been completed.

 

সংখ্যালঘু অধিকার দিবস – বিবিধের মাঝে মিলনই বাংলার পাথেয়

আজ সংখ্যালঘু অধিকার দিবস। এই উপলক্ষ্যে আজ মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় টুইটের মাধ্যমে তিনি সকল সংখ্যালঘুকে শুভেচ্ছা বার্তা দেন। তিনি লেখেন, “সংখ্যালঘু অধিকার দিবসে সকলকে জানাই আন্তরিক শুভেচ্ছা ও অভিনন্দন।”

গত ছয় বছরে রাজ্য সরকার সংখ্যালঘু উন্নয়নে নিয়েছে প্রচুর পদক্ষেপ। দেখে নেওয়া যাক গত ছয় বছরে এই সকল প্রকল্পের কিছু সফলতা।

বাজেট বরাদ্দ ও সম্পদ সৃষ্টিঃ-

· পরিকল্পিত বাজেট ২০১০-১১ তে ৪৭২ কোটি থেকে রেকর্ড পরিমাণ বেড়ে ২০১৭-১৮ তে ২৮১৫ কোটিতে দাঁড়িয়েছে।

· ৩১টি আইএমডিপি ব্লকে জরুরী পরিকাঠামোগত ঘাটতি কমানোর লক্ষ্যে আইএমডিপি-এর আওতায় ২০০ কোটিরও বেশী অর্থ ইতিমধ্যেই দিয়ে দেওয়া হয়েছে।

· দ্বাদশ পরিকল্পনা কালে, এমএসডিপি তহবিল কাজে লাগানোর সাপেক্ষে পশ্চিমবঙ্গ দেশে প্রথম স্থান অধিকার করেছে। ২০১১-১৭ সময়কালে ১৫১টি সংখ্যালঘু অধ্যুষিত এলাকায় জরুরী পরিকাঠামোগত ঘাটতি কমানোর লক্ষ্যে ২৪০০ কোটিরও বেশী টাকা দেওয়া হয়েছে।

· এই পরিকল্পনার আওতায় গ্রামীণ এলাকার জরুরী পরিকাঠামো বৃদ্ধির উদ্দেশ্যে ১২০০০-এর বেশী শ্রেণীকক্ষ, ১২০০০-এর বেশী আঙ্গনওয়াড়ি কেন্দ্র, ১০০০-এরও বেশী স্বাস্থ্যকেন্দ্র এবং ৮০০০-এর বেশী পানীয় জল পরিষেবা কেন্দ্র তৈরী করা হয়েছে।

সরকারি ক্ষেত্রে ও উচ্চশিক্ষায় সংরক্ষণঃ-

· নতুন আইন প্রণয়ন করে পশ্চিমবঙ্গে অন্যান্য অনগ্রসর শ্রেণীর তালিকা সম্প্রসারিত করে অতিরিক্ত ১০৭টি মুসলিম সম্প্রদায়কে তার অন্তর্ভুক্তকরা হয়েছে। এর ফলে রাজ্যে মুসলিম জনসংখ্যার ৯৭%-এর বেশী অনগ্রসর শ্রেণী হিসেবে স্বীকৃতি পেয়েছে এবং সরকারি চাকরি ও উচ্চশিক্ষার ক্ষেত্রে সংরক্ষণের যোগ্য হিসাবে বিবেচিত হয়েছে।

· সাধারনের জন্য আসন সংখ্যা না কমিয়েই পশ্চিমবঙ্গ রাজ্য উচ্চশিক্ষা প্রতিষ্ঠান(শিক্ষায় সংরক্ষণ) আইন ২০১৩ অনুযায়ী ১৭% সংরক্ষণ দেওয়া হয়েছে। রাজ্য সরকারের এই উদ্যোগের ফলে সংখ্যালঘু সম্প্রদায়ের ছাত্রছাত্রীরা প্রভূত উপকৃত হয়েছে।

· অন্যান্য অনগ্রসর শ্রেণীভুক্ত মানুষদের জন্য রাজ্য সরকারি চাকরিতেও ১৭% সংরক্ষণ প্রথা চালু করেছে।

উন্নয়ন পর্ষদঃ-

· পাহাড়ি অঞ্চলে বসবাসকারী সংখ্যালঘুদের উন্নয়নে আরও গুরুত্ব আরোপ করতে পশ্চিমবঙ্গ পাহাড়িয়া সংখ্যালঘু উন্নয়ন পর্ষদ প্রতিষ্ঠিত হয়েছে। এই উদ্দেশ্যে ১০ কোটি টাকা প্রাথমিকভাবে বরাদ্দ করা হয়েছে।

বৃত্তি ও ঋণঃ-

· ২০১১-১৭ সময়কালে ১ কোটি ২৪ লক্ষেরও বেশী সংখ্যালঘু ছাত্রছাত্রী বৃত্তি পেয়েছে (সর্বকালীন রেকর্ড), যা ২০০৫-১১ সময়কালের ৯ লক্ষের তুলনায় অনেক বেশী।

