To give impetus to the famous shola article-makers of Bonkapasi village of Mongalkote block of the district of Purba Bardhaman, Chief Minister Mamata Banerjee has designated the place as a Shola Hub. This is a big step towards a more sustaining future for this traditional cottage industry.

Shola (or ‘sholapith’ in English) is the dried milky-white spongy matter which comprises the bark of the shola plant. It has traditionally been shaped into various objects like ornaments for goddesses (called ‘daaker kaaj’ in Bengali), necklaces and other ornaments, headgear for bridegrooms (‘topor’), etc.

The more than 2,818 artisans and 97 self-help groups (SHG) who comprise the shola workforce of Bonkapasi can now expect a much brighter future. Infrastructural improvements will follow soon, which would lead to better working conditions, better quality and quantity of products, and consequently, much more earnings.

0The West Bengal State Rural Livelihoods Mission (WBSRLM), administered by the Panchayat and Rural Development (P&RD) Department, organises the rural poor for gainful self-employment and envisages enabling communities to come out of poverty through the formation and strengthening of women’s self-help groups (SHG). It started its journey through the launching of the Anandadhara scheme by Chief Minister Mamata Banerjee on May 17, 2012. There is another programme in the State called ‘Promotion of SHG Movement’.

Purpose

The major strategic interventions in the programme are universal social mobilisation, formation and strengthening of SHGs, capacity building, financial inclusion and access to credit, skills development and taking up different livelihood options with provisions for technological as well as marketing support.

To reach every poor family of Bengal through social mobilisation, WBSRLM ensures that at least one eligible female member from each eligible household is made part of an SHG.

During the first financial year (FY) of the Trinamool Congress Government, that is 2012-13, intensive implementation of the SHG programme was taken up in 32 blocks in nine districts. The programme was expanded to cover 158 blocks spread across all the 23 districts during FY 2017-18. In 2018-19, it has been planned to add more areas in the fold of SHG.

Administration

SHGs are administered through a four-level structure – Self-Help Groups (at the village level), Upasangha (SHG federations at the ward level), Sangha (SHG federations at the gram panchayat level) and Mahasangha (SHG federations at the block level). Currently, there are 5,29,309 SHGs, 35,960 Upasanghas, 3,219 Sanghas and 12 Mahasanghas.

The sanghas are being registered under the West Bengal Cooperative Act as Primary Multipurpose Cooperative Societies. So far, 2,200 such societies have been registered. The rest are going to be registered in due course.

Implementation

Financial inclusion of the vast rural population is one of the primary purposes of WBSRLM. SHGs are capitalised by the Government through a revolving fund at the rate of Rs 15,000 per group. But after that, the programme ensures that the SHGs regularly receive credit from banks. This has led to the groups receiving an aggregate of Rs 3,416.48 crore as loans during FY 2016-17 and, up to January 2018 (FY 2017-18), Rs 2,137.32 crore.

Land issues are critical to the poor, and their ignorance can make them extremely vulnerable. To address this gap, a special project called Legal Land Literacy for poor SHG members is being implemented by the P&RD Department in collaboration with the Land and Land Reforms Department and Landesa Rural Development Institute, an international non-profit organisation. The project began with eight intensive blocks (in which all components are implemented), and has been extended to 24 more intensive blocks.

A special inclusion project was taken up, in collaboration with the NGO HelpAge, in three gram panchayats of Dinhata I block of Cooch Behar district to enable them to access age-appropriate livelihood and entitlement services. Its success has led it to be implemented in another six gram panchayats during FY 2017-18.

Another inclusion-related project has been implemented by the State Government – all SHG households are being covered under the Swasthya Sathi group medical insurance scheme. Till January 2018, 34 lakh SHG families were covered.

SHGs as vehicles for implementation of other Government programmes

SHGs supply school uniforms to children. During FY 2017-18, they have conducted business to the tune Rs 166 crore. Sangha cooperatives successfully manage dietary supplies to Government hospitals. These cooperatives are also engaged in the paddy procurement process, through which it ensures that poor SHG members do not have to engage in distress sale of paddy. Plans exist to increase the geographical coverage and target for paddy procurement in the future.

 

স্ব-নির্ভরতাঃ গ্রামীণ কর্মসংস্থানে বাংলা

২০১১ সালে ক্ষমতায় আসার পর থেকেই মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন তৃণমূল সরকার গ্রামীণ অঞ্চলে দারিদ্র দূরীকরণে উদ্যোগী হয়েছে।

এর মূল উদ্দেশ্য স্বনির্ভর গোষ্ঠী গঠনের মাধ্যমে সবাইকে স্বনির্ভর করে তোলা। স্বনির্ভর গোষ্ঠীর সশক্তিকরণ, ক্ষমতা বৃদ্ধি, আর্থিক উন্নতি, সহজে ঋণ লাভ, দক্ষতা বিকাশ ও প্রযুক্তি এবং বিপণনের সহযোগীতার মাধ্যমে রোজগারের বিভিন্ন উপায় বেছে নেওয়া।

