The Bangla Government has announced its decision to reduce the fire license fees by about 92 per cent. This decision was announced by the Finance and Industry Minister, Dr Amit Mitra recently.

The minister said that during the administrative review meetings held across the State, small and medium-scale business-owners had been requesting Chief Minister Mamata Banerjee for reducing the mandatory fire license fees to make it easier for them to set up their businesses.

Mamata Banerjee kept her word, and now the fees have been reduced by approximately 92 per cent, in comparison to the last fee structure that was decided in 2017. And the reduction has been across all categories of buildings. This decision was taken after a detailed meeting with the Fire and Disaster Services Department.

There are four categories of fees:

Buildings above 14.5 metres (m) in height (including residential complexes, dharamsalas, educational institutions, art galleries, libraries and museums): Reduced from Rs 53.80 per sq m or Rs 25,000, whichever is higher, to Rs 4.35 per sq m – reduction of 91.91%

5,000 sq m buildings (hospitals, nursing homes, resorts and guest houses): Reduced from Rs 80.70 per sq m or Rs 30,000, whichever is higher, to Rs 6.52 per sq m – reduction of 91.92%

Ports, airports, terminals, shopping complexes, offices and market areas: Reduced from Rs 107.60 per sq m or Rs 50,000, whichever is higher, to Rs 8.70 per sq m – reduction of 91.91%

Hazardous buildings like godowns and warehouses: Reduced from Rs 161.40 per sq m or Rs 1 lakh, whichever is higher, to Rs 13.05 per sq m- reduction of 91.91%

Two of the world’s tech giants are firming up plans for providing help to people involved in sectors like MSME, agriculture, education, healthcare and e-governance in Bangla.

Microsoft

Chief Minister Mamata Banerjee recently announced that Microsoft will work towards creating an e-commerce platform for weavers in Bangla, through two projects, named ‘Sangam’ and ‘E-Web’.

The company will impart training to weavers and share its expertise in enhancing their skills. As a result of this initiative, about six lakh weavers will benefit. Their income will increase by 25 per cent.

Amazon

Amazon Web Services (AWS), the cloud technology service platform of the e-commerce giant, Amazon, will offer learning content and promotional credit worth $100,000 to start-ups in the State, to enable them to develop innovative solutions addressing the requirement of the MSME industry in the State.

This was announced by the State Commerce & Industries and Finance Minister, Dr Amit Mitra, who added that this was the result of the MoU signed between WEBEL and AWS at the Bengal Global Business Summit (BGBS) last February.

The Micro, Small & Medium Enterprises and Textiles (MSME) Department has made remarkable progress in the last seven years.

In every aspect, the department has shown remarkable progress, also when compared to the period of the tenure of Left Front Government.

  • Average bank credit flow per year: More than 3 times increase, from Rs 7,302 crore from 2004-11 to Rs 24,272 crore from 2011-18
  • Increase in MSME clusters: Almost 9 times increase, from 49 in 2011 to 430 in 2017
  • Increase in market outlets/haats: Unprecedented growth, from zero in 2011 to 27 in 2017
  • Average additional person-days created per year in handloom sector: 16 times increase, from 4.75 lakh from 2004-11 to 76 lakh from 2011-18
  • Average MSMEs registered per year: More than 2 times increase, from 12,192 from 2004-11 to 28,008 from 2011-18
  • MSMEs have been doing very well in Bangla which has been appreciated through awards by the Central Government too.Bengal has the highest number of MSMEs in the country currently, with 52,69,814 units or 11.62 per cent of the overall number in the country. The total amount of loans extended to medium enterprises during the 2016-17 fiscal was Rs 5,851 crore.

While interacting with foreign delegates at the State MSME Conclave on Monday, Chief Minister Mamata Banerjee said: “We are going to visit Germany soon.” Banerjee, who stressed upon the steps needed to ensure the global presence of the state’s MSME sector, interacted with the entrepreneurs from the districts and at the same time, also spoke to the foreign delegates present there.

Several exporters were also present at the business conclave held at Biswa Bangla Convention Centre. After listening to the suggestions of the exporters, Amit Mitra, minister of the MSME and Textiles department, summed up that there is a need to establish a proper supply chain with an assurance of timely delivery of standardised quality products.

In this connection, the Chief Minister said: “A supply chain app needs to be introduced.” She has also stressed the need for skill development programmes. There were interactions with representatives from Chile and Italy as well.

From the inaugural programme of the State MSME Conclave in which there will be five sessions on Tuesday, Banerjee launched Biswa Bangla Showroom in Hyderabad. In this connection, Mitra said a showroom will also come up in Bengaluru in the next month. A Khadi showroom has also been launched at Park Street. Banerjee also launched a Centre of Excellence of Handicrafts at Manjusha and Centre of Excellence for Apparel Sector at Paridhan Garments Park.

As a curtain-raiser for the 2018 edition of the Synergy State MSME Conclave, which has become a prime attraction for investors and potential investors, and business owners in the micro, small and medium enterprises (MSME) sector, the State MSME & Textiles Department held a roadshow at Bengal National Chamber of Commerce and Industry on August 9.

The department is also conducting district-level meetings and roadshows as a precursor to the conclave.

The MSME Conclave will be held on August 20 and 21. It will be inaugurated by Chief Minister Mamata Banerjee. Over 5,000 MSMEs, besides experts from various fields will be attending.

The conclave will focus on lean manufacturing and rural entrepreneurship, and sensitise alternate bank financing routes like initial public offering (IPO).

MSMEs have been doing very well in Bengal, which has been appreciated through awards by the Central Government too. Bengal has the highest number of MSMEs in the country with 52,69,814 units, accounting for 11.62 per cent of the overall number. In 2017, the State recorded the biggest bank credit flow to the MSME sector in the last five years at US$15 billion.

Project Sabujayan becoming popular across Bengal

Sabujayan, or promoting greenery, one of the favourite projects of Chief Minister Mamata Banerjee, which proposes planting of vetiver grass to prevent soil erosion, is becoming popular throughout the state. It is run by the Micro, Small and Medium Enterprises (MSME) Department.

The scheme started in the district of Nadia a few years back, when the grass was planted along the embankments of six rivers. Till now, of the 743 km of embankments, vetiver has been planted in areas covering around 300 km. The grass is produced in over 70 nurseries.

Seeing the success in Nadia, the districts of Purba Medinipur and Howrah have also followed suit and have found success.

The grass is also used for making the bags used in holding the saplings given to mothers of newborns as part of the sabujshree scheme.

As vetiver is also an aromatic grass, the MSME Department is trying to make the aroma industry popular through its cultivation, and of other aromatic grasses like citronella and lemongrass, in South 24 Parganas (Baruipur), Jhargram, Bankura and Purulia districts. The department is installing aroma extraction units in these areas.

