Bengal Govt begins procuring potatoes at minimum support price from farmers

Giving much relief to potato cultivators, the state government has started procuring the staple food at the minimum support price from farmers in different potato cultivating areas.

It may be recalled that Chief Minister Mamata Banerjee had extended all support so that farmers do not incur losses due to excessive production of potatoes. She had announced that the state government will buy potatoes at minimum support price from farmers for midday meals.

The process of procuring potatoes directly from farmers at minimum support price started on Sunday at areas including Tarakeswar, Balagarh, Polba and Dhaniakhali in Hooghly district which is the highest producer of potatoes in the state.

The state government has decided to buy a total of 28,000 metric tonne potato for midday meals. Potatoes will also be exported to Nepal and Bhutan. Some quantity of the staple food will also be sent to Assam and Odisha.

রবিবার হুগলির বলাগড়ে যান কলকাতার মিড ডে মিল বিভাগের আধিকারিকরা। সমবায় সমিতির মাধ্যমে চাষীদের কাছ থেকে আলু কেনা হয়।

ক’দিন আগে মুখ্যমন্ত্রী চাষীদের পাশে দাঁড়িয়ে ঘোষণা করেন, মিড ডে মিল সেন্টারের জন্য মাসে ২৮ হাজার মেট্রিক টন আলু লাগে। এই পরিমাণ আলু, সরাসরি চাষীদের থেকে, চার টাকা ষাট পয়সা কেজি দরে কিনবে সরকার।

এর পাশাপাশি, আলুর রপ্তানির জন্যও সরকার দেবে ভর্তুকি। রেলে কেজি পিছু পঞ্চাশ পয়সা এবং জাহাজে কেজি পিছু এক টাকা করে।

 

Bengal CM offers subsidy to potato farmers

The Mamata Banerjee government will procure potatoes from farmers across the state.

“The government will directly purchase 28,000 tonnes from farmers at Rs 4.60 a kg for mid-day meal and Integrated Child Development Services (ICDS),“ the CM said on Tuesday.

The CM also announced a 50 paisa subsidy for every kilo of potato exported by railways and ship given the demand for Bengal potatoes in Sri Lanka and Bangladesh.

The government also said the government has provided soil health cards to 20 lakh farmers. “We test the soil to ascertain properties and give them to farmers so that they can choose the crops suitable for the soil of their land. This would also make optimum use of fertilizer and pesticides,“ the CM said.

আলু চাষিদের পাশে দাঁড়াতে উদ্যোগী হলো রাজ্য সরকার। মুখ্যমন্ত্রী সিদ্ধান্ত নিয়েছেন যে এখন থেকে মিড ডে মিলের জন্য আলু সরাসরি কৃষকদের কাছ থেকে কিনবে সরকার। রাজ্যের বাইরে রপ্তানির ক্ষেত্রেও মিলবে সরকারি ভর্তুকি।

মিড ডে মিলের জন্য প্রয়োজনীয় আঠাশ হাজার মেট্রিক টন আলু সরাসরি কৃষকদের থেকে কিনে নেবে সরকার। সিদ্ধান্ত হয়েছে চার টাকা ষাট পয়সা কিলো দরে কেনা হবে এই আলু।

মাননীয়া মুখ্যমন্ত্রী আরও বলেন যে ২০ লক্ষ কৃষককে রাজ্যে ‘সয়েল হেলথ কার্ড’ দেওয়া হচ্ছে যার মাধ্যমে তারা মাটির গুণমান সম্বন্ধে অবগত হতে পারবেন। মাটি পরীক্ষা করে সেই মাটিতে কি কি চাষ করা যেতে পারে, এই তথ্যও পাওয়া যাবে এই কার্ডের মাধ্যমে।

 

Modern agro-science technologies to be used for better cultivation in Singur

The State Agriculture Department will introduce modern agro-science-based technologies for better cultivation of the 997 acres of land in Singur, in consultation with farmers to develop a new arena of agro-economy.

