From May 2011, an amount of more than Rs 600 crore has been invested by the Trinamool Congress Government in the creation of physical infrastructure in the IT and electronics sector. This includes creation of IT parks and hardware parks, facilities for equipment manufacturing clusters (EMC), etc. The Information Technology & Electronics (IT&E) Department is overseeing all of these.

Hardware park and EMCs: Two electronics manufacturing clusters are coming up in Naihati and Falta. Construction is on in full swing. A hardware park in Sonarpur is complete. An IT park in Kalyani has been planned.

Start-up Warehouse: The State Government established a Start-up Warehouse in 2015 in collaboration with NASSCOM for the benefit of new ventures and start-ups in the IT/ITeS sector. Fifty-one companies have been promoted from the centre so far. Nineteen companies have received funding from private investors and nine companies have received their second round of funding.

Capacity building and self-employment: The IT&E Department, through the training wing of Webel, is imparting IT training in the districts and in tier-II/III-level towns in an organised way. Almost 1.5 lakh students were trained and 30,000 students got employment or achieved self-employment from 2011 to 17, compared to about 74,000 students trained and 11,000 students employed/self-employed during the period of 2004-11.

Cyber Security Centre of Excellence: The Cyber Security Centre of Excellence has been inaugurated by the department and is operational from November 2017. The portal for the same was launched in March 2018. The centre is working on five verticals: capacity building and awareness generation, cyber security assurance, Security Operation Centre, cyber forensics and investigation, and research and development (R&D) and Advisory.

Promotion of emerging technologies: The IT&E Department has been holistically promoting the emerging technologies – the technologies that are going to have a significant impact in the near future. The department has already started working on cyber security, blockchain, artificial intelligence, machine learning, animation, IoT (internt of things), Industry 4.0 (a standard), analytics, animation and e-sports. Summits are being held every month on different emerging technologies. Already summits on cyber security, blockchain and artificial intelligence have taken place.

Silicon Valley Asia: The Government is setting up a cutting-edge IT and hardware technology research and manufacturing hub at New Town called Silicon Valley Asia, on the lines of Silicon Valley in California, USA.

Capacity expansion by private companies: Several of the top IT companies in India have opened new campuses and expanded existing ones, or are in the process of doing those. More and more IT companies are showing interest in opening offices and campuses in Bengal.

Indian Institute of Information Technology (IIIT), Kalyani: The fi­rst IIIT of Bengal was started in 2014. The first batch of BTech came out in 2018.

Reaching destinations beyond Kolkata and Salt Lake: Twenty-five IT parks in tier-II and tier-III cities in different districts are either operational or at different stages of completion – 12 are fully operational, four are almost completed and nine have received sanction for construction.

Thus we see that the State Government is continuously developing infrastructure for different aspects of the information technology industry. The Government has big plans for making Bengal an IT powerhouse.

The State Irrigation Department, in the largest project of its kind in two decades, is going to supply water for crops in 13 lakh acres for both rabi and boro cropping seasons. Last year, the number was 10 lakh acres.

The roadmap for the project was prepared at a recent meeting of the Irrigation Minister, senior officials of the department, sabhadhipatis and irrigation karmadhyakshyas at Jalasampad Bhawan in Salt Lake.

Twelve districts will be covered. Of them, Birbhum, Bankura, Hooghly, Purba Bardhaman and Paschim Bardhaman will be supplied more water. The other districts where water will be released are Howrah, Paschim Medinipur, Parba Medinipur, Jhargram, Jalpaiguri and Purulia.

For the rabi season, the water will be released in the last week of December and for the boro season, the water will be released in the third week of January. The water will be supplied from DVC, and from check dams on Kansabati, Mayurakshi, Teesta and 28 other small and medium-sized rivers.

