Like every year, this year too the State Government has put all arrangements in place for a peaceful Kali Puja.

Checking sound pollution

The Supreme Court had passed an order that allowed firecrackers to be burnt only from 8pm to 10pm, and that too those that do not cross the sound limit of 90 decibels. The West Bengal Pollution Control Board (WBPCB) and the police will see to it that these orders are strictly followed.

The Environment Protection (EP) Act provides for a maximum punishment of five years’ prison term and fine to the extent of Rs 1 lakh against violators.

Senior officials of WBPCB and Kolkata Police have also held a meeting in this regard with the associations of various apartments in the city.

Kolkata Police has urged people to buy crackers from the temporary Baji Bazaars. Five will be set up in Kolkata and three in Howrah. The WBPCB will also upload a list of permissible crackers on their Paribesh app, while the police will distribute leaflets in their respective jurisdictional areas so that people have a clear idea of the crackers that have passed the sound test standards.

Security arrangements

There will be more than 3,000 Kali Pujas in Kolkata and its suburbs. The police and the administration are leaving no stone unturned to make it a happy occasion for everybody concerned.

There will be special police arrangements in certain places and police pickets at more than 600 spots. The police will continuously move around in cars and motorbikes to see to it that there will be no disorder. They will also use auto-rickshaws for the purpose, to get to places which cannot be accessed by police jeeps.

There will also be heavy-duty flying squads and radio flying squads, along with quick response teams (QRT).

Firefighting arrangements

For more effective firefighting, the Fire and Emergency Services Department will deploy four motorcycles mounted with basic firefighting infrastructure for each fire station headquarters in the state, on the day of Kali Puja and the following day. The department has 144 fire stations in buildings of their own and two in temporary structures.

Mobile fire stations will be set up in Tiljala, Topsia, Tangra, Tollygunge, Bhowanipore, Behala, Amherst Street and Bowbazar in Kolkata, Chapadali in Barasat, Naihati, Bantra in Howrah and some other places.

The department will also set up 18 stalls at 18 pandals, selected on the basis of the number of people they attract, combining Kolkata and the districts, for creating awareness about fire safety and security.

Immersion preparations

Thirty-four ghats have been identified for immersion. These would be manned by police personnel and would have CCTV arrangements. Watchtowers too will be there for the purpose of security.

Disaster management teams of Kolkata Police will be placed at several ghats. There will be river traffic rescue teams at every ghat. Last but not the least there will be police pickets at around 250 spots along various immersion routes.

Like every year, Kolkata Police has unveiled the guidemap for Durga Puja 2018. Live information about 1,800 puja pandals will also be available from the ‘Bandhu’ app. Apart from ‘Bandhu’, people can also track waiting time and queues from the ‘Utsav’ app.

Kolkata Police has planned to come up with live streaming of some major puja pandals throughout the city, during this year’s Durga Puja. The number of ‘Bandhu’ app users has crossed 2.5 lakh. This year, people can monitor live information about almost 1,800 puja pandals throughout the city.

Apart from ‘Bandhu’, another app called ‘Utsav’ was also introduced a few years ago for Durga Puja. Kolkata Police has also informed that the ‘Utsav’ app has now been upgraded with some new features. Through this app, people can easily track the locations of the pandals and can find the ways to reach them.

Also, a new section has been added in the app for the puja committees. From now on, puja committees will be able to upload details of their pandals such as theme, attraction details, images and many more on the app. This would help them to attract more pandal hoppers.

Kolkata Police is always there to help school students in their times of need.

If any student is stuck in any part of the city due to traffic snarls, they or their guardians are requested to call the police at 1073 (Traffic Helpline) or 100. Kolkata Police promises to immediately help them to reach their schools on time.

Keeping in mind the examination schedules and the need for school children to reach their schools on time, Kolkata Police has set up special assistance points in the vicinity of many schools. These can also be contacted for any kind of assistance.

In a post it put up on its Facebook page, Kolkata Police has said that school children will always be a priority and so asks students and guardians to not hesitate to call up the helpline numbers or contact its special assistance units. The post assures people that ‘We are just a phone call away and ready to serve the school kids.’

Chief Minister Mamata Banerjee today showered praises on the state police force. She said they did not get any holidays and cannot even spend time with their families during festivals because of their commitment to work. She also praised the various community development programmes started by the police.

The Chief Minister also said that ‘Safe Drive, Save Life’ will become a global model one day, and asked each and every one to spread awareness about road safety.

