For the residents of Singur, the 2017 Durga Puja would be special. After a long struggle, they have at last got back their land, taken away forcibly in 2006 for setting up industry by the Left Front Government.

Chief Minister Mamata Banerjee has been instrumental in the successful culmination of the Singur Movement. A few months back, after the Supreme Court’s final verdict, Mamata Banerjee had herself felicitated the people involved in the struggle and family members of those killed and affected during the violence unleashed on Singur. She had also sown the first seeds for the new crops with her own hand.

And now, Singur is going to witness its first Durga Puja festival after a momentous victory. A long and hard-fought struggle, laced with the blood and tears of hundreds of people, has come to an end. It’s time for celebration now. And celebrate they will.

Potato, onion, maize, paddy and other crops have been harvested. With the money earned from selling the crops, the people are making preparations for grand festivities – buying clothes and fire-crackers, building colourful pandals, creating idols decked up in finery, and so much more.

The good times have returned. And with the people of Singur too in spirit is the whole of Bengal, celebrating the revival of a people’s hopes and aspirations.

ফিরে পাওয়া জমির প্রথম ফসল দিয়ে ফের পুজোয় মেতে উঠেছে সিঙ্গুরবাসী

 

গ্রামের মানুষের ত্যাগ আর প্রার্থনায় সাড়া দিয়েছেন মা। টানা দশ বছর ধরে অবস্থান, ধর্না, অনশন ও আদালতে দীর্ঘ লড়াইয়ের পর সর্বোচ্চ আদালতের নির্দেশে ঘরের লক্ষ্মী অর্থাৎ জমি ফিরে পেয়েছেন অনিচ্ছুকসহ সমস্ত চাষিরা। হারানো জমির পাশাপাশি পেয়েছেন ক্ষতিপূরণের টাকাও। আদালতের রায়ের পর কেড়ে নেওয়া জমি হাতে পেয়ে আগের মতোই সোনার ফসল ঘরে তুলেছেন চাষিরা। এবছর প্রথম উৎপাদিত সেই ফসল দিয়ে মাতৃ আরাধনার জন্য প্রস্তুতি নিচ্ছেন সিঙ্গুরের বেড়াবেড়ি গ্রামের মানুষ। ইতিমধ্যেই গ্রামের শীতলামাতা শক্তি সংঘের উদ্যোগে একটি কাল্পনিক মন্দিরের আদলে মণ্ডপ গড়ে তোলার কাজ চলছে। টাটাদের কারখানার জন্য জমি দখলের আগের দিনগুলোর মতোই পুজোর কটা দিন নতুন পোশাকে নিজেদের সাজিয়ে আনন্দোৎসবে মেতে ওঠার প্রস্তুতি নিচ্ছে সিঙ্গুর।

বেড়াবেড়ি গ্রামে প্রায় ২৬০টি পরিবারের বসবাস। জমি অধিগ্রহণের আগে ধুমধাম করে এখানে থিমের দুর্গাপুজো হত। ২০০৬ সালে পুজোর আগেই সিঙ্গুরে টাটাদের জন্য জমি অধিগ্রহণের প্রক্রিয়া শুরু হয়। পুজোর আগেই আন্দোলনের সময়ে ২৫ সেপ্টেম্বর রাতে বিডিও অফিসে আলো নিভিয়ে দিয়ে নির্বিচারে লাঠিপেটা করে পুলিশ। পুজোর আগে জমি হাতছাড়া হওয়ায় গ্রামের মানুষের সব অভিমান গিয়ে পড়েছিল মা দুর্গার উপরে। তাই জমি ফিরে না পাওয়া পর্যন্ত পুজো করবেন না বলে শপথ নিয়েছিলেন সিঙ্গুরের বেড়াবেড়ি গ্রামের অনিচ্ছুক চাষিরা। সেই শপথ বজায় রেখে পুজোর সময়ে নতুন পোশাক, ঢাকের কাঠি, আলোর রোশনাই ও আতসবাজি থেকে নিজেদের সরিয়ে রেখেছিলেন গ্রামের মানুষ।

