As part of the ongoing restoration project of the iconic Town Hall, a heritage structure, being undertaken by the Bengal Government, it has been decided to upgrade it to an earthquake-proof building.

The strengthening of the more-than-200-year-old structure is being undertaken keeping in mind the series earthquakes, though of lesser intensity, in the past few years. Experts from IIT Roorkee have prepared a detailed report on restoring the structure, and the decision for earthquake-proofing is based on it.

An official from the Public Works Department (PWD), which is overseeing the restoration, said that as per the planning, fibre-reinforced concrete around the huge pillars in front of Town Hall will strengthen it and at the same time, steel will be used to fix the structure of the roof with the pillars.

At the same time, the lighting arrangements will be done in such a way that they add more elegance to the building’s look.

ইতিমধ্যেই টাউন হলের সংস্কারের কাজ শুরু করেছে রাজ্য সরকার। এই উদ্যোগের অংশ হিসেবে এই ঐতিহাসিক ভবনটিকে ভূমিকম্প-রোধক বানাবে রাজ্য।

গত কয়েক বছরে কলকাতায় বেশ কয়েকটি ভূমিকম্পের ঘটনা ঘটেছে। যদিও সেগুলির প্রবলতা খুব বেশি ছিল না, তবুও সংশয় থেকেই যায়। ঠিক এই কারণেই, দুশো বছরেরও বেশী পুরনো এই ভবনটিকে ভূমিকম্প-রোধক বানাতে উদ্যোগী সরকার। আইআইটি রুরকির বিশেষজ্ঞরা এই বাড়িটি সংস্কারের বিশদ রিপোর্ট তৈরী করেছে ভূমিকম্পের বিষয়টি মাথায় রেখেই।

পূর্ত দপ্তর এই সংস্কারের দায়িত্বে। ফাইবার-যুক্ত-কংক্রিট দিয়ে এই হলের থামগুলিকে মজবুত করা হচ্ছে। থামের সাথে যুক্ত ছাদের অংশটিতে স্টিল ব্যবহার করা হবে।

এছাড়াও, টাউন হলের শোভাবৃদ্ধির জন্য আলো দিয়ে সাজানোও হবে।

Bengal Chief Minister Mamata Banerjee on Wednesday made a scathing attack on the Centre for not taking up the issue of the tea gardens. She was speaking at the administrative review meeting of three districts — Alipurduar, Cooch Behar and Jalpaiguri — at Uttarkanya on Wednesday afternoon.

“What have they done to the tea gardens? Central ministers had assured before the election that seven tea gardens would be taken over. They won the polls but did not keep their word. We always keep our promises. We spent Rs 40,000 crore to repay loans. But despite financial constraint, we have taken up so many projects and successfully implemented them,” she said.

Mamata Banerjee asked the officials to take measures to end drinking water scarcity at the tea gardens. “We have always stood beside the tea garden workers and will continue to do so in future,” she maintained.

Two state ministers, Subrata Mukherjee (Panchayat and Rural Development) and Aroop Biswas (PWD and Youth Services and Sports) along with Chief Secretary and two additional Chief Secretaries along with a host of principal secretaries were present at the meeting. The Director General of Police and senior officials of these three districts and MLAs, Sabhadhipatis and Panchayat pradhans also attended the meeting.

চা বাগানের উন্নয়ন নিয়ে কেন্দ্রকে তোপ মুখ্যমন্ত্রীর

গতকাল উত্তরকন্যায় তিনটি জেলার – আলিপুরদুয়ার, জলপাইগুড়ি ও কুচবিহার – আধিকারিকদের নিয়ে একটি প্রশাসনিক বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। এই বৈঠকে চা বাগানের উন্নয়ন নিয়ে কেন্দ্রকে আক্রমণ করেন তিনি।

মুখ্যমন্ত্রী বলেন, চা বাগানগুলির জন্য কি করেছে কেন্দ্র? নির্বাচনের আগে কেন্দ্রীয় মন্ত্রীরা বলেছিলেন সাতটি চা বাগান তারা অধিগ্রহণ করবেন। সেই প্রতিশ্রুতি তারা পূরণ করেননি। আমরা কথা দিয়ে কথা রাখি। বাম সরকারের ঋণ শোধ করতে আমাদের ৪০০০০ কোটি টাকা কেটে নিয়ে গেছে। কিন্তু আমরা কোনও প্রকল্প বন্ধ করিনি, উন্নয়নের কাজও বন্ধ হয়নি।

