Kanyashree Scheme is a peerless initiative by the West Bengal Government. It is the State’s flagship project for the girl child. More than 37 lakh girls have been brought under this scheme. The scheme was introduced to arrest the drop-out rate in schools and prevent early marriage among girl students.

The scheme is end-to-end IT-enabled and completely transparent, and hence easily accessible to beneficiaries. The popularity of the scheme has grown manifold since its inception due to this ease of access and focus on empowering young girl and building their confidence and self-esteem.

The scheme has garnered recognitions at major international and national forums. The scheme was represented as one of the ‘best practices’ at the Girl Summit 2014, organised by Department for International Development, UK and UNICEF in London in July 2014.

It has also received the Manthan Award 2014 for e-governance in the category of ‘Women and Empowerment’ covering South Asia and Asia Pacific region. At the national level, it won a silver in the National Award for e-Governance 2014-15 under the category of ‘Outstanding Performance in Citizen-Centric Service.’

August 14 is celebrated as Kanyashree Divas throughout the State through grand ceremonies.

পশ্চিমবঙ্গ সরকারের একটি যুগান্তকারী প্রকল্প হল ‘কন্যাশ্রী’ প্রকল্প। প্রায় ৩৭ লক্ষ মেয়েদের এই প্রকল্পের আওতায় আনা হয়েছে। এর ফলে কমেছে স্কুলছুটের সংখ্যা, কমানো গেছে অল্প বয়সে মেয়েদের বিয়ে দেওয়ার প্রবণতাও।

শুধু স্বনির্ভর করাই লক্ষ্য নয়। সবদিক থেকেই পারদর্শী হবে কন্যাশ্রীর কন্যারা। পিছিয়ে থাকবে না খেলাধূলা থেকেও।

কন্যাশ্রীর সাফল্যের জন্য ইউকে এবং ইউনিসেফের আন্তর্জাতিক উন্নয়ন দফতর আয়োজিত ‘গার্ল সামিট’-এ সেরা নির্বাচিত হয়েছে কন্যাশ্রী। মন্থন পুরস্কারও পেয়েছে এই প্রকল্প।

১৪ই আগস্ট রাজ্য সরকার কন্যাশ্রী দিবস হিসেবে পালন করে। প্রতি বছর এই দিনটি পালন করে রাজ্য সরকার।

In its first five-year term, the Trinamool Congress Government has brought about many major initiatives for women in West Bengal.

As a result, women all over the State have benefitted immensely.

 

Here are ten major initiatives for women:

KANYASHREE SCHEME: Kanyashree is the State’s flagship project for the girl child. More than 30 lakh girls have been enrolled under the scheme, whcih has garnered international as well as national recognitions.

EDUCATION: For the first time, under the Trinamool Congress administration, a university for women has been set in Diamond Harbour. A state women’s college for minorities is coming up in Ekbalpore, Kolkata. Twenty-one hostels for women have been constructed in various polytechnics across the State. Through the State Government’s Sabuj Sathi Scheme, wherein bicycles are given to school children in rural areas, thousands of girls, too have benefitted. Besides, over 8,000 girl students studying in Class IX in the Sundarbans region have been given bicycles over the last five years. Around 40 Womens’ Corners have been opened in different Government and Government-sponsored libraries to increase access to women readers.

SWABALAMBAN SCHEME: Through the Swabalamban Scheme, training is given on a wide range of livelihood activities, e.g., zari craft, handloom weaving, beautician courses, community health, readymade garment-making, wood carving, etc. Recently, as a part of this scheme, the State Government has launched an acting project for sex workers, meant to make them self-sufficient by giving them acting lessons and making them employable in the entertainment industry.

MUKTIR ALO: Muktir Alo is a comprehensive scheme for the rehabilitation of sex workers. It provides them with opportunities for leading a life with dignity by providing them alternative career opportunities, and also gives protection to victims of sex trafficking.

MATERNITY LEAVE: For the benefit of women, maternity leave for State Government employees has been extended. ‘Maternity and Child Care Leave,’ as it is called, can now be taken for a total period of two years, in stages.

KOLKATA SAFEST CITY FOR WOMEN: Kolkata is one of the safest metros in India for women. According to the latest report of the National Crime Records Bureau (NCRB), Kolkata is the safest city in India in terms of crimes against women. The India Today Best City Awards 2014 awarded Kolkata the award for the best city in the category of crime and safety. Kolkata Police offers martial arts training to schoolgirls, under Project Sukanya, to make them self-reliant when it comes to defending themselves.

POLICE STATIONS RUN BY WOMEN: The West Bengal Government has adopted a ‘zero tolerance’ approach towards crime against women. The Government is setting up police stations run exclusively by women police officers. As of now, the Government has set up 30 Women Police Stations.

