Trinamool MP’s speech in Parliament receives praise from all quarters

Twitter broke into thunderous applause for Trinamool MP from Jadavpur, Sugata Bose, and praises poured in from all quarters after his eloquent and hard-hitting intervention on the issue of recent incidents at universities.

While some users praised Trinamool for fielding Sugata Bose for the debate, others praised the oratory skills of the Harvard professor and thanked him for taking the debate to the next level.

What he said

Speaking on the subject, Sugata Bose condemned the government heartless reaction to the death of Dalit research scholar Rohith Vemula in Hyderabad. “Rohith Vemula left us a poignant message when he chose to leave this world. Rohith is not dead, he lives in the heaven above like a star,” he said.

Accusing the government of living under the impression that it has a monopoly over nationalism, the Trinamool MP went on to say, “The idea of India is not so brittle as to crumble at the echo of a few slogans.” In contrast to the Central government, West Bengal government knew how to defuse tension in Jadavpur University and not overreact, he added.

The Jadavpur MP contended that students freedom to think, speak, make mistakes & learn from them. He condemned the vigilantism of self-appointed custodians and urged the government to end the witch-hunt for anti-nationals and scapegoating of university students.

Here are some reactions from Twitter to Sugata Bose’s speech:

TMC shows solidarity with students protesting against intolerance in Hyderabad

Trinamool Congress today expressed solidarity with the students of University of Hyderabad, who are currently on a protest demanding justice for Rohith Vemula, a Dalit student who committed suicide after being expelled for his caste.

Leader of the party in Rajya Sabha, Derek O’Brien and Lok Sabha MP Pratima Mondal arrived in Hyderabad yesterday to meet the students. Addressing the students at the university campus this morning, Derek said,“I salute the students of the University of Hyderabad. We support what you are doing,”

“This is a students’ movement, we will not allow anyone to hijack the issue,” he added.

Responding to allegations of politicisation of Rohith’s death, Derek commented, “If showing solidarity with students is a political act, so be it. If supporting a students’ movement is politicisation, so be it. If demanding justice for Rohith is politicisation, so be it.”

The MP said that even though the Parliament is not in session, Parliamentarians will come to visit the students. “Yesterday a political party visited you. Today we are here. Tomorrow the Chief Minister of Delhi will visit you. Then the JD(U) will also send representatives.”

He solemnly promised to not let this incident be erased from the collective memory of the nation. “Rohith, if you are watching, we will continue to fight on your behalf. We need more Rohiths in the fight against intolerance,” Derek said.

Rise above politics to discuss Juvenile Justice Bill: Trinamool

Trinamool Congress successfully raised the issue of long-pending Juvenile Justice Bill through a Notice for Suspension of Rules under Rule 267 in Rajya Sabha today.

Leader of the party in Rajya Sabha, Derek O’Brien said that it is incumbent upon the House to rise above politics and reflect on what is going on outside. “The House cannot remain insulated. The House must reflect the will of the people,” he said.

“Instead of debate and discussion, we are wasting time in agitation. The Govt has listed several other bills (Commercial Courts, Arbitration) – all corporate in nature. All Bills are important but this Bill is more important,” he added.

“We have only three days to go. The country is watching us. Juvenile Justice Bill must be put on the agenda,” Derek said.

Trinamool Congress wants that the Bill Bill should be discussed thread bare over next three days and passed with necessary amendments.

TMC MP Kakoli Ghosh Dastidar introduces Bill for Transgender Welfare in LS

Months after the Rajya Sabha, in a rare move, voted in favour of a private member’s bill guaranteeing rights to transgenders, the Lok Sabha today took up a similar private member’s bill, moved by Trinamool MP Kakoli Ghosh Dastidar.

The Transgender Persons (Welfare) Bill 2015 calls for a Transgender Persons Welfare Fund administered by a board with representation from state governments that will provide social security to transgender persons. It proposes that every transgender person will be entitled to freely express his/her gender identity and be considered a third gender, and that they will have access to education and vocational training; the rights to personal liberty, dignity, freedom of expression; rights against violence, right to health facilities and also the right to marry.

Talking about her Bill, Ghosh Dastidar said, “It is high time that we recognised the needs of these special kinds of people. Since Parliament is the place where we can legislate for providing for all their requirements and guaranteeing them their rights, I brought this bill. West Bengal is among the first states in the country that, as far as my knowledge goes, recognised their needs and set up a transgender board to ensure those rights.”

Nadimul Haque speaks on India-Nepal relations

Sir, the new Constitution of Nepal promises an era peace and progress in a democratic and federal structure. However, the Madhesis and the Tharus, residents of Terai region, have been protesting to the provisions of the Constitution related to political representation, citizenship and inclusion.

Sir, while we cannot ignore our centuries-old relationship with Nepal, we must also consider the fact that Madhesis and Tharus have social, cultural and religious links with Indians living across the border. The interim Constitution of Nepal of 2007 provided for proportionate representation of Madhesis and other such groups in the state organs. But the present Constitution does not provide such options.

The present Constitutions says that only citizens by descent will be eligible to hold public offices like President, Prime Minister, Chief Justice, Chief Secretary etc. This clause may have a discriminatory effect on Madhesis, many of whom have acquired citizenship by naturalisation.

Citizenship by naturalisation is mainly acquired by those who are born to a Nepali parent and a foreigner. Typically, Madhesis tend to marry people from the Indo-Nepal border. As my colleague was saying that ‘roti-beti ka rishta hai’.

