Kolkata has ranked second among 23 major Indian cities in an annual survey that evaluates the quality of governance in cities, comfortably beating more fancied rivals like Delhi, Mumbai, Chennai, Bengaluru and Hyderabad.
Kolkata has scored over most of the other major metros in the four parameters, finishing second on empowered and legitimate political representation, third in urban planning & development, sixth in urban capacity and resources and 10th in transparency, accountability & participation.
This is the fifth year that the Janaagraha Centre for Citizenship and Democracy, a Bengaluru-based non-profit organisation, has released its report on Annual Survey of India’s City-Systems (ASICS).
The study has found that Kolkata’s per capita capital expenditure has increased steadily over the last three years and is currently around Rs 1,546. It is among the nine cities, out of the total 23, which has adhered to budget timelines as mandated by law. It is also among the 12 cities where audited financial statements are available online.
The city also performed well on parameters like credit rating, publishing e-newsletters and implementation of the double-entry accounting system. It has introduced a live e-procurement system and details on schemes and services and audited annual financial statements are available on the web.
Kolkata is also the only city that has not witnessed any municipal commissioner churn in the last five years.

বেঙ্গালুরুর একটি সংস্থা জনাগ্রহ সেন্টার ফর সিটিজেনশিপ এন্ড ডেমোক্রেসি দ্বারা পরিচালিত একটি সমীক্ষায় আর্বান গভর্ন্যান্সের নিরিখে দেশের দ্বিতীয় সেরা শহর হিসেবে উঠে এল কলকাতার নাম। দেশের বাকি মেট্রো শহরগুলিকে – দিল্লি, মুম্বাই, চেন্নাই, বেঙ্গালুরু ও হায়দরাবাদ – পেছনে ফেলে দিয়েছে কল্লোলিনী কলকাতা।
বেশিরভাগ মাপকাঠিতেই অন্যান্য শহরের তুলনায় এগিয়ে কলকাতা। “ক্ষমতায়ন এবং বৈধ রাজনৈতিক প্রতিনিধিত্ব” মাপকাঠিতে দ্বিতীয় স্থানে আমাদের গর্বের শহর। নগর পরিকল্পনা ও উন্নয়ন এর নিরিখে তৃতীয়, এবং আর্বান ক্যাপাসিটির নিরিখে ষষ্ঠ হয়েছে তিলোত্তমা।
সমীক্ষায় প্রকাশিত যে গত তিন বছরে কলকাতার মাথাপিছু মূলধন ব্যয় (per capita capital expenditure) অনেকটাই বৃদ্ধি পেয়েছে। এই মুহূর্তে এই সংখ্যাটি হল ১৫৪৬ টাকা। আইন অনুযায়ী বাজেট নির্ধারিত সময়সীমা পুঙ্খানুপুঙ্খ ভাবে মানা হয়েছে কলকাতা পুরসভার তরফে। আর্থিক ও অডিটের বিভিন্ন নথিও অনলাইন পাওয়ার ব্যবস্থা আছে কলকাতাতে।
ক্রেডিট রেটিং, ই-নিউজলেটার, ডাবল-এন্ট্রি একাউন্টিং ব্যবস্থার মাপকাঠিগুলোতেও ভালো ফল করেছে কলকাতা। পুরসভার তরফে চালু হয়েছে ই-প্রকিউরমেন্ট ব্যবস্থা।
সম্মিক্ষায় উল্লেখ করা হয়েছে কলকাতা একমাত্র শহর যেখানে গত পাঁচ বছরে পৌর কমিশনার পদ নিয়ে কোনও জটিলতা হয়নি।