ANTI-TRAFFICKING UNITS: The State Government has set up dedicated Anti-Human Trafficking Units and Special Juvenile Police units in each district.

EMPLOYMENT: More than 27,000 self-help groups have been formed over the last five years, which have over 16 lakh women members. Financial assistance to the tune of Rs 200.07 lakh has been sanctioned for development of women’s cooperative societies. The State has also created employment opportunities, including many for women, through skill development in various sectors. The Biswa Bangla initiative by Chief Minister Mamata Banerjee has also opened up a lot of employment opportunities for women. A lot of the handicraft workers in the rural areas are women, who are earning a decent livelihood. Women’s participation in MGNREGS, in which the State has achieved unique milestones, has increased to 41%, which is all-time high in the State.

HOSTELS FOR WORKING WOMEN: To sort out the accommodation issues of working women, hostels have been constructed. A 40-bedded hostel, Ananya, has been at up in Durgapur and another 44-bedded one, named Swayangsiddha, in Salt Lake, Kolkata. Seven more are in different phases of construction all over the State.

 

গত পাঁচ বছরে নারী ক্ষমতায়নে পশ্চিমবঙ্গের সেরা ১০ উদ্যোগ

গত পাঁচ বছরে তৃণমূল পরিচালিত সরকার মেয়েদের জন্য বিভিন্ন রকম উদ্যোগ নিয়েছে। এর ফলে রাজ্য জুড়ে মহিলাদের অনেক উন্নতিসাধন হয়েছে।

মহিলাদের জন্য নেওয়া প্রধান উদ্যোগগুলি হলঃ

‘কন্যাশ্রী’ প্রকল্প – মেয়েদের জন্য রাজ্য সরকারের যুগান্তকারী প্রকল্প ‘কন্যাশ্রী’। প্রায় ৩৭ লক্ষেরও বেশি মেয়েরা রয়েছে এই প্রকল্পের আওতায়। এই প্রকল্পটি জাতীয় ও আন্তর্জাতিক স্তরে যথেষ্ট প্রশংসা পেয়েছে।

শিক্ষা – তৃণমূল সরকারের আমলে এই প্রথম বার রাজ্যে প্রথম মহিলাদের জন্যও একটি বিশ্ববিদ্যালয় স্থাপন করেছে। ডায়মন্ড হারবারে তৈরি হয়েছে ডায়মন্ড হারবার মহিলা বিশ্ববিদ্যালয়। সারা রাজ্যে সব মিলিয়ে প্রায় ২১ টি মহিলা হোস্টেল তৈরির পরিকাঠামো চলছে। এরমধ্যে ৪টি তৈরি হয়ে গেছে। কলকাতার একবালপুরে মহিলাদের জন্য একটি সরকারী জেনারেল ডিগ্রী কলেজ চালু হয়েছে ও জলপাইগুড়িতে (বানারহাটে) রাজ্যের প্রথম হিন্দী মিডিয়াম জেনারেল ডিগ্রী কলেজ স্থাপিত হয়েছে। এছাড়া সবুজ সাথী প্রকল্পের মাধ্যমে মেয়েদের সাইকেল দেওয়া হচ্ছে, এছাড়া আরও অনেক সুবিধা দেওয়া হয়েছে যাতে তারা পড়াশোনা করতে পারে।

স্বাবলম্বন প্রকল্প – রাজ্যের মহিলাদের স্বনির্ভর করতে মমতা বন্দ্যোপাধ্যায় চালু করেছেন ‘স্বাবলম্বন প্রকল্প’। এর মাধ্যমে বিভিন্ন ক্ষেত্রে প্রশিক্ষণ দেওয়া হবে মহিলাদের।

মুক্তির আলো – যৌন কর্মীদের জন্য শুরু হয়েছে প্রকল্প ‘মুক্তির আলো’।

কলকাতা সুরক্ষিত নগর – NCRB-রিপোর্ট অনুযায়ী নারী সুরক্ষার ক্ষেত্রে দেশের মধ্যে কলকাতাই সবচেয়ে সুরক্ষিত নগরী। নারী সুরক্ষার ক্ষেত্রে রাজ্য সরকার কোনরকম অন্যায়কে বরদাস্ত করে না। বিভিন্ন সরকারী বাস স্ট্যান্ডগুলিতে মহিলাদের সুরক্ষার জন্যও CCTV বসানো হয়েছে।

মহিলা পুলিশ স্টেশন –  নারী সুরক্ষার ক্ষেত্রে আরও কিছু পদক্ষেপ নিয়েছে রাজ্য সরকার। রাজ্য সরকার ৬৫টি মহিলা থানা তৈরি করার সিদ্ধান্ত নিয়েছে। ইতিমধ্যে ৩০টি পুলিশ স্টেশন তৈরি হয়ে গেছে।এছাড়া বিচার ব্যবস্থায় গতি আনতে মহিলাদের জন্যও ৫১টি ফার্স্ট ট্র্যাক কোর্ট তৈরি করা হয়েছে।

