The State Transport Department will start providing, in a phase-wise manner, trauma care ambulances to various municipalities and administrative officials from various districts. 

The ambulances would be distributed among the beneficiaries at a programme on January 22. The municipalities that will receive trauma care ambulances in the first phase are Murshidabad, Dhuliyan, Kharagpur and Kaliaganj, along with the district magistrate of Jhargram and a few clubs.

Each ambulance will have a doctor, nurses and paramedical staff. The maintenance and repair of the ambulances would be the responsibility of those using them.

Chief Minister Mamata Banerjee has laid enormous stress on the issue of road safety. Her brainchild, the ‘Safe Drive, Save Life’ project, is a success that has been recognised at the national level. She has also instructed the police and district administration to identify the black spots along national and State highways and take preventive measures to check accidents.

Sir, I want to raise one important issue. Through you Sir, I want to attract the attention of the Hon’ble Railway Minister.

Sir, in our state, Kharagpur railway town is called ‘Mini India’ where 30 percent of the Telugu population resides. Tamil, Kannadigas, Malayalis, Odia, Bihari, Chhattisgarhi, UP, Bengal, and also Assam reside here – it is really a ‘Mini India’. It is one of the very important rail towns with the longest railway platform in India – Kharagpur. 

Very unfortunately Sir, recently, water is not properly served to the railway quarters, railway ‘basti’ areas and nearby adjoining areas. Sir, there is a powerful municipality working in Kharagpur town, an elected body. Several times the municipal authorities have approached the divisional authorities of Kharagpur, including South Eastern Railway headquarters at Garden Reach. Kindly allow us to work with railway administration. They wanted to extend their full cooperative hands for construction of roads in the ‘basti’ area, to provide the drinking water facility, for lighting and a sewerage system. 

Sir, recently as per a report, sweepers who are in charge of cleaning the areas do not have personal latrines. Such things should be intervened by the Hon’ble Railway Minister and I want to appeal through you Sir, it is my earnest appeal to the Railway Ministry that they should send a high powered delegation or administrative team to the Kharagpur area and find out the provisions whether the local railway authorities can work along with the Kharagpur Municipality in a positive mode to uphold the demands of the railway staff, workers and the people living in the ‘basti’ area particularly.

It can be a beautiful system if there is an MoU signed between the Kharagpur Railway Authority and the Municipal Authority. Then all the problems can be solved with the help of the Railway Ministry and the State Government. This is my appeal to you, Sir.

New bus routes in Jangalmahal

To make the public transport system in Jangalmahal more robust, the State Transport Department has decided to introduce new bus routes in the region. This was announced by the Transport Minister in the Assembly on July 25.

From August, 15 new routes will come into existence, on which 22 buses will ply.

New routes are also being introduced in the districts of Murshidabad and Nadia. Besides, shuttle night bus services will be introduced in Durgapur, Haldia, Kharagpur, and from New Jalpaiguri to Siliguri and Siliguri to Jalpaiguri. This comes after the success of the night bus service in Kolkata and its suburbs.

Some other crucial information the minister gave were that currently, around 3,200 State-run buses, equipped with modern facilities like GPS system and panic button, ply across Bengal, the number of air-conditioned buses has been increased, and that the Government was giving stress environment-friendly modes like electric buses and CNG buses.

The lightning detection system put up under the initiative of the State Disaster Management and Civil Defence Department has been a saviour of sorts in many districts across Bengal. The state-of-the-art system was introduced on February 1 this year, using which lightning can be predicted and information, with specific location, disseminated. An American company had put the system in place.

Devices like sensors have been installed at places including Siliguri, Cooch Behar, Raiganj, Jangipur (in Murshidabad district), Haldia, Kolkata and Kharagpur.

The system generates an SMS alerting people at least 45 minutes before a lightning strike. The alert messages contain names and location of the blocks where lightning would strike.

Officials up to the level of block development officer (BDO) and members of panchayats receive the alerts. They then disseminate the information amongst the locals within a short span of time and people take precautions as prescribed.

District Magistrates also receive alerts and can coordinate with the concerned officials in this connection and it helps in taking prompt action and saving more lives.

According to a senior official of the Disaster Management Department, this is the first time that such a system is being used, and helpfully, at a time when lightning strikes have gone up drastically.

Usually, heavy lightning occurs from mid-April till the end of monsoon. The system has proven fruitful as the officials are receiving good feedback as to how it is helping people to move to a safer place after getting the alert that lightning might strike.

The system is helping generate alarm among people even in the furthest corners of the State and so people are getting time to move to a safer place before lightning strikes.

Missing persons bureau in every commissionerate

To enable coordination of information on missing persons, West Bengal Police has decided to set up a Missing Persons Bureau in every commissionerate. As a part of the efforts towards coordination of information, the state police is also setting up a database of missing persons.

For a start, 30 police officers have been selected for manning the bureaus in five commissionerates. Gradually, bureaus would be set up in all the eight commissionerates. Two commissionerates were created recently, in Haldia and in Kharagpur.

