This year, the third edition of Bengal Global Business Summit (BGBS) will be organised at Milan Mela, and will be the biggest summit so far. The  venue will have top-class facilities and security arrangements for delegates.

The state government laid no stone unturned to strongly promote the event. The city was decked up with hoardings and billboards displaying the objectives of BGBS and the tag line ‘Come to Bengal, Ride the growth’. The hoardings were seen on most of the busiest road crossings and intersections.

Port, mining and MSME will be the main areas of focus at the 2017 edition of the summit. The state government recently framed a Maritime Policy, with the help of global analytical company CRISIL. With that, the government has also opened the ways to widen ‘port-based industrialisation’ to give an edge to Bengal’s trade scenario.

Promoting the state as the possessor of the third largest ‘mineral resource’ across India, the Bengal government will look to get investment in mining sector as well. The Commerce and Industry department will promote sectors like textile, gems and jewellery, leather, jute, forging, casting, apparel and handicraft under MSMEs.

Startups are also in focus at the Summit this year. On 20 January, 2017, there will be a ‘Plenary Session on Start Ups & Entrepreneurship’ and on the second day, a special session on startups is scheduled.

আগামীকাল থেকে শুরু হচ্ছে তৃতীয় বিশ্ব বঙ্গ বাণিজ্য সম্মেলন। দুদিনের এই সম্মেলন হবে মিলনমেলায়। চলবে শনিবার পর্যন্ত।

এই উপলক্ষে হোর্ডিং ও ব্যানারে সেজে উঠেছে গোটা কলকাতা। শহরের বিভিন্ন প্রান্তে ব্যস্ততম ক্রসিংগুলোতে লাগানো হয়েছে এইসব হোর্ডিং। যার ট্যাগ লাইন হল ‘Come to Bengal, Ride the growth’. চলছে শেষ মুহূর্তের প্রস্তুতি।

২০১৭–‌র বিশ্ববঙ্গ বাণিজ্য সম্মেলনের প্রধান আকর্ষণ দুটো— এক, চীন। আর দুই, উদ্ভাবনী নতুন ব্যবসা, শিল্প জগতে এখন ‘স্টার্ট আপ’ নামে যার পরিচয়। বন্দর, খনিজ শক্তি, ক্ষুদ্র ও মাঝারি শিল্প এই সম্মেলনে বিশেষ গুরুত্ব পাবে। এছাড়াও যে বিষয়গুলিতে নজর দেওয়া হচ্ছে সেগুলি হল – জলপথ পরিবহন, অসামরিক বিমান পরিষেবা, গাড়ি, ক্রীড়া ও পরিকাঠামো বিষয়ক শিল্প, খাদ্য প্রক্রিয়াকরণ, স্বাস্থ্য, শিক্ষা, কর্মদক্ষতা, তথ্যপ্রযুক্তি, নগরোন্নয়ন, অরথ-আইন বিষয়ক ক্ষেত্র, পর্যটন ও বিনোদন ইত্যাদি।

সম্মেলনে উপস্থিত থাকবেন বিভিন্ন শিল্পক্ষেত্রের ২৫টি সংস্থার প্রতিনিধিরা। উদ্ভাবনী নতুন ব্যবসা স্থাপনের অনুকূল পরিবেশ তৈরি করার জন্যই বিশ্ব বঙ্গ সম্মেলনে স্টার্ট আপ–‌কে গুরুত্ব দেওয়া হচ্ছে। ইন্ডিয়ান ইনস্টিটিউট অফ ম্যানেজমেন্ট, কলকাতার ইনোভেশন পার্ক চিহ্নিত করে দিয়েছে স্থানীয় বেশ কিছু সম্ভাবনাময় স্টার্ট আপ। কনফেডারেশন অফ ইন্ডিয়ান ইন্ডাস্ট্রিজের পক্ষ থেকে বিশেষ উদ্যোগ নেওয়া হয়েছে যাতে স্টার্ট আপ কর্ণধাররা অন্যান্য শিল্প প্রতিষ্ঠানের প্রতিনিধিদের সঙ্গে সরাসরি আলোচনায় বসতে পারেন।

আগামী ২০ জানুয়ারি ‘Plenary Session on Start Ups & Entrepreneurship’ এর একটি সেশন হবে এবং সম্মেলনের দ্বিতীয় দিনে স্টার্টআপের ওপর একটি বিশেষ সেশন হবে।

Startups will be the toast of Bengal Global Business Summit (BGBS) 2017 with some of the biggest entrepreneurs in recent times, from a taxi aggregation that has revolutionised urban transport in India to an online grocery that has transformed the lives of working couples, and a fast food chain that started its journey from Kolkata and has branches in 10 cities now, participating in the two-day event beginning Friday.

The startup event is being organised in association with the Indian Institute of Management, Calcutta. CEO of Innovation Park in IIM-C feels the programme will be a big help in building a startup ecosystem in the east. With startups constituting a major part of the Indian economy in terms of market capitalization, attracting investments and generating jobs, the participation of big names in the sector augers well for Bengal.

