Wholesale price inflation rose to 3.93 per cent last month, mostly due to rise in onion and tomato prices, among other vegetables, with a rise up to 59.8 per cent. But onion was the highest at 178.19 per cent price rise.
Hon Madam, the Minister has said that he cannot control the prices and also restricted export of onions. My question is whether onion is being imported or brought from outside. What quantity of onions is being bought at what price and from which country?

Trinamool MPs from both Houses today protested near the Gandhi statue inside Parliament complex against the proposed Financial Resolution and Deposit Insurance (FRDI) Bill.
The MPs were carrying placards against the proposed Bill that would endanger the savings of common people in banks. They also chanted slogans and demanded immediate withdrawal of the draconian Bill.
Last week, Bengal Chief Minister Mamata Banerjee had written to the Union Finance Minister regarding the FRDI Bill. She wrote that the proposed bill would take away the savings of common people entrusted to banks. The common people are anguished at what the bill could do to ruin their lives through the activities of the proposed Financial Resolution Corporation, she added.

Trinamool Congress has decided to oppose the ‘draconian bill’ both inside and outside Parliament.
Mamata Banerjee wrote that the proposed bill would compromise the financial security and safety of common people on four counts: it would forcibly convert their deposits into equity shares of the bank; it could change the nature of the deposits from one class to another, leading to a change in interest rates or deposit tenures; it could impose a stay on the right to withdraw deposits before maturity; if the Centre wants, it can impose a moratorium on payment of interest and repayment of deposits.
In her 2-page letter, Mamata Banerjee said the bill would take away the savings of common people entrusted to banks. “The common people are anguished at what the bill could do to ruin their lives through the activities of the proposed Financial Resolution Corporation,” she added.
আর্থিক ক্ষেত্রের খসড়া বিলের বিরোধিতায় কেন্দ্রীয় অর্থমন্ত্রীকে চিঠি দিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। দেশের সাধারণ মানুষের স্বার্থে অবিলম্বে তা প্রত্যাহারের আর্জি জানালেন তিনি।
চিঠিতে ওই বিল নিয়ে সাধারণ মানুষের উদ্বেগের কথা তুলে ধরেছেন মুখ্যমন্ত্রী। লিখেছেন, ফিনান্সিয়াল রেজলিউশন অ্যান্ড ডিপোজিট ইনশিওরেন্স (এফআরডিআই) বিল শেষ পর্যন্ত আইন হলে, তা হবে গরিব ও মধ্যবিত্ত মানুষের আর্থিক সুরক্ষায় বড় ধাক্কা।
তাঁর যুক্তি, সে ক্ষেত্রে দেউলিয়া ঘোষণার মুখে দাঁড়ানো ব্যাঙ্কে গচ্ছিত টাকা ফেরত পাওয়ার বিষয়ে আর একশো শতাংশ নিশ্চিত থাকতে পারবেন না সাধারণ মানুষ। ফলে ব্যাঙ্কিং পরিষেবার উপর আমজনতার বিশ্বাস ভেঙে চুরমার হবে।

1. Bengal is back on the map. We are growing in every sector, whether it is GDP, ease of doing business, agriculture or industry. Despite a legacy of 34 years, we are moving ahead.
2. Historically, irrespective of which party is in power, the Centre has given priority to western Indian States. We are not begging. We want what is rightfully ours. On the one hand, there is a State with 47 ports while our request for permission to build two ports in Bengal is falling on deaf ears.
3. There is no cooperative federalism in the country now. It is ‘super emergency’ now. The Centre is telling industrialists not to invest in Bengal. Democracy is finished.
4. Industrialists are under threat. More than 12,000 farmers have died. The media is under the scanner and cannot raise its voice. In fact, a section of the Delhi-based media has become His Master’s Voice for the BJP.
5. I do not have any personal vendetta against anyone. It is our responsibility to collectively fight for issues concerning the people. We must work together for the greater interest.
6. The BJP has no chance in Bengal. They only have a propaganda machinery and sponsored social media. They believe in divide and rule. They incite riots because they cannot fight us politically.
7. When I am on the chair, I work for all. It is wrong to say there is appeasement of minorities in Bengal. It is a propaganda by the BJP and a section of the national media. I am proud of the people of Bengal. The festive season passed off peacefully without any untoward incident.
8. We inherited a huge legacy of debt from the Left. Yet, we doubled our GDP and revenue earnings. We are running so many social schemes despite the debt. I have personally met the Prime Minister and the Finance Minister for the restructuring of debt of not just Bengal but other States too.