তিনি আধিকারিকদের নির্দেশ দেন চা বাগানে পানীয় জলের সমস্যা মেটানোর জন্য। “আমরা চা বাগানের কর্মীদের পাশে ছিলাম, এবং তাদের উন্নয়নের জন্য ভবিষ্যতেও কাজ করব,” বলেন মুখ্যমন্ত্রী।

এদিনকার বৈঠকে উপস্থিত ছিলেন পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী সুব্রত মুখোপাধ্যায়, যুবকল্যাণ ও ক্রীড়া মন্ত্রী অরূপ বিশ্বাস, মুখ্যসচিব, বিভিন্ন দপ্তরের আধিকারিকরা, রাজ্যের ডিজি, তিন জেলার বিধায়ক, পঞ্চায়েত প্রধান, সভাধিপতি প্রমুখ।

Continuing on the stellar work done as part of the ‘Safe Drive Save Life’ programme, a brainchild of Chief Minister Mamata Banerjee – the State Government has set up a road safety unit (RSU) to identify accident accident-prone areas across Bengal.

The RSU has been instituted by the Public Works Department (PWD), which looks after the health of the roads crisscrossing the state. Based on the reports of the RSU, the government is going to take up remedial measures. The chief engineer of the Planning Division of the PWD is in charge of the RSU.

Already certain spots have been identified, mostly along the national and state highways. Boards are being put up at these ‘black spots’, as they are being called, to warn drivers so that they are careful.

The RSU would bring out detailed reports for the government. The reports would contain the states of the roads, the reasons for more accidents happening at certain spots – whether they are due to the nature of the terrain, traffic, state of drivers (social reasons), etc., states of the signaling systems at various places, etc.

The police forces all over the state have also been asked to be more alert and take more preventive measures to avert accidents.

পথ দুর্ঘটনা রোধে ‘সেফ ড্রাইভ, সেভ লাইফ’ কর্মসূচি নিয়েছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রাজ্যজুড়ে তার প্রচার হয়। এবার মুখ্যমন্ত্রীর প্রকল্পকে আরও কড়াভাবে বাস্তবায়িত করতে উঠে পড়ে লেগেছে রাজ্য সরকার। এর জন্য একটি রোড সেফটি ইউনিটও তৈরি করা হয়েছে যারা রাজ্যের দুর্ঘটনাপ্রবণ এলাকাগুলিকে চিহ্নিত এবং দুঘর্টনার কারণ নিয়ে সমীক্ষা করবে। সেই সঙ্গে দুঘর্টনা রোধে কী কী পদক্ষেপ নেওয়া যায়, তার রূপপরেখাও তৈরি করছে ওই রোড সেফটি ইউনিট।

এই রোড সেফটি ইউনিটের প্রধান কাজ হবে, দুর্ঘটনাপ্রবণ এলাকাকে চিহ্নিত করা। সেই এলাকায় দুর্ঘটনা রোধে কী ব্যবস্থা নেওয়া যায়, তার জন্য গাইডলাইনও দেবে তারা। পথ দুর্ঘটনা রোধে কী কী ব্যবস্থা নেওয়া যায়, তাও জানাবে ওই ইউনিট। পথ দুর্ঘটনার তথ্য ডেটাবেস সিস্টেমে রাখতে হবে। সময়ে সময়ে সেই সংক্রান্ত তথ্য সরকারের কাছে জমা দিতে হবে। কী কী কারণে দুর্ঘটনা হয়, তার সমীক্ষাও করবে রোড সেফটি ইউনিট। দেখতে হবে, দুর্ঘটনার কারণ কী— সামাজিক, শারীরিক, ব্যবহারিক, পরিবেশগত না ভৌগোলিক? তা সমীক্ষা করে খতিয়ে দেখতে হবে। সেই অনুযায়ী ব্যবস্থা নিতে হবে।

দুর্ঘটনা রোধে রাস্তায় ট্রাফিক সিগন্যালিং পোস্টকে ঠিকমতো ব্যবহার করতে হবে। রাজ্য সরকার সিদ্ধান্ত নিয়েছে, যেখানে অটোমেটিক ট্রাফিক সিগন্যালিং পোস্ট রয়েছে, তা ঠিকমতো রয়েছে কি না, নিয়মিত রক্ষণাবেক্ষণ করতে হবে। যেখানে নেই, সেখানে ওই পোস্ট বসানোর ব্যাপারে উদ্যোগী হতে হবে। রাস্তা চওড়া বা সম্প্রসারণের ক্ষেত্রে ঠিকমতো পথ নিরাপত্তার বিষয়টি মানা হচ্ছে কি না, তা খতিয়ে দেখা হবে। রাস্তার হাল কেমন? রোড সেফটি ইউনিট তা খতিয়ে দেখবে। সেই সঙ্গে নিয়মিত সমীক্ষা রিপোর্ট জমা দেওয়ার নির্দেশ দেওয়া হয়েছে।

The Bengal Public Works Department (PWD) has decided to create a set of rules for collecting tax against the commercial hoardings set up along roads under its control. This is a big step towards increasing the income of the department.