There is a session on venture capital and private equity funds on Saturday that will see the participation of Sequoia Capital and Calcutta Angels, among others.

বিশ্ব বঙ্গ বাণিজ্য সম্মেলন ২০১৭য় স্টার্ট-আপ হতে চলেছে ‘মধ্যমণি’। সাম্প্রতিককালের কিছু নামকরা স্টার্ট-আপের প্রতিনিধিরা থাকবেন এই সম্মেলন। থাকবে একটি ভারতীয় অনলাইন ট্যাক্সি পরিষেবা প্রদানকারী সংস্থা থেকে শুরু করে অনলাইনে নিত্যপ্রয়োজনীয় জিনিসপত্র কেনার স্টার্ট-আপ ও। অংশগ্রহণ করবে কলকাতায় যাত্রা শুরু করা ফাস্ট ফুড চেন যা ছড়িয়ে পড়েছে দেশের আরও ১০টি শহরে।

স্টার্ট-আপ নিয়ে ‘সেশন’টি অনুষ্ঠিত হবে ইন্ডিয়ান ইন্সটিটিউট অফ ম্যানেজমেন্ট (আইআইএম), কলকাতার সহযোগিতায়। আইআইএম কলকাতা’র ইনোভেশান পার্কের সিইও মনে করেন পূর্ব ভারতে স্টার্ট-আপ ইকোসিস্টেম তৈরী করতে সাহায্য করবে এই সম্মেলন।

ভারতীয় অর্থনীতিতে এখন স্টার্ট-আপ গুলির অবদান অপরিসীম। স্বাভাবিকভাবেই বিশ্ব বঙ্গ বাণিজ্য সম্মেলনে স্টার্ট-আপের ওপর জোর দেওয়াতে বাংলার ভাবমূর্তি আরও উজ্জ্বল হবে।

Sitalpati from Cooch Behar district of Bengal has been recognised as an ‘Intangible Cultural Heritage’ by the United Nations Educational, Scientific and Cultural Organisation (UNESCO).

Bengal Chief Minister Mamata Banerjee’s untiring effort towards reviving the cultural heritage of the State and bringing it to the notice of the world has played a major role behind this recognition.

Weaving sitalpati mats (‘sitalpati’ translates to ‘cool mat’, from the fact that it helps to keep cool, be it as a mat for sitting on or to hang on doors or windows during summer) is an age-old cultural tradition of Cooch Behar region. It consists of weaving together the green cane slips of the murta plants, indigenous to the region. The gradual decline of sitalpati weaving was arrested by the proactive efforts of the Chief Minister to gain for it global recognition and thus, funds for its revival.

As a result, sitalpati has found a place in the UNESCO-sponsored Rural Craft Hub project, under which, at 10 locations in nine districts of the State, training and marketing centres and museums have been set up to help promote and market crafts indigenous to those regions, to national and international tourists.

Now, the traditional sitalpati-weaving families have earned respect and renown. Through 50 self-help groups (SHGs), promoted by the Department of Micro, Small and Medium Enterprises (MSME) of the State Government, the weavers have access to loans on easy terms.

They are given training to improve on the technical and marketing aspects. A museum showcasing the various types of sitalpati has been set up in Ghughumari, a well-known centre for the craft in Cooch Behar district. Importantly, the State Government is also promoting tourism centred on sitalpati.

Through these measures, the State Government is acting as a facilitator between the artistes and their crafts, and helping in bringing long-term stability to the craft and the craftspeople.

ইউনেস্কোর প্রশংসা পেল রাজ্যের মাদুর

ঐতিহ্যের পুনরুজ্জীবন করেছে রাজ্য। আর সেই উদ্যোগকে স্বীকৃতি দিল আন্তর্জাতিক সংস্থা ইউনেস্কো।

বর্তমানে ক্ষুদ্র, মাঝারি ও কুটির শিল্প দফতরের উদ্যোগে। এক বছর ধরে এই শিল্পের সঙ্গে জড়িত অন্তত ছয় হাজার কারিগর ঋণ পাচ্ছেন ব্যাঙ্ক থেকে। সরাসরি যাতে বিক্রি করা যায়, সেই ব্যাবস্থাও হয়েছে। আর এমন ঘটনাকেই দরাজ স্বীকৃতি দিয়েছে আন্তর্জাতিক সংস্থা ইউনেস্কো।

‘ঐতিহ্যশালী কুটিরশিল্প’ হিসেবে স্বীকৃতি দিয়ে দফতরকে জানিয়েছে। বাংলার শীতলপাটি এখন বিদেশে পাড়ি দিচ্ছে। কারিগররা শীতলপাটি, মাদুর বিক্রি করে আর্থিকভাবে লাভবান। মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের উদ্যোগেই এই জোয়ার এসেছে। শীতলপাটি, মাদুর বা শালপাতার থালা, প্লেট এখন লাভজনক ব্যাবসা। এই শিল্পকে স্বীকৃতি জানিয়ে বার্তা পাঠিয়েছে ইউনেস্কো। বস্তুত, বিদেশের বাজারে এই শিল্পকে তুলে ধরতে ব্যাপক সাহায্য করছে ইউনেস্কো।”

