Mamata Banerjee’s special focus on mother and child health

In terms of health initiatives for mothers and children, Bengal has been playing a leading role in the country. Mother and Child Hub (MCH) is a unique concept in this respect, being conceptualised by none other than Chief Minister Mamata Banerjee, who is also the Health Minister. Then, at 25, Bengal has the lowest infant mortality rate (IMR) in India. Waiting Hut is another unique concept, which has been taken up as a model by the Central Government.

Achievements

MCH (operational): Seven Mother and Child Hubs (MCH) are providing yeoman service at Uluberia sub-divisional Hospital, Murshidabad Medical College and Hospital, Nadia District Hospital, Bankura Sammilani Medical College and Hospital, Malda Medical College and Hospital, Jalpaiguri District Hospital and Medical College and Hospital, Kolkata.

MCH (upcoming): The MCH at MJN Hospital in Cooch Behar is nearing completion. Another two MCHs are coming up at Canning in South 24 Parganas district and at Anupnagar in Murshidabad district.

Waiting Huts: For providing options for safe delivery to those mothers who stay in areas too far for accessing hospitals, the State Government has constructed fully manned and properly equipped Waiting Huts. Waiting Huts are functional under the jurisdictions of the rural hospitals (RH) in Gosaba, Madhabnagar (both South 24 Parganas district), Khulna (North 24 Parganas) and Chakulia (Uttar Dinajpur), Tufanganj Subdivisional Hospital (Cooch Behar), block primary health centres (BPHC) in Mahisail, Shaktipur (both in Murshidabad), Ratua (Malda) and Teghari (Hooghly) and, and Rampara Chanchara Primary Health Centre (Dakshin Dinajpur). The one at Uttar Latabari in Alipurduar district would be functional soon.

Institutional delivery: Institutional delivery in the state has increased from a meagre 65 per cent in2010 to 95 per cent in 2017.

Immunisation: Immunisation at present covers 94 per cent of the children of Bengal, and the government is steadily marching towards 100 per cent immunisation.

Comprehensive upgrading of maternal, newborn and paediatric services: A comprehensive upgrading of maternal, newborn and paediatric services have been undertaken at 68 High Case Load Faculties at the tertiary and secondary tiers, that is, those with an annual delivery load of more than 3,000. The upgrading, undertaken at an estimated cost of Rs 132.66 crore, includes the facilities of labour rooms, operation theatres, toilets, and power backups and drinking water at primary health centres (PHC), community health centres (CHC), subdivisional hospitals (SDH), state general hospitals (SGH) and rural hospitals (RH).

IMR: Bengal has achieved infant mortality rate (IMR) of 25 per 1,000 live births, which is much below the national average of 34.

SNCU and SNSU: In order to achieve the IMR of 25, 68 Sick Newborn Care Units (SNCU) and 307 Sick Newborn Stabilisation Units (SNSU) have been made functional.

PICU: Eleven Paediatric Intensive Care Units (PICU) are being augmented and four are being set up at 13 medical colleges including Dr BC Roy Post Graduate Institute of Paediatric Sciences and Chittaranjan Seva Sadan in Kolkata.

 

 

মাতৃ ও শিশু স্বাস্থ্যে বিশেষ নজর মুখ্যমন্ত্রীর

মা ও শিশুদের স্বাস্থ্য ব্যবস্থায় বাংলা সারা দেশের মধ্যে পথপ্রদর্শকের ভূমিকা পালন করছে। এই বিষয়ে মুখ্যমন্ত্রী তথা স্বাস্থ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের মস্তিষ্কপ্রসুত মাদার অ্যান্ড চাইল্ড হাব এক অনন্য প্রয়াস। বাংলায় শিশুমৃত্যুর হার – ২৫ – দেশের মধ্যে সব থেকে কম। ওয়েটিং হাট আরেকটি অনন্য প্রয়াস, যেটিকে কেন্দ্রীয় সরকার সারা দেশে মডেল করেছে।

সাফল্যঃ

মাদার অ্যান্ড চাইল্ড হাব (চালু)-উলুবেড়িয়া মহকুমা হাসপাতাল, মুর্শিদাবাদ মেডিক্যাল কলেজ ও হাসপাতাল, নদীয়া জেলা হাসপাতাল, বাঁকুড়া সম্মিলনী মেডিক্যাল কলেজ ও হাসপাতাল, মালদা মেডিক্যাল কলেজ ও হাসপাতাল, জলপাইগুড়ি জেলা হাসপাতাল ও মেডিক্যাল কলেজ ও হাসপাতালের মাদার অ্যান্ড চাইল্ড হাব অসাধারন সাফল্যের সঙ্গে কাজ করে চলেছে।

মাদার অ্যান্ড চাইল্ড হাব (চালু হবে)-কোচবিহারের মাদার অ্যান্ড চাইল্ড হাব ও এমযেএন হাসপাতাল নির্মাণ প্রায় শেষ পর্যায়ে। আরও দুটি মাদার অ্যান্ড চাইল্ড হাব তৈরী হচ্ছে দক্ষিণ ২৪ পরগনা জেলার ক্যানিং ও মুর্শিদাবাদের অনুপনগরে।