· ২০০৫-১১ সময়কালের ১৭২ কোটি টাকার বৃত্তির তুলনায় ২০১১-১৭ সময়কালে ২৭১৪ কোটি টাকার বৃত্তি দেওয়া হয়েছে।

· ২০০৫-১১ সময়কালের ১.৫ লক্ষের তুলনায় ২০১১-১৭ সময়কালে প্রায় ৭.৫ লক্ষ সংখ্যালঘু যুবক-যুবতী ও স্বনির্ভর গোষ্ঠী দীর্ঘ মেয়াদি কর্মসংস্থানের জন্য মেয়াদি ঋণ ও ক্ষুদ্র ঋণ পেয়েছে।

· ২০০৫-১১ সালের ২৩০ কোটির তুলনায় এখনও পর্যন্ত প্রায় ১০৫৪ কোটি টাকার মেয়াদি ঋণ এবং ক্ষুদ্র ঋণ দেওয়া হয়েছে।

শিক্ষাগত উন্নতিঃ-

· পার্ক সার্কাসে অতিরিক্ত ক্যাম্পাস-সহ নিউটাউনে অত্যাধুনিক আলিয়া বিশ্ববিদ্যালয় প্রতিষ্ঠিত হয়েছে, যার প্রকল্প ব্যয় ৫১৭ কোটি টাকা।

· যুবক-যুবতীদের কারিগরি শিক্ষা প্রদান ও চাকুরির সুযোগ তৈরীর জন্য সংখ্যালঘু অধ্যুষিত এলাকায় ৮টি নতুন পলিটেকনিক ও ৩৯টি নতুন আইটিআই নির্মিত হচ্ছে। এখনও পর্যন্ত ৪টি নতুন পলিটেকনিক ও ২২টি নতুন আইটিআই তৈরী হয়েছে।

· নতুন প্রজন্মকে আধুনিক শিক্ষাপ্রদানের উদ্দেশ্যে সারা রাজ্যে ইংরেজি মাধ্যম মাদ্রাসা গড়ে তোলা হয়েছে। ইতিমধ্যেই এমন ৯টি মাদ্রাসা কাজ শুরু করেছে।

· সরকারি অনুদানপ্রাপ্ত মাদ্রাসার ছাত্রছাত্রীদের বৈদ্যুতিন সাক্ষরতা প্রদানের ব্যাপারে পশ্চিমবঙ্গ দেশের কতিপয় রাজ্যের অন্যতম। এখনও পর্যন্ত প্রায় ২লক্ষ ছাত্রছাত্রীকে শিক্ষা দেওয়া হয়েছে।

· শিক্ষার অগ্রগতির লক্ষ্যে ৪০০কোটি টাকারও বেশী ব্যয়ে রাজ্য জুড়ে সংখ্যালঘু ছাত্রছাত্রীদের জন্য ৪১৯টি হোস্টেল তৈরী হয়েছে। এর মধ্যে এখনও পর্যন্ত ১৪৭টি হোস্টেল চালু হয়েছে গেছে।

দক্ষতা উন্নয়ন ও নিয়োগঃ-

· বৃত্তিমূলক ও দক্ষতা উন্নয়নমূলক শিক্ষন প্রকল্পকে ঢেলে সাজানো হয়েছে। মডিউলার এমপ্লয়েবিলিটি স্কিল-এর অনুসরণে এখনও পর্যন্ত প্রায় ১.৫লক্ষ যুবক-যুবতী প্রশিক্ষণ পেয়েছে। ৩০০০০ যুবক যুবতীর আর একটি দল বর্তমানে প্রশিক্ষণ পাচ্ছে।

· সংখ্যালঘু অধ্যুষিত এলাকায় সংখ্যালঘু যুবক যুবতী ও স্বনির্ভর গোষ্ঠীগুলির স্বনিযুক্তির সুযোগ তৈরীর জন্য ৭৫০ কোটি টাকারও বেশী ব্যয়ে ৩০২টি কর্মতীর্থ (মার্কেটিং হাব) তৈরী করা হয়েছে।

আবাসনঃ-

· পশ্চিমবঙ্গে সংখ্যালঘু সম্প্রদায়ের জীবনের মানোন্নয়নের জন্য এবং রাজ্য সরকারের ‘সবার জন্য আশ্রয়’ অঙ্গীকার পালনের লক্ষ্যে বিভিন্ন আবাসন প্রকল্পের আওতায় ১২০০ কোটি টাকা ব্যয়ে এখনও পর্যন্ত ১.৫ লক্ষ আবাসন গৃহ গড়ে তোলা হয়েছে।

