Over the last six-and-a-half years, the Trinamool Congress Government has undertaken large-scale developmental activities in Purba Medinipur.

Health and Family Welfare

Multi/Super-speciality hospitals: 3 set up in Nandigram, Panskura and Egra

Fair-price medicine shops: 5 set up at Purba Medinipur District Hospital, Tamluk, Digha Subdivisional Hospital, and at hospitals in Contai, Egra and Haldia; buying from these fair-price shops has resulted in more than 9.31 lakh people getting discounts of more than Rs 20.9 crore

Fair-price diagnostic centres: 2 set up at Tamluk District Hospital
SNSU: 20 sick newborn stabilisation units set up in Digha, Haldia, Mugberia, Gonora, Janubasan, Nandigram, Moyna, Bararankua, Riyapara, Anantapur, Basulia, Sillaberia, Uttar Mechogram, Basantia, Bhagwanpur, Kamarda, Gangadharpur, Khejurberia, Erashal and Paikpari

SNCU: 2 sick newborn care units set up at Tamluk and Egra hospitals

CCU/HDU: 6 critical care units and high-dependency units set up at Tamluk, Contai, Haldia, Nandigram, Egra and Digha hospitals
Hospital beds: Number beds at Contai Subdivisional Hospital increased from 200 to 300

Swasthya Sathi: More than 1.93 lakh people enrolled

College: 3 government colleges set up – Shahid Matangini Hazra Women’s College, Tamluk and Swarnamayee Jogendranath College – and a college in Shyamsundarpur

Utkarsh Bangla: More than 82,000 youths being given skills training

Land Reforms, Agriculture and Animal Resources Development

Nijo Griha Nijo Bhumi: About 9,000 landless families handed over patta, and about 4,000 agricultural and forest land patta handed over

Kisan Credit Cards: Almost 95% of eligible farmer families given KCCs

Kisan Mandi: 6 set up in Panskura-1, Bhagwanpur-1, Patashpur-1, Deshapran (formerly Contai-2) and Egra-1 blocks and in Nandigram
Hatchlings distributed: More than 24.58 lakh chicken and duck hatchlings distributed for rearing

 

Panchayats and Rural Development

MGNREGS (100 Days’ Work Scheme): About 9.04 crore person-days created at an expenditure of more than Rs 2,220 crore
Rural housing: About 1.41 lakh people benefitted; on January 29, 2018, it was announced that about 26.764 people would be distributed houses under various schemes

Rural roads: About 700 km roads built under Grameen Sadak Yojana; another 395 km being built/renovated

Samabyathi: 4,267 people benefitted from this scheme

ODF: Purba Medinipur has been declared a ‘Nirmal Zila’, that is, open defecation-free (ODF); 2.16 lakh toilets built, which is 100% of the target

 

Minorities’ Development

Scholarships: About 4.12 lakh students from minority communities given scholarships worth about Rs 110 crore

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: Youths given loans worth about Rs 32 crore

MSDP: About Rs 6 crore spent for various schemes under Multi-sectoral Development Programme (MSDP) – more than 30 health sub-centres, additional classrooms, anganwadi cnetres, houses, etc.

Karmatirtha: 14 Karmatirthas built to increase employment of local people – in Egra-2, Panskura-1, Panskura-2, Patashpur-2 (two), Sutahata-1, Ramnagar-1 (two), Contai-3, Nandigram-1, Khejuri-2, Shahid Matangini, Tamluk and Moyna blocks

 

Backward Classes Welfare Department

Shikshashree: More than 1.4 lakh students have received scholarships under the scheme

SC/ST/OBC certificates: More than 2.16 lakh people handed over SC/ST/OBC certificates

 

Women and Child Development and Social Welfare

Kanyashree: More than 2.84 lakh girls brought under the ambit of the Kanyashree Scheme

 

Food security

Khadya Sathi: As part of the scheme, almost 95% of the eligible population of Howrah (about 51.71 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

Industry

Industrial Growth: Industrial Growth Centre set up in Haldia

MSME: 27 MSME clusters established in the micro, small and medium enterprises sector – among which the important ones are a cashew nut cluster in Contai, 8 steel utensils clusters in Tamluk, Haldia, Mecheda, Panskura, Contai, Moyna, Egra and Daisai, and readymade garments cluster in Basulia; convention centre to help in development of industry and tourism in Digha; IT hub and industrial estate in Haldia; bank loans worth more than Rs 6,975 crore given

 

PWD and Transport

Projects completed: PWD Department has completed more than 85 projects like roads, bridges, etc. by investing about Rs 570 crore

Roads: About 650 km of roads built/re-built/widened, among which 2 important ones are Panskura-Durgachowk Road and Dakshin Shitla Dadanpatrabar-Mandarmani Road

Baitarani: As part of Baitarani Scheme, 33 burning ghats being renovated and 1 electric furnace being constructed

Gatidhara: Through Gatidhara Scheme, about 270 youths managed to buy vehicles for commercial use

Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

 

Power – Non-renewable and Renewable Energy

Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification achieved

Power stations: India Power Corporation (Haldia) Limited has set up thermal power plant in Haldia, consisting of three 150 MW units

 

Irrigation

Dam repair: About 330 km of dams strengthened

Canal repair: Renovation of Keleghai-Kapaleswari-Bagai Canal going on at a cost of Rs 650 crore, to benefit about 4 lakh people in 14 blocks in Purba and Paschim Medinipur and Jhargram districts

Ghatal Master Plan: Flood control plan set up at a cost of Rs 2,000 crore to control floods in Panskura-1 and Panskura-2 blocks and Ghatal region in Paschim Medinipur, to benefit about 17 lakh people

Bridges: 2 bridges built over Chandika river in Ejmalich and Sridharpur in Moyna block; Dakshin Narikelda Bridge built over Pratapkhali Canal in Nandakumar block

Jetties: 2 jetties built over Rasulpur river in Rasulpur and Boga

 

Public Health Engineering

Projects completed: Public Health Engineering Department has completed 55 projects at a cost of about Rs 240 crore.