অ্যাণ্টি ট্রাফিকিং ইউনিট – পাচার রুখতে প্রতিটি জেলায় রাজ্য সরকার অ্যাণ্টি হিউম্যান ট্রাফিকিং ইউনিট এবং স্পেশাল জুভেনহাইল পুলিশ ইউনিট তৈরি করেছে।

স্বনির্ভর গোষ্ঠী – সমাজের দুর্বলতর শ্রেণীর মহিলা স্বনির্ভর গোষ্ঠীগুলিকে আর্থিকভাবে স্বনির্ভর করা এবং পারিবারিক আয় বৃদ্ধি ও জীবনযাত্রার মান উন্নত করার জন্য বিভিন্ন প্রকল্প চালু করেছে রাজ্য সরকার। এছাড়া বিভিন্ন ক্ষেত্রে প্রশিক্ষণও দেওয়া হচ্ছে মহিলাদের। বিশ্ব বাংলা দোকানগুলিতে মহিলাদের তৈরি বিভিন্ন হাতের কাজ বিক্রির ব্যবস্থা করেছে রাজ্য সরকার।

১০০ দিনের কাজ – ১০০ দিনের কাজে অভূতপূর্ব সাফল্য পেয়েছে পশ্চিমবঙ্গ। এই কাজে মহিলাদের অংশগ্রহন ৪১ শতাংশ বৃদ্ধি পেয়েছে যা অন্যান্য রাজ্যের তুলনায় বেশি।

All India Trinamool Congress will organise rallies in every block of Bengal as well as in other States to mark International Women’s Day.

Every year Trinamool marks International Women’s Day every year with rallies and various activities. Mamata Banerjee has led rallies in the past too, in Kolkata.

It may be mentioned that while the Parliament is yet to enact the Women’s Reservation Bill, Trinamool already has 34% women MPs in Lok Sabha. The Bengal Govt has taken several initiatives for women’s empowerment, including the internationally acclaimed Kanyashree scheme.

রাজ্যজুড়ে পদযাত্রার মাধ্যমে আন্তর্জাতিক নারী দিবস পালন করবে তৃণমূল

আন্তর্জাতিক নারী দিবস উপলক্ষে সারা রাজ্যে ব্লকে ব্লকে পদযাত্রার আয়োজন করেছে তৃণমূল। এই বিশেষ দিনে সারা বিশ্বের সকল মা ও বোনেদের শুভেচ্ছা বার্তা দেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

সরকারে আসার পর থেকেই এ’রাজ্যে নারী বিকাশের ক্ষেত্রে তাঁর চিন্তাধারা ও কর্মসূচী সারা বিশ্বের নজর কেড়েছে। কন্যাশ্রী প্রকল্প মেয়েদের শিক্ষার প্রসারের ক্ষেত্রে এক বিশাল ভুমিকা পালন করছে। তাঁদের স্বাবলম্বী করে তোলার লক্ষ্যে কর্মসংস্থানের বন্দোবস্ত করার পাশাপাশি বিভিন্ন স্বনির্ভর গোষ্ঠী তৈরি করে তিনি মহিলাদের পাশে দাঁড়িয়েছেন। এমনকি এই স্বনির্ভর গোষ্ঠীর তৈরি অনেক জিনিসপত্রের বিপণনের দায়িত্বও নিয়েছেন রাজ্য সরকার।

যদিও সংসদ এখনো ওমেন্স রেজারভেশন বিল পাশ করতে পারেনি, তৃণমূল লোকসভায় ৩৪% মহিলা সাংসদ নিয়ে নজির গড়েছে।

The new syllabus prepared by the state transport department, in assistance with IIT Kharagpur, for the motor training schools  would be introduced from April this year, state transport minister Suvendu Adhikari said in the Assembly.

The minister told the house that entire procedure of issuance of licenses would be made more stringent to check road accidents. CCTVs will be installed at all the training centres to monitor and record the steps of getting a driving license. The new initiative will also fix the accountability of motor vehicle inspectors. In case of an accident, the transport department will investigate if the driver was issued license according to the norms.

The new modules that would be given to the training schools would in three languages — Bengali, English and Hindi, Adhikari said in the Assembly. He also said that the transport department will also take some steps to stop drunken driving and bike racing which often lead to fatal accidents.

During his speech, the minister also stressed on the importance of producing more efficient drivers. Steps would also be taken to check the overloading of vehicles. He announced that ten more mini buses routes would soon be created in the city.

The minister also said that his department will soon give registrations to the e-rickshaws so that they can be brought under insurance coverage. More than 4,000 e-rickshaws have already been given registration.

