IT infrastructure in Bangla growing at rapid pace

From May 2011, an amount of more than Rs 600 crore has been invested by the Trinamool Congress Government in the creation of physical infrastructure in the IT and electronics sector. This includes creation of IT parks and hardware parks, facilities for equipment manufacturing clusters (EMC), etc. The Information Technology & Electronics (IT&E) Department is overseeing all of these.

Hardware park and EMCs: Two electronics manufacturing clusters are coming up in Naihati and Falta. Construction is on in full swing. A hardware park in Sonarpur is complete. An IT park in Kalyani has been planned.

Start-up Warehouse: The State Government established a Start-up Warehouse in 2015 in collaboration with NASSCOM for the benefit of new ventures and start-ups in the IT/ITeS sector. Fifty-one companies have been promoted from the centre so far. Nineteen companies have received funding from private investors and nine companies have received their second round of funding.

Capacity building and self-employment: The IT&E Department, through the training wing of Webel, is imparting IT training in the districts and in tier-II/III-level towns in an organised way. Almost 1.5 lakh students were trained and 30,000 students got employment or achieved self-employment from 2011 to 17, compared to about 74,000 students trained and 11,000 students employed/self-employed during the period of 2004-11.

Cyber Security Centre of Excellence: The Cyber Security Centre of Excellence has been inaugurated by the department and is operational from November 2017. The portal for the same was launched in March 2018. The centre is working on five verticals: capacity building and awareness generation, cyber security assurance, Security Operation Centre, cyber forensics and investigation, and research and development (R&D) and Advisory.

Promotion of emerging technologies: The IT&E Department has been holistically promoting the emerging technologies – the technologies that are going to have a significant impact in the near future. The department has already started working on cyber security, blockchain, artificial intelligence, machine learning, animation, IoT (internt of things), Industry 4.0 (a standard), analytics, animation and e-sports. Summits are being held every month on different emerging technologies. Already summits on cyber security, blockchain and artificial intelligence have taken place.

Silicon Valley Asia: The Government is setting up a cutting-edge IT and hardware technology research and manufacturing hub at New Town called Silicon Valley Asia, on the lines of Silicon Valley in California, USA.

Capacity expansion by private companies: Several of the top IT companies in India have opened new campuses and expanded existing ones, or are in the process of doing those. More and more IT companies are showing interest in opening offices and campuses in Bengal.

Indian Institute of Information Technology (IIIT), Kalyani: The fi­rst IIIT of Bengal was started in 2014. The first batch of BTech came out in 2018.

Reaching destinations beyond Kolkata and Salt Lake: Twenty-five IT parks in tier-II and tier-III cities in different districts are either operational or at different stages of completion – 12 are fully operational, four are almost completed and nine have received sanction for construction.

Thus we see that the State Government is continuously developing infrastructure for different aspects of the information technology industry. The Government has big plans for making Bengal an IT powerhouse.

Bengal Govt to create 1 lakh jobs annually for cyber security professionals

The Bengal Government plans to create around one lakh new jobs in the field of cyber security annually.
Based on the instructions of Chief Minister Mamata Banerjee, the Government will introduce a course on cyber security at the undergraduate level so that students get an edge in getting jobs, not only in the Information Technology (IT) sector but also in the police force.

Bengal would be the first State in the country which will ensure a supply pool of cyber security specialists for various Government departments to counter cyber threats, which are a major cause of concern for the Government and the public. With the rapid digitisation that has been going on, cyber security has become of utmost importance.

The State Information Technology (IT) and Electronics Department will assist the Higher Education Department in framing the syllabus. The IT Department, according to its additional chief secretary, is working closely with the Indian Institute of Information Technology (IIIT) in Kalyani, whose experts will decide the course content.

According to the initial plans, the course will commence at IIIT and in all the colleges under Calcutta University. Students would be provided with basic knowledge on networking and operating systems.

The IT Department is also working in coordination with the police, academics and industry, to see that unscrupulous persons with vested interests cannot tamper Government documents.

The Government has already set up the West Bengal Cyber Security Centre of Excellence (WBCS-CoE) in New Town to deal with the increasing number of cyber offences in the State. A workshop was also held on cyber security at the Biswa Bangla Convention Centre in New Town on March 16.