 

Forest and Tourism

Sabujshree: Saplings given to more than 38,000 newborns (as per the scheme, after crossing 18 years of age, the tree will be sold and the student’s education funded out of that money)

Tourism: Digha Gate built in a record 18 months at Rs 6.5 crore; Marine Drive in Digha; 9 more projects including watch towers in Digha, Sankarpur, Tajpur and MadarmaniBiswa Bangla Park in Digha, youth hostel in Digha renovated; seaside road till Nayakali, and Digha Mohana Road; lighting set up in Tajpur town and sea coast; Digha-Kolkata helicopter service started

 

Labour

Samajik Suraksha Yojana: About 9.86 lakh workers from the unorganised sector documented – of these, about 1.25 lakh beneficiaries have received benefits to the tune of more than Rs 57 crore

Yuvashree: About 5,000 youths given allowances under this scheme

 

Self-Help Group and Self-Employment

Anandadhara: About 38,000 self-help groups set up

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: About 11,000 ventures approved, for which a total grant of about Rs 85 crore given

Municipality development: 3 municipalities in Purba Medinipur district spent more than Rs 130 crore for developmental schemes

Urban housing for the poor: About 5,600 people benefitted

পূর্ব মেদিনীপুর জেলার উন্নয়ন – এক নজরে

রাজ্য ও অন্যান্য জেলার সঙ্গে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে পূর্ব মেদিনীপুর জেলায়।

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • এই জেলার নন্দীগ্রাম, পাশকুঁড়া ও এগরায় গড়ে উঠেছে ৩টি মাল্টি সুপার স্পেশালিটি হাসপাতাল।
  • পূর্ব মেদিনীপুর জেলা হাসপাতাল, কাঁথী, হলদিয়া ও দীঘা মহকুমা হাসপাতালে ৫টি ন্যায্য মূল্যের ওষুধের দোকান চালু হয়ে গেছে। জেলার এই সকল ন্যায্য মূল্যের ওষুধের দোকান থেকে ওষুধ কেনার ফলে ৯ লক্ষ ৩১ হাজারেরও বেশি মানুষ ২০ কোটি ৯০ লক্ষ টাকারও বেশি ছাড় পেয়েছে। তমলুক জেলা হাসপাতালে ২টি ন্যায্য মূল্যের ডায়াগনস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২০টি SNSU চালু হয়ে গেছে (দীঘা, হলদিয়া, মুগবেড়িয়া, গোনেরা, জানুবাসান, নন্দীগ্রাম, ময়না, বারারানকুয়া, রিয়াপাড়া, অনন্তপুর, বাসুলীয়া, সীন্নাবেড়িয়া, উত্তর মেছোগ্রাম, বাসন্তিয়া, ভগবানপুর, কামারদা, গঙ্গাধরপুর, খেজুরবেড়িয়া, এরাশাল ও পাইকপারি)।
  • তমলুক ও এগরা হাসপাতালে ২টি SNCU চালু হয়ে গেছে।
  • তমলুক, কাঁথী, হলদিয়া, নন্দীগ্রাম, এগরা ও দীঘা হাসপাতালে ৬টি CCU/HDU চালু হয়ে গেছে।
  • কাঁথী মহকুমা হাসপাতালকে ২০০ থেকে ৩০০ শয্যায় সম্প্রসারিত করা হচ্ছে।
  • ‘স্বাস্থ্যসাথী’ প্রকল্পে এই জেলায় প্রায় ১ লক্ষ ৯৩ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ৫২৩টিরও/ হাজারেরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

 

শিক্ষাঃ

  • এই জেলার, তমলুক শহীদ মাতঙ্গিনী হাজরা মহিলা কলেজ, স্বর্ণময়ী জোগেন্দ্রনাথ কলেজ এবং শ্যামসুন্দরপুরে ৩টি নতুন সরকারী কলেজ গড়ে তোলা হচ্ছে।
  • দেশপ্রাণ (কাঁথী-২), নন্দীগ্রাম ও এগরায় ৩টি নতুন আই টি আই কলেজ নির্মাণ করা হয়েছে।
  • কোলাঘাটে একটি নতুন পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসূচিতে জেলার ৮২ হাজারেরও বেশি যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ৩ লক্ষ ২৮ হাজারেরও বেশি ছাত্র ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • জেলায়, গত সাড়ে ৬ বছরে, প্রায় ১৭০টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুল মিড-ডে-মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রতিটি বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার ৯ হাজারেরও বেশি যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া ৪ হাজারেরও বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯৫% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার পাঁশকুড়া-১, ভগবানপুর-২, পটাশপুর-১, দেশপ্রাণ (কাঁথী-২), এগরা-১ ও নন্দীগ্রামে ৬টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২৪ লক্ষ ৫৮ হাজারেরও বেশি হাঁস ও মুরগীড় বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০-দিনের কাজে, ২২২০ কোটি টাকারও বেশি ব্যয় করে প্রায় ৯ কোটি ৪ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৪১ হাজার মানুষ গ্রামীণ আবাস যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ২৬ হাজার ৭৬৫ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ৭০০ কিমি রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৩৯৫ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ৪ হাজার ২৬৭ জন উপকৃত হয়েছেন।
  • পূর্ব মেদিনীপুর ‘নির্মল জেলা’। জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ২ লক্ষ ১৬ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার প্রায় ৪ লক্ষ ১২ হাজার সংখ্যালঘু ছাত্রছাত্রীকে প্রায় ১০০ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ৩২ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • MSDP তে প্রায় ৬ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই প্রকল্পে, জেলায় ৩০টির ও বেশি হেলথ সাব সেন্টার, অতিরিক্ত শ্রেণী কক্ষ।অঙ্গনওয়াড়ী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে
  • এই জেলার এগরা-২, পাঁশকুড়া-১, পাঁশকুড়া-২, পটাশপুর-২(২টি), সুতাহাটা-১, রামনগর-১ (২টি), কাঁথী-৩, নন্দীগ্রাম-১, খেজুরী-২, শহীদ মাতঙ্গিনী, তমলুক ও ময়নায় ১৪টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, ১ লক্ষ ৪০ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ২ লক্ষ ১৬ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণঃ

