20 schemes that transformed Bengal in the last seven years

After coming to power in 2011, Chief Minister Mamata Banerjee and her Trinamool Congress Government have created a whole host of developmental schemes for the people of Bengal. As a result, the state has seen progress like never before.

As Maa, Mati, Manush Government completes seven years, let us take a look at 20 schemes that have transformed Bengal in the last seven years:

1. Kanyashree

One of the landmark programmes of the Trinamool Congress Government, the Kanyashree Prakalpa, launched in 2013, is a scheme for empowering the girl child through enabling their education and thus, preventing their marriage at an early age. It has three components, names K1, K2 and K3, for those in school, after school and in post-graduation, respectively.

The scheme has brought more than 48 lakh adolescent girls under its fold covering over 16,600 institutions across every corner of Bengal.

2. Sabuj Sathi

Sabuj Sathi is a scheme, launched in 2015, for gifting bicycles to students of classes IX, X, XI and XII, both boys and girls, to make it easier for even those living in far-off places, to come to school and go back home conveniently. The green-coloured bicycles have noticeably improved attendance and have proved to be a tool of student empowerment, just like Kanyashree.

There have been 70 lakh beneficiaries (that is, 70 lakh bicycles have been distributed) till date.

3. Khadya Sathi

Through the Khadya Sathi Scheme, launched in 2016, the State Government is ensuring food security for the people of the state, the hallmark of the scheme being giving 5 kilogram (kg) of rice or wheat per family member per month at Rs 2 per kg. There are special arrangements under this scheme for those below the poverty line, affected by the Cyclone Aila, working in tea gardens, living in the Jangalmahal region, those in Singur whose farmlands were snatched away for setting up industries by the Left Front Government, and a few other categories.

8.66 crore people, comprising about 90.6 per cent of the state’s population, have been covered under this scheme.

4. Sabujshree

Sabujshree is an innovative scheme which connects two noble causes – protecting the environment and promoting girl children. Under the scheme, launched in 2016, the mother of a new-born girl child is handed over saplings for free to plant in some place where it can be taken care of – so the tree grows up under her care just like her girl child. 15 lakh seedlings have been distributed so far.

5. Shikshashree

Shikshashree is a scholarship scheme, begun in 2014, for scheduled caste (SC) category students from classes V to VIII. The scholarship is being paid directly into the bank accounts of the students. During financial years 2014-17, almost 38 lakh students were covered under this scheme.

6. Gatidhara

Through the Gatidhara Scheme, launched in 2014, the government provides loans of upto Rs 10 lakh on easy instalment basis to enable people to buy cars, small trucks, etc. for commercial use, with a subsidy of 30 per cent or up to Rs 1 lakh over the sanctioned loan while repaying the loan. Families with a monthly income of Rs 25,000 or less qualify for financial support under this scheme.

As of March 2017, the total number of beneficiaries covered is 13,393 and the amount of subsidy disbursed is Rs 125 crore.

7. Gitanjali

Gitanjali is a housing scheme, introduced in 2011, meant for providing shelter to people belonging to economically weaker sections (EWS). A grant of Rs 70,000 is provided to a beneficiary in the plains whereas Rs 75,000 is provided to a beneficiary from the Hills region, the Sundarbans and Jangalmahal.

Till March 2017, benefits have been extended to 2 lakh 98 thousand 745 families.

8. Lok Prasar Prakalpa

The scheme, Lok Prasar Prakalpa was started in 2014 to rejuvenate the folk arts of Bengal coupled with the aim of disseminating social messages and information on the various developmental schemes run by the State Government. Folk artistes between 18 and 60 years of age receive a retainership fee of Rs 1,000, and in addition an opportunity for four performances per month, with Rs 1,000 paid for each. Senior artistes, that is, those above 60, receive a similar sum as monthly pension.

As of March 2017, benefits have been extended to nearly 1.94 lakh folk artistes.

9. Fair Price Medicine Shops

The purpose of Fair Price Medicine Shops (FPMS) or (in Bengali) ‘Najyamuller Aushadher Dokan’, first established in 2012, is to ensure round-the-clock availability of quality medicines, consumables, surgical items, implants, etc. at pre-approved discounted rates over the maximum retail price (MRP), to enable people from all economic backgrounds to buy them. These types of medicine shops are located at State Government-run hospitals and medical college-cum-hospitals.

