Manish Gupta speaks on the dignity of the railway system getting affected by random advertisements

Sir, the Hon. Railway Minister has spoken in his reply about a new advertising policy, meaning thereby advertising internally and externally in trains. But we have seen from past experience that if public space is taken up for advertising, it clutters up the eyeline. The entire environment, the proximate environment is affected.

Now, in the name of earning revenue, whether that revenue will have a direct effect on passenger fares or not, is an issue which has not being focused here. The issue is, is the Railways going to bring in safeguards to see that the beauty and the dignity of the railway system is not jeopardised by random advertisements?

Mr Chairman Sir, with your kind permission I would like to ask a supplementary question to the Hon. Minister. We all know that when we have a security system, the integrity of the system is efficacious only if the system is able to give advance information.

With regard to railway security, I notice that there are a lot of closed-circuit camera systems, railway stations are being monitored. But I think the involvement of the State Government and the Railways should be more integrated.

Many advanced countries have systems and devices by which they can detect any disturbances on railway tracks. If you have to depend on technology and if you have to build a modern society, we need to adopt these systems.

I would like to ask the Hon. Minister whether the Railways has any plans to install such systems in the Railways. Thank you.

 

 

In conversation with Manish Gupta

Congratulations, Sir. You will be elected to the Rajya Sabha in a few weeks.  This election is only a formality. What are your first thoughts?

Manish Gupta: I would like to express my heartfelt thanks our Chief Minister and the leader of the masses Mamata Banerjee for giving me yet another chance to serve the people of Bengal and work for them.

 

You have played a role as a Chief Secretary and then as a Power Minister of the State Cabinet. But Delhi will be a new experience. Your thoughts.

Manish Gupta: We have the same responsibility in whatever role we play. Our leader Mamata Banerjee has always asked us to place people’s needs ahead of everything else. In Delhi, we will be playing the same role.

We will have to put forward the demands of the people of Bengal and take steps to fulfill them. I will use my 50 years of experience and will gain new experiences as well in Delhi. By combining them, I will be able to place the demands of our people in the right manner.

 

In which specific areas do you think you will be able to make impression in the Parliament?

Manish Gupta: In Rajya Sabha different topics will come up. I will try to showcase my State there. There are no scopes for choosing subjects. Whatever will come my way, I will do and I am ready for it.

In the last few years, TMC has proved to be the strongest voice in the Parliament. How will you bring your experience to heighten this position?

Manish Gupta: I have 5-6 years of political experience in Bengal. We are all observing what is happening in Delhi. We are tracking the areas where Bengal is being deprived by the Centre, the sectors where funds are not coming to the State. All these issues have to be raised in Parliament. I do not think there will be any problem.

 

Your work as a Power Minister has been appreciated. Which three sectors will you be most attracted to lay stress on?

Manish Gupta: There is a distinct difference between the works of the Ministers and that of a Member of the Parliament. Besides Power, there are many issues like economic development, social changes among others. These issues will be raised on the floor of the Parliament so that the people of Bengal are benefitted.

 

How has been your experience as a Minister while working with Mamata Banerjee?

Manish Gupta: I have seen many Chief Ministers. Mamata Banerjee is different. She works 20-22 hours a day. She keeps track of every little detail. If development is not done in a timely manner, it does not have any effect and Mamata Banerjee is always trying to pace up the developmental works. At times, she personally supervises the works to get them done. She is a source of inspiration. It is a very big thing. She is unique.

মনীশ গুপ্তঃ  প্রথমত, আমি বাংলার মুখ্যমন্ত্রী ও তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়কে আন্তরিক অভিনন্দন এবং কৃতজ্ঞতা জানাই কারণ উনি আমাকে আরও একবার সুযোগ দিলেন মানুষের পাশে দাঁড়িয়ে মানুষের জন্য কাজ করার।

 

আপনি এর আগে মুখ্যসচিব হিসেবে ও বিদ্যু९মন্ত্রী হিসেবে কাজ করেছেন। কিন্তু দিল্লি একটা নতুন অভিজ্ঞতা। কেমন লাগছে?

মনীশ গুপ্তঃ সব জায়গায় আমাদের একটাই দায়িত্ব। আমাদের দলনেত্রী সবসময় বলেন মানুষের কাজ সবার সামনে রাখতে হবে। দলের ভাবমূর্তি ঠিক রাখতে হবে। দিল্লিতেও আমাদের একই কাজ। ওখানে বাংলার মানুষের আশা-আকাঙ্ক্ষার কথা তুলে ধরতে হবে যাতে তা পূরণ হয়। দিল্লিতে যেভাবে কথাগুলো পরিবেশন করা দরকার সেটা আমি করব এবং আমার বিশ্বাস আমার যে অভিজ্ঞতা হবে এবং আমার বিগত ৫০ বছরের যে অভিজ্ঞতা আছে সেই দুটো মিলিয়ে সঠিক ভাবে আমি কাজ টা করতে পারব।

 

সংসদে কোন নির্দিষ্ট বিষয়গুলি উত্থাপন করার কথা ভাবছেন?