  • এই জেলায়, ২ লক্ষ ৮৪ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসূচী – ‘খাদ্য সাথী’ প্রকল্পঃ

  • এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৫১ লক্ষ ৭১ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে (অথবা বাজার দরের অর্ধেক দামে) খাদ্যশস্য দেওয়া হচ্ছে – যা জেলার মোট জনসংখ্যা প্রায় ১০০%।

 

শিল্পঃ

  • হলদিয়ায় ১টি ইন্ডাস্ট্রিয়াল পার্ক তৈরি করা হয়েছে।
  • জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ২৭টি ক্লাস্টার গড়ে উঠেছে।
  • কাঁথীতে একটি কাজু বাদামের ক্লাস্টার, তমলুক, হলদিয়া, মেছেদা, পাঁশকুড়া, কাঁথী, ময়না, এগরায় ও দাইসাইয়ে ৮টি স্টিলের আসবাব তৈরির ক্লাস্টার, বাঁসুলীয়ায় একটি জামাকাপড় তৈরির ক্লাস্টার প্রভৃতি।
  • শিল্প ও পর্যটনের বিকাশে গড়ে তোলা হচ্ছে দীঘায় একটি কনভেনশন সেন্টার।
  • হলদিয়ায় গড়ে তোলা হয়েছে আইটি হাব ও ইন্ডাস্ট্রিয়াল এস্টেট।
  • ক্ষুদ্র শিল্পের ক্ষেত্রে এই জেলায় ৬৯৭ কোটি টাকারও বেশি ব্যাঙ্ক ঋণ প্রদান করা হয়েছে।

 

পূর্ত ও পরিবহনঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ১১০টিরও বেশি রাস্তাঘাট, ব্রিজ ইত্যাদি রুপায়নের কাজ হাতে নিয়েছে, যার মধ্যে ৮৫টিরও বেশি প্রকল্পের কাজ ৫৭০ কোটি টাকা ব্যয় ইতিমধ্যেই সমাপ্ত হয়েছে/ এর ফলে প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হয়েছে। জেলায় বিগত সাড়ে ৬ বছরে প্রায় ৬৫০ কিমি রাস্তা নির্মাণ/পুনর্নির্মাণ/সম্প্রসারণ ও উন্নীতকরণের কাজ সম্পন্ন হয়েছে। এর মধ্যে উল্লেখযোগ্য হলঃ পাঁশকুড়া-দুর্গাচক রাস্তা,দক্ষিণ শিতলা দাদনপাত্রবার-মান্দারমনি রাস্তা প্রভৃতি।
  • ‘বৈতরিনী’ প্রকল্পে ৩৩টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুরি বসানোর কাজ চলছে।
  • এই জেলার প্রায় ২৭০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।
    হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচী। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তিঃ

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরনের কাজ সম্পন্ন হয়েছে।
  • হলদিয়ায় Indian Power Corporation (Haldia) LIMITED-এর একটি নতুন ৩ ১৫০ মেগা ওয়াট তাপবিদ্যুৎ কেন্দ্র গড়ে তোলা হয়েছে।

 

সেচঃ

  • জেলায় প্রায় ৩৩০ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • প্রায় ৬৫০ কোটি টাকা ব্যয়ে কেলেঘাই-কপালেশ্বরী-বাগাই খাল সংস্কারের কাজ চলছে।
  • এই প্রকল্পে, পূর্ব মেদিনীপুর, পশ্চিম মেদিনীপুর ও ঝাড়গ্রাম জেলার ১৪টি ব্লকের প্রায় ৪ লক্ষ মানুষ উপকৃত হবেন।
  • পাঁশকুড়া-১ ও পাঁশকুড়া-২ ব্লক সহ পশ্চিম মেদিনীপুর জেলার ঘাটাল এলাকার বন্যা নিয়ন্ত্রণের জন্য প্রায় ২ হাজার কোটি টাকার ‘ঘাটাল মাস্টার প্ল্যান’ তৈরি হয়েছে। এটি রূপায়িত হলে এই বিস্তীর্ণ অঞ্চলের প্রায় ১৭ লক্ষ মানুষ প্রতি বছর বন্যার সমস্যা থেকে মুক্তি পাবেন।
  • ময়না ব্লকের চণ্ডিকা নদীর উপরে এজমালিচক ও শ্রীরামপুরে ২টি সেতু নির্মাণ করা হয়েছে।
  • রসুলপুর ও বোগায় রসুলপুর নদীর ওপর ২টি নতুন জেটি গড়ে তোলা হয়েছে।

 

জনস্বাস্থ্য কারিগরীঃ

  • বিগত সাড়ে ৬ বছরে, ৭০টি জল প্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ২৪০ কোটি টাকা ব্যয়ে ৫৫টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন।বাকি জল প্রকল্পগুলির কাজ খুব শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটনঃ

  • ‘সবুজশ্রী’ প্রকল্পে, ৩৮ হাজারেরও বেশি সদ্যোজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • মাত্র ১৮ মাসের রেকর্ড সময়ে ‘দীঘা গেট’ নির্মাণ করা হয়েছে সাড়ে ৬ কোটি টাকা ব্যয়ে।
  • দীঘায় মেরিন ড্রাইভ গড়ে তোলা হয়েছে।
  • এছাড়া দিঘা, শঙ্করপুর, তাজপুর, মন্দারমনিতে ওয়াচ টাওয়ার, দীঘায় বিশ্ব বাংলা উদ্যান , দীঘা যুব আবাসের সংস্কার, নয়াকালীন মন্দির পর্যন্ত সমুদ্র তীরবর্তী রাস্তা, দীঘা-মোহনা রাস্তা সহ মোট ৯টি প্রকল্পের কাজ সম্পূর্ণ হয়েছে।
  • দীঘায় বিশ্ব বাংলা উদ্যান সম্পূর্ণ করা হয়েছে।
  • তাজপুর শহর ও সৈকতের আলোকায়ন করা হয়েছে।
  • দীঘা-কলকাতা হেলিকপ্টার পরিষেবা সূচনা হয়েছে।