Till March 2017, 112 Fair Price Medicine Shops have been set up, selling goods at discounts of 48 to 78 per cent on the MRP. As of December 2016, the total sales have been Rs 1,331 crore and patients availed discounts worth Rs 829 crore, with 2.93 crore prescriptions being served from these facilities.

10. Shishu Sathi

Shishu Sathi Prakalpa is a programme which was launched (in 2013) for providing free-of-cost operations for children up to the age of 18 years, covering the treatment of congenital cardiac diseases, cleft lip/palate and club foot. It is available at all State Government hospitals having paediatric facilities and at three private hospitals, namely, RN Tagore International Institute of Cardiac Sciences, BM Birla Heart Research Centre (both in Kolkata) and Durgapur Mission hospital.

About 12,000 children have received treatment through this scheme, so far.

11. Shishu Aloy

Shishu Aloys, launched in 2012, are a type of advanced Anganwadi Centres, aimed at making children ready for school at the age of 6 years. Here, children are prepared for schools in every possible way as well as provided with nutritious food; they also get medical assistance.

As of March 2017, 2,000 Shishu Aloys were developed across all districts and two more at the Dum Dum and Alipore Correctional Homes to facilitate children of inmates. On November 25, 2017, which is celebrated by the State Government as Shishu Aloy Dibas, 10,000 more Shishu Aloys were inaugurated across Bengal.

12. Pathasathi

The project consists of developing wayside facilities for travellers on national and state highways and other important roads, named ‘Pathasathi’, run by self-help groups, societies, West Bengal Tourism Development Corporation (WBTDC) or certain designated agencies. Each of these has a bathroom, a passenger’s waiting room, family rooms and a restaurant. A total of 67 such facilities are being constructed.

13. Swasthya Sathi

Swasthya Sathi, announced in 2016, is a cashless group health insurance scheme (that is, including families) for all those employed by the State Government’s departments, both permanently and part-time. It is meant for various categories of employees like panchayat functionaries, para-workers like ASHAs, anganwadi workers and civic police volunteers, contractual, part-time and daily wage earners under various departments, teachers and non-teaching staff of primary schools, secondary schools and government-aided madrasahs, and others.

As of March 2017, there were more than 35 lakh beneficiaries and their families enrolled. Later, in September, the benefits were extended to include a total of 55.5 lakh more government employees and volunteers and their families.

14. Sabala

Sabla is a scheme, begun in 2011, for adolescent girls, which aims to improve the nutritional and health status of girls between 11 to 18 years of age and equip them with life skills training and knowledge on family welfare, health and hygiene, and information and guidance on existing public services. It is being implemented on a pilot basis in seven districts namely, Cooch Behar, Jalpaiguri, Alipurduar, Malda, Nadia, Kolkata and Purulia through 29,444 Anganwadi Centres from 141 ICDS projects.

The benefits of the Sabla Scheme have reached 12.72 lakh girls between the ages of 11 and 18 years.

15. Anandadhara

The Anandadhara Scheme, initiated in 2012, is an anti-poverty programme for the rural poor, implemented through the organising of women into self-help groups (SHG). The number of blocks involved in the programme has increased from 32 during financial year 2012-13 to 158 during 2016-17, and consequently, the number of SHGs has increased from 3.18 lakh to 4.58 lakh, respectively. During 2016-17, the credit accessed from banks was Rs 3,329.81 lakh, against a target of Rs 3,274.9 lakh (101.68%)

16. Yuvashree

Yuvashree was launched in 2013 to extend financial assistance of Rs 1,500 per month to 1 lakh of the job seekers registered in the employment bank portal, launched earlier by the government, selected on the basis of criteria like education (those who have passed at least eighth standard) and age group (beneficiaries must be in the age group of 18 to 45 years). The recipients of the allowance are required to use it for training, vocational or otherwise, which will make them fit for employment.