বেড়াবেড়ি দুর্গাপুজো কমিটির অন্যতম সদস্য তথা জেলা পরিষদের বন ও ভূমি কর্মাধ্যক্ষ মানিক দাস বলেন, জমি জোর করে নেওয়ার পর প্রথমে অভিমানে পুজো বন্ধ করে দিয়েছিলাম। কিন্তু, পরে দু’বছর ধরে অনাড়ম্বরভাবে পুজো করে মায়ের কাছে জমি ফেরত পাওয়ার আবেদন করেছি। গ্রামের মানুষের সেই আবেদনে মা সাড়া দিয়েছেন। জমি ফেরত পাওয়ার পর আলু, সরষে, ধান, পিয়াজসহ বিভিন্ন ধরনের ফসল আমরা ঘরে তুলেছি। তাই এবার আমরা ফিরে পাওয়া জমিতে ফলানো সোনার ফসল দিয়েই মায়ের পুজোর প্রস্তুতি নিচ্ছি। পুজো কমিটির সভাপতি সহদেব দাস বলেন, আন্দোলনের আগে আমরা যেভাবে পুজো করতাম, এবার গ্রামে উৎসবের সেই মেজাজ ফিরিয়ে আনার চেষ্টা করছি। গ্রামের বাসিন্দা পারমিতা দাস বলেন, মা আমাদের কাতর মিনতিতে সাড়া দিয়েছেন বলেই আমরা জমির পাশাপাশি ক্ষতিপূরণের টাকাও পেয়েছি। তাই ফিরে পাওয়া জমির প্রথম ফসল দিয়ে পুজো দেওয়ার জন্য টাকা তুলে রেখেছি।

A year ago today – on August 31, 2016 – the Supreme Court of India passed the historic judgment t declaring that the land acquisition made by the erstwhile Left Front Government in Singur was illegal and unconstitutional. It asked the present Trinamool Government led by Mamata Banerjee to return the lands to its owners. Thus the 10-year struggle of Mamata Banerjee against illegal land acquisition ended in a victory for the farmers.

Bengal Chief Minister Mamata Banerjee had hailed the Supreme Court’s decision and said she had “tears of joy”. On September 2, 2016, Singur Utsav was observed in every block of the State today to commemorate the Supreme Court decision quashing land acquisition in Singur. Rallies were taken out by Trinamool activists and supporters in various parts of the State. Cultural programmes were held too. ‘Singur Vijay Diwas’ was observed at Vidhan Sabha, too.

On September 14, Mamata Banerjee handed over land parchas (land deeds) and compensation cheques to farmers in Singur. Around 9,117 land deeds were handed over. Around 800 compensation cheques – to unwilling farmers – were handed over by the Chief Minister and her Cabinet colleagues. “In the first lot 9,117 parchas were given. All land will be returned in cultivable form within eight weeks,” she said during her visit to Singur.

The CM said that the government will be setting up check dams and small tube wells for irrigation in Singur. She added that soil testing is going on and all fertilisers for making the land fertile and cultivable will be provided to farmers.

On October 17, the Bengal CM said that the process of giving physical possession of land in Singur will begin on October 20 and will be completed in 15-20 days.

On October 20, Chief Minister Mamata Banerjee formally re-commenced farming on the plots of land in Singur which were given away to Tata Motors’ Nano project by the Left Front government, by sowing seeds of mustard on those plots.

By November 2016, the land was returned and by January 2017, the 300 or so farmers whose land had not been affected by the steel and concrete structures had already begun producing crops of the golden skin potatoes that farmers in Bengal’s Singur are renowned for. Rabi and Boro crops have also been grown in Singur. The Government also encouraged the use of organic fertilisers in Singur.

About 230 acres of paddy fields sown in early February using new, low-water techniques have produced knee-high crops. Sesame, maize, cucumbers and banana have also been planted. A new power network now runs 63 freshly drilled wells for dry season irrigation and sprinklers and drips are in use. The state government had also provided farmers with high-yielding seeds, fertilizer and Rs 10,000 toward new farm equipment and extra workers to help with labour.

With all these steps taken, Singur will be a model in agriculture and horticulture sectors.

 

সিঙ্গুর ফিরেছে শস্যের ভাণ্ডারে

ঠিক এক বছর আগে অর্থাৎ ৩১শে আগস্ট ২০১৬ তারিখে মহামান্য সুপ্রিম কোর্ট এক ঐতিহাসিক রায়ে পূর্বতন বামফ্রন্ট সরকারের সিঙ্গুরের জমি অধিগ্রহণকে ‘অবৈধ ও অসাংবিধানিক’আখ্যা দেন। মহামান্য আদালত বর্তমান তৃণমূল সরকারকে নির্দেশ দেন কৃষকদের জমি ফিরিয়ে দিতে। মমতা বন্দ্যোপাধ্যায়ের দীর্ঘ ১০ বছরের অক্লান্ত সংগ্রামের এক মধুর সমাপতন ঘটে।

বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় মহামান্য সুপ্রিম কোর্টের এই রায়কে স্বাগত জানান। তিনি আবেগপ্রবণ হয়ে ঘোষণা করেন রাজ্যের সব ব্লকে সিঙ্গুর উৎসব পালিত হবে। ২রা সেপ্টেম্বর রাজ্যের প্রান্তে প্রান্তে তৃণমূল কংগ্রেস কর্মী সমর্থকরা মিছিল বার করেন, বিভিন্নি সাংস্কৃতিক অনুষ্ঠান করা হয়। বিধান সভায়ও ‘সিঙ্গুর বিজয় দিবস’ পালন করা হয়।