 

শ্রমঃ

  • এই জেলায় সামাজিক সুরক্ষা যোজনায় প্রায় ৯ লক্ষ ৮৬ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত প্রায় ১ লক্ষ ২৫ হাজার উপভোক্তা, ৫৭ কোটি টাকার ও বেশি সহায়তা পেয়েছেন।
  • যুবশ্রী প্রকল্পে, এই জেলায় প্রায় ৫ হাজার যুবক-যুবতী উতসাহ ভাতা পাচ্ছেন।

 

স্ব-নির্ভর দল ও স্বনিযুক্তি কর্মসূচীঃ

  • ‘আনন্দধারা’ প্রকল্পে প্রায় ৩৮ হাজার স্ব-নির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্ব-নির্ভর কর্মসূচী’ প্রকল্পে প্রায় সাড়ে ১১ হাজার উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৮৫ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

পুর ও নগরোন্নয়নঃ

  • জেলায় ৩টি মিউনিসিপ্যালিটি, ১৩০ কোটি টাকারও বেশি পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলে গরীবদের জন্য বাসস্থান প্রকল্পে, প্রায় ৫ হাজার ৬০০ জন মানুষ উপকৃত হয়েছেন।

 

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ২৩ হাজারেরও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।

 

আবাসনঃ

  • জেলায় আর্থিকভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ১৯ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য নন্দকুমার ও মেছেদায় ২টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুবকল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ৯৫৫টিরও বেশি ক্লাবকে ৩২ কোটি টাকারও বেশি অর্থ সাহায্য করা হয়েছে।
  • জেলায় প্রায় ৩০০টি মাল্টি জিম ও ৬০টি মিনি ইনডোর স্টেডিয়াম, প্রায় ১৮ কোটি ৫৩ লক্ষ টাকা ব্যয়ে গড়ে তোলা হয়েছে।
  • নন্দকুমারে একটি যুব আবাস গড়ে তোলা হচ্ছে।

 

আইন-শৃঙ্খলাঃ

  • এই জেলায় স্থাপন করা হয়েছে নতুন মন্দারমণি, জুনপুট ও নয়াচর উপকূলীয় থানা এবং কাঁথী ও হলদিয়া মহিলা থানা।

Mission Nirmal Bangla, an internationally awarded scheme for removing the scourge of open defecation from Bengal, is going to reach a major milestone next August when Bengal would become an open defecation-free (ODF) state.

Under the scheme, which is a brainchild of Mamata Banerjee, 67 lakh rural households in Bengal would have been equipped with toilets by August 2018. These facts were stated by State Panchayat and Rural Development Minister, Subrata Mukherjee at a recent workshop on sanitation held at Sector V in Salt Lake, Kolkata.

It may be mentioned that Nadia was the country’s first district to achieve ODF status. The other districts that have become ODF in Bengal are North and South 24 Parganas, Purba Medinipur, Hooghly, Purba and Paschim Bardhaman, Cooch Behar, Malda and Howrah.

The minister said that Birbhum, Murshidabad, Paschim Medinipur and Dakshin Dinajpur will achieve the target by the end of December. Further, the districts of Alipurduar, Uttar Dinajpur and Jalpaiguri will be declared ODF by March 2018.

 

২০১৮র আগস্ট মাসের আগেই নির্মল হবে বাংলা

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় রাজ্যের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর ২০১৩ সালে শুরু করেছিল মিশন নির্মল বাংলা। আন্তর্জাতিক স্বীকৃতি প্রাপ্ত এই প্রকল্প পৌঁছাবে তার শিখরে ২০১৮ সালের আগস্ট মাসে।

পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী জানিয়েছেন আগামী বছরের মধ্যেই নির্মল হবে বাংলা। এই প্রকল্পর লক্ষ্য ছিল ২০১৮র মধ্যে ৬৭লক্ষ গ্রামীণ পরিবারের জন্য শৌচাগার নির্মাণ করা।

প্রসঙ্গত, নদীয়া জেলাকে দেশের প্রথম নির্মল জেলা ঘোষণা করা হয়েছিল ২০১৫ সালে। বাকি যে সকল জেলা ‘নির্মল জেলা’ হয়েছে, সেগুলি হল: উত্তর ২৪ পরগনা, দক্ষিণ ২৪ পরগনা, পূর্ব মেদিনীপুর, পূর্ব বর্ধমান, পশ্চিম বর্ধমান, হুগলী, কোচবিহার, মালদা ও হাওড়া।

মন্ত্রী বলেন, ডিসেম্বর মাসে বীরভূম, মুর্শিদাবাদ, পশ্চিম মেদিনীপুর, দক্ষিণ দিনাজপুরকেও ‘নির্মল জেলা’ ঘোষণা করা হবে। এরপর আলিপুদুয়ার, উত্তর দিনাজপুর, জলপাইগুড়ি জেলা নির্মল জেলা হিসেবে ঘোষিত হবে ২০১৮ সালের মার্চ মাসে।

Bengal Chief Minister Mamata Banerjee inaugurated the construction of 18,000 rural roads covering 25000 km across the State from Bhangar in South 24 Parganas today. The Bengal CM had earlier announced this at the administrative review meeting of South 24 Parganas held in Pailan last Friday.

The Chief Minister also inaugurated a host of developmental projects like State Government offices, bridges, parks, hostels, irrigation projects, etc. and State Government services like Kanyashree, Sikshashree, Sabujshree, Sabujsathi, Khadyasathi and Swasthyasathi. She laid the foundation stones of numerous projects.