Under the PWD’s control are 4,000 km of State Highways (numbering 18 highways), 8,000 km of roads spread across all the districts and 6,000 km of rural roads. The PWD is also responsible for the maintenance of the 3,000 km of National Highways crisscrossing the state.

In the first phase, tax would be charged for hoardings along the State Highways.

Currently, advertising agencies putting up the hoardings have to pay only a minimal fee for the hoardings to the local civic body or panchayat. The new rule would enable the department to collect an annual tax in lieu of the hoardings.

A meeting held at the state secretariat, Nabanna involving senior officials of the PWD on August 28 set the ball rolling for taking this plan to fruition.

First, a detailed report on the hoardings beside the highways in the state would be sent to the State Government. The report would also enable the administration to identify the illegal hoardings.

After the report is submitted, tenders would be called from agencies for putting up hoardings. The whole process of setting up the rules would be over by September, after which the tax collection would begin.

 

 

এবার সড়কের ধারের বাণিজ্যিক হোর্ডিং থেকে কর নেবে পূর্ত দপ্তর

 

 

নিজেদের নিয়ন্ত্রণে থাকা সড়কের ধারে থাকা বানিকঝিক হোডিং থেকে এবার কর আদায় করবে পূর্ত দপ্তর।  মূলত দপ্তরের আয়  বাড়ানোর লক্ষ্যেই এই সিদ্ধাথ নেওয়া হয়েছে। তাদের নিয়ন্ত্রণে এই মুহূর্তে ১৮ টি  রাজ্য সড়ক ছড়িয়ে ছিটিয়ে রয়েছে বিভিন্ন জেলার প্রায় ৮০০০ কিলোমিটার গ্রামীণ সড়ক।  

পাশাপাশি এ রাজ্যে প্রায় ৩০০০ কিলোমিটার জাতীয় সড়কের দেখভাল করে পূর্ত দপ্তর। প্রথম পর্যায়ে আপাতত রাজ্যসড়কের ধারে  থাকা বানিকজিক হোডিং থেকেই কর আদায় করার পরিকল্পনা নিয়েছে পূর্ত দফ্তর। এতদিন পূর্ত দপ্তর  এবং পূর্ত (সড়ক) দপ্প্তরের   নিয়ন্ত্রণে থাকা সড়কগুলির ধারে যে সমস্ত বানিকজিক হোডিং টাঙানো হত ,তার জন্য সংশ্লিষ্ট সংস্থানকে খুবই সামান্য অর্থ মেটাতে হত স্থানীয় পুরসভা কিংবা পঞ্চায়েতকে।

 

পূর্ত দপ্তরের  এই নতুন নিয়ম লাগু হলে , বিজ্ঞাপন সংস্থাগুলিকে সরকার নিধারিত হারে হোডিং বাবদ কর দিতে হবে। বানিকজিক হোডিং থেকে বছরে প্রায় ৫০ কোটি টাকা আয় করে কলকাতা পুরসভা।  অনেকটা সেই আদলেই সড়কের ধারের হোডিংয়ের নিয়ন্ত্রন  নিতে চাওয়া হচ্ছে বলে ওই সূত্রটি জানিয়েছে। গত সোমবার (২৮ আগস্ট ) নবান্নে হোডিং সংক্রান্ত একটি জরুরি বৈঠকে এই সিদ্ধান্ত নেওয়া হয়েছে।

 

দপ্তরের  নিয়ন্ত্রণে যতগুলি সড়ক রয়েছে গোটা রাজ্যে ,তার ধারে থাকা হোডিংগুলির সম্পৰ্কে দ্রুত রিপোর্ট পাঠাতে বলা হয়েছে নবান্নে। সেই হিসাব এবার মিলবে। অবৈধভাবে থাকা হোডিংয়ের বিষয়ে ও সমস্ত হিসাব আসার পরই বিজ্ঞপনদাতাদের জন্য এলাকাভিত্তিক হোডিং টাঙানোর বিষয়ে টেন্ডার ডাকা হবে। আগামী সেপ্টেম্বর মাসের মধ্যেই গোটা প্রক্রিয়া শেষ করে হোডিং থেকে কর আদায় চালু করবে পূর্ত দপ্তররের ।

Motel relief in north Bengal travel

People travelling to north Bengal from the city along the NH-34 will now have the option to stop over and take rest at government motels. The public works department (PWD) has developed four highway motels along NH-34 under the ‘Pather Sathi’ project.