9. Narendra Modi is behaving like Tughlaq. They listed three targets for demonetisation – recovering black money, stopping terrorist activities and bringing in transparency. They have failed on all three counts. Even GST was passed hurriedly. Amit Mitra’s voice was not heard in the GST Council.
10. They conducted elections in Bengal by imposing curfew and Section 144. In Gujarat, Central forces, state forces and various agencies are all working together.
11. I have not changed at all. Politics is not a piece of cloth that you change three times a day. I am always with the people. Their trust matters the most in a democracy.
12. Today, union ministers are busy in expanding their party in different States. There is no development. This government believes only in bhashan, not action. They gave funds towards flood relief to BJP-ruled States but Bengal did not receive a penny.
13. The Centre, with their MP from the region, played a dirty game in the Hills. A conspiracy was hatched based on a rumour. Now peace has returned to the Hills.
14. Our ideology has always been pro-people, come what may. We are ready to go to jail; we won’t do any ‘understanding’ with them (BJP).
15. In Bengal, the income of farmers has doubled in six years. We have given employment to 81 lakh people. More than 100 crore man-days have been created. Despite non-cooperation by the Centre, we are focussed on growth in infrastructure. Bengal will lead the country in future.
১. উন্নয়ন ও প্রগতির পথে এগোচ্ছে বাংলা। জিডিপি থেকে শুরু করে ease of doing business, শিল্প, কৃষি সবেতেই এগিয়ে বাংলা। গত ৫-৬ বছরে বাংলার অভূতপূর্ব উন্নতি হয়েছে।
২. রাজনৈতিক দল নির্বিশেষে কেন্দ্র পশ্চিম ভারতীয় রাজ্যগুলিকে প্রাধান্য দিয়েছে। আমরা কেউ ভিক্ষা চাইছি না। আমরা আমাদের অধিকার দাবি করছি। একটা রাজ্যে ৪৭ টি বন্দর রয়েছে আর আমরা ২ টি বন্দর গড়তে অনুমতি চাইছি, কিন্তু ওরা পাত্তাই দিচ্ছে না।
৩. দেশে এখন ‘সুপার এমারজেন্সি’ চলছে। কেন্দ্র শিল্পপতিদের বাংলায় বিনিয়োগ করতে বারণ করছে। দেশের গণতন্ত্র ধ্বংস হয়ে গেছে।
৪. শিল্পপতিদের ভয় দেখানো হচ্ছে। ১২০০০ এর বেশি কৃষক প্রাণ হারিয়েছে। সংবাদমাধ্যমও চাপের মধ্যে রয়েছে যাতে ওরা কথা বলতে না পারে। এমনকি, সংবাদমাধ্যমের একাংশ বিজেপির মুখপাত্রতে রূপান্তরিত হয়েছে।
৫. ব্যক্তিগতভাবে আমার কারো ওপর কোন রাগ নেই। মানুষের স্বার্থে আমাদের একসাথে কাজ করতে হবে। বৃহত্তর স্বার্থে আমাদের একজোট হতে হবে।
৬. বিজেপি বাংলায় কোন জায়গা করে নিতে পারবে না। ওরা শুধু সোশ্যাল মিডিয়ায় কুৎসা ও অপপ্রচার করে। ওরা বিভাজনের রাজনীতিতে বিশ্বাস করে। ওরা আমাদের সঙ্গে রাজনৈতিকভাবে লড়াই করতে পারে না তাই ওরা দাঙ্গা লাগায়।
৭. আমি যেহেতু মুখ্যমন্ত্রীর চেয়ারে বসি আমার দায়িত্ব সকলের জন্য কাজ করা। বাংলায় সংখ্যালঘুদের তোষণ করা হচ্ছে এটা ভুল ধারণা। এটা বিজেপি এবং সংবাদমাধ্যমের একটা অংশের অপপ্রচার। আমি বাংলার মানুষের জন্য গর্বিত। কোনও রকম অপ্রীতিকর ঘটনা ছাড়াই উত্সবের দিনগুলো শান্তিপূর্ণভাবে কেটেছে।
৮. বাম আমলের বিপুল ঋণের বোঝা আমাদের ওপর। তা সত্ত্বেও আমরা আমাদের জিডিপি ও রাজস্ব দ্বিগুন করেছি। বিপুল আর্থিক বোঝা থাকা সত্ত্বেও আমরা সব সামাজিক প্রকল্পগুলি চালু রেখেছি। আমি ব্যক্তিগতভাবে প্রধানমন্ত্রী ও অর্থমন্ত্রীর সঙ্গে দেখা করেছি এবং
শুধু বাংলা নয় অন্য রাজ্য গুলির বিপুল ঋণের বোঝা লাঘব করার কথা বলেছি।
