Crowd and traffic control during Durga Puja in the added areas of Kolkata – where there’s been a phenomenal rise in number of mega-budget pujas – is turning into a bigger challenge every year for Kolkata Police but they have been doing the job with great dedication and professionalism.
Deployment of forces
The Kolkata Police have decided to deploy the additional policemen to control the crowd and ensure smooth traffic movement from Chaturthi onward. All senior police officers will be on duty. Around 4,500 special forces, 2000 volunteers of National Cadet Corps and 500 home guards will be deployed to ensure that no untoward incidents take place in the city during Puja. Traffic will be barred on many roads from 3 PM to 1 AM on Panchami and up to 3 AM till Navami. Kolkata Police has also drawn up specific traffic regulations on 133 streets.
There will be around 5,000 policemen on Chaturthi and the number will go up to 12,000 from Panchami. There will be 21 quick response teams and 25 heavy radio flying squads (HRFS). Around 76 additional surveillance cameras will be installed and there will be 46 watch towers all around the city. The Rashbehari and Gariahat area has been divided into four zones for better policing. Necessary legal steps would be taken against bikers without helmets or riding bikes with two persons on the pillion.
A few hundred constables and over hundreds of trainee traffic sergeants will be the additional forces on the road on all Puja days. Most of the divisions and the traffic wing have increased their staff strength. This extra force will be deployed in the added areas where road space is restricted. In addition, help will be taken of the numerous of CCTV cameras to cover all the major crossings of the added areas. Based on real time inputs, necessary deployments will be made.
Newly-added areas under Kolkata Police
The added areas spread over 104 sq km and include 13 police stations. Unlike other years, this time the full police bandobast will begin on Panchami itself.
There are at least 28 big pujas in this new area and over 1,000 medium-scale pujas. Additional manpower has been sought from the state police but top officers have been asked to prepare their plan with existing resources.
Other arrangements
NCC cadets, scouts, students and several NGOs has sought for support for managing crowds at pandals,. Like last year, information regarding traffic, the situation at pandals and those lost in crowd will be transmitted on the AIR FM channel.
Both the state police and Kolkata Police held a series of meetings and chalked out elaborate plans to avoid any sort of untoward incidents during Durga Puja.
Bengal Chief Minister Mamata Banerjee recently held a meeting with various Durga Puja committees at Netaji Indoor Stadium in Kolkata, where she spoke about all forms of cooperation between the administration and the Puja committees.

কলকাতা ও তার সঙ্গে যুক্ত হওয়া নতুন অঞ্চল গুলোয় বিগ বাজেট পুজোর সংখ্যা যত বাড়ছে, ততই কলকাতা পুলিশের পক্ষে প্রতি বছর পুজোর দিনগুলোতে একদিকে মানুষ ও অন্যদিকে যানবাহনের গতিবিধি নিয়ন্ত্রণ করা ততটাই চ্যালেঞ্জিং হয়ে উঠছে।
কর্মী বিন্যাস
এবার ৪০০০ জন পুলিশ কর্মী রাস্তায় থাকবেন, সঙ্গে থাকবেন হোমগার্ড। পঞ্চমী অবধি দুপুর ৩টে থেকে রাত ১টা ও ষষ্ঠী থেকে নবমী অবধি দুপুর ৩টে থেকে রাত ৩টে অবধি বহু রাস্তায় যান চলাচল বন্ধ রাখা হবে। কলকাতা পুলিশ ১৩৩টি রাস্তায় যানবাহন চলাচলের জন্য একটি বিশেষ নির্দেশিকাও জারি করেছে।
অতিরিক্ত ব্যবস্থা হিসেবে চতুর্থীতে রাস্তায় প্রায় ৫০০০ পুলিশ কর্মী এবং পঞ্চমীতে প্রায় ১২০০০ পুলিশ কর্মী রাস্তায় থাকবে। এছাড়া ২১টি কুইক রেসপন্স টিম এবং ২৫টি রেডিও ফ্লায়িং স্কোয়াড থাকবে। এছাড়া সমগ্র শহর জুড়ে ৭৬টি সিসিটিভি ক্যামেরা এবং ৪৬টি ওয়াচ টাওয়ার বসানো হয়েছে।
রাসবিহারী ও গড়িয়াহাট এলাকাকে ৪টি জোনে ভাগ করা হয়েছে। হেলমেট না পরে বাইক চালালে তাদের জন্য প্রয়োজনীয় আইনি ব্যবস্থা নেওয়া হবে। পুজোর দিনগুলিতে ১০০ জনের বেশি কনস্টেবল, ১০০ জন ট্রাফিক সার্জেন্ট সহ অতিরক্ত পুলিশ বাহিনীও মোতায়েন করা হয়েছে। প্রতিটি থানা ও ট্রাফিক বিভাগ তাদের কর্মী সংখ্যা বাড়িয়েছে। যেসব রাস্তায় যানবাহন চলাচল বন্ধ রাখা হবে, সেসব জায়গায় এই অতিরিক্ত পুলিশ বাহিনীকে মজুদ রাখা হবে। সব রাস্তার সংযোগস্থলগুলি ও গুরুত্বপূর্ণ জায়গাগুলির ওপর থাকবে সিসিটিভির নজরদারি যাতে যেকোনো পরিস্থিতিতে সঙ্গে সঙ্গে ব্যবস্থা নেওয়া যায়।
কলকাতা পুলিশের আওতায় আসা নতুন অঞ্চল
১৩টি থানা ও তার সঙ্গে ১০৪ বঃ কিঃমিঃ অঞ্চল কলকাতা পুলিশের আওতায় নথিভুক্ত হয়েছে। এই নতুন অঞ্চল গুলির মধ্যে অন্তত ২৮টি বিগ বাজেট পুজো ও ১০০০এর বেশি মাঝারি পুজো হয়ে থাকে।
অতিরিক্ত ব্যবস্থা
সূত্রের পাওয়া খবর অনুযায়ী, এনসিসি ক্যাডেট, স্কাউট, স্কুল পড়ুয়ারা ও বিভিন্ন স্বেচ্ছাসেবী সংস্থার সদস্যরা প্যান্ডেলে মোতায়েন থাকবে। বিভিন্ন রাস্তায় যানবাহনের গতিবিধি, প্যান্ডেলের অবস্থা ও কেউ হারিয়ে গেলে তা সরাসরি এয়ার এফএম চ্যানেলে ঘোষণা করা হবে।
দুর্গা পুজোর সময় কিভাবে যান চলাচল নিয়ন্ত্রিত হবে, কোন রকম অপ্রীতিকর ঘটনা যাতে না ঘটে তা নিয়ে বেশ কয়েক দফা বৈঠক করেছে রাজ্য ও কলকাতা পুলিশ।
কয়েকদিন আগেই নেতাজি ইনডোর স্টেডিয়ামে পুজো উদ্যোক্তাদের নিয়ে একটি বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়, সেখানে তিনি বলেন পুজো কমিটিগুলিকে সব রকম সহযোগিতা করবে প্রশাসন।
