In a democracy, fight politically, not through violence: Mamata Banerjee

Chief Minister Mamata Banerjee today inaugurated a bouquet of developmental schemes and programmes during a public function at Kankardanga in Patrasayar block in Bankura district. She also laid the foundation stones of several projects.

The projects inaugurated were a fair-price medicine shop, a grain warehouse, roads, a mini indoor games complex, renovation of canals, etc. Foundation stones were laid for an eco park, a Labour Department office, etc.

She also distributed benefits of schemes like Kanyashree, Sikshashree, Sabujshree, Sabooj Sathi, Anandadhara and Gatidhara, folk instruments like dhamsa and madol, farming implements, mini kits for vegetable farming, etc.

Highlights of her speech:

I had visited Bankura district in December, 2017. Earlier, the ‘vote-babus’ used to visit districts only during elections. I keep visiting the districts to monitor the progress of developmental schemes.

We have set up a new university in Bankura.

We have increased pipelined water supply from 15% to 65%. We have started a drinking water project which will benefit 18 lakh people.

Three new multi super speciality hospitals have been set up in Bankura.

Over 1.7 lakh minority students have received scholarships. 57 lakh SC/ST students have also got scholarships.

45 lakh girls have received financial assistance under Kanyashree scheme. We have distributed 70 lakh cycles to students.

Kanyashree girls are our pride. The scheme has played a role in bringing down the rate of child marriage.
The stipend of Kanyashree scheme has been increased. We have extended the scheme to university students also.

SC/ST students will get soft loans for pursuing higher education (10 lakh for domestic studies and 20 lakh for foreign studies).

We have allowed Santhali students to take WBCS exam in Ol Chiki script.

We distribute saplings under Sabuj Shree scheme to parents of newborn babies. By selling the tree, they can secure the future of their child financially.

We provide rice at Rs 2/kg. Healthcare is free in government hospitals in Bengal.
We have started fair price medicine shops and diagnostic centres.

We have started Swasthya Sathi scheme and included ICDS, ASHA, contractual workers, civic volunteers, homeguards, panchayat and municipal workers etc under the insurance scheme.

Retirement age of contractual and casual workers has been fixed at 60 years.

ASHA workers used to receive Rs 800 from Centre earlier. Centre stoppe the funds for the project. We kept the project alive with State funds.

Centre allocated Rs 100 crore for Beti Bachao, Beti Padhao scheme for the entire country. We spent Rs 5000 crore for Kanyashree scheme only for Bengal.

It is not the job of the party in power to attack political opponents or vandalise statues of icons. We believe in all-encompassing politics. They must fight politically, not through violence.

I have fought CPI(M). We struggled for 34 years. Our slogan was ‘bodla noy, bodol chai’. We did not unleash any violence against the Communists. This is not our culture.

Marx or Lenin are not our icons. But they are revered in Russia. I have ideological fight with CPI(M). We fought against them in Singur, Nandigram, Netai. I do not support the BJP either.

Democracy does not mean use of violence. Democracy is all about winning people’s trust. Let there be a competition on development. Catch me if you can.

Smear campaign against me is on 365 days a year. This is not the democracy we believe in. I am not afraid of fear-mongering tactics.

We have started a new scheme called ‘Ruposhree’. We will provide financial aid to families with income less than Rs 1.5 lakh to assist them in their daughter’s wedding.

We have waived khajna tax on agricultural land. We have also done away with mutations fees on agricultural land. Why has the Centre not waived loans of farmers? Instead, they are allowing rich people to flee with crores of rupees from banks.

Farmers are not getting loans, students are not getting loans. Some people are running away with hard-earned money of people. Banks have become cashless, Centre has become faceless.

Your savings are not safe in banks. People are in dire straits. They are cheating people. Whenever people are in trouble, Trinamool is there to speak out for them.

Unity is harmony. We believe in the ideals of Rabindranath, Nazrul.

Centre has been neglecting Bengal. We are not getting due funds. Bengal does not care about power. Bengal wants welfare of people.

If your target is Bengal, our target is Lal Quila.

Some people, with ulterior motives, are trying to foment trouble between Hindus and Muslims. People must be vigilant. Inform the authorities, you will be rewarded.

We are launching a project worth Rs 2,000 crore which will benefit lakhs of people in lower-Damodar valley region. It will solve the water woes in the region.

We have started pension scheme for auto-drivers, car drivers, construction workers, domestic helps and others.

We are paying Rs 48,000 crore as instalments for the debt incurred by the Left. Still, the amount of work done by us, despite the financial constraints, is unmatched.

March 8 is International Women’s Day. We respect our women. Without them, the society is incomplete.
The students and youths of Bengal will show the way to the world one day.

 

গনতন্ত্র মানে জবরদখল নয়, ভোটদখল নয়: মুখ্যমন্ত্রী

আজ বাঁকুড়া জেলার কাঁকড়ডাঙা, পাত্রসায়েরে পরিষেবা প্রদান অনুষ্ঠানের মঞ্চ থেকে একগুচ্ছ প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বিভিন্ন প্রকল্পের শিলান্যাসও করেন।

মুখ্যমন্ত্রী যে সকল প্রকল্পের উদ্বোধন করেন, তার কয়েকটি হল, ফেয়ার প্রাইস মেডিসিন শপ, ধানের গুদাম, নতুন রাস্তা, মিনি ইনডোর গেমস কমপ্লেক্স, খালের সংস্কার ইত্যাদি।

তিনি যে সকল প্রকল্পের শিলান্যাস করেন, তার কয়েকটি হল, ইকো পার্ক, শ্রম ভবন  ইত্যাদি।

এছাড়াও তিনি কন্যাশ্রী, সবুজশ্রী, শিক্ষাশ্রী, সবুজসাথী, আনন্দধারা, গতিধারা, ধামসা মাদল, কৃষি যন্ত্রপাতি, সবজি চাষের মিনিকিট ইত্যাদি পরিষেবা প্রদান করেন।