৯. নরেন্দ্র মোদী মহম্মদ বিন তুঘলকের মতন আচরণ করছেন। নোট বাতিলের তিনটি উদ্দেশ্য ছিল – কালো টাকা ফেরত আনা, সন্ত্রাসী কার্যকলাপ বন্ধ এবং স্বচ্ছতা। সব ক্ষেত্রেই ওরা ব্যর্থ হয়েছে। এমনকি জি এস টি তাড়াহুড়ো করে পাশ করানো হয়েছে। জি এস টি কাউন্সিল বৈঠকে অমিত মিত্রর বক্তব্য কেউ শোনেনি।
১০. ওরা ১৪৪ ধারা জারি করে নির্বাচন করিয়েছে বাংলায়। গুজরাতে কেন্দ্রীয় বাহিনী, রাজ্যের বাহিনী এবং বিভিন্ন সংস্থাগুলি একসঙ্গে কাজ করছে।
১১. আমি একদমই বদলাইনি। রাজনৈতিক আদর্শ জামাকাপড়ের মত সকাল, বিকেল, সন্ধ্যে বদলানো যায় না। আমি মানুষের পাশে আছি। তাদের আস্থা জয় করাটাই আমার কর্তব্য।
১২. কেন্দ্রীয় মন্ত্রীরা উন্নয়নের কাজ না করে রাজ্যে রাজ্যে নিজেদের দলের বিস্তার করে বেড়াচ্ছেন। এই সরকার কাজ করে না, শুধু ভাষণ দেয়। ওরা বিজেপি শাসিত রাজ্যগুলিকে বন্যাট্রনের জন্য টাকা দিল, কিন্তু বাংলা কানাকড়িও পেল না।
১৩. পাহাড়ে কেন্দ্র, ও তাদের ওখানকার সাংসদ, নোংরা রাজনীতি করেছে। গুজব রটিয়ে পাহাড়ে আগুন লাগানোর চক্রান্ত হয়েছে। এখন পাহাড়ে শান্তি ফিরে এসেছে।
১৪. মানুষের পক্ষে থাকাটাই আমাদের আদর্শ। আমরা জেলে যেতেও প্রস্তুত কিন্তু ওদের সাথে কোনও আপস করব না।
১৫. গত ছয় বছরে বাংলার কৃষকদের যায় দ্বিগুন হয়েছে। আমরা ৮১ লক্ষ কর্মসংস্থান করেছি। ১০০ কোটি শ্রমদিবস সৃষ্টি করা হয়েছে বাংলায় আমাদের আমলে। কেন্দ্রের চরম অসহযোগিতা সত্ত্বেও আমরা পরিকাঠামো উন্নয়নে জোর দিচ্ছি। আগামী দিনে বাংলাই দেশ কে পথ দেখাবে।
A state-wide protest was organised today by the Trinamool Congress against the politics of negativity being carried on by the BJP, including causing riots and indulging in destructive activities.
Kolkata as well as the major towns and cities across Bengal saw huge protest marches, led by senior party leaders. In Kolkata, leaders like Partha Chatterjee, Subrata Mukherjee and others led protests at multiple locations in Kolkata like Behala, Gariahat, Hazra, etc.
At Behala, Partha Chatterjee addressed the crowd of marchers. He said that these protests are the people’s way of expressing their disgust for the way the BJP has been trying to create trouble in Bengal.
He said that Trinamool has information that the BJP is trying to create trouble in the Hills. The things their leaders are saying and doing shows that they do not want to abide by the Constitution. The way they are trying to support the GJM proves that. The people of Bengal have rejected Bimal Gurung as well as BJP. Partha Chatterjee said that Bimal Gurung needs to be arrested immediately.
“Let them (BJP) start a democratic protest against us, and we will counter that. But the way Mamata Banerjee’s image is being insulted in the most malicious manner, is not expected. We will give our lives but will not allow any disrespect to Mamata Banerjee.”
He further said that BJP may want to turn to violence, but Trinamool wants to point towards the development it has brought to Bengal.
“Today, we have been forced to bring out this protest march. Day after they, they have been threatening us with dire consequences. But then that is the only thing they can do. Neither do they have the support of the people nor any message of development. They are marching with tridents (trishul), swords and other weapons.”
“We led a long, hard democratic movement to remove a 34-year-old government from power, and we are continuing to work in a democratic manner, abiding by the rule of law. Hence, I want to congratulate everyone who has joined this protest today on behalf of Mamata Banerjee.”
