Reject outright the Opposition’s malicious campaign and unfounded allegations: AITC MPs in letter to President of India

A delegation of AITC Parliamentary Party, along with the family members of party workers killed by BJP in pre-poll violence, today called on the Hon’ble President Ram Nath Kovind at Rashtrapati Bhavan. Every family member described in detail to the Hon’ble President the horrors unleashed upon them by the Opposition.

Respected President,

At the outset, we, the Members of the Parliament, belonging to the All India Trinamool Congress, would like to convey our highest regards to you.

We would like to apprise you of some issues which have been brought to your kind notice very recently by the Members of the Ruling political party at the Centre, which are distorted and misleading in nature.

Respected Sir, Panchayat election is a local election, where more than 58 thousand booths throughout West Bengal will go for the polls on 14 May 2018. At the time of filing nomination papers, the BJP started spreading rumours and misleading the people, saying that opposition parties are not being allowed to file nominations. This was spread through one particular ‘sponsored’ media group.

The fact that the Opposition has not been able to submit nominations is not at all true, as more than 96 thousand nominations have been filed by the Opposition parties. If they have not been allowed to file nomination papers, how is it possible that more than 2 lakh nominations in total have been filed? Out of these, more than 96 thousand are from the Opposition. During the period of filing nominations, the entire administration from district level to the block level, along with the police officials worked together for the common people.

Respected Sir, few incidents, however, did take place. These have been over-projected through one particular ‘sponsored’ media group to tarnish the image of the Government, which has worked wonders in West Bengal after being voted to power in 2011.

Before 2011, political violence was the maximum in West Bengal. In Jangal Mahal itself, more than 300 people were killed. At that time, man-days lost due to bandhs and strikes were about 78 lakh.

The picture changed dramatically after the All India Trinamool Congress Party came to power in 2011. While Darjeeling and Jangal Mahal are totally peaceful, there is zero man-days loss in the State of West Bengal.

Respected Sir, you would no doubt appreciate that West Bengal now has become Number One in the country in the spheres detailed below:

  • Number One in man-days generation and total expenditure under 100-Days’ Work
  • Number One in Bank Credit Flows to the MSME Sector
  • Number One in the Ease of Doing Business
  • Number One in Minority Scholarships
  • Number One in Minority Loans (for self-employment)
  • Number One in Rural Housing
  • Number One in Rural Connectivity
  • Number One in Skills
  • Number One in Transparency and e-Tendering

 

In order to tarnish the image of West Bengal and to mislead the people by citing some incidents, the BJP got themselves involved in lynching and killing by hiring people from outside the State and fomenting communal violence.

Respected Sir, you will be shocked and saddened to learn that 5 murder cases took place very recently and all the persons killed belong to the All India Trinamool Congress Party. The list of persons killed is given below:

  1. On 11.04.18, around 17.00 hrs, some supporters of TMC Party assembled near Beliaghata Bridge Party Office under Shasan Police Station, Basirhat Police District to celebrate the uncontested victory in c/w the Falti Beliaghata Gram Panchayat. During the celebration, one Rajab Ali of Uttar Falti stabbed one Saifar Rahaman of Dakshin Baidyapur and fled away. The said Saifar expired on the way to hospital.
  2. On 22.04.18, around 05.00 hrs, one Abdul Ali Mondal along with three others all of Nityananda Kati under Basirhat Police Station, North 24 Parganas allegedly murdered one Amirul Mollick of the same area by slashing the throat and dumped the body in the drain near his house. The deceased belongs to TMC Party.
  3. On 14.04.18, around 16.30 hrs, one Kala Das of Fulbari along with 15 others restrained and assaulted one Bablu Sarkar, member of TMC, of Kethi near Nabaganj Bazar under Ghoksadanga Police Station of Coochbehar district, with the intention to kill, while returning home riding a bike. He was taken to the nearest hospital where he succumbed to his injuries on 20.04.2018. Arrest-03.
  4. On 23.04.18, around 11.30 hrs., while one Dildar Khan along with his wife was proceeding towards Suri-I BDO Office under Suri Police Station, Birbhum for filing nomination in respect of his wife as a TMC candidate in c/w ensuring Panchayat Election 2018, some armed BJP supporters led by one Shyamsundar Lorain shot dead the said  Dildar Khan over political rivalry.
  5. On 19.04.18, one Ajit Debnath of Sundarpore Satberia, PS Gopalnagar was shot at night while at home; hesubsequently succumbed to his injuries in hospital on 22.04.18. His wife Padma was also injured in the attack; however, she survived.

