Saugata Roy proposes inclusion of matters of BSNL employees not getting salaries & closure of Jet Airways in the list of Govt business

Sir, I propose that the following items be included in the list of Government business for the week commencing on June 24, 2019.

1. The condition of the public sector company, Bharat Sanchar Nigam Limited (BSNL), which is making huge losses, is very serious. Both permanent and contract workers of BSNL are not being paid their salaries for months. The contract workers are not receiving salaries for five to six months. This is a pathetic situation in a public sector undertaking.

2. The matter of Jet Airways, which was the premier airlines in the country and which is now lying closed, needs the attention of the Government. It has now been referred to the NCLT (National Company Law Tribunal). There are 20,000 employees, of which 1,000 are from Kolkata. All of them are out of their jobs. The Government should not sleep. It should do something about reopening Jet Airways.

Only a matter of time before Trinamool is declared winner in Balurghat: Abhishek Banerjee at Kushmandi

Trinamool Congress MP Abhishek Banerjee addressed a public meeting at Harahar Ground in Kushmandi, which is in the Balurghat Lok Sabha constituency.

Seeing the enthusiasm here today, I can safety tell my leader Mamata Banerjee that the people of Balurghat are all for Trinamool Congress.

Arpita Ghosh is standing from here for the second consecutive time. Hope you all will support her and elect her.

I can see many cameras here. I challenge everyone to prove me wrong in anything that I say here today. I speak solely on the basis of facts, and don’t try to confuse people unlike some people.

Elections are happening in two constituencies in Bangla today, and I have credible information that the manner in which the people are voting, Trinamool Congress will win both the seats.

Hence out of the 42 seats, we have already won got two seats. Therefore, we need to win 40 out of 40 now.

I can say with conviction Arpita Ghosh will win by two lakh votes.

This seat, and the election in general this time, is very crucial. This fight is between our Agnikanya Didi and the communal Modi.

The BJP has scared other leaders into keeping quiet, but they couldn’t do that to Mamata Banerjee.

Nothing that Modi had promised – ‘achhe din’, two crore jobs per year, roads, engineering colleges, etc. – has come true.

In the name of ‘achhe din’, he brought about ‘notebandi’ for the people, along with all the related desperation, while he himself toured foreign countries in luxury.  

He had said ‘sabka saath sabka vikas’ and what did he do instead? Price cooking gas cylinders at more than Rs 900 a kg and build a seven-star party office in Delhi.

Two months back the price of cooking gas was Rs 977 per cylinder. Then there was a sudden climbdown. The reason was the BJP’s massive loss in five State elections.

Similarly, the prices of atta, kerosene, petrol and diesel, and rates of GST, came down.

Therefore, it has been proved that the more you defeat the BJP, the more the prices of everything will decrease.

The BJP is trying to buy out the people of Bangla, but Bangla will never allow that, whatever happens in other States.

For us, religion is personal, for practicing in our homes, and not for achieving political ends.

However, for elected representatives, there is only one religion – humanism – and their duty is to ensure that the fruits of development reach every corner of their constituency.

Trinamool Congress has nothing to learn from a party which has done nothing for the people. We have always believed in serving the people.

All of you wanted money to be spent for the development of Balurghat, and what did you see instead? Rs 3,000 crore spent on a statue, and a pittance in comparison for Beti Bachao Beti Padhao, which is for the development of girls.

Therefore the intention of Modi is only to show-off, and not to serve the people.

Modi believes in ‘Jai Shri Ram’, but only for his own ends.

The way Trinamool Congress works for the people, no party does.

Modi called himself a simple chaiwallah, but he was never a real chaiwallah, nobody had seen him selling tea; on the other hand, our Mamata Banerjee has always led a simple life – governing the 10 crore people of the State from the same humble house where she had always lived in.

During the massive floods in the State, Mamata Banerjee had visited areas in knee-deep water to know first-hand and feel for herself the miseries of the people.

With due respect to the other chief ministers of Bangla, none of them ever did this kind of work, or had this kind of involvement in the welfare of their people.

Mamata Banerjee has come to Balurghat again and again and every time, brought with her bouquets of development for the people.

