A massive rural electrification scheme has been taken up by the Bengal Government. The Rs 192 crore scheme will connect 2.53 lakh homes to the grid.

The work for supplying electricity would begin in a few days; the work order has been issued. The government is expecting the work to be completed by December 31.

Most of the homes to be connected belong to people living below the poverty line in rural areas.

According to State Government data, the work for electrification in 19 districts is over. Some areas in Cooch Behar, some islands in the Sundarbans in South 24 Parganas, and a few remote areas in Darjeeling and Kalimpong districts are left to be electrified.

In remote areas in the Sundarbans, solar energy facilities are also being set up to overcome the difficulty of connecting them through electrical cables.

গরীব মানুষদের বাড়িতে নিখরচায় বিদ্যুৎ পৌঁছে দিতে কোমর বেঁধে নামছে রাজ্য সরকার৷ এই কাজে ১৯২ কোটি টাকা ব্যয়ে একটি নতুন প্রকল্প হাতে নেওয়া হয়েছে৷ এতে মোট ২ লক্ষ ৫৩ হাজার বাড়িতে নতুন করে বিদ্যুৎ সংযোগ দেওয়া হবে৷ সেই লক্ষ্যে যুদ্ধকালীন তৎপরতায় কাজে নেমে পড়েছে বিদ্যুৎ দপ্তর৷ ৩১ ডিসেম্বরের মধ্যে কাজ শেষ করতে চাইছে রাজ্য বিদ্যুৎ দপ্তর৷

মূলত গ্রামাঞ্চলে দারিদ্র্যসীমার নীচে বসবাসকারী মানুষের বাড়িতে বিদ্যুৎ পৌঁছে দিতেই এই এই প্রকল্প চালু হয়েছে৷ সরকারি পরিসংখ্যান অনুযায়ী, বর্তমানে রাজ্যের মোট ১৯ জেলায় গ্রামে বিদ্যুৎ পৌঁছনোর কাজ সম্পূর্ণ৷ এর মধ্যে রয়েছে জলপাইগুড়ি, আলিপুরদুয়ার, উত্তর দিনাজপুর, দক্ষিণ দিনাজপুর, মালদহ, পূর্ব মেদিনীপুর, ঝাড়গ্রাম, বাঁকুড়া, পুরুলিয়া, বীরভূম, মুর্শিদাবাদ, হাওড়া, হুগলি, পূর্ব বর্ধমান, পশ্চিম বর্ধমান, নদিয়া, উত্তর ২৪ পরগনা৷

বিদ্যুৎমন্ত্রীর দাবি, চলতি বছরের মধ্যেই কোচবিহার, দক্ষিণ ২৪ পরগনার সুন্দরবনের কিছু দ্বীপ এবং দার্জিলিং ও কালিম্পং জেলার কিছু দুর্গম এলাকায় বিদ্যুৎ পৌঁছে যাবে৷ সুন্দরবনের মতো প্রত্যন্ত এলাকাগুলিতে বিদ্যুৎ সংযোগ দেওয়ার জন্য সৌর বিদ্যুতের মতো বিকল্প শক্তির সন্ধান করা হচ্ছে ৷

Soon, Bengal will be among the first few states to complete the rural electrification project successfully.  Come June and the project will witness completion with state Power minister Sobhandeb Chattopadhyay laying emphasis that the rural electrification work is all set to be complete as soon as infrastructure in four villages of Sunderban area gets over.

This apart, the electrification work is more or less complete throughout the state. “Infrastructural works have been going on in four islands. The work is expected to be completed by the end of June this year. The Power department has been facing hurdles in some parts as many villagers were reluctant to get an electricity connection due to financial constraints. Despite the challenges, the state government will achieve 100 percent electricity coverage by June,” the Minister added.

Chief Minister Mamata Banerjee, after coming to the power, had asked the power department to provide electricity to the entire Sunderbans area through power grid. Banerjee had taken a pledge to electrify each and every village across the state. The state government is trying hard to resolve the issues with the involvement of local panchayat functionaries and the zilla parishads.