17. Samabyathi and Baitarani

Samabyathi is a scheme, notified in 2016, for providing money to the next of kin of poor people in rural regions for organising their funerals. Rs 2,000 is paid disbursed per funeral. Since the introduction of the programme, 25,478 households have been benefited by this initiative and a sum of Rs 5.1 crore has so far been disbursed.

18. Swabalamban

Swabalamban is a scheme implemented through NGOs and companies for imparting vocational training to socially marginalised and distressed women, victims of trafficking, sex workers, the transgender community and women in moral danger, in the age
group of 18 to 35 years; if necessary, the upper age limit for such category of women is relaxed up to 45 years.

Beneficiaries successfully placed at renowned outlets like Wow Momo, Pantaloons, Kothari, Au Bon Pain and others. Thirty Kanyashree beneficiaries have been trained under the Swabalamban Scheme by Brainware as unarmed security guards, out of whom 16 have been successfully placed in different organisations.

19. Khelashree

The Khelashree Scheme, inaugurated in 2017, is a developmental initiative to encourage sporting activities. As per the scheme, Madhyamik and Higher Secondary schools, High Madrasahs, colleges, universities, all clubs from the first to the fifth divisions of the Kolkata League and all clubs and sports institutions which have been getting annual financial aids from the State Government, would be given five footballs each.

20. Safe Drive Save Life

The Safe Drive Save Life programme was started in 2016 to bring down road accidents in the State. It has been appreciated by the Supreme Court recently.

As a result of the programme, the number of road accidents in the state has reduced by 19.52 per cent. Naturally, the number of deaths and cases of injury have also come down by 11.5 per cent and 14 per cent, respectively.

Special Mention – Mission Nirmal Bangla

Bengal has constructed the most number of toilets as well as used up the highest amount of funds for constructing toilets. In 2013, Nadia became the first ODF district in India. The state reported 21,324 villages as ‘Declared ODF’, covering 1,929 GPs, till May 17, 2017, which is the highest in the country.

This initiative of the State Government achieved international recognition when it was selected as the first place winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

 

95% of Mission Nirmal Bangla accomplished, rest on the fast track to completion

The Panchayats and Rural Development Department has created a silent revolution in Bengal with the Nirmal Bangla Mission by constructing 61,21,088 toilets in rural households. Thus, 95 per cent of the target for making the state open-defecation free (ODF) has been reached. The target of 64,15,430 rural toilets is going to be reached soon.

Nadia was India’s first district that was declared ODF. In Bengal, so far eight districts have been declared ODF – Nadia, South 24 Parganas, North 24 Parganas, Purba Bardhaman, Paschim Bardhaman, Cooch Behar, Hooghly and Purba Medinipur.

Howrah and Malda will be declared ODF by March 2018. The other districts that will be soon declared as ODF are Murshidabad, Dakshin Dinajpur and Birbhum. The Panchayats Department is on a fast track to complete the project for the rest of the districts.

 

নির্মল বাংলা মিশনের ৯৫ শতাংশ কাজ শেষ

নির্মল বাংলা মিশনের মাধ্যমে গ্রাম বাংলায় এক বৈপ্লবিক পরিবর্তন আনছে রাজ্য পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর। ইতিমধ্যেই রাজ্যজুড়ে ৬১২১০৮৮ টি শৌচালয় নির্মাণ করে ফেলেছে এই দপ্তর, যা লক্ষ্যমাত্রার প্রায় ৯৫ শতাংশ। বাকি ৫ শতাংশ শৌচালয় নির্মাণের কাজও খুব শীঘ্রই সম্পন্ন হবে।

দেশের প্রথম নির্মল জেলা ঘোষিত হয় নদীয়া। এখন অবধি রাজ্যের আটটি জেলা নির্মল জেলা হিসাবে স্বীকৃতি পেয়েছে। সেগুলি হল, নদীয়া, দক্ষিণ ২৪ পরগনা, উত্তর ২৪ পরগনা, পূর্ব বর্ধমান, পশ্চিম বর্ধমান, কোচবিহার, হুগলী এবং পূর্ব মেদিনীপুর।

মার্চের মধ্যে হাওড়া ও মালদা জেলাও নির্মল জেলায় রূপান্তরিত হবে। বাকি যে জেলাগুলি ঘুব শীঘ্রই নির্মল জেলা হিসাবে স্বীকৃতি পাবে সেগুলি হল, মুর্শিদাবাদ, দক্ষিণ দিনাজপুর এবং বীরভূম।

After Malda, now Birbhum to be declared as Open Defecation Free district

After Malda, which had been declared an Open Defecation Free (ODF) district in November, Birbhum is soon going to become a ‘Nirmal Jela’. It will be the 10th district to be notified as such.