 

সাইবার নিরাপত্তা: বছরে ১ লক্ষ কর্মসংস্থান করবে রাজ্য

বাংলায় সাইবার নিরাপত্তার ক্ষেত্রে এক নতুন অধ্যায়ের সূচনা হবে, যার ফলে বার্ষিক এক লক্ষ কর্মসংস্থান হবে।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের নির্দেশ মেনে, রাজ্য সরকার খুব শীঘ্রই স্নাতক স্তরে সাইবার নিরাপত্তার ওপর একটি পাঠ্যক্রম চালু করতে চলেছে। এর ফলে এই বিষয়ে স্নাতকরা তথ্যপ্রযুক্তি ক্ষেত্র ছাড়াও পুলিশেৱ চাকরিও পেতে পারেন।

এই পাঠ্যসূচী তৈরী করতে রাজ্য তথ্য প্রযুক্তি ও ইলেক্ট্রনিকস দপ্তর উচ্চ শিক্ষা দপ্তরকে সাহায্য করবে। কল্যাণীর আইআইআইটির বিশেষজ্ঞদের সাহায্যও নেওয়া হচ্ছে এই পাঠ্যসুচী তৈরী করতে।

প্রাথমিক পরিকল্পনা অনুসারে, এই পাঠ্যক্রম আইআইআইটি ও কলকাতা বিশ্ববিদ্যালয়ের সমস্ত কলেজে শুরু হবে। পড়ুয়াদের নেটওয়ার্কিং এবং অপারেটিং সিস্টেমের সম্বন্ধে প্রশিক্ষণ দেওয়া হবে।

এই উদ্যোগের ফলে আগামী দিনে সাইবার নিরাপত্তার ক্ষেত্রে বাংলা দেশে অগ্রণী ভূমিকা নেবে এবং বিভিন্ন সরকারি দপ্তরের সাইবার নিরাপত্তা নিশ্চিত করতে পেশাদারদের যোগানও দিতে পারবে। সাইবার হানা এই মুহূর্তে দেশের অন্যতম চিন্তার বিষয় হয়ে দাঁড়িয়েছে। রাজ্য সরকার ইতিমধ্যেই সাইবার হানা রুখতে নিউটাউনে ‘ওয়েস্ট বেঙ্গল সাইবার সিকিউরিটি সেন্টার অফ এক্সসেলেন্স’তৈরী করেছে। নিউ টাউনের বিশ্ব বাংলা কনভেনশন সেন্টারে ১৬ই মার্চ এই বিষয়ে এক কর্মশালাও আয়োজিত হয়েছে।

Elaborate preparations for Durga Puja Immersion made by Bengal Govt

Elaborate security arrangements by Kolkata police as well as civic authorities were in place on various ghats of Hooghly river to ensure that the immersion of the Durga idols passed peacefully. Officers of the Kolkata Police manned the riverfront to prevent onlookers from getting too close to the river. Special vigil was being maintained from a watch tower near the ghat.

Cranes have been deployed at certain ghats to lift and extricate the remains of idols from the river to avoid pollution. Additional lights have been put up at the immersion ghats and the flowers, levers and metallic weapons were dumped in separate vats to avoid polluting the river.

Other than maintaining law and order during immersion, the teams of river police and disaster management groups patrolled the river. Closed-circuit television cameras were installed at certain ghats, a senior police officer said.

 

Immersion procession

This year the Government is also planning to highlight the immersion processions of various Durga Pujas.  The immersion procession of idols along Red Road on October 14 from 6 PM to 12 midnight will be a major attraction this year.

The Red Road show is being planned so as to allow enthusiasts to view the immersion processions safely. Moreover, those who won’t be pandal hopping on the Puja days, can view the idols at Red Road. Some cultural shows are also being planned at the venue.

 

 

শান্তিপূর্ণভাবে দুর্গা প্রতিমা বিসর্জনের জন্য সবরকম ব্যবস্থা গ্রহণ করেছে রাজ্য সরকার

দুর্গা প্রতিমার বিসর্জন যাতে শান্তিপূর্ণভাবে হয় সেজন্য প্রতিবারের মত এবারও কলকাতা পুলিশ বিশেষ নিরাপত্তা ব্যবস্থার আয়োজন করেছে।

বিশেষ পুলিশ বাহিনী মোতায়েন করা হয়েছে। বিসর্জন দেখার জন্য প্রতিটি ঘাটে সাধারণ মানুষের জন্য একটি নির্দিষ্ট জায়গা তৈরি করা হয়েছে। বিশেষ ওয়াচ টাওয়ারও বসানো হয়েছে এর মাধ্যমে নজর রাখা হবে সমগ্র পদ্ধতির ওপর।

দূষণ প্রতিরোধের জন্য প্রতিটি ঘাটে ক্রেন রাখা হয়েছে। প্রতিমা বিসর্জনের সঙ্গে সঙ্গে মূর্তি ও অন্যান্য জিনিস জল থেকে তুলে নেওয়া হবে ক্রেনের মাধ্যমে। অতিরিক্ত আলো লাগানো হয়েছে। ফুল ও পুজোর অন্যান্য সামগ্রী ফেলার জন্য আলাদা জায়গার ব্যবস্থা করা হয়েছে।

বিসর্জনের সময় আইন-শৃঙ্খলা পরিস্থিতির ওপর নজর রাখার জন্য বিশেষ পুলিশ বাহিনী চারদিকে টহল দেবে। এছাড়া প্রতিটি ঘাটে ক্লোজ সার্কিট ক্যামেরাও বসানো হয়েছে। সবমিলিয়ে কলকাতা পুলিশ ও কলকাতা পুরসভার যৌথ উদ্যোগে