People stood in long queues during demonetisation, hoping things will improve. But they are in same state, still living in poverty.

Therefore choose wisely and vote for the party which has brought development for you.  

The Centre has again and again backed out of providing any help to Bangla. The changing of the name of the State to ‘Bangla’’ has not been passed in two years.

Despite the State Government providing 40 per cent of the funds, the Centre wanted the name of the scheme to be ‘Pradhan Mantri Gram Sadak Yojana’. We just wanted what was just, that the scheme be named ‘Bangla Gram Sadak Yojana’.

The BJP leaders have never cared for Bangla. They are lecturing here, giving speeches about their so-called concern for yet, yet leave alone everything else, they can’t even read a single word of Bengali.

Farmer suicides have spread across the country; 150 people have been killed while just standing in queues.

As a result of GST, many small businesses were closed, and they were owned by people of all religions, including Hindus. So is this the way you work for the welfare of Hindus, as you proudly boast of doing?

After demonetisation, black money and terrorism, which were supposed to have stopped, have only increased. An example is the Pulwama blast, where 350kg of RDX was used.

The BJP keeps note of who what eats in their homes yet was not aware of how so much explosive was smuggled into the country to cause the blast in Pulwama.

You say you work for the jawans of our country. Yet look at their State. You all know how, a few months back, a video went viral of a BSF jawan complaining about the pathetic quality of his daily food. And what was the done for him? He was sacked from his job. All of you know that the same jawan has stood against Narendra Modi in Varanasi.

I challenge Modi take action against me if I have told a lie.

I don’t stab in the back; I say whatever I have to say on the face.

Over the last five years, Arpita Ghosh has come here again and again to know about your problem, and has raised your demands in Parliament. She has come here repeatedly despite the long distance from her home.

Therefore vote for her once more this time, and be assured that there will be double the development of the last five years in the next five.

There has been development in every field, in every sector, for every person.

The prime minister had promised for everyone Rs 15 lakh, but none of you can say that you have received that amount. What did you get in its stead? Waves of development, in the form of schemes like Kanyashree, Yuvashree, Rupashree, rice at Rs 2 per kg and so many others. Mamata Banerjee always delivers on her promises.

After May 23, a new government will be formed at the Centre, and rest assured that the prices of fuels and cooking gas, and GST rates will all come down.

People like Nirav Modi and Vijay Mallya were allowed to loot the people’s money and escape from the country. On the other hand, Mamata Banerjee ensured that Sudipta Sen was caught, even from a far corner of Kashmir, and brought to justice.

The Centre has imposed GST on biscuits that we eat everyday at a rate of 18 per cent while on gold biscuits that only the super-rich buy, at 3 per cent. This is the real face of Modi.

Practising real Hinduism is not about teaching divisiveness, but about having confidence in its values, including that of inculcating respect for other religions.

Mamata Banerjee has done for people of all religions much more than Modi has done, even for those in BJP-ruled States.

There has been a huge improvement in the conducting of the Gangasagar Mela, and improvement in many other ways, like the creation of the Tarakeswar Develeopment Authority, construction of the international-standard Dakshineswar Skywalk, and the planning for a skywalk in Kalighat.

Modi has done a scam of Rs 3,000 crore in the name of cleaning the Ganga – Namami Gange is the name.

Yesterday, the Pakistan prime minister said Pakistan prefers Modi. And Pakistan is our enemy. The Pakistan prime minister, the ISI, Nirav Modi, Mehul Choksi – our enemies – all want Modi.

The BJP has sent greetings not even once on the occasion of Durga Puja, the biggest festival in the lives of Bengalis.

We give ‘imam bhata’ (stipend for imams) and ‘moazzem bhata’ (stipend for moazzems) taking from the Waqf board, as per the directions of the Supreme Court, and not from the tax you pay us.

Your money we spend on the various development schemes that have brought so much change on your lives.

Last year, our government had decided to give Rs 10,000 each to 28,000 Durga Puja committees in the State. Instead of supporting this decision, the BJP, CPI(M) and Congress went to court the next day, calling the move Hindu appeasement. This is the kind of care and concern they have for the people of the State.