কোচবিহারের বিভিন্ন অংশে পাটি চাষ হয়। মাদুর কাঠির চাষ হয় পূর্ব ও পশ্চিম মেদিনীপুরে। কিন্তু ঘটনা হল, চাষের শুরুতেই একশ্রেণির মহাজন আগাম অর্থ দিয়ে কিনে নিত। মাদুর কাঠি বা শীতল পাটি শুকিয়ে গেলে সেই মহাজনরা কিনে নেন। একরকম বাধ্য হয়েই কম দামে পাটি, মাদুর বিক্রি করতে বাধ্য হতেন কারিগররা। কিন্তু সরকারি সাহায্য মেলায় সেই সমস্যা মিটেছে।

অন্তত ৫০টি স্বনির্ভর গোষ্ঠী তৈরি করে তাঁদের সহজে ব্যাঙ্ক ঋণ পাওয়ারও ব্যাবস্থা করে দেওয়া হয়েছে। প্রশিক্ষণ ও যন্ত্রসামগ্রীও দেওয়া হয়েছে। আবার সহজে বিক্রির জন্যও সরকারি সংস্থা এগিয়ে এসেছে।

কোচবিহারে শীতলপাটির সংগ্রহশালা তৈরি হয়েছে সরকারি উদ্যোগে। সংগ্রহশালাতে তুলে ধরা হয়েছে বিভিন্ন ধরনের শীতলপাটি। এই শীতলপাটিকে কেন্দ্র করে পর্যটকদের আনাগোনাও বাড়ছে।

Bengal recorded the highest bank credit flow to Micro, Small and Medium Enterprises (MSME) sector for last five years across the nation to the tune of US $15 billion.

Apart from highest MSME credit flow to the tune of US $ 15 billion, the state is second largest in the country in terms of the number of MSME enterprises. There are 3.7 million enterprises doing business in Bengal.

The involvement of people in Bengal’s MSME sector is also heart-warming thing to promote among the Indian and overseas investors. The state is the second largest in the country in terms of number of people employed in MSMEs, which is 8.6 million.

Bengal has a steady 8 per cent growth rate in MSMEs in 2014-15 and it has 19 per cent MSME’s share of state’s Gross Value Added (GVA) in 2014-15. The state government has set up a US $ 30 million or approximately Rs 200 Crore Venture Capital Fund (VCF) to ensure a fast MSME growth. The government also set up MSME Felicitation Centre (MFCs) in every district to provide single window services to the entrepreneurs.

Chief minister Mamata Banerjee led the success story of MSME in Bengal. The government created 331 new MSME clusters. The market value of the fixed asset in MSME in Bengal is US $ 5.9 billion – which is considered to be her single-handed achievement.

 

ক্ষুদ্র ও মাঝারি শিল্পে সেরা বাংলা

ক্ষুদ্র ও মাঝারি শিল্পে গত পাঁচ বছরে ব্যাংক থেকে সব থেকে বেশি ঋণ পেয়েছে বাংলা, যার সংখ্যা হল প্রায় ১৫ বিলিয়ন ডলার।

সব থেকে বেশি ঋণ পাওয়ার পাশাপাশি, ক্ষুদ্র ও মাঝারি শিল্প প্রতিষ্ঠানের সংখ্যা অনুসারেও পশ্চিমবঙ্গ দেশে দ্বিতীয় স্থানে। বাংলায় প্রায় ৩৭ লক্ষ ক্ষুদ্র ও মাঝারি শিল্প প্রতিষ্ঠান আছে।

রাজ্যে বিপুল সংখ্যক মানুষ, প্রায় ৮৬ লক্ষ, ক্ষুদ্র ও মাঝারি শিল্পের সঙ্গে যুক্ত রয়েছেন। প্রসঙ্গত এই ক্ষেত্রেও বাংলা দেশে দ্বিতীয় স্থানাধিকারী।

২০১৪-৫ আর্থিক বর্ষে, ক্ষুদ্র ও মাঝারি শিল্পের বৃদ্ধি হয়েছে ৮ শতাংশ যা রাজ্যের জিভিএ’র ১৯ শতাংশ। এমএসএমই বিকাশের জন্য রাজ্য সরকার প্রায় ২০০ কোটি টাকার তহবিল চালু করেছে। জেলায় জেলায় গড়ে তোলা হয়েছে এমএফসি বা এমএসএমই সহায়তা কেন্দ্র যাতে উদ্যোগপতিদের অল্প সময়ের মধ্যে সবরকম ভাবে সাহায্য করা যায়।