তাঁর বক্তব্যের কিছু অংশঃ-

আমি গত ডিসেম্বর মাসে বাঁকুড়া এসেছিলাম। আগে জেলাগুলোতে ভোট করতে ভোট বাবুরা আসতেন, তারপরে আর আসতেন না। আমি ভোটের সময় কম আসি, সারা বছর কোনও না কোনও জেলায় যাই।

আমাদের মা মাটি মানুষের সরকার বাঁকুড়ায় বিশ্ববিদ্যালয় তৈরী করে দিয়েছে।

আগে বাঁকুড়ায় ১৫% পাইপড জল ছিল, ছয় বছরে আমরা সেটা বাড়িয়ে ৬৫% করেছি। আরও ১২০০ কোটি টাকার প্রকল্প দেওয়া হয়েছে, এটা সম্পূর্ণ  হলে আরও ১৮ লক্ষ মানুষ পানীয় জল  পাবে।

বাঁকুড়া জেলায় তিনটি নতুন সুপার স্পেশ্যালিটি হসপিটাল তৈরী করে দেওয়া হয়েছে।

১.৭১ কোটি সংখ্যালঘু ছাত্রছাত্রীকে আমরা স্কলারশিপ দিয়েছি, ৫৭ লক্ষ তপসিলি ও আদিবাসী ছাত্রছাত্রীকে আমরা স্কলারশিপ দিয়েছি।

৪৫ লক্ষ কন্যাশ্রীর কাছে আমরা স্কলারশিপ পৌঁছে দিয়েছি। ৭০ লক্ষ ছাত্রছাত্রীকে সবুজ সাথীর সাইকেল দেওয়া হয়েছে।
কন্যাশ্রীর মেয়েরা আমাদের গর্ব। বাল্য বিবাহ রোধেও তারা একটা গুরুত্বপূর্ণ ভূমিকা পালন করছে।

কন্যাশ্রীর স্কলারশিপের টাকা ৭৫০ টাকা থেকে বাড়িয়ে ১০০০ টাকা করা হয়েছে। বিশ্ববিদ্যালয়ে পড়াশোনা করলেও স্কলারশিপ পাবে।

এসসি এসটি ভাইবোনেরা হায়ার এডুকেশন দেশে করলে ১০ লক্ষ টাকা পর্যন্ত ও বিদেশে পড়লে ২০ লক্ষ টাকা পর্যন্ত সফট লোন পাবে।

সাঁওতালি ভাইবোনেরা ডব্লিউবিসিএস পরীক্ষা অলচিকি হরফেও লিখতে পারবে। তাদের জন্য ২৪টা কোচিং সেন্টার করা হয়েছে।

বাচ্চা জন্মালেই তাকে ছোট্ট একটা গাছের চারা দেওয়া হচ্ছে, সবুজশ্রী প্রকল্প। গাছটি বড় হলে, গাছটি বিক্রী করলে বাচ্চাটির ভবিষ্যৎ হয়ে যাবে।

আট কোটি মানুষকে ২টাকা কিলো চাল, গম দিই। বিনা পয়াসায় চিকিৎসা দিই সরকারি হাসপাতালে।ন্যায্য মূল্যের ওষুধের দোকান ও ডায়াগোনিস্টিক সেন্টার তৈরী করা হয়েছে।

স্বাস্থ্য সাথী প্রকল্পে আশা, আইসিডিএস মেয়েদের, সিভিক ভলেন্টিয়ারদের, হোমগার্ডদের, পঞ্চায়েত কর্মীদের, মিউনিসিপাল কর্মীদের, কন্ট্রাকচুয়াল কর্মীদের সবাইকে নিয়ে আসা হয়েছে।

কন্ট্রাকচুয়াল ও ক্যাসুয়াল ওয়ার্কারদের চাকরির মেয়াদ ৬০ বছর করে দেওয়া হয়েছে।

আগে আশার মেয়েরা ৮০০ টাকা পেত দিল্লী থেকে। দিল্লী এই প্রোজেক্ট বন্ধ করে দিল। রাজ্য সরকার থেকে ওদের টাকা দেওয়া হয়।

কেন্দ্রের বেটি বাঁচাও বেটি পড়াও প্রোগ্রামে সারা দেশের মেয়েদের জন্য ১০০ কোটি টাকা। আমরা আমাদের কন্যাশ্রী প্রোজেক্টে ইতিমধ্যে ৫০০০ কোটি টাকা খরচ করেছি।

আপনারা (বিজেপি) যদি মনে করেন ক্ষমতায় এসেছেন বলে মণিষীদের মূর্তি ভাঙবেন, সেটা আমরা মেনে নেব না।

আমার সাথে সিপিআইএম-এর লড়াই হয়েছে। আমরাও ৩৪ বছর পরে ক্ষমতায় এসেছি। মনে রাখবেন আমাদের স্লোগান ছিল ‘বদলা নয়, বদল চাই’।তাই সিপিআইএম এত অত্যাচার করার পরও আমরা কিন্তু পিঁপড়ের ডিমের মত অত্যাচার ওদের ওপর করিনি। তার কারণ ওটা আমাদের সংস্কৃতি নয়।

আমি সিপিআইএম-এর পক্ষে নই, বিরুদ্ধে।আমরা ওদের অত্যাচারের বিরুদ্ধে সিঙ্গুর, নেতাই, নন্দীগ্রামে লড়াই করেছি।কার্ল মার্ক্স আমার নেতা নন, মহামতি লেনিনও আমার নেতা নন। কিন্তু রাশিয়ায় ওরা নেতা।মনে রাখবেন যে যেই পার্টির সমর্থকই হোক না কেন গনতন্ত্রে হিংসার কোন স্থান নেই।

গনতন্ত্র মানে জবরদখল নয়, ভোটদখল নয়। গণতন্ত্র মানে তুমি ক্ষমতায় আছো, উন্নয়নের কাজ করবে।আমরাও উন্নয়নের কাজ করছি। যদি লড়তে হয়, উন্নয়নের কাজে লড়। প্রতিযোগিতা করতে হলে উন্নয়নের প্রতিযোগিতায় নাম লেখাও।গড়তে পারলে গড়। আর না পারলে মানে মানে সরে পড়।