According to West Bengal State Electricity Distribution Company Limited (WBSEDCL), state’s nodal distribution agency, the total number of subscribers has gone up to 1.72 crore from around 88 lakh in 2011. A few years ago, the pace of electrification work in Bengal was quite slow in comparison to the other states in the country but Trinamool government has done a major revamp in infrastructure development.

খুব শীঘ্রই গ্রামীণ বৈদ্যুতিকরন প্রকল্পের কাজ সম্পন্ন করবে বাংলা। আগামী জুন মাসেই শেষ হবে সেই কাজ। যত তাড়াতাড়ি এই কাজ সম্পন্ন করা যায় তার ওপর জোর দিচ্ছেন বিদ্যু९ মন্ত্রী শোভনদেব চট্টোপাধ্যায়। সুন্দরবন অঞ্চলের চার’টি গ্রামে বিদ্যুতের পরিকাঠামো তৈরীর কাজ শেষ হলেই এই প্রকল্পের কাজ শেষ হবে।

এ ছাড়া রাজ্যের অন্যান্য জায়গাতেও এই প্রকল্পের কাজ প্রায় শেষ। মন্ত্রী জানান, “এই চার’টি জায়গায় পরিকাঠামো তৈরীর কাজ চলছে, আশা করা হচ্ছে এই বছরের জুন মাসের শেষের দিকে এই কাজ শেষ হয়ে যাবে। অর্থনৈতিক কারনে অনেক গ্রামবাসীই বিদ্যুতের ব্যাপারে আগ্রহী নন তাই বিদ্যু९ দপ্তরকে বেশ কিছু বাধার সম্মুখীন হতে হচ্ছে। তবু এত বাধা সত্ত্বেও আগামী জুনের মধ্যেই রাজ্যের ১০০ শতাংশ অঞ্চলে পৌঁছে যাবে বিদ্যু९।”

ক্ষমতায় আসার পর থেকেই মমতা বন্দ্যোপাধ্যায় পরিচালিত তৃণমূল সরকার পাওয়ার গ্রিডের মাধ্যমে পুরো সুন্দরবন অঞ্চলে বিদ্যু९ পৌঁছে দিতে উদ্যোগী হয়। রাজ্য সরকার পঞ্চায়েত ও জেলা পারিষদদের সহযোগিতায় এই কাজ দ্রুতগতিতে শেষ করতে চাইছে।

রাজ্য বিদ্যুত পর্ষদের তথ্য অনুযায়ী বিদ্যু९ গ্রাহকের সংখ্যা বেড়ে এই মুহূর্তে হয়েছে প্রায় ১.৭২ কোটি যা ২০১১পর্যন্ত ছিল মাত্র ৮৮ লক্ষ। কিছু বছর আগে পর্যন্ত রাজ্যে গ্রামীণ বৈদ্যুতিকরনের কাজ ছিল অন্যান্য রাজ্যের তুলনায় খুবই মন্থর  গতির। কিন্তু তৃণমূল কংগ্রেস রাজ্যের দায়িত্ব পাওয়ার পর থেকে এই পরিকাঠামো উন্নয়নের কাজে এসেছে এক নতুন গতি।

State power department is aiming to develop the state as the power hub of the country and provide surplus power to various neighbouring countries on a large scale, power minister Sobhandeb Chatterjee said in the Assembly on Monday.

He said that the production of power has gone up in the last few years and the state government has already started providing the surplus power to Bangladesh. Now, the power department is planning to supply the power to neighbouring countries including Nepal, Bhutan. The department is also eyeing an increase of power in state in the next few years.

The power minister also claimed that Bengal ranks second after Maharashtra in terms of production of electricity without the assistance of the Centre. Power minister, on Monday, once again told the house that rural electrification work is on the verge of completion. The Minister said that his department is committed to providing quality electricity to the distant villages.

Following the Chief Minister Mamata Banerjee’s order, the power department has taken up all possible steps to ensure that the villages get the same quality of electricity as the city. The minister mentioned in the Assembly that around 14 villages are yet to be covered. The electrification work is almost done at 10 villages. The minister also said that the rural electrification work in the state would be completed by this year.