Sir, in demarcating the seven provincial boundaries, their Constitution has merged 12 out of the 20 districts of the Terai region with various Hill provinces. The Madhesis and Tharus are arguing that this would allow the Hill districts to dominate in the provinces and deprive them of resources.

Sir, in light of this issue, India expressed concerns after the protests in October, 2015. Also at United Nations Human Rights Council, in November, 2015, India had recommended that the Government of Nepal should accommodate all sections of Nepal in the Constitution building process.

It is pertinent to mention that before raising emerging issues of Indo-Nepal relations in an international forum, it would have been better for our government to continue the process of dialogue with Government of Nepal, keeping in mind the long-standing, friendly bilateral relations between the two countries; even China has started fishing in troubled waters.

Sir, India and Nepal have arguments with regard to trade and commerce, sharing of river waters, energy cooperation, investment protection etc India has also exported petroleum products, motor vehicles, spare parts etc to the tune of around Rs 28000 crore whereas it has imported polyester yarns, textiles, jutes and other products for around Rs 4000 crore in 2014-15. It is therefore a mutual interest that both countries should explore all means to resolve the contentious issues; the sooner it is done the better it would be better for both the countries.

Sir, Nepal shares its borders with five Indian states. These are West Bengal, Sikkim, Bihar, Uttar Pradesh and Uttarakhand. Bengal shares its border with three countries. These are Bangladesh, Bhutan and Nepal. Sir, on a side note it has to be noted that this is a very sensitive area and any cut in state funding is also affecting police modernisation in this area. But I am coming back to the larger issue, Sir.

There are large numbers of people of Nepalese origin who reside both permanently and temporarily in India, particularly in these five states in a conducive atmosphere of amity and fraternity. The Madhesis in Nepal are our brothers and we should have a duty towards them.

In this background, we welcome the meeting between our Minister of External Affairs with the Deputy Prime Minister and Foreign Minister of Nepal recently where discussion were held on 4 key issues concerning:

  1. Constituency de-limitation
  2. Political representation
  3. Citizenship
  4. Demarcation of provinces

Sir, my party sincerely hopes and believes that considering the warmth exuded by the Indian Government during the April, 2015 earthquake in Nepal, a similar gesture would be extended by the Government of Nepal for betterment of relations with India.

Sir, I rest my case.

Why rope in ex-CJIs as Governor: Trinamool Congress in Parliament

Trinamool Congress MP Kalyan Banerjee on Friday urged the government to stop the practice of offering governorship to retiring Chief Justices of India and accommodating top bureaucrats in institutional positions.

“It is extremely unfortunate that an ex-Chief Justice of India of this country has been offered governorship in one of the states. This should not have been done,“ Mr Banerjee said pointing to the appointment of former CJI P Sathasivam as the governor of Kerala by the NDA government.

Participating in a debate on high court and the Supreme Court Judges (Salaries and Conditions of Service) Amendment Bill in the Lok Sabha, the Trinamool MP said the government should instead consider raising the retirement benefits of judges so that they don’t have the lure of post-retirement `accommodation’.

“I will request the law minister to increase the salary and pension of the judges if required. But make a law that after their retirement, the judges will not be accommodated in any position,“ Mr Banerjee said, adding that the proposed law should equally apply to bureaucrats and police officers. “What did he (the CJ) say o the prime minister at that point of time?“ Mr Banerjee continued.

He then quoted Justice Chakravorty has having said, “Do not make this offer to any judge. If you make such offers o judges, then the judges in his country will start thinking that if they deliver some judgment in favour of the ruling party , they may be appointed as governor.”

Trinamool calls for preserving the spirit of Constitution in Parliament

Trinamool Congress today called for preserving the spirit of the Constitution of India in the Parliament. Through their passionate speeches in Lok Sabha and Rajya Sabha respectively, Kalyan Banerjee and Sukhendu Sekhar Roy paid rich tributes to the chief architect of the Constitution, Dr BR Ambedkar.

In his speech, Kalyan Banerjee advised the Centre not to play the ‘Big Brother’ and treat the States as junior. Making a strong case for federalism, he said, “Funding for a large number of centrally-sponsored schemes, without consulting state govt, have been delinked. States were not taken into confidence before imposing Swachh Bharat cess. It is a burden on people and against federal structure.”

He also said that secularism means equality of all religions. It has been given a place of pride in the Constitution.

“Mother Teresa said “God has not called me to be successful but faithful”. After 65 years we must assess how much faithful to Const we are,” Kalyan Banerjee submitted.

In the Upper House of the Parliament, Sukhendu Sekhar Roy quoted Tagore’s verses to drive home the point about fulfilling the spirit of Constitution.

“Authority has been given by Constitution framers not to misuse them but to serve the nation. All forms of authoritarianism must be avoided,” he said.

Speaking on federalism, he said, “If govt is serious about cooperative federalism, it must implement the Punchi Commission report.” He also highlighted the rising instances of intolerance in the country.

Quoting the President of India on rising intolerance in the country, SS Roy called for introspection why the first citizen of the country was compelled to make such a statement.

“If we wish to preserve the Constitution, let us resolve let us not be turdy in recognition of the evils that lie in our path,” he added.

On the issue of secularism, Dr Roy quoted Babasaheb Ambedkar: “State is neither religious not anti-religious. It is totally detached from religion”.

Incidentally, the West Bengal Government has decided to observe 30 December as ‘Ambedkar Diwas’.