আমাদের বদনাম করার চেষ্টা করা হয় রোজ, বারবার, ৩৬৫ দিন। তাও বলি এইসব হুমকির কাছে আমরা ভয় পাই না।যতদিন বাঁচব, মাথে উঁচু করে বাঁচব।

আপনাদের জন্যে আর একটা প্রকল্প তৈরি করা হয়ছে, তার নাম হচ্ছে ‘রূপশ্রী’। দেড় লক্ষ টাকা ইনকাম যাদের বছরে, তাদের ১৮ বছরের বেশী বয়সি মেয়েদের জন্য, তাদের বিয়ের জন্য সরকারকে আবেদন করলে, সরকার আপনাদের মেয়ের বিয়ের জন্য ২৫ হাজার টাকা করে দিয়ে দেবে।

কৃষকদের জন্যে পুরো খাজনা মকুব করে দিয়েছি আমরা। কৃষিজমির মিউটেশন করতে হলে এক পয়সাও লাগবে না। কিন্তু কেন্দ্রীয় সরকার আজ পর্যন্ত কৃষি ঋনটা কি মকুব করেছে? অথচ কয়েকটা বড় বড় রুই কাতলা ব্যাঙ্কের সব টাকা লুঠ করে নিয়ে চলে যাচ্ছে আর কেন্দ্রীয় সরকার তাদের সাহায্য করছে।

গরীব মানুষদের ঋণ মকুব করে না, কৃষকদের ঋণ মকুব করে না, আর কয়েকটা রুই-কাতলা, আপনার টাকা মেরে দিয়ে চলে গেছে। আর আজকে ব্যাঙ্ক হয়ে গেছে ক্যাশলেস, আর বিজেপি সরকার হয়েছে ফেসলেস’।

এখন ওরা আপনার জমানো টাকা অন্য লোককে দিয়ে দেবে। মানুষ আজকে কঠিন সমস্যায় পড়েছে। এর বিরুদ্ধে যদি তৃণমূল না বলে তাহলে কে বলবে? মানুষ যদি বিপদে পরে, মনে রাখবেন, তৃনমূল কংগ্রেস ছিল, আছে, আর থাকবে।

একতাই সম্প্রীতি, এই কথা রবীন্দ্রনাথ ঠাকুর, কাজী নজরুলরা শিখিয়ে গেছেন।

বাংলাকে বঞ্চনা করছে দিল্লী। কিছু দেয় না আমাদের। দিল্লী আমাদের সব কেড়ে নেয়। তা সত্ত্বেও বলি বাংলা বঞ্চনা সহ্য করে না, বাংলা প্রতারণা সহ্য করে না, বাংলা সারা দেশের মানুষের পাশে থেকে লড়াই করে, প্রতিশ্রুতি দেয়।

তোমাদের টার্গেট যদি হয় বাংলা, আমাদের টার্গেট, লাল কেল্লা।

কিছু লোক দাঙ্গা লাগানোর চেষ্টা করছে। নজর রাখুন, পুলিশকে খবর দিন, পুলিশ আপনাকে পুরস্কৃত করবে।

আমরা প্রায় ২০০০ কোটি টাকার একটা প্রকল্প শুরু করছি, নিম্ন-দামোদর অববাহিকা নিয়ে। এতে কয়েক লক্ষ মানুষ উপকৃত হবেন।

অটো ড্রাইভার, ট্যাক্সি ড্রাইভার,ক্ষেত মজদুর ও কেন্দু পাতা সংগ্রহকারীরা ৬০ বছর বয়সে পেনসন পাবে, তার ব্যবস্থা করা হয়েছে।

সিপিএমের করে যাওয়া দেনার জন্য আমাদের বছরে ৪৮,০০০ কোটি টাকা শোধ করতে হয়।

আগামি ৮ তারিখ আন্তর্জাতিক নারী দিবস।আমি চাই আমার মা বোনেরা সম্মানের সাথে বাঁচুক, তাদের ছাড়া সমাজ অসম্পুর্ণ।

আমার বাংলার ছেলে-মেয়েরা একদিন সারা বিশ্বকে পথ দেখাবে।

Help us revive Murshidabad’s lost glory: Mamata Banerjee in Baharampur

Bengal Chief Minister Mamata Banerjee inaugurated and laid the foundations stones for a bouquet of development projects for Murshidabad district today from a Government programme at Baharampur Stadium. This was her first visit to the district after taking oath as chief minister for a second term.

The projects included, among others, Krishak Bazaars, Karma Tirthas, power sub-stations, police stations, road projects, girls’ hostels, new government buildings and water supply projects, including solar-powered ones. The Chief Minister also distributed several benefits like cycles under Sabuj Sathi, agricultural machinery, land pattas, and financial grants under Kanyashree, Yuvashree and Sikshashree.

Trafficking of women

During her speech after the inaugurations, the Chief Minister made a strong pitch for stopping the trafficking of women, which is a major social issue in the region. As she proudly proclaimed, “Girls are our assets, our pride”.

She said, “Girls are our future. They are our pride. Do not belittle them. Let them stand on their feet”.

Development of Murshidabad

Mamata Banerjee stressed on the aspect of development all through her speech, something that has been the hallmark of her governance – development that has led to a social and industrial revival of Bengal.

She mentioned the numerous successes of this successful approach to governance.

She said that institutional delivery has gone up to 92% in the State as a whole. Fair-price medicine shops, multi super-speciality hospitals, critical care units (CCUs) and sick newborn stabilisation units (SNSUs) have been set up; beds and medicines in all State government hospitals are free now.

Another innovative scheme that she mentioned is the one where the State Government “gives a sapling to parents whenever a baby is born”.

One crore 10 lakh minority students have received scholarships in Murshidabad district. Twenty-five Karma Tirthas are being set up in the district.

Eighty thousand people were distributed benefits from the stage. In Murshidabad district, 28,000 students have received cycles under the Sabuj Sathi scheme; the Kanyashree and Shikshashree schemes have benefitted thousands of girl students and SC/ST students, respectively.