It is a well-known fact that Bengal has one of the most successful policies regarding the micro, small and medium enterprises (MSM) sector. As a result of the Trinamool Congress Government’s comprehensive policy, small-scale enterprises are thriving in the State.

The success of the State’s MSME sector has been acknowledged by the Central Government earlier too. Now, another report has done the same.

The total amount of loans extended to medium enterprises in Bengal during the 2015-16 fiscal was Rs 2,659 crore, which increased to Rs 5,851 crore during the 2016-17 fiscal. The number of people the loans were extended to were 1,25,457 and 4,36,208, respectively.

The Central Government’s scheme for MSMEs is divided into three categories, according to the amount of loan extended. From the lowest to the highest, the categories are Shishu, Kishore and Tarun for loans upto Rs 50,000, upto Rs 5 lakh and upto Rs 10 lakh, respectively.

Under the Shishu category, for the last few years, Bengal has been coming second. Under the Kishore category, during the 2015-16 fiscal, loans worth Rs 2,377 crore to 1,18,927 people. During the 2016-17 fiscal, the number loan-takers increased by 105 per cent, which increased to 348 per cent of the new number during the 2017-18 fiscal.

These numbers how that under Chief Minister Mamata Banerjee, MSMEs are headed for a brighter future.

বাঁকুড়া জেলার উন্নয়ন – এক নজরে

রাজ্য ও অন্যান্য জেলার সঙ্গে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে বাঁকুড়া জেলায়

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • বিষ্ণুপুরকে পৃথক স্বাস্থ্য জেলা হিসেবে গড়ে তোলা হচ্ছে।
  • এর মধ্যে, এই জেলার বড়জোড়া, ওন্দা, ছাত্না এবং বিষ্ণুপুরে গড়ে উঠেছে ৪টি নতুন মাল্টি-সুপার স্পেসালিটি হাসপাতাল।
  • বাঁকুড়া সম্মিলনী, বিষ্ণুপুর, তালডাংড়া, সোনামুখী ও খাতরা মহকুমা হাসপাতালে ৫টি ন্যায্য মূল্যের ঔষধের দোকান চালু হয়ে গেছে। জেলার এই সকল ন্যায্য মূল্যের ওষুধের দোকান থেকে ওষুধ কেনার ফলে, ১২ লক্ষ ২৪ হাজারেরও বেশি মানুষ, ১৬ কোটি ৪৬ লক্ষ টাকারও বেশি ছাড় পেয়েছেন।
  • বাঁকুড়া সম্মিলনী ও বিষ্ণুপুর জেলা হাসপাতালে ৬টি ডায়াগনস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২০টি SNSU চালু হয়ে গেছে (রাইপুর, বড়জোড়া, ছাত্না, ইন্দাস, ইন্দপুর, কাঞ্চনপুর, ওন্দা, রাধানগর, রানীবাঁধ, সিমলাপাল, সারেঙ্গা, খাতড়া, অমরকানন, কোতুলপুর,সোনামুখী, তালডাংরা, শালতোড়া, পাত্রসায়ের, মেজিয়া ও জয়পুর)।

  • বাঁকুড়া সম্মিলনী, বিষ্ণুপু্র,‌ খাতড়া মহকুমা হাসপাতালে ৩টি CCU/HDU চালু হয়ে গেছে।
  • বাঁকুড়া সম্মিলনী হাসপাতালে Mother & Child Hub, ক্রিটিক্যাল কেয়ার ইউনিট ও স্কিলস ল্যাব গড়ে তোলা হয়েছে।
  • ‘স্বাস্থ্য সাথী’ প্রকল্পে এই জেলায় প্রায় ৩ লক্ষ ৭০ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশু সাথী’ প্রকল্পে এই জেলার ৯০০টিরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে

 

শিক্ষাঃ

  • এই জেলায়, গড়ে তোলা হয়েছে নতুন বাঁকুড়া বিশ্ববিদ্যালয় ও ছাত্নায় বিধান চন্দ্র কৃষি বিশ্ববিদ্যালয়।
  • এই জেলায় ৩টি নতুন সরকারি কলেজ গড়ে তোলা হয়েছে (ইন্দাস, রানীবাঁধ ও মেজিয়া)।
  • সিমলাপাল, খাতড়া, সোনামুখী, বড়জোড়া, ইন্দপুর ও রানীবাঁধে ৬টি নতুন আইটিআই কলেজ নির্মাণ করা হয়েছে।
  • বাঁকুড়া ও রাইপুরে ২টি নতুন পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসূচিতে, জেলার ৩০ হাজারেরও বেশি যুবক যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ২ লক্ষ ৭৩ হাজারেরও বেশি ছাত্রছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • মেজিয়া, ছাতনা, ওন্দা, পাত্রসায়র, শালতোড়া, ইন্দপুর, হীড়বাঁধ ও রানীবাঁধে ৮টি নতুন মডেল স্কুল নির্মাণ করা হয়েছে।
  • জেলায় গত সাড়ে ৬ বছরে, প্রায় ৯০টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুলে মিড ডে মিল চলছে, যার ফলে পুষ্টি ও উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্রছাত্রীদের সংখ্যা কমেছে।
  • প্রতিটি বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার ৬ হাজার যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া, ১১ হাজারেরও বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলায় প্রায় ৯৯% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার বাকুরা-১, ইন্দাস, বিষ্ণুপুর, পাত্রসায়ের, শালতোড়া, জয়পুর, ওন্দা, কোতুলপুর ও ছাতনায় ৯টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২৯ লক্ষ ১৫ হাজারেরও বেশি হাঁস ও মুরগীর বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০ দিনের কাজে, ১৫০০ কোটি টাকারও বেশি ব্যয় করে প্রায় ৭ কোটি ৩৫ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • ২০১৩-১৪ সালে, ১০০ দিনের কাজে শ্রেষ্ঠ গ্রাম পঞ্চায়েত হিসেবে দেশ সেরার পুরষ্কার পেয়েছিল বাঁকুড়া জেলার কোতুলপুর ব্লকের লেগো গ্রাম পঞ্চায়েত।
  • জেলার প্রায় ১ লক্ষ ৩৪ হাজার মানুষ গ্রামীণ আবাসন যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ২৬ হাজার উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ১৫০০ কিমি রাস্তা নির্মিত হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ১১২০ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ১২ হাজার ৮০০ জন উপকৃত হয়েছে।
  • জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে, প্রায় ৩ লক্ষ ২০ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ৭২%।

 

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার প্রায় ২ লক্ষ ৭০ হাজার সংখ্যালঘু ছাত্রছাত্রীকে, প্রায় ৭০ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ১৫ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • IMDP-তে, প্রায় ২৩ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই প্রকল্পে জেলায় ১৩৪০ টিরও বেশি হেল্থ সাব-সেন্টার, অতিরিক্ত শ্রেণী কক্ষ, অঙ্গনওয়ারী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে।
  • এর মধ্যে, এই জেলায় বড়জোড়া, পাত্রসায়ের, বিষ্ণুপুর, ওন্দা, সিমলাপাল, সোনামুখী (২টি), রাইপুর, ছাত্না, বাঁকুড়া-১ (২টি) ও রানীবাঁধে ১২টি ‘কর্মতীর্থ’ গড়ে তোলা হচ্ছে