এই উদ্দেশ্যে ২০১২ সালের ১৭ই মে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় সূচনা করেন ‘আনন্দধারা’ প্রকল্পের – কেন্দ্র ও রাজ্য ৬০:৪০ অনুপাতে বহন করে। এছাড়াও সম্পূর্ণ রাজ্যের নিজস্ব খরচে চলে আরেকটি প্রকল্প ‘প্রোমশান অফ এসএইচজি মুভমেন্ট’।

এই প্রকল্পের উদ্দেশ্য অন্তত প্রতি পরিবারের একজন মহিলা যেন স্বনির্ভর গোষ্ঠীতে থাকে। এই প্রকল্প প্রথমে রাজ্যের ৯ জেলার ৩২টি ব্লকে শুরু করা হয় ২০১২-১৩ সালে। ২০১৭-১৮ তে ২৩ জেলার ১৫৮টি ব্লকে শুরু করা হয়। ২০১৮-১৯ সালে আরও ২২টি ব্লকে এই প্রকল্প শুরু করার উদ্যোগ নেওয়া হচ্ছে।

এই মুহূর্তে রাজ্যে ৫২৯৩০৯টি মহিলা স্বনির্ভর গোষ্ঠী আছে, যারা ৩৫৯৬০টি উপসংঘের ও ৩২১৯ সংঘের সদস্য।ওয়েস্ট বেঙ্গল কোঅপারেটিভ অ্যাক্ট-এর অধীনে সংঘ গুলি নথিভুক্ত হয়েছে প্রাইমারি মাল্টিপারপাস কোঅপারেটিভ সোসাইটি হিসেবে। এখনও পর্যন্ত ২২০০ এরম সমবায় নথিভুক্ত হয়েছে।

প্রতি স্বনির্ভর গোষ্ঠীকে ১৫০০০ টাকা করে রিভল্ভিং ফান্ড দেওয়া হয়।কমিউনিটি ইনভেস্টমেন্ট ফান্ড সংঘকে অনুদান দেয়। গত বছর তম্লুক ব্লক মহিলা বিকাশ ক্রেডিট কো-অপারেটিভ সোসাইটি ও এ বছর ঝাড়গ্রাম ব্লক অরণ্য সুন্দরী মহাসংঘ সেরা স্বনির্ভর গোষ্ঠীর সম্মান পায়।

ব্যাঙ্কের থেকে স্বনির্ভর গোষ্ঠীরা গত বছর ঋণ পেয়েছিল ৩৪১৬.৪৮ কোটি টাকা ও এই অর্থবর্ষে জাউয়ারি মাস পর্যন্ত পেয়েছে ২১৩৭.৩২ কোটি টাকা।

ভূমি ও ভূমি সংস্কার দপ্তরের সহযোগিতায় গরীব স্বনির্ভর গোষ্ঠীর মহিলাদের জন্য লিগাল ল্যান্ড লিটারেসি চালু করেছে মালদা ও বীরভূমের আটটি ব্লকে।

বয়স্কদের জীবনযাত্রার মান উন্নত করতে ২০১৭-১৮ সালে ৬টি গ্রাম পঞ্চায়েতে একটি প্রকল্প শুরু হয়েছে। সমস্ত স্বনির্ভর গোষ্ঠীর সদস্যদের স্বাস্থ্য সাথী বীমার আওতায় আনা হয়েছে। জানুয়ারি ২০১৮ পর্যন্ত ৩৪ লক্ষ স্বনির্ভর গোষ্ঠীর সদস্যের পরিবার এই আওতায় এসেছে।

এই মুহূর্তে সংঘরা সরকারি হাসপাতাল গুলিতে খাদ্য এবং স্বনির্ভর গোষ্ঠীরা সরকারি স্কুলে পড়ুয়াদের জামার যোগান দিয়ে থাকে। এ বছর তারা এই বাবদ আয় করেছে ১৬৬ কোটি টাকা। যেসকল স্বনির্ভর গোষ্ঠী চাষের সঙ্গে যুক্ত, তারা যাতে তাদের উৎপাদনের সঠিক মূল্য পান, তাও নিশ্চিত করেছে রাজ্য সরকারের খাদ্য ও সরবরাহ দপ্তর।

The State Fisheries Department has decided to set up a daily market (or ‘haat’) on the field beside the lake in Nalban. This venue will be used for selling fish, meat, poultry, vegetables as well as handicrafts, to be sold by the manufacturers themselves.

The handicrafts stalls will be run by women belonging to self-help groups (SHGs). These SHGs get financial aid under the State Government’s Anandadhara Scheme, which entails making and selling handicrafts and other items.

This city haat, or market, is expected to become famous the same way the Sonajhuri Haat in Santiniketan, Mangala Haat in Howrah and the Hari Sahar Haat in Shyambazar, Kolkata, have become.

The spot is ideal for a haat as it is quite near the IT hub of Sector V, where thousands come every day to work. Already a few snacks outlets and restaurants have opened up at Nalban, including by the State Fisheries Development Corporation (SFDC).

