100 Days’ Work: Bengal much ahead of the rest

Bengal is the best when it comes to the MGNREGA scheme, commonly known as the 100 Days’ Work Scheme, according to the latest official data of the Union Government.

In reply to a question asked in the Rajya Sabha, dated March 3, 2018, as on February 24, Bengal is the leading state in terms of the number of man-days generated and consequently, in terms of the total expenditure for the scheme.

Bengal generated a total of 2821.72 man-days, which is 13.94 per cent of the total number of man-days covering all the states. With respect to the expenditure incurred (as a result of the payments for the work done, mostly by people in the rural regions of the state), the amount is Rs 7,35,231.98 lakh, which is 13.06 per cent of the total expenditure of all the states.

কেন্দ্রীয় রিপোর্টে ১০০ দিনের কাজে সেরার স্বীকৃতি মিলল মমতা বন্দ্যোপাধ্যায়ের সরকারের। প্রশংসিত হল পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর। আজ রাজ্যসভায় একটি প্রশ্নের জবাবে গ্রামোন্নয়ন মন্ত্রক লিখিত ভাবে জানিয়েছে, একশো দিনের কাজের প্রকল্পে গত আর্থিক বছরে বরাদ্দ টাকা সমস্ত রাজ্যের মধ্যে সবচেয়ে বেশী খরচ করতে পেরেছে পশ্চিমবঙ্গ। এই প্রকল্পের অধীনে সবচেয়ে বেশী শ্রমদিবস তৈরি করার ক্ষেত্রেও শীর্ষে রয়েছে রাজ্য।

একশো দিনের কাজের পাশাপাশি কন্যাশ্রী প্রকল্প, গ্রামীণ সড়ক, আবাসন, মহিলা স্বনির্ভর যোজনার মতো বিষয়গুলিতেও রাজ্য প্রশাসনের সাফল্যকে তুলে ধরার পরিকল্পনা নেওয়া হয়েছে। পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী বলেন, “শুধুমাত্র কেন্দ্র নয়, ইউনেস্কোর মতো আন্তর্জাতিক সংগঠনগুলি থেকেও পশ্চিমবঙ্গের কাজ প্রশংসিত হচ্ছে। সবাই স্বীকার করতে বাধ্য হচ্ছেন, গ্রামীণ যোজনাগুলির ক্ষেত্রে আমরা অনেক এগিয়ে। ধারে-কাছে কেউ নেই। সেটা শৌচাগার নির্মাণই হোক অথবা মহিলাদের স্বনির্ভর করা।”প্রসঙ্গত, ইউপিএ জমানাতেও তৎকালীন কেন্দ্রীয় গ্রামোন্নয়ন মন্ত্রী একাধিক চিঠিতে এই দপ্তরের কাজের প্রশংসা করেছিলেন।

তৃণমূল সাংসদ একটি লিখিত প্রশ্নে গ্রামোন্নয়ন মন্ত্রকের কাছে জানতে চান, ‘মহাত্মা গাঁধী জাতীয় গ্রামীণ কর্মনিশ্চয়তা প্রকল্প’(মনরেগা)-এ বরাদ্দ অর্থ কোন রাজ্য কতটা খরচ করতে পেরেছে? পশ্চিমবঙ্গের অবস্থান এ ক্ষেত্রে কোথায়? জবাবে মন্ত্রকের প্রতিমন্ত্রী প্রত্যেকটি রাজ্যের খরচের বিস্তারিত হিসাব দেন। ২০১৭ থেকে ২০১৮ (২৪ ফেব্রুয়ারি পর্যন্ত) সময়সীমায় দেখা যাচ্ছে, পশ্চিমবঙ্গ খরচ করেছে ৭ হাজার ৩৫২ কোটি ৩১ লক্ষ টাকা, যা দেশের সর্বোচ্চ।

Names of Trinamool RS candidates from Bengal announced

Chairperson Mamata Banerjee today announced the names of four Rajya Sabha candidates from Bengal at the extended core committee meeting of the party.

The candidates are: Nadimul Haque, Subhashish Chakraborty, Abir Ranjan Biswas and Dr Santanu Sen.

The party will support Congress candidate Abhishek Manu Singhvi for the fifth seat, Mamata Banerjee said, adding that the decision was taken keeping larger interests in mind.

Sir, I didn’t give my name to speak because I think men need to speak more on issues concerning women. I agree with what Anu Agha ji said, that this cannot be just one day.

I have two practical suggestions to offer, which goes beyond a speech.

Sir, my party – the All India Trinamool Congress – without any reservation bill, has 34 per cent female MPs. We all want the Bill, but this is a practical way and Mamata Di has shown the way.