“They brought anti-people measures like demonetisation. They did not pay heed to the problems pointed out by us before implementing GST. We had predicted that the country’s economy would be hampered badly because of demonetisation, and we have been proved true.”
“That BJP is a violent party has been proved over time; their mask of civility has been torn apart. It was proved again by yesterday’s incidents in Kolkata what kind of party it is.”
He ended by saying that Trinamool Congress was, is and will continue to be with the people of Bengal, who have given a huge thumbs-up to Mamata Banerjee’s message of growth and development.

বেহালায় পার্থ চট্টোপাধ্যায় মিছিলে অংশ নেওয়া মানুষদের উদ্দেশ্যে ভাষণ দেন। তিনি বলেন, “বিজেপি কোনও কোনও অংশে সাম্প্রদায়িক বিষ ছড়াচ্ছে। গুরুংকে প্রত্যাখান করেছে বাংলার মানুষ, পাহাড়ে গিয়ে গুরুঙ্গের সঙ্গে কথা বলছে। যে গুরুংকে রাষ্ট্রদোহিতার আইনে খোঁজা হচ্ছে। এমপি যিনি দার্জিলিং থেকে জিতেছেন, গুরুংদের ভরসায় তিনি যে ধরনের কথা বলছেন, তাঁকে ও গুরুংকে আলাদা করা যায় না। যিনি সংবিধানের শপথ নিয়েছেন, তিনি সংবিধানকে লঙ্ঘিত করছেন। গণতান্ত্রিক ভাবে মমতা বন্দ্যোপাধ্যায়ের বিরুদ্ধে আন্দোলন করুক, কিন্তু যে কায়দায় মমতা বন্দ্যোপাধ্যায়ের ছবিকে বিকৃত করা হচ্ছে, অসম্মান জানানো হচ্ছে, আমাদের ব্লকের সভাপতি তার জবাব দেবেন। আমরা সরাসরি নরেন্দ্র মোদী ও অমিত শাহ’কে জানিয়ে দিতে চাই, ঘাস ফুলকে কাটবেন না, যতই কাটে তৃণমূল ততই বাড়ে। যেখানে মমতা বন্দ্যোপাধ্যায়ের অসম্মান হবে, আমরা প্রাণ দোবো জান দোবো, তবু পদ্মফুলে ছাপ দিয়ে ডেকে আনবো না কুমিরকে। এরা আগুন লাগাতে চায়, আমরা গণতান্ত্রিক ভাবে লড়তে চাই। এরা বোমা ছুঁড়ে ক্ষমতা দখল করতে চায়, আমরা উন্নয়ন দেখিয়ে মানুষের মন জয় করতে চাই।”
তিনি আরও বলেন, “যখন উন্নয়নের বাণী নেই, তখন অস্ত্র নিয়ে রাজনীতি করার চেষ্টা করছে। ৩৪বছরের অপশাসনকে অপসারিত করে বাংলার মানুষ মমতা বন্দ্যোপাধ্যায়কে মুখ্যমন্ত্রী করেছেন। সংবিধান মেনে রাজ্যের হাতে যে ক্ষমতা আছে, আমরা তার মধ্যে থেকেই কাজ করতে চাইছি। যারা গণ্ডগোল করছেন, তাদের বলতে চাই বাংলার মাটি দুর্জয় ঘাঁটি। আজ আমরা শুধু এই প্রতিবাদে পথে নামলাম। জিএসটি-তে আমাদের কথা শোনা হচ্ছে না, নোটবন্দিতে বলেছিলাম আর্থিক অবস্থা খারাপ হবে, আজ তা খারাপ হয়েছে। বিজেপি যে গুণ্ডাবাজ, দাঙ্গাবাজ আজ সেই মুখোশ খুলে পড়েছে। আমরা উন্নয়নের মাধ্যমে বাংলার মানুষের সাথে আছি।”
‘Atithi Bandhu’ or ‘Friend of Guest’ – around 200 students studying Hospitality and Tourism Management courses in Kolkata have been trained to act as such during the days of the FIFA Under-17 World Cup in Kolkata. Ten matches, including the final would be played in the city.
They would be guides to some of the approximately 3,000 foreign tourists expected to be in the city daily during the duration of the World Cup. This number is expected to become 10,000 per day around the days of the final.
The Bengal Tourism Department is involved in getting these students trained in Spanish, Portuguese and German – languages other than English which are expected to be the mother tongues of most of the foreign tourists – at the Ramakrishna Mission Institute of Culture, as well as giving them other necessary training to turn them into effective tourist guides.
