Today Chief Minister Mamata Banerjee addressed an audience of MSME investors at Nabanna Sabhaghar.

Highlights of her speech:

Several industrial clusters and industrial parks dedicated to micro, small and medium enterprises (MSME) were inaugurated today. The total acreage is 1,633 acres. Rs 13,000 crore has been allocated for developing them. Two lakh people would get employment.

A few weeks back I had inaugurated an expanded leather complex at Bantala; it is now the world’s second largest leather complex.

I have renamed the leather complex as Karmadiganta, where leather goods manufacturers from Kanpur, who had to endure huge losses due to closure of their business units, are setting up base.

Once upon a time Howrah was famous as an industrial hub; similarly Bardhaman was famous for sweets and Chandannagar for its lighting technicians. We are bringing those glory days back.

It is unfortunate that the media is intent on highlighting only the negative aspects of Bangla; there are so many positives to talk about. It is a matter of great pride that many who had once left our State are now coming back to work here.

We have a deep responsibility towards the citizens of this State. We want big industries to be set up here. A lot of companies are closing down across the country. There is no use giving just big talk and creating a mirage of stability through controlling the media. Economic independence is what really matters.

In such a state of affairs as it exists now, it is important to concentrate on jobs and agriculture.

Women, youth, students are our strengths, they show us the way.

For creating employment for the rural people, it is crucial to set up a strong MSME base.

Traditional industrial bases like Howrah, Haldia and others need to be developed more through the setting up of manufacturing units and more people need to come forward for this.

For ease of doing business, the Bangla Government has set up a single-window scheme for approval of proposals for setting industries. We will appoint a nodal officer to make the system more smooth, for which a committee has been set up.

We have streamlines the work culture of the State. Earlier 70 to 80 person-days used to be wasted every year, now that has stopped.

The Centre is trying to privatise 45 PSUs across the country, putting in danger the jobs of 8 lakh people.

The percentage of employment is at a 45-year high now.

We want people to work and be happy.

Bangla is a safe place for industry; that why companies like Wipro and Microsoft are setting up bases here.

A total of 26 helipads and greenfield airports are being constructed.

In MSME, skill training, GDP growth and girls’ empowerment (Kanyashree) Bangla is number one.

About 60 lakh girls are getting benefits through the Kanyashree Scheme, from school right till the postgraduate stage.

About 9 lakh people are benefitting from the Khadya Sathi Scheme and 7.5 crore through Swasthya Sathi.

Bangla has received the Krishi Karman Award six times.

Here medicine at government hospitals is available at very cheap prices, affordable for everybody, at discounts of up to 70 per cent.

Bangla’s GDP growth rate is 12.58%: Dr Amit Mitra

At today’s inauguration of industrial parks and a host of other initiatives at a programme at Nabanna Sabhaghar, Dr Amit Mitra, the State Finance, Commerce and Industry, and MSME Minister, gave out data that proves that under the leadership of Chief Minister Mamata Banerjee, Bangla is going strong, despite the hapless state of the economy in other parts of the country.

He said that the State’s GDP growth rate (GSDP, or gross state domestic product) stands at 12.58 per cent, which is the best in the country.

Other figures which prove the rapid progress that Bangla has been making include the State Government’s capital expenditure increasing by 11 times in the last eight years (Trinamool Congress Government), Plan Budget increasing by seven times and income tax collection increasing by three times.

In relation to the inauguration of the MSME industrial parks in Howrah, Dr Mitra said that 70 per cent of employment in India is provided by the MSME sector, 45 per cent of the manufacturing sector is comprised of MSMEs and 40 per cent of India’s exports are contributed to by the MSME sector.

These numbers prove that the decision of the State Government to provide loans on a large scale to the MSME sector has provided huge dividends.

Some recent successes of the MSME Department

The State Micro, Small & Medium Enterprises and Textiles Department has seen a lot of success over the last seven years of the Trinamool Congress Government.

Chief Minister Mamata Banerjee take a special interest in this department as the micro, small and medium enterprises (MSME) form the primary channel for reviving and sustaining the traditional arts and crafts of Bengal. Due to the stress given on helping these types of enterprises, there has been a large-scale economic revival especially across the rural belts and small towns of the State.

Some of the recent successes of the department are described below:

‘Joyee’ footballs by Refugee Handicrafts division: The Refugee Handicrafts division of the MSM Department has been doing exemplary work by engaging women from rural regions in manufacturing football, thus also reviving the football manufacturing industry in Bengal. These superior quality footballs are sold under the brand name of ‘Joyee’, given by Mamata Banerjee herself.