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলায় ৩ লক্ষ ৫৭ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ৩ লক্ষ ১২ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।
  • সাঁওতালী ভাষাকে বিশেষ মর্যাদা দিয়ে WBCS পরীক্ষায় ঐচ্ছিক বিষয় হিসেবে অন্তর্ভুক্ত করা হয়েছে। অলচিকি লিপিতে স্কুলের পাঠ্যপুস্তক প্রকাশ করা হচ্ছে।
  • জাহের থানের পাট্টা ও সেগুলির চারিদিকে প্রাচীর দেওয়া হচ্ছে।

 

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণঃ

  • এই জেলায়, ২ লক্ষ ১০ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসূচী-‘খাদ্য সাথী’ প্রকল্পঃ

  • এই জেলায় ১০০% যোগ্য মানুষকে (প্রায় ৩৩ লক্ষ ১১ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে (অথবা বাজার দরের অর্ধেক দামে)খাদ্যশস্য দেওয়া হচ্ছে- যা জেলার জনসংখ্যার প্রায় ৯২%।

 

শিল্পঃ

  • জেলায় ৪টি Industrial Park তৈরি করা হয়েছে (বড়জোড়ায় প্লাস্টো স্টিল পার্ক – ১ম, ২য়, ৩য় পর্যায় এবং বিষ্ণুপুর ইন্ডাস্ট্রিয়াল গ্রোথ সেন্টার)।
  • বড়জোড়ায় ১টি আইটি পার্ক গড়ে উঠেছে।
  • জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ৩০টি ক্লাস্টার গড়ে উঠেছে। এগুলির মধ্যে উল্লেখযোগ্য হল-
  • শালতোড়ায় একটি মুরলু রুফিং টাইলসের ক্লাস্টার।
  • বাঁকুড়া-১-এর কেঞ্জাকুড়া ও লালবাজার, ওন্দার সুকলাই এবং সিমলাপালের পুকুরিয়ায় ৪টি পিতলের ক্লাস্টার।
  • বাঁকুড়া-২-এ একটি ডোক্রার ক্লাস্টার।
  • ছাতনায় শুশুনিয়ায় একটি পাথরের কাজের ক্লাস্টার
  • রাইপুরে ২টি শালপাতার থালার ক্লাস্টার
  • বাঁকুড়া-১, বিষ্ণুপুর ও সোনামুখী পৌরসভা এবং ইন্দপুড়ে ৪টি হ্যান্ডলুম ক্লাস্টার প্রভৃতি
  • ক্ষুদ্র শিল্পের ক্ষেত্রে এই জেলায় ৩৫৩০ কোটি টাকারও বেশি ব্যাঙ্ক ঋণ প্রদান করা হয়েছে।

 

পূর্ত ও পরিবহনঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার পূর্ত দপ্তর ১২০টির বেশি রাস্তাঘাট, ব্রীজ ইত্যাদি প্রকল্প রূপায়ণের কাজ হাতে নিয়েছে, যার মধ্যে ৯৫ টিরও বেশী প্রকল্পের কাজ প্রায় ১৫২০ কোটি টাকা ব্যয়ে ইতিমধ্যেই সমাপ্ত হয়েছে। এর ফলে, প্রচুর মানুষ উপকৃত হয়েছেন। বাকী প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হয়েছে। জেলায় বিগত সাড়ে ৬ বছরে, প্রায় ৯৫০ কিমি রাস্তা নির্মাণ/পুননির্মান/সম্প্রসারন ও উন্নীতকরণের কাজ সম্পন্ন হয়েছে।
  • এর মধ্যে উল্লেখযোগ্য হলঃ
    • বাঁকুড়া – দুর্গাপুর রাস্তা,
    • বড়জোড়া – মেজিয়া রাস্তা,
    • রসুলপুর – ইন্দাস রাস্তা

    • কৃষ্ণপুর-রায়পুর-ফুলকুস্মা-বেনাগড়িয়া রাস্তা

    • গঙ্গাজলঘাটি- শালতোরা রাস্তা প্রভৃতি।
  • বৈতরণী প্রকল্পে, ৩৯টি শ্মশান-ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুল্লি বসানোর কাজ চলছে।
  • বাঁকুড়া – দুর্গাপুর রাস্তার সতীঘাটে গন্ধেশ্বরী নদীর ওপর, দলপুর-বিষপুরিয়া রাস্তায় দ্বারকেশ্বর নদীর ওপর এবং গড়্গড়িয়া কাদাখালের ওপর ৩টি সেতু নির্মাণ করা হচ্ছে
  • এই জেলার প্রায় ২২০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।হাতে নেওয়া হয়েছে, Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচী। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তিঃ

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরণের কাজ সম্পন্ন হয়েছে।

 

সেচঃ

  • জেলায় প্রায় ৩০কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।

 

জনস্বাস্থ্য কারিগরীঃ

  • বিগত সাড়ে ৬ বছরে, ৩৯ টি জলপ্রল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ১১০০ কোটি টাকা ব্যয়ে ২৪ টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি জলপ্রকল্পগুলির কাজ শীঘ্রই সমাপ্ত হবে।
  • হাতে নেওয়া হয়েছে প্রায় ১১০০ কোটি টাকার রাজ্যের অন্যতম বৃহৎ পানীয় জল সরবরাহ প্রকল্প। এটি রাজ্যের অন্যতম বৃহৎ পানীয় জল সরবরাহ প্রকল্প। এর ফলে, পুরুলিয়া জেলার ২০৫৩ টি মৌজার ১৮ লক্ষেরও বেশী মানুষ উপকৃত হবেন
  • সিমলাপাল, সারেঙ্গা, রাইপুর ও রানীবাঁধে, ১৬১টি সৌর বিদ্যুৎ চালিত নলবাহিত জল্প্রকল্প চালু হয়ে গেছে।

 

বন ও পর্যটনঃ

  • ‘সবুজশ্রী’ প্রকল্পে, ২৮ হাজারেরও বেশী সদ্যোজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • পাত্রসায়র ও শুশুনিয়াতে ২টি ইকো-ট্যুরিজম প্রকল্প চালু করা হয়েছে।
  • বিহারীনাথ, জয়রামবাটী ও মুকুটমণিপুরে পর্যটন কেন্দ্র গড়ে তোলা হচ্ছে।
  • হাতে নেওয়া হয়েছে বাঁকুড়া হোমস্টে ট্যুরিজম ও বাঁকুড়া-পুরুলিয়া ট্যুরিজম সার্কিটের কাজ।