ভাষার উন্নতিঃ-

· সেইসব এলাকায় যেখানে ১০%-এর বেশী মানুষ উর্দু, নেপালি, গুরুমুখি প্রভৃতি ভাষায় কথা বলেন, সেখানে এই ভাষাগুলিকে সরকারি ভাষার স্বীকৃতি দেওয়ার জন্য ওয়েস্ট বেঙ্গল অফিসিয়াল ল্যাঙ্গোয়েজ (অ্যামেন্ডমেন্ট) অ্যাক্ট, ২০১২ প্রণয়ন করা হয়েছে। এই আইন প্রনয়নের ফলে এইসব ভাষায় কথা বলা মানুষের সরকারি দপ্তরে নিজেদের মাতৃভাষায় আদানপ্রদানের ব্যাপারে দীর্ঘদিনের দাবীপূরণ হয়েছে।

· গত ছয় বছরে ওয়েস্ট বেঙ্গল উর্দু আকাদেমির বরাদ্দ পাঁচগুণ বাড়ানো হয়েছে।

সংখ্যালঘু ভবনঃ-

· সংখ্যালঘু কল্যাণ কার্যাবলী একীভূত করার জন্য প্রতিটি জেলা সদর দপ্তরে সংখ্যালঘু ভবন খোলা হয়েছে। এখনও পর্যন্ত ১৯টি ভবন কাজ করছে।

হজ তীর্থযাত্রাঃ-

· ১০০ কোটি টাকা খরচে নিউ টাউনে ‘মদিনাতুল হুজ্জাজ’ নামে নতুন অত্যাধুনিক হজ ভবন নির্মিত হয়েছে।

· গত ছয় বছরে রাজ্য সরকারের সক্রিয় সহায়তায় প্রায় ৬০০০০ হজযাত্রী তীর্থযাত্রা সম্পন্ন করেছেন। এটি একটি রেকর্ড।

কবরখানার সীমানা প্রাচীরঃ-

· মৃতদের মর্যাদা রক্ষার্থে সংখ্যালঘু সম্প্রদায়ের প্রায় ৩৫০০ কবরখানার চতুর্দিকে সীমানা পাঁচিল তৈরী করা হয়েছে। এর জন্য ৩০০ কোটি টাকারও বেশী দেওয়া হয়েছে। এখনও পর্যন্ত প্রায় ১৭০০ কবরখানার প্রাচীর সম্পন্ন হয়েছে।

ইমাম ও মুয়াজ্জিনদের সামাজিক কার্যকলাপঃ-

· স্কুল ও মাদ্রাসাছুট ছাত্রছাত্রীদের সংখ্যা কমানো, টীকাকরণ, শৌচ ও অন্যান্য সামাজিক বিষয়ে গণসচেতনতা তৈরীতে সরকারকে সাহায্য করার জন্য ওয়েস্ট বেঙ্গল বোর্ড অফ ওয়াকফ এখনও পর্যন্ত প্রায় ৬৫০০০ ইমাম ও মুয়াজ্জিনকে কাজে লাগিয়েছে। তারা ওয়াকফ সম্পত্তি রক্ষা করার জন্যও বোর্ড অফ ওয়াকফকে সাহায্য করেছেন।

Kanyashree Swabalambi Scheme for self-sufficiency

To make the beneficiaries of the Kanyashree Scheme self-sufficient with respect to making a living, the Bengal Government has started the Kanyashree Swabalambi Scheme.

The pilot project for the scheme was recently launched for Purulia district. Gradually, this project would be extended to the whole of the state.

Besides skill development training, the girls would also be given training in communication and other personality development modules.

‘কন্যাশ্রী স্বাবলম্বী’ পাইলট প্রকল্পের সূচনা

‘কন্যাশ্রী’দের উপযুক্ত প্রশিক্ষণ দিয়ে দক্ষ করে তুলে স্বনির্ভর করার জন্য ‘কন্যাশ্রী স্বাবলম্বী’ পাইলট প্রকল্প চালু করল রাজ্য সরকার। পুরুলিয়ায় জেলায় প্রাথমিকভাবে এই প্রকল্পের আনুষ্ঠানিকভাবে উদ্বোধন করেন নারী ও শিশু কল্যাণ দপ্তরের মন্ত্রী।

তিনি বলেন, ‘প্রাথমিক ভাবে এই জেলায় হাজারের বেশী কন্যাশ্রীকে এই প্রকল্পের আওতায় আনা হয়েছে। এদের প্রত্যেকের দক্ষতা বৃদ্ধি ছাড়াও সাবলীলভাবে কথা বলা এবং ব্যাক্তিত্ব বাড়িয়ে তোলার প্রশিক্ষণ দেওয়া হবে। কন্যাশ্রীদের এই সুযোগ ধীরে ধীরে সারা রাজ্যে প্রসারিত করা হবে।’

জেলা প্রশাসনের উদ্যোগে ‘শিশুর সঠিক পোষণের মাধ্যমে অপুষ্টি প্রতিরোধে বিশেষ পদক্ষেপ’ শিরোনামে অঙ্গনওয়াড়ি কর্মীদের একটি সহায়ক পুস্তিকার উদ্বোধন করা হয়।

The Mamata Banerjee-government has decided to set up a dedicated computer and language skill training centre for state government employees.