To make the products commercially successful, a decision has been taken to make the footballs available at least at one point in every district, besides in other places. People became well-aware of the football brand after the balls were distributed by the State Government among local clubs ahead of the FIFA Under-17 World Cup last October.

Model farm in Jhargram to help tribal population: A model farm has been set up in Jhargram district to help the tribal population there gain financial independence. The over-20-acre farm will produce vetiver, lemongrass and essential oils. Vetiver is used in making bags and mats, and the bags in which the saplings are given to the mothers of newborns under the Sabujshree scheme.

A distillation unit will also be established there. Over 50,000 people are already associated with the aroma industry in this district. This venture will be a blueprint for more such ventures, which will help in employment generation as well as in making many of the tribal people self-sufficient.

Aroma garden in Baruipur and Jhargram: The aroma industry is coming up in Bengal in a very big way. Towards that end, the MSME Department is setting up two aroma gardens – one on 4 acres at Baruipur in South 24 Parganas district and another on 40 acres in Jhargram.

Oil will be extracted from the plants and trees, even from the roots. Aroma therapy is used in beauty treatment and also to cure some diseases. Lavender, rosemary and lemongrass are being planted in Baruipur.

Bengal eyeing two-fold hike in export growth rate by 2021: Amit Mitra

Bengal government has set a target of doubling the export growth rate of the state within 2021, said Industry, Commerce and Enterprise minister Amit Mitra on Monday. He was addressing a workshop with the exporters, industries and various other stakeholders at a city hotel to accelerate the process of export promotion from the state.

Despite some issues relating to the non-payment of refunds to the exporters, particularly to the small-scale ones, the state government has been able to achieve export growth rate of 11.17 percent last year.

Dr Mitra said that there was an export of 8.23 billion US dollars from Bengal in the financial year 2016-17, which has gone up to 9.15 billion US dollars in 2017-18. Products worth around Rs 62,000 crore have been exported from the state in 2017-18.

The Bengal government is taking all possible steps to double the figure in the next three years. “We have achieved 11.17 percent growth rate in exports, which is pretty high among all other states. It was around 10 percent last year.

The export growth rate of the country according to CAGR remained at 6.01 percent for a period from 2007-08 up to 2016-17. The overall export that stands at Rs 62,000 will be doubled in the next three years,” Dr Mitra said.

According to the minister, an information centre will be set up jointly by the West Bengal Industrial Development Corporation (WBIDC) and the MSME department, to disseminate information relating to the exports and various schemes.

An export cell will be set up at the district industrial centres, so that people interested in exports can gather information relating to it. Altogether 80 officers from industry and MSME sectors will be given training at the Institute of Foreign Trade in Kolkata, for a period of one month from July 5.

Among the total number of officers, around 60 would be from the MSME department, while the rest would be from industries. After returning to the district industrial centres, these officers will give answer to the quarries of the potential exports. They will be made aware on how the documentation is done.

Dr Mitra also said that a dyeing centre has come up at Nabadwip, which will meet global standards so that the exporters from the state would no longer face any problems during the certification. Around 50,000 weavers would also be benefitted from the project. There was an overall export of 825 million US dollar of iron and steel from Bengal in 2016-17 and the target is to reach up to 1,500 million US dollar within the next three years.

While gold and other precious material export remained at 711 million US dollar, with a target of 1,200 million US dollar. The Bengal government has developed a major infrastructure by setting up a Gems and Jewellery Park at Ankurhati in Domjur in this regard. In the leather sector, export stands at 687 million dollar and the target is to reach 1,500 million dollar.

Asia’s biggest leather park has come up at Bantala. The state government has allotted a Rs 400 crore investment in Bantala. Marine products and petroleum products have seen a rise in the export. The minister also reminded that apart from airport and sea port, a land port should also be set up for accelerating the exports. In case of fresh vegetables, the exporters were facing problems as they have to export the products through Vizag port. The issue would be taken up with the Union commerce minister.

‘Synergy’ meet organised to boost MSMEs in Hills

On the heels of the two-day long Hill Business Summit, a “Synergy” meet was organised in Darjeeling by the Micro Small and Medium Enterprises (MSME) department in collaboration with the Confederation of Indian Industries (CII).

Proposals amounting to a sum of around Rs 9 crore have been submitted by different enterprisers in the micro and small sector.