সাড়ে ১৩ লক্ষ একর জমিতে জল পৌঁছে দেবে রাজ্য

আগামী রবি ও খরিফ মরশুমে ১২টি জেলার প্রায় সাড়ে ১৩ লক্ষ একর জমিতে সেচের জল পৌঁছে দেবে রাজ্য সরকার। গত দু’দশকের মধ্যে যা রেকর্ড বলে দাবি করেন সেচমন্ত্রী।

সল্টলেকে জলসম্পদ ভবনে সেচ দপ্তরের আধিকারিক ও জেলার সভাধিপতিদের নিয়ে বৈঠকে ওই সিদ্ধান্ত নেওয়া হয়েছে। গত বছর ১০ লক্ষ একরের কাছাকাছি জমিতে সেচের জল পৌঁছে দেওয়া হয়েছিল।

এবার বীরভূম, পূর্ব বর্ধমান, হুগলী, পশ্চিম বর্ধমান ও বাঁকুড়া জেলায় অতিরিক্ত পরিমাণ জমিতে জল দেওয়া হবে। রবি চাষের জন্য ডিসেম্বর মাসের শেষ সপ্তাহ ও বোরো চাষের জন্য জানুয়ারি মাসের তৃতীয় সপ্তাহ থেকে জল ছাড়া হবে। অন্য যে জেলাগুলিতে জল পাঠানো হবে, সেগুলি হল, হাওড়া, পশ্চিম মেদিনীপুর, পূর্ব মেদিনীপুর, ঝাড়গ্রাম, জলপাইগুড়ি ও পুরুলিয়া।

মন্ত্রী জানান, ডিভিসি, কংসাবতী, ময়ূরাক্ষী, তিস্তা ও ২৮টি ছোট ও মাঝারি জলাধার প্রকল্প (চেক ড্যাম) থেকে জল দেওয়া হবে। এর মধ্যে বর্ধমানে ডিভিসি থেকে, বাঁকুড়ায় ডিভিসি ও কংসাবতী জলাধার প্রকল্প থেকে, হুগলিতে ডিভিসি ও কংসাবতী থেকে, হাওড়ায় ডিভিসি ও নিকাশি খাল থেকে, পশ্চিম মেদিনীপুর ও ঝাড়গ্রামে কংসাবতী থেকে, পূর্ব মেদিনীপুরে নিকাশি খালের জোয়ারের কারণে প্রাপ্ত ব্যাকওয়াটার থেকে, বীরভূমে ময়ূরাক্ষী জলাধার প্রকল্প, জলপাইগুড়িতে তিস্তা ব্যারেজ প্রকল্প থেকে এবং পুরুলিয়ায় ২৮টি ছোট ও মাঝারি জলাধার থেকে জল দেওয়া হবে।

Chief Minister Mamata Banerjee will inaugurate Bengal Government’s new secretariat at Salt Lake today. It has been named ‘Subhanna’ by the Chief Minister herself, in the style of Nabanna, the name of the existing secretariat on the banks of the Ganga.

This new secretariat building would house offices of various State Government departments which are at present spread out across Kolkata. Some of the departments include ‘Pay and Accounts’ department of the Finance Ministry, Panchayat, Consumer Affairs, Social Welfare and Child Development among others.

A few offices have already been shifted, including those of the Panchayat and Rural Development Department. More will shift in the coming weeks.

The 14-storey building is beautifully designed, in an eye-catching mélange of tradition and modernity. While the glass-and-steel façade gives it a modern corporate look, beautiful traditional flowery patterns in the form of panels stretch around the building. Blue and white glass panels have been used for the façade. Placed atop the entrance is the name of the building in Bengali, in the form of blocks, in dual shades of blue.

The first four floors are meant to be used as parking space. The top floor has two auditoriums, each with a seating capacity of 400. A cafeteria is also located there. The building has two gates, one for vehicles and the other for people. The entrance from the direction of Bikash Bhavan has a beautiful gate adorned with the logo of Biswa Bangla.