সেপ্টেম্বরের ১৪ তারিখ মমতা বন্দ্যোপাধ্যায় চাষিদের হাতে জমির পরচা ও ক্ষতিপূরণের চেক তুলে দেন। প্রায় ৯১১৭টি পরচা তুলে দেওয়া হয়। প্রায় ৮০০ জন অনিচ্ছুক কৃষকদের ক্ষতিপূরণের চেক প্রদান করেন মুখ্যমন্ত্রী ও মন্ত্রীসভার অন্যান্য মন্ত্রীরা। সিঙ্গুরের জনসভায় মুখ্যমন্ত্রী বলেন, “প্রথম দফায় ৯১১৭টি পরচা তুলে দেওয়া হয়, আগামী আট সপ্তাহের মধ্যে জমি চাষযোগ্য করে ফেরত দেওয়া হবে। সরকার চেক বাঁধ ও ছোট টিউবওয়েলের ব্যবস্থা করছে সিঙ্গুরে সেচের জন্য।” তিনি আরও বলেন, জমি পরীক্ষার কাজ চলছে এবং এই জমিকে উর্বর ও চাষযোগ্য করে তুলতে যা সার লাগে, সব চাষিদের প্রদান করা হবে।

১৭ই অক্টোবর মমতা বন্দ্যোপাধ্যায় বলেন, জমি হস্তান্তরের প্রক্রিয়া ২০ই অক্টোবর থেকে শুরু করা হবে ও ১৫-২০ দিনের মধ্যে পুরো প্রক্রিয়া শেষ হয়ে যাবে। ২০শে অক্টোবর যে জমি বামফ্রন্ট সরকার কেড়ে নিয়েছিল, সেই জমিতে সরিষার বীজ ছড়িয়ে পুনরায় চাষ করা শুরু করেন স্বয়ং মুখ্যমন্ত্রী।

নভেম্বর মাসের মধ্যে জমি হস্তান্তরের কাজ শেষ হয়। জমিতে আলু উৎপাদন হয় ২০১৭ সালের জানুয়ারি মাসেই। এই আলুর জন্যই সিঙ্গুর বিখ্যাত সারা বিশ্বে।

২০১৭ সালের ফেব্রুয়ারী মাসে প্রায় ২৩০ একর ধান জমিতে ফলন হয়েছিল। তিল, ভুট্টা, শসা ও কলার চাষও শুরু হয়েছে। রবি ও বোরো শস্যও ফলন হচ্ছে সিঙ্গুরে। জৈব সার ব্যবহার করতেও উৎসাহ দিচ্ছে রাজ্য সরকার। রাজ্য সরকার বীজ ও সার দিয়েছিল কৃষকদের। এছাড়া, নতুন যন্ত্রপাতি কেনা ও চাষের সহযোগিতা করতে অতিরিক্ত লোকের জন্য ১০,০০০ টাকা করে প্রদান করা হয়েছিল।

রাজ্য সরকারের এই সকল পদক্ষেপের মধ্যে দিয়ে সিঙ্গুর আবারও শস্যের ভাণ্ডারে নিজের জায়গা ফিরে পেয়েছে।

The Bengal Government is planning to set up a police commissionerate in Hooghly district. It is expected that the new police commissionerate will be named Chandannagar Police Commissionerate.  This will be the sixth police commissionerate in Bengal after the change-of-guard in the state after Howrah, Bidhannagar, Barrackpore, Asansol-Durgapur and Siliguri police commissionerates.

As many as nine police stations including Bhadreswar, Rishra, Serampore, Chinsura, Dankuni and two women police stations will be under the police commissionerate. The remaining 17, including a woman police station, will remain under the jurisdiction of the state police that will be headed by the Superintendent of Police.

The proposal was mooted to ensure better policing in the area and the bifurcation has been done in such a manner that all the police stations under the jurisdiction of the proposed police commissionerate are along the river Hooghly.

According to plans, the headquarters of the police commissionerate will be Chinsura while the headquarters of the Hooghly rural part will be Singur. After Trinamool Congress took charge of the Government, Chief Minister Mamata Banerjee had taken steps to set up separate police commissionerates in urban parts of the districts.  At the same time, the area that was under the jurisdiction of Kolkata Police was also doubled.

