Deployment of Army in Bengal without State Govt’s knowledge: Opposition demands explanation from Centre

The Central Government was cornered by the Opposition in Parliament today on the issue of deployment of Army in parts of Bengal without the knowledge of State Government.

Leader of the Opposition in Rajya Sabha, Ghulam Nabi Azad said Army can only be deployed in a State at the request of the State Government. Expressing his concern over the incident in Bengal, he said the Centre must offer an explanation.

Mayawati ji (BSP) who has also served as the Chief Minister of UP said the Centre was trying to weaken the federal structure of the country.

The Leader of the Party in Lok Sabha, Sudip Bandyopadhyay said while Trinamool has immense respect for the Army, for such operations to be carried out, the Centre must communicate with the State Government. He pointed out that while Army clubbed Bengal with north-eastern states, Bengal does not fall in the jurisdiction of the north-eastern states, he pointed out.

Sudip Bandyopadhyay requested the Defense Minister to withdraw the Army. He said such operations when carried out without the knowledge of the State Government, raise doubts about the motives of the Centre.

In Rajya Sabha, Chief Whip of the party, Sukhendu Sekhar Roy said that the statement made by MoS Defence is false and far from truth. He demanded to know under which provision of law Centre took such a step. While paying his respects to the Army, Sukhendu Sekhar Roy said, “People of Bengal fought against the British and will also fight against the authoritarianism of Modi.”

Leader of the Party in Rajya Sabha, Derek O’Brien said the MoS Defence placed selective documents on the floor of the House and said he would place the complete, relevant documents on Monday. He maintained that Kolkata Police had in writing denied permission to the army exercise.

 

রাজ্য সরকারকে না জানিয়ে বাংলায় সেনাবাহিনী মোতায়েন প্রসঙ্গ উঠল সংসদে

পশ্চিমবঙ্গে সরকারকে না জানিয়ে বাংলার বিভিন্ন জায়গায় সেনাবাহিনী নামানোয় কেন্দ্রীয় সরকারকে সংসদে আজ কোনঠাসা করল বিরোধীরা।

রাজ্যসভার বিরোধী দলনেতা গুলাম নবী আজাদ বলেন, সেনাবাহিনী তখনই মোতায়েন করা যায় যখন সেই রাজ্য কেন্দ্রকে সেনা পাঠানোর অনুরোধ জানায়। তিনি পশ্চিমবঙ্গের ব্যাপারে উদ্বেগ প্রকাশ করে জানান, কেন্দ্রীয় সরকারের এখনই এর জবাবদিহি করা উচিত।

উত্তর প্রদেশের প্রাক্তন মুখ্যমন্ত্রী মায়াবতী বলেন, কেন্দ্রীয় সরকার যুক্তরাষ্ট্রীয় পরিকাঠামো ধ্বংস করার চেষ্টা করছে।

লোকসভায় তৃণমূল কংগ্রেসের দলনেতা সুদীপ বন্দ্যোপাধ্যায় বলেন, সেনাবাহিনীকে তৃণমূল কংগ্রেস খুব শ্রদ্ধার চোখে দেখে, কিন্তু, এইভাবে সেনা মোতায়েন করার আগে কেন্দ্রীয় সরকারের উচিত রাজ্য সরকারের সঙ্গে আলোচনা করা।

সুদীপ বন্দ্যোপাধ্যায় প্রতিরক্ষা মন্ত্রীকে সেনাবাহিনী প্রত্যাহার করার অনুরোধ জানান। তিনি বলেন, রাজ্য সরকারকে সম্পূর্ণ অন্ধকারে রেখে যখন এই ধরণের সেনা মোতায়েন করা হয়েছে, তখন কেন্দ্রীয় সরকারের আসল উদ্দেশ্য নিয়ে সন্দেহ থেকেই যাচ্ছে।