The Minister also said in the Assembly that the Centre is not allotting more money in this sector as demanded by the state government. He told the house that despite lowering of central assistance to 60 per cent from 90 per cent, the government remained committed to electricity to all.

গ্রামীণ বিদ্যুদয়নে সংযোগ দেওয়ায় ৯৯ শতাংশের বেশি সাফল্য এসেছে রাজ্যের। বিদ্যুৎমন্ত্রী শোভনদেব চট্টোপাধ্যায় দপ্তরওয়ারি বাজেট পেশের সময় উল্লেখ করেছেন, এগারোটি জেলায় গ্রামীণ বিদ্যুদয়নের কাজ শেষ হয়েছে। চলতি অর্থবর্ষেই বাকি কাজ শেষ হয়ে যাবে। উদ্বৃত্ত বিদ্যুৎ রাজ্য বাংলাদেশ, ভুটান ও পূর্ব ভারতের রাজ্যেও বিক্রি করতে চায় বলে উল্লেখ করেছেন তিনি।

তিনি তথ্য দিয়ে জানান, ২০১১ সালে সর্বোচ্চ চাহিদা ছিল ৪০৪১ মেগাওয়াট। চলতি বছরের জানুয়ারিতে ৬২৩১ মেগাওয়াট। আগামী দুই-তিন বছরে আড়াই হাজার মেগাওয়াট আরও বিদ্যুৎ উৎপাদন হবে বলে তিনি দাবি করেন। মন্ত্রী সোমবার বাজেট আলোচনায় বলেন, “দীনদয়াল উপাধ্যায় বিদ্যুদয়ন প্রকল্পে কেন্দ্রের ৬০ শতাংশ দেওয়ার কথা। কেন্দ্র বলেছে ২০১৮ সালের মধ্যে গ্রামীণ বিদ্যুদয়নের কাজ শেষ করতে। আমরা বলছি, ২০১৭ সালের মধ্যে শেষ করে দেব। সুন্দরবনের দ্বীপেও বিদ্যুতের কাজ শেষের পথে।”

শহরের মতো গ্রামেও একই ভোল্টেজ থাকবে বলে তিনি দাবি করেন। তাঁর বক্তব্য, ৫৯টি গ্রামে আংশিক বিদ্যুৎ ছিল। তার মধ্যে ৪০টি তে কাজ শেষের পথে। তিনি জানিয়েছেন, রাজ্য সরকার সাগরদিঘিতে প্রথম ‘সুপার ক্রিটিকাল’ তাপবিদ্যুৎ কেন্দ্রের অনুমোদন দিয়েছে। এক্ষেত্রে কম কয়লা প্রয়োজন, ধোঁয়াও কম নিঃসৃত হয়।

আগামী অর্থবর্ষে দশটি সাবস্টেশন তৈরির লক্ষ্যমাত্রা নিয়েছে সরকার। মন্ত্রী সৌরবিদ্যুতে জোর দেওয়ার কথা জানিয়েছেন। রাজ্য ৫০০ মেগাওয়াট সোলার পার্ক তৈরিতে পূর্ব ও পশ্চিম মেদিনীপুরে কিছু জমি চিহ্নিত করেছে। জমিগুলি এই প্রকল্পের উপযোগী কি না, তা বিচার করা হচ্ছে বলে মন্ত্রী জানান। পাশাপাশি বিদ্যুৎ বণ্টন সংস্থা ইকো পার্কে সোলার ডোমও বানাচ্ছে।

I have a question for the Hon’ble Minister. During the stormy season, the open wiring gets torn, particularly in villages, and then there is no electricity for hours. Secondly, in many areas, people take illegal connections from the open wirings which result in great loss to the Government.

Hence my question to the Honourable Minister is whether the Government has any plans for underground wiring system in the near future, particularly in such areas, to avoid all such problems.

Bengal leads once again; this time in rural electrification. Data furnished by the Centre shows that West Bengal is among the best performing states in rural electrification scheme.