The Chief Minister announced it on Thursday: “A dedicated training centre will be developed to provide computer and language skills training to our employees. Rs 10 crore has been sanctioned for the project.”

The training centre will come up just beside the Administrative Training Institute (ATI) at Salt Lake. “It is not that we are planning for it. It has already been decided and it will be done without wasting any time. We don’t keep things in a planning stage for a long time. Instead, we prefer executing a plan on time,” she said.

“I want to see that day when the entire world will say that the Bengal government employees can make it possible and for it the employees’ skills have to be developed. It is not our fault that we have not been sent to English medium schools by our parents. Three generations had not got the opportunity to learn English properly for the Left Front government,” she said adding that there is nothing to be shameful if one cannot speak in English. But one has to learn it for the sake of work.

Mamata Banerjee said: “We will get trained and will improve our skills. There is nothing to be shy of it. If anyone asks me to go for a training programme, I will be enthusiastic enough to go for it as I will get to learn something.” “We are sending our officers to Singapore and Cambridge for training to prepare them for the future. It had never happened earlier,” she said adding that not only WBCS, officers of nine other services will also go abroad for training,” she said adding that this year 25 selected officers from nine different services are going for training to world class institutions.

Stating that she always wants an employee to get promoted to officer rank, she said: “One has to be disciplined and work with diligence.” She said that she always follows discipline and prefers to reach a venue before the scheduled time.

 

সরকারি কর্মীদের দক্ষতা উন্নয়নের প্রশিক্ষণ দেওয়া হবেঃ বাংলার মুখ্যমন্ত্রী

রাজ্য সরকার কম্পিউটার ও ইংরাজি ভাষা প্রশিক্ষণ দেবে সরকারি কর্মচারীদের, বৃহস্পতিবার ঘোষণা করেন মুখ্যমন্ত্রী। বিধান নগরে প্রশাসনিক প্রশিক্ষণ কেন্দ্রের পাশেই এই প্রশিক্ষণ কেন্দ্রটি খোলা হবে।

মুখ্যমন্ত্রী বলেন, “আমরা চাই সাড়া বিশ্বের মানুষ বলুক, এই রাজ্যের সরকারি কর্মচারীরা করে দেখাতে পারে ও তার জন্য এই প্রশিক্ষণ আবশ্যক। আমরা ইংরাজি মাধ্যম স্কুলে পড়াশুনো করিনি, এতে আমাদের দোষ নেই। বামফ্রন্ট সরকারের জন্য তিন প্রজন্ম ইংরাজি ভাষা শেখার সুযোগ পায় নি। কেউ যদি ইংরাজি ভাষায় কথা না বলতে পারে, তাতে দোষের কিছু নেই। কিন্তু, কাজের খাতিরে সেটা শিখতে হবে।”

মমতা বন্দ্যোপাধ্যায় বলেন, “প্রশিক্ষণ পাব পেলে দক্ষতা বাড়বে। এতে লজ্জার কিছু নেই। আমায় যদি কেউ কিছু প্রশিক্ষণ নিতে বলে, আমি স্বাগ্রহে যাব কারণ আমি কিছু শিখতে পারব।”

In a unique move, the Bengal Government has taken up a host of new initiatives to improve the socio-economic condition of people in Sunderbans. Various skill development programmes have been initiated at various villages in Sunderbans and some parts of North and South 24 Parganas.

Three hospitality management courses are being conducted by the State Government for the past one year to train many educated but unemployed youths in these areas so that they can start their own business. Initiatives are being taken to include the youth in various self help groups operating in the State. Three courses on plumbing and for electricians have already been started each at Kakdwip and Canning in South 24 Parganas and Hasnabad in North 24 Parganas, so that the youth can develop skills, thereby creating employment in the distant areas of Sunderbans.

Various hospitality management courses have already been started at Sunderbans, keeping in mind the boom in the retail sector. In small towns, young men are getting employment after going through the skill development programmes. The retail sectors that are coming up in small towns also have requirement for skilled workers. With various hotels coming up at different locations across the state, trained persons are needed for hospitality management. Hence, the state government tied up with several skill development partners, accredited by the National Skill Development Council.

People in Sunderbans have already started producing various handicraft items by forming self help groups. Many of the family members of victims of tiger attacks in the forest-adjoining villages, like Jhorkhali, are engaged in production of various food items and other products to earn a better livelihood. The local administration is also creating a market where these people can sell their goods and get a good amount against their products.

The State government has also been focusing on the building of infrastructure to improve connectivity, for which around Rs 400 crore would be allotted. The state government has taken up the project to improve connectivity between the islands in Sunderbans.

There are around 104 islands in Sunderbans, among which half are inhibited by people while the rest are dense forest areas. Around 50 lakh people are currently living in the Sunderbans. This is for the first time that the State Government has allotted a significant amount for development of infrastructure in the islands.