Another important announcement by the Chief Minister would be the declaration of South 24 Parganas as an open defecation-free (ODF) district.This is the sixth district in Bengal to be declared an ODF district. Nadia was India’s first district to be declared as such. Since then, four other districts have joined the list – North 24 Parganas, Hooghly, Purba Medinipur and Cooch Behar.

The State Government has decided to construct toilets in all rural homes in the state by 2019.

This declaration is another step in the campaign to make Bengal free from open defecation – Mission Nirmal Bangla. Mission Nirmal Bangla has been one of the pet projects of Mamata Banerjee, another endeavour towards making Bengal stand out in the world. Stopping defecation in the open is one of the essential aspects of a clean, healthy environment.

To celebrate the achievements of the project, April 30 is celebrated as Nirmal Bangla Dibas (Nirmal Bangla Day) in Bengal – the date in 2015 when the Chief Minister declared Nadia the country’s first ODF district.

আজ ভাঙড়ে রাজ্য জুড়ে ১৮০০০ কিলোমিটার নতুন রাস্তার উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

রাস্তা উদ্বোধনের পাশাপাশি পুলিশের জনসংযোগ বাড়াতে প্রীতি ম্যাচের পুরস্কার বিতরণ করেন মুখ্যমন্ত্রী। সুন্দরবন কাপ ও সম্প্রীতি কাপ পুরস্কার তুলে দেন।

এর পাশাপাশি মুখ্যমন্ত্রী দক্ষিণ ২৪ পরগণাকে নির্মল জেলা হিসেবেও ঘোষণা করেন। এই জেলা নিয়ে রাজ্যের ষষ্ঠ জেলা নির্মল জেলা হিসেবে ঘোষিত হল। পশ্চিমবঙ্গের নদীয়া জেলা ছিল দেশের প্রথম নির্মল জেলা। এর পর আরও চারটি জেলা ঘোষিত হয় নির্মল জেলা হিসেবে উত্তর ২৪ পরগণা, হুগলী, পূর্ব মেদিনীপুর ও কোচবিহার।

রাজ্য সরকার সিদ্ধান্ত নিয়েছে ২০১৯ সালের মধ্যে রাজ্যের সমস্ত গ্রামে শৌচালয় নির্মাণ করার। নির্মল বাংলা করার লক্ষ্যে এটি একটি গুরুত্বপূর্ণ পদক্ষেপ। এই প্রকল্পটিও মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের একান্ত মস্তিষ্ক প্রসূত। এই প্রকল্পের মাধ্যমে তিনি বাংলাকে তুলে ধরতে চান বিশ্বের দরবারে। পরিচ্ছন্নতা ও স্বাস্থ্যকর আবহাওয়ার জন্য উন্মুক্ত শৌচকর্ম পরিপন্থী।

এই সাফল্য উদযাপনের জন্য প্রতি বছর রাজ্যে ৩০শে এপ্রিল নির্মল বাংলা দিবস পালন করা হয়-২০১৫ সালের যেদিন মুখ্যমন্ত্রী নদীয়া জেলাকে দেশের প্রথম নির্মল জেলা হিসেবে ঘোষণা করেছিলেন।

On April 30, 2015, Bengal Chief Minister Mamata Banerjee declared, at a function in Krishnanagar, Nadia as India’s first open defecation-free (ODF) district. Henceforth, April 30 has been celebrated as Nirmal Bangla Dibas in Bengal.

This was the first milestone of Mission Nirmal Bangla, meant to make Bengal open defecation-free in order to make for a cleanlier environment and consequently, a healthier life.

For Nadia to achieve ODF status, the district administration, under the aegis of the State Government, had adopted a programme called ‘Sabar Souchagar’ (Toilets for All). This initiative of the State Government achieved international recognition when it was selected as the first place winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

Since then, a total of five districts of Bengal have achieved the ODF status – Nadia, Hooghly, North 24 Parganas, Purba Medinipur and Cooch Behar.

Two more are going to be declared as ODF districts soon – South 24 Parganas and Bardhaman.

Mission Nirmal Bangla has truly been leading the way for India. Among the first four districts in India to be declared as ODF districts, three were from Bengal. With Chief Minister Mamata Banerjee at the helm of affairs, Bengal is achieving distinctions galore.

The Bengal Government under Chief Minister Mamata Banerjee has been placing a lot of effort on achieving an open defecation-free (ODF) status for Bengal.

Till financial year 2016-17, Bengal has achieved almost 90 per cent (89.63%) of its ODF target, which is the second highest in the country, constructing 1,35,94,762 toilets. Not just that, of the number of toilets constructed, almost 12 per cent (11.8%) have been constructed in Bengal alone, which is also the second highest in the country.

Data from the Union Ministry of Drinking Water and Sanitation shows that 52,03,490 toilets for family dwellings, which is almost 40 per cent (38.28%) of the number of toilets constructed since 1999, were built during the four financial years from 2013-14 to 2016-17 – that is, from the time Mission Nirmal Bangla was adopted on November 19, 2013 (celebrated as World Toilet Day) by the Chief Minister Mamata Banerjee-led Trinamool Congress Government.

Not just that, this 52.03 lakh achieved during these four financial years has made Bengal the number one in the number of toilet units constructed for family dwellings (considering separately, number one during 2013-14 and 2014-15 and number two during 2015-16 and for 2016-17).

Nadia district has been the flag-bearer of the open defecation-free (ODF) movement, becoming, on April 30, 2015, the first district in the country to get the ODF status. Among the first four districts of the country be declared ODF, three were from Bengal.

Bengal government led by Mamata Banerjee has taken up 10 integrated solid waste management projects for 14 urban local bodies, at a cost of Rs 421.69 crore, under Mission Nirmal Bangla.

The urban local bodies are in Kolkata, Dum Dum, North and South Dum Dum, Baranagar, Bhatpara, Naihati, Ashoknagar-Kalyangarh and Habra, Asansol, Krishnanagar, Santipur, Nabadwip and Jalpaiguri.