Sir, in Bengal, we have the Kanyashree scheme, which has benefitted 47 lakh girls. It’s a tried and tested programme. In this atmosphere of federalism, I suggest that we implement this programme nationally.

Good wishes and good luck to not just women but to all men, to treat women better. There is an old saying that ‘behind every successful man, there is a woman’. This is cliche. Today’s it’s changed. The new saying is, behind every successful man, there is a nationalised bank.

Part 1 of 2018 Budget Session: Relevant issues raised by Trinamool, on the Budget and during the Motion of Thanks

The first part of the 2018 Budget Session was a short session of eight days. The Budget was presented on February 1.

MPs from Trinamool Congress presented well-appreciated replies on the President’s Address and the Union Budget.  Questions were asked on relevant issues like manual scavenging, advertisement of junk food, etc.

Controversy erupted when a part of the telecast of Derek O’Brien’s speech during the Motion of Thanks on the President’s Address was disrupted by Rajya Sabha TV. Opposition parties supported the AITC on its view that the full speech must be telecast. Ultimately it was re-telecast on February 9.

Sir, thank you very much. Sir, 29th January, Saansad ki Joint Session mein mananiya Rashtrapati ji 20 panna likhit bhashan mein kum se kum 11 Pradhan Mantri Yojana ka ullekh kiya. Jaise ki Pradhan Mantri Ujjwala Yojana, Pradhan Mantri Mudra Yojana, Pradhan Mantri Kisan Sampada Yojana: 11 yojanao ka ullekh kiya gaya, aur usmein kya nahi hai? Toilet bhi hai, digital wallet bhi hai. Start-up bhi hai, stand up bhi hai.

Lekin, start-up hui hai kya? Mera sawal yeh banta hai ki start-up hui hai kya? Aur stand up bhi hum janta kaise karenge kyun ki notebandi aur GST ke double dhamake se aam janta ka kamar toot gaya. Iska koi tareeka nahi diya gaya hai iss bhashan mein. Na toh yatra shuru kar paya aur na hi khare hone ki koshish kar sakti hai janta.

Iss saal kayi rajyon mein aur agle saal ki aam chunayon ko madde nazar rakhte huye, yeh budget bhi chunayovi jumla jaisa hai. Haala ki iss abhibhashan mein Mahamayi Rashtrapati ji ki mann ki baat nahi kahi gayi. Harr Ravivaar hum jo mann ki baat sunte hai, wahi dauharaya gaya is abhibhashan mein. Isse zyaada ismein kuch hai nahi.

Nayi do cheezen bataayi gayi: panna 19 mein bataaya gaya ki simultaneous election hona chahiye aur iske liye sadan ko iska vichaar karna chahiye. Kahaan se aaya yeh prastav? Chunaav Aayog ne aisa koi prastav diya hai kya? Constitution mein aisa koi pravdhaan hai kya? Koi mujhe dikha de ek bhi article, ek bhi provision kahin pe hai, jahaan bataya gaya hai ki kendrya aur rajya ki chunav ek saath karna padhega. Aur sann 1967 se aaj takk shayad hi kabhi kendrya aur rajya ka chunaav ek saath hua hai.

Toh achaanak aap log kendriya aur rajya ka election saath mein karne ke liye aap log shor machane lage kyun? Kyun ki aap samvidhaan ko jar se ukharna chahate hain. Ek naya samvidhan banana chahatein hai, aapke rajnitik swarth ke liye. Iska alag doosra koi karan nahi hai.

Bataye ja rahein hai ki samay ki barbaadi aur kharcha dono ho raha hai bahut. Aapne toh Digital India bana diya, online chunaav kar dijiye. Kharch aur samay dono bach jayenge. Mahine bhar chunaav, paramilitary deployment ki zaroorat nahi padegi. Aap Digital India kijiye. Yeh saare slogan, naarebaazi zyada din tak nahi chalega.

Sir, Neeti Aayog ki barishta sadasya neh kya bathaya is bareh mein, mere pas document hain, aagar aap chahata hain toh dek sakta hain. Economic Times ke 31 January, 2018, Rashtrapati ke bhaashan 2 din baad Neeti Aayog ki barishta sadasya ka guest column nikla, “MSP is notified for 23 crops, but effectively insured only for two or three crops.” Dekhiye yeh kaisa dhokabazi hain, 23 fasal ke liya MSP declare kiya jata hain aur 2 or 3 fasal ke liye implement kiya jata hai. Isse bara dhoka bazi kisaanon ke saat nahin hua hai. He says “MP does not generate reasonable surplus income for the farmers, not surprising that the farmers are demanding effective implementation of MSP for all crops and keeping MSP 50% higher than cost.”