সল্টলেকে নয়া সরকারি ভবন ‘শুভান্ন’

মহাকরণকে হেরিটেজ রূপ দিয়ে সংরক্ষিত করতে চায় রাজ্য সরকার। সেই কারণে তার সংস্কারের কাজ চলছে। সেখানের অফিসগুলিকে জায়গা করে দিতে সল্টলেকের অফিসপাড়ায় একেবারে কর্পোরেট ধাঁচে তৈরি হল রাজ্য সরকারি অফিস ভবন। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় নবান্নের অনুকরণে এর নাম রাখলেন ‘শুভান্ন’।

অত্যন্ত দৃষ্টিনন্দন ওই ১৪ তলা বাড়ির বিশেষ বৈশিষ্ট্য হল, একতলা থেকে চারতলা পর্যন্ত গাড়ি রাখার ব্যবস্থা থাকছে। বাকি অংশে থাকছে সরকারের বিভিন্ন দপ্তরের অফিস। ইতিমধ্যে অর্থদপ্তরের পে এন্ড একাউন্টস বিভাগ, পঞ্চায়েত, কনসিউমার অ্যাফেয়ার্স, সোশ্যাল ওয়েলফেয়ার ও চাইল্ড ডেভেলপমেন্ট ইত্যাদি দপ্তর সেখানে আসবে বলে চূড়ান্ত হয়ে গিয়েছে।

অত্যাধুনিক ঝাঁ চকচকে নবনির্মিত বাড়ির নীচের চারতলায় যেমন কয়েকশো গাড়ি থাকতে পারবে, তেমনি সবচেয়ে উপরের তলায় ৪০০ জনের বসার ব্যবস্থাসহ দু’টি অডিটোরিয়াম থাকছে। অর্থাৎ ৮০০ জনের বসার ব্যবস্থা হবে। তাছাড়াও থাকছে ক্যাফেটেরিয়া।

ওই বহুতল ভবনে দুটি গেট থাকছে। একটি দিক দিয়ে গাড়ি ওঠানামা করবে। আর একটি দিক দিয়ে সরকারি কর্মচারী ও অফিসাররা যাতায়াত করবেন। বিকাশ ভবনের দিক দিয়ে বাড়িতে ঢোকার মুখে বিশ্ববাংলার লোগো লাগিয়ে সুন্দর গেট তৈরি করা হয়েছে। নীল সাদা রংয়ের সঙ্গে অন্য রংয়ের মিশ্রন ঘটিয়ে সুন্দর গ্লাস দিয়ে বাড়িটি তৈরি করা হয়েছে। এখন শেষ পর্যায়ের কাজ চলছে। পুজোর আগে মুখ্যমন্ত্রী ভবনটির উদ্বোধন করবেন।

The Bengal Government will set up a centre of excellence on cyber security in order to successfully confront cyber crimes. The centre will be located either at Sector V in Salt Lake or in New Town.

The Information Technology Department will conduct a week-long workshop where talks will be held with Kolkata Police and some knowledge partners to imbibe the best practices of cyber security in the proposed centre of excellence. The nodal partner for the venture will be Indian Institute of Information Technology, Kalyani.

The cyber security centre will collect, analyse and disseminate information on cyber security incidents, execute emergency measures, co-ordinate response and issue guidelines, advisories and vulnerability notes.

It will act as a monitoring authority for the state, which would look at every single incident and incorporate the information for research and development.