The State Government will be providing all sorts of support to the farmers until the first crop is harvested.

The State Irrigation Department would ensure sufficient supply of water for agriculture in the entire area. The Panchayat Department will also be completing a set of work that needs to be done for the benefits of the farmers.

Initially, the farmers in Singur have been recommended to cultivate spinach and mustard as it would help in preparing the soil for cultivation of potato.

প্রাথমিকভাবে, সিঙ্গুরে কৃষকদের পালংশাক ও সর্ষে চাষ করতে সুপারিশ করা হয়েছে।

Trinamool blasts CPM, Cong, BJP over farmers/land

The leader of the party in Rajya Sabha, Derek O’Brien today blasted the CPI(M), Congress and BJP in the Rajya Sabha during a discussion on farmer suicides and agrarian crisis in India. He accused the CPI(M) of shedding crocodile tears over farmers because between 1990-2005 there was 19331 farmer suicides in Bengal.

Derek O’Brien also said that Mamata Banerjee was the only leader fighting for the rights of farmers in 2006, when she went on a 26-day hunger strike. Trinamool has been consistent on the issue of land acquisition. “UPA-II’s land bill was a bad bill. We think the bill by this government is a draconian bill,” he said. He also reminded the House that in 2013, Trinamool was the only party to vote against the land bill.

Derek also made some constructive suggestions to solve the agrarian crisis in the country. He suggested other States follow the Bengal model of distribution of Kisan Credit Cards. He urged the government to protect the jute farmers and increase the MSP for rice. He also highlighted how the Bengal government handled the potato crisis through a series of measures. He also suggested the government to use science and digital technology to boost productivity.

Urging everyone to rise above politics for the sake of farmers, Derek O’Brien warned the government that the land bill was going nowhere.

Elections are a festival of democracy: Mamata Banerjee

West Bengal Chief Minister today met the press at Nabanna. She took questions from the media on a range of topics:

On corporation election

Democracy has returned to Bengal after 34 years. The corporation election this year was the most peaceful in recent times. I extended thanks to all after corporation elections. Not just my party.

We do not want anyone to take law into their own hands. We want peaceful polls. I appeal to people to cast their votes freely tomorrow. I love people. It is my duty to work for them. It is my responsibility.

Administration will perform their duties as per law. Elections are a festival of democracy. People are God in democracy. No one has any right to insult people to satisfy their ego.

On smear campaign by media

Some media houses are spinning false stories to mislead people. They are trying to influence them. They must prove their allegations against Trinamool. They are trying to incite and provoke. They are spreading falsehoods.

Some people are using shortcut methods of appearing in media. What history of serving people do they have? One can get temporary publicity through shortcut methods. There will be no long term result out of that.

Results of municipal polls

Whatever the results will be, let us wait till EVMs are opened. Let us not speculate beforehand. I have full faith in people. They have the final say in a democracy.

We hope people will shower us with their blessings based on the work we have done in the last few years. Even in Bongaon and Krishnaganj we increased our margins.

Centre is taking away all our funds. Despite all odds we have performed well for the sake of people.

Problems faced by potato farmers

We have taken several initiatives for the potato farmers. We have written to Centre to waive their loans. Ours is the only government that meets every fortnight with the task force on agriculture to keep a check on prices. When potato prices were touching Rs 60 in other states, we sold them at Rs 14/kg.

Land acquisition

Land is an asset. Enough farmlands have been acquired. We must conserve land for agriculture for food security. We must support our farmers. They also have plans for their families. They have hopes and aspirations.

WB CM writes to Centre to help potato farmers of the state

West Bengal Chief Minister Mamata Banerjee has written to finance minister Arun Jaitley recently to rescue the potato farmers of the state suffering due to a bumper crop this season.

Listing the number of steps already taken by the Bengal government to ensure that the record 1 lakh, 20 thousand metric tonne yield fetches a fair price, WB CM has urged the Centre to take some specific measures that the Centre can take to bail out the farmers.