বর্তমান রাজ্য সরকারের আমলে সুন্দরবন অঞ্চলে এসেছে উন্নয়নের এক নতুন ঢেউ। উত্তর ও দক্ষিন ২৪ পরগনার অন্তর্গত সুন্দরবন অঞ্চলের বেশ কিছু জায়গা নিয়ে তৈরী হচ্ছে নতুন জেলা। এই অঞ্চলে চালু হয়েছে নানা স্কিল ডেভেলপমেন্ট কর্মসূচি, দক্ষ কর্মী গড়ে তুলতে।
রাজ্য সরকার গত এক বছর ধরে শিক্ষিত বেকার যুবক-যুবতীদের জন্য তিনটি হসপিটালিটি ম্যানেজমেন্ট কোর্স চালিয়ে যাচ্ছে যাতে তারা স্বনির্ভর হতে পারে। বিভিন্ন স্বনিভর গোষ্ঠীর সাথে যুক্ত যুবক-যুবতীদেরও এই কর্মসূচির আওতায় আনার পরিকল্পনা আছে।
এছাড়াও প্লাম্বিং ও ইলেক্ট্রিসিয়ানদের জন্য কোর্স শুরু করা হয়েছে দক্ষিন ২৪ পরগনার কাকদ্বীপ, ক্যানিং ও উত্তর ২৪ পরগনার হাসনাবাদে যাতে তারা স্বনির্ভর হতে পারে।
ইতিমধ্যেই খুচরো ব্যবসাকে লক্ষ্য করে সুন্দরবনে অনেকগুলি প্রশিক্ষণ কর্মসূচি শুরু করা হয়েছে। ছোট শহরগুলিতে এই প্রশিক্ষণপ্রাপ্তরা খুব সহজেই কাজ পেয়ে যাচ্ছে। খুচরো বিপণনকেন্দ্র যেগুলো আস্তে আস্তে ছোট শহরগুলিতে আসছে সেখানে প্রশিক্ষণপ্রাপ্ত কর্মীর চাহিদা আছে।
সারা রাজ্যে যেখানে নিত্যনতুন হোটেল খুলছে, সেখানে হসপিটালিটি ম্যানেজমেন্ট প্রশিক্ষণপ্রাপ্তদের প্রয়োজন আছে। ন্যাশনাল স্কিল ডেভেলপমেন্ট কাউন্সিলের অনুমোদিত বিভিন্ন স্কিল ডেভেলপমেন্ট সংস্থাগুলোর সঙ্গে রাজ্য সরকার চুক্তিবদ্ধ হয়েছে।
সুন্দরবনের মানুষজন ইতিমধ্যেই স্বনির্ভর গোষ্ঠীর সঙ্গে যুক্ত হয়ে অনেক হস্তশিল্প দ্রব্য তৈরী করছেন। জঙ্গলের লাগোয়া গ্রামগুলোর বাঘের আক্রমণে ক্ষতিগ্রস্ত পরিবারের সদস্যরা অনেকেই জীবিকার জন্য খাদ্যদ্রব্য ও অন্যান্য জিনিস তৈরী করছে। এই সকল দ্রব্য যাতে উচিত মূল্যে বিক্রি করা যায় তার জন্য স্থানীয় প্রশাসন একটি বাজারের ব্যবস্থা করছে।
রাজ্য সরকার যোগাযোগ ব্যবস্থার পরিকাঠামো উন্নতির উপর জোর দিচ্ছেন, যাতে করে বিভিন্ন দ্বীপগুলোর সঙ্গে সুন্দরবনের যোগাযোগ ব্যবস্থা ভালো করা যায়; এর জন্য আনুমানিক খরচ হিসেবে ৪০০ কোটি টাকা ধার্য করা হয়েছে।
সুন্দরবনে আনুমানিক ১০৪টি দ্বীপ আছে, যার অর্ধেকে মানুষের বসবাস আছে ও বাকিগুলি ঘন জঙ্গলে ঘেরা। সুন্দরবনে আনুমানিক ৫০ লক্ষ মানুষের বসবাস। এই প্রথম কোনো রাজ্য সরকার এতো টাকা ধার্য করল যাতে করে সুন্দরবনের সার্বিক পরিকাঠামোর উন্নয়ন করা যায়।

Tata Metaliks Ltd, a subsidiary of Tata Steel, today signed a memorandum of understanding with Paschim Banga Society for Skill Development (PBSSD) to set up a Skill Development Centre (SDC) in Paschim Medinipur district of West Bengal.

As part of corporate social responsibility and affirmative action initiative, it has signed the MoU with PBSSD, a Tata Metaliks Ltd (TML) statement said here. The MoU was signed by Sanjiv Paul, Managing Director, TML and PBSSD in the presence of Chief Minister Mamata Banerjee at Nabanna, the State’s administrative headquarters.

According to the statement, the Chief Minister expressed her happiness on the occasion and assured full support for the success of the skill development centre.

The statement further said that this initiative will equip the underprivileged youths of the local community in and around TML’s plant in Kharagpur with skills that will enable them to earn a sustainable livelihood either through employment or as entrepreneurs.