ক্ষুদ্র ও মাঝারি শিল্পের এই জয় যাত্রার কান্ডারি মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। রাজ্য সরকার ক্ষুদ্র ও মাঝারি শিল্পে ৩৩১টি নতুন ক্লাস্টার তৈরি করেছে। এই মুহূর্তে রাজ্যের ক্ষুদ্র ও মাঝারি শিল্পের স্থাবর সম্পত্তির বাজারদর প্রায় ৪০,০০০ কোটি টাকা। এর কৃতিত্ব অবশ্যই মুখ্যমন্ত্রীর।

One the second day of the New Year Bengal received an investment to the tune of Rs 700 crore from Exide industries. Bengal Chief Minister Mamata Banrjee today inaugurated India’s first punch-grid storage battery plant at Haldia. She also inaugurated an IT Park at Haldia.

Speaking on the occasion, the Chief Minister said, “In Bengal no mandays are lost due to bandhs now. We have a new policy for industry. We have a land bank, land map.” She said that a new international convention centre will come up at Digha.

Highlighting the woes of demonetisation, the CM added: “The industrial scenario in the country has worsened in the last 2 months. The MSME sector is going through turmoil. Even in America, economy is only 40% cashless. In India, 92% rural areas have no banks.”

She said in a democracy the government is of the people, by the people and for the people.

ইংরেজি নববর্ষের দ্বিতীয় দিনে বাংলার জন্য সুখবর। হলদিয়াতে ৭০০ কোটি টাকা বিনিয়োগ করছে এক্সাইড। ভারতের প্রথম পাঞ্চ-গ্রিড স্টোরেজ ব্যাটারি প্লান্টের আজ উদ্বোধন করলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি একটি তথ্যপ্রযুক্তি পার্কের উদ্বোধনও করেন।

মুখ্যমন্ত্রী বলেন যে রাজ্যে এখন বনধের কারণে শ্রম দিবস নষ্ট হয়না। রাজ্য সরকার নতুন শিল্প নীতি তৈরী করছে। ল্যান্ড ব্যাঙ্ক, ল্যান্ড ম্যাপও তৈরী করা হয়েছে। তিনি জানান দিঘায় একটি আন্তর্জাতিক কনভেনশন সেন্টার তৈরী হবে।

নোট বাতিলের ফলে দেশের মানুষের কষ্টের কথা বলতে গিয়ে মুখ্যমন্ত্রী বলেন, দেশের শিল্প ভীষণভাবে ক্ষতিগ্রস্ত হয়েছে। ক্ষুদ্র ও মাঝারি শিল্পে টালমাটাল অবস্থা। আমেরিকাতেও ৪০% অর্থনীতি মাত্র নগদহীন। ভারতের ৯২% গ্রামাঞ্চলে ব্যাংক পরিষেবা পৌঁছায়নি।

তিনি আরও বলেন যে গণতন্ত্রে সরকার মানুষের প্রতি দায়বদ্ধ।

Tantuja, the leading brand of Bengal, under the State MSME department, has now stepped in to promote linen products. The new products made of linen were inaugurated on Tuesday by the Bengal MSME Minister.

The MSME department has started training 180 Tant weavers in Fulia on making linen fabric. The MSME department has been supplying the weavers with special machines to weave linen fabric.

Tantuja will promote the products through its 10 outlets. Prices have been fixed keeping in mind the middle income groups.

Tantuja has recently received the prestigious Images Retail Award in Mumbai. Tantuja’s products, especially sarees, are now available on most popular e-commerce platform. Once ailing due to financial crisis, the organisation under West Bengal State Handloom Weavers Cooperative Society made a record operational profit in 2015-16 at Rs 3.5 crore against a turnover of Rs 123.19 crore.

 

লাভের মুখ দেখার পর এবার লিনেন লঞ্চ করল তন্তুজ

ডিজাইনার দের সঙ্গে গাঁটছড়া বেঁধে এবার লিনেনের ডিজাইনার রেঞ্জ তাদের বাজারে আনল তন্তুজ। মঙ্গলবার এই নতুন ডিজাইন করা পোশাকের উদ্বোধন করেন ক্ষুদ্র ও মাঝারি শিল্পমন্ত্রী।

ফুলিয়ার ৩টি সোসাইটির মত ১৮০ জন তাঁতশিল্পীদের দিয়ে প্রথম ধাপের লিনেনের ফ্যাব্রিক তৈরির প্রশিক্ষণ দেওয়া শুরু করেছে। লিনেনের মতো মজবুত ফাইবারকে নরম করে ডিজাইনার পোশাক তৈরির উপযোগী করে তুলতে বিশেষ যন্ত্রও আনানো হয়েছে। ১ কোটি ৩ লক্ষ টাকা বরাদ্দ করা হয়েছে এই প্রকল্পের জন্য।