Concrete steps by State

In her second letter to Jaitley, after one she wrote on April 9, CM said that the state government has taken steps like, directly procuring potato from farmers for supplying to ICDS and midday meal beneficiaries, providing transport subsidy for inter-state movement of potato by the railways, subsidy for exporting potato from the Calcutta port.

In the letter, the CM has asked the finance minister to waive loans taken by potato farmers and also allow fresh loans for the kharif crop.

Letter against curtailing rural dev funds

WB CM has also written a letter to the Centre, opposing any move to reduce funds already sanctioned for rural development projects.

“Recently, the Union government has given us a letter informing about curtailment of funds for a number of rural development schemes, like the Backward Regions Grants Fund and the Rajiv Gandhi Panchayat Sashaktikaran Abhijan fund meant for strengthening panchayat infrastructure,” Panchayat and Rural Development Minister Subrata Mukherjee said. “I shall visit Delhi to talk to the Centre on this issue.”

Sir, on behalf of my party All India Trinamool Congress, I join the honourable members in expressing our deep concern, grief and anguish over the suicide of farmers almost in every part of country. This is going on unabated.

Sir, according to a recent report published by the Centre for Human Rights and Global Justice, at New York University, it appears that over the past 15 years, suicides have claimed the lives of over 2,50,000 farming families in India and the death count is still climbing. Sir, according to that report, in every 30 minutes farmer suicides are happening.

What is the latest situation? In 2014 alone, as per the government figures, 1109 suicides took place. Out of those, 986 took place in Maharashtra, 184 in Telangana and 29 in Jharkhand. Even in Delhi and Rajasthan, yesterday farmers committed suicide. We are not here for a blame game but want to focus on the issue – the unprecedented crisis that India is confronted with.

Sir, there are several reasons why farmers are committing suicide. I would like to mention the main reasons, according to me. 40% farmers are in debt according to some research reports. Cost of inputs is increasing faster than cost of produce. Droughts and floods are occurring every five years, affecting 40% of the agricultural land in different parts of the country. More than 60% of the agricultural land in India, even after 67 years after independence, is dependent on rainfall. Some of the irrigation projects have not been completed for 20 years. Average net profit on one acre of land growing cereals is Rs 5000 only.

Therefore, the farmers are not getting remunerative prices. Not in Punjab, not only in Uttar Pradesh or Telangana. It is a common cause in every State of India. I will come to how West Bengal has combated this situation.

I would like to read one line from page 13 of the Election Manifesto of BJP before Lok Sabha elections. “Agriculture: Scientific, productive and rewarding.” They have assured the nation, before coming to power, that they will make agriculture scientific, productive and rewarding. To elucidate that point they also said: “The government, if they come to power, will ensure minimum 50% profits over the cost of production.” Here is a pledge before the nation by the ruling party. I would like to know from the government, the honourable ministers in charge of agriculture, food and other ministries, what is the roadmap of the government ensure minimum 50% profits over the cost of production.

This is main cause of concern. Farmers are not getting remunerative price. They are taking loans in the hope, they are yielding, thinking that next year they will yield, get remunerative price and pay off the debts. Nothing is coming out. Therefore, the only alternative left to marginal farmers is to commit suicide.

I am not blaming anybody but the government must address the situation. My government in West Bengal, under the leadership of Mamata Banerjee, was confronted with some problem of not getting of remunerative prices by potato farmers. The Chief Minister of West Bengal herself announced on 4 March, 2015, that 50 000 metric tonnes of potato will be directly procured from farmers, from 8 major potato-producing districts, at the rate of Rs 5500 per metric tonne. After procuring potatoes, the government is distributing them to schools for mid-day meal programme and beneficiaries of ICDS at the rate of 1 kg per head per week. This was announced on 11 March, 2015. If the government of West Bengal can do it, why can’t the government of India do it? This is the moot question.