সাইবার সিকিউরিটির উৎকর্ষ কেন্দ্র গড়বে রাজ্য সরকার

আজকের যুগে এখন হাতের মুঠোয় পৃথিবী। মোবাইল ফোন ও সহজলভ্য ডেটা কানেকশনের ফলে ইন্টারনেট পরিষেবা এখন মানুষের নাগালের মধ্যে। এর সুফল যেমন আছে তেমনই বেড়ে চলেছে সাইবার ক্রাইম। এই অপরাধ দমনের জন্য নিউটাউনে কিংবা সল্টলেক সেক্টর ৫য়ে একটি উৎকর্ষ কেন্দ্র গড়বে রাজ্য সরকার।

তথ্যপ্রযুক্তি দপ্তর একটি সপ্তাহ ব্যাপী কর্মশালা করযে যেখানে কলকাতা পুলিশ সহ সাইবার ক্রাইম দুনিয়ার বিশেষজ্ঞরা একত্রে এই উৎকর্ষ কেন্দ্রের ‘বেস্ট প্রাক্টিসেস’ সম্বন্ধে চিন্তাভাবনা করতে পারে। এই কেন্দ্রের নোডাল পার্টনার হিসেবে বাছা হয়েছে কল্যাণীর ইন্ডিয়ান ইনস্টিটিউট অফ ইনফরমেশন টেকনোলজিকে।

এই কেন্দ্রে সাইবার ক্রাইম সম্বন্ধিত ঘটনার তথ্যাদি সংগ্রহ ও বিশ্লেষণ করা হবে। কোনো কোনো ক্ষেত্রে জরুরি ব্যবস্থা নিতে হলে সেটিও এখান থেকে করা হবে। সাইবার ক্রাইম সম্বন্ধে গাইডলাইনও তৈরী করবে এই কেন্দ্র। সাইবার ক্রাইম সম্বন্ধে গবেষণার কাজও হবে এখানে।

Living in Dubai and missing Bengal’s fish? Worry no more. The state is all set to export its fishes to various foreign lands including Dubai, Japan and China. State fisheries department has got an order of around Rs 900 crore to export the species to these countries.

This is for the first time that the fisheries department has taken up such a unique initiative that will not only create a market for Bengal’s fishes in the foreign countries but also help to develop the financial condition of the state’s fishermen.

To meet the ongoing demands of fishers in the international market, the department is setting up processing units with modern facilities at Nalban in Salt Lake and at Henry Island in South 24-Parganas. The fishes that would be exported to the foreign lands will be processed and packed in these units.

The State Fisheries Development Corporation has increased the fish production in the state by a record margin. Pisciculture was being carried out in most of the stated-owned ponds and water bodies.

The department has also chalked out plans on how to engage more unemployed rural youth and women in pisciculture through the formation of various self-help groups in the villages. The state fisheries department has already been distributing fingerlings to people at free of cost.

 

 

দুবাই, জাপান, চীনেও বাংলার মাছ বিক্রির উদ্যোগ রাজ্যের

দুবাইতে থাকেন ও বাংলার মাছ পান না পাতে? আপিনার চিন্তার নিরসন করতে রাজ্য সরকার এবার কোমর বেঁধেছে। বাংলার মাছ দুবাই, জাপান ও চীনে রপ্তানি করার সিদ্ধান্ত নিয়েছে রাজ্য সরকার।

এই উদ্যোগের ফলে শুধু যে বাংলার মাছ বিদেশের বাজারে পৌঁছে যাবে তাই নয়, রাজ্যের মৎস্যজীবীদের অর্থনৈতিক অবস্থারও উন্নতি ঘটবে।

আন্তর্জাতিক বাজারে বেড়ে চলা মাছের চাহিদা মেটানোর উদ্দেশ্যে বিধাননগরের নলবনে ও দক্ষিণ ২৪ পরগণার হেনরি আইল্যান্ডে গড়ে উঠছে আধুনিক সুবিধাযুক্ত প্রসেসিং ইউনিট। যেসব মাছ রপ্তানি করা হবে সেইসব মাছকে এখানে প্রসেস করে প্যাকেট বন্দী করা হবে।