 

It is very unfortunate that we have to bring this to your kind attention that in each and every murder, as described above, the BJP is involved.

Respected Sir, we do sincerely hope and know that your high office would appreciate the true situation on the ground perpetrated by a section of political parties opposed to peaceful democratic processes in Bengal. We appeal to you in the best interest of peace and democracy, to outright reject their malicious campaign and unfounded allegations.

Derek O’Brien for Trinamool speaks during Farewell to Retiring Members in Rajya Sabha

Sir, for those members who have retired and have been re-elected, to them our heartiest congratulations. Those members who are retiring today or in next few days, I think today is their special day. I do not think we need to make this into an eulogy and make it all sound so sad. It has been a wonderful six years, or more than six years, for them. So we wish them good health and happiness.

I think many of the names have already been read out. I felt like reading out all the 43 names – but because of the shortage of time, even if I do not read it out, that is the spirit of this day, Sir.

There are three MPs from Bengal who are retiring today. I would like to specially mention them. Of course, I must mention my colleague Vivek Gupta. Normally at the age of 41, you do not have the word ‘retired’ after you; he became an MP at 35 and he is retired for the moment at 41. Vivek, you have been a wonderful colleague. Thank you for what you have done in the last six years.

There are two other members of Parliament from Bengal who are retiring and I wish them very well. To Kunal Ghosh, who is here, I wish happiness in the future. And one person who has made a great contribution in this House in so many ways is Tapan Sen from CPI(M). I think it would be very appropriate to say that we may be political rivals but we are not political enemies. Tapan Da you have been a wonderful colleague and we will miss you.

And of course, everyone else including the two Deputy Chairmen, K Rahman Khan and Prof Kurien. I think someone said, it is a nice time to retire when people ask why is he or she retiring and not when is she or he retiring. That is the most appropriate question.

I share optimism here, and I join the Leader of the Opposition here, we are not so pessimistic about Parliament. Parliament is a great place to be, some great talents are here. We keep saying Parliament is going down the drain, it is not going down the drain. This is a happy place to be for parliamentary democracy.

So, for all of you who are retiring, join us regularly, for coffee, for toast, for everything else and keep one room. Never pay, let the MPs pay.

Partha Pratim Ray demands Cooch Behar be included under BRGF scheme

Sir, Cooch Behar district, my constituency, is 52% SC, 27% Muslim-minority populated. At the same time it is economically backward region; it is an agri-based district. There are no major industries.

Almost 3 lakh people who go to different States as labourers every year. Per capita credit and deposits are also not satisfactory in comparison to national average.

Under these circumstances, I demand that Cooch Behar district be included under the BRGF scheme.

Sir, stadiums are an emotive issue in all the States, especially in the rural areas. I wanted to know from the Hon. Minister whether the new scheme that the Sports Ministry has taken up, Khelo India, includes stadiums and what is the budgetary outlay.

 

Idris Ali speaks on strategic divestment of sick central PSUs

It is very unfortunate that Central Government is preparing a cabinet note recommending for closure of several CPSUs of the country . NITI Aayog is preparing a roadmap for ailing public sector undertakings.and had earlier identified 26 sick Central Public Sector Enterprises (CPSEs) for closure, of which 7 received cabinet nod. These include Hindustan Cable, Tyre corporation, HMT Watches, Birds Jute and Export Limited (BJEL) and Central Inland Water Transport Corporation. It is very unfortunate that Niti Aayog has also identified 12 more CPSEs for strategic sale. whereas the Central Public Sector Enterprises (CPSEs) are meant to serve certain larger social causes.