The centre will operate from a building belonging to PBSSD located within the campus of an ITI in the district. TML will train 1,000-1,200 youths annually through a reputed National Skill Development Corporation (NSDC)-approved training partner in short-term vocational courses.

The initial focus will be on plumbing, electrical work, carpentry, beauty and wellness, hospitality and security courses. The trainees will also be provided soft skills and basic computer training.

 

দক্ষ মানবসম্পদ গড়তে রাজ্যের সঙ্গে গাঁটছড়া বেঁধে প্রশিক্ষণ দেবে টাটা

রাজ্যে দক্ষ মানবসম্পদ তৈরি করতে এ বার প্রশিক্ষণ দেবে টাটা গোষ্ঠীর সংস্থা টাটা মেটালিক্স।

কারিগরি শিক্ষা দফতরের সঙ্গে হাত মিলিয়ে এই প্রশিক্ষণ দেওয়া হবে মেদিনীপুরের আইটিআই শিক্ষা প্রতিষ্ঠানে। প্রতি বছর ১২০০ জনকে প্রশিক্ষণ দিয়ে চাকরির উপযুক্ত করে গড়ে তুলবেন সংস্থা কর্তৃপক্ষ।

বৃহস্পতিবার নবান্নে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উপস্থিতিতে টাটা মেটালিক্সের সঙ্গে এই প্রশিক্ষণ নিয়ে একটি সমঝোতা চুক্তি হয় রাজ্যের কারিগরি শিক্ষা দফতরের। যেখানে শিল্পমন্ত্রী অমিত মিত্র ছাড়া ছিলেন শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায় এবং কারিগরি শিক্ষামন্ত্রী অসীমা পাত্র।

এ দিনের সমঝোতা চুক্তি অনুষ্ঠানে টাটা মেটালিক্সের ম্যানেজিং ডিরেক্টর সঞ্জীব পল ছাড়া টাটা স্টিল-সহ গোষ্ঠীর অন্য কয়েকটি সংস্থার কর্তারাও উপস্থিত ছিলেন।

চুক্তি অনুযায়ী, প্রশিক্ষণের জন্য শ্রেণিকক্ষ-সহ অন্যান্য পরিকাঠামো তৈরি করে দিয়েছে রাজ্য সরকার। বাকি যন্ত্রপাতি, শিক্ষক-সহ প্রশিক্ষণ পরিচালনার যাবতীয় দায়িত্ব থাকবে টাটা মেটালিক্সের। কল, ইলেকট্রিক, কাঠের মিস্ত্রি-সহ পরিষেবা শিল্প এবং দক্ষ নিরাপত্তা কর্মী হয়ে ওঠার প্রশিক্ষণ দেওয়া হবে বলে জানিয়েছে রাজ্য সরকার।

মুখ্যমন্ত্রী এ দিন জানান, প্রশিক্ষিত ও দক্ষ মানবসম্পদ গড়ে তোলা সরকারের অন্যতম লক্ষ্য। বছরে ছ’ লক্ষ ছেলে-মেয়েকে প্রশিক্ষণ দিয়ে তৈরি করা হচ্ছে। যারা অনেকেই বিভিন্ন সংস্থায় চাকরি পাচ্ছে। সরকারের দাবি, ইতিমধ্যেই বেশ কয়েকটি বড় বেসরকারি সংস্থা বিভিন্ন আইটিআই-এ প্রশিক্ষণ দেওয়া শুরু করেছে। তাদের মধ্যে রেমন্ডস, স্যামসুং, মারুতি রয়েছে। হুন্ডাইও এ রাজ্যে প্রশিক্ষণ দেওয়ায় আগ্রহ দেখিয়েছে।

মুখ্যমন্ত্রী এ দিন জানান, রাজ্যে এখন ১৪৬টি পলিটেকনিক ও ২২৭টি আইটিআই রয়েছে। মেদিনীপুর ছাড়া অন্য আইটিআই-তেও প্রশিক্ষণ শুরু করার জন্য তিনি টাটা মেটালিক্স-সহ বেসরকারি সংস্থাগুলোকে স্বাগত জানিয়েছেন। তিনি বলেন, ‘‘রাজ্যের দিক থেকে যা সাহায্যের প্রয়োজন, তা করা হবে।’’

Sir, twelve million people join workforce every year in India. Around 15 per cent skilled people are unemployed. Proposed new target amounts to 400 million people being skilled by 2022 to plug the Skill Gap and lead to more people getting jobs. But the current scenario of Indians already skilled in the country is in a helpless situation where unemployment rate in the existing Industrial Training Institutes or Skill Centres is about 14.5 per cent (Labour Bureau, 2014).

 In other figures published by the Labour Bureau, engineering (other than civil) is 25 per cent unemployed; textiles amount to 17 per cent; hospitality is 14 per cent; machinist / administration is 14 per cent; health 11 per cent. The urgency of the matter is that if we do not create infrastructure or jobs first, how are these formally skilled people going to feed their families and for how long will they depend on unemployed allowances given by Governments?
Hon. Chief Minister of West Bengal has taken some policy initiatives to address the issues such as Swanirbhar, Gatidhara, career guidance etc. As a result, the unemployment rate has dropped from 78 in 2011 to 52 in 2014 and reducing further. The industrial policy of Bengal is geared towards employment generation.
The Central Government should learn from such success stories and urgently come up with a plan to provide employment to already skilled people rather than wait for more people (to join the unemployment numbers) being added by Skill India Programme and the problem to become a gigantic one. Thank you.