ওয়েটিং হাট –যেসকল প্রসূতি মায়েরা হাসপাতাল থেকে বহুদুরে থাকেন, তাদের সুরক্ষিত প্রসবের জন্য রাজ্য সরকার তৈরী করেছে ওয়েটিং হাট। গোসাবার গ্রামীণ হাসপাতাল, দক্ষিণ ২৪ পরগনার মাধবনগর, উত্তর ২৪ পরগনার খুলনা, উত্তর ২৪ পরগনার চাকুলিয়া, কোচবিহারের তুফাগঞ্জ মহকুনা হাসপাতাল, মহিসালের ব্লক প্রাথমিক চিকিৎসা কেন্দ্র, মুর্শিদাবাদের শক্তিপুর, মালদার রতুয়া, হুগলীর তেঘরি, দক্ষিণ দিনাজপুরের রামপাড়া চাঁচরা প্রাথমিক চিকিৎসা কেন্দ্রর অধীনে ওয়েটিং হাবগুলি ভালো কাজ করছে। উত্তর লাটাবাড়ি ও আলিপুরদুয়ার জেলার ওয়েটিং হাবগুলি শীঘ্রই চালু হবে।

প্রাতিষ্ঠানিক প্রসব –২০১০ সালে প্রাতিষ্ঠানিক প্রসবের হার ছিল ৬৫ শতাংশ যা ২০১৭ সালে বেড়ে হয়েছে ৯৫ শতাংশ।

টীকাকরণ –এই মুহূর্তে রাজ্যে ৯৪ শতাংশ টীকাকরণ সম্পূর্ণ, রাজ্য ১০০ শতাংশ টীকাকরণের দিকে এগিয়ে চলেছে।

মা ও শিশুর পুষ্টির উন্নতি –গত ৬ বছরে মাতৃ ও শিশু স্বাস্থ্য পরিকাঠামোয় হয়েছে উন্নয়ন। ৬৮টি হাই কেস লোড ফ্যাকাল্টিস গ্রহণ করা হয়েছে সেসকল কেন্দ্রে যেখানে বার্ষিক ৩০০০ বা তারও বেশী প্রসব হয়। এই সমস্ত কেন্দ্রে প্রাথমিক স্বাস্থ্য কেন্দ্র, জন স্বাস্থ্য কেন্দ্র, মহকুমা হাসপাতাল, স্টেট জেনারেল হাসপাতাল, ও গ্রামীণ হাসপাতালগুলিতে ১৩২.৬৬ কোটি টাকা ব্যয়ে লেবার রুম, অপারেশন থিয়েটার, শৌচালয়, আপৎকালীন বিদ্যুৎ যোগাযোগ ও পানীয় জলের ব্যবস্থা করা হয়েছে।

শিশু মৃত্যুর হার –বাংলায় শিশু মৃত্যুর হার প্রতি হাজারে ২৫, যেখানে জাতীয় গড় ৩৪।

এসএনসিইউ ও এসএনএসইউ –শিশু মৃত্যুর হার কমাতে ৬৮টি নিউবর্ন কেয়ার ইউনিট এবং ৩০৭টি সিক নিউবর্ন স্টেবিলাইজেশন ইউনিট কাজ করছে।

পিআইসিইউ –১৩টি মেডিক্যাল কলেজে ১১টি পিআইসিইউের উন্নতি করা হয়েছে ও আরও চারটি তৈরী করা হচ্ছে। এই মেডিক্যাল কলেজের মধ্যে আছে ডক্টর বি সি রায় পোস্ট গ্র্যাজুয়েট ইন্সটিটিউট অফ পেডিয়াট্রিক সায়েন্সেস এবং চিত্তরঞ্জন সেবা সদন।

Integrated Child Development Scheme (ICDS) plays a pivotal role in providing health and nutrition service to pregnant mothers, lactating mothers and children. During the last few years, the State Government has consistently increased the financial support to these workers and helpers.

Hon’ble Chief Minister has recently brought all the Anganwadi workers and helpers under the comprehensive health insurance ‘Swasthya Sathi’. Their monthly honourium has also been increased by Rs 500.

A total of 1377360 pregnant and lactating women have been provided supplementary nutrition (January, 2015). The state has introduced enhanced financial provision for ICDS SNP in all the districts from Nov’14 at the rate of Rs. 9, Rs. 7 and Rs. 6 for severely malnourished children, pregnant & lactating mothers and others respectively.