মনীশ গুপ্তঃ রাজ্যসভায় যে কোনো সময় যে কোনো বিষয় আসতে পারে। সেখানে আমাদের রাজ্যের দিকটি তুলে ধরতে হবে। ওখানে বাছাই করার কোন ব্যাপার নেই। যা আসবে তাই করতে হবে, সেজন্য আমি প্রস্তুত।

 

গত কয়েক বছরে সংসদের দুটো কক্ষেই তৃণমূল যথেষ্ট শক্তিশালী। দল্কে সংসদে আরও শক্তিশালী করে তুলতে কি ভূমিকা নেবেন?

মনীশ গুপ্তঃ আমার এখানে ৫-৬ বছরের রাজনৈতিক অভিজ্ঞতা আছে। আমরাও সবসময় দেখি দিল্লিতে কি হচ্ছে। আমরা কোথায় বঞ্চিত হচ্ছি, রাজ্যের কোন কোন খাতে টাকা আসছে না, সংসদে কি কি বিষয় আমাদের তুলে ধরা দরকার সেই কাজটাই আমায় করতে হবে, অতএব আমার মনে হয় না ওখানে কোন অসুবিধা হবে।

বিদ্যু९ মন্ত্রী হিসেবে আপনার কাজ যথেষ্ট প্রশংসনীয়। সাংসদ হিসেবে কোন তিনটি বিষয়ে বিশেষ নজর দেবেন?

মনীশ গুপ্তঃ মন্ত্রী আর সাংসদদের কাজ আলাদা। বিদ্যু९ ছাড়াও অন্যান্য অনেক বিষয়বস্তু আছে যেমন- অর্থনৈতিক উন্নয়ন, সামাজিক পরিবর্তন এই বিষয় গুলো সংসদে উত্থাপন করতে হবে যাতে আমাদের রাজ্যের মানুষ উপকৃত হন।

 

মমতা বন্দ্যোপাধ্যায়ের সঙ্গে কাজ করার অভিজ্ঞতা কেমন?

মনীশ গুপ্তঃ আমি অনেক মুখ্যমন্ত্রী দেখেছি। মমতা বন্দ্যোপাধ্যায় দিনে প্রায় ২০-২২ ঘণ্টা কাজ করেন, প্রতিটি কাজের বিস্তারিত খবর রাখেন। উন্নয়ন সময়মত না করলে তার effect থাকে না। উনি সবসময় চেষ্টা করছেন করছেন যত তাড়াতাড়ি উন্নয়ন করা যায় এবং সেইজন্য উনি নিজে দাঁড়িয়ে থেকে কাজ গুলো করান, নিজে অনুপ্রেরণা দেন। এটা একটা বিরাট ব্যাপার। সত্যিই উনি অতুলনীয়।

 

Trinamool to organise protest rally at Bhubaneshwar

Trinamool Congress is all set to hold a protest rally just three kilometres away from the office of the Central Bureau of Investigation (CBI) at Bhubaneswar in Odisha.

Senior Trinamool Congress leaders including Secretary General of the party Partha Chatterjee, All India General Secretary, Subrata Bakshi, Chandrima Bhattacharya and Manish Gupta met Sudip Bandyopadhyay in CBI’s office on Sunday evening.

After coming out of the CBI’s office, Partha Chatterjee said: “We met him like our friends. His willpower is strong. He asked us not to worry.”

Partha Chatterjee added: “The party supremo Mamata Banerjee had been fighting against the Centre’s arbitrary decision on demonetisation. It is clear to the people that we have been repeatedly attacked just because of protesting against demonetisation. We are trying to reach out to the people each and every where to make them understand the same and people are with us.”