Kolkata is one of the favourite cities with foreign tourists and the grand sporting occasion is expected to act as a major boost to the number. Be it Victoria Memorial, India Museum, Kalighat Temple or the other historical and cultural sites of Kolkata, or the places linked to the lives of Mother Teresa, Rabindranath Tagore and Satyajit Ray – the three most-recognised personalities from the City of Joy – these ‘Atithi Bandhus’ or ‘Friends of Guests’ would be the ideal people to interpret the significance of these places and guide tourists through them.

This is not a one-off project though. The State Government, through the Tourism Department, is going to make ‘Atithi Bandhu’ an ever-continuing project, for foreign tourists arrive in Kolkata throughout the year; and Christmas is the next big occasion.

রাজ্যের নতুন অস্ত্র— ‘অতিথি-বন্ধু’। এরা আসলে হসপিটালিটি এবং ট্যুরিজম ম্যানেজমেন্টের বাছাই করা শ’দুয়েক পড়ুয়া। যাদের তৈরি করা হয়েছে বিশেষ প্রশিক্ষণ দিয়ে। ‘অতিথি-বন্ধুরা বিদেশি পর্যটকদের নিয়ে যাবেন তাঁদের পছন্দসই সাবেক কলকাতার নানা জায়গায়।

‘Rising Bengal’ is a very interesting concept. When I was told the name of the event, I felt ‘rising’ means ‘let us stand on our own feet and fight our battle’.
When I was the Railway Minister, I was asked why I do not raise the railway fares. I always maintained I have to take all sections of the society along – all castes, creeds, communities. So, as the Chief Minister, I have to do a ‘balancing act’. I have to balance industry with agriculture. I have to take care of the poor as well as industry. I have to take care of everyone
After 34 years of Left Front rule, we inherited a huge debt burden of Rs 1.78 lakh crore. Currently, we are reeling under the effects of demonetisation and GST.
The GDP of the country has come down from 8% (2015-16) to 7.8 % (2016-17). The GVA growth of the country came down from 8.7% in 2015-16 to 5.6%, during the last quarter of 2016-17. The GVA growth of industry during the fourth quarter of 2015-16 was 10.3% while that during the corresponding period of 2016-17 came down to 3.1%. Employment generation during 2011-13 was 12.8 lakh while during 2014-16 it came down to 6.4 lakh. Bank credit growth during 2015-16 was 10.3% while during 2016-17 it was only 5.1%.
If you compare the figures for India and West Bengal, the GVA growth for India was 7.3% while for Bengal it was 12.12%, the corresponding figures for growth in agriculture were 1.1% and 5.55%, in industry were 7.3% and 10.59%, and in the service sector were 9.2% and 13.99%, respectively. The growth for Index of Industrial Production (IIP) during 2011-12 was 0.94% while during 2016-17 it was 5.59%. The growth of Index of Industrial Production (IIP) general for Bengal in 2011-12 was 2.14% while during 2016-17 was 7.27%.
Despite the huge financial burden, we have excelled in the parameters of development, in the social parameters. Kanyashree is not like Beti Bachao, Beti Padhao, for which you have budgetary allocation of only Rs 100 crore for 29 States and 7 UTs, while for Kanyashree we have spent over Rs 5,000 crore. That is why we have received the UN Public Service Award. It is a real grassroots programme. As a result, institutional delivery in Bengal has increased hugely, the girl child dropout rate has been reduced and child marriage has been stopped.
The physical infrastructure growth in Bengal is 5.5% more than that in India, agriculture and allied sector growth is 3.5% more, even service sector growth is more than that of India’s. The per capita income of Bengal has doubled from approximately Rs 69,000 to approximately Rs 1.3 lakh in six years.
We have the advantage of social development, of land bank and land map, and of human capital. We have various social development projects. We have a roadmap for development.
We have to work for socially and economically-backward classes, the poor, the downtrodden and the minorities.
Investments in social and human capital are very important – they will give you adequate returns in the future, they will be the growth of the future. For example, the girl child will participate in the small and medium-scale industry.
Let us nurture our young generation and our girl children, and the weaker sections as well. The young are the future of the country, they are the assets of the country. Our asset is our human capital. Bengal is number one in human capital. We have got the first prize in skill development for four years. With respect to small scale industry and bank lending, Bengal is first. For five years continuously, we have got the first prize in agriculture. We have got awards for e-governance, e-tendering, e-processing and digitisation. We don’t speak much but work silently, and we have got the results. I believe that speech is silver while silence is golden. Talk less, work more – that is our motto and our vision. Thank you very much.