রাজ্যসভায় তৃণমূলের মুখ্যসচেতক সুখেন্দু শেখর রায় বলেন, প্রতিরক্ষা দপ্তরের প্রতিমন্ত্রীর বিবৃতি পুরোপুরি অসত্য। তিনি জানতে চান সংবিধানের কোন ধারায় কেন্দ্র এই পদক্ষেপ নিয়েছে? সেনাবাহিনীর প্রতি পূর্ণ শ্রদ্ধা জানিয়ে তিনি বলেন, “বাঙালিরা এক সময় ব্রিটিশ শাসকের বিরুদ্ধে লড়েছে, এখন স্বৈরাচারী মোদির বিরুদ্ধে লড়তেও প্রস্তুত।”

রাজ্যসভার দলনেতা ডেরেক ও ব্রায়েন বলেন, প্রতিরক্ষা দপ্তরের প্রতিমন্ত্রী কয়েকটি মাত্র বাছাই করা নথি পেশ করেছেন রাজ্যসভায়। আগামী সোমবার তিনি পুরো নথি পেশ করবেন বলেও জানান তিনি। ডেরেক ও ব্রায়েন আরও বলেন, কলকাতা পুলিশ লিখিতভাবে সেনাকে জানায় তারা অনুমতি দিতে অপারগ।

Madam, yesterday, in the afternoon, suddenly, it was observed in Bengal that the Army has taken over most of the toll plazas in the city of Kolkata and other districts in the Statel. When the Hon’ble Chief Minister of Bengal enquired, she found out that no permission has been sought from the Secretariat of Bengal Government.

Madam, Nabanna, the State Secretariat is located next to a toll plaza. Just adjacent to the toll plaza, army was deployed apart from 19 places of the State. When clarifications were sought, they said that it is a routine programme.

If such operation is to be be made, there must be ministry to ministry communication. The Defense Ministry will tell the State Government and they will come to the rescue. It is a fantastic situation going on. The Army authorities have declared today in the morning that they are making their routine exercise in Manipur, Assam, Arunachal, Nagaland, Meghalaya, Tripura, Mizoram and Bengal, all the north-eastern states. Don’t they have the idea that Bengal does not fall in the jurisdiction of the north-eastern states.

Madam, what I want to say is that the people of this country have the highest faith in the Army. They fight for the country, they give their lives for the country, why are they being used for this purpose? They are collecting tolls at some places; the video is with us. I handed over a pendrive yesterday to Hon’ble President of India, I reported to him also, Mamata Banerjee has stayed put in her chamber in Nabanna and is still there. We would ask Hon’ble Minister to withdraw the Army immediately and if any such exercise is to be undertaken, then government to government negotiation must take place; only then the decision must be taken. Otherwise it will be difficult for the ministry to convince us, and we will take it that the motivation behind is that the federal structure is going to be challenged.

The black money holders are very happy. They are not being touched. A ratio has been fixed up. 50-50. 50 is yours, 50 is with us. So this is the situation going on. We are actually interested t o see that black money holders are properly punished. Firm measures need to be taken. But, what is happening? common people are suffering a lot. They must be given relief.

I have told the other day also, Madam, we simply want discussion with voting. Time is running out and we need to make a beginning somewhere; this burning issue needs to be debated with all priority.  

In addition Madam, one issue, Rahul Gandhi’s mobile was hacked, telephone system too. That is to be also taken with priority. The manner in which the telephones of leaders are hacked and nasty statements are posted is alarming. The government must rise to the occasion and take care of it.

Sudip Bandopadhyay takes up the issue of delay in landing of flight carrying Mamata Banerjee despite low fuel | FULL TRANSCRIPT

Madam, yesterday, our Chief Minister Mamata Banerjee, was coming back to Kolkata from Patna and it was 7:30 PM in the evening.  The aircraft was scheduled to land in Kolkata but due to traffic, the aircraft was hovering in the sky for long 30 minutes. Then, the pilot sent a signal to the ATC that only seven minutes of flying fuel are reserved; immediate landing is very important at this juncture.

The Air Traffic Control gave the permission of landing to another aircraft which was coming from Agartala. While landing it was found that all emergency landing provisions – ambulance, fire brigades – were  already present there, as if the flight was going to crash. Airport Authority of India has admitted fuel reserved was for seven minutes only.