 

হুগলী জেলায় একটি নতুন পুলিশ কমিশনারেট গঠন করছে রাজ্য সরকার  

রাজ্যের আইন শৃঙ্খলা পরিস্থিতি আরও ভালোভাবে রক্ষণাবেক্ষণের জন্য আরও একটি নতুন কমিশনারেট গঠনের সিদ্ধান্ত নিয়েছে রাজ্য সরকার। হুগলী জেলা থেকে আলাদা করে তৈরী হচ্ছে চন্দননগর পুলিশ কমিশনারেট, এটি ষষ্ঠ পুলিশ কমিশনারেট। ইতিমধ্যেই ৫টি পুলিশ কমিশনারেট রয়েছে রাজ্যে। এগুলি হল – হাওড়া, বিধাননগর, ব্যারাকপুর, আসানসোল-দুর্গাপুর এবং শিলিগুড়ি কমিশনারেট।

এই নতুন পুলিশ কমিশনারেটের অধীনে রয়েছে চুঁচুড়া, ভদ্রেশ্বর, শ্রীরামপুর, রিষড়া সহ ৭ টি থানা ও ২ টি মহিলা থানা। পাশাপাশি হুগলী জেলা গ্রামীণে থাকবে অবশিষ্ট ১৭ টি থানা যার মধ্যে ১টি মহিলা থানা।

হুগলী জেলার আইন-শৃঙ্খলা পরিস্থিতি ভালোভাবে রক্ষণাবেক্ষণের জন্যই এই সিদ্ধান্ত নিয়েছে রাজ্য সরকার ।

পরিকল্পনা অনুযায়ী, এই নতুন কমিশনারেটের হেড কোয়ার্টার হবে চুঁচুড়ায়। হুগলী জেলা পুলিশের সদর দপ্তর তৈরী হবে সিঙ্গুরে। তৃণমূল কংগ্রেস ক্ষমতায় আসার পর মমতা বন্দ্যোপাধ্যায় রাজ্যের আইন শৃঙ্খলা পরিস্থিতি উন্নত করার লক্ষ্যে জেলার বিভিন্ন প্রত্যন্ত অঞ্চলে আলাদা আলাদা পুলিশ কমিশনারেট তৈরীর উদ্যোগ নিয়েছেন। এর পাশাপাশি, কলকাতা পুলিশ আওতাধীন এলাকাও দ্বিগুণ করা হয়েছে।

Bengal Chief Minister Mamata Banerjee has always maintained that there is no competition between agriculture and industry. They complement each other.  Bengal is a perfect example where agriculture and industry exist side by side.

The farmers of Singur got back their land after 10 years with the help of the Trinamool Government. The soil has been made cultivable through modernized technologies and proper irrigation system. The farmers have received around Rs 10,000 as grants from the Government. The Government has also supported the farmers in order to receive agricultural loans.

Today, Singur is smiling. After the historic verdict of the Supreme Court, the farmers of Singur have been given back their land pattas, which were once taken away forcibly from them by the erstwhile Left Front Government. They have once again produced rich harvest on the same land.

Those who grew up on the soils of Singur, are once again free. With the support of DIdi, they have got back their own land, the soil that was harvested by their fathers and forefathers. They know the language of that soil, its texture,, its smell and its feel. And that have made them to produce a golden harvest, even after a decade.

 

সিঙ্গুর ফিরে এল শস্যের ভাণ্ডারে

রাজ্যের কৃষি এবং শিল্পায়নে অগ্রগতি নিয়ে বরাবর এক স্বচ্ছ ভাবমূর্তি দেশের কাছে তুলে ধরেছেন মুখ্যমন্ত্রী মমতা বন্দ্যয়াপাধ্যায়।

‘কৃষি-শিল্প ‘ কারও সংগে কারও প্রতিযোগিতা নেই। ওরা একে অপরের পরিপূরক। নতুন বাংলায় তাই কৃষি ও শিল্পের সহাবস্থান যথেষ্টই তুলনাস্বরুপ।

১০ বছর পর রাজ্য সরকারের উদ্যোগে সিঙ্গুরের কৃষকেরা তাদের নিজ নিজ জমি ফেরত পেয়েছেন। এবং যথেষ্ট আধুনিক উপায়ে জমিকে চাষযোগ্য করে তোলার লক্ষ্যে সেচের জন্য তারা চেক বাধ এবং ছোট নলকূপ ও বসিয়েছেন। এবং রাজ্য সরকারের কাছ থেকে কৃষকগোষ্ঠী অনুদান মাফিক ১০ হাজার করে টাকাও পেয়েছেন। কৃষকরা যাতে ঋন পায় তারও ব্যবস্থা করেছে রাজ্য সরকার।