Highlights of the CM’s speech:

  • We started this event called ‘Jaya Hey’ in 2011. I hope this event will reach newer heights of glory in the days to come.
  • The police does not have any holidays. They do not celebrate any festival with their festivals. Their work is to serve the country 24X7 for 365 days. People are part of their larger family.
  • From Dol to Eid – during every festival we need them. From social functions to road accidents, police is required. Whenever any disaster takes place in the Hills, the police goes for rescue and relief operations. We cannot spend a second without their help.
  • The police to their work willingly and with earnestness. Their families are their pillars of support. We cannot do anything for them. So we started this function.
  • We all commit mistakes. When we work for 365 days in a years, small slip-ups are bound to happen. We must remember that. Whether it is scorching heat or raining torrentially, even when we do not want to step out, a traffic police personnel has to perform his duty. They are the guardians of the people.
  • Presence of police assures us of our safety. They have to be alert all the time. Their work is not just providing training or maintaining law and order. They also take part in community development programmes. They organise blood donation camps.
  • Like Kanyashree, Safe Drive Save Life will become a global model one day. It is being implemented in other States as well. What Bengal thinks today, India thinks tomorrow. Number of road accidents have reduced a lot ever since this project was launched.We all must raise awareness about road safety. We must all participate to save even one precious life.
  • It is the police’s job to save lives, not take them. My best wishes to all police personnel and their families on this special day. My best wishes to all those who are associated with this ‘Jaya Hey’ programme.

Kolkata Police (KP) has come up with another innovative way to reduce road accidents – using posters depicting scenes from famous films, both Bengali and Hindi, but with the original dialogues replaced with ones creating awareness about traffic safety rules.

A separate cell has been created by KP for this purpose. According to the police, such a move will draw the attention of people more quickly than just plain vanilla messages.

The bike scene from Sholay has been used well in this context – the one when the song ‘Ýeh dosti hum nahin todenge’ happens. Jai is shown saying, ‘Having fun, bro?’ to which Veeru replies, ‘Let’s try something different,’ and climbs on to Jai’s shoulder (second slide). The next scene shows a bloodied Jai lying on the ground, his head on Veeru’s lap, saying, ‘bro … paying the price of reckless driving.’

This series of posters has been posted in Twitter too. Seeing its popularity, Kolkata Police has decided to put up more such posters in the future.

With the spurt in cyber crimes of various types, Kolkata Police has decided to set up a cyber crime cell in each of the nine police divisions in its jurisdiction. According to the police, there are a growing number of complaints of tech torment, especially from women.

The first two cyber crime cells have been planned to be in the Port and South Suburban divisions. Currently, there is only one such cell for the entire city – functioning from the police headquarters at Lalbazar.

The primary duty of the cyber crime cells will be to tackle trolling and provide the forensic back-up needed for investigating cyber offences. Complaints related to e-mail hacking, fake social media profiles and cheating through impersonation are common. A large number of such complaints are received from women.

On an average, around 200 cases are forwarded to the cyber crime cell at Lalbazar from the 79 police stations annually. Add to that the complaints the cell receives via emails and the social media. This year till May, the Lalbazar cell has received more than 1,700 complaints.

Last October, 86 posts had been created for tackling cyber crime. Apart from new recruits, select officers from police stations are being trained to investigate cyber offences.

The Bengal Government is soon going to buy sea scooters for rescuing swimmers stuck in high waters. These scooters would be operated by the coastal police force, whose officers would patrol the coastal areas on these scooters.

Along with the popularity of coastal tourism has come the attendant problem of marine accidents. People sometimes wrongly gauge the depth of water, direction of current, tidal situations, and fall in trouble. The sea scooters would prevent fatalities from these accidents.

The scooters would be of use not only for rescuing swimmers but also fishermen whose boats and trawlers may overturn due to strong currents or storms.

Kolkata Police has six such scooters at present. For patrolling the coasts, the coastal police has 10 all-terrain vehicles (ATV).

 

পর্যটকদের উদ্ধারের জন্য ‘সি স্কুটার’ কিনবে রাজ্য

সমুদ্রে আপৎকালীন অবস্থায় পর্যটকদের উদ্ধারের জন্য ‘সি স্কুটার’ কিনবে রাজ্য সরকার। যেগুলি তুলে দেওয়া হবে রাজ্য সরকারের উপকূল পুলিশের হাতে। প্রাথমিকভাবে দশটির মত ‘সি স্কুটার’ কেনার ব্যাপারে ভাবনা চিন্তা চলছে।