দুর্ঘটনা কমাতে চালু হচ্ছে অ্যাপ, বাসে দেওয়া হবে স্মার্ট ফোন: পরিবহণমন্ত্রী

দুর্ঘটনা এড়াতে বিশেষ ব্যবস্থা নিচ্ছে রাজ্য সরকার। এখন থেকে বাড়িতে বসে কেউ ড্রাইভিং লাইসেন্স পাবেন না। রীতিমতো পড়াশোনো করে পরীক্ষায় পাশ করতে হবে। তারপর ট্রেনিংয়ে পাশ করতে হবে। আজ বিধানসভায় একথা বললেন রাজ্যের পরিবহনমন্ত্রী শুভেন্দু অধিকারী।

তিনি আরও বলেন, খড়গপুর IIT-কে দিয়ে সিলেবাস তৈরি করেছে সরকার। হিন্দি, ইংরাজি, বাংলা ভাষায় সেই সিলেবাস। পরে উর্দু ও নেপালি ভাষাতেও করা হবে। ড্রাইভিং ট্রেনিং এর সময় CCTV ফুটেজ সংরক্ষণ করা হবে। বড় দুর্ঘটনা ঘটলে সেই CCTV ফুটেজে ফিটনেসের বিষয়টি খতিয়ে দেখা হবে।

আরও কিছু গুরুত্বপূর্ণ সিদ্ধান্তের ঘোষণা করেন পরিবহনমন্ত্রী:

১৬ মার্চ থেকে পথদিশা অ্যাপ চালু হবে। এই পরিষেবা প্রথমে WBTC-তে চালু হবে। তারপর অন্য পরিবহন নিগমে। প্রত্যেকটি বাসে একটি করে স্মার্টফোন দেওয়া হবে।

একমাসের মধ্যে ১০টি নতুন AC মিনিবাস দুটি রুটে চালু হবে। এয়ারপোর্ট থেকে মধ্য কলকাতা এবং বেহালা থেকে এয়ারপোর্ট।

১০ মার্চ উত্তর ২৪ পরগনার বারাসাতে মেগা মেলা হবে। সেখানে ১০০০টি টোটোর বদলে ১০০০ টি ই-রিকশা দেওয়া হবে। তবে সরকার কোনও ভর্তুকি দিচ্ছে না। টোটোকে কোনও লাইসেন্স দেওয়া যাচ্ছে না। তার ফলে বিমাও করানো যাচ্ছে না।

৬টি চেক পোস্ট তৈরি করা হচ্ছে। ধলপুকুর, ডালখোলা, দাঁতন, করণদিঘি ও  ডানকুনিতে।

গ্রিন সিটিতে আধুনিক মানের ট্রাম চালানোর উদ্যোগ নেওয়া হয়েছে। এছাড়াও ছুটির দিনগুলিতে স্পেশাল ট্রাম পরিষেবা চালুর ভাবনা রয়েছে সরকারের।

State power department is aiming to develop the state as the power hub of the country and provide surplus power to various neighbouring countries on a large scale, power minister Sobhandeb Chatterjee said in the Assembly on Monday.

He said that the production of power has gone up in the last few years and the state government has already started providing the surplus power to Bangladesh. Now, the power department is planning to supply the power to neighbouring countries including Nepal, Bhutan. The department is also eyeing an increase of power in state in the next few years.

The power minister also claimed that Bengal ranks second after Maharashtra in terms of production of electricity without the assistance of the Centre. Power minister, on Monday, once again told the house that rural electrification work is on the verge of completion. The Minister said that his department is committed to providing quality electricity to the distant villages.

Following the Chief Minister Mamata Banerjee’s order, the power department has taken up all possible steps to ensure that the villages get the same quality of electricity as the city. The minister mentioned in the Assembly that around 14 villages are yet to be covered. The electrification work is almost done at 10 villages. The minister also said that the rural electrification work in the state would be completed by this year.

The Minister also said in the Assembly that the Centre is not allotting more money in this sector as demanded by the state government. He told the house that despite lowering of central assistance to 60 per cent from 90 per cent, the government remained committed to electricity to all.