After investigation, the truth can be found out. Is there a motive behind this? It is not an Air India flight, it is an Indigo flight. Mamata Banerjee normally flies in Indigo flights and ATC is controlled by the Central Government.

The Hon’ble Minister is here. The Hon’ble Ananth Kumar ji requested me to communicate to the Chief Minister his anxieties regarding the incident.

So, I want that the Government should rise to the occasion. The security of Mamata Banerjee, the life of Mamata Banerjee is facing some challenges which Government of India should look into with all priority.

Flight carrying Mamata Banerjee denied permission to land despite low fuel: Opposition demands enquiry in Parliament

Leader of the party in Lok Sabha and Rajya Sabha, along with senior leaders of Opposition parties today demanded explanation from the Union Minister of Civil Aviation after a flight carrying Mamata Banerjee was denied landing despite low fuel last night at Dumdum airport.

In Lok Sabha, Sudip Bandyopadhyay said, “The government must ensure the well-being and security of Mamata Banerjee. Her life is under threat. There must be full enquiry into the incident.”

Calling this “ultra-authoritarianism”, Derek O’Brien said in Rajya Sabha, “Why was the aircraft denied permission to land? This is suspicious. If this is happening to one Opposition leader today, it can happen to any other Opposition leader tomorrow.”

Opposition leaders demand inquiry

Leaders of all Opposition parties, led by the Leader of Opposition, Shri Ghulam Nabi Azad, expressed their concern and demanded a thorough inquiry into the incident. The other speakers included Ram Gopal Yadav (SP), Mayawati (BSP), Sharad Yadav (JDU), Prem Chand Gupta (RJD), TK Rangarajan (CPIM), Navneetha Krishnan (AIADMK) , Tiruchi Siva (DMK), Rajeev Shukla (INC), KTS Tulsi (Nominated).

KTS Tulsi, who is also a senior lawyer, suggested an FIR of attempt to murder ought to be registered for endangering lives of people.

The incident

Bengal Chief Minister was travelling back to Kolkata from Patna on an Indigo flight (6E-342).The scheduled departure time from Patna was at 6:35 PM and the scheduled arrival time to Kolkata was at 7:35 PM.

The aeroplane was coming from Lucknow and was already delayed and it left Patna for Kolkata at 7:35 PM. At 8:05 PM, the aeroplane was 180 km away from Kolkata. The pilot informed the passengers that it will take 15-20 minutes more for touchdown as seven other flights were waiting to land and his flight will land as the eighth one.

After circling over Kolkata for 32 minutes, the plane finally landed at 8:45 PM. The pilot informed air traffic control at 8:13 PM that fuel was very low and sought permission to land repeatedly thereafter.

Police, fire brigade and ambulance were deployed near the runway in case of emergency or crash landing.

 

মুখ্যমন্ত্রীর বিমান বিভ্রাট ইস্যুতে উত্তাল সংসদ

গতকাল পাটনা থেকে যে বিমানে মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় কলকাতায় ফিরছিলেন সেটির জ্বালানি কমে  যাওয়া সত্ত্বেও অবতরণের অনুমতি না পাওয়ায় সেটি আকাশে আধঘণ্টা ঘুরপাক খায়। এই প্রসঙ্গে আজ সংসদের উভয়কক্ষেই তৃণমূল সাংসদরা সহ অন্যান্য বিরোধী দলের নেতারা অসামরিক বিমান চলাচল মন্ত্রীর ব্যাখ্যা দাবি করেন।  

লোকসভা দলনেতা সুদীপ বন্দ্যোপাধ্যায় জানান, “একজন মুখ্যমন্ত্রীর নিরাপত্তা নিশ্চিত করা উচিত সরকারের তাঁর জীবন সংকট হয়েছিল। এই ঘটনার পূর্ণ তদন্ত করতে হবে”