 

পয়লা বৈশাখ থেকে নলবনে ঝিলের পাড়ে বসবে শহুরে হাট

 

খোদ কলকাতায় দৈনন্দিন গেরস্থালির যাবতীয় উপকরণ নিয়ে হাট বসতে চলেছে। সৌজন্যে মৎস্য দপ্তর। এখানে একদিকে মাছ-মাংস, সব্জি তো বিক্রি হবেই, অন্যদিকে হাতের কাজের বিভিন্ন সম্ভার নিয়ে হাজির হবেন প্রত্যন্ত গ্রামের শিল্পীরা। নলবনের জলাশয়ের পাড়ে খোলা মাঠে ঘুরতে ঘুরতে কেনাকাটা করবেন শহরের বাসিন্দারা।

শান্তিনিকেতনে সোনাঝুরির হাট, হাওড়ার মঙ্গলা হাট বা হরি সাহার হাটের মতো এখনও শহর থেকে রাজ্যের বিভিন্ন প্রান্তে ছড়িয়ে-ছিটিয়ে বহু হাট রয়েছে। কিন্তু, এর অনেকগুলিরই পুরনো ঐতিহ্য এখন অনেকটাই ম্লান। তাই এবার সেই হাটের ঐতিহ্য এবং ব্যবসায়িক গুরুত্বকে বোঝাতেই নলবনে ভেড়ির পাশে বসবে নগরায়িত হাট। মৎস্য দপ্তরের অধীনস্থ মৎস্য উন্নয়ন নিগমের পক্ষ থেকে এই হাট বসানো হচ্ছে।

নলবনের কাছেই তথ্যপ্রযুক্তি তালুক। এখানে প্রচুর মানুষ কাজ করতে আসে। সপ্তাহান্তে যদি তাঁরা জলাশয়ের পাশে একটু ‘স্ন্যাক্স’ খেতে খেতে জরুরি সমস্ত সামগ্রী পেয়ে যান, তাহলে অনেকেই হাটে আসতে চাইবেন। সেই কথাকে মাথায় রেখেই সপ্তাহান্তের বিকেলে এই হাট বসানো হবে। পয়লা বৈশাখ থেকে বসবে এই হাট।

প্রসঙ্গত, নলবনের ওই মাঠে ইতিমধ্যে একাধিক বাঙালি-কন্টিনেন্টাল খাবারের রেস্তরাঁ আগে থেকেই রয়েছে। পাশাপাশি নিগমের পক্ষ থেকে কাঁচা প্যাকেটজাত মাছ বিক্রি করা হচ্ছে। সেই সঙ্গে রান্না মাছের বিভিন্ন পদও বিক্রি করা শুরু হয়েছে। হরিণঘাটা থেকে কাঁচা মাংস সহ বিভিন্ন পদ বিক্রি করা হচ্ছে। সুফল বাংলাও ইতিমধ্যে দোকান দিয়েছে সেখানে। ফলে কাঁচা সব্জি থেকে আরও বিভিন্ন রান্নার সামগ্রী সেখানে বিক্রি করা হবে।
সেই তালিকায় এবার নতুন সংযোজন হাতের কাজের সম্ভার। আনন্দধারা প্রকল্পের অধীনে যে সমস্ত স্বনির্ভর গোষ্ঠী রাজ্যের বিভিন্ন প্রান্তে ছড়িয়ে-ছিটিয়ে রয়েছে, তাদের নলবনের হাটে আনা হবে। প্রত্যেক সপ্তাহে স্বনির্ভর গোষ্ঠীর মহিলারা সেখানে এসে নিজেদের হাতে তৈরি বড়ি, আচার, পাঁপড় ছাড়াও হাতের কাজের বিভিন্ন ব্যাগ, শৌখিন ঘর সাজানোর জিনিস বিক্রি করতে পারবেন। এর মাধ্যমে গ্রামীণ মহিলারা যেমন নিজেদের সামগ্রী বিক্রির একটা নতুন জায়গা খুঁজে পাবেন, সেই সঙ্গে শহুরে ক্রেতারাও বিভিন্ন সামগ্রী কিনতে পারবেন নিজের হাতে দেখে নিয়ে।

সর্বোপরি জলাশয়ের পাড়ে ঘুরতে ঘুরতে একেবারে গ্রামীণ পরিবেশেই ‘হাটে’র মজা নিতে পারবেন কলকাতাবাসী।

The Trinamool Congress Government has taken up the development of another avenue for mass employment. It would be training women and men to raise cows, goats, chickens and ducks and distributing poultry birds and animals as well.

At the same time, it would also build individual small farms for the members. The farms would be built alongside their homes so that they can look after the farms as well as carry out household chores.

The Government has instructed the block development officers (BDOs) to ensure that more women get the training and the other facilities. Women empowerment has always been one of the cornerstones of the Government’s developmental programmes ever since Chief Minister Mamata Banerjee came to power.