 

উদ্বৃত্ত বিদ্যুৎ পার্শ্ববর্তী দেশগুলিতে বিক্রি করতে চায় রাজ্য

গ্রামীণ বিদ্যুদয়নে সংযোগ দেওয়ায় ৯৯ শতাংশের বেশি সাফল্য এসেছে রাজ্যের। বিদ্যুৎমন্ত্রী শোভনদেব চট্টোপাধ্যায় দপ্তরওয়ারি বাজেট পেশের সময় উল্লেখ করেছেন, এগারোটি জেলায় গ্রামীণ বিদ্যুদয়নের কাজ শেষ হয়েছে। চলতি অর্থবর্ষেই বাকি কাজ শেষ হয়ে যাবে। উদ্বৃত্ত বিদ্যুৎ রাজ্য বাংলাদেশ, ভুটান ও পূর্ব ভারতের রাজ্যেও বিক্রি করতে চায় বলে উল্লেখ করেছেন তিনি।

তিনি তথ্য দিয়ে জানান, ২০১১ সালে সর্বোচ্চ চাহিদা ছিল ৪০৪১ মেগাওয়াট। চলতি বছরের জানুয়ারিতে ৬২৩১ মেগাওয়াট। আগামী দুই-তিন বছরে আড়াই হাজার মেগাওয়াট আরও বিদ্যুৎ উৎপাদন হবে বলে তিনি দাবি করেন। মন্ত্রী সোমবার বাজেট আলোচনায় বলেন, “দীনদয়াল উপাধ্যায় বিদ্যুদয়ন প্রকল্পে কেন্দ্রের ৬০ শতাংশ দেওয়ার কথা। কেন্দ্র বলেছে ২০১৮ সালের মধ্যে গ্রামীণ বিদ্যুদয়নের কাজ শেষ করতে। আমরা বলছি, ২০১৭ সালের মধ্যে শেষ করে দেব। সুন্দরবনের দ্বীপেও বিদ্যুতের কাজ শেষের পথে।”

শহরের মতো গ্রামেও একই ভোল্টেজ থাকবে বলে তিনি দাবি করেন। তাঁর বক্তব্য, ৫৯টি গ্রামে আংশিক বিদ্যুৎ ছিল। তার মধ্যে ৪০টি তে কাজ শেষের পথে। তিনি জানিয়েছেন, রাজ্য সরকার সাগরদিঘিতে প্রথম ‘সুপার ক্রিটিকাল’ তাপবিদ্যুৎ কেন্দ্রের অনুমোদন দিয়েছে। এক্ষেত্রে কম কয়লা প্রয়োজন, ধোঁয়াও কম নিঃসৃত হয়।

আগামী অর্থবর্ষে দশটি সাবস্টেশন তৈরির লক্ষ্যমাত্রা নিয়েছে সরকার। মন্ত্রী সৌরবিদ্যুতে জোর দেওয়ার কথা জানিয়েছেন। রাজ্য ৫০০ মেগাওয়াট সোলার পার্ক তৈরিতে পূর্ব ও পশ্চিম মেদিনীপুরে কিছু জমি চিহ্নিত করেছে। জমিগুলি এই প্রকল্পের উপযোগী কি না, তা বিচার করা হচ্ছে বলে মন্ত্রী জানান। পাশাপাশি বিদ্যুৎ বণ্টন সংস্থা ইকো পার্কে সোলার ডোমও বানাচ্ছে।

The state government has procured 7.52 lakh metric tonne of paddy till February 24, Jyotipriyo Mallick, state Food and Supplies minister said in the Assembly on Monday.

The Minister said the government had procured 38.59 lakh metric tonne of paddy in Kharif marketing season (KMS) of 2015-16. Altogether, 328 centralised procurement centres have been set up in the state. He said the state government would meet the procurement target ahead of its schedule, adding that 18 lakh farming families were benefitted in the last KMS. In 2017 so far, he said 3.2 lakh farmer have sold paddy.

The Food and Supplies department, along with Health and Family Welfare department, jointly run a programme to combat malnutrition. 4,000 children suffering from severe acute malnutrition (SAM), identified by the Health department, are unit wise (mother and SAM child) being provided 5 kg rice, 2 kg wheat, 1 kg masur dal and 1kg Bengal gram per month free of cost for six months. Introduced in October 2014, the project has been very effective.

The State Government had budgeted Rs 5,020 crore to implement Khadya Sathi programme. January 27 was declared as Khadya Sathi Dibas by Chief Minister Mamata Banerjee. The department had set up model fair price shops (FPS), run by self help groups in six closed tea gardens in the first phase. In 2016-17, a project to construct 126 FPS in 86 tea gardens has been taken up to ensure availability of food grains to the beneficiaries.