রাজ্য জুড়ে পর্যটন শিল্পের বৃদ্ধির সঙ্গে সঙ্গে সামু্দ্রিক এলাকাগুলিতে প্রতিবছর পর্যটকদের সংখ্যা বাড়ছে। বিশেষ করে ভরা মরসুমে পাহাড় বা জঙ্গল দেখতে যেমন পর্যটকরা ভিড় করেন, তেমনই সমুদ্রের ধারগুলি যেমন দীঘা, মন্দারমনি এলাকায় প্রচুর পর্যটক যান।

আপৎকালীন অবস্থায় যাতে দ্রুত পর্যটকদের কাছে পৌঁছে তাদের উদ্ধার করা যায় সেকারণেই এই ‘সি স্কুটার’ কেনার পরিকল্পনা করা হয়েছে। বাংলা ছাড়াও দেশের অন্যান্য রাজ্য এবং বিদেশ থেকেও পর্যটকরা নানাসময় সমুদ্রের পাড়ে ভিড় করেন। ফলে নিরাপত্তার দিকটি চিন্তা করেই এই ধরনের যান কেনার কথা ভেবেছে রাজ্য।

এই ‘সি স্কুটারে’ যারা দায়িত্ব থাকবেন, তাদের কাছে থাকবে ওয়াকি টকি। অল্প এবং গভীর, দু’রকম জলেই এই স্কুটার নিয়ে ঘোরা যাবে। বিচে কর্তব্যরত পুলিসকর্মী এবং ওয়াচ টাওয়ারে যারা পাহারায় থাকবেন তাদের সঙ্গে যোগাযোগ রেখে চলবেন এঁরা। রাজ্যে আপাতত ১৪টি উপকূল পুলিশ থানা থাকলেও মূলত সমুদ্রের যে জায়গাগুলিতে পর্যটকরা নামেন সেই জায়গাগুলিতেই এই ‘সি স্কুটার’ ব্যবহার করা হবে। পর্যটকদের লক্ষ্য রাখার জন্য মাঝে মাঝে ‘সি স্কুটার’ নিয়ে এঁরা চক্কর কাটবেন।

শুধুমাত্র স্নান যারা করবেন তাদের ক্ষেত্রেই নয়, সমুদ্রে যারা মাছ ধরতে যান তাদের যদি কখনও নৌকাডুবি হয়, তবে সেক্ষেত্রেও কাজে লাগতে পারে এই ‘সি স্কুটার’। উদ্ধারকারী নৌকা বা লঞ্চ যেমন ছুটবে ডুবন্ত যাত্রীদের উদ্ধারের জন্য, তেমনি ছুটবে এই ‘সি স্কুটার’। যাতে দ্রুত উদ্ধারের কাজ চালানো যায়। কলকাতা পুলিসের কাছে আপাতত এই ধরনের ছ’টি যান আছে।

ইতিমধ্যেই উপকূল পুলিশের হাতে এসেছে ‘অল টেরেন ভেহিক্যাল’, যা যে কোনও রুক্ষ অঞ্চল দিয়েও চলাচল করতে পারবে। মূলত নদী এবং সমুদ্রের পাড় দ্রুত চলাচলের কথা চিন্তা করেই এগুলি কেনা হয়েছে। উপকূল পুলিশের হাতে এমন গাড়ি আছে ১০টি। বিচে নজরদারি চালাতেই ওই গাড়িগুলি ব্যবহার করা হয়।

Kolkata Police (KP) has stepped up efforts to ensure the safety of women in the city. It has decided to create a squad of 20-odd female officers called SHE, which will patrol on scooters to watch over women in places where they are likely to need help. The officers will be handpicked from across the force.

The project is the will be a first for Kolkata in terms of an all-women squad on two-wheelers. In 2014, female officers had been deployed as part of the Reinforce City Patrol (RCP) fleet posted at strategic locations to react quickly to street crime.

The officers to be selected for the squad will be ones who already ride two-wheelers. They will all be given new scooters for official duty.

The focus of the SHE project is on the surrounding areas of girls’ schools and colleges, lakes and shopping malls where the footfall of women is high, according to sources in Kolkata Police.

A senior police officer said a project like SHE would go a long way in making women feel secure, especially when they are out alone.

Kolkata currently has eight all-women police stations, one in each division under Lalbazar except the East division that was created recently. These police stations have been set up for effective and sensitive handling of complaints about crimes against women.

Comprising the force of female personnel of Kolkata Police are 113 sub-inspectors, 131 assistant sub-inspectors and 444 constables.

On the eve of International Women’s Day on March 8, another all-women patrol squad called Knightingale was launched in the South Division jurisdictional area of KP.