Unemployed youth have availed of the Gatidhara scheme, wherein they have bought buses, autorickshaws and cars for public transport with the help of loans with easy-to-repay interest schemes. The Chief Minister mentioned that several vessels for water transport were launched today.

Another aspect of social responsibility that the State Government performs that found mention in her speech is that of giving “financial aid to the poor to perform the last rites of their deceased relatives”.

Rs 375 crore has been allocated for the Kandi Master Plan for flood management. Rs 479 crore has been allotted for other flood prevention measures in the district. She also said that her government is working with the Central Government, since the matter is under the jurisdiction of the Centre, to find a lasting solution the problem of river bank erosion of the Ganga.

She said that the State Government has decided to increase the number of cold storages and procurement centres in the district.

Chief Minister Mamata Banerjee also did not forget to touch on the aspect of the generous help her government has been giving to enable the traditional textile workers of the district to earn a respectable living through their work. “We are committed to help the various self-help groups and artisans”.

She also touched on another major issue in the district – cattle smuggling. She said that her government is making its best efforts and working with all concerned to stop this menace.

No politics in development

She said that Murshidabad, with its glorious history, definitely deserves better and so her government towards bringing back the glory, and that, importantly, “we must keep politics aside and work for development”.

She asked, “Why is Murshidabad district underdeveloped even after 69 years of independence?” She gave the answer herself when she said that “instead of hurling abuses at me, the Opposition should rather do even at least 1 per cent of the work that I have done in five years”.

She asked the people to work along with the government to “revive the glory of Murshidabad district”.

Festive season

At the end, the Chief Minister made a reference to the upcoming festive season – Durga Puja and Muharram, among others. She exhorted all to “maintain communal harmony during the festive season”.

She concluded her speech with “Sharod Subhechha to all”.

 

 

নারী পাচার বন্ধ করতে হবে: মুর্শিদাবাদে মুখ্যমন্ত্রী

আজ মুর্শিদাবাদের বহরমপুরে গরু ও নারী পাচারের বিরুদ্ধে কড়া বার্তা দেন মুখ্যমন্ত্রী সেই সঙ্গেএকগুচ্ছ প্রকল্পের উদ্বোধন ও শিলান্যাসও করেন মাননীয়া মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। দ্বিতীয়বার মুখ্যমন্ত্রী হওয়ার পর এই প্রথমবার তিনি মুর্শিদাবাদে সভা করেন।

কৃষক বাজার, বিদ্যুৎ সাব স্টেশন, পুলিশ স্টেশন, জল সবরাহ প্রকল্প, রাস্তা, ছাত্রীদের হোস্টেল, হিমঘর সহ আরও অন্যান্য প্রকল্পের শুভ উদ্বোধন ও শিলান্যাস করেন মুখ্যমন্ত্রী। পাশাপাশি সবুজ সাথী প্রকল্পে সাইকেল, কন্যাশ্রী, যুবশ্রী, শিক্ষাশ্রী, কৃষির যন্ত্রপাতি ও পাট্টা ইত্যাদি সরকারি পরিষেবাও প্রদান করেন মুখ্যমন্ত্রী।

নারী ক্ষমতায়ন

মুখ্যমন্ত্রী বলেন আমাদের নারী পাচার  বন্ধ করতে হবে। মেয়েদের জন্য কন্যাশ্রী প্রকল্প চালু করেছে রাজ্য সরকার। মেয়েরাই দেশের ভবিষ্যৎ,, ওরা আমাদের গর্ব। মেয়েদের অবহেলা করবেন না, ওদের নিজেদের পায়ে দাঁড়াতে দিন”।

মুর্শিদাবাদের উন্নয়ন

এই জেলার  উন্নয়ন প্রসঙ্গে মুখ্যমন্ত্রী বলেন, “বর্তমানে প্রসূতি মৃত্যুর হার অনেক কমেছে। মুর্শিদাবাদে CCU, SNSU তৈরি করা হয়েছে। এই জেলায় ৩টি মাল্টি সুপার স্পেশালটি হাসপাতাল তৈরি করা হয়েছে। ১.১০ কোটি সংখ্যালঘু ছাত্র-ছাত্রী স্কলারশিপ পেয়েছে। বাংলায় মোট ১৮৩ টি কর্ম তীর্থ তৈরি হচ্ছে এর মধ্যে মুর্শিদাবাদে তৈরি হচ্ছে ২৫টি।”

আজ এই সভা মঞ্চ থেকে প্রায় ৮০০০০ মানুষকে বিভিন্ন সরকারি পরিষেবা প্রদান করা হয়েছে। কৃষির যন্ত্রপাতি, ধামসা-মাদল দেওয়া হয়েছে। সবুজসাথী প্রকল্পের আওতায় এই জেলার আজ ৩০০০ ছাত্রছাত্রীকে সাইকেল দেওয়া হয়েছে। SC/ST ছাত্রছাত্রীদের জন্য চালু হয়েছে শিক্ষাশ্রী প্রকল্প। সরকারি স্কুলে ছাত্র-ছাত্রীদের বিনামূল্যে জুতো, বই দেওয়া হচ্ছে।

বর্তমানে সব সরকারি হাসপাতালে বিনামূল্যে চিকিৎসা ও ওষুধপত্রের ব্যবস্থা করা হয়েছে। গতিধারা প্রকল্পে বাস, গাড়ি ও অটোরিক্সা দিয়েছে সরকার।

কান্দি মাস্টার প্ল্যানের জন্য ৩৭৫ কোটি টাকা বরাদ্দ করা হয়েছে এবং মুর্শিদাবাদ জেলায় বন্যা নিয়ন্ত্রণে ৪৭৯ কোটি টাকা বরাদ্দ করা হয়েছে। গঙ্গা নদীর পাড় ভাঙন নিয়ে কেন্দ্রের সাথে কথা বলার সিদ্ধান্ত নিয়েছে রাজ্য। হিমঘরের সংখ্যা ও উৎপাদন কেন্দ্র বৃদ্ধি করার পরিকল্পনা নিয়েছে সরকার।

সন্তানের জন্মের পর তাদের বাবা মাকে একটি করে চারাগাছ দেওয়ার সিদ্ধান্ত নিয়েছে রাজ্য সরকার। গরীবদের আর্থিক সাহায্য দেওয়ার সিদ্ধান্ত নেওয়া হয়েছে।

বস্ত্রশিল্পের জন্য মুর্শিদাবাদ বিখ্যাত। রাজ্য সরকার এই শিল্পকে আরও উন্নত করবে বলে প্রতিশ্রুতি দেন মুখ্যমন্ত্রী।

Serving the Maa Mati Manush of Bengal – A Tale of Four Years

Trinamool Congress has been instrumental in reaching out to 8.5 crore people out of the 9.5 crore people of West Bengal in some way or another in the last four-and-a-half years, through the numerous developmental schemes undertaken for the benefit of the people.