These motels will provide food, internet facilities and clean toilet to travellers. The motels have been set up at Krishnagar, Shantipur, Ghatigachha in Ranaghat and De bagram in Kaliganj .

The motels will have stalls that will showcase Nadia handicrafts like idols of Ghurni, ‘tant’ saree of Fulia and sweets of Krishnagar.

The PWD authorities will hand over the motels to Nadia administration soon.

 

যাত্রী সুবিধার্থে তৈরি হল নতুন মোটেল

এখন ৩৪ নম্বর জাতীয় সড়ক দিয়ে শহর থেকে উত্তরবঙ্গ যাওয়ার পথে যাত্রীরা এখন বিশ্রাম নিতে পারবেন সরকারী মোটেলে। ‘পথের সাথী’ প্রকল্পের আওতায় ৩৪ নম্বর জাতীয় সড়কে ৪টি হাইওয়ে মোটেল তৈরি করা হয়েছে।

এই মোটেল গুলির মাধ্যমে খাবার, ইন্টারনেট পরিষেবা, পরিষ্কার-পরিচ্ছন্ন টয়লেট ইত্যাদি পরিষেবা দেওয়া হবে। কৃষ্ণনগর, শান্তিপুর, ঘাটিগাছা, রানাঘাট,দেবগ্রাম ও কালীগঞ্জে মোটেল স্থাপন করা হয়েছে।

মোটেলে কতগুলিতে জেলার বিভিন্ন হস্তশিল্প যেমন ঘূর্ণি, ফুলিয়ার তাঁতের শাড়ি, কৃষ্ণনগরের মিষ্টি ইত্যাদির স্টল থাকবে।

পূর্ত বিভাগের কর্তৃপক্ষ খুব শীঘ্রই নদীয়া প্রশাসনের হাতে মোটেল হস্তান্তর করবে।

Prodded by Chief Minister Mamata Banerjee, the state public works department (PWD) now has to complete a number of ongoing and pending road and highway infrastructure development projects within the next three months.

Sources said that the state secretariat and its authorities have got sanctions that amount to Rs 1000 crore from the 14th finance commission to undertake these works.

The main projects comprises a number of road and highway stretch widening and strengthening work, to construct 23 railway overbridges (ROB) on several national and state highway stretches on engineering, procurement and construct (EPC) mode for which the authorities plan to invite bids to take up work within the next one month.

As per the plan, most number of ROBs will be constructed at several places of North Bengal, North 24 Parganas on NH-31, NH-35 and NH-60. Two more will be set up on NH-2B and a lone ROB at Barasat falling on NH-34.

The state highways will also receive two ROBs at Bandel car shed and Adisaptagram on SH-6 and at Simlagarh on SH-13.

The ROBs have been planned at Sevok, Oodlabari, Malbazar, Lataguri and Mayanaguri on the NH-31 towards North Bengal. On the way down South some bridges have been planned at Bishnupur, Mejia Thermal Power station, Topsi, Pandabeswar, Bhimgarh and Suri.

On NH-35 of North 24 Parganas too will get railway bridges. The PWD authorities have been working to widen and strengthen many national and state highway stretches that heads towards Diamond Harbour, Chandro kona to Ghatal and then Behrampore to Kandi.

In a first initiative in Bengal, the Burdwan district administration launched ‘Smart Burdwan’, a portal and a mobile app. Everything you have wanted to know about the district will now be at your fingertips.

Chief Minister Mamata Banerjee, who visited Burdwan for her 100th administrative meeting, commemorated the occasion by launching this portal and app.

Service of the people

One will be able to lodge complaints against departments such as PWD as well as the municipalities, the panchayat samiti, block and sub-divisional offices regarding basic infrastructure – roads, drinking water, drainage and so on.

Also, all contact information of these departments or entities can now be accessed via this app. This app can also be used to access the contact numbers of police stations, fire and emergency services, electricity, cooking gas, and so on, thereby bringing all these under a single window.

In addition, information on educational courses, admission procedure, infrastructure, placement will also be available. All details about schemes such as Kanyashree, minority scholarships, vocational training, industrial training can be accessed through this app.

To prevent the distress sale of agricultural commodities, a voice interactive system has been developed by C-DAC, which is supposed to be launched on July 15.