 

২৪শে ফেব্রুয়ারী পর্যন্ত ৭.৫ লক্ষ মেট্রিক টন ধান সংগ্রহ করেছে সরকার: খাদ্যমন্ত্রী

“রাজ্যে কৃষকদের কাছ থেকে ধান কেনা নিয়ে রাজনীতি নয়, বরং সহযোগিতা করুন,” বিধানসভায় নিজের দপ্তরের বাজেট পেশ করতে গিয়ে আবেদন খাদ্যমন্ত্রী জ্যোতিপ্রিয় মল্লিকের।

তিনি বলেছেন, “যাঁরা ধান বিক্রি করেছেন তাঁদের নাম-ধাম তো বটেই, ফোন নম্বরও রয়েছে আমাদের কাছে। চাইলে মিলিয়ে দেখুন স্বচ্ছতার অভাব আছে কি না। সিপিএম কিন্তু এমন কোনও তথ্যভাণ্ডার করত না। করেনি। আমরা করেছি।”

তাঁর দাবি, রেশন কার্ডের হিসাবে জল মিশিয়ে গণবণ্টন ব্যাবস্থাকেই শেষ করে দেওয়া হচ্ছিল। একের পর এক দুর্নীতি হয়েছে। বাংলায় ১ কোটি ৩১ লাখ জাল কার্ড ধরা পড়েছে। নতুন সরকার তা ধরেছে। ব্যাবস্থা নিয়েছে।

খাদ্যমন্ত্রী বলেন, রাজ্যের মানুষ দু’টাকা কেজি চাল পান। কিন্তু বাইরে থেকে আর চাল কিনতে হয় না। রাজ্য স্বাবলম্বী। ফলে বাংলায় আর আমলাশোলের অনাহারের মৃত্যুর মতো ঘটনা ঘটবে না। ঘটতে দেওয়া হবে না। রাজ্যে কেরোসিনের বরাদ্দ কমিয়ে দেওয়া নিয়েও কেন্দ্রের বিরুদ্ধে সরব হন তিনি।

Trinamool Congress on Monday hit the streets protesting against the central government’s decision to link Aadhaar card with the midday meals programme in schools.

Trinamool’s women activists led by Chandrima Bhattacharya took out a rally in central Kolkata, demanding the immediate rollback of the move dubbing it “anti-people.” Belting out slogans and displaying posters on themselves, they said students will starve due to the linking.

“To make Aadhar cards for children, one has to start when they are still in the womb? Do people now have to carry out ultra sonography to determine the sex of the infant so they can apply for an Aadhar card? Does it mean, the Centre is trying to legalise foetal sex determination,” Bhattacharya questioned.

Bengal Chief Minister Mamata Banerjee had on Saturday termed as shocking the central government’s decision. “Now even infants (0-5 years) will need Aadhar cards? Aadhaar card for mid-day meals and ICDS? Shocking! 100 Days’ Work also not spared,” she had tweeted.

Meanwhile, the Kolkata Municipal Corporation (KMC) will continue to give midday meal to students in its schools, Mayor Sovan Chatterjee said.

মিড ডে মিলের জন্য আধার কার্ড বাধ্যতামূলক, কেন্দ্রীয় সরকারের এই সিদ্ধান্তের প্রতিবাদে আজ পথে নামলো মহিলা তৃণমূল কংগ্রেস। সুবোধ মল্লিক স্কয়্যার থেকে রানি রাসমনি অ্যাভিনিউ পর্যন্ত মিছিলটির নেতৃত্ব দেন তৃণমূল মহিলা কংগ্রেসের সভানেত্রী চন্দ্রিমা ভট্টাচার্য।

কেন্দ্রীয় সরকার ঘোষণা করেছে, মিড ডে মিল পাওয়ার জন্য স্কুল পড়ুয়াদের আধার কার্ড থাকতে হবে। এই সিদ্ধান্তের বিরুদ্ধে আগেই ক্ষোভ উগরে দিয়েছিলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। বলেছিলেন, “কেন্দ্রীয় সরকারের এই সিদ্ধান্ত অবিশ্বাস্য। গরিব, খেটে খাওয়া মানুষ, আমাদের প্রিয় শিশুদের অধিকার থেকে বঞ্চিত করা হচ্ছে।”

মিছিল থেকে এবিষয়ে কথা বলতে গিয়ে চন্দ্রিমা ভট্টাচার্য  বলেন, “কেন্দ্রীয় সরকার মিড ডে মিলের জন্য আধার কার্ড বাধ্যতামূলক করেছে। সেখানে বয়সসীমা দিয়েছে শূন্য থেকে শুরু। আমরা শূন্য বছরের মানে বুঝতে পারলাম না। তাহলে কি কেন্দ্রীয় সরকার চাইছে মায়ের গর্ভে থাকার সময়ই শিশুর আধার কার্ড করতে হবে? আধারকার্ড করতে গেলে ছেলে না মেয়ে জানতে হবে। তাহলে কি কেন্দ্রীয় সরকার চাইছে মায়ের গর্ভে থাকাকালীন শিশুর লিঙ্গ নির্ধারণ করা হোক? তার মানে BJP পরিচালিত সরকার বেআইনি কাজকে সমর্থন জানাচ্ছে।”

Expressing her concern over fatal road accidents, Chief Minister Mamata Banerjee on Friday said in the Assembly that stringent rules will be introduced to check rash driving especially motorcycle racing that leads to most accidents.