By calling themselves Ram bhakts, the BJP people are actually insulting Ram. The real Ram did a lot of sacrifice, including spending 14 years in exile.

You be happy with your Ram, but we have our Durga, with whom stands the people of the entire country, from Kashmir to Kanyakumari. You are on your way to being chased away by our Durga.

The BJP will realise May 23 what the Trinamool is really capable of.

Vote for Trinamool Congress, vote for Arpita Ghosh, and you will see a lot more development here in the coming days. Defeat every other party.

Trinamool’s music video for Lok Sabha election goes viral

Trinamool’s new music video “Maa, Mati, Manush” has been played nearly 3 lakh times across various digital platforms since it was released Thursday afternoon.

Trinamool Chairperson Mamata Banerjee released the video across her social media channels, saying, “I am very happy to share the new music video “Maa, Mati, Manush” for the forthcoming Lok Sabha Elections.”

On her Facebook page alone, the video has close to 2.5 lakh hits. The 2 minute 30 second video was shared by her on Twitter, Youtube and Instagram also.

The music video showcases the peace, harmony and progress in Bengal, in contrast to the atmosphere of fear and violence (and no progress) prevailing in other parts of the country.

 

The dictatorial Modi Govt must go: Mamata Banerjee

Trinamool Chairperson Mamata Banerjee today addressed a meeting of the extended core committee of the party. She gave directions to the party workers and leaders regarding the upcoming Lok Sabha elections.

Mamata Banerjee said the situation in the country is dangerous and the country needs ‘poriborton’ (change).

Highlights of her speech:

Those who do not have any work, only give speeches. Their only work is to give bhashan.

They have completely ‘captured’ Doordarshan. They are misusing all the agencies. They are spending more money on PR than funding projects.

From job security to national security, internal security to farmers’ security, unemployment to demonetisation – we witnessed a disaster in India for the last five years

India’s cultural heritage, unity, federal structure, institutions, constitution, history – everything has been destroyed

There is RSS stamp on everything today. They follow an extremist ideology, spreading hate and violence

Dr Kakoli Ghosh Dastidar speaks on The Transgender Persons (Protection of Rights) Bill, 2016

Thank you, Honourable Madam. I stand here to participate in the discussion on ‘The Transgender Persons (Protection of Rights) Bill, 2016’. At the very outset, I would like to congratulate the Chief Minister of West Bengal, Mamata Banerjee, for already having formed a board for the welfare of transgenders three years back, which is the call of the day. I think the Central Government and all other States should follow this to look after transgenders.

Now, I think that this is a very hastily drafted Bill, and the different clauses mentioned are totally inconclusive. We have to first define what ‘transgender’ means. Here it is written that a transgender person is one who is neither wholly female, neither wholly male, or a combination of female or male, neither female nor male. On this earth, as far as medical science is concerned, there can be no being that is neither a female nor a male. A person’s external sexuality, that is, the phenotype, determined by the internal sexuality, that is, the genotype, which is the combination of the genes; either it is XX or it is XY. A person who is XY is a male while a person who is XX is a female. But sometimes there are three X chromosomes, which person is known as ‘super-female’ or there is a combination of these. So then they are known as true hermaphrodite or false hermaphrodite.

But a transgender is not always a hermaphrodite. A transgender is a person who has the internal genetic code made up in such a way that the sexuality granted to the child after birth is not aligned to his or her mental capability, and gender dysphoria is a kind of distress such a person goes through. This can lead to distress related to eating disorder, suicide, depression, anxiety and social isolation.

None of these are mentioned in the copy of the draft that we have here. This is a hastily drafted Bill. I don’t know who has done it. Doctors are still grappling with it. The American Psychiatric Association, only as late as 2013, has defined this disease, and in this disease, when a person has no discrimination between genotype and phenotype, that is, between the internal and external manifestation of the chromosome, still might feel, being a female, that I am more comfortable being a male – that is an actual transgender, which is not mentioned in the Bill. The Bill is totally null and void in this respect.

A lawmaker’s actual duty is to look at the justice meted out to every kind of human being, as is given by Article 14 of the Constitution of India. We are indebted to the Honourable Supreme Court by the verdict given on April 15, 2014 in which various steps have been directed to be taken by the governments of the States and at the Centre for the welfare of transgenders.