 

শ্রমঃ

  • এই জেলায় ‘সামাজিক সুরক্ষা যোজনা’য়, প্রায় ২ লক্ষ ৬০ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত, প্রায় ৪৩ হাজার উপভোক্তা, ১৯ কোটি টাকারও বেশি সহয়তা পেয়েছেন।
  • ‘যুবশ্রী’ প্রকল্পে, এই জেলার প্রায় ২ হাজার যুবক-যুবতী উৎসাহ ভাতা পাচ্ছেন।

 

স্বনির্ভর দল ও স্বনিযুক্তি কর্মসুচীঃ

  • ‘আনন্দধারা’ প্রকল্পে, প্রায় ৩৪ হাজার স্বনির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছর, ‘স্বামী বিবেকানন্দ স্বনির্ভর কর্মসূচী প্রকল্পে’, প্রায় ১১ হাজার উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৭৫ কোটি টাকা অনুদান প্রদান করা হয়েছে।
  • বাঁকুড়া-১, পাত্রসায়ের, শালতোড়া, ইন্দাস, কোতুলপুর, ছাত্না, বিশ্নুপুর ও জয়পুর ব্লকে ৮টি কর্মতীর্থ গড়ে উঠেছে।

 

পুর ও নগরোন্নয়নঃ

  • মুকুটমণিপুর অঞ্চলের নির্দিষ্ট উন্নয়নের লক্ষ্যে গঠন করা হয়েছে ‘মুকুটমণিপুর উন্নয়ন কর্তৃপক্ষ’। উন্নয়ন খাতে বরাদ্দ করা হয়েছে প্রায় সাড়ে ১২ কোটি টাকা। সংশ্লিষ্ট অঞ্চলের পরিকাঠামো উন্নয়ন, যোগাযোগ ব্যবস্থার উন্নতি, সৌন্দর্জায়ন ইত্যাদি করা হয়েছে। হাটে নেওয়া হয়েছে ভ্রমনার্থীদের জন্য ই-রিক্সা, উন্নত মানের নৌকা, বর্জ্য ব্যবস্থাপনা ইত্যাদি প্রকল্প।
  • জেলায় ৩টি মিউনিসিপ্যালিটি, ১০০কোটি টাকারও বেশী পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলের গরীবদের জন্যে বাসস্থান প্রকল্পে, প্রায় ২ হাজার ৭০০ জন মানুষ উপকৃত হয়েছেন।

 

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ৩১ হাজারেরও বেশী লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।
  • বাঁকুড়া রবীন্দ্রভবনকে নবরূপে সাজিয়ে তোলা হয়েছে।

 

আবাসনঃ

  • জেলায় আর্থিক ভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ২০ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য বাঁকুড়ার শালগারায় ১টি ‘পথসাথী’-মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুব কল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ৫৯৫টিরও বেশী ক্লাবকে ২০কোটি টাকারও বেশী অর্থ সাহায্য করা হয়েছে।
  • জেলায় প্রায় ১১০টি মাল্টি জিম ২৫টি মিনি ইন্ডোর স্টেডিয়াম, প্রায় ৮ কোটি টাকা ব্যয়ে গড়ে তোলা হয়েছে।
  • খাতড়ায় স্পোর্টস আকাদেমি গড়ে তোলা হয়েছে
  • নতুন প্রতিভার অন্বেষণে নিয়মিত ভাবে আয়োজিত হচ্ছে বার্ষিক ‘জঙ্গলমহল কাপ’ ক্রীড়া প্রতিযোগিতা।

 

পশ্চিমাঞ্চল উন্নয়নঃ-

  • পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর জলসংরক্ষণ, সেচ, কৃষি, শিক্ষা, স্বাস্থ্য, সড়ক নিরমাইন, পানীয় জলের ব্যবস্থা প্রভৃতি প্রকল্পগুলি অগ্রাধিকার ভিত্তিতে রূপায়ন করেছে।
  • জল সংরক্ষণের জন্যে পশ্চিমাঞ্চল উন্নয়ন বিষয়ক দপ্তর, জঙ্গলমহল এলাকায় একাধিক চেক ড্যাম নির্মাণের কাজ সম্পন্ন হয়েছে।
  • পাশাপাশি, লাক্ষা চাষের উৎপাদন বাড়িয়ে এই অঞ্চলের মানুষের কর্মসংস্থানের সুযোগ বৃদ্ধি করা হয়েছে।

 

আইন শৃঙ্খলাঃ

  • গড়ে তোলা হয়েছে নতুন মেদিনীপুর বিভাগ।
  • এই জেলায় স্থাপন করা হয়েছে নতুন বাঁকুড়া মহিলা থানা।

Multi/Super-speciality hospitals: 3 set up in Nandigram, Panskura and Egra

Fair-price medicine shops: 5 set up at Purba Medinipur District Hospital, Tamluk, Digha Subdivisional Hospital, and at hospitals in Contai, Egra and Haldia; buying from these fair-price shops has resulted in more than 9.31 lakh people getting discounts of more than Rs 20.9 crore

Fair-price diagnostic centres: 2 set up at Tamluk District Hospital

Nijo Griha Nijo Bhumi: About 9,000 landless families handed over patta, and about 4,000 agricultural and forest land patta handed over

Kisan Credit Cards: Almost 95% of eligible farmer families given KCCs

Kisan Mandi: 6 set up in Panskura-1, Bhagwanpur-1, Patashpur-1, Deshapran (formerly Contai-2) and Egra-1 blocks and in Nandigram
Hatchlings distributed: More than 24.58 lakh chicken and duck hatchlings distributed for rearing

 

Panchayats and Rural Development

MGNREGS (100 Days’ Work Scheme): About 9.04 crore person-days created at an expenditure of more than Rs 2,220 crore
Rural housing: About 1.41 lakh people benefitted; on January 29, 2018, it was announced that about 26.764 people would be distributed houses under various schemes

Rural roads: About 700 km roads built under Grameen Sadak Yojana; another 395 km being built/renovated

Samabyathi: 4,267 people benefitted from this scheme

ODF: Purba Medinipur has been declared a ‘Nirmal Zila’, that is, open defecation-free (ODF); 2.16 lakh toilets built, which is 100% of the target

 

Minorities’ Development

Scholarships: About 4.12 lakh students from minority communities given scholarships worth about Rs 110 crore

Swami Vivekananda Swanirbhar Karmasuchi Prakalpa: Youths given loans worth about Rs 32 crore

MSDP: About Rs 6 crore spent for various schemes under Multi-sectoral Development Programme (MSDP) – more than 30 health sub-centres, additional classrooms, anganwadi cnetres, houses, etc.