Along with these, the Government will also organise some women from the Self Help Groups into clusters and distribute incubators for producing birds from the chicken and duck eggs.

গ্রামীণ মহিলাদের স্বরোজগারে বিনামূল্যে গোরু, ছাগল, হাঁস-মুরগি দেবে সরকার

একের পর এক কর্মসংস্থানমুখী প্রকল্প হাতে নিচ্ছে তৃণমূলের রাজ্য সরকার। এবার স্বনির্ভর গোষ্ঠীর মহিলাদের প্রশিক্ষণ দিয়ে বিনামূল্যে গোরু, ছাগল, হাঁস, মুরগি বিলির পাশাপাশি পৃথক পৃথক সদস্যকে খামারও তৈরী করে দেওয়া হবে। একই সঙ্গে গোষ্ঠীর কয়েকজন সদস্যকে নিয়ে একটি ক্লাস্টার তৈরি করে মুরগী বা হাঁসের ডিম থেকে ছানা বের করার যন্ত্রও বিনামূল্যে দেওয়া হবে।

এতে স্বনির্ভর গোষ্ঠীর মহিলারা অনেক বেশি আর্থিকভাবে স্বনির্ভর হবেন বলেই স্বরোজগার নিগমের অফিসাররা মনে করছেন। এই প্রকল্পে হাজার হাজার মহিলা স্বনির্ভর হতে পারবেন। আর এর জন্য ওই মহিলাদের বাড়ির বাইরে কাজ করতে যেতে হবে না। তাঁদের বাড়ির পাশেই খামার করে দেওয়া হবে। ফলে ঘরের কাজের পাশাপাশি পশুপালন করে তাঁরা আর্থিকভাবে স্বাবলম্বী হতে পারবেন।

প্রতিটি ব্লকেই স্বরোজগার নিগমের একজন সুপারভাইজার আছেন। তাঁদের কাছে গিয়ে আবেদন করলেই স্বনির্ভর গোষ্ঠীর মহিলারা এই সুবিধা পাবেন। এই নতুন প্রকল্পে বিনামূল্যে প্রশিক্ষণ দেওয়া হবে। তাতে শেখানো হবে কীভাবে মড়ক ঠেকাতে গোরু, ছাগল, হাঁস বা মুরগিকে ইনজেকশন দিতে হয়। প্রজনন ক্ষমতা বৃদ্ধি করতে কী কী ব্যবস্থা নিতে হবে ইত্যাদি।

৬ মাসের এই প্রশিক্ষণ হয়ে গেলে প্রাণী সম্পদ বিকাশ দপ্তরের পক্ষ থেকে বিনামূল্যে হাঁস, মুরগী, গোরু ও ছাগল বিতরণ করা হবে। যার যেমন প্রয়োজন, তিনি ততগুলি করেই পাবেন। এরপর স্বরোজগার নিগম ওই মহিলার বাড়ির কাছের কোনও জমিতে খামার তৈরি করে দেবে। প্রতিটি খামার তৈরির জন্য সর্বোচ্চ ৫০ হাজার টাকা ধার্য করা হয়েছে।

গত বছর উত্তর ও দক্ষিণ ২৪ পরগনা ও মালদহের কয়েকটি ব্লকে এই পাইলট প্রজেক্ট হিসেবে এই প্রকল্প চালু হয়েছিল। তাতে বহুজন প্রশিক্ষণ নিয়ে এই ব্যবসা শুরু করেছেন। ইতিমধ্যেই স্বরোজগার নিগম পাইলট প্রজেক্টেই ৫০০ খামার তৈরী করে দিয়েছে।

Bengal Government has taken up a project to distribute e-rickshaws to unemployed youths in rural areas. The State Self Help Groups and Self Employment department has taken up this initiative and will provide assistance through the SVSKP (Swami Vivekananda Swanirbhar Karmasansthan Prakalpa) scheme. The scheme is already used to provide help to unemployed youths. In the first phase, 500 such eco-friendly e-rickshaws will be distributed.
The Government is already in talks with companies that manufacture e-rickshaws. They run on batteries and are eco-friendly. The SHG department is coordinating with the Panchayat department regarding the implementation of this project.
The Minister of the SHG Department said that distribution of e-rickshaws will help boost transport infrastructure in rural areas.