কলকাতায় যে ১০টি শো রুম আছে সেখানেও লিনেনের ডিজাইন রাখা হবে। মধ্যবিত্ত লোকেদেড় কথা মাথায় রেখেই মুল্য নির্ধারন করা হয়েছে।

সম্প্রতি মুম্বাইতে পুরস্কার পেয়েছে তন্তুজ। তন্তুজর পণ্যদ্রব্য বিশেষত শাড়ি এখন সবচেয়ে বেশি জনপ্রিয়, এগুলি সব ই-কমার্স প্ল্যাটফর্মে পাওয়া যায়।

একদা আর্থিক সংকটে থাকা এই হ্যান্ডলুম তাঁতি কো-অপারেটিভ সোসাইটি এখন রাজ্য সরকারের সহযোগিতায় লাভের মুখ দেখছে। ২০১৫-১৬ সালে তাদের লাভের পরিমাণ ৩.৫ কোটি।

Criticing the governments move to demonetise old Rs 500/1,000 notes, Bengal Finance Minister Amit Mitra on Thursday said India could lose as much as Rs 4.7 lakh crore in its GDP.

The old high denomination notes were demonetised from November 9. Since then long queues are being witnessed at bank branches and outside ATMs for cash withdrawal.

“Just imagine for Rs 400 crore of supposedly fake money, according to the government itself, you kill or demonetise over Rs 14.5 lakh crore or may be Rs 15 lakh crore.

“I mean what kind of policy is this. Another serious question, we recently saw some new fake money, I am told according to reports. What does this mean. This is horrendous,” the West Bengal minister said.

Calling demonetisation “the biggest scam that is about to happen”, Dr Mitra said it will provide no gain, but only acute pain.

“If these figures (deposits of old notes in banks) are right because what it seems to me is if all the money comes back there was not enough black money… This has two serious implications. One, it could be that the government was purely ignorant because it does not consult anybody…or they have in effect facilitated some people from converting black into white, effectively ending up with no RBI surpluses,” he said.

Dr Mitra also slammed the Centre for trying to enforce cashless economy without preparing grounds for it. “Doesn’t the PM know 86% people have no means to go to cashless economy? 92% villages are unbanked as per RBI figures. There are 21000 unorganised mandis in the country, 383 lakh unorganised units in MSME, which obviously use cash. A major part of any big economy is in cash. To move them into cashless economy is a major task. This cannot be done by destabilising the economy,” he said.

The Bengal Finance Minister, who is also the Chairman of the Empowered Committee of State Finance Ministers on GST, said, “The whole tax architecture will have to change, which is a huge challenge in the form of destabilisation. Can we not move GST a little bit on so that when the economy stabilises (and) people come back to normal living conditions, you bring in another disruption?”

 

নোট বাতিলের ফলে ৪.৭ লক্ষ কোটি টাকা ক্ষতি হতে পারে দেশের জিডিপির: অমিত মিত্র

কেন্দ্রীয় সরকারের হঠকারী নোটবাতিলের সিদ্ধান্তের সমালোচনা করে বাংলার অর্থমন্ত্রী আমিত মিত্র বৃহস্পতিবার বলেন, এই তুঘলকি সিদ্ধান্তের ফলে দেশের জিডিপির ক্ষতি হবে চার লক্ষ ৭০ হাজার কোটি টাকা।

৮ই নভেম্বর ৫০০ ও ১০০০ টাকার নোট বাতিল করার পর থেকে আজ অবধি প্রতি এটিএম ও বাঙ্কের বাইরে সুদীর্ঘ লাইন দেখা যাচ্ছে টাকা তোলার জন্য।

“ভেবে দেখুন, কেন্দ্রীয় সরকার আনুমানিক ৪০০ কোটি টাকা নকল নোটের জন্য সাড়ে ১৪ বা ১৫ লক্ষ কোটি টাকা বাতিল করল। এটা কি ধরনের সিদ্ধান্ত?” তিনি আরও বলেন যে পরিস্থিতি খুবই ভয়াবহ।

অমিত মিত্র বলেন নোট বাতিল দেশের সব থেকে বড় কেলেঙ্কারি যার ফলে জনসাধারনের অপরিসীম কষ্ট ছাড়া আর কিছুই লাভ হল না।

“যে সংখ্যক পুরোনো নোট বাঙ্কে ফিরে এসেছে, সেই সংখ্যাটি যদি যথাযথ হয়, তার থেকে দুটি ব্যাপার বোঝা যায়। প্রথম, কেন্দ্রীয় সরকারের কাছে এই ব্যাপারে কোনও তথ্যই ছিল না, কারন, তারা কাওর সঙ্গে কোনও আলোচনাই করেননি। অথবা, তারা কিছু মানুষকে কালো টাকা সাদা করার সুযোগ করে দিল যে কারনে রিজার্ভ বাঙ্কের কাছে কোনও অধিক টাকা জমা পড়ে নি।”