Tender process of these projects has been initiated and all the urban local bodies have been instructed to create massive awareness.

Under the mission, four districts – Nadia, North 24 Parganas, Hooghly and East Midnapore and its 55 urban local bodies – achieved open defecation free status by completing the construction of more than one lakh individual household laterine.

The government said that another 21 urban local bodies of Burdwan, South 24 Parganas and Coochbehar districts aim to construct more than 1.5 lakh household latrines to achieve open defecation free status by March 2017.

 

নির্মল বাংলা মিশনে নতুন মাত্রা যোগ করতে উদ্যোগ রাজ্যের

নির্মল বাংলা মিশনকে এক নতুন মাত্রা দিতে নতুন প্রকল্প চালু করার সিদ্ধান্ত নিল মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন পশ্চিমবঙ্গ সরকার। আনুমানিক ৪২১.৬৯ কোটি টাকার এই প্রকল্প ১৪টি পৌরসভাকে কেন্দ্র করে হবে।

এই পৌরসভাগুলি হল কলকাতা, উত্তর দমদম, দক্ষিণ দমদম, বরানগর, ভাটপাড়া, নৈহাটি, অশোকনগর-কল্যাণগড়, হাবড়া, আসানসোল, কৃষ্ণনগর, শান্তিপুর, নবদ্বীপ ও জলপাইগুড়ি। নির্মল বাংলা মিশন সম্পর্কে সচেতনতা বাড়ানোর নির্দেশ দেওয়া হয়েছে সমস্ত পৌরসভাগুলিকে ।

ইতিমধ্যেই নদীয়া, উত্তর ২৪ পরগণা, হুগলী ও পূর্ব মেদিনীপুর নির্মল জেলার স্বীকৃতি পেয়েছে। মার্চ মাসের মধ্যে বর্ধমান, দক্ষিণ ২৪ পরগণা, কোচবিহার জেলার অন্তর্গত ২১টি পুরসভায় ১.৫ লক্ষের বেশি শৌচাগার নির্মিত করা হবে ও তাদের নির্মল জেলার স্বীকৃতি দেওয়া হবে।

Come March, South 24 Parganas will be the country’s first district to have the highest number of rural toilets.

The district will be declared Open Defecation Free district (ODF) in March with 6.86 lakh rural toilets, the District Magistrate said on Thursday. Along with South 24 Parganas, Burdwan and Cooch Behar will be declared as ODF districts by March 31.

It may be mentioned that Nadia was the first district in the country which was declared ODF on April 30, 2015.  After that, Hooghly, East Midnapore and North 24 Parganas have also been declared ODF. April 30 has been declared as Nirmal Bangla Divas when programmes will be held all over the state.

It has also been decided by the Panchayat and Rural Development department to make South and North Dinajpur, Birbhum, Jalpaiguri and Darjeeling ODF districts in 2017-18. The state government has decided to construct toilets in every rural home by October 2, 2019.

Subrata Mukherjee, minister for Panchayat and Rural Development department said that campaign was carried out on the maintenance of the toilets.

 

মার্চ মাসে নির্মল জেলা ঘোষিত হবে দক্ষিণ ২৪ পরগনা

আগামী মার্চ মাসে দক্ষিণ ২৪ পরগণা জেলাকে নির্মল জেলা হিসেবে ঘোষণা করা হবে। জেলা শাসক বৃহস্পতিবার বলেন, দক্ষিণ ২৪ পরগণায় মোট ৬.৮৬ লক্ষ শৌচাগার তৈরী হয়েছে। দেশে সর্বাধিক সংখ্যার শৌচাগার নির্মিত হয়েছে দক্ষিণ ২৪ পরগণা জেলাতে।

দক্ষিণ ২৪ পরগণার পাশাপাশি মার্চ মাসে কুচবিহার ও বর্ধমান জেলাও নির্মল জেলা হিসেবে ঘোষিত হতে চলেছে।

উল্লেখযোগ্য, নদীয়া জেলা দেশের প্রথম নির্মল জেলা হিসেবে স্বীকৃতি পায় ২০১৫ সালের ৩০শে এপ্রিল। তার পর হুগলী, পূর্ব মেদিনীপুর, উত্তর ২৪ পরগণা জেলাও নির্মল জেলা হিসেবে ঘোষিত হয়। ৩০শে এপ্রিল দিনটি নির্মল বাংলা দিবস হিসেবে সারা রাজ্য জুড়ে পালন করা হয়।

পঞ্চায়েত ও গ্রাম উন্নয়ন দপ্তর সিদ্ধান্ত নিয়েছে ২০১৭-১৮ বর্ষের মধ্যে উত্তর ও দক্ষিণ দিনাজপুর, বীরভূম, জলপাইগুড়ি এবং দার্জিলিং জেলাকেও নির্মল জেলা ঘোষণা করা হবে। রাজ্য সরকার ২০১৯ সালের ২রা অক্টোবরের মধ্যে রাজ্যের প্রত্যেকটি গ্রামকে নির্মল গ্রাম করার লক্ষ্যে এগোচ্ছে।

Bengal Chief Minister Mamata Banerjee today cautioned people against people who indulge in rumour mongering to incite communal violence.

She was speaking at the inauguration of a two day-long conference of the Panchayat and Rural Development Department today at Netaji Indoor stadium.

Panchayats that had performed well were rewarded by the Chief Minister at the conference. She announced hikes in honoriums for the three tier panchayat workers. She said that they will be included in the Swasthya Sathi scheme.

In her speech, the Chief Minister said that trust, efficiency, innovation and transparency are the keys to effective governance. She asked the audience to keep working for the people and take the State to new heights of progress.

She praised Coochbehar and Hooghly for performing well in 100 Days’ Work, Nadia in cleanliness mission, Murshidabad in Anandadhara scheme. She also praised the Hooghly district for returning land to Singur farmers in record time in cultivable condition.