Here are some of the development initiatives of the Maa Mati Manush Government:

Khadya Sathi

Under this scheme, more than eight crore people of the State are getting rice at Rs 2 per kg, including those holding old ration cards. Another 50 lakh people are now getting foodgrains at half the present price.

Kanyashree

This programme, aimed at checking school dropouts among girls and stopping early marriage of girls, is now acclaimed internationally. Thirty-three lakh girls in Bengal are registered under Kanyashree.

Sabuj Sathi

To ensure all students reach their school, even from faraway areas, the Trinamool Congress Government has undertaken this project to distribute bicycles amongst them. Out of the targeted 40 lakh bicycles for distributing, 25 lakh have already been distributed across the State.

Sikshashree

Students studying in classes from V to VIII and belonging to SC or ST communities are being given scholarships. More than 13.4 lakh SC community students and 2.4 lakh ST community students have already benefitted; around 9.5 lakh more students are going to benefit in the near future.

Yuvashree

Around one lakh youth are getting allowances under this scheme.

Job creation

In the past four-and-a-half years, around 68 lakh people have been provided with work. Around 98 crore man-days have been created.

Scholarships and loans to people from minority communities

In the last four-and-a-half years, more than one crore students belonging to minority communities have received scholarships worth more than Rs 1,921 crore. More than four lakh youth belonging to minority communities have received loans to the tune of more than Rs 700 crore, a record in the country.

Lok Prasar Prakalpa

To revive the cultural heritage of the State, the Trinamool Congress Government has started this scheme to encourage and utilise the artistes practising different forms of folk culture. Sixty thousand artistes are registered and have benefitted from this scheme.

Fair-Price Medicine Shops

In the last four-and-a-half years, 109 fair-price medicine shops have been opened across the State providing discounts from 40% to 70%. More than two crore people have benefitted from discounts of over Rs 585 crore. The project has been elected as a model project. Seventy-nine faire-price diagnostic centres have also been opened, providing a discounts of more than 50% on tests.

Multi Super-speciality Hospitals

Out of the targeted 41 multi super-hospitals, 21 have already started functioning. The remaining are on the verge of completion.

100 Days’ Work Scheme

In the last four-and-a-half years, Rs 17,589 crore has been spent to create 8,451 man-days.

MSME Loans

In the last four-and-a-half years, the State has provided bank loans worth Rs 91,572 crore to the MSME sector, the highest in the country.

Agriculture

The State has been the recipient of the Krishi Karman Award four years in a row. The incomes of farmers have increased from Rs 93,000 (2011) to Rs 1.63 lakh (2016) per annum.

Mission Nirmal Bangla

In the past two-and-a-half years, 26 lakh toilets have been built. During the financial year 2014-15, 8.5 lakh toilets were built which made the State reach the top spot in the country.

Biswa Bangla: Bengal’s schemes now globally recognised

Shaking away the shackles of the past, West Bengal has now emerged as a model of not only India but the entire world.

Several of the schemes and projects initiated by the Trinamool Congress Government in West Bengal have gained international recognition, thus paving the way for Biswa Bangla.

Kanyashree

The Kanyashree Prakalpa, or ‘Kanyashree Scheme,’ is one of the flagship schemes of the Government, which has gained widespread recognition. After being launched on October 1, 2013, in about a year-and-a-half, more than 22 lakh girls have registered under the scheme. The government plans to extend the benefit to 40 lakh girls in the next two years.

UNICEF (United Nations Children’s Fund) has become a partner of the West Bengal Government for the implementation of the Kanyashree Scheme. The partnership between UNICEF and the West Bengal Government is not a superficial involvement but a technical partnership. The Department for International Development (DFID), United Kingdom and UNICEF had together selected the scheme for presentation at the Girl Summit 2014 in London.

Nadia district gets UN award

Another scheme to get international recognition is the Sabar Souchagar, or ‘Toilets For All’ project, for the district of Nadia. It won the first place in the Asia-Pacific region in the ‘Improving the Delivery of Public Services’ category at the United Nations Public Service Award 2015.

The project has also been selected by Loughborough University, UK as an inspiring model for eliminating open defecation, and it is to be presented at the WEDC International Conference in July.

Bengal Panchayati Raj

The project to strengthen the panchayati raj institutions in West Bengal has been immensely praised by World Bank. According to the World Bank report presented in 2013, the performance of gram panchayats improved substantially on all fronts.

As a result, out of 1,000 gram panchayats from nine project districts, 792 qualified for receiving the block grant of financial year 2013-14, based on an independent annual performance assessment undertaken between May and September 2012.

Health insurance

The World Bank and the German organisation, Global Alliances for Social Protection (known by its German acronym, GIZ) have lauded West Bengal’s progress in executing the Rashtriya Swasthya Bima Yojana (RSBY). The scheme provides cashless treatment benefits of up to Rs 30,000 per family annually through a network of 1,043 hospitals throughout the State.

West Bengal was invited to share its experiences in social sector insurance in a global learning forum in Berlin in June 2015, organised by the World Bank and GIZ.

WB CM launches Sabuj Sathi project in Malda district

Chief Minister Mamata Banerjee today inaugurated 32 projects and laid the foundation stone of 42 more in Malda. She also launched the ‘Sabuj Sathi’ project in the district during a public meeting.