In a report placed in the Rajya Sabha by the Union Power Minister regarding the work done on rural electrification in different States, it was revealed that only 14 villages are left in the State to be connected with electricity.

In this respect, it must be added that Bengal has the least number of villages to be connected with electricity compared to all the other States. For example, the number of villages that are still under darkness in Odisha are 3282. In Madhya Pradesh the number of such villages is 346, 2720 in Assam and so on.

State Power Minister said that till 2011, only 30% of the villages in West Bengal were electrified. In the last four years, the number increased to 94%.

Time and again, the Central Government had to follow the Bengal model for different schemes even after neglecting the State financially. Whether it is the Swachh Bharat scheme or Maoist problem, Kanyashree or fair price medicine shops, Bengal has emerged as a national model under Mamata Banerjee.

The West Bengal Government has taken up a plan to revamp the state’s power infrastructure at an investment of Rs 4,000 crore over the next two years, State Power Minister Manish Gupta said on Wednesday.

West Bengal Power Development Corporation will appoint a mine developer and operator to start mining in five coal blocks, the Power Minister said while placing the power budget in the assembly.

The Centre allotted to WBPDCLsix coal blocks, including Tara (East & West), Barjora (North), Barjora, Gangaramchak, Gangaramchak-Bhadulia, Pachwara (North) and Kasta (East). Apart from this, the Deocha Pachami Deawanganj-Harisingha coal block has been allotted jointly to six states, including Bengal.

The minister said WBPDCL would receive 584 million tonnes of coals from the Deocha Pachami Deawanganj-Harisingha block. He also said that coal supply was not a cause of concern for the state government. “WBPDCL has a record coal stock of 9.29 lakh metric tonnes as on March 31, 2015”, said the minister.

Alternative sources of power

The department of Power and Non-Conventional Energy Sources is drawing up a draft document on Grid-connected Rooftop Solar Policy, which would be extended throughout the state in a phased manner, the Minister told the Assembly. The rooftop solar photovoltaic policy for the state was likely to be announced very shortly after former approval of the state cabinet, the Minister said.

The West Bengal Renewable Energy Development Agency already took up a project for installation of 10 kWp rooftop grid connected PV power plant with net metering arrangement at 100 government and government-aided schools statewide with 100 per cent funding from the state budget, he said.

The project would be extended to 500 schools altogether in phases, the minister said replying to a supplementary. The Minister further said that the WBREDA was also implementing an off-grid school electrification programme for another 100 schools in the Sundarbans.

Boost to power sector

The state government has also planned to set up a photovoltaic power plant to the proposed 1000MW Turga Pumped Storage in Ayodhya Hills in Purulia. “The project has got an in-principle approval from Centre,” the Minister said.

Steps have also been taken to upgrade various low voltage areas into high voltage ones, the Minister said. He said that in the last four years the power sector had witnessed improvement, thanks to several development schemes undertaken by his department.

The distribution infrastructure of the West Bengal State Electricity Distribution Company Limited had much improved in the last four years with the installation of 82 new 33/11KV sub-stations, besides HT line and Distribution Transformers (DTRs) etc, he said.

Starting from non-conventional energy resources, the state has already taken many projects to boost rural electrification and hydro-electric power generation programmes, the Minister said.

In May 2011 after Ms Mamata Banerjee became the Chief Minister of West Bengal, she vowed to electrify each and every village in the State. As per West Bengal’s nodal distribution agency, West Bengal State Electricity Distribution Company Ltd, in April 2011 the total no. of subscribers was 88 lakh which has now reached over one crore 48 lakh.

Electrification has reached to 38 lakh new subscribers in last 20 months. A few years ago, electrification depth was quite low in Bengal in comparison to other states of the country.

This increase is due to the drive taken by the West Bengal Government to reach out to the farthest corners in the remotest villages of the state.

As per the distribution company 95% of electrification has been completed in the state and by June next year, 100% will be done.  The main hurdle faced was implementation of infrastructure as many villagers had objection of electric poles being implanted on their land but through continuous dialogue this issue has been solved. Now, there is no village in the state where electrification has not reached.