৩৪ বছরের বাম শাসনের পর আমাদের মাথায় ১.৭৮ লক্ষ কোটি টাকার অর্থনৈতিক বোঝা এসে পড়ে। আমরা এখন নোটবাতিল ও জিএসটি’র প্রকোপের মধ্যে রয়েছি।
২০১৫-১৬ সালের দেশের জিডিপি ছিল ৮ শতাংশ যা ২০১৬-১৭ সালে নেমে ৭.৮ শতাংশ হয়েছে। জিভিএ গ্রোথ ২০১৫-১৬ সালের ৮.৭ শতাংশের তুলনায় ২০১৬-১৭ তে ৫.৬ শতাংশতে নেমেছে। বছরের শেষ চতুর্থাংশে ২০১৫-১৬ সালে জিভিএ ছিল ১০.৩% যা ২০১৬-১৭ সালে হয় ৩.১%। কর্মসংস্থান ২০১১-১৩ সালে ছিল ১২.৮ লক্ষ যা ২০১৪-১৬ সালে কমে হয় ৬.৪ লক্ষ। ব্যাঙ্ক ক্রেডিট গ্রোথ ২০১৫-১৬ সালে ছিল ১০.৩% যা ২০১৬-১৭ তে কমে হয় ৫.১%।
সারা ভারতের সঙ্গে বাংলার জিভিএ তুলনা করলে দেখা যাবে ভারতের জিভিএ গ্রোথ ছিল ৭.৩% সেখানে বাংলার ১২.২%। কৃষিতে ভারতের গ্রোথ ১.১% সেখানে বাংলার ৫.১%। শিল্পতে গ্রোথ ভারতের ৭.৩% ও বাংলার ১০.৫৯%। আইআইপি-তে বাংলার ২০১১-১২ সালে ছিল ২.১৪% যা ২০১৬-১৭ তে বেড়ে হয়েছে ৭.২৭%।
এই অর্থনৈতিক বোঝা নিয়েও আমরা সকল মাপকাঠিতে এগিয়ে চলেছি। কন্যাশ্রী বেটি বাঁচাও বেটি পড়াও প্রকল্পের মত না। বেটি বাঁচাও বেটি পড়াও প্রকল্পে ২৯ টি রাজ্য ও ৭ টি কেন্দ্র শাসিত অঞ্চলের জন্য বরাদ্দ করা হয়েছে ১০০ কোটি টাকা। যেখানে কন্যাশ্রী প্রকল্পে আমরা ব্যয় করেছি ৫০০০ কোটি টাকা। সেই জন্য আমরা রাষ্ট্রসংঘের থেকে পুরস্কৃত হয়েছি। ইন্সটিটউস্যনাল ডেলিভারি বেড়েছে রাজ্যে। স্কুলছুটের হার ও বাল্য বিবাহ কমেছে উল্লেখযোগ্য ভাবে।
পরিকাঠামো উন্নয়নে রাজ্য ৫.৫% এগিয়ে দেশের তুলনায়। কৃষি ও সংলগ্ন ক্ষেত্রে ৩.৫% এগিয়ে, সার্ভিস সেক্টরেও অনেক এগিয়ে। মাথা পিছু আয় গত ৬ বছরে বেড়ে প্রায় দ্বিগুন হয়েছে ৬৯,০০০ টাকা থেকে ১ লক্ষ ৩০ হাজার টাকা।
আমাদের জমি’র ব্যাঙ্ক আছে, জমি’র ম্যাপ আছে। সামাজিক উন্নয়ণের অনেক প্রকল্প আছে। আমাদের উন্নয়নের একটি সঠিক দিশা আছে।
সমাজের পিছিয়ে পড়া ও সংখ্যালঘু মানুষদের জন্য আমাদের কাজ করতে হবে। সমাজের কন্যা সন্তান, আগামী প্রজন্মকে রক্ষা করতে হবে। সমাজের দুর্বল অংশকে শক্তিশালী করতে হবে। মানুষই আমাদের সম্পদ। স্কিল ডেভেলপমেন্টে আমরা পরপর ৪বছর পুরস্কার পেয়েছি। ই-গভেরনেন্সে, ই-টেন্ডারিং, ই-প্রসেসিং,ডিজিটালাইজেসন এও আমরা পুরস্কৃত হয়েছি। কৃষিতে আমরা পর পর পাঁচ বছর পুরস্কার পেয়েছি। কথা কম কাজ বেশী-এটাই আমাদের মন্ত্র।

Sir, Rule 74 states, when a Bill is introduced or on some subsequent occasion, the member in charge may make one of the following motions in regard to one’s own Bill, namely:—
(i) that it be taken into consideration; or
(ii) that it be referred to a Select Committee of the House; or
(iii) that it be referred to a Joint Committee of the Houses with the concurrence of the Council; or
(iv) that it be circulated for the purpose of eliciting opinion thereon:
Provided that no such motion as is referred to in clause (iii) shall be made with reference to a Bill 4[if it contains only provisions dealing with all or any of the matters specified in sub-clauses (a) to (g) of clause (1) of article 110 of the Constitution]:
Provided further that no such motion shall be made until after copies of the Bill have been made available for the use of members, and that any member may object to any such motion being made unless copies of the Bill have been so made available for two days before the day on which the motion is made and such objection shall prevail, unless the Speaker allows the motion to be made.