The Chief Minister said: “Illegal bike racing is coming up as a major problem in the state as it is claiming countless lives. It is fine when people use two-wheelers for their work but the government will confiscate bikes of those who will race. At the same time, stringent rules will also be in place.”

The Chief Minister had launched the state-wide “Safe Drive Save Life” campaign, a few months ago. It had helped in reducing the number of road accidents.

 

পথ দুর্ঘটনা কমাতে আরও কঠোর আইনের ভাবনা মুখ্যমন্ত্রীর

শুধু স্বাস্থ্য বা শিক্ষা নয়, বেনিয়মের মেরুদণ্ডে আঘাত হানতে বাইক-দৌরাত্মেও রাশ টেনেছেন মুখ্যমন্ত্রী। তিনি জানিয়েছেন, বেপরোয়া যান চলাচল ও বাইক-রেসিং বন্ধ করা হবেই।

নিত্য-নৈমিত্তিক মর্মান্তিক পথ-দুর্ঘটনার ব্যাপারে উদ্বেগ প্রকাশ করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। শুক্রবার বিধানসভায় তিনি জানান, বেপরোয়া যান চলাচল – বিশেষ করে বাইক-রেসিং, যা বেশির ভাগ সময় দুর্ঘটনা ডেকে আনে – রুখতে আরও কড়া আইন আনতে চলেছে রাজ্য সরকার।

মুখ্যমন্ত্রী বলেন, “বেআইনি বাইক-রেসিং এই মুহূর্তে রাজ্যের একটি বিরাট সমস্যা কারণ এতে অনেক প্রাণহানি ঘটছে। কাজকর্মের জন্য মানুষ বাইক ব্যবহার করতেই পারেন। কিন্তু যারা রেস করবে তাঁদের বাইক বাজেয়াপ্ত করবে রাজ্য সরকার। এ ছাড়াও আরও কড়া আইন আনা হবে।”

কয়েক মাস আগেই মুখ্যমন্ত্রী “সেফ ড্রাইভ সেভ লাইফ” প্রচার শুরু করেন যার ফলে রাজ্যে পথ-দুর্ঘটনা অনেক কমেছে।

Bengal Chief Minister Mamata Banerjee’s sustained push towards employment generation and empowerment of the youth has been generating results. The India Skills Report 2017 gives another proof of that.

The State is ranked number one in the category of ‘Employable Candidates in the Age Group of 18-21’, and a commendable number three in the category of ‘Employable Candidates in the Age Group of 26-29’.

The holistic educational policies being followed by the Trinamool Congress Government in Bengal is also bearing rich fruits. In the categories of both ‘English as Second Language’ and ‘Numerical Abilities’, the State is ranked number one, according to India Skills Report 2017, while in ‘Critical Thinking’, it is in the second position. In ‘Computer Skills’, Bengal stands at number four.

In the category of ‘States with Highest Employable Population’, Bengal stands at number three. It is important to note that in all the above categories, the State’s ranking has improved with respect to the previous years, as is evident from the previous reports.

Bengal also did well in the category of ‘Employable Women’. In the city-wise category, Kolkata took the top spot, while the State as a whole is at the sixth position.

 

‘ইন্ডিয়া স্কিল রিপোর্ট ২০১৭’ তে বাংলার জয়জয়কার

বাংলার যুব সম্প্রদায়কে স্বাবলম্বী হয়ে ওঠার যে ঐকান্তিক প্রয়াস মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় করছেন তার ফল স্বরূপ ‘ইন্ডিয়া স্কিল রিপোর্ট ২০১৭’ তে বাংলার জয়জয়কার।

‘১৮ থেকে ২১ বছরের মধ্যে নিয়োগের যোগ্য প্রার্থী’ বিভাগে সব রাজ্যকে পিছে ফেলে দিয়ে বাংলা এক নম্বরে। ‘২৬ থেকে ২৯ বছরের মধ্যে নিয়োগের যোগ্য প্রার্থী’ বিভাগে বাংলার স্থান তিন নম্বরে।

মমতা বন্দ্যোপাধ্যায়ের নেতৃত্বে যে বাংলায় শিক্ষা ব্যবস্থার মানও উন্নত হয়েছে তার প্রমান মিলল এই রিপোর্টে। ‘ইংরেজি দ্বিতীয় ভাষা’ বিভাগে এবং ‘সংখ্যাগত দক্ষতা’ বিভাগে বাংলার স্থান রাজ্যগুলির মধ্যে শীর্ষে। ‘সমালোচনামূলক চিন্তাধারা’ বিভাগে বাংলা পেয়েছে দ্বিতীয় স্থান এবং ‘কম্পিউটার শিক্ষা’ বিভাগে চতুর্থ স্থানে রাজ্যের।