The Chief Minister highlighted the plight of the handicraft workers due to demonetisation. She also said that had the government not inherited a huge debt legacy much more work could have been done.

 

গুজবে কান দেবেন না, সাম্প্রদায়িক সম্প্রীতি রক্ষা করুনঃ মমতা বন্দ্যোপাধ্যায়

কিছু মানুষ গুজব ছড়িয়ে সাম্প্রদায়িক দাঙ্গা ছড়াতে চাইছেন, গুজবে কান  দেবেন না, দু’দিন ব্যাপী পঞ্চায়েত সম্মেলনের উদ্বোধনী অনুষ্ঠানে এইভাবেই সতর্কবার্তা দিলেন মুখ্যমন্ত্রী।
আজকের এই সম্মেলনে যে সকল পঞ্চায়েত ভাল কাজ করেছে, তাদের পুরস্কৃত করা হয়। গ্রাম সভা, পঁচায়েত সমিতি এবং জেলা পরিষদের সদস্যদের  ভাতাবৃদ্ধির কথা ঘোষণা করেন তিনি। পাশাপাশি তাদের স্বাস্থ্য সাথী প্রকল্পের আওতায় আনার কথা বলেন তিনি।
তিনি বলেন, বিশ্বাস, কর্মদক্ষতা, উদ্ভাবনী চিন্তা এবং স্বচ্ছতা এগুলোই সরকারের সুশাসনের চাবিকাঠি। তিনি উপস্থিত সকলকে আবেদন করেন মানুষের জন্য কাজ করতে ও বাংলাকে প্রগতির শিখরে নিয়ে যেতে।
মুখ্যমন্ত্রী ১০০ দিনের কাজ প্রকল্পে কুচবিহার ও হুগলী জেলার প্রশংসা করেন। নদিয়া জেলা প্রশংসিত হয় নির্মল জেলা ঘোষিত হওয়ার জন্য। মুখ্যমন্ত্রী মুর্শিদাবাদ জেলার প্রশংসা করেন আনন্দধারা প্রকল্পের কাজ ভাল ভাবে করার জন্য।
হুগলী জেলা পরিষদ যেভাবে অল্পসময়ের মধ্যেই সিঙ্গুরের চাষিদের জমি চাষযোগ্য করে ফিরিয়ে দেয় তারও প্রশংসা করেন মুখ্যমন্ত্রী।
নোটবাতিলের ফলে হস্তশিল্পীদের কষ্টের কথাও তিনি উল্লেখ করেন বক্তব্যে। তিনি আরও বলেন, বিগত সরকারের ঋণের বোঝা বইতে না হলে তাঁর সরকার বাংলার উন্নয়নের জন্য আরও অনেক কাজ করতে পারত।

Birbhum district administration will declare 53 gram panchayats as “Nirmal gram panchayat” on November 30. This was announced on Wednesday by the DM. These gram panchayats are situated in 19 blocks where toilets have been built in every house.

Four panchayats are situated in Bolpur block while Ilambazar and Labpur blocks have four gram panchayats each. The construction of toilets in five gram panchayats under Suri blocks I and II has been completed. Apart from these, toilets are ready in Dubrajpur, Khoirasole, Rajnagar, Rampurhat and Mayureshwar blocks. Out of 167 gram panchayats in the district construction of toilets in 53 gram panchayats are ready and they would be declared Nirmal Gram panchayats on November 30.

Nadia was the country’s first district which was declared Open Defecation Free by the Centre. The other districts that have been declared ODF are East Midnapore, Hooghly and North 24 Parganas. Work has been taken up on a war footing to declare Burdwan, South 24 Parganas, South and North Dinajpur, Birbhum, Jalpaiguri and Darjeeling ODF in 2017-18.

The State Government has decided to construct toilets in all the village homes by March 2019.

The District Magistrate of Murshidabad said steps had been taken to declare the district as ODF by March, 2017. Campaign has been launched all over the district to create awareness among people against Open Defecation.  In the district, blue toilets will be constructed. As the toilets are painted in blue they have been called “blue toilet.” There will be a water storage tank and running water supply. The cost of each blue toilet is Rs 13,000.

The construction cost of toilets under Nirmal Bangla Mission is Rs 10,900. Of this amount, the State Government gives Rs 10,000 while the remaining Rs 900 is given by the house owner. Campaign has also been launched to create awareness among people about how to use the toilet. In addition to the state government, several NGOs have been involved to create awareness among people.

আগামী ৩০শে নভেম্বর বীরভূমের ৫৩টি গ্রাম পঞ্চায়েত নির্মল গ্রাম পঞ্চায়েতের স্বীকৃতি পেতে চলেছে

আগামী ৩০শে নভেম্বর বীরভূম জেলা প্রশাসনিক দপ্তর ৫৩টি গ্রাম পঞ্চায়েতকে “নির্মল গ্রাম পঞ্চায়েত” হিসেবে ঘোষণা করা হবে, গত বুধবার জানালেন বীরভূমের জেলাশাসক । এই গ্রাম পঞ্চায়েতগুলি ১৯টি ব্লকে ছড়িয়ে আছে, এই পঞ্চায়েতের অন্তর্গত সব বাড়িতে শৌচালয় আছে।

বোলপুর, ইলামবাজার ও লাভপুর ব্লকগুলির মধ্যে চারটি করে পঞ্চায়েত পড়ছে। সিউড়ির ১ ও ২ নম্বর ব্লকের অন্তর্গত পাঁচটি গ্রাম পঞ্চায়েতে বাথরুম তৈরির কাজ সম্পন্ন হয়েছে। এগুলো ছাড়া দুবরাজপুর, খয়রাশোল, রাজনগর, রামপুরহাট ও ময়ূরেশ্বর ব্লকেরও সব শৌচালয় তৈরী হয়ে গেছে। মোট ১৬৭টি গ্রাম পঞ্চায়েত বিশিষ্ট বীরভূম জেলায় ৫৩টি পঞ্চায়েতে সমস্ত শৌচালয় তৈরী, যারা নির্মল গ্রাম পঞ্চায়েতের স্বীকৃতি পেতে চলেছে আগামী ৩০ তারিখ।