Economic Times ki ek report mere pas hain. Sir isme bhi kuch juglery hain aur falacies bhi hain, jaisa ki isme ek mechanism hain, CACP jo mechanism apnaya uske niyamo ke anusar 2 tarah ke cost assessment hota hain: Cost A2 aur cost 2. Cost A2 ke formula ke anusar fasal utpadan ke liye seed, fertilizers, manure, chemicals, human labour, bullocks, machine labours, irrigation expenses, and maintenance cost are the cost A2 mein ati hain. MSP cost A2 plus family labour, yani kisaan ka pariwar ke saat data hain , wo be jorta hain, uspar bhi 50% MSP rakha hain.

Tub bhi laabdayak hain, nahin toh nahin hoga, abhi toh khulasa nahin kya , Budget ko humne suna, kayan nahin baathaya gaya ke MSP kiski aadhar per tai ke gaya. Cost A2 or Cost 2, ahar Cost 2 hain, toh yeh dhokabazi hain. Sir social aur economic democratic ke gaya hain, chai registration ho , bus aada ho, havaee aada ho , sarak ho , jaan subdaya ho,har jaga , Swaach Bharat aur eak Bharat ka vishaal Bill boards hum deekta hain . Toh hali Pradhaan Mantree ji , annual Devos World ke meeting main gaya tha .Jab tak pradaan mantree paucha , tab tak international rights group ke jo ox farm kaya jata hain , woh ox farm ke report nakli aur usma kya batain gaya .

Ek line main bol na chahta hoon, quote “ India reaches to 1% garners 73% of the total wealth generated in the country in 2017”. Sarkar ke aane ke baad teen saal main Hindustan ka yeh chaihra hai, key 2017 main jo 73% wealth generate huwa who 1% ki kaabze main chale gaye, toh saab ka saath saab ka vikas nahi hai. Yeh 1% ke saath 1% ka vikas hai.

Kisne bolatha, agar hum bidesh se kala dhan laa ke, garib janta ki khate main 15 lakh rupeeya nahi jama karte hain, aur agar note bandhi ka shub faal nahi milta hai 6 maina main, toh hum chowrahe pe khare hone ki liya taiyar hai. Kisne bateya tha, main nahi bolna chata hoon, yaad delna chata hoon.

Hindustan ka janta janna chata hai ki sarkar kyun khamoosh hai, white money ka liya humara maang hai.

Sir, PSU bank ke NPA ke bare main ek shabd nahi bateya giya iss adivesan main. Jo ki aaj yeh NPA 10 lakh crore tak pohunch giya hoga, us se bhi zaada. Agar sarkar mein himmat hain toh wilful default ko criminal offence aiylan kare, kahnoon main badlua laye. Will full default kab hot hai, keh humara pass humara capability hai phir bhi hum nahi deh rahe hai bank ko paisa wapaas, wohi will full defaulter hota hai. According to criminal law, this is the breach of criminal trust and … cheating, so till breach of criminal trust and cheating comes under the purview of criminal law, so aap IPC ko change kijeye, CRBC ko change kijeye, aur unke khilaf criminal proceedings kijeye, Special Court baniye, aagar himmat hain toh aap chu nahi sakte, kyunki yeh sarkar .. capitalist ka sarkar hai kisano ka, garibo ka, mazdooro ka sarkar nahi hai.

It is clear that all sections are displeased, disappointed, angry : the unemployed, the farmers, the youth, SC/ST, majority, minority.

People have lost their trust in this government. People have lost their faith. After today’s #Budget, their credibility is now zero.

মানুষ এই সরকারের প্রতি বিশ্বাস হারিয়েছে। আজকের বাজেটের পর এই সরকারের আর কোনও গ্রহণযোগ্যতা নেই।

বাংলায় স্বাস্থ্যপরিষেবা ও ওষুধ বিনামূল্যে পাওয়া যায়। স্বাস্থ্য, শিক্ষা, নারী ক্ষমতায়নের বিভিন্ন প্রকল্প বাংলায় ইতিমধ্যেই বাস্তবায়িত হয়েছে।

বাংলায় পাঁচ বছরেই কৃষকদের আয় দ্বিগুন হয়েছে। আর কেন্দ্রীয় সরকার এখন কৃষকদের আয় দ্বিগুন করার কথা বলছে। প্রতি বছর কৃষিক্ষেত্রে বৃদ্ধি কি ১২ শতাংশ হারে হবে? আবারও মানুষকে ধোঁকা দেওয়া হচ্ছে।

Trinamool plays role of a responsible Opposition in Parliament winter session

The session began with Members of Parliament (MP) staging a protest on December 18 inside the Parliament complex against the proposed Financial Resolution and Deposit Insurance (FRDI) Bill. Another protest was organised on December 21 against linking of Aadhaar to various social sector schemes.