Karmatirtha: 14 Karmatirthas built to increase employment of local people – in Egra-2, Panskura-1, Panskura-2, Patashpur-2 (two), Sutahata-1, Ramnagar-1 (two), Contai-3, Nandigram-1, Khejuri-2, Shahid Matangini, Tamluk and Moyna blocks

 

Backward Classes Welfare Department

Shikshashree: More than 1.4 lakh students have received scholarships under the scheme

SC/ST/OBC certificates: More than 2.16 lakh people handed over SC/ST/OBC certificates

 

Women and Child Development and Social Welfare

Kanyashree: More than 2.84 lakh girls brought under the ambit of the Kanyashree Scheme

 

Food security

Khadya Sathi: As part of the scheme, almost 95% of the eligible population of Howrah (about 51.71 lakh) being given foodgrains at Rs 2 per kg (or at half the market price)

 

Industry

Industrial Growth: Industrial Growth Centre set up in Haldia

MSME: 27 MSME clusters established in the micro, small and medium enterprises sector – among which the important ones are a cashew nut cluster in Contai, 8 steel utensils clusters in Tamluk, Haldia, Mecheda, Panskura, Contai, Moyna, Egra and Daisai, and readymade garments cluster in Basulia; convention centre to help in development of industry and tourism in Digha; IT hub and industrial estate in Haldia; bank loans worth more than Rs 6,975 crore given

 

PWD and Transport

Projects completed: PWD Department has completed more than 85 projects like roads, bridges, etc. by investing about Rs 570 crore

Roads: About 650 km of roads built/re-built/widened, among which 2 important ones are Panskura-Durgachowk Road and Dakshin Shitla Dadanpatrabar-Mandarmani Road

Baitarani: As part of Baitarani Scheme, 33 burning ghats being renovated and 1 electric furnace being constructed

Gatidhara: Through Gatidhara Scheme, about 270 youths managed to buy vehicles for commercial use

Traffic awareness programmes: Safe Drive Save Life and Slow Drive Save Life traffic awareness programmes have reduced accidents by a significant number

 

Power – Non-renewable and Renewable Energy

Sabar Ghare Alo: Through implementation of Sabar Ghare Alo Scheme, 100% rural electrification achieved

পূর্ব মেদিনীপুর জেলার উন্নয়ন – এক নজরে

রাজ্য ও অন্যান্য জেলার সঙ্গে তাল মিলিয়ে অভূতপূর্ব উন্নয়ন ঘটেছে পূর্ব মেদিনীপুর জেলায়।

স্বাস্থ্য ও পরিবার কল্যাণঃ

  • এই জেলার নন্দীগ্রাম, পাশকুঁড়া ও এগরায় গড়ে উঠেছে ৩টি মাল্টি সুপার স্পেশালিটি হাসপাতাল।
  • পূর্ব মেদিনীপুর জেলা হাসপাতাল, কাঁথী, হলদিয়া ও দীঘা মহকুমা হাসপাতালে ৫টি ন্যায্য মূল্যের ওষুধের দোকান চালু হয়ে গেছে। জেলার এই সকল ন্যায্য মূল্যের ওষুধের দোকান থেকে ওষুধ কেনার ফলে ৯ লক্ষ ৩১ হাজারেরও বেশি মানুষ ২০ কোটি ৯০ লক্ষ টাকারও বেশি ছাড় পেয়েছে। তমলুক জেলা হাসপাতালে ২টি ন্যায্য মূল্যের ডায়াগনস্টিক পরিষেবা চালু হয়ে গেছে।
  • এই জেলায় ২০টি SNSU চালু হয়ে গেছে (দীঘা, হলদিয়া, মুগবেড়িয়া, গোনেরা, জানুবাসান, নন্দীগ্রাম, ময়না, বারারানকুয়া, রিয়াপাড়া, অনন্তপুর, বাসুলীয়া, সীন্নাবেড়িয়া, উত্তর মেছোগ্রাম, বাসন্তিয়া, ভগবানপুর, কামারদা, গঙ্গাধরপুর, খেজুরবেড়িয়া, এরাশাল ও পাইকপারি)।
  • তমলুক ও এগরা হাসপাতালে ২টি SNCU চালু হয়ে গেছে।
  • তমলুক, কাঁথী, হলদিয়া, নন্দীগ্রাম, এগরা ও দীঘা হাসপাতালে ৬টি CCU/HDU চালু হয়ে গেছে।
  • কাঁথী মহকুমা হাসপাতালকে ২০০ থেকে ৩০০ শয্যায় সম্প্রসারিত করা হচ্ছে।
  • ‘স্বাস্থ্যসাথী’ প্রকল্পে এই জেলায় প্রায় ১ লক্ষ ৯৩ হাজারেরও বেশি মানুষ নথিভুক্ত হয়েছেন।
  • ‘শিশুসাথী’ প্রকল্পে, এই জেলার ৫২৩টিরও/ হাজারেরও বেশি বাচ্চার সফল অস্ত্রোপচার করা হয়েছে।

 

শিক্ষাঃ

  • এই জেলার, তমলুক শহীদ মাতঙ্গিনী হাজরা মহিলা কলেজ, স্বর্ণময়ী জোগেন্দ্রনাথ কলেজ এবং শ্যামসুন্দরপুরে ৩টি নতুন সরকারী কলেজ গড়ে তোলা হচ্ছে।
  • দেশপ্রাণ (কাঁথী-২), নন্দীগ্রাম ও এগরায় ৩টি নতুন আই টি আই কলেজ নির্মাণ করা হয়েছে।
  • কোলাঘাটে একটি নতুন পলিটেকনিক কলেজ গড়ে তোলা হয়েছে।
  • ‘উৎকর্ষ বাংলা’ কর্মসূচিতে জেলার ৮২ হাজারেরও বেশি যুবক-যুবতীকে প্রশিক্ষণ দেওয়া হয়েছে।
  • এই জেলায়, ৩ লক্ষ ২৮ হাজারেরও বেশি ছাত্র ছাত্রীকে ‘সবুজসাথী’ প্রকল্পে সাইকেল প্রদান করা হয়েছে।
  • জেলায়, গত সাড়ে ৬ বছরে, প্রায় ১৭০টি মাধ্যমিক বিদ্যালয়কে উচ্চ মাধ্যমিক বিদ্যালয় স্তরে উন্নীত করা হয়েছে।
  • সব স্কুল মিড-ডে-মিল চলছে, যার ফলে পুষ্টি এবং উপস্থিতির হার বেড়েছে এবং স্কুল-ছুট ছাত্র-ছাত্রীর সংখ্যা কমেছে।
  • প্রতিটি বিদ্যালয়ে ছেলে ও মেয়েদের জন্য পৃথক শৌচাগার নির্মিত হয়েছে।

 