 

স্বনিযুক্তি প্রকল্পে গ্রামের বেকার যুবকদের ই-রিকশ দেবে রাজ্য

গ্রামের বেকার যুবকদের এবার ই-রিকশ দেবে রাজ্য সরকার। স্বনিযুক্তি প্রকল্প দপ্তরের পক্ষ থেকে কর্মসংস্থানের লক্ষ্যে এই উদ্যোগ নেওয়া হয়েছে। স্বামী বিবেকানন্দ স্বনির্ভর কর্মসংস্থান প্রকল্পের অধীনেই এই সহায়তা দেওয়া হবে। এই প্রকল্পে বেকার যুবকদের নানাভাবে সহায়তা দেওয়া হয়। এবার পরিবেশবান্ধব ই-রিকশ দিয়ে তাদের কাজের সুযোগ বাড়াতে চায় রাজ্য সরকার। প্রাথমিকভাবে শুরুতে ৫০০ জনকে ই-রিকশ দেওয়া হবে।
গ্রামীণ এলাকার পুরুষ ও মহিলাদের আর্থিকভাবে স্বনির্ভর করে তুলতে নানা ধরনের কর্মসূচি বা প্রকল্প নিয়েছে মমতা বন্দ্যোপাধ্যায়ের সরকার। স্কুল পড়ুয়াদের সাইকেল প্রদান পুরোমাত্রায় সফল। এর আগে স্বনিযুক্তি প্রকল্পে যুক্ত মহিলাদের ধান সংগ্রহের কাজে নামানো হয়েছে। তাদের জন্য উল্টোডাঙায় শপিং মলও করে দেওয়া হচ্ছে। যার জন্য কেআইটি’র থেকে ১০ কাঠা জায়গা পাওয়া গিয়েছে। সেই জমি কিনে নিয়েছে স্বনিযুক্তি প্রকল্প দপ্তর। এবার ই-রিকশ দেওয়ার পরিকল্পনা করা হয়েছে। তার জন্য যেসব কোম্পানি ই-রিকশ বানায়, তাদের সঙ্গে কথা চলছে। টেন্ডার করেই সেই অর্ডার দেওয়া হবে। তবে ই-রিকশ’র পুরো টাকা রাজ্য সরকার দেবে না। মোট দামের ৩০ শতাংশ দেবে স্বনিযুক্তি প্রকল্প দপ্তর।
ওই দপ্তরের মন্ত্রী বলেন, আমরা স্বনির্ভর গোষ্ঠীকে নানাভাবে সাহায্য করছি। কারিগরি শিক্ষা দপ্তরের সহযোগিতায় স্বনির্ভর গোষ্ঠীর আড়াই লক্ষ সদস্যকে প্রশিক্ষণ দেওয়া হয়েছে। প্রশিক্ষণের পর তাঁদের কর্মসংস্থানের সুযোগ করে দেওয়া হচ্ছে। কেউ যদি প্রশিক্ষণ শেষে ব্যবসা করেন, তাহলে তাঁকে আর্থিক সাহায্য দেওয়া হবে। ছাগল, গোরু, মুরগি পালন করলেও আর্থিকভাবে সাহায্য করা হয়। এবার গ্রামের বেকার যুবকদের ই-রিকশ দেওয়ার পরিকল্পনা নেওয়া হয়েছে। আমাদের দপ্তর ভর্তুকি দেবে। গ্রামীণ এলাকায় রাস্তার হাল এখন অনেক ভালো। ফলে ই-রিকশ যাত্রী পরিবহণে কার্যকর হবে। চালকও লাভবান হবেন।
ই-রিকশ অনেকটা ব্যাটারি চালিত অটো বা টোটোর মতো হবে। পঞ্চায়েত দপ্তরের সঙ্গে সমন্বয় রেখেই ই-রিকশ দেওয়া হবে। স্বনিযুক্তি প্রকল্প দপ্তরের প্রধান সচিব একইসঙ্গে পঞ্চায়েত দপ্তরেরও প্রধান সচিবের দায়িত্বে রয়েছেন। ফলে পঞ্চায়েতের নানা কাজে স্বনির্ভর গোষ্ঠীর মহিলাদের এবং গ্রামের যুবদের যুক্ত করা হচ্ছে। সেই কর্মসূচির অঙ্গ হিসেবে এবার ই-রিকশ প্রদান করা হচ্ছে। তার পরিকল্পনাও তৈরি হয়ে গিয়েছে।

Chief Minister Mamata Banerjee’s initiative to set up motels along the state and the national highways – named Patha Sathi – has now spread across the state. All the 23 districts of Bengal now have Patha Sathi motels.

Each of the motels have toilets and rooms where people can take rest and have their breakfast and dinner. The State Housing Department has set up the motels. There are plans to set up more such motels in the future.

The motels are run by women belonging to self-help groups (SHG). They have helped the women to become financially self-reliant. Breakfast and dinner are prepared and served by women looking after the place. The rooms are spacious and have attached toilets. There are both air-conditioned and non-air-conditioned rooms.

Ever since Mamata Banerjee started visiting the districts regularly as a leader of the Opposition, after founding Trinamool Congress in 1998, she found that because of lack of toilets, those who travelled along state and national highways, particularly women, faced problems. In those days, petrol pumps along the highways also did not have toilets. So, after coming to power in 2011, she sanctioned the project.

After the upgrading of the state and national highways, more and more people are visiting different places in cars. Resorts have come up in remote areas and during holidays, people visit them by road. As the number of people traveling along highways has gone up, the necessity of motels for brief stays, where food is available along with clean toilets, has gone up too.