Here the Minister is referring to a Joint Select Committee under Rule 74(iii). My colleague had explained in detail as to how the whole principal of Standing Committee’s is being circumvented, superseded, bypassed by the Government in its quest to get majority in both Houses.
The same thing actually happened in the case of Insolvency and Bankruptcy Code. I remember when that Bill was brought in Lok Sabha I objected saying that it should not be passed. Then the Government felt that it would not get a majority in the Rajya Sabha. So they sent it to a Joint Select Committee, the fear being that it will not be passed in Rajya sabha. If the Joint Select Committee presents a report, then both Houses get morally bound by it.
Now in the whole process we are weakening the foundation of the Standing Committee system. Normally the practice is that, any legislation concerning any ministry, any department is automatically referred to a Standing Committee, unless it is a small amendment or an inconsequential amendment. Any Bill of a substantial nature is referred to the Standing Committee. As my esteemed colleague Bhartruhari Mahtab has so eloquently stated, that process should not be given a go by.
We have no complaint about the personnel of the Bill because we ourselves are members of both the Committees. We are conscious of the power of the Standing Committee. We have a Finance Committee headed by Veerappa Moily who has given important reports on most of the matters. Why should that Standing Committee be bypassed, be insulted, be overridden by the Government’s desire to bring a Bill?
And then look out how the Bills are coming. On the last but one day, you are bringing a Bill and then a Motion without any scope of discussion. Like, in the earlier Bill, our esteemed colleague NK Premachandran spoke eloquently on how he had no time to study the Bill so that proper opposition to introduction can be made.
You are sitting in the Chair, Sir, and you have long parliamentary experience. Please see that the niceties of parliamentary behaviour are maintained by the Government. If the Chair does not protect us, who will protect the House? Who will protect the Constitution? Who will protect the Rules?
That is why, we seek refuge in your infinite powers from the Chair to support us.

Sir, I would like to record my dissent about the way the Bill is being discussed today and possibly in the past too. Everyday in the media, it is said that parliamentarians are not serious, they do not want to discuss Bills, etc. But we want to discuss. This Parliament is essentially made for legislation, and not for functions, ceremonies, etc. With this note, I would like to speak on this Bill.
First of all, the objective of this Bill in one line: It seeks to authorise the Reserve Bank of India to issue directions to any banking company or, companies, to effectively use the provisions of the Insolvency and Bankruptcy Code for the timely resolution of stressed assets. Here, I have a doubt – whether at all there will be time-bound results after imposition of this Financial Bankruptcy Code.
It is true that the NPA has grown alarmingly in recent years. As per the estimates in March 2017, the gross operating profit of the 21 PSU banks taken together stood at Rs 1,50, 240, but the net profit was only Rs 574 crore; whereas the gross NPAs of these PSU banks is Rs 6,05,991 crore. This is highly alarming, there is no doubt about it.
But the question is, whether there would be any impact of the Insolvency and Bankruptcy Code. So far, the results have come up short of being achieved in a time-bound manner and am constrained to say that no, this objective cannot be achieved. Due to the lack of time, I cannot go through the each and every provision of this Bill. But the Bill has essentially created enormous scope for more and more, and unending litigations.
I am giving one example. Recently the Government advised the RBI to initiate proceedings under the Insolvency and Bankruptcy Code against 12 defaulting account holders, and one such defaulting account-holder has got attested from the High Court and all proceedings against the entity have been stayed; for years together this will continue. In this way, each and every big fish has eaten up public money from the banks.
Now, there are 550 large NPA accounts, not 12. Naresh ji told us about 12; it is, maybe, 25 per cent of the total NPA but there are 550, according to the estimates of the RBI, as it appeared in newspapers. Hence, according to me the, amendments will help the big fishes who have eaten our public money rather than help in the recovery of valuable assets of the people of India.