এই বছর সরকার সারা রাজ্য জুড়ে দুর্গা প্রতিমা বিসর্জনের অনুষ্ঠান করার নতুন পরিকল্পনা নিয়েছে। প্রতিমা বিসর্জনের অনুষ্ঠান এমনভাবে আগে কখনো হয়নি।

সরকারি পরিকল্পনা অনুযায়ী, প্রতিমা বিসর্জনের শোভাযাত্রা হবে ১৪ অক্টোবর সন্ধ্যে ৬টা থেকে মধ্যরাত পর্যন্ত। প্রতিমা বিসর্জনের পাশাপাশি পর্যটকদের জন্য রাস্তায় ও ঘাটে পর্যাপ্ত ব্যবস্থা নেওয়া হয়েছে। বেশ কিছু সাংস্কৃতিক শো ও প্রদর্শিত হবে। রাজ্য পর্যটন বিভাগ পুজোর বিভিন্ন মুহূর্তের ছবি রাস্তার দুপাশে গ্যালারির মাধ্যমে প্রদর্শিত হবে।

State takes all measures for convenience of pilgrims at Gangasagar Mela

The West Bengal Government has taken huge precautionary measures to avert any untoward incident during this year’s Gangasagar Mela.

A team of seven ministers, led by state panchayat affairs and rural development minister Subrata Mukherjee, the state housing and youth affairs minister Arup Biswas and state power minister Manish Gupta, is deputed at Kopchuberia. Also, a team of four ministers consisting of state urban development and municipal affairs minister Firhad Hakim, state irrigation minister Rajib Banerjee, minister of state for minority affairs Giasuddin Mollah and state Sunderbans affairs minister Manturam Pakhira are stationed at Harwood Point.

In one of the biggest religious cogregations in the country, pilgrims look pleased this year. With the setting up of bio-toilets, West Bengal government has kept its promise of going eco-friendly at the ongoing Gangasagar Mela.

Making the area free from open-defecation, women and men can be seen using the bio-toilets giving a positive response to the initiative. With security being beefed up, drones are being used to keep check on the crowd.

The Ganga Sagar Mela is one of the biggest religious festivals of the country that started Tuesday. Thousands of pilgrims descend on Sagar Island, a part of the Sunderbans archipelago in South 24 Parganas district, to observe Makar Sankranti in January every year.

West Bengal Chief Minister Ms Mamata Banerjee is expected to visit the Mela to take stock of the arrangements and also offer her prayers at Kapilmuni Ashram.

State Women Empowerment Mission formed for protection of women

The State Women & Child Welfare Department has taken yet another step for the security of women. The department setting up dedicated “anti women harassment cells” in all 20 districts of Bengal.

A meeting in this regard was held at Nabanna on Thursday, headed by Dr Amit Mitra. The meeting consisted senior ministers including Purnendu Bose, Manish Gupta, Moloy Ghatak, Sadhan Pundey, Dr Sashi Panja and MP Dola Sen.

Each cell will have a 24×7 helpline number, so complaints could be registered round the clock.

A committee named State Women Empowerment Mission has been formed and is to be headed by the West Bengal Chief Minister Ms Mamata Banerjee.

All the 63 departments of the State has been asked to suggest women-centric schemes.

Madam, I am raising an issue regarding burglary, thievery and insecurity of the MP flats at Delhi.

Madam, what has happened, our Leader Sudip Bandyopadhyay is ill and is in Kolkata. Last time also he could not attend the session.

On 7 March, 2015 from his residence at 80 Moulana Azad Road, everything was stolen including things from his puja room. His help who stays there lodged a FIR on that day itself, but the police did not take any step. Again yesterday evening, around 5 – 5.30 PM, an attempt of theft was made though it was thwarted.

Earlier the Chairman of the Housing Committee took up the general security issues in consultation with all the MPs, but no result is evident yet.

Madam, through you I am making a request, especially when the MPs are not there in the flat or bungalows, security must be extended in full.

Tight security measures by State Govt ensures peaceful Dol Yatra

Dol Yatra was celebrated with gaiety and fervour in West Bengal on Thursday as revellers took to streets armed with sprinklers since morning.

The West Bengal Government had taken elaborate security measures to avoid any untoward incidents.

Policemen were deployed at every crossings. Mobile Police vans and policemen on motorbikes kept vigil in the lanes and by-lanes of the city. The Kolkata Police took help of aerial surveillance drones and CCTVs which are placed at strategic points in the city to keep watch.

Streets got rainbow-coloured as people played with colours of different hues to mark Holi, known as ‘Dol Yatra’ in the State.

‘Basanta Utsav’ was celebrated at the newly set up Rabindra Tirtha in Rajarhat

The police arrangements on Thursday will be in place on Friday too.