ওড়িশার ভুবনেশ্বরে একটি প্রতিবাদ সভার আয়োজন করেছে তৃণমূল কংগ্রস। আগামী মঙ্গলবার সিবিআই দপ্তরের মাত্র তিন কিমি দূরে হবে এই সভাটি।

গতকাল চার সদস্যের এক প্রতিনিধি দল ভুবনেশ্বরে সিবিআই দপ্তরে সুদীপ বন্দ্যোপাধ্যায়ের সঙ্গে সাক্ষাৎ করেন। প্রতিনিধি দলে ছিলেন তৃণমূলের মহাসচিব পার্থ চট্টোপাধ্যায়, সাধারন সম্পাদক সুব্রত বক্সী, চন্দ্রিমা ভট্টাচার্য ও মনিশ গুপ্ত।

সিবিআই দপ্তরে সুদীপ বন্দ্যোপাধ্যায়ের সঙ্গে সাক্ষাৎ করে বেরিয়ে পার্থ চট্টোপাধ্যায় জানান, “সুদীপবাবুর মনোবল অনেক বেশি, আমরা ওনার সঙ্গে কথা বলেছি, উনি আমাদের দুশ্চিন্তা করতে বারণ করেছেন”।

পার্থ চট্টোপাধ্যায় আরও বলেন, “এটা জনগনের কাছে স্পষ্ট যে দলনেত্রী কেন্দ্রের হঠকারী নোট বাতিলের সিদ্ধান্তের প্রতিবাদ করেছেন বলেই তৃণমূলকে বারবার আক্রমণ করা হচ্ছে।ভয় দেখিয়ে তৃণমূল কংগ্রেসের মাথা নত করা যাবে না। আমাদের লড়াই চলবে। জনগন আমাদের পাশেই আছেন।”

 

WB Govt to set up solar domes in every district

Taking Chief Minister Ms Mamata Banerjee’s plan of producing solar power on a major scale, the West Bengal Government is setting solar domes in every district.

The Power Minister, Manish Gupta announced this while inaugurating a 10-kW grid-connected solar project at Sonarpur in South 24-Parganas district. The solar power generated by the Sonarpur-Rajpur Municipality, worth Rs 86-87 lakh, would be linked to the state’s electricity grid.

The Minister also said that the world’s first 120-feet high solar dome is coming up at Eco Park in Rajarhat.

Already, 500 schools in the State are using solar power for various purposes. Soon, every panchayat and municipality will have access to siolar power.

 

প্রত্যেকটি জেলায় সোলার ডোম তৈরি করবে রাজ্য সরকার

মাননীয়া মুখ্যমন্ত্রী শ্রীমতী মমতা বন্দ্যোপাধ্যায় সৌর শক্তি ব্যবহারের উদ্যোগ নিয়েছেন তাই প্রতিটি জেলায় তৈরি হচ্ছে সৌরপ্ল্যান্ট।

সোনারপুরে একটি গ্রিড সংযুক্ত ১০ কিলোওয়াট শক্তিসম্পন্ন চিরাচরিত সৌরশক্তি ব্যবহারের উদ্বোধনে এসে একথা জানান মণীশ গুপ্ত। সোনারপুর-রাজপুর পুরসভার ৮৬-৮৭ লক্ষ টাকার বিদ্যু९ সরাসরি গ্রিডে পাঠানো হবে।

বিদ্যু९মন্ত্রী জানান, বিশ্বে প্রথম ১২০ ফুট উচ্চতাবিশিষ্ট অচিরাচরিত শক্তির সোলার ডোম হবে রাজারহাটের ইকো পার্কে।

রাজ্যের ৫০০টি স্কুলে সৌরবিদ্যু९ পৌঁছে গিয়েছে। শীঘ্রই প্রতিটি পঞ্চায়েত ও পুরসভায় বসানো হবে সৌরবিদ্যু९।

Solar dome to come up in Kolkata: Power Minister

To push its solar programme forward, the West Bengal government will install a 110-foot-high solar dome in Kolkata for catching maximum daylight, a minister said on Tuesday.

“It will be 110-120 foot high and we have developed the design and have dealt with associated technological challenges to install the solar dome,” said Minister for Power Manish Gupta.

He said the solar dome will be different from geodesic greenhouses. “There is no such solar dome anywhere in India and nowhere in the world,” Gupta claimed.

Clad in solar panels, the dome will be installed at Eco Park in Rajarhat in the city fringes and “not only provide power to the entire park but also stand as our symbol to the commitment to develop solar energy”.

WB Govt allocates Rs 100 Cr for the welfare of tea garden workers

A group of ministers (GoM) formed by chief minister Mamata Banerjee has decided to extend a series of benefits in the areas of food, health, power and education for the employees of not only closed or abandoned tea gardens but also of the stressed ones.

The GoM has decided to allocate a Rs 100 crore Tea Garden Employees’ Welfare Fund (formed in early 2015) as corpus for the benefit of the ailing tea garden workers.

The GoM headed by finance and industries minister Dr Amit Mitra had an hourlong meeting with the officials of education, food, health, PHE and power departments on Friday to discuss the strategy and modalities.

The other members of GoM also include power minister Manish Gupta, rural development minister Subrata Mukherjee, education minister Partha Chatterjee, north Bengal development minister Gautam Deb, labour minister Moloy Ghatak and agriculture minister Purnendu Bose.