As per RBI guidelines, criminal proceedings can be drawn against wilful defaulters. There are circulars, master circulars of RBI, there are a number of circulars whereby the RBI has directed banks to initiate criminal proceedings. I would request, through you, the Hon. Finance Minister, to inform this House about how many criminal proceedings have/had been initiated against those big fishes so far. This House wants to know, because the Hon. Finance Minister is also on record saying that criminal proceedings will be drawn against those defaulting – those who have committed a fraud, those who have siphoned off money through loans. If at all, how many criminal procedures have been initiated? Why is the Government shying away from naming those people?
The Government has pleaded before the apex court that, please for God’s sake, don’t reveal the identities of those people. Why this double standard? Can the Government place before the House, why has it not initiated any move to amend the archaic RBI Act of 1934 and the archaic Banking Regulation Act of 1949, whereby some draconian provisions have been made, enabling the RBI and the banks from disclosing or parting with any commercial information? The time has come for the Government to make a move to amend those archaic provisions, those draconian provisions of the archaic Acts? This is my demand before this Government, through you.
Now I’m giving you other examples: there are not only 12, but other defaulters that the RBI did not name, that the media has speculated about – 15 to 16 names, including Essar, Bhushan, Lanko, Videocon, Punj Lloyd, Electrosteel Steels, Aban Holdings, ABG Shipyards, Monnet Ispat, and other notorious names. Among them, one has run away, not Mallya, but another gentleman who has run away from this country, and he has taken the citizenship of St Kitts; and with St Kitts, the Indian Government has no extradition treaty, and so it cannot bring him back to this country and produce him before a court. So this is what is happening. This is why I say that this Amendment will do nothing. It will come with a big zero – with zero results, and that is why I oppose this Bill in its entirety.

Thank you Madam. I thank the Home Minister for the detailed statement given by him. Although I am a little intrigued why the Home Minister should reply to a debate on floods during the Calling Attention Motion. This year, 24 States have been affected by floods, the most-affected being Gujarat, Assam, Rajasthan and Bengal.
One thing that has been pointed out by the CAG is that India’s flood forecast capability is a washout. We have not been able to forecast floods at all. Now I go to the statement in detail. Before that I may mention that in the whole country, the maximum number of people killed is in Gujarat – 229. Bengal is second at 149, Maharashtra, third at 105, and Assam, fourth at 84. About crops washed away, Gujarat is at the top, over an area of 8.91 lakh acres; Rajasthan is second at 8.34 and Bengal is third at 4.23.
I want to bring to the notice of the House that there has been rainfall in all parts of the country but in Bengal it is totally a man-made flood. It has happened in six districts of Bengal due to the release of water from the barrages of Damodar Valley Corporation (DVC), which is under the Central Government. The State Government has repeatedly appealed to the DVC to desilt its reservoirs in Tilaiya, Maithon and Panchet, but it has done nothing about the matter.
When the heavy rainfall started, Bengal had repeatedly appealed to the DVC to not to release water. The Chief Minister herself spoke to the DVC authorities and requested them not to release all the water at one go; but they still released the water. As a result, six districts of Bengal are badly flooded. And as I told you 129 people have died and 4.23 lakh acres of crops have been washed away. You would be surprised, Madam, that the maximum number of houses destroyed is in Bengal – 1,43,000 – as compared to 26,000 in Assam.
The Prime Minister visited Gujarat, which is all right; it is his home State which is badly affected. He also visited Assam, which is run by the ruling party. It is a good thing. The Ministers of State visited Assam and Arunachal Pradesh but none of the big honchos from the Central Government visited our unfortunate State of Bengal. While the Prime Minister announced a rehabilitation package for Gujarat, Assam and the north-eastern States, no package has been announced for Bengal till date. We feel unfortunate, left out, and we wonder in our minds whether we have been the victims of political discrimination.
My question to the Honourable Minister is direct:
A. Will the Union Government take proper steps for desilting the dams of Damodar Valley Corporation and also control the release of water from dams and barrages which are controlled by the Central Government’s Damodar Valley Corporation?
B. Will the Union Government announce any package for Bengal for relief and rehabilitation, and for recovery and restoration of embankments that are being washed away?
Our Chief Minister met Rajnath Singh ji the other day; she wanted to meet the Prime Minister but that day the Prime Minister was visiting Gujarat. I hope that Bengal will get relief from the Central Government and not feel politically discriminated against.