Hence, the project has been a huge success. In many places, the motels are booked almost throughout the year

 

রাজ্য সরকারের ‘পথ সাথী’ মোটেল এবার ২৩ জেলাতেই

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগে রাজ্য সড়ক ও জাতীয় সড়কের ধারে মোটেল এবার সারা রাজ্যে ছড়িয়ে পড়ল। এই মোটেল গুলির পোশাকি নাম ‘পথ সাথী’। এখন রাজ্যের ২৩টি জেলাতেই পথ সাথী মোটেল আছে।

প্রতিটি মোটেলেই শৌচালয় ও থাকার ঘর আছে। বাতানুকূল ও সাধারন দুই ধরনের ঘরই আছে। এই মোটেলগুলিতে মানুষ বিশ্রাম নেওয়ার পাশাপাশি প্রাতরাশ ও নৈশভোজও সারতে পারবেন। ভবিষ্যতে আরও মোটেল তৈরী হবে।

এই মোটেলগুলি স্বনির্ভর গোষ্ঠীর মহিলারা পরিচালনা করেন। এতে মহিলারাও স্বাবলম্বী হচ্ছেন। প্রাতরাশ ও নৈশভোজ তৈরী করা থেকে শুরু করে পরিবেশনও এই মহিলারাই করেন।

১৯৯৮ সালে তৃণমূল কংগ্রেস গঠনের পর থেকে বিরোধী নেত্রী হিসেবে মমতা বন্দ্যোপাধ্যায় অনেক জেলা সফর করেছেন ও দেখেছেন রাস্তাঘাটে শৌচালয়ের অভাবে খুব অসুবিধায় পড়তে হয় মহিলাদের। তাই তিনি ২০১১তে ক্ষমতায় আসার পর এই প্রকল্পের অনুমোদন দেন।

রাজ্য সড়ক ও জাতীয় সড়কের সংস্কারের পর এখন অনেকেই গাড়িতে করে দূর-দূরান্তে যাতায়াত করেন। প্রত্যন্ত পর্যটন অঞ্চলগুলিতেও রিসর্ট তৈরী হয়েছে। যেহেতু পর্যটকের সংখ্যা বাড়ছে, তাই, মোটেলের প্রয়োজনও বাড়ছে।

স্বাভাবিক ভাবেই, এই প্রকল্পের সাফল্য তুঙ্গে। কোনও কোনও মোটেল সারা বছর বুক করা থাকে।

To ramp up the production of eggs in Bengal, both chicken and duck, the State Government’s Animal Resources Development (ARD) Department is taking several measures.

The latest among them are the setting up of two chicken farms in Kalyani in Nadia district and in Barjora in Bankura district at a combined cost of Rs 60 crore. Then, a chicken farm in Boromoholla in Birbhum district is being renovated to augment production. At Labhpur in Birbhum district, the department is setting up a duck farm.

According to sources in the ARD Department, about 2.5 crore eggs, including chicken and duck, are required daily in the state. To ensure that the state produces the required number, various measures are being taken to encourage people to set up chicken and duck farms. All these are outlined in the Incentive Policy 2017 for poultry farmers that the ARD Department has chalked up. For augmenting production on the basis of this policy, the Finance Department has allotted Rs 2015 crore.

As part of the policy, the department is providing subsidy to the extent of Rs 80 lakh for people working towards augmenting egg production.

A person who will be producing 10,000 birds (chicken or duck) will get an incentive of upto Rs 8 lakh. Among other incentives are the requirement for only part payment of the electricity bill for farm owners, discount on the loan repayment amount and removal of stamp duty. The result of these measures, according to the ARD Department, is the submission of applications for setting up 43 poultry farms.

The government is distributing young chickens and ducklings to farmers and rural self-help groups across the state. During the current financial year (2017-18), 60 lakh young chickens will be distributed. Of this number, 12 lakh will be distributed among almost 7,000 self-help groups (SHG). West Bengal Livestock Development Corporation is primarily responsible for implementing these decisions.

 

ডিমের জন্য ৬০ কোটির দুই খামার রাজ্যের

রাজ্যে ডিমের জোগান ও চাহিদার ফারাক কমাতে এ বার রাজ্য সরকারই শুরু করছে বাণিজ্যিক উৎপাদন। কল্যাণী ও বাঁকুড়ার বড়জোড়াতে মুরগির খামার তৈরি করতে ষাট কোটি টাকা বিনিয়োগ করছে প্রাণিসম্পদ বিকাশ উন্নয়ন নিগম। ওই দু’টি খামার থেকে প্রতিদিন সাড়ে পাঁচ লক্ষ করে ডিম পাওয়া যাবে।

এ রাজ্যে প্রতিদিন ডিমের প্রয়োজন হয় আড়াই কোটির মতো। সংগঠিত ও অসংগঠিত পোলট্রি মিলিয়ে দেড় কোটির মতো ডিম পশ্চিমবঙ্গ থেকেই পাওয়া যায়। বাকি এক কোটির ঘাটতি মেটাতে দক্ষিণ ভারত থেকে ডিম আমদানি করা হয়।