ভূমি সংস্কার, কৃষি ও পশুপালনঃ

  • জেলার ৯ হাজারেরও বেশি যোগ্য ভূমিহীন পরিবারের হাতে ‘নিজ গৃহ নিজ ভূমি’ প্রকল্পে পাট্টা তুলে দেওয়া হয়েছে। এছাড়া ৪ হাজারেরও বেশি কৃষি ও বনাধিকার পাট্টা প্রদান করা হয়েছে।
  • এই জেলার, প্রায় ৯৫% কৃষক পরিবারকে কিষাণ ক্রেডিট কার্ডের আওতাভুক্ত করা হয়েছে। বাকিদেরও খুব দ্রুত কিষাণ ক্রেডিট কার্ড প্রদান করা হচ্ছে।
  • এই জেলার পাঁশকুড়া-১, ভগবানপুর-২, পটাশপুর-১, দেশপ্রাণ (কাঁথী-২), এগরা-১ ও নন্দীগ্রামে ৬টি ‘কিষাণ মান্ডি’ গড়ে তোলা হয়েছে।
  • জেলায় প্রাণী সম্পদ উন্নয়ন দপ্তর, ২৪ লক্ষ ৫৮ হাজারেরও বেশি হাঁস ও মুরগীড় বাচ্চা বিতরণ করেছে।

 

পঞ্চায়েত ও গ্রামোন্নয়নঃ

  • এই জেলায় ১০০-দিনের কাজে, ২২২০ কোটি টাকারও বেশি ব্যয় করে প্রায় ৯ কোটি ৪ লক্ষ শ্রম দিবস সৃষ্টি হয়েছে।
  • জেলার প্রায় ১ লক্ষ ৪১ হাজার মানুষ গ্রামীণ আবাস যোজনায় উপকৃত হয়েছেন।
  • এই জেলার আরও প্রায় ২৬ হাজার ৭৬৫ জন উপভোক্তাকে বাড়ি তৈরির সহায়তা দেওয়া হয়েছে।
  • জেলায় গ্রামীণ সড়ক যোজনায় প্রায় ৭০০ কিমি রাস্তা নির্মিত হয়েছে।
  • এই জেলায় আরও প্রায় ৩৯৫ কিমি রাস্তা নির্মাণ/সংস্কারের সূচনা করা হয়েছে।
  • ‘সমব্যাথী’ প্রকল্পে জেলার প্রায় ৪ হাজার ২৬৭ জন উপকৃত হয়েছেন।
  • পূর্ব মেদিনীপুর ‘নির্মল জেলা’। জেলায় ‘মিশন নির্মল বাংলা’ প্রকল্পে প্রায় ২ লক্ষ ১৬ হাজার শৌচালয় নির্মাণ করা হয়েছে – যা লক্ষ্যমাত্রার ১০০%।

 

সংখ্যালঘু উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলার প্রায় ৪ লক্ষ ১২ হাজার সংখ্যালঘু ছাত্রছাত্রীকে প্রায় ১০০ কোটি টাকা স্কলারশিপ দেওয়া হয়েছে।
  • এছাড়া, স্বনির্ভরতার জন্য সংখ্যালঘু যুবক-যুবতীদের, প্রায় ৩২ কোটি টাকা ঋণ দেওয়া হয়েছে।
  • MSDP তে প্রায় ৬ কোটি টাকা ব্যয় করে সংখ্যালঘু সম্প্রদায়ের উন্নয়নে বিভিন্ন প্রকল্প রূপায়িত করা হয়েছে।
  • এই প্রকল্পে, জেলায় ৩০টির ও বেশি হেলথ সাব সেন্টার, অতিরিক্ত শ্রেণী কক্ষ।অঙ্গনওয়াড়ী কেন্দ্র, বাসগৃহ ইত্যাদি গড়ে তোলা হয়েছে
  • এই জেলার এগরা-২, পাঁশকুড়া-১, পাঁশকুড়া-২, পটাশপুর-২(২টি), সুতাহাটা-১, রামনগর-১ (২টি), কাঁথী-৩, নন্দীগ্রাম-১, খেজুরী-২, শহীদ মাতঙ্গিনী, তমলুক ও ময়নায় ১৪টি ‘কর্মতীর্থ’ গড়ে তোলা হয়েছে।

 

অনগ্রসর কল্যাণ ও আদিবাসী উন্নয়নঃ

  • বিগত সাড়ে ৬ বছরে, ১ লক্ষ ৪০ হাজারেরও বেশি ছাত্র-ছাত্রী ‘শিক্ষাশ্রী’ প্রকল্পে সহায়তা পেয়েছে।
  • জেলায় বিগত সাড়ে ৬ বছরে, ২ লক্ষ ১৬ হাজারেরও বেশি SC/ST/OBC Certificate প্রদান করা হয়েছে।

 

নারী ও শিশু উন্নয়ন এবং সমাজকল্যাণঃ

  • এই জেলায়, ২ লক্ষ ৮৪ হাজারেরও বেশি ছাত্রী ‘কন্যাশ্রী’র আওতায় এসেছে।

 

খাদ্য সুরক্ষা কর্মসূচী – ‘খাদ্য সাথী’ প্রকল্পঃ

  • এই জেলার ১০০% যোগ্য মানুষকে (প্রায় ৫১ লক্ষ ৭১ হাজারেরও বেশি মানুষকে), ২/- টাকা কেজি দরে (অথবা বাজার দরের অর্ধেক দামে) খাদ্যশস্য দেওয়া হচ্ছে – যা জেলার মোট জনসংখ্যা প্রায় ১০০%।

 

শিল্পঃ

  • হলদিয়ায় ১টি ইন্ডাস্ট্রিয়াল পার্ক তৈরি করা হয়েছে।
  • জেলায় ক্ষুদ্র, ছোট ও মাঝারি উদ্যোগের ২৭টি ক্লাস্টার গড়ে উঠেছে।
  • কাঁথীতে একটি কাজু বাদামের ক্লাস্টার, তমলুক, হলদিয়া, মেছেদা, পাঁশকুড়া, কাঁথী, ময়না, এগরায় ও দাইসাইয়ে ৮টি স্টিলের আসবাব তৈরির ক্লাস্টার, বাঁসুলীয়ায় একটি জামাকাপড় তৈরির ক্লাস্টার প্রভৃতি।
  • শিল্প ও পর্যটনের বিকাশে গড়ে তোলা হচ্ছে দীঘায় একটি কনভেনশন সেন্টার।
  • হলদিয়ায় গড়ে তোলা হয়েছে আইটি হাব ও ইন্ডাস্ট্রিয়াল এস্টেট।
  • ক্ষুদ্র শিল্পের ক্ষেত্রে এই জেলায় ৬৯৭ কোটি টাকারও বেশি ব্যাঙ্ক ঋণ প্রদান করা হয়েছে।

 