Health Care, Education and Skill Development are core sectors where West Bengal made rapid progress in the last three years. The State, under the new Government had to revive and restructure the total infrastructure which had become almost non-existent. With continued efforts, the State made rapid progress by rebuilding the existing projects and creating newer avenues.

Health, Education, Skill development are also the focus areas for the Bengal Global Summit 2014, here is what the Government achieved in the last 3 years.

Health & Family Welfare

• Due to our initiatives, the Maternal Mortality Ratio (MMR) has decreased from 145 (2007-09) to 117 (2012) and Infant Mortality Rate (IMR) from 32 (2012) to 31 (2013).

• From only 6 operational Sick Newborn Care Units(SNCU) up to May 2011, 43 SNCUs have been made operational up to October 2014 and 16 more new SNCUs are also coming up. 285 Sick New Born Stabilization Unit (SNSU) are operational and 23 more such facilities are coming up. All 561 functional health units now have a New Born Care Corners (NBCC) and 100 more NBCC are being set up in phased manner. 25 Neonatal Units will be operational during 2014-15. NICU (Neonatal Intensive Care Unit) and PICU (Pediatric Intensive Care Unit) are functional in 9 and10 Medical Colleges, respectively.

• Paediatric Nephrology Unit is being set up in Medical College Hospitals and Paediatric Cardiology is being set up in 4 Medical Colleges.

• 140 Comprehensive Emergency Obstetric Care (CEmOC) facilities to manage obstetric complications and 531 Basic Emergency Obstetric Care (BEmOC) facilities will be made operational during 2014-15.

• Out of proposed 12 Mother and Child Hubs (MCH), 7 will be completed within 2014-15 and rest in 2015-16.

• The construction of 40 Super-speciality hospitals is expected to be completed during 2015-16.

• Out of 41 Critical Care Units (CCU), 20 are already functional and the rest 21 will be made operational within 2015-16. Construction of 5 Trauma care units (TCU) has been completed and construction of another 8 TCU and 9 Burn units (3 in Medical Colleges & 6 in District hospitals) is being taken up.

• 95 Fair Price Medicine Shops are functional and another 21 will shortly be made operational. During 2014-15, out of the gross sale value of Rs. 544 crores, the patients availed discounts of Rs. 364 crores.

• Fair Price Diagnostic Imaging Facilities and Dialysis Services under PPP has been established in 22 hospitals and another 26 hospitals will be covered by August, 2015.

• The drugs & equipments budget has increased from Rs. 80 (eighty) crore in 2010-11 to present Rs.403 crore.

• User charges for all investigations, medicine and beds have been waived in secondary hospitals.

• To cope with the shortage of Specialists, DNB (Diploma of National Board) courses have been opened in 6 (six) District Hospitals with addition of 60 (sixty) seats. DNB courses have also been planned in another 4 (four) District Hospitals. From 50,380 Beds in 2011, the Bed strength has increased to 74,507. 180 non-bedded PHC were upgraded to 10 bedded PHC, 144 BPHCs were upgraded to Rural Hospitals. 8 New health districts and 8 New District Hospitals have been created.

• As against allocation of Rs.2,211.06 crore in 2014-15, allocation of Rs.2,588.90 crore has been proposed for Health in 2015-16

Education

School Education Department

• During 2014-15, 155 new primary schools and 350 upper primary schools have been constructed. 584 New Primary Schools along with 1,319 New Upper Primary Schools are under construction. 206 schools have been upgraded from High to Higher Secondary and 104 Junior High Schools to High School.

• 11,430 schools were provided with two additional class rooms. Additional class rooms in another 14,175 schools are under construction. Classes will commence in 44 Model schools during the next academic year.

• 33,628 primary schools are being provided with electric connection.

• 99.36% students of primary schools (77, 76,133) and 98.18% students of upper primary schools (46,90,463) have been covered under mid-day meal programme. ‘Nirmal Vidyalaya Abhiyan’ has been taken up in elementary and secondary schools. Till now, more than 98% of the schools have been provided with toilet facilities.

• 1,151 para-teachers have been recruited to teach Santhali medium in primary schools in Jangal Mahal.

• In the 11 backward districts, construction of 105 Girls’ hostels, 401 integrated school buildings with hostels and 11 PTTIs has been taken up. Seventy one 50-bedded Girls’ hostels and 4 new school buildings have been completed.

• 218 new primary and 373 upper primary schools have been sanctioned and the construction work has been started.

• 25,309 bicycles have been distributed to Girl students of Bankura, Purulia and Paschim Medinipur districts.