প্রাণিসম্পদ বিকাশ দফতর সূত্রের খবর, নতুন ভর্তুকি নীতিতে শর্তসাপেক্ষে মুলধনী অনুদান ৮ লক্ষ টাকা ছাড়াও মেয়াদি ঋণের উপরে সুদে ভর্তুকি, বিদ্যুৎ মাসুলে আংশিক মকুব এমনকী স্ট্যাম্প ডিউটিতেও ছাড় দেওয়া হচ্ছে।

সরকার জেলায় জেলায় মুরগির বাচ্চা বিতরণ শুরু করেছে। চলতি অর্থবর্ষে (২০১৭-’১৮) ৬০ লক্ষ মুর্গীর বাচ্চা দেওয়া হবে। প্রায় সাত হাজার স্বনির্ভর গোষ্ঠীকেও প্রায় ১২ লক্ষ মুরগি ও হাঁসের বাচ্চা দেওয়ার পরিকল্পনা করা হয়েছে। তার সঙ্গে রাজ্য সরকার আর্থিক ভর্তুকি দেওয়ার কথা ঘোষণা করায় ইতিমধ্যেই নতুন ৪৩টি পোলট্রি গড়ার প্রস্তাব জমা পড়েছে। প্রকল্পগুলি বাস্তবায়িত হলে তাতেও কমপক্ষে ৩৫ লক্ষ মুরগি থাকবে। সব মিলিয়ে এর ফলে ঘাটতি পুষিয়ে যাবে বলে আশা করছে রাজ্য।

After forming a separate development board for the transgender people in the State, the Bengal Government is coming up with the exhibition store Sneho Nir. Dedicated to the transgender people, the store at Gokhale Road near Rabindra Sadan will exhibit and sell products made by transgender Self Help Groups (SHG) across the State.

Sneho Nir, opening this Pujas, offer various product including handicrafts, food, junk jewellery and several other handmade products.

There are plans to offer online purchase of the products once the flagship store gains popularity. Besides exhibiting and selling homemade products, Sneho Nir will also provide counselling to women who are victims of social violence.

 

রূপান্তরকামীদের জন্য মুখ্যমন্ত্রীর পুজোর উপহার “স্নেহনীড়”

আগেই রূপান্তরকামীদের জন্য পৃথক একটি উন্নয়ন বোর্ড গঠন করেছিল। এবার তাদের জন্য একটি প্রদর্শনী কেন্দ্র ‘স্নেহনীড়’ এর আয়োজন করছে রাজ্য সরকার।

রাজ্যের সকল রূপান্তরকামী স্বনির্ভরগোষ্ঠীগুলোর তৈরি জিনিসপত্রের বিপণন কেন্দ্র “স্নেহনীড়” খুলবে রবীন্দ্র সদনের কাছে গোখেল রোডে। শুধু রুপান্তরকামী নয়, সমাজে পিছিয়ে পড়া মহিলাদের তৈরি জিনিসও পাওয়া যাবে এখানে।

এই পুজোয় হস্তশিল্প, খাদ্যদ্রব্য, জাঙ্ক জুয়েলারি ও অন্যান্য হস্তশিল্পের বিপুল সম্ভার নিয়ে খুলবে “স্নেহনীড়”। সকল দ্রব্যের দাম হবে সকলের আয়ত্তের মধ্যে।

“স্নেহনীড়” জনপ্রিয়তা অর্জন করলে, এই সকল দ্রব্য থাবা বসাবে অনলাইনের বাজারেও। প্রদর্শন ও বিক্রীর পাশাপাশি এই “স্নেহনীড়” সামাজিক শোষণ ও হিংসার স্বীকার মহিলাদের কাউন্সেলিং করবে। কেউ হাতের কাজ শেখার প্রশিক্ষণ চায়, তাও প্রদান করবে “স্নেহনীড়”। এর ফলে আরও অনেক মহিলা স্বনির্ভর হতে পারবেন।

The Bengal Panchayat and Rural Development is going to set up 36,000 Self-Help Groups (SHGs) under the Anandadhara Scheme during financial year 2017-18.

Creating so many SHGs in just one year is something unprecedented among the State Governments. Self-Help Groups are a major source of revenue for the rural economy. They have also played a big role in making women self-sufficient.

Presently, there are 2,000 SHGs created under the aegis of the Anandadhara Scheme. As part of the scheme, each SHG is given a bank loan of Rs 1 lakh to Rs 15 lakh. The State Government is in talks with various public sector banks as well as private banks to provide loans. For repaying the loans on time, the SHGs are given bonus payments.

Development and governance have been the mantras of the Bengal Government ever since Trinamool Congress led by Chief Minister Mamata Banerjee came to power. The State has set up numerous schemes for the welfare of the State’s citizenry, covering their entire lifespan.