রাজ্য মৎস্য দপ্তর ইতিমধ্যেই রেকর্ড মাত্রায় মাছের ফলন বাড়িয়েছে। রাজ্য সরকারের অধীনস্ত প্রায় সব জলাশয়েই মৎস্যচাষ করা হয়। বিভিন্ন স্বনির্ভর গোষ্ঠীর মাধ্যমে আরও বেকার যুবক ও মহিলাদের মৎস্যচাষের সঙ্গে যুক্ত করার উদ্যোগ নিয়েছে মৎস্য দপ্তর। ইতিমধ্যেই বিনামুল্যে মাছের চারা বণ্টন শুরু করা হয়েছে।

The West Bengal Information Technology (IT) Department is constructing Electronics Manufacturing Clusters (EMC) in Falta and Naihati, at a cost of Rs 12,000 crore. These would lead to the generation of around 37,000 jobs, and also give a boost to the electronics sector of the State.

Chief Minister Mamata Banerjee has given a lot of emphasis on information technology, electronics and telecommunication. Accordingly, the IT Department has initiated these two EMCs.

According to an official of the IT Department, Bengal has some of the best talents for manufacturing electronic goods and ancillary parts. State-made electronic goods will hit the market in the future.

The permission for the Falta EMC, on 58 acres, has already arrived from the Department of Electronics and Information Technology, a division of the Ministry of Communication and Information Technology, and the one for the Naihati EMC, to be built on 70 acres, is expected soon. Both the EMCs are strategically located – the Falta EMC is on the shore of the river Hooghly and approximately 27 km from Haldia Port, and the Naihati EMC is located off Kalyani Expressway.

The State Government’s well-laid out IT and electronics policy has reaped rich dividends. Among the prominent achievements have been the construction of eight software parks (with seven more planned for the future), convincing NASSCOM to set up a start-up warehouse in Rajarhat, which is an incubation centre for IT-based companies, and setting up a seed fund for IT start-ups.

The IT arm of the State Government – West Bengal Electronics Industry Development Corporation – has also proposed to set up a venture capital fund.

Most of the IT firms in West Bengal, which are based in Salt Lake’s Sector V and Rajarhat, feel the State Government’s industry-friendly policy structure and supportive nature would help the industry to grow by leaps and bounds.

পশ্চিমবঙ্গের তথ্য প্রযুক্তি (আইটি) বিভাগের ফলতা এবং নৈহাটিতে ১২০০০ কোটি টাকা ব্যয়ে ইলেকট্রনিকস্ ম্যানুফ্যাকচারিং ক্লাস্টার ( EMC) নির্মাণ করছে। এর ফলে প্রায় ৩৭০০০ কর্মসংস্থান হবে।

ক্ষমতায় আসার পর মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় তথ্য প্রযুক্তি, ইলেকট্রনিক্স ও টেলিকমিউনিকেশন উপর জোর দিয়েছেন। তদানুসারে, আইটি বিভাগ এই দুইটি EMCs চালু করেছে।

আইটি বিভাগের একজন কর্মকর্তার তথ্য অনুসারে, বাংলা ইলেকট্রনিক পণ্য ও আনুষঙ্গিক অংশ উৎপাদনের জন্য সবার ওপরে রয়েছে। ভবিষ্যতে রাজ্যের তৈরি ইলেকট্রনিকস পণ্য শীঘ্রই বাজারে আসবে।

ইতিমধ্যেই ইলেক্ট্রনিক্স বিভাগ, তথ্য প্রযুক্তি এবং যোগাযোগ মন্ত্রণালয় বিভাগ ফলতার EMC-এর জন্য ৫৮ একর জমি এবং নৈহাটির EMC-এর জন্য ৭০ একর জমির অনুমোদন দিয়েছে। ২টি EMC গুরুত্বপূর্ণ জায়গায় অবস্থিত – একটি ফলতায়, নদী হুগলি তীরে এবং হলদিয়া বন্দর থেকে প্রায় ২৭ কিলোমিটার  এবং অপরটি নৈহাটির  কল্যাণী এক্সপ্রেসওয়েতে অবস্থিত।

