Total loan amount to farmers by State Govt to see substantial increase

The Bangla Government has decided to increase the total amount of loan it provides to farmers for farming-related purposes by a significant Rs 3,000 crore. While at the end of financial year 2018-19, the estimated amount would stand at Rs 5,000 crore, in financial year 2019-120, the government would be providing a total of Rs 8,000 crore.

About 90 lakh families would be benefitted as a result of the disbursal of the loans, to be disbursed by agricultural cooperative banks at a rate of interest of 7 per cent.

As a big incentive to farmers, those who would pay repay the total amount, consisting of the capital and interest, within the stipulated time frame, would have 3 per cent of the interest paid back to them. The amount of 3 per cent would be transferred electronically to the farmer’s bank account as soon as the total amount is repaid.

In terms of amount, loans are provided depending on the crops. As examples, for aman rice cultivation, Rs 15,000 per acre is provided, for boro paddy cultivation, Rs 45,000 per acre is provided, while for potato cultivation, Rs 60,000 per acre is provided.

In terms of types of loans, there are three types: one-year loans, short-term loans and long-term loans. For one-year loans, as the name suggests, the loan, along with the interest, has to be repaid within one year. Short-terms loans are for a period less than one year. Long-term loans can span several years; for example, for buying a tractor, a farmer can get a loan whose repayment period can span from seven to nine years.

To ensure that farmers get the loans through Kisan Credit Cards (by adopting which means loans can be transferred electronically), in financial year 2018-19, the State Government has set up banking infrastructure at 3,000 primary agricultural cooperative societies (PACS), including setting up micro-ATMs. Rs 400 crore has been allocated for the purpose.

For leasing of farming machinery on easy terms, the government is creating machinery hubs at total cost of Rs 1,000 crore. Tractors, paddy cleaning machines and several other machines and tools crucial for making farmers’ work easier can be hired from these hubs.

Then, on December 31, 2018, Chief Minister Mamata Banerjee announced a few other crucial measures meant to make farmers’ lives easier. These were her New Year gifts to them.

The Krishak Bandhu Scheme was introduced, which is made up of two components. Krishak Bandhu 1 is in the form of an assurance model, wherein if a farmer dies between the ages of 18 and 60, due to any cause, the family would receive a one-time grant of Rs 2 lakh. Krishak Bandhu 2 is in the form of a yearly grant to farmers’ families, of Rs 5,000 per acre per annum in two instalments.

Besides these, another announcement was also made. The full premium under the crop insurance scheme, Bangla Fasal Bima Yojana (BFBY) would henceforth be handled by the State Government, which means that the 20 per cent paid by the Centre too would now be paid by the State. The latter was already paying the farmers’ share of the premium for the last few years besides, of course, its own share.

State MSME Conclave: We are going to Germany soon, says CM

While interacting with foreign delegates at the State MSME Conclave on Monday, Chief Minister Mamata Banerjee said: “We are going to visit Germany soon.” Banerjee, who stressed upon the steps needed to ensure the global presence of the state’s MSME sector, interacted with the entrepreneurs from the districts and at the same time, also spoke to the foreign delegates present there.

Several exporters were also present at the business conclave held at Biswa Bangla Convention Centre. After listening to the suggestions of the exporters, Amit Mitra, minister of the MSME and Textiles department, summed up that there is a need to establish a proper supply chain with an assurance of timely delivery of standardised quality products.

In this connection, the Chief Minister said: “A supply chain app needs to be introduced.” She has also stressed the need for skill development programmes. There were interactions with representatives from Chile and Italy as well.

From the inaugural programme of the State MSME Conclave in which there will be five sessions on Tuesday, Banerjee launched Biswa Bangla Showroom in Hyderabad. In this connection, Mitra said a showroom will also come up in Bengaluru in the next month. A Khadi showroom has also been launched at Park Street. Banerjee also launched a Centre of Excellence of Handicrafts at Manjusha and Centre of Excellence for Apparel Sector at Paridhan Garments Park.

Writing-off NPAs of Public sector banks a scam: Mamata Banerjee

In response to the answer given by the Centre on writing-off Non-Performing Assets of public sector banks, Bengal Chief Minister Mamata Banerjee said this is a big scam.

In reply to a question asked by an MP from Bengal, the Centre today said that Non-Performing Assets of public sector banks to the tune of Rs 2,41,911 crore from the Financial Year 2014-15 till September, 2017 have been written-off.

The Chief Minister said that she was shocked to see that at a time, when the farmers in the country are crying and committing suicide for their loan burden and asking for waiver of farmers’ loan, the Government of India have not even considered that.

“This is unbelievable. We raised the issue of Non-Performing Assets right at the time of demonetisation. Now the cat is out of the bag and reality bites,” she said.

She further said, “Even in Parliament reply, the Government of India says that the details of credit information by a public sector bank cannot be disclosed. Why is this confidentiality? Whom is the Government trying to protect?”

She demanded an immediate disclosure of the complete list of defaulters of public sector banks, whose loans have been written off.

 

 

রাষ্ট্রায়ত্ত ব্যাংকগুলির ঋণ মকুব আসলে একটা কেলেঙ্কারি, বললেন মুখ্যমন্ত্রী

 

ঋণ মকুব নিয়ে আজ সংসদে পেশ হওয়া একটি প্রশ্নের জবাবের প্রেক্ষিতে ফেসবুকে সরব হলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

বাংলার এক সাংসদের প্রশ্নের জবাবে কেন্দ্র জবাব দিয়েছে যে ২০১৪-১৫ অর্থবর্ষ থেকে ২০১৭র সেপ্টেম্বর মাস অবধি রাষ্ট্রায়ত্ত ব্যাংকগুলি ২,৪১,৯১১ কোটি টাকা ঋণ মকুব করেছে। স্তম্ভিত মুখ্যমন্ত্রী বলেন, একদিকে যখন দেশের কৃষকরা দেনার দায়ে কাঁদছেন, এবং আত্মহত্যার পথ বেছে নিচ্ছেন, এবং ঋণ মকুবের দাবী জানাচ্ছেন, সরকার সেই দাবী গ্রাহ্যই করছে না।

তিনি আরও বলেন, “অবিশ্বাস্য। নোটবন্দির সময় আমরা ‘নন পারফর্মিং অ্যাসেট’ এর ইস্যু তুলেছিলাম। এখন ঝুলি থেকে বেড়াল বেরিয়ে পড়ল। রূঢ় বাস্তবটি জনসমক্ষে এল।”

মুখ্যমন্ত্রী বলেন যে সংসদে পেশ করা জবাবেও কেন্দ্র বলছে রাষ্ট্রায়ত্ত ব্যাংকগুলির ক্রেডিট সংক্রান্ত তথ্য প্রকাশ করা যাবে না। তিনি জানতে চান এই গোপনীয়তার পেছনে কারণটা কি।

রাষ্ট্রায়ত্ত ব্যাংকগুলির ঋণ খেলাপকারীদের তালিকা অবিলম্বে প্রকাশ করার দাবী জানান তিনি।

মমতা বন্দ্যোপাধ্যায় বলেন, এটা একটা বিরাট কেলেঙ্কারি।