So this Bill does not cater to those provisions. The American Psychiatric Association has described in detail the clauses that have to be brought into Bill in order to make it into welfare Bill for the actual transgenders. As far as their educational help is concerned, there should be a third column during admission – that is, male, female or third gender. They should be given reservation in jobs. Since they feel differently, and so might dress differently, the provision must be there. The social milieu must be such that society is compassionate to their diseased condition. This condition takes place because of their testosterone dysfunction.

So it appears, Honourable Madam, that this Bill has been very hastily drafted, and the opinion of specialists has not been taken, because it says that even after a person has been identified, they have to go to the municipality and then take a certificate from the municipal doctor. When the American Psychiatric Association has only described this in 2013, how will the municipal doctor be informed of the latest disease? We don’t take a transgender person as an abnormality any more, this is just a diseased condition. The disease has to be studied. So, a specialist board has to be formed and the person has to be certified through that specialist board whose members should be duly qualified.

It appears that while drafting the different clauses of the Bill, proper attention was not given. So this Bill has to be recalled and a properly drafted Bill has to be tabled.

স্যার, আদিবাসীদের স্বার্থে বিরসা মুন্ডার নামে একটা বিশ্ববিদ্যালয় গড়ার দাবি আমি জানাচ্ছি। দ্বিতীয়, আদিবাসীদের জন্য ট্রাইবাল রিসার্চ ইনস্টিটিউট করার ডিমান্ড। ওয়াকফ প্রপার্টি, যেগুলি কেন্দ্রের অধীনে আছে, যেগুলি ডিসপোস হয়ে গেছে, সেগুলি যারা এন্টিটলেড টু এনজয়, তাদের ফিরিয়ে দেওয়া হোক।

স্যার, আমার লোকসভা কেন্দ্র বসিরহাটে অনেক আদিবাসী থাকেন। অনেক চাষিরা থাকেন। বিজেপি সরকার বলছে যে আমরা চাষিদের বন্ধু। আমার বিনীত অনুরোধ যে চাষিদের ঋণ মকুব করা হোক। আর তাদের যেন চাষের বীজ দেওয়া হয়।

Mumtaz Sanghamita speaks on The Representation of the People (Amendment) Bill, 2017

Thank you, Sir, for allowing me. I am very surprised that honourable minister has said that this is a very simple thing. But it cannot be a simple thing, it is a question of people’s identity. It is a question of people’s rights. How can proxy vote do the thing?

First of all, when we are trying to abolish all sorts of irregularities from everywhere, we are creating another irregularity by allowing proxy vote. How can we be sure the person who will give the proxy vote will do so exactly as per the original voter’s wishes? One person, who is a genuine voter, probably he or she will be the proxy voter; so one person can give the vote twice? To make it a very foolproof thing is very difficult.

The Government is trying to show that it is thinking about the NRIs. We understand where the vote goes. But they are shedding crocodile tears for the vast migrants in the different states; they will not able to give a proxy votes. So this is irregular and not fool proof at all. Electronic voting system is also not foolproof. Government should think twice or thrice before implementing. Though we are passing the Bill, I think it is irregular and unnatural thing.

Aparupa Poddar speaks on The Goods and Services Tax (Amendment) Bill, 2018

Deputy Speaker Sir, thank you, for allowing me to speak on this Bill.

Sir, the Bill that has been moved by the hon Minister Piyush Goyal and I’m sure the Government will address all the problems that are experienced by the common people of this country and particularly the consumers.

Sir, I would like to bring to the notice of the Union Government that even now many restaurants are charging service charges from the consumers over and above GST. What action has the government has taken to check the control of these offenders? Everyone will agree that the way it has been framed and implemented GST has proved to be great disaster and has affected the normal transactions, trade and commerce throughout the country.

Sir, earlier VAT was introduced throughout India. If there is a shortfall in the collection of GST in comparison to VAT, then central government has taken policy for supplementary of compensation. It was a policy decision taken by the central government that at the time of introduction of GST that different States can demand the compensation if the revenue coming on the account of GST is less than the earlier period. My State Government is not getting the adequate compensation as yet, as was declared by the central government during the introduction of GST. Whether the Government is providing adequate compensation to the states and if they have provided, how much they have given to all the states throughout the country?