The estimated cost of the projects is over Rs 460 crore. The CM attended a government programme at Gajol College ground around 35 km away from Malda town.

WB CM distributed different agriculture equipment, hens and ducks to the beneficiaries. Besides this, many people received financial assistance under different schemes. Students got bicycles under Sabuj Sathi scheme. Over 1 lakh students of Malda are scheduled to get the bicycles from the state government.

The Chief Minister laid the foundation stone of the rural electrification project- where the state government is spending over Rs 261 crore to ensure rural electrification in every household. She would also lay the foundation stone of Sujapur Polytechnic College, an ITI college at Harishchandrapur, three fresh drinking water supply projects at Chanchol-Harishchandrapur and some other projects.

The CM inaugurated three farmers’ market at Bamongola, Old Malda and Kaliachak, four water supply projects at Chanchol and Gajol, the new Kalabhawan building of the Gour Banga University, new library of the Gour Banga University besides some other projects.

 

Highlights of her speech:

  • I had raised the issue of bad condition of national highways in the State when I visited Delhi.
  • One lakh students in the district will get cycles under Sabuj Sathi scheme.
  • We have allocated Rs 20 crore for development of infrastructure in Gour Banga University.
  • We have inaugurated a slew of projects here today that will benefit the people of north Bengal.
  • Several new primary, high and higher secondary schools have come up in Malda in the last 4 years.
  • Multi super speciality hospital, 17 SNSUs have come up in Malda district.
  • We have set up 3 fair price medicine shops and one fair price diagnostic centre in Malda district.
  • Health care is now available for free in Bengal. Beds and medicines at govt hospitals is now free.
  • 69 lakh farmers have received Kisan Credit Cards. Krishak Bazaars and Kisan Mandis are being set up across the state.
  • 93% of the beneficiaries in Malda have received pattas under Nija Griha Nija Bhoomi scheme.
  • 84 lakh minority students have received scholarships. 14 lakh SC/ST students got Shikshashree grant.
  • 27 lakh girls have been registered under Kanyashree scheme. 40 lakh students will get cycles under Sabuj Sathi scheme.
  • The youth and students are the future of the country. They will win over the world one day.
  • We have introduced reservation for minorities and OBCs without touching general category. We created infrastructure for Rs 1000 Cr.
  • We have started several Anganwadi centres today. We are setting up Karma Tirtha marketing hubs for generating employment.
  • 100% villages in Malda have been electrified under ‘Sobar Ghore Aalo’ scheme. Gone are the days of load-shedding.
  • Bengal is now self-sufficient in power. We are developing power bank. We will export power to other states in future.
  • We have introduced five new bus routes for the district.
  • Malda’s mangoes are famous all over the world. We will keep promoting them.
  • Percentage of child deaths during delivery has come down from 85 to 65 in the last four years.
  • There was no infrastructure for providing health care to children and infants. We have set up SNCUs and SNSUs.
  • We have set up Mother and Child Hubs across the state.
  • We have increased number of beds at govt hospitals by 25000 in the last four years. 10000 new doctors and nurses were recruited.
  • Number of medical seats in Bengal till 2011 was 1400. In the last 4 years it increased to 2900. 9 new medical colleges are coming up.
  • Only 31 new colleges were set up in Bengal till 2011. We have set up 45 new colleges, 200 ITI/polytechnic colleges in four years.
  • We will set up Kishan Bazaars in every block.
  • A new ‘Shilpa Tirtha’ is being set up in Malda for small and medium enterprises.
  • Artisans who work on gold are very talented. We must prevent them from going out of the State.
  • We are reviving the handloom sector. We have urged the Centre to ensure the survival of jute sector.
  • Centre has to ensure that jute is made mandatory for packaging. They must take initiative to save jute industry.
  • We started Biswa Bangla stores to promote the handicrafts and local products of the State.
  • We are registering folk artists under Lok Prosar Prokolpo. They will get monthly stipend and perform at govt functions.
  • 3.2 Cr people out of 9 Cr people in Bengal receive rice at Rs 2/kg. From 27 Jan, additional 3 Cr people will get rice at Rs 3/kg.
  • The CPM incurred huge debt in the 34 years of its rule. Now we have increased our revenue but Centre is taking away our money.
  • We are paying for the sins of the CPM. They imposed debt burden on the youth. Neither Cong nor BJP helped us.
  • We increased revenue from Rs 21000 Cr to Rs 40000 Cr. But Centre is taking away major share of the revenue.
  • I challenge the Centre. Let them stop taking our taxes. We do not need their funds. We are asking for our right.
  • We will not allow Bengal to be sold off due to debt burden. We will intensify our protests if necessary.
  • If Centre did not take away our money, we could have given jobs to lakhs of people.
  • Growth in assets in Bengal in the last four years has been 600%.
  • Today they have sent the CBI to raid the office of Delhi CM. I am shocked. Why are they doing this?
  • The soil of Bengal belongs to the legacy of Rabindranath, Nazrul, Dwijendralal Roy. We believe in unity not hatred.
  • We are not like some parties which love to use religion for petty politics. I believe Saare Jahaan Se Achha, Hindustan Humara.

 

 

 

Surge of development in Birbhum district; Sabuj Sathi scheme flagged off

West Bengal Chief Minister Mamata Banerjee, on a visit to Birbhum district today, flagged off the Sabuj Sathi scheme for the district.

She addressed a public meeting at Suri, where she inaugurated and laid the foundation stones for a bouquet of projects.

The projects WB CM inaugurated today include road projects, several health care projects, new police barracks, entertainment centres, hostels for boys and girls, solar-powered pumps for irrigation and agriculture.

The West Bengal Chief Minister laid the foundation stones for road and irrigation projects, water supply projects, Karma Tirtha, minority hostels, Jal Tirtha among other things.

The CM also distributed several services including Kanyashree, Yuvashree, Sikshashree, equipment to fishermen, Kisan and artisan credit cards, different agricultural machineries and equipment, pattas, financial assistance for natural disasters and a host of other such services.