Among other districts that have already been declared as ODF are Nadia (India’s first ODF district), North and South 24 Parganas, Purba Medinipur, Hooghly, Purba and Paschim Bardhaman and Cooch Behar.

In Howrah, work to make the district Open Defecation Free is on in full swing. By March 2018, two more districts — Paschim Medinipur and Murshidabad – will be declared ODF. The remaining districts have been given a goal of attaining the ODF status by December 2018.

Mission Nirmal Bangla has been highly successful in making the districts of Bengal largely free from open defecation activities. Programmes of the scheme like awareness rallies, Nirmal Utsav, felicitation of community facilitators, Nirmal Adda, etc. ensure that ODF becomes a sustained habit, and there is no slipping back to open defecation. Third-party verification activity has been introduced in the rural areas of districts to ensure that there is impartial verification of the building and usage of toilets.

April 30 is celebrated every year as Nirmal Bangla Diwas, being designated so by Chief Minister Mamata Banerjee. Under Mamata Banerjee’s leadership, Bengal had already started its journey towards achieving ODF status for the rural areas of the state since the World Toilet Day celebration on November 19, 2013. The United Nations Children’s Fund (UNICEF) is a partner of the State Government in this journey.

 

মালদার পর এবার বীরভূম হবে নির্মল জেলা

নির্মল বাংলার লক্ষ্যে দৃঢ় পদক্ষেপে এগিয়ে চলেছে পশ্চিমবঙ্গ। নভেম্বর মাসেই মালদাকে নির্মল জেলা ঘোষণা করা হয়েছে। এরপরই, ডিসেম্বরে বীরভূম জেলা হতে চলেছে রাজ্যের দশম নির্মল জেলা।

যে জেলাগুলিকে ইতিমধ্যেই নির্মল ঘোষণা করা হয়েছে সেগুলি হল, নদীয়া (দেশের প্রথম নির্মল জেলা), মালদা, কোচবিহার, উত্তর ও দক্ষিণ ২৪ পরগনা, হুগলী, পূর্ব মেদিনীপুর, পূর্ব ও পশ্চিম বর্ধমান।

হাওড়া জেলাকে নির্মল জেলা ঘোষণা করার কাজ জোরকদমে এগোচ্ছে। আগামী মার্চ মাসের মধ্যে ১৪টি জেলাকে নির্মল ঘোষণা করার জন্য কোমর বেঁধে আসরে নেমেছে রাজ্য সরকার।

রাজ্যের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর ২০১৮ সালের ডিসেম্বর মাসের মধ্যে রাজ্যের সব জেলাকে নির্মল ঘোষণা করার লক্ষ্য নিয়ে এগোচ্ছে। শৌচাগার তৈরী করার পাশাপাশি পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর গ্রামে গ্রামে পুরোমাত্রায় প্রচার চালাচ্ছে যাতে গ্রামবাসীরা সেই শৌচাগারগুলি ব্যবহার করেন। পদযাত্রা, নির্মল উৎসব, নির্মল আড্ডা প্রভৃতি কর্মসূচি গ্রহণ করা হয়েছে।

প্রসঙ্গত ৩০শে এপ্রিল প্রতি বছর রাজ্যে নির্মল বাংলা দিবস পালন করা হয়।

Bengal to become an ODF state by August 2018

Mission Nirmal Bangla, an internationally awarded scheme for removing the scourge of open defecation from Bengal, is going to reach a major milestone next August when Bengal would become an open defecation-free (ODF) state.

Under the scheme, which is a brainchild of Mamata Banerjee, 67 lakh rural households in Bengal would have been equipped with toilets by August 2018. These facts were stated by State Panchayat and Rural Development Minister, Subrata Mukherjee at a recent workshop on sanitation held at Sector V in Salt Lake, Kolkata.