“Synergy”, a one stop destination provides logistical support to MSMEs by providing single point contact; scheme procedures; schemes for startups; upgradation of existing old industries; know how on formation of industrial cooperatives and market access.

Stalls were put up by different departments under the State Government and the Gorkhaland Territorial Administration including MSME, Land, Labour, Power, Fire and Emergency Services, Finance, Tourism, Horticulture. Around 200 entrepreneurs visited.

 

পাহাড়ে অনুষ্ঠিত হল ‘সিনার্জি’ বৈঠক

দার্জিলিং পাহাড়ে উত্পাদিত চকোলেট, নুডলস, ঝাড়ু সহ অন্যান্য সামগ্রী বিশ্ব বাংলা স্টলের পাশাপাশি বিভিন্ন শপিংমলের বিপণনকেন্দ্রে রেখে বিক্রিতে রাজ্য সরকার ব্যবস্থা নেবে। এরই সঙ্গে ক্ষুদ্র ব্যবসায়ীদের ঋণ পেতে যে সমস্ত সমস্যা তৈরি হচ্ছে সেগুলিরও দ্রুত সমাধান করা হবে বলে জানিয়েছেন ক্ষুদ্র ও কুটিরশিল্প বিভাগের ডিরেক্টর।

দার্জিলিঙে স্থানীয় উদ্যোগপতিদের নিয়ে ‘সিনার্জি’ নামে আলোচনা সভায় তিনি জানান, পাহাড়ের ছোটো উদ্যোগপতিদের তৈরি জিনিসপত্র বিক্রিতে ‘এক জানালা’ ব্যবস্থা চালুর চেষ্টা চলছে। এই বৈঠকে ৯ কোটি টাকার লগ্নি প্রস্তাব এসেছে।

ক্ষুদ্র-মাঝারি শিল্পের জন্য ‘এক জানালা’ ব্যবস্থার মাধ্যমে সব পরিষেবা প্রদানই হল সিনার্জি বৈঠকের লক্ষ্য। বিভিন্ন প্রকল্পের প্রক্রিয়া সম্বন্ধে তথ্য থেকে শুরু করে, স্টার্টআপগুলির জন্য কি কি প্রকল্প আছে সেই সম্বন্ধে তথ্য দেওয়া হয় সিনার্জিতে। তাছাড়া, পুরোনো শিল্পের আপগ্রেড, শিল্প সমবায় তথা মার্কেট এক্সেস সম্বন্ধেও জানা যায় এখানে।

পাহাড়ের ‘সিনার্জি’’ বৈঠকে রাজ্য সরকার ও জিটিয়ের বিভিন্ন দপ্তর স্টল দিয়েছিল। উপস্থিত ছিলেন প্রায় ২০০ জন উদ্যোগপতি।

Bengal to devise export strategy to promote its artisans

In order to promote various products, including engineering and textile products in the international market, the Bengal government is drafting a comprehensive export strategy for the micro and small scale enterprises in the textile sector.

The main purpose of the move is to create a demand for Bengal’s myriad products in markets abroad. This will not only restore the past glory of Bengal’s textile and other industries, but also help in reviving the economy of medium and small sectors in the state.

A memorandum of understanding has already been signed between the state government and the Export Import Bank of India (Exim Bank).

The Micro, Small and Medium Enterprises (MSME) department has been working towards building infrastructure so that the products could be exported to various countries, boosting sustainable growth in various sectors.

The Bengal MSME department had taken up a series of new projects to contribute to the development of the socio-economic condition of artisans across the state by giving them a platform to showcase their handicrafts. The state government had set up ‘Rural Craft hub Project’ at 11 different locations for this purpose.

The hubs, which are also recognised by UNESCO, have turned into tourist hotspots.