কলকাতার রাস্তায় টহল দেবে মহিলা পুলিশের বাইকবাহিনী

এতদিন নজরে পড়ত পুরুষ পুলিশকর্মীদের মোটরবাইকে টহল। শহরের রাজপথে এবার দাপিয়ে বেড়াবে পুলিশের প্রমীলা মোটর বাইকবাহিনী।

লালবাজার ঠিক করেছে, ২৫টি মোটরবাইকে সারা শহরে টহলদারি দেবে মহিলা পুলিশ। মূলত মেয়েদের স্কুল-কলেজ চত্বর এবং যেখানে মহিলাদের বিপদে পড়ার সম্ভাবনা থাকে, এমন সব জায়গায় ওই বাহিনী চক্কর কাটবে। রাতে শহরে যেখানেই সমস্যা সৃষ্টি হবে, সেখানেই পৌঁছে যাবে বাহিনী। লালবাজার এবং বিভিন্ন থানা থেকে দু’তিনটি করে মোটরবাইক নিয়ে দল বেঁধে ওই টহলদারি চলবে।

লালবাজার সূত্রের খবর, প্রশিক্ষণ শেষ করে গত বুধবার ৯৬৯ জন কনস্টেবল পাকাপাকিভাবে কলকাতা পুলিশে কাজে যোগ দিয়েছেন। তাঁদের মধ্যে ৯১ জন মহিলা। কাজে যোগ দেওয়া ওই ৯১ জন মহিলার মধ্যে অনেকেই মোটরবাইক চালানোর ব্যাপারে পারদর্শী।

তাঁদের মধ্যে থেকে ১৫ জন এবং বাকি যে মহিলা কনস্টেবলরা এখন র‌্যাফ বা অন্য শাখায় কর্মরত রয়েছেন, তাঁদের থেকে আরও ১০ জনকে নিয়ে ২৫ জনের একটি বাহিনী শুরুতে গঠন করা হবে। প্রত্যেক মহিলা কনস্টেবলকে মোটরবাইক চালানোর জন্য লাইসেন্সের ব্যবস্থা করবেন কর্তৃপক্ষ। এরপর রাস্তায় টহলদারিতে নেমে কী কী বিষয়ে নজর রাখতে হবে সে ব্যাপারে তাঁদের একটি বিশেষ প্রশিক্ষণ দেওয়া হবে। টহলদারির সময় যোগাযোগের জন্য তাঁদের দেওয়া হবে সরঞ্জামও।

প্রসঙ্গত, ২০১৫ সাল থেকে কলকাতা পুলিশের ছ’টি ভ্যান চালাচ্ছেন মহিলা পুলিশকর্মীরা।

On February 8, 2018, Kolkata Police had launched Project Shuddhi, a path-breaking attempt to rehabilitate petty criminals who are also victims of substance abuse.
‘Shuddhi’ is not just another community policing tool. Most of the candidates identified under the project are involved in petty crimes owing to their addiction. Repeated arrests and imprisonment will not change their lives for the better, but a more holistic approach will. ‘Shuddhi’ gives these youth a chance to reclaim their lives and rejoin the mainstream.
For the first time in the history of Indian policing, Kolkata Police had reached out to ordinary citizens as part of this unique initiative, as a source of ‘crowd funding’, in order to raise funds for the project.
“Overwhelming support from all of you has both surprised and delighted us. Since the project’s launch, our mailbox has been flooded with requests, both from families of potential candidates and rehabilitation centres who wish to be part of the project,” Kolkata Police wrote on their Facebook page.
What moved the Kolkata Police most was the generosity of those who offered to ‘adopt’ the substance abuse victims — strangers who are presumably ‘criminals’ and belong to the lowermost rung of society, people who may not even be able to fathom the implication of the ‘help’ that they are receiving, people with a past.
“Today, as we send off our first batch of candidates to their treatment centres, we’d like to salute these sponsors, the real heroes in our fight against drug abuse and crime. With such heroes on our side, victory shall be ours” Kolkata Police wrote on their Facebook Page.

 

কলকাতা পুলিশের অভিনব উদ্যোগ ‘শুদ্ধি’