117  years old Country’s first Pharmaceutical company Bengal Chemicals & Pharmaceuticals Works Ltd. is one of the prime listed of the Government  to sale. Bridge and Roof Company who is on average profit of Rs 32.83 crore since last 6   years is also in the target of strategic disinvestment . Most surprisingly, special steel plant unit Alloy Steel Plant, the first Indian producer who adds muscle to the “Make in India” campaign for indigenous production of speciality  products to meet defence needs are also in process of Strategic Sale plan of the Government. The fact is that all these three are from West Bengal.

Bridge & Roof Co. (I) Ltd . is serving the construction industry for more than ninety seven years with enviable track record in making profit years together, paying dividend to Government of India & never been fallen sick with constant positive growth with 1500+ permanent employees & 15000 + temporary employees  & workers posted all over INDIA . Whereas Hindustan Newsprints is also a profitable and regular paying dividend in the central exchequer since last few years with a continuous profit of average Rs 9.24 crore since 2010.

Keeping in mind the necessity of the existence of Central Public Sector Organisations for addressing social causes and tremendous scope of direct and indirect employment dependency, I request the Central Government, the Finance Ministry to close the decision to close down the Public Sector Organisations of the country better to think for revival/restructure by conducting a well-organised comprehensive research study to identify the areas of business, where these units can successfully/profitably operate and grow.

In conclusion, I request the Government that there are still tremendous potential of industry in West Bengal, please do not ruin the ‘RHUR’ of Asia but make Bengal another gateway of Industrial renaissance.

Deepak Adhikari speaks on the need for a railway overbridge in Debra

আমার ঘাটাল লোকসভা কেন্দ্রে খড়গপুর সাউথ ইস্টার্ন রেলওয়ে ডিভিশন পড়ে। সেখানে ডেবরা ব্লকে বালিচকে একটা রেলওয়ে ওভার ব্রিজ হওয়ার দরকার ছিল গত ৪ বছর ধরে।

ব্রিজটা না হওয়ায় ৬টি ব্লকের লক্ষ লক্ষ মানুষের অসুবিধা হচ্ছে, কারণ তার পাশে স্কুল-কলেজ-হাসপাতাল ইত্যাদি অনেক কিছু রয়েছে। রাস্তায় প্রচুর জ্যাম হয়। ট্রাফিকের জন্য রোগীরা সময়মতো হাসপাতালে পৌঁছতে পারেন না। আমি আপনার মাধ্যমে, ডেবরা ব্লকের সমস্ত মানুষের অনুরোধ মাননীয় রেলওয়ে মন্ত্রীকে জানাতে চাই যে একটা রেলওয়ে ওভার ব্রিজ হওয়া খুব দরকার।

Kharagpur South-Eastern Railway Division falls under my constituency Ghatal. There has been a demand to build a railway overbridge at Balichak (in Debra block) for the last four years.

Lakhs of people in 6 blocks are suffering because of the lack of a railway overbridge. There are many schools, colleges and hospitals in the area. Traffic is congested. Patients often do not reach hospitals on time.

Through you, Sir, I want to request the Hon. Railway Minister to build a railway overbridge in the area.

Ratna De Nag speaks on The Motor Vehicles (Amendment) Bill, 2016

In India, according to the National Crime Records Bureau, 2015, more than 1 lakh people were killed and in 2014, 1 lakh people were injured in road traffic crashes. Government reports indicated a loss of 3% of GDP from 1999-2000 due to road mishaps. It was reported that the total number of road accidents in 2015 were more than 5 lakh, which is 2.5 per cent more than 2014. The National Highways accounted for 29 per cent road accidents in 2015, compared to 29.9% in 2014. The State (West Bengal) registered for 28 per cent deaths last year, and 54.1 per cent of all persons killed in road accidents from the 15-30 years age group during the year 2015. Road transport plays a vital role in the economy of the country. To address the issues faced by the transport sector, the Motor Vehicles Bill, 2016, was introduced in Lok Sabha on August 9, 2016 by the Ministry of Road Transport and Highways. These new laws intend to have the number, the dates and the injuries due to due to road accidents by 2020.