আমিত মিত্র ক্যাশলেস ইকোনমির ব্যাপারেও কড়া সমালোচনা করে বলেন, কোনও প্রস্তুতি না নিয়েই সরকার ক্যাশলেস ইকোনমির ওপর জোর দিচ্ছেন। “প্রধানমন্ত্রী কি জানেন না যে ৮৬ শতাংশ মানুষের কাছে ক্যাশলেস ইকোনমির সামর্থ নেই। রিজার্ভ বাঙ্কের নথি অনুযায়ী ৯২ শতাংশ গ্রামে বাঙ্ক নেই। দেশে ২১০০০ অসংগঠিত মান্ডি আছে। ৩৮৩ লক্ষ অসংগঠিত ক্ষুদ্র ও মাঝারি শিল্প প্রতিষ্ঠান আছে যারা পুরোপুরি ভাবে নগদ টাকায় লেনদেন করেন। এই দেশের সিংহভাগ ব্যাবসাই চলে নোটের ওপর। এই সমস্তকে ক্যাশলেস ইকোনমির দিকে নিয়ে যাওয়া একটি বিশাল কাজ, দেশের অর্থনীতির মেরুদণ্ড ভেঙে সেদিকে এগোনো যায়না,” আমিত মিত্র বলেন।

বাংলার অর্থমন্ত্রী, যিনি অর্থমন্ত্রীদের জিএসটি বিষয়ক এম্পাওয়ার্ড কমিটির চেয়ারম্যানও বটে, আরও বলেন, “জিএসটি লাগু করতে গেলে দেশের কর পরিকাঠামো নতুন করে সাজাতে হবে। নোট বাতিলের জন্য দেশের অর্থনীতি ইতিমধ্যেই সংকটে। তাই, আমরা কি কিছুদিন পরে জিএসটি লাগু করতে পারি না যখন দেশের অর্থনীতি স্বাভাবিক অবস্থায় ফিরে আসবে?”

Port, mining and MSME will be the key areas to focus at Bengal Global Business Summit (BGBS) 2017.

Eyeing the third edition of BGBS, set to stage in on January 20-21, the Bengal Government is ready to proclaim mega investment proposals, a sizeable portion of which will come from private players in these sectors, the officials of industry and commerce department believe.

The Government recently framed a Maritime Policy with the help of global analytical company Crysil. With that, the government has also opened opportunities to widen ‘port based industrialisation’ to add a sharp edge in Bengal’s trade scenario.

Displaying the State as the possessor of third largest mineral resources across the nation, the State Government will look forward to get investment in mining sector as well. However, the commerce and industry department will promote sectors like textile, gems and jewellery, leather, jute, forging, casting, apparel and handicraft under MSMEs. The state government has already announced an investment to the tune of Rs 16,000 crore and 10,000 direct job creations in Tajpur Port and in the port-led industrial circuit there. The department has initiated Adani Ports and Essar Ports for investment there.

The development of robust infrastructure in ports, exploring various opportunities in consultation with global analytical firms and development of inland waterways to optimally leverage its maritime advantages are already underway. Now, West Bengal Industrial Development Corporation Limited (WBIDC) is ready to promote deep sea port at Tajpur, Sagar Island and new port with ship building facility at Kulpi.

The State will also talk about the coal reserves of Deocha Pachmi in West Bengal, second largest in the world, at 2,00,000 million tonne, alone can create many jobs. The Deucha Panchmari Dewangunj coalmines project will be implemented jointly by West Bengal Mineral Development Corporation and Bengal Birbhum Coalfields Ltd. The project is likely to be operational in 2019 and will employ about one lakh people.

The Geological Survey of India (GSI) have indicated that Bengal has untapped reserves of iron ore, dolomites, tungsten, fireclay, granite and sand.

The State has tied up with Kudremukh Iron Ore Company (KIOCL) for iron ore deposit exploration. Recently, Kudremukh, a public sector company, has joined hands with the West Bengal Mineral Development and Trading Corporation (WBMDTC) to start a joint venture of Rs 850 crore.

MSMEs are undoubtedly the area which will get most of the attention in the upcoming BGBS. Handicraft, textile, jute, gems and jewellery have huge prospect in this state as adequate land is ready for making industrial parks.

The facts that would be showcased are various facilities and advantages of port-based industrialisation. The deep sea port at Bhor Sagar, which is a joint venture between the Centre and state government, will cost around Rs 16,000 crore. The work is under process in equity participation by Kolkata Port Trust and the state government. The project is also looking for a concessionaire through public private partnership (PPP). The requirement of land is 347 acre which is already in possession.

The green field port at Tajpur is going to be constructed in a revenue share model, as the state government is not looking for a joint venture with the Centre here. The state will build the main infrastructure and invite private players for the rest of the infrastructure. Revenue share model will be followed for the business.