আজ সিঙ্গুুর হাসছে। সুপ্রিম কোর্টের রায়ে সিঙ্গুরে বুদ্ধবাবুর পুলিশ দিয়ে গায়ের জোরে কেড়ে নেওয়া জমি ফের পাট্টা ও দলিল সমেত ফেরত পেয়ে সেই জমিতে আবার সোনার ফসল ফলিয়েছেন সিঙুরের কৃষক।

মাটির স্পর্শে বেঁচে থাকা মানুষগুলি আজ স্বাধীন। মমতাময়ী দিদির প্রচেষ্টায় ফিরে পেয়েছেন বংশ পরম্পরায় মাটির সংগে তাদের সম্পর্ক।ওরা মাটির ভাষা বোঝে, মাটির গন্ধ খোঁজে, তাই তাঁরা এই স্বাধীন চেতা মন নিয়ে তাদের ফিরে পাওয়া জমিতে নতুন করে সোনার ফসল ফলিয়েছেন।

Cultivation of crops on the entire 997 acre of land in Singur will start in full swing by the end of February.

The state government had returned the plots in cultivable condition to farmers in Singur following the Supreme Court’s verdict. The Apex Court had directed the state government to return the land within 12 weeks. The Mamata Banerjee government had completed the task much ahead of the deadline.

Mamata Banerjee government took elaborate schemes to ensure cultivation of crops on the acre of the land that had almost turned barren with construction of sheds and other facilities of the automobile factory. A total of 56 submersible pumps were installed and irrigation facility has also been restored. There was already full-fledged cultivation of mustard, potato and pulses on 500 acre of land and the growth of the crops in record time has removed doubts from the mind of the farmers who were brainwashed by some people with vested interest that cultivation would be next to impossible on the “barren land”. Sowing of paddy seeds has also started on the land.

Now, by the end of February, the remaining work to help farmers for a better cultivation would get completed.

 

সিঙ্গুরে চাষের অগ্রগতি নিয়ে হল উচ্চপর্যায়ের বৈঠক

সিঙ্গুরে চাষের অগ্রগতি নিয়ে এক উচ্চপর্যায়ের বৈঠক হল রবিবার। উপস্থিত ছিলেন রাজ্যের প্রধান কৃষি উপদেষ্টা, পিডব্লুডি–র প্রিন্সিপাল সেক্রেটারি, রাজ্য কৃষি দপ্তরের সহকারী আধিকারিক, জেলাশাসক, পুলিস সুপার, রবীন্দ্রনাথ ভট্টাচার্য, বেচারাম মান্না প্রমুখ। কাজের অগ্রগতি ছাড়াও কোথায় খামতি রয়েছে, কীভাবে তা কাটিয়ে ওঠা যায় তা নিয়েই হয় এদিনের বৈঠক।

এদিন শিক্ষামন্ত্রী পার্থ চ্যাটার্জি বলেন, ‘‌রবিশস্য চাষ শুরু হয়েছে। ৫০০ একরের বেশি জমিতে চাষ হচ্ছে। চাষের জমি আরও বাড়ানোর কাজ চলছে। আগামী সপ্তাহে আলু তোলা হবে। সেই সময় আমি উপস্থিত থাকব।’‌

সিঙ্গুরের কৃষকদের জমি ফিরিয়ে দেওয়া হয়েছে। এবার মুখ্যমন্ত্রীর সিদ্ধান্ত অনুযায়ী দ্রুততার সঙ্গে যাতে সিঙ্গুরের জমিতে উৎকর্ষ মানের চাষ সম্ভব হয়, সে–ব্যবস্থা করা হয়েছে। ইতিমধ্যেই প্রায় ৫০০ একরের বেশি জমিতে চাষ শুরু হয়েছে। ৫৬টি অগভীর নলকূপ বসানোর কাজও শেষ। একই সঙ্গে সেই নলকূপগুলি চাষের কাজে ব্যবহার শুরু হয়েছে। ধাপে ধাপে বাকি জমিতেও চাষ শুরু হবে।

The Sabujshree Scheme, which is a brainchild of Chief Minister Mamata Banerjee, was initiated in Singur last Wednesday by State Education Minister, Partha Chatterjee by handing over saplings of mahogany and sandalwood to new mothers.

Sabujshree is an innovative scheme which connects two noble causes – protecting the environment and promoting girl children.

Under the scheme, the mother of a new-born girl child is handed over saplings for free to plant in some place where she or her family can take care of it – so the tree grows up under her care just like her girl child.

After the ceremony for Sabujshree, the Minister participated in an administrative meeting on agriculture.

At the press conference following the meeting, the Education Minister said that, after the Supreme Court had restored the land in Singur to the farmers who originally owned them, Mamata Banerjee had re-started cultivation there by planting mustard and potato seeds. Next, the Government is looking into ways to help the farmers to start planting crops for the boro season.