‘নিয়োগের যোগ্য জনগণ’ বিভাগে রাজ্য তৃতীয় স্থান অধিকার করেছে। ‘নিয়োগের যোগ্য মহিলা’ বিভাগে কলকাতা দেশের সব শহরকে টেক্কা দিয়ে এক নম্বর স্থানে। এই বিভাগে সামগ্রিক ভাবে রাজ্যের অবস্থান ৬ নম্বরে।

গত কয়েক বছরের তুলনায় ২০১৭র এই রিপোর্টে বাংলার স্থান অনেকটাই উন্নত হয়েছে। এর পুরো কৃতিত্ব অবশ্যই প্রাপ্য মমতা বন্দ্যোপাধ্যায়ের দূরদর্শিতা ও নেতৃত্ব।

Mamata Banerjee led Government has ushered in sweeping reforms in healthcare system in the State with the new West Bengal Clinical Establishments (Registration, Regulation and Transparency) Bill, 2017.

The bill aims to regulate the private hospitals and bring in transparency in the manner in which they operate.

It may be mentioned that on 22 February, the Chief Minister had conducted a meeting with representatives of various private hospitals and nursing homes in Kolkata. In the meeting she had announced the formation of a regulatory commission for private hospitals.

Highlights of the bill:

  • From bed charge to cost of surgery or ICU charges, all packages must have a specific charge. Patients must not be charged more than what is mentioned in the rate chart.
  • Additional costs, if any, during the course of treatment, cannot exceed a certain percentage of the package. The additional cost must be clearly specified in the bill.
  • Every hospital must display the fixed rate chart.
  • e-prescriptions and all medical records must be given to patients.
  • Help desks must be set up to assist families of patients regarding any information about the bill or treatment.
  • Hospitals cannot withhold the bodies of deceased patients if bill is pending.
  • Primary treatment must be provided to accident victims before informing the police.
  • Hospitals with more than 100 beds must start fair price medicine shops.
  • If any hospital violates the new law, they will be fined Rs 10 lakh or more. Government also has the right to cancel their license.

 

মমতা বন্দ্যোপাধ্যায়ের হাত ধরে স্বাস্থ্যক্ষেত্রে বিরাট সংস্কার

এবার হাসপাতালের লাগাম ছাড়া বিলে রাশ টানতে কড়া আইন আনলেন মুখ্যমন্ত্রী। নতুন যে আইন মুখ্যমন্ত্রী তৈরি করছেন, তাতে কী থাকছে?

• নতুন বিলের নাম ওয়েস্ট বেঙ্গল ক্লিনিক্যাল এস্টাব্লিশমেন্টস (রেজিস্ট্রেশন, রেগুলেশন অ্যান্ড ট্রান্সপেরেন্সি) বিল ২০১৭।

• অপারেশন থেকে শুরু করে বেডের চার্জ, আইসিইউ থেকে যেকোনও প্যাকেজের দর নির্দিষ্ট করে রাখতে হবে। তার থেকে বেশি টাকা কোনও অবস্থাতেই নেওয়া যাবে না।

• চিকিৎসা চলাকালীন আরও কোনও খরচ বাড়লেও সেই রেট বা চার্জের বাইরে একটি নির্দিষ্ট শতাংশ টাকাই অতিরিক্ত হিসেবে বিলে সংযোজন করা যাবে। অতিরিক্ত খরচের সবটা বিলে স্পষ্ট করে উল্লেখ করতে হবে।

• ফিক্সড রেট চার্ট টাঙিয়ে দিতে হবে প্রত্যেকটি হাসপাতালে।

• ই-প্রেসক্রিপশন ও সব মেডিক্যাল রেকর্ডসের ই-কপি সব রোগীকে সরবরাহ করতে হবে।

• বিল ও চিকিৎসা সংক্রান্ত সমস্ত তথ্য রোগীর পরিবারকে জানানোর জন্য হাসপাতালে হেল্প ডেস্ক স্থাপন করতে হবে।

• বিল বাকি থাকলেও মৃতদেহ কোনও ভাবে আটকে রাখা যাবে না।

• দুর্ঘটনায় আহত ব্যক্তিকে হাসপাতালে নিয়ে গেলে আগে প্রাথমিক চিকিৎসা করে তার পর পুলিশকে জানাতে হবে।

• ১০০ বা তার বেশি শয্যাবিশিষ্ট হাসপাতালে ফেয়ার প্রাইস মেডিসিন শপ চালু করতে হবে।

• নতুন আইনের কোনও ধারা অমান্য করলে বেসরকারি হাসাপাতালের ১০ লাখ টাকার বেশি জরিমানা এবং লাইসেন্স বাতিলের ক্ষমতা থাকছে রাজ্য সরকারের হাতে।