• As against allocation of Rs.6, 884.50 crore in 2014-15, the new proposed allocatation is Rs.8,055.00 crore in 2015-16..

Higher Education Department

• The new universities at Panchanan Barma University at Coochbehar and Kazi Nazrul University at Asansol and Diamond Harbour Women’s University and Bankura University have started functioning in 2013-14 and 2014- 15 respectively. Two other new State aided universities, namely, the West Bengal University for Teacher Training, Education, Planning and Administration and Raiganj University will commence in next academic session. With this, the new State aided universities has gone up to six.

• The West Bengal Government is encouraging setting up of private universities. The Techno India University in North 24 Parganas and the Seacom Skills University in Birbhum have started and another five new private universities the Neotia University, JIS University, the University of Engineering & Management, Adamas University in North 24 Parganas and AMITY University will start in 2015-16.

• 45 new colleges are coming up in the State. New colleges at Salboni, Lalgarh, Nayagram and Jhargram in Jangalmahal, State’s first Hindi medium college at Banarhat, Jalpaiguri, New Town, Singur and Gaighata have already started. Another 15 Government Degree Colleges in un-served and under-served areas will start by August 2015. New Government Engineering Colleges are under construction at Coochbehar and Purulia.

• Due to these initiatives of the State Government, the Gross Enrolment Ratio (GER) has gone up from 12.80 in 2011-12 to 17.60 currently.

• A large number of posts in the teaching and nonteaching category have been created in the newly established universities and colleges.

• One of the remarkable achievements has been the reservation for OBC students in higher education under the West Bengal State Higher Educational Institution (Reservation & Admission) Act, 2013. 59,612 OBC category A & B students were admitted in the academic session of 2014 – 15, accounting for 10.60% of the total number of students admitted.

• As against allocation of Rs.342.95 crore in 2014-15, the proposed to allocation is Rs.391.00 crore to this department in 2015-16.

Technical Education and Training

• The State, in order to enhance the employment opportunities through skill development of the youth, has taken up an ambitious programme of setting up one Industrial Training Institute (ITI) in every Block of the State and one Polytechnic in every Sub-division.

• This Government in just three years has operationalized 43 new ITIs and additional 92 ITIs will come up this year. In order to use the expertise of private sector in skill development training, plan to set up 1000 ITIs in the Public Private Partnership has been taken in collaboration with the National Skill Development Corporation.

• 34 polytechnics have already been set up and 32 more Polytechnics are under construction.

• Apex Chambers like FICCI, BCCI and reputed industrial players like Samsung, Raymonds etc are importing skill training.

• The State has received the highest award in the All India Skill Competition two times in a row in 2013 and 2014.

• As against allocation of Rs.549.00 crore in 2014-15, allocation of Rs.647.00 crore has been made to this department in 2015-16.

Skill Development

• The state obtained first place for the first time in All India Skill Contest 2013.

• Under the leadership of the Hon’ble Chief Minister, West Bengal Skill Development Mission has been formed to develop technical and job-oriented skills.

• To ensure development of technical skills, the West Bengal State Council of Technical and Vocational Education and Skill Development Act, 2013 has been passed.

• One new ITI will be established in each block of the state. 38 new ITIs have already been established and seats have been increased by 3700. Apart from this, 88 new government ITIs are being established.

• As a result of Paschimbanga Swanirbhar Shahayak Prakalpo, nearly total 1 lakh 47 thousand nos. of groups have been benefited and subsidy of over 24 crore given in a scheme for reducing loans of the self-help groups

• Number of beneficiaries under the Swami Vivekananda Swanirbhar Karmasansthan Prokalpo, over the last two and half years is almost 78 thousand. Total outlay of project Rs. 1,715 crore Govt. grant Rs. 396 crore and employment generated in this project is for 2,93,827 people.

• Rs 8.12 crore has been spent to train producers of self-employment projects with the objective to develop the standard of their items. Through 91 special training camps, 2660 local unemployed youth have been given training in different fields with the objective to make the people of Jangalmahal self-sufficient through increase in their earnings.

• The work for construction of Training and Marketing Centre for the development of rural infrastructure at Nilgunj, Minakhan, Dhamakhali of 24 Pgs (N), Durgapur, Khandaghosh and Madhabdihi of Burdwan has been completed. Beside, work for construction of Training and Marketing Centres at New Town, Rajarhat of Kolkata, Ruipukur of Nadia, Phuljhor of Burdwan and the office of the District Collector of Paschim Medinipur is going on.

• Construction of hostels for girl students is going on in 25 polytechnic colleges. Various MOUs have been signed with Raymond, Bengal Chamber of Commerce & Industries, ILFS, FUCCU, ASSOCHAM, Security Sector Skill Development Council (SSSDC) and others which will train more than 1 lakh people on various sectors.

• Training under Skill Development Initiative Scheme (Modular Employable Skills): An additional 1,05,000 people have been trained since 2011 under Skill Development Initiative Scheme. Training of 13,500 people has been initiated in backward areas including blocks in the border areas.