বন্দর, খনি, ক্ষুদ্র ও মাঝারি শিল্পের ওপর বিশেষ গুরুত্ব দেওয়া হবে ২০-২১ জানুয়ারি ২০১৭তে অনুষ্ঠিত হতে চলা বিশ্ব বঙ্গ বানিজ্য সম্মেলনে।

বিশ্ব বঙ্গ বানিজ্য সম্মেলন এবার তৃতীয় বর্ষে। বড় বিনিয়োগ টানতে তৈরী রাজ্য সরকার। শিল্প ও বানিজ্য দপ্তরের বিশ্বাস এই বিনিয়োগের একটি বড় অংশ আসবে বেসরকারি বিনিয়োগকারীদের থেকে।

রাজ্য সরকার ইতিমধ্যেই একটি সামুদ্রিক নীতি (মেরিটাইম পলিসি) তৈরি করেছে বিশ্ব বিখ্যাত প্রতিষ্ঠান ক্রিসিলের সহযোগিতায়। বন্দর ভিত্তিক শিল্পের জন্য নানা উদ্যোগ নেওয়া হয়েছে রাজ্যের তরফে।

দেশের তৃতীয় সর্ববৃহৎ খনিজ সম্পদের অধিকারি রাজ্য হওয়ার কারনে রাজ্য সরকার খনিতেও অনেক লগ্নি আনতে সচেষ্ট । শিল্প ও বানিজ্য দপ্তর ক্ষুদ্র ও মাঝারি শিল্পের অন্তর্গত বস্ত্র, রত্ন, গয়না, চামড়া, পাট, কামারশিল্প, ঢালাই ও হস্তশিল্পকেও তুলে ধরবে।

A 21-member Chinese trade delegation on Monday expressed their interest to invest in seven different industrial sectors in the state. The delegation – consisting of chief executive officers, vice-presidents and managing directors of 13 different companies met the local business fraternities on a ‘Business to Business’ gathering to discuss trade and investments in Bengal.

On Monday, Bengal Commerce and Industries Minister Dr Amit Mitra met the Chinese delegates. “They are interested to invest in the sectors of coal machinery and equipments, metallurgy, mining, electrical, chemical productions, pharmaceutical and medical equipments, biological equipments, hydropower and real estate materials,” Dr Mitra said.

The Chinese delegation is interested in manufacturing, infrastructure, real estate and heavy machinery. The scenario of Bengal is business friendly and conducive for investment, the delegation thinks..

The Chinese Vice-President Li Yuanchao had met Chief Minister Mamata Banerjee in November 2015, and assured her to send a business delegation to the state.

“Chinese Vice-President had met Chief Minister Mamata Banerjee and at the time had assured her to send a business delegation. With a focus on investment, the 13 companies from China have come to explore business opportunities in Bengal, whose aggregated turnover is USD 10 billion,” said Dr Mitra, adding that a delegation comprising top bosses of ‘Fortune 500’ companies is set to visit the state in November this year.

Additionally, the Chinese delegation will have discussions with Bengal Industrial Development Corporation (WBIDC) and also visit a manufacturing zone at Burdwan’s Panagarh to get exact knowledge of investment opportunities in the state.

“The Chinese delegation will visit the Matix factory at Panagarh. It will give them genuine knowledge of industrialisation in the state. As the first phase of its Panagarh urea plant is ready for commissioning, Matix Fertilizers plans to invest Rs 6,500 Cr in the second phase of the project,” the State Commerce and Industries minister said.

Dr Mitra said the Chinese companies have also shown their interest in the Micro, Small and Medium Enterprises (MSME) sector, which will be given support on behalf of the state government as per the industrial policy. The state has 6,000 acre of land in 23 industrial estates. “The huge trade deficit shows us that we should do more business with China,” Mitra added.

“We have invited the Chinese delegation to attend the Bengal Global Business Summit and I hope they will take a firm decision on investments in the state. Chinese do not take much time. Many countries take time to research, Chinese are not like those. They are always quick to grab the opportunities,” Dr Mitra said.

 