He also said that the Mamata Banerjee-led State Government is very keen that cultivation is re-started on the same scale as earlier. As an incentive, the State Government is giving Rs 10,000 as well as other benefits to the farmers who start cultivating their lands.

 

সিঙ্গুরে সূচনা হল সবুজশ্রী প্রকল্প

বুধবার সিঙ্গুরে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের সবুজশ্রী প্রকল্প চালু করলেন পার্থ চট্টোপাধ্যায়। এদিন সিঙ্গুরের বিডিও অফিসে একটি অনুষ্ঠানে সদ্যোজাত মায়েদের হাতে মেহগনি ও চন্দন গাছের চারা তুলে দিলেন শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায়।

সবুজশ্রী প্রকল্পের লক্ষ্য পরিবেশ রক্ষার পাশাপাশি কন্যা সন্তানদের ভবিষ্যৎ কিছুটা হলেও সুরক্ষিত করা এবং তাদের স্বনির্ভর করে তোলা।

এই প্রকল্পের আওতায় নবজাতকের নামে পরিবারকে একটি করে অর্থকরী গাছের চারা দেবে সরকার। শিশুটির নামেই গাছটিকে বড় করে তুলবে তার পরিবার। ২০-২৫ বছর পরে সেই গাছ বিক্রি করে যে-টাকা পাওয়া যাবে, সেটাই তখন সাবালক হয়ে ওঠা সন্তানের ভবিষ্যৎ গড়ে তোলার কাজে লাগবে।

অনুষ্ঠানের পর শিক্ষামন্ত্রী কৃষি সংক্রান্ত একটি প্রশাসনিক বৈঠক করেন।

বৈঠকে পর সাংবাদিকদের মন্ত্রী বলেন, সিঙ্গুরে জমি ফেরতের পর মুখ্যমন্ত্রী এখানে চাষের সূচনা করেছিলেন। এরপর এখানে সরষে ও আলু চাষ শুরু হয়েছে। এখন তাদের লক্ষ্য বোরো চাষ শুরু করা।

তিনি আরও বলেন, মমতা বন্দ্যোপাধ্যায় পরিচালিত মা-মাটি-মানুষ সরকারের একান্ত ইচ্ছা কৃষকরা চাষ করুন। যারা চাষ করবেন তাদের ১০ হাজার টাকা ও অন্যান্য আনুষঙ্গিক সাহায্য দেওয়া হবে।

Leading the charge against the Centre’s move to demonetise high-value currency notes, West Bengal Chief Minister Mamata Banerjee spoke about the reasons for her protest and the Army’s presence in her state.

There is a lot of criticism from the BJP and others who are saying that you are seeing conspiracies where there are none. What is your reaction to this?

Whenever I start a movement, there is criticism. I am used to that. When I began the movement against the Left, with Jyoti Basu as Chief Minister, I was criticised. I was attacked by the Left. Later, when I began the movement in Singur, I was similarly attacked and criticised. This is the same thing.

But whatever the common people feel, that is the truth that matters. People know that this move of demonetisation is a black move by a black government. People will respond to note-bandi with vote-bandi.

What is the next step in your protest against demonetisation?

We are going to continue our opposition against the Modi government and demonetisation. I believe in constructive criticism and the opposition needs to be united. But already, the BJP has no one speaking in favour of them. All these economists, it is not like they know me. But they are all speaking out against demonetisation, warning people that this move will ultimately harm the economy. Who is speaking in favour of the government, except some people who don’t have a choice but to — some film stars and some businessmen, who need to speak in favour of the government because they are scared to do otherwise. This is a scheme to ensure loot of common people’s money. The government has started a scheme where they will take money, in old notes, and then say that this is their revenue. They will claim that their revenue has increased. It’s a complete eyewash and dacoity.

Why do say that demonetisation is linked to elections?

The government isn’t releasing Rs 500 notes equally. We have asked the RBI to release the details of how many Rs 500 notes have been sent to which state. They haven’t done that yet. In West Bengal, the demand is far higher than other states. But here we have had almost no Rs 500 notes. Most of the ATM machines haven’t been recalibrated. But in BJP states, there is no such problem. In UP, they are not releasing Rs 500 notes because the BJP wants anger to build against the Samajwadi Party.

The Army has claimed that they had followed protocol regarding deployment in the state, what is your stand?

The Army is being used as a political tool. Whatever they are saying is misinformation and lies. It’s a concocted story. The Army never took permission from the state government. The home secretary has written to the Centre to withdraw the Army from the district. If the Army isn’t withdrawn, we will take legal action. We are being targeted because we have raised the issue of demonetisation.

So what do you think the Centre is attempting to do?