It was decided that a task force will be formed under the district magistrates of Jalpaiguri and Alipurduar to oversee the implementation of the relief measures on a day-to-day basis. The state government has set a deadline of seven days to supply power directly to the workers houses in all the 234 Dooars gardens.

Besides free power, the state is organising a free kitchen in over 30 stressed gardens in Dooars.

No major hike in power tariff in last four years: Power Minister

Denying the opposition Left Front’s charges of exorbitant hike in power tariff, West Bengal Power Minister Manish Gupta on Wednesday said there has been no major hike under current regime.

Replying to a question in the assembly, Gupta presented figures of hike in power tariff during the last four years of erstwhile Left regime and four-and-half years of TMC and said that the hike during the LF rule was much higher.

“There has been nominal hike during the TMC rule. The hike during the four years of Left rule was much higher,” Gupta said.

Replying to allegations of the Opposition, Gupta said, “In Delhi there are multiple parties which provide electricity. In Mumbai there are two private parties. But if you compare the tariff of these companies with CESC, you will see the rate of CESC is much lower.

WB CM forms 9-member committee to free land of closed industrial units

The Mamata Banerjee government has formed a group of ministers (GoM) to find out ways to free land of closed industrial units in areas near Calcutta so that fresh investments can be invited.

“The nine-member GoM will look into different aspects of the closed industries in the state. But the primary objective will be to free land of closed industrial units and invite fresh investments on the prime plots,” a minister told reporters.

Senior officials said the chief minister was trying to pave the way for new industries before the Assembly elections next year as she could face questions on the lack of investments in Bengal.

The committee would include Dr Amit Mitra (Finance & Industries), Firhad Hakim (Urban Development), Partha Chatterjee (Education), Chandrima Bhattacharya (Law), Manish Gupta (Power), Subrata Mukherjee (Panchayat), Malay Ghatak (Labour), Purnendu Bose (Agriculture) and Sudarshan Ghosh Dastidar (Environment).

The government had recently freed nearly 200 acres in Nadia’s Kalyani from 11 closed units.

Rs 4000 crore allotted for revamping Bengal power infrastructure

The West Bengal Government has taken up a plan to revamp the state’s power infrastructure at an investment of Rs 4,000 crore over the next two years, State Power Minister Manish Gupta said on Wednesday.

West Bengal Power Development Corporation will appoint a mine developer and operator to start mining in five coal blocks, the Power Minister said while placing the power budget in the assembly.

The Centre allotted to WBPDCLsix coal blocks, including Tara (East & West), Barjora (North), Barjora, Gangaramchak, Gangaramchak-Bhadulia, Pachwara (North) and Kasta (East). Apart from this, the Deocha Pachami Deawanganj-Harisingha coal block has been allotted jointly to six states, including Bengal.

The minister said WBPDCL would receive 584 million tonnes of coals from the Deocha Pachami Deawanganj-Harisingha block. He also said that coal supply was not a cause of concern for the state government. “WBPDCL has a record coal stock of 9.29 lakh metric tonnes as on March 31, 2015”, said the minister.

Alternative sources of power

The department of Power and Non-Conventional Energy Sources is drawing up a draft document on Grid-connected Rooftop Solar Policy, which would be extended throughout the state in a phased manner, the Minister told the Assembly. The rooftop solar photovoltaic policy for the state was likely to be announced very shortly after former approval of the state cabinet, the Minister said.

The West Bengal Renewable Energy Development Agency already took up a project for installation of 10 kWp rooftop grid connected PV power plant with net metering arrangement at 100 government and government-aided schools statewide with 100 per cent funding from the state budget, he said.

The project would be extended to 500 schools altogether in phases, the minister said replying to a supplementary. The Minister further said that the WBREDA was also implementing an off-grid school electrification programme for another 100 schools in the Sundarbans.

Boost to power sector

The state government has also planned to set up a photovoltaic power plant to the proposed 1000MW Turga Pumped Storage in Ayodhya Hills in Purulia. “The project has got an in-principle approval from Centre,” the Minister said.

Steps have also been taken to upgrade various low voltage areas into high voltage ones, the Minister said. He said that in the last four years the power sector had witnessed improvement, thanks to several development schemes undertaken by his department.

The distribution infrastructure of the West Bengal State Electricity Distribution Company Limited had much improved in the last four years with the installation of 82 new 33/11KV sub-stations, besides HT line and Distribution Transformers (DTRs) etc, he said.

Starting from non-conventional energy resources, the state has already taken many projects to boost rural electrification and hydro-electric power generation programmes, the Minister said.