সরকারকে ‘স্বৈরতান্ত্রিক’ আখ্যা দিয়ে রাজ্যসভার দলনেতা ডেরেক ও ব্রায়েন জানান, “কেন বিমান অবতরণের অনুমতি অস্বীকার করা হয়েছিল? এই ঘটনা সন্দেহজনক আজ এক বিরোধী দলনেত্রীর  সঙ্গে এরকম ঘটনা ঘটেছে কাল অন্য বিরোধী দলনেতাদের সঙ্গেও এটা হতে পারে”

সব বিরোধী দলের নেতারা এই ঘটনায় উদ্বেগ প্রকাশ করেন। রাজ্যসভার বিরোধী দলনেতা গুলাম নবি আজাদ এই ঘটনায় উদ্বেগ প্রকাশ করে ঘটনার পুঙ্খানুপুঙ্খ তদন্ত দাবি করেন।

ইন্ডিগোর বিমানে (৬ই-৩৪২) গতকাল পাটনা থেকে কলকাতা ফিরছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় বিমানটি পাটনা থেকে ওড়ার কথা ছিল সন্ধ্যা ৬টা ৩৫ মিনিটে এবং কলকাতায় নামার কথা ছিল ৭.৩৫ মিনিটে

বিমানটি লখনউ থেকে আসছিল এবং দেরি হওয়ার কারণে এটি পাটনা থেকে ছাড়ে ৭.৩৫ মিনিটে ৮.০৫ মিনিটে যখন বিমানটি কলকাতা থেকে ১৮০ কিলোমিটার দূরে তখন পাইলট যাত্রীদের ‘লো অন ফুয়েল’ সঙ্কেত পাঠান এবং জানান যে বিমান অবতরণ করতে ১৫-২০ মিনিট সময় বেশি লাগবে

প্রায় ৩২ মিনিট ধরে বিমানটি আকাশে ঘুরপাক খাওয়ার পর পরিশেষে রাত ৮.৪৫ মিনিটে কলকাতা বিমানবন্দরে অবতরণ করে।

জরুরী অবতরণ বা ক্র্যাশ ল্যান্ডিং-এর জন্য  রানওয়ের কাছে পুলিশ, ফায়ার ব্রিগেড ও অ্যাম্বুলেন্স মোতায়েন ছিল।

Opposition wants discussion on demonetisation to start in Lok Sabha, followed by voting. Why is the Government shying? | FULL TRANSCRIPT

Madam, today in the morning we wanted to say that we should make an obituary reference for the jawans who have lost their lives. It was not an attempt to hurt you through our walkout; if it has hurt you, we express our regret. But we still feel that the Government couldn’t supply you with positive information.

Madam, regarding the running of the House, it is absolutely correct that we have moved Adjournment Motion under Rule 56 and the treasury benches have want discussion under Rule 193. I am of the same opinion that there be discussion immediately. You can scrap Rule 56, you can also scrap Rule 193; you have every authority to find out the third way.

Why is the Government, in spite of a brute majority in the House with over 300 MPs, afraid for voting? That is to be clarified. We are for discussion. We will put our observation. We may shift from Rule 56 for the sake of the country, if necessary. They should also withdraw the demand for discussion under Rule 193 if necessary, but they should come to a position where you have your capacity, Madam.

You can endorse any rule, with voting. Discussion with voting is our only demand. You give consent to that and let the discussion start from tomorrow morning wholeheartedly. Let us exchange our ideas and views and come to a conclusion. We are committed against black money, we are committed to fight black money, we are committed to see that black money holders be sent to prison for life.

Trinamool MPs from Cooch Behar and Tamluk take oath in the Lok Sabha

Partha Pratim Roy from Cooch Behar and Dibyendu Adhikari from Tamluk took oath today as members of the Lok Sabha amidst chants of “Joy Bangla” by Trinamool MPs.

In the recent by-election, Dibyendu Adhikari won from Tamluk Lok Sabha seat by defeating his nearest rival by 4.97 lakh votes, up from 2.5 lakh votes in 2014. Partha Pratim Roy won from the Cooch Behar Lok Sabha seat by defeating his nearest rival a margin of 4.1 lakh votes.