 

আন্তর্জাতিক বাজারে রাজ্যের হস্তশিল্পের প্রসারের উদ্যোগ রাজ্যের

আন্তর্জাতিক বাজারে রাজ্যের হস্তশিল্প সামগ্রীর আরও প্রসার ঘটাতে রাজ্য ক্ষুদ্র ও মাঝারি শিল্প বিষয়ক দপ্তর একটি রপ্তানি নীতি বা এক্সপোর্ট পলিসি আনার কথা ভাবছে।

এর ফলে বাংলার হৃৎ গৌরব তো ফিরবেই, সাথে ক্ষুদ্র ও মাঝারি শিল্পর বিরাট লাভ হবে। ইতিমধ্যেই Export Import Bank of India (Exim Bank) এর সাথে রাজ্য সরকারের একটি মৌ স্বাক্ষরিত হয়েছে।

ক্ষুদ্র ও মাঝারি শিল্প বিষয়ক দপ্তর এখন রাজ্যে রপ্তানি করার মতো পরিকাঠামো তৈরী করবে যাতে বিদেশে রাজ্যের হস্তশিল্প সামগ্রী পাঠানো যায়।

ইতিমধ্যেই রাজ্যের হস্তশিল্পীদের সামাজিক কল্যাণের জন্য রাজ্য সরকার নানা পদক্ষেপ নিয়েছে। তৈরী হয়েছে ১১টি রুরাল ক্র্যাফট হাব। এই হাবগুলি ইউনেস্কোর প্রশংসাও কুড়িয়েছে।

 

West Bengal to prepare export strategy in MSME sector

The main purpose of the move was to promote various products including that of engineering, textiles in the international arena. A memorandum of understanding (MoU) has already been signed between the state government and the Export Import Bank of India (Exim Bank) few months ago in which the latter has agreed to provide financial assistance and also advisory support.

The State Government is now working towards the building of infrastructure so that the products could be exported to various countries. This move will not only help to the state’s economy but will also create demands of various products in the international market.

The Exim Bank has agreed to provide West Bengal with an advisory support for the implementation of new project and they would also provide loans for the export of our engineering, textile products and garments. The bank will provide loans to individuals on the recommendations of the state government and thus help the State in promoting our export policy..

West Bengal is the first state to prepare an export strategy and to implement it. Senior officials of the MSME department in the state are also in touch with the Exim Bank. The State Government has urged the body to look at the cluster so that it can give advisory support to them.

The State MSME department had taken up a series of new projects to contribute to the development of the socio-economic condition of artisans across the state by giving them a platform to showcase their handicrafts.

The State Government had set up ‘Rural Craft hub Project’ at 11 different locations. Around 3,000 people were initially involved in the project and later the number rose up to 15,000 within few months. It is planning to set up more such hubs in various parts of the state which will create 5 lakh jobs. The Rural Craft Hub Projects came up at the cost of Rs 10 crore in the first phase, while in the second phase many more hubs will come up in the state at an approximate cost of Rs 20 crore.

The Rural Craft Hubs were elevated to rural Craft Cultural Hubs in October 2015 to include the people who are involved in various cultural activities as well. The hubs which were already recognised by the UNESCO have become a place of tourist action as well.

 

MSME সেক্টরে রপ্তানি প্রক্রিয়া চালু করছে রাজ্য সরকার

ইঞ্জিনিয়ারিং, টেক্সটাইল বিভিন্ন আন্তর্জাতিক ক্ষেত্র সহ বিভিন্ন আঙিনায় দেশি পণ্যদ্রব্য ও বস্ত্র রপ্তানি করাই পদক্ষেপের মূল উদ্দেশ্য। ইতিমধ্যেই কয়েক মাস আগে রাজ্য সরকার ও এক্সিম ব্যাঙ্কের মধ্যে একটি মউ সাক্ষর হয়ে গেছে যেখানে তারা আর্থিক সহায়তা এবং অ্যাডভাইসরি সমর্থন প্রদান করতে সম্মত হয়েছে।

রাজ্য সরকার এখন পরিকাঠামো তৈরি করছে যাতে যাতে তারা তাদের উৎপাদিত পণ্য বিভিন্ন দেশে রপ্তানি করতে পারে। এর মাধ্যমে শুধু রাজ্যের আর্থিক পরিকাঠামোকে সাহায্য করবে তা নয় আন্তর্জাতিক বাজারে চাহিদা অনেক বৃদ্ধি করবে।

রপ্তানি কৌশলকে প্রথম বাস্তবায়িত করে পশ্চিমবঙ্গ। রাজ্যের MSME বিভাগের ঊর্ধ্বতন কর্মকর্তারা এক্সিম ব্যাংকের সঙ্গে যুক্ত রয়েছেন। ক্লাস্টারগুলিকে দেখাশোনা করার জন্য রাজ্য সরকার একটি পর্যবেক্ষক দল তৈরি করে যারা তাদের উপদেষ্টামূলক সমর্থনও দেবে।