 

মা ও শিশুদের পুষ্টির জোগানে মমতার স্পর্শ বাংলায়

গর্ভবতী মা, প্রসূতি ও শিশুদের স্বাস্থ্য ও পুষ্টির ক্ষেত্রে ইন্টিগ্রেটেড চাইল্ড ডেভেলপমেন্ট স্কিম বা আইসিডিএসের ভুমিকা অপরিসীম।

এ রাজ্যে, জানুয়ারি ২০১৫ পর্যন্ত ১৩৭৭৩৬০ জন গর্ভবতী ও প্রসূতিদের পুষ্টিকর খাদ্য প্রদান করা হয়েছে। ২০১৪ সালের নভেম্বর মাস থেকে রাজ্য সরকার সব জেলায় বর্ধিত হারে অর্থনৈতিক সহায়তা করছে আইসিডিএস এসএনপি-তে।

গত ছ’বছরে রাজ্যসরকার এই প্রকল্পে নিযুক্ত কর্মী ও সহযোগীদের জন্য অর্থনৈতিক সহযোগিতা বাড়িয়ে চলেছে যাতে প্রকল্প বাস্তবায়নে ত্রুটি না থাকে।

কিছুদিন আগেই মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় অঙ্গনওয়াড়ি কর্মী ও সহযোগীদের স্বাস্থ্য সাথী প্রকল্পের আওতায় এনেছেন। তাঁদের মাসিক ভাতা বাড়ানো হয়েছে।

A mother is the first, foremost and best friend of everyone’s life as no one can be true and real like her.

Trinamool’s slogan in 2011 was Maa, Mati, Manush. Mothers have always been a pillar of support, and a source of strength for us.

Inspired by Mamata Banerjee, the Bengal Government has taken several steps in the last six years for the welfare of mothers.

Due to sustained effort of the State Government in improving the health infrastructure through its various programmes, noticeable improvements have been observed in health parameters of the State.

Here are some of the welfare measures for mothers by Trinamool Government:

  • The State Government has initiated a process of setting up of 13 Mother and Child Hubs (MCH).
  • Three new Waiting Huts have been set up for pregnant mothers in remote areas of Sunderbans.
  • 35 Nutritional Rehabilitation Centres (NRCs) have been operationalized for management of severely malnourished children with counselling of their mothers.
  • Eastern India’s first Human Milk Bank – ‘Madhur Sneha’ – and Cord Blood Bank have been set up at SSKM Hospital.
  • During the last five years, Infant Mortality Rate (IMR) has been reduced from 32 to 26 and Institutional Delivery in health centres and hospitals has increased from 65% to 90%.

 

মাতৃকল্যাণে নানা উদ্যোগ মা, মাটি, মানুষের সরকারের

সবার জীবনেই মায়ের গুরুত্ব অপরিসীম। মা হল আমাদের সবথেকে প্রিয় বন্ধু, কেউ তার জায়গা নিতে পারে না। ২০১১ সালের নির্বাচনে তৃণমূলের স্লোগান ছিল ‘মা মাটি মানুষ’ – মা, মাদার, আম্মা আমাদের প্রেরণা।

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় গত ৬ বছরে রাজ্য সরকার মাতৃকল্যাণের জন্য নিয়েছে অনেক পদক্ষেপ। তারই ফলস্বরূপ অভূতপূর্ব পরিবর্তন এসেছে রাজ্যে।

রাজ্য সরকারের নেওয়া কিছু উদ্যোগ:

  • ১৩ টি মাদার এন্ড চাইল্ড হাব তৈরী করছে রাজ্য
  • সুন্দরবনের প্রত্যন্ত অঞ্চলে গর্ভবতী মায়েদের জন্যও তৈরি হয়েছে তিনটি ওয়েটিং হাব
  • অপুষ্টিতে আক্রান্ত শিশুদের জন্য ৩৫টি নিউট্রিশ্যানাল রিহ্যাবিলিটেশন সেন্টার তৈরী করছে রাজ্য
  • এসএসকেএম হাসপাতালে নির্মিত হয়েছে পূর্ব ভারতের প্রথম মাতৃদুগ্ধ ব্যাঙ্ক “মধুর স্নেহ” ও কর্ড ব্লাড ব্যাঙ্ক
  • গত পাঁচ বছরে রাজ্যে শিশু মৃত্যুর ৩২ থেকে হার কমে হয়েছে ২৬, হেলথ সেন্টার ও হসপিটালে ইন্সটিট্যুশানাল ডেলিভারি ৬৫% বেড়ে হয়েছে থেকে ৯০%

To enhance community-based initiatives in educating mothers and caregivers on nutrition issues, the West Bengal government is observing National Nutrition Week till next Monday.

“We are carrying out a series of convergent and well-coordinated activities in different sectors in a mission mode to address the issues which may lead to under-nutrition, especially in the socially and economically backward communities,” state Women and Child Welfare Minister Dr Shashi Panja said.

The state government has mobilised their state-wide network of ICDS centres and frontline functionaries to reach out to the maximum number of people at the community level.

Child rights body UNICEF has also been working closely with the state.

UNICEF officials said nutrition is not confined to food only, rather refers to an interplay of health and immunisation, environmental and personal hygiene and sanitation, in addition to age appropriate nutritionally dense food and feeding practices.

“Nutrition is an issue of survival, health and development for current and succeeding generations. Children born underweight may have impaired immune function, increased risk of diseases, low learning abilities due to impaired cognitive ability, thus affecting their school performance and then productivity in their later life,” Panja said.

National Nutrition Week is celebrated annually from September 1 to 7.

Across all districts, activities like community-level nutrition and health promotion camps, community sensitisation sessions, cooking demonstration and recipe competition quiz shows, etc are being carried out.