নতুন বছরের ৮ই ফেব্রুয়ারি কলকাতা পুলিশ চালু করলো তাদের অভিনব প্রকল্প ‘শুদ্ধি’। বিভিন্ন নেশায় আসক্ত হয়ে অপরাধের স্রোতে ভেসে যাওয়া লোকেদের পুনর্বাসন দেওয়া হবে এই প্রকল্পের মাধ্যমে।
এই প্রকল্পের জন্য যাদের বেছে নেওয়া হয়েছে, তারা বিভিন্ন আসক্তির জন্য ছোট খাটো অপরাধের সঙ্গে যুক্ত। বারবার গ্রেপ্তার করে তাদের জীবন কোনওভাবে বদলানো যাচ্ছে না। কলকাতা পুলিশ তাই ঠিক করেছে যে এই পুনর্বাসন প্রকল্পের মাধ্যমে তাদের মূলস্রোতে ফিরিয়ে আনার চেষ্টা করা হবে।
সারা দেশে কলকাতা পুলিশই প্রথম এরকম একটা প্রচেষ্টা করছে। এই প্রকল্পের জন্য অর্থ সংগ্রহ করতে সাধারন মানুষদের কাছে পৌঁছেছেন তারা। সোশ্যাল মিডিয়া ব্যবহার করে শুরু হয়েছে ‘ক্রাউড ফান্ডিং’।
জনসাধারণের বিপুল সাড়া কলকাতা পুলিশকে দিয়েছে অনুপ্রেরনা। ফেসবুকে এই প্রকল্পের ঘোষণার পর থেকে কলকাতা পুলিশের মেল বক্স ভরে গেছে অনুরোধে। রিহ্যাব সেন্টার থেকে শুরু করে সমাজের নানা শ্রেণীর মানুষ এই প্রকল্পের অংশ হতে চাইছে।
তথাকথিত অপরাধী বা নেশায় আসক্ত সমাজের প্রান্তিক মানুষদের মুলস্রোতে ফিরিয়ে আনতে এই বিপুল উৎসাহের ফলে অভিভূত কলকাতা পুলিশ তাদের ফেসবুক পেজে ধন্যবাদ বার্তাও দিয়েছে।

In a bizarre practice, the procedures of performing autopsy were starkly different, till date, among different hospitals in Kolkata and that of districts. This system is set for a change as the State Health Department has come up with a set of ‘Standard Operating Procedures’ (SOP) for autopsies. A draft set of guidelines was prepared in 2015.
As per the new guidelines, the process of autopsy that has to be followed will be clearly mentioned. All hospitals – whether in the State capital or in districts – have to follow that. Additionally, the 5-page SOP lists the basic requirements for the morgues – their dimensions, internal environment etc.
Incidentally, for the last three months, autopsy reports in Kolkata are made available online by the Kolkata Police. An OTP is sent to the mobile number of a relative of the deceased, using which they can download it from the police’s website. Measures are being taken to launch this service across the State.

 

 

ময়নাতদন্তের অভিন্ন নিয়ম চালু হতে চলেছে রাজ্যে

 
একই রাজ্য৷ অথচ এতকাল অস্বাভাবিক প্রতিটি মৃত্যুর ঘটনায় বাধ্যতামূলক যে ময়নাতদন্ত , তা চলে আসছিল ভিন্ন ভিন্ন নিয়মে৷ শহরের মেডিক্যাল কলেজে এক রকম, জেলায় অন্য রকম৷ এহেন ব্যবস্থাটা বদলাতে চলেছে৷ গোটা রাজ্যে চালু হতে চলেছে ময়নাতদন্তের অভিন্ন নিয়ম, পদ্ধতি৷ স্বাস্থ্য দপ্তরের উদ্যোগে ২০১৫ সালে তৈরি হয় প্রথম খসড়া নিয়মাবলি৷
কী থাকবে নয়া নিয়মাবলিতে? প্রথমত, কোন পদ্ধতিতে ময়নাতদন্ত সম্পন্ন করবেন এক জন বিশেষজ্ঞ, সেটা চিহ্নিত করা রয়েছে৷ পাশাপাশি , মর্গের পরিবেশ কেমন হবে , আকার -আয়তন কেমন হবে , তা -ও নির্দিষ্ট করে দেওয়া হচ্ছে ৫ পাতার ‘এসওপি ’তে৷ আরও অনেক গুরুত্বপূর্ণ বিষয়েও দিশা দেখাতে চলেছে নয়া নিয়মাবলি৷
মাস তিনেক হল , কলকাতার মর্গে হওয়া ময়নাতদন্তের প্রাথমিক রিপোর্ট সরাসরি ডাউনলোডের পদ্ধতি চালু হয়েছে৷ মৃতের ঘনিষ্ঠ আত্মীয়ের মোবাইল নম্বরে পাঠানো হয় একটি ওটিপি৷ সেই ওটিপি -র সাহায্যে ময়নাতদন্তের রিপোর্ট এখন সরাসরি কলকাতা পুলিশের ওয়েবসাইট থেকে ডাউনলোড করতে পারেন নিকটজনেরা৷ এই পদ্ধতি যাতে গোটা রাজ্যেই চালু হয় , সেই ব্যবস্থা করা হচ্ছে বলে সূত্রের খবর৷