কেন্দ্রের স্বীকৃতি পাওয়া নদীয়া জেলা দেশের মধ্যে প্রথম জেলা যেখানে সব ঘরে বাথরুম উপস্থিত। বাকি নির্মল জেলাগুলির মধ্যে আছে উত্তর ২৪ পরগনা, মেদিনীপুর ও হুগলী। যুদ্ধকালীন তত্পরতায় বর্ধমান, দক্ষিন ২৪ পরগনা, উত্তর ও দক্ষিন দিনাজপুর, বীরভূম, জলপাইগুড়ি ও দার্জিলিং জেলাকে ২০১৭-১৮র মধ্যে নির্মল জেলা করে তোলার কাজ চলছে।

রাজ্য সরকার সিদ্ধান্ত নিয়েছে ২০১৯ সালের মার্চ মাসের মধ্যে সকল গ্রামের সকল ঘরে বাথরুম তৈরী করার।

মুর্শিদাবাদের জেলাশাসক জানিয়েছেন ২০১৭ সালের মার্চ মাসের মধ্যে তাঁর জেলাকেও এই আওতায় আনার সকল প্রস্তুতি তাঁরা নিয়েছেন। উন্মুক্ত স্থানে শৌচকার্য করায় কত ধরণের সমস্যা আছে, তা জনসাধারণকে বোঝাতে তারা পথে পথে সচেতনতা কেন্দ্র চালিয়ে যাচ্ছেন। নীল রং করা এই শৌচালয়গুলোকে “নীল শৌচালয়” বলা হচ্ছে। এই শৌচালয়গুলোর মধ্যে জল ধরে রাখার জন্য ট্যাঙ্কের সঙ্গে সঙ্গে সারাদিন জলের যোগান থাকবে। একেকটি নীল শৌচালয় খরচ ১৩,০০০ টাকার মতো।

নির্মল বাংলা প্রকল্পে প্রতিটি শৌচালয়ের খরচ ধরা হয়েছে ১০,৯০০ টাকা। এই টাকার মধ্যে রাজ্য সরকার দিচ্ছে ১০,০০০ টাকা ও বাকি ৯০০ টাকা দেবে বাড়ির মালিক। এই নীল শৌচালয় কিভাবে ব্যবহার করা উচিত, সেই ব্যাপারেও সচেতনতা বাড়ানো হচ্ছে জনসাধারণের মধ্যে। রাজ্য সরকারের পাশাপাশি বিভিন্ন স্বেচ্ছাসেবী সংস্থাও এই জনচেতনা বাড়ানোর কাজে সরকারের সঙ্গে হাত মিলিয়েছে।

A survey commissioned by the Union Ministry of Drinking Water and Sanitation on households’ access to sanitation facilities, conducted by Quality Council of India, has found that three districts of West Bengal are among the top six in India.

The districts of Nadia, Purba Medinipur and Hooghly are among the country’s toppers.

The survey was conducted by Quality Council of India on behalf of the Ministry, covering 75 districts, encompassing nearly 70,000 household across 2,530 villages.

In April 2015, West Bengal Chief Minister Mamata Banerjee had declared Nadia as the first Open-Defecation Free (ODF) district in the country. This was the result of Nirmal Bangla Abhiyan, undertaken to eliminate open defecation in West Bengal, which was a pioneering effort in the country.

The achievement was recognised internationally too. UNICEF selected the district administration of Nadia as the first prize winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

Since then, the State has made rapid progress. Mamata Banerjee has also declared April 30 as Nirmal Bangla Diwas.

 

দেশের শীর্ষ ৬ নির্মল জেলার মধ্যে বাংলার ৩ জেলা

কোয়ালিটি কাউন্সিল অফ ইন্ডিয়া কর্তৃক পরিচালিত একটি সমীক্ষায় জানা গেছে নির্মল জেলার তালিকায় ভারতের মধ্যে পশ্চিমবঙ্গের তিনটি জেলা প্রথম দশের মধ্যে স্থান অর্জন  করেছে।

নদিয়া, পূর্ব মেদিনীপুর ও হুগলি জেলা দেশের মধ্যে শীর্ষস্থানে রয়েছে।

মন্ত্রালয়ের পক্ষ থেকে কোয়ালিটি কাউন্সিল অফ ইন্ডিয়া ৭৫ টি জেলার ২,৫৩০ গ্রামের প্রায় ৭০,০০০ পরিবারের উপর এই সমীক্ষা চালিয়েছে।

২০১৫ সালের এপ্রিল মাসে, পশ্চিমবঙ্গের মুখ্যমন্ত্রী মমতা ব্যানার্জী প্রথম নদিয়া জেলাকে ‘প্রথম উন্মুক্ত শৌচবিহীন জেলা’ হিসেবে ঘোষণা করেন।  সমীক্ষা করে দেখা যায়, গ্রামাঞ্চলে প্রায় ১০ লক্ষ পরিবারের মধ্যে লাখ তিনেকের শৌচাগার নেই। ওই বছর ২ অক্টোবর থেকে জেলা প্রশাসন নিজস্ব ‘সবার শৌচাগার’ প্রকল্প চালু করে।

এই কৃতিত্ব আন্তর্জাতিক স্তরেও স্বীকৃটি পেয়েছে। ২০১৫ সালে ইউনিসেফ নদিয়া জেলাকে ইউনাইটেড নেশনস পাবলিক সার্ভিস অ্যাওয়ার্ডের জন্য বিজয়ী ঘোষণা করে এবং পুরস্কৃত করে।

তারপর থেকে  রাজ্য দ্রুত গতিতে এগোচ্ছে। মুখ্যমন্ত্রী ৩০ এপ্রিল দিনটিকে ‘নির্মল বাংলা দিবস’ ঘোষণা করেছেন।