It may be mentioned that Nadia was the country’s first district to achieve ODF status. The other districts that have become ODF in Bengal are North and South 24 Parganas, Purba Medinipur, Hooghly, Purba and Paschim Bardhaman, Cooch Behar, Malda and Howrah.

The minister said that Birbhum, Murshidabad, Paschim Medinipur and Dakshin Dinajpur will achieve the target by the end of December. Further, the districts of Alipurduar, Uttar Dinajpur and Jalpaiguri will be declared ODF by March 2018.

 

২০১৮র আগস্ট মাসের আগেই নির্মল হবে বাংলা

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের অনুপ্রেরণায় রাজ্যের পঞ্চায়েত ও গ্রামোন্নয়ন দপ্তর ২০১৩ সালে শুরু করেছিল মিশন নির্মল বাংলা। আন্তর্জাতিক স্বীকৃতি প্রাপ্ত এই প্রকল্প পৌঁছাবে তার শিখরে ২০১৮ সালের আগস্ট মাসে।

পঞ্চায়েত ও গ্রামোন্নয়ন মন্ত্রী জানিয়েছেন আগামী বছরের মধ্যেই নির্মল হবে বাংলা। এই প্রকল্পর লক্ষ্য ছিল ২০১৮র মধ্যে ৬৭লক্ষ গ্রামীণ পরিবারের জন্য শৌচাগার নির্মাণ করা।

প্রসঙ্গত, নদীয়া জেলাকে দেশের প্রথম নির্মল জেলা ঘোষণা করা হয়েছিল ২০১৫ সালে। বাকি যে সকল জেলা ‘নির্মল জেলা’ হয়েছে, সেগুলি হল: উত্তর ২৪ পরগনা, দক্ষিণ ২৪ পরগনা, পূর্ব মেদিনীপুর, পূর্ব বর্ধমান, পশ্চিম বর্ধমান, হুগলী, কোচবিহার, মালদা ও হাওড়া।

মন্ত্রী বলেন, ডিসেম্বর মাসে বীরভূম, মুর্শিদাবাদ, পশ্চিম মেদিনীপুর, দক্ষিণ দিনাজপুরকেও ‘নির্মল জেলা’ ঘোষণা করা হবে। এরপর আলিপুদুয়ার, উত্তর দিনাজপুর, জলপাইগুড়ি জেলা নির্মল জেলা হিসেবে ঘোষিত হবে ২০১৮ সালের মার্চ মাসে।

 

 

ODF Plus for women engaged in 100 Days’ Work in North 24 Pgs

The North 24 Parganas district administration is making special arrangements to make more women join the 100 Days’ Work Scheme and thus become self-sufficient. From August 19, every woman joining the 100 days’ scheme would be handed ‘hygiene kits’ under the Open Defecation-Free (ODF) Plus programme.

The district administration reasons that, since the views of women in the household are crucial for health and financial issues of the family, they would be better equipped to percolate the benefits and the working of these issues to every member of the family if they are given lessons on them.

North 24 Parganas was declared an ODF district on September 29, 2016. Currently, an ‘ODF Plus’ programme is being implemented across the district.

From August 19, work under MGNREGS, popularly known as 100 Days’ Work Scheme, would be started in all the gram panchayats.

The hygiene kit, among other things, would contain information on health issues and on insect-borne diseases. From August 19, women engaged in 100 Days’ Work would have access to temporary toilets. Usage of proper toilets would help prevent the spread of pollution and diseases. All these are part of the ODF Plus programme.