রাজ্য সরকারের তথ্য প্রযুক্তি কেন্দ্রের শাখা – পশ্চিমবঙ্গ ইলেকট্রনিক্স শিল্প উন্নয়ন কর্পোরেশন – একটি ক্যাপিটাল ফান্ড গঠনের প্রস্তাব দিয়েছে।

সরকারের শিল্প বান্ধব নীতি ও পরিকাঠামো পশ্চিমবঙ্গের বেশিরভাগ আইটি সংস্থাগুলো, যা সল্টলেকের সেক্টর ফাইভ ও রাজারহাটে তৈরি হয়েছে সেগুলিকে শিল্পবান্ধব পরিবেশ পেতে আরও সহায়তা করবে।

In a ‘smart’ move, the Bidhannagar municipal corporation on Saturday opened a kiosk at the Mayor’s ward office in Salt Lake where residents will be able to contact him as well as the municipal commissioner through video-conferencing, submit building plans for sanction and pay their property taxes.

The civic authorities plan to introduce a smart card for all households of the township with in the next three months, using which residents will be able to know everything about municipal service and property taxes and pay the taxes through a common portal set up at the kiosk.

The next such smart kiosk will be opened at the City Centre mall and subsequently , at all the ward offices in Salt Lake.

As part of the initiative, the officials recently put up a 10 km canvas across the township, inviting residents to write or draw their suggestions to develop Salt Lake into a Smart City; it has been holding seminars for citizens and distributing feedback forms to homes, asking for their suggestions.

The state government is planning to introduce mono rail in New Town and to connect it with Metro Rail to improve transport system in the city, said State Urban Development Minister Firhad Hakim.

The minister said this while announcing that Kolkata has joined the league of “C40 Cities Climate Leadership Group”, which is a global network of cities tackling climate change and driving urban action that reduces both green house gas emission and climate risks.

He said that this was a huge opportunity for the city and would open new avenues for Kolkata to develop it as a modern city.

He added that since this was a huge opportunity to interact with experts from other global cities to upgrade civic facilities, the state government would focus more on upgrading the city’s transport system.

“The state government is keen to revive the entire transport system. As part of this initiative we are planning to introduce mono rail in Salta Lake Sector-V and New Town. The idea is to connect the mono rail with the Metro Rail so that people can enjoy a world class transport system,” the minister said.

“The planning is there and we are in the process of implementing the project. We have to wait a little bit as the population of New Town is yet to achieve its potential. For the survival of such projects there needs to be enough users,” Firhad Hakim added.

The West Bengal Government is hoping to attract around Rs 37,000 crore in the state through 10 Textile Clusters or Parks under Integrated Textile Development project over the next three years.

The project, on PPP model, will provide employment to 6-10 lakh people and incur a total investment of Rs 37,000 crore. The infrastructure, development and expenditure part of these projects will be about Rs 9,159 crore.

These parks, involving hosiery, ready-made garments and knitting, will come up at Barasat, Bankura, Metiabruz, Uluberia, Salt Lake, among other places. Most of the investments will be from private sector.

Meanwhile, six artisans from Bengal will be able to showcase their produce in France in a project under the supervision of UNESCO.

Videocon to set up mobile making unit in Bengal

The Videocon Group will invest approximately Rs 50 crore to set up a mobile handset making facility in West Bengal. This was announced after senior functionaries of the company met West Bengal Finance and Industries Minister, Dr Amit Mitra at Nabanna.

According to Anirudh Dhoot, Director, Videocon, the assembly unit will come up at its existing facility at the IT Township of Salt Lake, on the north eastern part of the city.

Another Rs 100 crore, sources said, will be spent in ramping up its Phulbari facility in Jalpaiguri district. The facility located in north Bengal caters to computer peripherals and assembly of devices.

According to sources, around Rs 25 crore has already been invested in the facility. The remaining amount will be spent towards expanding the facility and include manufacturing of mobile accessories and peripherals like batteries and chargers.