The central government should continue to work in close coordination with the States and come out with a clear laid-out road map. With these words I finish my speech.

Kalyan Banerjee speaks on The Constitution (One Hundred and Twenty-Third Amendment) Bill, 2017

We were discussing the Constitution (One Hundred and Twenty-Third Amendment) Bill on January 3, 2018, but because of disturbances, the House was adjourned and the discussion could not continue. This matter was discussed in the Rajya Sabha and the Amendment which had been brought by Bhartruhari Mahtab was accepted by the Rajya Sabha and now the Amendment has come for our consideration. Sir, on that date I had categorically said that we welcome this Amendment. Some of the anxieties have now been taken care of by reason of the amendment which has been accepted in Rajya Sabha itself.

I will just point out one or two things. Firstly, I really appreciate the Amendment that the State Government is not bound. According to Clause B (ii), provided such consultation that is not mandatory for the State Government in respect of our policy matter, affecting socially and educationally backward classes which are included in the list of our Constitution. Basically, we wanted to say this.

And every consultation with the State Government is very meaningful consultation, not mere consultation. It should be a meaningful consultation. In that case, both the Centre and the State will help, both have obligations, either in the case of SC or ST or OBC. Those who are lagging behind, the support has to be given to them for the purpose of equality. Now, therefore, the Bill is the concern. It is a nice one. We must try to resolve their problems as quickly as possible.

The chairman of the commission is there, members are there. Since it is concerning OBCs, appropriate steps should be taken so that the vice-chairman is appointed from among the OBC categories. That would be very helpful. They are more concerned about their problems.

One thing I just want to tell the Hon. Minister is that the number of scholarships that were given to OBCs have decreased by a large number. It has to be restored. They should be given more scholarships and more benefits.

Our Hon. Chief Minister, through a letter on July 23, 2016, addressed to the Hon. Prime Minister, had pointed out the degree of decreasing scholarships – the amount and the numbers. I will be happy if the Hon. Minister kindly takes care about that.

I will be completing my speech by saying one more thing, since in the morning it was also there – regarding the judgement pronounced with respect to the Scheduled Caste matter, diluting the provision for making FIRs and not to grant anticipatory bail.

Today it has been informed by our Hon. Home Minister that the Cabinet has taken the decision to bring in the The Constitution (One Hundred and Twenty-Third Amendment) Bill, 2017. We welcome it, but I have one question. The presiding judge, who was delivering the judgement in that case, the day after he retired was appointed in the Green Tribunal. This is a matter of surprise. When vacancies for Supreme Court judges are not being filled up, when for months after months vacancies of the High Courts are not being filled up, year after year; against whom are you speaking? The judgements, not any individuals. That presiding judge was appointed overnight. If anyone does something in favour of Scheduled Castes, Schedule Tribes and OBCs, it is because they need help and assistance, and that is a constitutional goal also. Otherwise, Part IV of the Constitution of India would become meaningless.

By saying this, and other things, whatever the agonies were there on January 3, have been removed. I wish this commission should starts functioning immediately in the true spirit of the provisions of the Constitution for the betterment of the people, that is, OBCs, who deserve help and assistance either from the Central Government or from the State Governments.

With this, Sir, I conclude.

Saugata Roy makes an intervention on The Trafficking of Persons (Prevention, Protection and Rehabilitation) Bill, 2018

Actually I have two small points; I do believe that this offence of trafficking is not known to the people in general. I saw a Hindi film called ‘Mardaani’ starring Rani Mukherjee which really brought out this problem of child trafficking. Would the Minister please consider promoting a film or films in different languages by noted directors to highlight the problem of particularly child trafficking?

The second question I want to ask that at the national level she has given the task of investigation to the NIA. The national investigative agencies are already overburdened with crimes concerning terrorism. I would like to ask her whether she would consider setting up a different national body for investigating crimes regarding trafficking? That would be very proper instead of burdening the already overburdened national investigative agencies.