২০১৭-১৮ অর্থবর্ষের মধ্যেই রাজ্য পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর ‘আনন্দধারা’ প্রকল্পে ৩৬ হাজার স্বনির্ভর গোষ্ঠী গঠন করে গ্রামীণ অর্থনীতিতে জোয়ার আনতে উদ্যোগী হয়েছে।

স্বনির্ভর গোষ্ঠী গঠনের মধ্যে দিয়ে রাজ্যের দুস্থ পরিবারগুলিকে আর্থিকভাবে স্বনির্ভর করে তোলার প্রয়াস এর আগে কোনও রাজ্য সরকার নেয়নি। স্বনির্ভর গোষ্ঠী দপ্তর পৃথক ভাবে নতুন নতুন উদ্যোগে রাজ্যের মহিলাদের নিজেদের পায়ে দাঁড়াতে সাহায্য করেছে।

প্রসঙ্গত, বর্তমানে আনন্দধারা প্রকল্পের অধীনে দুই হাজারের বেশি স্বনির্ভর গোষ্ঠী আছে। এই প্রকল্পের অধীনে থেকে প্রত্যেক স্বনির্ভর গোষ্ঠীকে ১ লক্ষ থেকে ১৫ লক্ষ টাকা পর্যন্ত ব্যাঙ্ক ঋণ দেওয়া হয়।

পঞ্চায়েত দপ্তর সুত্রের খবর, বিভিন্ন রাষ্ট্রায়ত্ত ব্যাঙ্কগুলির পাশাপাশি বেশ কিছু বেসরকারি ব্যাঙ্কের সঙ্গেও কথা বলা হয়েছে। ঠিক সময় ব্যাঙ্ক ঋণ পরিশোধ করলে, গোষ্ঠীগুলিকে বোনাস দেওয়ার পাশাপাশি স্বনির্ভর গোষ্ঠীগুলির গুডউইল আরও বহুগুন বেড়ে যায়।

ইতিমধ্যেই আনন্দধারা প্রকল্পের মধ্যে যে সমস্ত স্বনির্ভর গোষ্ঠীগুলি সময় মতো ঋণ পরিশোধ করেছে তাঁদের বাড়তি বোনাস দেওয়া হয়েছে।

উন্নয়নকেই পাথেয় করেছে রাজ্য সরকার। শিশুজন্মের পরে চারা গাছ উপহার দেওয়া থেকে শুরু করে জীবনের অন্তিম লগ্নে সৎকার করার জন্য ‘সমব্যাথী প্রকল্প’-র মধ্য দিয়ে রাজ্যবাসীর জীবনচক্র জুড়ে কন্যাশ্রী, যুবশ্রী-র মতো একাধিক উন্নয়নমূলক প্রকল্পের উদ্ভাবন করেছে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়-পরিচালিত সরকার।

The Bengal Government has decided to develop a shopping mall off the Eastern Metropolitan Bypass exclusively to let Self Help Group members from the districts get a permanent place to sell their produce round the year.

The State Self Help Group minister, said in the Assembly on Tuesday that a shopping mall with all sorts of modern facilities will be constructed. Members of Self Help Groups will be allowed to display their produce alternatively for a month in the shops.

The Minister said that a 15 cottah land has been bought from the Kolkata Improvement Trust at a cost of Rs 10 crore to set up the mall. Hooghly River Bridge Commissioners (HRBC) has been urged to carry out a study to prepare a plan to set up the shopping mall. T

here will also be a stall of Biswa Bangla in the shopping mall. The initiative will provide a permanent place to members of the Self Help Groups to sell and market their produce round the year. Usually, they get the opportunity to display and sell their produce in fairs.

At present, there are over 50 lakh Self Help Groups in the state. Members of all the groups will be getting opportunity to set up their stalls in the malls alternatively. Though the plan of the proposed mall is yet to be ready, according to the minister, it will be decorated with lights is such a way so that people gets attracted and start visiting the place.

স্বনির্ভর গোষ্ঠীগুলির কর্মীদের জন্য সুখবর নিয়ে এল রাজ্য সরকার। তাদের নির্মিত দ্রব্য সারা বছর বিক্রির জন্য রাজ্য সরকার কলকাতার বাইপাসের ধরে একটি মল নির্মাণ করবে।

বিধানসভায় স্বনির্ভর গোষ্ঠী সংক্রান্ত দপ্তরের মন্ত্রী বলেন, এই মল তৈরির জন্য রাজ্য সরকার ১৫ কাটা জমি কিনেছে বাইপাসের ধারে। এই মল’টিতে অন্যান্য মলের মত সকল সুবিধা পাওয়া যাবে। রাজ্যের সকল স্বনির্ভর গোষ্ঠীর কর্মীরা নিজেদের পসরা নিয়ে বসতে পারবেন এই মলে। হুগলী রিভার ব্রিজ কমিশন এই মল’টির প্ল্যান তৈরি করবে। এই মলে বিশ্ব বাংলার একটি স্টল থাকবে।

এই মুহূর্তে রাজ্যে ৫০ লক্ষ স্বনির্ভর গোষ্ঠী আছে।