পূর্ত ও পরিবহনঃ

  • বিগত সাড়ে ৬ বছরে, এই জেলায় পূর্ত দপ্তর ১১০টিরও বেশি রাস্তাঘাট, ব্রিজ ইত্যাদি রুপায়নের কাজ হাতে নিয়েছে, যার মধ্যে ৮৫টিরও বেশি প্রকল্পের কাজ ৫৭০ কোটি টাকা ব্যয় ইতিমধ্যেই সমাপ্ত হয়েছে/ এর ফলে প্রচুর মানুষ উপকৃত হচ্ছেন। বাকি প্রকল্পের কাজ খুব শীঘ্রই সমাপ্ত হবে।
  • জেলার সড়ক ব্যবস্থা উন্নয়নে বিশেষ গুরুত্ব দেওয়া হয়েছে। জেলায় বিগত সাড়ে ৬ বছরে প্রায় ৬৫০ কিমি রাস্তা নির্মাণ/পুনর্নির্মাণ/সম্প্রসারণ ও উন্নীতকরণের কাজ সম্পন্ন হয়েছে। এর মধ্যে উল্লেখযোগ্য হলঃ পাঁশকুড়া-দুর্গাচক রাস্তা,দক্ষিণ শিতলা দাদনপাত্রবার-মান্দারমনি রাস্তা প্রভৃতি।
  • ‘বৈতরিনী’ প্রকল্পে ৩৩টি শ্মশান ঘাটের উন্নয়ন সহ ১টি বিদ্যুতের চুরি বসানোর কাজ চলছে।
  • এই জেলার প্রায় ২৭০ জন যুবক-যুবতী গাড়ি কেনার ঋণ পেয়ে আত্মনির্ভর হয়েছেন।
    হাতে নেওয়া হয়েছে Safe Drive Save Life এবং Slow Drive Save Life কর্মসূচী। ফলে, উল্লেখযোগ্য ভাবে কমেছে দুর্ঘটনা এবং হতাহতের সংখ্যা।

 

বিদ্যুৎ ও অচিরাচরিত শক্তিঃ

  • সমগ্র জেলায় ‘সবার ঘরে আলো’ প্রকল্পে, ১০০% গ্রামীণ বৈদ্যুতিকরনের কাজ সম্পন্ন হয়েছে।
  • হলদিয়ায় Indian Power Corporation (Haldia) LIMITED-এর একটি নতুন ৩ ১৫০ মেগা ওয়াট তাপবিদ্যুৎ কেন্দ্র গড়ে তোলা হয়েছে।

 

সেচঃ

  • জেলায় প্রায় ৩৩০ কিমি দৈর্ঘ্যের বাঁধ সংরক্ষণের কাজ সম্পন্ন হয়েছে।
  • প্রায় ৬৫০ কোটি টাকা ব্যয়ে কেলেঘাই-কপালেশ্বরী-বাগাই খাল সংস্কারের কাজ চলছে।
  • এই প্রকল্পে, পূর্ব মেদিনীপুর, পশ্চিম মেদিনীপুর ও ঝাড়গ্রাম জেলার ১৪টি ব্লকের প্রায় ৪ লক্ষ মানুষ উপকৃত হবেন।
  • পাঁশকুড়া-১ ও পাঁশকুড়া-২ ব্লক সহ পশ্চিম মেদিনীপুর জেলার ঘাটাল এলাকার বন্যা নিয়ন্ত্রণের জন্য প্রায় ২ হাজার কোটি টাকার ‘ঘাটাল মাস্টার প্ল্যান’ তৈরি হয়েছে। এটি রূপায়িত হলে এই বিস্তীর্ণ অঞ্চলের প্রায় ১৭ লক্ষ মানুষ প্রতি বছর বন্যার সমস্যা থেকে মুক্তি পাবেন।
  • ময়না ব্লকের চণ্ডিকা নদীর উপরে এজমালিচক ও শ্রীরামপুরে ২টি সেতু নির্মাণ করা হয়েছে।
  • রসুলপুর ও বোগায় রসুলপুর নদীর ওপর ২টি নতুন জেটি গড়ে তোলা হয়েছে।

 

জনস্বাস্থ্য কারিগরীঃ

  • বিগত সাড়ে ৬ বছরে, ৭০টি জল প্রকল্পের কাজ শুরু হয়েছে, এর মধ্যে প্রায় ২৪০ কোটি টাকা ব্যয়ে ৫৫টির কাজ সমাপ্ত হয়েছে। এর ফলে জেলার প্রচুর মানুষ উপকৃত হচ্ছেন।বাকি জল প্রকল্পগুলির কাজ খুব শীঘ্রই সমাপ্ত হবে।

 

বন ও পর্যটনঃ

  • ‘সবুজশ্রী’ প্রকল্পে, ৩৮ হাজারেরও বেশি সদ্যোজাত শিশুকে মূল্যবান গাছের চারা দেওয়া হয়েছে। ১৮ বছর উত্তীর্ণ হলে, গাছ বিক্রির টাকায় শিশুটির পড়াশোনা, বিয়ে ইত্যাদির খরচ মেটানো যাবে।
  • মাত্র ১৮ মাসের রেকর্ড সময়ে ‘দীঘা গেট’ নির্মাণ করা হয়েছে সাড়ে ৬ কোটি টাকা ব্যয়ে।
  • দীঘায় মেরিন ড্রাইভ গড়ে তোলা হয়েছে।
  • এছাড়া দিঘা, শঙ্করপুর, তাজপুর, মন্দারমনিতে ওয়াচ টাওয়ার, দীঘায় বিশ্ব বাংলা উদ্যান , দীঘা যুব আবাসের সংস্কার, নয়াকালীন মন্দির পর্যন্ত সমুদ্র তীরবর্তী রাস্তা, দীঘা-মোহনা রাস্তা সহ মোট ৯টি প্রকল্পের কাজ সম্পূর্ণ হয়েছে।
  • দীঘায় বিশ্ব বাংলা উদ্যান সম্পূর্ণ করা হয়েছে।
  • তাজপুর শহর ও সৈকতের আলোকায়ন করা হয়েছে।
  • দীঘা-কলকাতা হেলিকপ্টার পরিষেবা সূচনা হয়েছে।

 

শ্রমঃ

  • এই জেলায় সামাজিক সুরক্ষা যোজনায় প্রায় ৯ লক্ষ ৮৬ হাজার অসংগঠিত ক্ষেত্রের শ্রমিক নথিভুক্ত হয়েছেন। এখনো পর্যন্ত প্রায় ১ লক্ষ ২৫ হাজার উপভোক্তা, ৫৭ কোটি টাকার ও বেশি সহায়তা পেয়েছেন।
  • যুবশ্রী প্রকল্পে, এই জেলায় প্রায় ৫ হাজার যুবক-যুবতী উতসাহ ভাতা পাচ্ছেন।

 