  • The land of Birbhum is famous all over the world for Santiniketan and Bauls.
  • Birbhum is known for its cultural, educational heritage. Birbhum’s soil makes us proud. We are proud of the ‘ranga mati’.
  • We have inaugurated and laid the foundation stones for projects worth Rs 1000 Cr today. 65000 students got Sikshasree scholarship.
  • 95000 of students will get bicycles under Sabuj Sathi scheme in this district. Total 40 lakh students will get cycles across Bengal.
  • By January, 25 lakh students will receive cycles under Sabuj Sathi scheme.
  • Students and youths are the future of the country. They will take the society forward. Sabuj Sathi logo represents their spirit.
  • I have full faith in my students and youth. They will conquer the world and make Bengal proud.
  • I will visit Birbhum during Jaydeb Mela. Last time I came here I took initiative for development of Tarapith.

  • Andal airport has been inaugurated. Flights to Delhi will begin.We have started helicopter services from Kolkata to Bolpur.
  • I have been invited to be a part of Kolkata-Delhi flight via Andal. I will come to Andal on 7 Dec again.
  • We have requested Bhutan Airlines to start flight halts at Andal.
  • New fleet of buses have been given to Birbhum district. We have started Gatidhara scheme for the transport sector.
  • We are setting up 41 new multi super speciality hospitals. 3 of those will come up in this district.
  • Rampurhat is becoming a health district. A medical college is coming up there.
  • Healthcare at govt hospitals is now free. We have started fair price medicine shops in Bengal which give 60-70% discounts.
  • We have started fair price diagnostic centres which will benefit the poor people.
  • 13 Krishak Bazaars have been set up in Birbhum district.
  • Farmers can directly sell their produce at Krishak Bazaars. 176 Krishak Bazaars are coming up across Bengal.
  • We are setting up Mati Tirtha at Bardhaman. Mati is our mother. Mati is our source of inspiration.
  • Few months ago, Bengal was ravaged by floods. Birbhum district was also affected.
  • We have give compensation to flood-affected people despite no help from the Centre.
  • We had requested the Centre for farm loan waiver. We applied for Rs 6000 Cr as flood relief. We did not get a penny.
  • CPM incurred huge debts when they were in power. Then Congress govt at Centre did not stop them.
  • After we came to power, Centre has been taking away our revenue for paying off debt incurred by CPM.
  • We have increased our revenues from Rs 20000 Cr to Rs 40000 Cr. The development we have carried out despite debt is exemplary.
  • Did the CPM give fair price for paddy procurement? Did potato farmers get fair price for their produce under them?
  • Out of 9 crore people in Bengal, 3.2 crore people are getting rice at Rs 2/kg. Additional 3 crore people will get rice @ Rs 3/kg.
  • The biggest coal industry of India is coming up at Deocha Pachami cwhere more than one lakh people will get jobs.
  • A Biswa Khudro Bazaar is coming up at Bolpur.
  • A township is coming up in Bolpur, named Gitabitan, on 100 acres of land.
  • Centre has stopped funding Asha and ICDS schemes. Yet we are funding them despite out financial problems.
  • We have started a pension scheme and accident insurance for kendu leaf collectors.
  • 84 lakh students from minority communities have received scholarships.
  • We have taken up “Sobar Ghore Bidyut” programme. Every household will receive power supply soon.
  • Beautification and renovation has been taken up at several tourist spots in Birbhum district.
  • We have registered 28 lakh girls under Kanyashree scheme. I will keep working for people. That is my responsibility.
  • Let us keep politics aside. Let us compete for development. Bengal is surging ahead. We are becoming free from shackles of 34 years.
  • Since independence only 30 colleges were set up in Bengal till 2011. After we came to power, 45 colleges were set up.
  • Do you know today is the birth anniversary of Khudiram Bose? I dedicate this day to his memory.

  • Subsidies for self-help groups has been increased and interest on loan has been slashed.
  • We have started a new project “Jal Tirtha” for supplying water to arid areas of Purulia.
  • We are making arrangements for agriculture in 7000 hectares of land in Purulia.
  • ITIs are coming up at Balarampur and Raghunathpur. Work for 3 more ITIs is going on. Polytechnic college coming up at Baghmundi.
  • Three fair price medicine shops have come up in Purulia. One more has been inaugurated today.
  • SNSU, CCU, Digital X Ray facilities have been started in Purulia district.
  • Two multi super speciality hospitals are coming up in the district.
  • Seven Krishak Bazaars have been set up in Purulia district. We are setting up a Krishi Bhavan.
  • We will take up 255 new irrigation projects for Purulia, Bankura, Midnapore districts.
  • We have started schools that impart education in Ol-Chiki language.
  • Seven Karma Tirtha hubs will come up in Purulia which will lead to employment of youths.
  • 16 lakh students from SC/ST communities are getting the benefits of Shikshasree scheme. 28 lakh girls are registered under Kanyashree.
  • Ramakrishna Mission will open a tribal school in Purulia.
  • The road infrastructure in the district has improved.
  • We will ensure every household in the district receives electricity soon.
  • We are promoting eco-tourism. We want more tourists to come to this district.
  • We are yet to receive relief for flood from the Centre. If we do not receive our rights, we will agitate for it.
  • I announce a relief fund of Rs 50 crore for drought-affected areas of Purulia.
  • 12 lakh people in Purulia alone get rice at Rs 2/kg. From now on 26 lakh people in drought-affected areas will get similar benefits.
  • We have taken up a water supply project worth Rs 2000 Cr for the district.
  • The CPM incurred debts and Centre is taking away our revenues.
  • Purulia is so beautiful. The place has so much tourism potential. The days of violence are over now. Peace prevails here.
  • Trinamool is a party of struggle. We are here to work for the people.
  • A lot of investments are coming in at Raghunathpur.
  • By Durga Pujo next year we will create a new sub-division in Purulia. It will lead to decentralisation and even better governance.
  • 46000 folk artists have been registered and are receiving monthly stipends. They also perform at govt functions.
  • A lot of youths from Jangalmahal have been recruited as junior constable in the past. Additional 1000 youths will be recruited soon.
  • Entire world will take note of Bengal one day. The youth are the future of the country.
  • Centre has stopped giving funds for Asha, ICDS, Sarva Siksha Mission. Despite financial crunch, we are funding them.
  • There is no discrimination among people on the lines of caste, creed, religion in Bengal.
  • Peace has returned to Purulia, Bankura, Midnapore. I am proud of Purulia. The district is close to my heart.