সমগ্র রাজ্যের আর্থ-সামাজিক উন্নয়নের জন্য রাজ্যের MSME দপ্তর একগুচ্ছ নতুন প্রকল্প নিয়েছে।

রাজ্যের ১১ টি জায়গায় রাজ্য সরকার একটি ‘রুরাল ক্রাফট হাব প্রজেক্ট’ তৈরি হয়েছে। প্রায় ৩০০০ লোক এই প্রকল্পের সঙ্গে যুক্ত, পরে কয়েক মাসের মধ্যে এই সংখ্যা বৃদ্ধি পেয়ে হল ১৫০০০। রাজ্যের বিভিন্ন জায়গায় এইধরনের আরও হাব তৈরি করার পরিকল্পনা রয়েছে যেখানে প্রায় ৫ লাখ কর্মসংস্থান হবে। প্রথম দফায় এই ‘রুরাল ক্রাফট হাব প্রজেক্ট’ তৈরিতে বরাদ্দ হয়েছে ১০ কোটি টাকা। দ্বিতীয় দফায় আরও ‘রুরাল ক্রাফট হাব প্রজেক্ট’ তৈরি হবে যার মোট খরচ ২০ কোটি টাকা।

২০১৫ সালের অক্টোবর মাসে রুরাল ক্র্যাফট হাব রুরাল ক্র্যাফট সাংস্কৃতিক হাবে পরিণত করা হয়েছে। ইতিমধ্যে ইউনেস্কো দ্বারা স্বীকৃত হাবগুলি পর্যটনের জায়গা হিসেবে পরিণত হয়েছে।

Bengal MSME revives football production industry

In order to revive the industry of making footballs, the West Bengal Chief Minister Mamata Banerjee had taken up an initiative under the MSME Department. Headed by ex-footballers Manas Bhattacharya, Bidesh Bose and Prasanta Banerjee, the initiative has taken shape with footballs being manufactured again from a unit in Tarakeshwar.

The footballs are being made by a Government agency called Refugee handicrafts. The finished products have also passed necessary quality tests.

It is also being given a thought that these footballs be used for distribution to clubs and training camps.

With the ex-footballers handling the project, the revival of one more lost art is now evident, also providing livelihood to quite a number of people.

বাংলার  ফুটবল উত্পাদন শিল্পকে পুনরুজ্জীবিত করতে উদ্যোগ রাজ্য সরকারের

বাংলার মাঠজুড়ে যেখানে ফুটবলের সাম্রাজ্য, সেখানে বাইরের রাজ্য থেকে আর ফুটবল কিনতে হবে না এখানকার খেলোয়াড়দের। তারকেশ্বরের কারখানায় শুরু হয়েছে ফুটবল তৈরি। বাংলার ছেলেদের বাংলায় তৈরি সেই ফুটবলে উৎসাহ দিতে এবার ব্র্যান্ড অ্যাম্বাসাডর হয়েছেন মানস ভট্টাচার্য, বিদেশ বসু, প্রশান্ত বন্দ্যোপাধ্যায়ের মতো কিংবদন্তি ফুটবলাররা।

রাজ্য ক্ষুদ্র, ছোট ও মাঝারি শিল্প দপ্তরের আওতায় একটি সংস্থা রয়েছে, যার নাম রিফিউজি হ্যান্ডিক্র্যাফ্টস। এখন কুটির শিল্পের উন্নয়নই সংস্থাটির লক্ষ্য।

মানসবাবু বলেন,  “প্রাথমিক পর্যায়ে ২০টি ফুটবল তৈরি করে তার গুণগত মান বিচারের জন্য পাঠানো হয়েছিল পাঞ্জাবের জলন্ধরে। সেখানে ১৯টি বলকে যথাযথ বলে জানানো হয়েছে। অর্থাৎ, আমরা যে কাজটি করতে চেয়েছিলাম, তাতে প্রাথমিকভাবে সফল। মোট ৬০জনকে ট্রেনিং দিয়ে কাজ শুরু করেছিলাম, আগামী তিন মাসে আরও ৪১জনকে ফুটবল তৈরির ট্রেনিং দেওয়ার কাজ শেষ হবে”।

এই মুহূর্তে রাজ্যে ফুটবলের চাহিদা আছে প্রায় ৪০ হাজার। সার্বিকভাবে যাতে ফুটবল গড়ার প্রকল্পটি সফল করা যায়, তারজন্য সব দিক থেকে সাহায্যের আশ্বাস দিয়েছেন মুখ্যমন্ত্রী।