Trinamool Congress has 34 MPs in the Lok Sabha, 33% of whom are women.

Saugata Roy demands full-fledged discussion on Taxation Laws (Second Amendment) Bill, 2016 | FULL TRANSCRIPT

Madam, I want to refer to Rule 72, 74, 75 and Articles 117 and 274 of the Constitution of India. Madam, I am talking on the Taxation Laws (Second Amendment) Bill, 2016. Yesterday, at 2 pm, while there was din and turmoil in the House with Members protesting against demonetisation, the Finance Minister came surreptitiously and introduced the Bill. None of us had any idea. Normally what happens when a Bill is to be brought, is it is included in the List of Business. In yesterday’s List of Business, the Taxation Laws (Second Amendment) Bill was not there. If it was there, then we would have moved our opposition to its introduction under Rule 72(1). But, we are deprived of that basic opportunity of opposing the introduction of an anti-people Bill.

Then Madam, the next stage is under Rule 74, which says the Bill may be taken into consideration and then under Rule 75, which says there may be a discussion on the principles of the Bill. Now, the House, as you know Madam, has been in turmoil since November 16. Every day you are having to adjourn the House three to four times. Now this is a Bill which affects the Government’s efforts on black money, it’s misguided efforts on demonetisation, etc. and this is a follow-up of the Government’s decision to demonetise 500 and 1000 rupees notes. The House has been in total turmoil . All of us in the Opposition benches have vocally opposed the decision of the Government.

The Finance Minister is also proposing a Pradhan Mantri Garib Kalyan cess to give a special opportunity to black money holders. Now this is serious, Madam. So, this Bill should be discussed in all seriousness, a full-fledged deliberation must be held.


Another vital point has been mentioned by Mr Venugopal. Under Articles 117 and 274 of the Constitution, before bringing in the Bill, the President’s recommendation has to be obtained. The Minister must have obtained the President’s recommendation. We have put in amendments to the same. For the amendments to be fruitful, again, the President’s recommendation is needed under Articles 117 and 274.

Now all I want is a proper and structured discussion on the Government’s misguided efforts to curb black money through this Bill. It is necessary that the House be in perfect order before such a discussion can take place. And the House can be in perfect order after you have discussed the issue of demonetisation through an Adjournment Motion. Unless that happens, this Bill cannot be discussed.

The Government’s plan is to pass the Bill in the din, Madam; this should not happen. The future of this nation is at stake.

Sudip Bandyopadhyay demands Taxation Amendment Bill and demonetisation discussion be clubbed | FULL TRANSCRIPT

The Taxation Amendment Bill was introduced suddenly yesterday and we were not prepared to study it either. It was very hasty decision and it was circulated amongst us.

It has already been declared by Central Government officials that it is going to be implemented within 15th of the next month. It is already out.

Though the Bill is under consideration, it is already exposed. Then, what is the purpose of the Government? What I would propose to consider that if this Bill and the Motion for Demonetisation issue, if those two can be clubbed together for discussion.

Madam, our target and our aim is to see that the House runs smoothly. We want the House to run, so the ruling party has a role to play. My submission to the ruling party and also to the Government is that we must try to find a way out to ensure that the House runs smoothly and a discussion takes place on the floor. The Prime Minister must reply so that a healthy debate takes place.

Madam, today in Kolkata, Mamata Banerjee has now started a rally with more than 5 lakh people. Madam, what is the Parliament for if we don’t discuss people’s sufferings on the floor of the House? If people are not aware what the Government is thinking, and if the Prime Minister is not addressing the House, then what will they feel about the Parliament?

Madam, the sufferings of the common people have skyrocketed; there is nobody to give them relief. The government must do something so that they can get relief. This is something for which Mamata Banerjee has been fighting since the beginning, for the poor people. We support any move to recover black money. Let black money be recovered but in a systematic way.

The whole situation has become very serious due the hasty decision. The government should have held discussions. Let Rs 500 notes be allowed to be used for a few months. This is our party’s decision, we are trying to stick to it. Let the Adjournment Motion be adopted and let the discussion start.