Curb protest. There is no money anywhere and the BJP can’t tolerate anyone’s protest. This has never happened before. The central government is an elected government but with limited mandate, we don’t interfere in their jurisdiction there. The state government has limited jurisdiction. But in this situation, the economy has no money, it’s impossible to give people wages. No one is getting money in hand. What will people do? Now the government is trying to scare you, so that you can’t go to the bank and take out money. This is yet another surgical strike.

The BJP is constantly attempting to weaken the federal structure of the state. They continue to speak directly to our secretaries, bypassing the chief minister. The Prime Minister holds video-conference meetings with the chief secretaries of the state. Why should he do that? There is a system in place and there is a reason for that. The Centre has no right to do so.

Bengal Chief Minister Mamata Banerjee on Wednesday announced that names of the officers who were involved in the task of reconverting the 997 acres of the Singur land to cultivable condition and distribute it to its actual owners will be displayed on a board.

For the first time ever in the State’s history, names of officers will remain displayed on a board for their invaluable work to complete a task much ahead of the set deadline.

A booklet will also be published containing detailed information about the officers, their department and contribution for returning the land to farmers by following the Supreme Court’s order word by word.

The Bengal Chief Minister went to Singur on Wednesday to check the present situation as she had set November 8 as the deadline for completion of the land handing over process.

The Apex court had given 12 weeks time to the state government to return the land to its owners. But the officers have worked day and night without taking any leaves to complete the task before two weeks.

The Chief Minister said that this was not an easy task as there were thick concrete floors which had to be removed. Subsequently, the land also had to be converted to cultivable condition before handing it over to the farmers. It was challenging to carry out the work of conversion as well as documentation at the same time. But the officers tackled the situation skilfully.

“They didn’t take leave during Durga Puja and other festivals to complete the work on time. Thus, they will be getting leaves after the entire process of handing over the land is over,” she announced adding that Singur would become a place of interest for people from abroad and students would visit the place for research work.

The Bengal Chief Minister had earlier appreciated the work of all the departments involved in returning the land to farmers and the departments include agriculture, department, urban development and municipal affairs, public works, public health engineering, panchayat and rural development department. She had also appreciated the Hooghly district administration and police who had worked under the leadership of the District Magistrate and superintendent of police. During Wednesday’s visit, she further said that no one had turned up to claim 71 acre of land and around 846 acre of land have been distributed among its owners.

“There were some people who had taken cheques posing as owners of the plots during the Left Front regime,” she said adding that if there are any actual land owners they would get back their plots. It may be mentioned that she had said earlier in Singur on September 14 that steps would be taken against such people. She further said that steps would be taken to refill the channels which are passing through the land in Singur under the state government’s Jal Dharo Jal Bharo scheme.

তিনি জানান, “৯৯৭ একর জমির মধ্যে ৮৪৩ একর জমির জরিপের কাজ শেষ৷ সুপ্রিম কোর্টের রায় মেনে নির্ধারিত সময়ের আগেই জমি চাষযোগ্য করে তোলা হয়েছে৷ এ সবই সিডি করে আদালতে জমা দেবে রাজ্য৷

বুধবার জগদ্ধাত্রী পুজো উপলক্ষে চন্দননগরে গিয়েছিলেন মমতা৷ সেই ফাঁকে ঘুরে গেলেন সিঙ্গুরও৷ আদালতের রায়ের পর আগেও দু’দফা এসেছিলেন৷ গত মাসে চাষের কাজও শুরু করান৷ এদিন শেষ পর্বের কাজ পরিদর্শন করেন৷

গোটা বিষয়টির দায়িত্ব মূলত শিক্ষামন্ত্রী পার্থ চট্টোপাধ্যায়ের হাতে দিয়েছিলেন মমতা৷ তাঁর ও রাজ্য সরকারের টিমের ভূয়সী প্রশংসা করেন মুখ্যমন্ত্রী৷ তিনি ঘোষণা করেন, “জমি চাষযোগ্য করার জন্য সিঙ্গুরে যাঁরা যাঁরা কাজ করেছেন, অফিসার থেকে কর্মী, সবাইকে সিঙ্গাপুর, হংকং, ব্যাংককের মতো বিদেশে যাওয়ার জন্য বাড়তি একটি এলটিসি দেবে রাজ্য৷ দরিদ্র কনস্টেবল ও সিভিক পু্লিশকে দশ হাজার টাকা করে পুরস্কার দেওয়া হবে৷ এছাড়া যে শহিদ মিনারটি তৈরি হবে সেখানে একটি পুস্তিকা থাকবে৷ আন্দোলনের নেতৃত্ব ছাড়াও চাষযোগ্য করার কাজ যাঁরা করলেন তাঁদের সবার নাম সেই পুস্তিকায় লেখা থাকবে৷”