The Bill has many good provisions. I would like to mention all the good things. There is cashless treatment for road accident victims, inclusion of goods return guidelines,,empowering the Central Government to recall vehicles, electronic monitoring, national registry for licenses, national registry for license registration, national transportation policy for compensation and insurance, the higher penalties for road-traffic violations.

But, Sir, there are some points which I want to raise. The Bill lacks clarity with regard to the limit to the liability of third party insurance under Section 147 of the Act, and Clause 49 of the Bill. It caps the maximum liability of third party insurance in the case of a motor accident to Rs 10,00,000 and in the case of death to Rs 5,00,000. This implies that the insurance company is liable to pay only upto these specified amounts.

However, the Bill does not cap the compensation amount to be decided by the Courts. If the Court awards compensation amounts higher than the maximum liability prescribed under the Bill, it is unclear who will pay the remaining amount. The need for a new fund is unclear. With a fund already existing for hit-and-run cases, the purpose of the New Motor Vehicles Accident Fund with regard to hit-and-run cases is unclear. For example, there is no clarity.

Manish Gupta speaks on the dignity of the railway system getting affected by random advertisements

Sir, the Hon. Railway Minister has spoken in his reply about a new advertising policy, meaning thereby advertising internally and externally in trains. But we have seen from past experience that if public space is taken up for advertising, it clutters up the eyeline. The entire environment, the proximate environment is affected.

Now, in the name of earning revenue, whether that revenue will have a direct effect on passenger fares or not, is an issue which has not being focused here. The issue is, is the Railways going to bring in safeguards to see that the beauty and the dignity of the railway system is not jeopardised by random advertisements?

Aparupa Poddar speaks on the need for better infrastructure at Ajmer to accommodate pilgrims during Urs

Ajmer is a popular tourist attraction and a major pilgrimage site. It is estimated thousands of pilgrimage visit the holy shrine at Dargah Sharif from all over India and abroad.

During Urs, Ajmer is beyond its capacity. The surrounding areas near the Dargah urgently need a facelift. There was an announcement of 10 iconic religious places including Ajmer-Dargah Sharif to be under the standard operating procedure for observing international standards.

Sir, my demand is the basic facility should be given to the people coming from all over India and abroad.

 

Saugata Roy speaks on the situation in Kashmir

Sir, last year I had accompanied the Hon. Minister in an All-Party delegation to

Jammu & Kashmir. Now the situation in Kashmir is so grave that I think the Home Minister should step in again.

The Jammu & Kashmir Police Chief on Thursday asked the youth to resist from the practice of storming encounter sites to pelt stones at the security forces during raging battles with the terrorists.  He described the practice as tantamount to committing suicide. In the encounter even security forces’ General takes cover of bullet proof vehicles or a house. The youth coming to encounter sites are committing suicides. Director General of police told reporters while appealing the youth to stay at home during encounters.

“A bullet does not see who is coming and who it will hit. So my appeal to all the young men is as in the past they should remain in their homes and not come to the site of the encounter. Of course stone pelting is not desirable at all.”

I also appeal to the youth not to come into encounter sites. He was addressing reporters here two days after three civilian protesters were killed in Central Kashmir, Cheddur Pocket, when they indulged in stone pelting during anti insurgency operation. More than 60 security personnel were injured in the stone pelting by the youth and at least 30 protesters were hurt in the firing of bullets and pellet guns by the security forces to protect themselves from the enraged bomb. The DG said the youth were being misled and misused by elements inimical to peace in the Valley for their short term political games.

The situation is grave and serious and I would like the Home Minister in step in to the situation.