স্ব-নির্ভর দল ও স্বনিযুক্তি কর্মসূচীঃ

  • ‘আনন্দধারা’ প্রকল্পে প্রায় ৩৮ হাজার স্ব-নির্ভর দল গঠিত হয়েছে।
  • বিগত সাড়ে ৬ বছরে, ‘স্বামী বিবেকানন্দ স্ব-নির্ভর কর্মসূচী’ প্রকল্পে প্রায় সাড়ে ১১ হাজার উদ্যোগকে অনুমোদন দেওয়া হয়েছে এবং প্রায় ৮৫ কোটি টাকা অনুদান প্রদান করা হয়েছে।

 

পুর ও নগরোন্নয়নঃ

  • জেলায় ৩টি মিউনিসিপ্যালিটি, ১৩০ কোটি টাকারও বেশি পরিকল্পনা খাতে ব্যয় করেছে।
  • শহরাঞ্চলে গরীবদের জন্য বাসস্থান প্রকল্পে, প্রায় ৫ হাজার ৬০০ জন মানুষ উপকৃত হয়েছেন।

 

তথ্য ও সংস্কৃতিঃ

  • এই জেলায় ২৩ হাজারেরও বেশি লোকশিল্পী, ‘লোকপ্রসার প্রকল্পে’ রিটেনার ফি ও পেনশন পাচ্ছেন।

 

আবাসনঃ

  • জেলায় আর্থিকভাবে দুর্বল মানুষদের জন্যে গীতাঞ্জলী ও অন্যান্য প্রকল্পে প্রায় ১৯ হাজার মানুষ উপকৃত হয়েছেন।
  • ভ্রমনার্থীদের সুবিধা এবং স্থানীয় মানুষের কর্মসংস্থানের জন্য নন্দকুমার ও মেছেদায় ২টি ‘পথসাথী’ মোটেল গড়ে তোলা হয়েছে।

 

ক্রীড়া ও যুবকল্যাণঃ

  • ক্রীড়ার মান উন্নয়নে জেলায় ৯৫৫টিরও বেশি ক্লাবকে ৩২ কোটি টাকারও বেশি অর্থ সাহায্য করা হয়েছে।
  • জেলায় প্রায় ৩০০টি মাল্টি জিম ও ৬০টি মিনি ইনডোর স্টেডিয়াম, প্রায় ১৮ কোটি ৫৩ লক্ষ টাকা ব্যয়ে গড়ে তোলা হয়েছে।
  • নন্দকুমারে একটি যুব আবাস গড়ে তোলা হচ্ছে।

 

আইন-শৃঙ্খলাঃ

  • এই জেলায় স্থাপন করা হয়েছে নতুন মন্দারমণি, জুনপুট ও নয়াচর উপকূলীয় থানা এবং কাঁথী ও হলদিয়া মহিলা থানা।

The Bengal Government will be setting up an integrated production and promotion hub for small and micro enterprises, called Biswa Khudra Bazar, near Santiniketan in Birbhum district on a 50-acre plot. This is another dream project of Chief Minister Mamata Banerjee.

The West Bengal Small Industries Development Corporation (WBSIDC), under the Micro, Small and Medium Enterprises (MSME) and Textiles Department, is developing it, a project that will take around two years to complete.

This is the State Government’s newest gift to Birbhum and another indication of Mamata Banerjee’s commitment towards the development of tens of lakhs of small businesses which are an economic backbone of the State. The Government’s efforts for promoting MSMEs has been lauded in many quarters, including the Central Government.

As per the plan, there will be three separate units in the state-of-the-art Biswa Khudra Bazar – one for production of goods, another for the promotion and sale of the same products, and the third one dedicated to developing newer markets for those products.

The Entrepreneurs’ Hub, where the production will take place, will come up on 5 acres, while the Business Hub, where the goods will be promoted and sold, will be spread across 25 acres.

The third unit of the integrated market will be spread over the remaining 20 acres. Here, visitors can directly purchase goods from local artisans as well as pick up techniques of making the world-famous handicraft products of the district and its surroundings, which they can then use to set up businesses elsewhere. Of course, there will be adequate safeguards to protect the artisans from exploitation.

According to an official of the MSME and Textiles Department, Biswa Khudra Bazar is a one-of-its-kind project in the State. At no other site do units of production and promotion exist side by side. The existing ones like Biswa Bangla Haat, Urban Haat and Rural Haat do not have production units.

Bringing both units in one campus will help in reduction of transportation costs and hence will enable products to be priced lower. Also, it will automatically ensure an increase in sales and entrepreneurs can make a good profit, despite selling the same product at a cheaper price, according to the departmental official.

The reason for choosing Santiniketan is that it is major tourist spot, where people come from not only all over Bengal, but other places in India and the world too. Local products are already popular as souvenirs. Biswa Khudra Bazar will set up an integrated unit for handicrafts, which will enable the artisans to serve a much wider market.

বীরভূমে তৈরী হবে বিশ্ব ক্ষুদ্র বাজার

বীরভূমে ক্ষুদ্র ও কুটির শিল্পের একটি উৎপাদন ও বিপণন কেন্দ্র তৈরী করার উদ্যোগ নিয়েছে রাজ্য সরকার। নাম দেওয়া হয়েছে বিশ্ব ক্ষুদ্র বাজার।

এখানে তিনটি আলাদা ইউনিট থাকবে। প্রথম ইউনিটটিতে তৈরী হবে নানা হস্তশিল্প। এর আয়তন হবে ৫ একর। দ্বিতীয় ইউনিটে হবে বিপণন; আয়তন হবে ২৫ একর। ২০ একর জমি জুড়ে তৈরী হবে তৃতীয় ইউনিট যেখানে গড়ে উঠবে একটি ইন্টিগ্রেটেড ইউনিট। এখানে যেমন একদিকে গ্রাহকরা সরাসরি শিল্পীদের থেকে নানা দ্রব্য কিনতে পারবেন, একই সাথে তারা হস্তশিল্পীদের থেকে বিভিন্ন দ্রব্য বানানোর প্রশিক্ষণও নিতে পারবেন।

মুখ্যমন্ত্রীর স্বপ্নের এই প্রকল্প বাস্তবায়নের দায়িত্বে আছে পশ্চিমবঙ্গ ক্ষুদ্র শিল্প উন্নয়ন নিগম। শান্তিনিকেতনের কাছে এই যে বাজার তৈরী হবে, এটি এ’রাজ্যে এই প্রথম।

এই বাজার তৈরী হওয়ার ফলে শিল্পীদের অনেকটাই সুবিধে হবে। পরিবহণের খরচ কমবে। ফলে কম দামে গ্রাহকরা এই সব হস্তশিল্পজাত দ্রব্য কিনতে পারবেন। শিল্পীদের লাভের পরিমাণও বাড়বে।
শান্তিনিকেতনে সারা বছর বহু পর্যটক আসেন। বিক্রি হয় নানা স্যুভেনির। এই বাজারটি তৈরী হলে স্থানীয় হস্তশিল্পীরা উপকৃত হবেন।