১০০ দিনের প্রকল্পে গ্রামীণ মহিলাদের কর্মসংস্থানে উদ্যোগ উত্তর ২৪ পরগনায়

১০০ দিনের কাজের প্রকল্পে গ্রামীণ এলাকার মহিলাদের কর্মসংস্থান এবং সু-স্বাস্থ্যের লক্ষ্যে বিশেষ সচেতনতামূলককর্মসূচি নিচ্ছে উত্তর ২৪ পরগনা জেলা প্রশাসন। আগামী ১৯ আগস্ট জেলাজুড়ে যতজন মহিলা ১০০ দিনের প্রকল্পে কাজকরবেন, তাঁদের প্রত্যেককে একটি করে ‘হাইজিন-কিট’ দেওয়া হবে। প্রশাসনের কর্তাদের দাবি, যেহেতু পরিবারের স্বাস্থ্য ওআর্থিক বিষয়ে মহিলাদের ভূমিকা বিশেষ গুরুত্বপূর্ণ, তাই তাঁদের উপরেই এবার বিশেষ নজর দেওয়া হচ্ছে। যাতে তাঁরা বাড়ির শিশুও অন্যান্য সদস্যদের সচেতন করতে পারেন।

জেলা প্রশাসন সূত্রে জানা গিয়েছে, ২০১৬ সালের ২৯ সেপ্টেম্বর উত্তর ২৪ পরগনা জেলাকে ওডিএফ জেলা তথা নির্মল জেলাঘোষণা করা হয়েছে। বর্তমানে জেলাজুড়ে ওডিএফ প্লাস কর্মসূচি চলছে। সেই কর্মসূচিতেই ১০০ দিনের কাজের প্রকল্পেরমাধ্যমে গ্রামীণ মহিলাদের অংশগ্রহণ করানোর পরিকল্পনা নেওয়া হয়েছে। এই জেলার ২২টি ব্লকে ১০০ দিনের কাজের প্রকল্পেপুরুষ ও মহিলা মিলিয়ে প্রায় সাত লক্ষ জবকার্ড দেওয়া হয়েছে। তবে এই কর্মসূচিতে কেবলমাত্র মহিলাদেরই নেওয়া হবে।

মহিলাদের কর্মসংস্থান ও স্বাস্থ্য বিধান—এই দু’টি কর্মসূচি একসঙ্গেহাতে নেওয়া হয়েছে। জেলার প্রতিটি গ্রাম পঞ্চায়েতে মহিলারা ১০০ দিনের এই প্রকল্পে কাজের জন্য নিজেদেরনাম নথিভুক্ত করবেন। অর্থাৎ নিজের কাজ নিজেই চাইবেন। এই কর্মসূচির নাম দেওয়া হয়েছে, ‘রোজগার দিবস’।

To reduce human-animal conflict, Bengal Forest Dept constructs toilets

To reduce conflict between human and wild animals in the more forested regions of the State, the Bengal Forest department has taken up an elaborate scheme to construct toilets for the people living in forests and adjoining areas.

After conducting a thorough research, Forest Department officials have found that in many cases, villagers died after being attacked by elephants and other animals while entering the forest for open defecation.

Therefore, to check the human-animal conflicts in these areas, the department has decided to construct toilets in every household situated in the vicinity of forests in all the subdivisions.

The project has already been completed in the Baikunthapur forest division in North Bengal, where 350 households situated in forested areas have had toilets constructed in their homes.

In October 2014, the State Government had launched Mission Nirmal Bangla, a brainchild of Chief Minister Mamata Banerjee. Under this, various sanitation projects were taken up at different levels, including setting targets for various departments to achieve cleanliness and sanitation by forming administrative mechanisms for the same.

 

মানুষ-পশু সংঘাত এড়াতে বনাঞ্চলে অভিনব উদ্যোগ বন দপ্তরের

মানুষ ও বন্য প্রাণীদের সংঘাত এড়াতে বনাঞ্চলের বাসিন্দাদের জন্য আরও শৌচালয় নির্মাণের সিদ্ধান্ত নিল বন দপ্তর।

বহু ক্ষেত্রে দেখা গেছে যে স্থানীয় মানুষ শৌচকর্ম করতে জঙ্গলে গেলে অনেক সময়ই বন্য প্রানী দ্বারা আক্রান্ত হন। তাই বন দপ্তর সিদ্ধান্ত নিয়েছে বনাঞ্চলে বসবাসকারী পরিবারগুলির জন্য শৌচাগার নির্মাণ করার।

এই প্রকল্পের কাজ উত্তরবঙ্গের বৈকুন্ঠপুর বনাঞ্চলে ইতিমধ্যেই শেষ হয়েছে। সেখানে ৩৫০ টি পরিবারের জন্য শৌচালয় নির্মাণ হয়েছে।

On April 30, 2015, Bengal Chief Minister Mamata Banerjee declared, at a function in Krishnanagar, Nadia as India’s first open defecation-free (ODF) district. Henceforth, April 30 has been celebrated as Nirmal Bangla Dibas in Bengal.