বাংলায় বিনিয়োগে আগ্রহী চিনের প্রতিনিধি দল

গতকাল চিন থেকে ২২ জনের একটি শিল্প প্রতিনিধি দল অমিত মিত্রের সঙ্গে বৈঠক করতে আসেন। বাংলায় শিল্পে বিনিয়োগের আদর্শ পরিবেশ তৈরী হয়েছে মমতা বন্দোপাধ্যায়ের আমলেই, জানালেন শিল্প বিনিয়োগের সম্ভাবনা খতিয়ে দেখতে আসা চীন প্রতিনিধি দলের নেতৃত্বে থাকা প্রতিনিধিরা।
চিন থেকে আসা প্রতিনিধিরা  জানান যে পশ্চিমবঙ্গ ক্রমশ উন্নতি করেছে। আগের অবস্থার পরিবর্তন ঘটিয়ে রাজ্য বিনিয়োগের উপযুক্ত হয়ে উঠেছে।  রাজ্যের বিভিন্ন শিল্প সম্ভাবনা খতিয়ে দেখতে এসেছেন তারা।  রাজ্যের শিল্পমন্ত্রী  ডঃ অমিত মিত্র এই সভার প্রতিনিধিত্ব করেন। উপস্থিত ছিলেন অর্থ দফতরের বিভিন্ন আধিকারিকরা। চিন থেকে আসা প্রতিনিধি দলের পশ্চিমবঙ্গ সফর নিয়ে উত্সাহী রাজ্যের শিল্পপতি মহল।
ধাতু বিদ্যা, খনিজ সরঞ্জাম এবং উত্পাদন বিষয়ক বিভিন্ন খাতে বিনিয়োগের ইচ্ছা প্রকাশ করেছেন দলটি।বাংলায় শিল্প বিনিয়োগের রূপরেখা তৈরী করতে তুমুল উত্সাহী  চিন। এই প্রতিনিধি দলকে উপযুক্ত জমি দেখতে পানাগড় নিয়ে যাওয়া হয়।দুদিন ব্যাপী এই সফরে তাদের চাহিদা অনুযায়ী ল্যান্ড ব্যাংকে থাকা বাকি জমিও দেখানো হবে। ১৩টি শিল্প সংস্থার ১৯ জন প্রতিনিধি এখানে আসেন। এই ১৩টি সংস্থার বার্ষিক আয় ১০০০ কোটি ডলারের বেশি। ফরচুন ৫০০ নথিভুক্ত কয়েকটি চীনা সংস্থাকে নিয়ে আগামী অক্টোবর মাসে এই প্রতিনিধিদল আবার আসবেন। সাংজি এনার্জি গ্রুপের পক্ষ থেকে জলবিদ্যুৎতে বিনিয়োগের আগ্রহ প্রকাশ করা হয়েছে।
সিচুয়ান চানকে ইন্ডাস্ট্রিয়াল কোম্পানি লিমিটেডের পক্ষ থেকে রাজ্যের সঙ্গে মৌ সাক্ষরে আগ্রহ প্রকাশ করা হয়েছে। ক্রাউন ইনভেস্টমেন্ট কোম্পানি লিমিটেডের পক্ষ থেকে রিয়েল এস্টেটে স্থানীয় শিল্পপতিদের সঙ্গে চুক্তিতে আগ্রহ প্রকাশ করা হয়েছে।

Just before the Durga Puja, the state government is all set to organise another edition of ‘Banglar Tanter Haat’ – a fair, where the weavers of Bengal will showcase their amazing creations.

The organiser is the state micro, small and medium enterprise and textiles department. The minister of micro, small and medium enterprise, will inaugurate the fair on Sunday.

The fair has been the centre of attraction for women, as various varieties of Saaris and Salwar and other traditional apparels are showcased here. Milan Mela – the state government’s designated fair zone just off to Eastern Metropolitan Bypass – is the venue of Banglar Tanter Haat.

The weavers across the state will participate in the Haat and will sell their product. The urban population is in love with their production. A huge turnout in the fair is expected this year as it is being held just before the festive season.

But not only the woman but the men would also be happy with variety of the clothes in the haat. Various men apparels including Dhuti, Punjabi and wide variety of Fotua will be displayed.

 

পুজোর আগে শুরু হচ্ছে ‘বাংলার তাঁতের হাট’

পুজোর আগে সুখবর। রাজ্য সরকারের উদ্যোগে এ বছর দুর্গা পুজোর আগেই আবারও আয়োজন করা হচ্ছে “বাংলার তাঁতের হাট” মেলার।

বাংলার তাঁত শিল্পীরা যাতে নিজেদের শিল্পশৈলী দেখানোর সুযোগ পায়, তাই এই মেলার উদ্যোগ ক্ষুদ্র ও কুটিরশিল্প দফতর ও বস্ত্রশিল্প দফতর। রবিবার ক্ষুদ্র ও কুটিরশিল্প মন্ত্রী এই মেলার উদ্বোধন করবেন।

মেলাতে থাকবে বিভিন্ন ধরণের শাড়ি, সালোয়ার ও ঐতিহ্যবাহী বস্ত্রসমূহ। ই এম বাইপাসের ধারে অবস্থিত মিলন মেলা প্রাঙ্গনে এই মেলাটি অনুষ্ঠিত হবে।

সারা রাজ্যের সমস্ত তাঁত শিল্পী এই মেলায় অংশ নেবেন ও নিজেদের জিনিসপত্র বিক্রি করতে পারবেন। বিগত কয়েক বছরে দেখা গেছে শহরের মানুষ ওনাদের কাজকে খুব পছন্দ করছেন, তাই, আশা করা যায় পুজোর আগেই এই মেলাকে কেন্দ্র করে ভালো সাড়া পাওয়া যাবে।

শুধু মহিলা নন, পুরুষদের জন্যও মেলাতে থাকবে নানা সমাহার। যেমন ধুতি, পাঞ্জাবি ও প্রচুর ধরণের ফতুয়া মেলায় পাওয়া যাবে।