The West Bengal Chief Minister laid the foundation stones for road and irrigation projects, renovation of administrative buildings, minority hostels, power sub-stations among other things.

The CM also distributed several services including Kanyashree, Yuvashree, Sikshashree, equipment to fishermen, Kisan and artisan credit cards, different agricultural machineries and equipment, pattas, financial assistance for natural disasters and a host of other such services.

  • I extend my greetings to one and all. Hope you had a good month full of festivities.
  • We had conducted our 100th administrative meeting in Bardhaman. I am happy to be back in this district.

  • 19 Krishak Bazaars are being set up in Bardhaman district.
  • We are developing a ‘Mati Tirtha’ in Bardhaman district for our farmer friends.
  • We have given compensation to farmers affected by floods. This was unheard of in the past.
  • Centre has not given a penny worth relief for those affected in floods.
  • We urge you to sell your paddy at official procurement camps.
  • Bengal leads in Swachh Bharat scheme. Three out of 4 top districts in India are from this State.
  • Centre is reducing funds for Swachh Bharat programme. I have written a letter of protest to the Centre.
  • We are working hard, building toilets and the Centre is taking all credit.
  • Centre has stopped the funding for ICDS. We will not let the scheme stop. We will provide funds for it.
  • We want the faith and trust of people.
  • We raised the salaries of civic volunteers. We are with you.
  • We increased the budget of minority development from Rs 400 Cr to Rs 2400 Cr.
  • In its last four years CPM gave away 4 lakh scholarships only. Since 2011, we have distributed scholarships to 84 lakh students.
  • We are proud of our girls. We are proud of our Kanyashree girls. 27 lakh girls have been enrolled already.
  • We have allotted 1458 acres of land at Panagarh to Matix fertilizers who are investing Rs 10000 Cr.
  • Andal-Delhi flights will be launched soon.
  • We are training muslin artists. We are distributing handloom machinery to artists.

Bengal’s development cannot be halted by Centre’s neglect: WB CM

West Bengal Chief Minister Mamata Banerjee today lashed out at the Centre saying that progress and development of Bengal will not be halted due to paucity of funds and neglect of the Centre.

She was speaking at a public meeting at Amta in Howrah district where she launched a bouquet of projects.

“CPM incurred debts, BJP is taking our revenue away. Congress promised to give a package but didn’t keep its promise. We are creating pressure on Centre to release all pending funds. Why should we pay for the sins of the CPM?” she said.

“Have faith on us. We are working for you despite financial compulsions. We want to work more and more for people,” she added.

 

Bouquet of projects

WB CM today launched the ‘Sabuj Sathi’ project for Howrah and flagged off 31 buses over 11 routes for the district. WB CM also laid the foundation stone for a 300-bedded multi super speciality hospital at Uluberia.

The projects WB CM inaugurated today include road projects, several health care projects, Karma Tirtha, new buses for the districts, Pather Sathi motels, bridges, hostels for boys and girls.

The West Bengal Chief Minister laid the foundation stones for renovation of administrative buildings, minority hostels, godowns, renovation of Damodar river, various irrigation projects among other things.

The CM also distributed several services including Kanyashree, Yuvashree, Sikshashree, equipment to fishermen, Kisan and artisan credit cards, different agricultural machineries and equipment, pattas, financial assistance for natural disasters and a host of other such services.

 

Highlights of WB CM’s speech:

Suderbans to become a district in 2016

West Bengal Chief Minister Ms Mamata Banerjee today announced that Suderbans region will become a full-fledged district before Durga Puja in 2016. The decision was taken because the area is river-based and the people their have their specific problems, WB CM said.

The Chief Minister also announced that Dr BR Ambedkar’s 125th birth anniversary celebrations will be held in West Bengal in every block on 30 December. A chair will be named after Dr Ambedkar at Calcutta University and a Panchayat Training Centre, named after him will be set up.

WB CM slams Centre for not releasing funds

Chief Minister Mamata Banerjee on Monday criticised the BJP government at the Centre for not releasing funds for central schemes such as the Integrated Child Development Services (ICDS), the Sarva Siksha Abhiyan and the Backward Regions Grant Fund (BRGF). She was in Nadia’s Tehatta to inaugurate several projects, mainly for the district.

“We’ll continue providing funds for the ICDS programme. We have been paying off the interest for the Central government loans taken by the CPI(M) during its tenure. We have to pay Rs 28,000 crore only as interest for the same. Otherwise, we would have funded all Central programmes,” the chief minister said.

She came to Tehatta on Monday and inaugurated several projects while laying the foundation stone of others.

While criticising the BJP government, she did not spare the CPI(M) either, blaming them for the loans taken by them towards the end of their 34-year rule.

“When we start development projects, we complete them. In this way, we keep our promises,” she said.

Blaming the Centre, she said that the Centre is supposed to bear 90% of the cost of ICDS while the state’s share is 10%. “Yet, the Central government has stopped releasing funds for ICDS. What will happen to the kids? So, we’ll continue funding the scheme,” Mamata Banerjee said.

She added that her government would distribute 1,75,000 cycles in Nadia for boys and girls studying in classes 9 to 12 under the Sabuj Sathi scheme.

“Out of 1,75,00 cycles, we are handing over 5,000 today (Monday) and the remaining would be given soon. We have already announced that we will distribute 40 lakh cycles in the state but right now only 25 lakh are available due to lack of production. We hope to hand over all the cycles by January, 2016,” the chief minister said.

She also said that her government has increased the remuneration of civic volunteers and Asha workers. Highlighting her government’s achievements, she described the list of development projects in the district.