This was the first milestone of Mission Nirmal Bangla, meant to make Bengal open defecation-free in order to make for a cleanlier environment and consequently, a healthier life.

For Nadia to achieve ODF status, the district administration, under the aegis of the State Government, had adopted a programme called ‘Sabar Souchagar’ (Toilets for All). This initiative of the State Government achieved international recognition when it was selected as the first place winner for the 2015 United Nations Public Service Award in the category of ‘Improving the Delivery of Public Services’.

Since then, a total of five districts of Bengal have achieved the ODF status – Nadia, Hooghly, North 24 Parganas, Purba Medinipur and Cooch Behar.

Two more are going to be declared as ODF districts soon – South 24 Parganas and Bardhaman.

Mission Nirmal Bangla has truly been leading the way for India. Among the first four districts in India to be declared as ODF districts, three were from Bengal. With Chief Minister Mamata Banerjee at the helm of affairs, Bengal is achieving distinctions galore.

 

 

Bengal leads among States in construction of toilets

The Bengal Government under Chief Minister Mamata Banerjee has been placing a lot of effort on achieving an open defecation-free (ODF) status for Bengal.

Till financial year 2016-17, Bengal has achieved almost 90 per cent (89.63%) of its ODF target, which is the second highest in the country, constructing 1,35,94,762 toilets. Not just that, of the number of toilets constructed, almost 12 per cent (11.8%) have been constructed in Bengal alone, which is also the second highest in the country.

Data from the Union Ministry of Drinking Water and Sanitation shows that 52,03,490 toilets for family dwellings, which is almost 40 per cent (38.28%) of the number of toilets constructed since 1999, were built during the four financial years from 2013-14 to 2016-17 – that is, from the time Mission Nirmal Bangla was adopted on November 19, 2013 (celebrated as World Toilet Day) by the Chief Minister Mamata Banerjee-led Trinamool Congress Government.

Not just that, this 52.03 lakh achieved during these four financial years has made Bengal the number one in the number of toilet units constructed for family dwellings (considering separately, number one during 2013-14 and 2014-15 and number two during 2015-16 and for 2016-17).

Nadia district has been the flag-bearer of the open defecation-free (ODF) movement, becoming, on April 30, 2015, the first district in the country to get the ODF status. Among the first four districts of the country be declared ODF, three were from Bengal.

Bengal takes up 10 Solid Waste Management projects

Bengal government led by Mamata Banerjee has taken up 10 integrated solid waste management projects for 14 urban local bodies, at a cost of Rs 421.69 crore, under Mission Nirmal Bangla.

The urban local bodies are in Kolkata, Dum Dum, North and South Dum Dum, Baranagar, Bhatpara, Naihati, Ashoknagar-Kalyangarh and Habra, Asansol, Krishnanagar, Santipur, Nabadwip and Jalpaiguri.

Tender process of these projects has been initiated and all the urban local bodies have been instructed to create massive awareness.

Under the mission, four districts – Nadia, North 24 Parganas, Hooghly and East Midnapore and its 55 urban local bodies – achieved open defecation free status by completing the construction of more than one lakh individual household laterine.

The government said that another 21 urban local bodies of Burdwan, South 24 Parganas and Coochbehar districts aim to construct more than 1.5 lakh household latrines to achieve open defecation free status by March 2017.