Inside the Parliament, the party MPs spoke on important issues like delaying of the introduction of the anti-people FRDI Bill, leakage of sensitive data related to Aadhaar, stubble burning in north India, renewable energy and supplementary demands for grants.

Sir, I rise to speak on The Indian Institute of Petroleum and Energy Bill, 2017.

Sir, the Bill seeks to establish a Petroleum and Energy Institute in Vishakhapatnam, Andhra Pradesh. We appreciate the efforts of the Government for undertaking this initiative. The Bill provides the setting up of authorities Board of Governors, the General Council and the Senate. These bodies are in charge of promoting quality education and research in petroleum, energy, oil and energy sectors. This will help to cultivate the culture of research within students.

However, under Section 9(v) of the Bill, the Institute has been conferred with wide powers to lay down standards of admission. I suggest the Government to conduct a uniform examination throughout the country giving due recognition to the needs of separate States. I caution the Government from a second NEET issue affecting the life of students.

Further, the Institute has the right to withdraw degrees, diplomas and other academic distinctions for “good and sufficient reasons.” The Bill does not define these reasons in detail and the phrase is ambiguous. It gives the Institute wide powers to withdraw these distinctions. Such a provision can have grave repercussions on the future of the students.

Another issue in the Bill is the composition of the Governing Council. Sir, the Council looks after the fiscal management of the Institute under Section 16 of the Bill. Among the 20 members, 16 are a part of the the Government. I stand here to urge the Government to raise the representation of eminent experts in petroleum technology and related fields in the energy sector. This will increase the credibility of the Government and bolster trust of the people in its actions.

Along with this, I raise the issue of the appointment of the Director by the Centre. Why can’t the Director be appointed by the State Government? We expect more autonomy to be given to the Institute. The Centre must work in partnership with the States as education is a concurrent subject under the Constitution.

Sir, on behalf of the Trinamool, I take this opportunity to raise other pertinent issues in the energy sector which need to be discussed. Sir, India currently imports around 80% of its fuel. While this Bill seeks to enhance research in the energy sector, the Government must focus its efforts on reducing this fuel dependence from other countries. Sir, volatile prices of crude oil is a major problem for countries. For us, dependence on imports and rising oil prices can adversely impact trade and fiscal balances. Why is the Government not initiating a discussion on this issue?

Sir, India’s energy demand is continuously increasing. The Bill in its sections and the Statement of Objects and Reasons focusses on the renewable energy sector. The Government has set ambitious targets to make India a renewable energy powerhouse.

However, with the implementation of the GST, the renewable sector has been heavily impacted. The cost of Solar Off Grids show a rise of 16-20%, a 12-16% rise in Solar PV Grid Installations, an 11-15% jump in the setting up of wind projects is also expected. Sir, I would like to ask the Government whether setting up of universities will lead to growth in the energy sector?

Sir, as we talk of renewable energy, I am compelled to mention few initiatives taken up by the Trinamool Government in Bengal. Our Government launched India’s first 10MW Canal Bank Solar PV in 2016. The State Government will provide solar power to families in the Sundarbans Delta and other islands. The government is credited with the country’s first battery less, carbon neutral Solar Street Light projects at public parks. There are 10,000 such Solar Street Lights in the State and 2 Lakh Solar Home Lighting Systems. We are in the process of harnessing tidal and other forms of renewable energy within the State. I hope these initiatives serve as a model for other states to follow.

Sir, the energy sector requires human resource formation, more than infrastructure generation in the form of universities. Through you, Sir, I request the Government to come up with training centers for local job construction in the renewable energy sector.

Moreover, sir, the new tax regime has left the oil and gas sector in a fix. While crude, natural gas, petrol is exempted from its coverage; kerosene and LPG are covered under GST. Complying with the previous and the current taxation system will certainly double compliance costs. Sir, due to GST the price of domestic LPG cylinder increased by Rs.26.88 per 14.2 kg. Are these Acche Din?

Sir, recently this Government decided to raise LPG prices in pursuance of finishing subsidy on oil. I urge the Government to pause and think of the 18.12 crore consumers of subsidized LPG cylinders in the country. Sir, due to the roll out of GST, LPG has been put under the 5% slab. Why is this pressing issue being ignored by the Government?

I request the Government to not derail the debate on several of its decisions such as demonetisation and the haphazard implementation of GST as these have had a negative impact on the petroleum and energy sector. And the Trinamool’s opposition to the implementation of these decisions is well known.

Sir, I wish to end my thoughts with an expectation that the Government will pay due attention to the issues mentioned.