মুখ্যমন্ত্রী আরও জানান, “যাঁরা মনুমেন্ট দেখতে আসবেন তাঁরা স্টল থেকে পুস্তিকা, সিঙ্গুর আন্দোলন সম্পর্কিত বই, ছবি, অডিও, ভিডিও সিডি কিনতে পারবেন৷”

এদিন সবাইকে ধন্যবাদ জানিয়ে তিনি আরও বলেন, “এই জমি চাষযোগ্য করতে পুজোর ছুটির সময়ও যাঁরা কাজ করেছিলেন, তাঁদের বাড়তি ছুটি দিয়ে দেওয়া হবে”।

The Bengal Government, under the initiative of Chief Minister Mamata Banerjee has taken upon a project to set up 56 deep tube-wells in five moujas of Singur so that farmers are able to take up proper irrigation measures.

After returning cultivable lands to the farmers in Singur, mini deep tube-wells are now being set up in Gopalnagar, Khasebheri, Beraberi, Singer Bheri and Bajemelia moujas.

Incidentally, the erstwhile Left Front Government had dismantled 50 tube-wells in the region in 2006.

The work for setting up the tube-wells was taken up in war footing and a part of the work has already been completed. The Government had a view to ensure the setting up of a proper irrigation system in the returned farmlands in Singur, and it has kept its word. The Government has also provided the farmers with farming equipment and crop seeds.

It may be recalled that the land in Singur was so fertile that it yielded three crops per year. Mamata Banerjee had made it a point to stand beside the farmers of Singur and she kept her promise by starting the providing of cultivable land to the farmers on October 20.

সেচের কাজে যাতে কৃষকদের কোনোভাবে বাধার সম্মুখীন না হতে হয়, সেই জন্য মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় একটি প্রকল্প গ্রহণ করেছেন, যার মাধ্যমে সিঙ্গুরের অন্তর্গত ৫টি মৌজাতে ৫৬টি গভীর নলকূপ নির্মাণ করা হবে।

আপাতত, কৃষিজমি ফেরত দেওয়ার পর গোপালনগর, খাসেবেড়ি, বেড়াবেড়ি, সিঙেরবেড়ি ও বাজেমেলিয়া মৌজাগুলিতে ছোট ছোট নলকূপ তৈরী করা হচ্ছে।

প্রসঙ্গত উল্লেখ্য, পূর্ববর্তী বাম সরকার ২০০৬ সাল থেকে ওই অঞ্চলের ৫০টি নলকূপ বন্ধ করে দিয়েছিল।

আপাতত নলকূপ নির্মাণের কাজ চলছে ও বেশ কিছুটা কাজ এগিয়েও গেছে। সরকারের পূর্বনির্ধারিত দিনের মধ্যেই সব কৃষককে তাদের কৃষিজমি ফেরত দেওয়া হয়েছে, সঙ্গে তাদের কৃষিকাজে প্রয়োজনীয় সব উপকরণ ও ফসলের বীজ প্রদান করা হয়েছে।

সিঙ্গুরের জমি এতটাই উর্বর ছিল যে সেখানে বছরে ৩ বার চাষ করা যেত। মমতা বন্দ্যোপাধ্যায় কৃষকদের পাশে দাঁড়ানোর আশ্বাস দিয়েছিলেন এবং তাঁর দেওয়া কথামতো তিনি ২০ অক্টোবর থেকে কৃষকদের কৃষি জমি ফেরত দেওয়ার প্রক্রিয়া শুরু করে দিয়েছেন।

The State Agriculture Department will introduce modern agro-science-based technologies for better cultivation of the 997 acres of land in Singur, in consultation with farmers to develop a new arena of agro-economy.

The State Government will be providing all sorts of support to the farmers until the first crop is harvested.

The State Irrigation Department would ensure sufficient supply of water for agriculture in the entire area. The Panchayat Department will also be completing a set of work that needs to be done for the benefits of the farmers.

Initially, the farmers in Singur have been recommended to cultivate spinach and mustard as it would help in preparing the soil for cultivation of potato.

রাজ্য সরকার কৃষকদের সবরকম সহায়তা প্রদান করবে যতদিন না পর্যন্ত প্রথম ফসল তোলা হয়।

রাজ্য সেচ দপ্তর ওই এলাকায় প্রয়োজনীয় জল সরবরাহ করবে। পঞ্চায়েত দপ্তরও কৃষকদের উন্নতির জন্য বেশ কিছু উদ্যোগ নিতে চলেছে।

প্রাথমিকভাবে, সিঙ্গুরে কৃষকদের পালংশাক ও সর্ষে চাষ করতে সুপারিশ করা হয়েছে।