 

নির্মল বাংলা মিশনে নতুন মাত্রা যোগ করতে উদ্যোগ রাজ্যের

নির্মল বাংলা মিশনকে এক নতুন মাত্রা দিতে নতুন প্রকল্প চালু করার সিদ্ধান্ত নিল মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বাধীন পশ্চিমবঙ্গ সরকার। আনুমানিক ৪২১.৬৯ কোটি টাকার এই প্রকল্প ১৪টি পৌরসভাকে কেন্দ্র করে হবে।

এই পৌরসভাগুলি হল কলকাতা, উত্তর দমদম, দক্ষিণ দমদম, বরানগর, ভাটপাড়া, নৈহাটি, অশোকনগর-কল্যাণগড়, হাবড়া, আসানসোল, কৃষ্ণনগর, শান্তিপুর, নবদ্বীপ ও জলপাইগুড়ি। নির্মল বাংলা মিশন সম্পর্কে সচেতনতা বাড়ানোর নির্দেশ দেওয়া হয়েছে সমস্ত পৌরসভাগুলিকে ।

ইতিমধ্যেই নদীয়া, উত্তর ২৪ পরগণা, হুগলী ও পূর্ব মেদিনীপুর নির্মল জেলার স্বীকৃতি পেয়েছে। মার্চ মাসের মধ্যে বর্ধমান, দক্ষিণ ২৪ পরগণা, কোচবিহার জেলার অন্তর্গত ২১টি পুরসভায় ১.৫ লক্ষের বেশি শৌচাগার নির্মিত করা হবে ও তাদের নির্মল জেলার স্বীকৃতি দেওয়া হবে।

 

South 24 Parganas to be declared ODF District in March

Come March, South 24 Parganas will be the country’s first district to have the highest number of rural toilets.

The district will be declared Open Defecation Free district (ODF) in March with 6.86 lakh rural toilets, the District Magistrate said on Thursday. Along with South 24 Parganas, Burdwan and Cooch Behar will be declared as ODF districts by March 31.

It may be mentioned that Nadia was the first district in the country which was declared ODF on April 30, 2015.  After that, Hooghly, East Midnapore and North 24 Parganas have also been declared ODF. April 30 has been declared as Nirmal Bangla Divas when programmes will be held all over the state.

It has also been decided by the Panchayat and Rural Development department to make South and North Dinajpur, Birbhum, Jalpaiguri and Darjeeling ODF districts in 2017-18. The state government has decided to construct toilets in every rural home by October 2, 2019.

Subrata Mukherjee, minister for Panchayat and Rural Development department said that campaign was carried out on the maintenance of the toilets.

 

মার্চ মাসে নির্মল জেলা ঘোষিত হবে দক্ষিণ ২৪ পরগনা

আগামী মার্চ মাসে দক্ষিণ ২৪ পরগণা জেলাকে নির্মল জেলা হিসেবে ঘোষণা করা হবে। জেলা শাসক বৃহস্পতিবার বলেন, দক্ষিণ ২৪ পরগণায় মোট ৬.৮৬ লক্ষ শৌচাগার তৈরী হয়েছে। দেশে সর্বাধিক সংখ্যার শৌচাগার নির্মিত হয়েছে দক্ষিণ ২৪ পরগণা জেলাতে।

দক্ষিণ ২৪ পরগণার পাশাপাশি মার্চ মাসে কুচবিহার ও বর্ধমান জেলাও নির্মল জেলা হিসেবে ঘোষিত হতে চলেছে।

উল্লেখযোগ্য, নদীয়া জেলা দেশের প্রথম নির্মল জেলা হিসেবে স্বীকৃতি পায় ২০১৫ সালের ৩০শে এপ্রিল। তার পর হুগলী, পূর্ব মেদিনীপুর, উত্তর ২৪ পরগণা জেলাও নির্মল জেলা হিসেবে ঘোষিত হয়। ৩০শে এপ্রিল দিনটি নির্মল বাংলা দিবস হিসেবে সারা রাজ্য জুড়ে পালন করা হয়।

পঞ্চায়েত ও গ্রাম উন্নয়ন দপ্তর সিদ্ধান্ত নিয়েছে ২০১৭-১৮ বর্ষের মধ্যে উত্তর ও দক্ষিণ দিনাজপুর, বীরভূম, জলপাইগুড়ি এবং দার্জিলিং জেলাকেও নির্মল জেলা ঘোষণা করা হবে। রাজ্য সরকার ২০১৯ সালের ২রা অক্টোবরের মধ্যে রাজ্যের প্রত্যেকটি গ্রামকে নির্মল গ্রাম করার লক্ষ্যে এগোচ্ছে।