The government of West Bengal has ensured the procurement of potatoes from farmers against only account payee cheques. This is a very transparent system. Till 21 April, 2015, 20,000 metric tonnes of potatoes have been procured and farmers have been paid by account payee cheques to sustain themselves. Potatoes are also being procured at the rate of Rs 550/quintal and 6000 quintals of potatoes have been procured so far. This apart, transport subsidy scheme has been introduced for interested potato traders and transporters.

To ease the stockpiling of farm produce, the government of West Bengal has requested the government of India on 9 April, 2015, to purchase one lakh metric tonnes of potatoes from farmers at minimum price of Rs 5500/metric tonne, the rate at which state government is purchasing. The Chief Minister wrote to the Union Finance Minister. To relieve the potato growers of economic hardship, the Chief Minister herself requested the government of India to waive the crop loans issued to potato growers during 2014-15 potato season and also to arrange fresh loans for the ensuing Kharif session.

So, these are some measures taken by the West Bengal government to come to the rescue of potato farmers. This is not just the case of potato farmers. If you look at a bigger canvas, the all-India perspective, you will find that the issue is same everywhere. Particularly the marginal farmers are subjected to such unprecedented crisis. The government must come up with a concrete and definite proposal and also announce it before the House. The House wants to know from the ruling party, it is a need of the hour to arrest the situation where the farmers are compelled to commit suicide.

On one hand we are claiming that we are going ahead with economic growth, claiming we will cross the economic growth of China. And then there are such tragic events like that of yesterday. This government has extended reliefs worth almost Rs 15,000 crores to the corporate in the form of tax waivers and other incentives. Why should such waivers not be extended to farmers? Farmers are crying for help with folded hands.

I urge the government to come up with a definite proposal with a proper roadmap and a timeframe to solve this crisis of farmers.

Waive the loans of farmers affected by rainfall: Sudip Bandyopadhyay

Leader of the party in Lok Sabha, Sudip Bandyopadhyay, today urged the Central government to waive the loans of farmers who have been affected by the unseasonal rainfall.

He also suggested that the Centre must work more closely with the State government to provide relief to the potato and mango farmers in West Bengal as well as the rest of India.

“Farmers have been forced to go for distress sale. They are been compelled to sell potatoes at the rate of Rs 3-3.50 per kg which is far below their production cost. It is a very pathetic situation,” he said.

He also added that Government of West Bengal is purchasing potatoes for ICDS and mid-day meal programme at the rate of Rs 5-5.50 per kg from farmers.

Govt of West Bengal is purchasing potatoes for ICDS and mid-day meal programme at the rate of Rs 5-5.50 per kg from farmers. Similarly, mango is a tasty fruit; it is expected that there will be a bumper level of production of mangoes this summer.

The farmers take loans for their farming. It would be good if the farmers affected by nonseasonal rainfall, as announced by the government of India, be granted waiver from the loans they have taken from the respective banks.

The government of India should interact with State Chief Ministers or the Ministers of the concerned departments to take a positive decision to save these potato farmers and the mango growers in the country as a whole and particularly West Bengal.

Centre needs to address plight of potato farmers in Bengal: Trinamool in RS

AITC Chief Whip in Rajya Sabha, Sukhendu Sekhar Ray raised the issue of plight of potato farmers of Bengal in the Parliament and urged the Central Government for some financial assistance to be given to the State so that some more steps can be taken for the rehabilitation of these farmers.

He said in the House that the Government of West Bengal has taken special measures to arrest the situation after the potato farmers were not getting remunerative prices of potato.

He also raised the issue of the irreparable losses of the farmers due to untimely incessant rain and hail storms in different part of the country, including the districts of South Dinajpur, Malda, Murshidabad, Nadia, North 24 Parganas, South 24 Parganas, Howrah, Hooghly and Purba Medinipur in West Bengal. This affected vast agricultural lands and huge quantity of crops like wheat, pulses, potato, paddy and fruits which were destroyed.

He urged the Government to announce a financial package towards relief and rehabilitation of the affected farmers without further loss of time.