Till now, the Missing Persons Bureau of CID was the sole agency responsible. To reduce pressure on it, the government has decided to set up a bureau in each commissionerate, each of which is responsible for a group of, mostly urban, police station areas.

Many times it happens that a person returns home, but the information does not reach the police. Sometimes the family does not inform the police; and then too, it is difficult for the single bureau under the CID to deal with missing persons’ information from across the state. Hence, to spread the responsibility, in order to have up-to-date information, West Bengal Police has taken this decision, which is indeed commendable.

এ বার রাজ্যের প্রতিটি পুলিশ কমিশনারেটে আলাদা করে মিসিং পার্সন ব্যুরো গঠনের সিদ্ধান্ত নিয়েছে রাজ্য পুলিশ৷ আপাতত পাঁচটি কমিশনারেটের জন্য মোট ৩০ জন পুলিশকর্মীও এ জন্য বরাদ্দ করা হয়েছে৷

এত দিন পর্যন্ত রাজ্য পুলিশের তরফে সারা রাজ্যের জন্য এই বিষয়টি দেখাশোনা করত সিআইডি-র মিসিং পার্সন স্কোয়াড৷ রাজ্য পুলিশ সূত্রের খবর, ভবানী ভবনের উপর থেকে চাপ কমানোর জন্যই এ বার নিখোঁজদের খোঁজ করবে সংশ্লিষ্ট এলাকার কমিশনারেটগুলিই৷

পুলিশ সূত্রের খবর, প্রথমে বাড়ির লোকেদের কাছ থেকে নিখোঁজ ব্যক্তির ছবি এবং বিস্তারিত বর্ণনা নেওয়া হয়৷ তার পর তা পাঠিয়ে দেওয়া হয় আশেপাশের থানা এবং রেলপুলিশের কাছে৷ অনেক ক্ষেত্রে দূরদর্শনে বা সংবাদপত্রে বিজ্ঞাপনও দেওয়া হয়৷ বেশির ভাগ ক্ষেত্রে এই পদ্ধতিতে সাফল্যও মেলে৷ তবে রাজ্য পুলিশ এখন থেকে নিখোঁজ ব্যক্তিদের একটি ডেটা-বেস তৈরি করতে চাইছে যাতে পরবর্তীতে তা কাজে লাগে৷

Bengal Chief Minister Mamata Banerjee today said that the State won’t tolerate any discrimination regarding funds from the Centre.

She demanded to know why the Centre has stopped funds for Backward Regions Grant Fund (BRGF) and development in Left Wing Extremism affected areas. She said that while Bengal has 88 fast-track courts and 45 women’s police stations, Gujarat has zero fast track courts. Yet, Centre allocated Rs 400 crore to Gujarat while Bengal received nothing.

She said that banks are not sanctioning loans to self-help groups under Anandadhara scheme. Students are not getting money under Swami Vivekananda Means cum Merit Scholarship. She said banks cannot deprive people like this.

The Chief Minister also said that while the State has started a Rs 500 crore water supply project named ‘Jala Tirtha’, the Centre was yet to take any action regarding Ghatal Master Plan.

 

কেন্দ্রের বঞ্চনার বিরুদ্ধে সরব হলেন মুখ্যমন্ত্রী

আজ আরও একবার কেন্দ্রের বঞ্চনার বিরুদ্ধে সরব হলেন বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। তিনি বলেন বাংলা কোনও রকম বঞ্চনা মেনে নেবে না।

পিছিয়ে পড়া এলাকার উন্নয়নের জন্য BRGF এর টাকা কেন বন্ধ করে দিয়েছে কেন্দ্র সেই প্রশ্নও করেন মুখ্যমন্ত্রী।

তিনি জানান, “বাংলায় ৮৮টি ফাস্ট ট্র্যাক কোর্ট রয়েছে, গুজরাতে শূন্য। অথচ গুজরাতের জন্য বরাদ্দ অর্থের পরিমাণ ৪০০ কোটি টাকা আর বাংলার জন্য কিছু নেই”।

তিনি আরও বলেন “আনন্দধারা প্রকল্পে স্বনির্ভর গোষ্ঠীর লোকেদের ঋণ দিচ্ছে না ব্যাঙ্ক। স্বামী বিবেকানন্দ মেরিট স্কলারশিপ পাচ্ছে না ছাত্রছাত্রীরা”।

মুখ্যমন্ত্রী জানান, রাজ্য ৫০০ কোটি টাকা ‘জল তীর্থ’ নামে একটি জল সরবরাহ প্রকল্প চালু করেছে। অথচ ‘ঘাটাল মাস্টার প্ল্যান’ এর জন্য কিছু করেনি কেন্দ্র।

Bengal Chief Minister Mamata Banerjee today announced that the State Government will no longer take revenue for agricultural land. The announcement was made to give farmers a relief because they have been hit hard by demonetisation and kharif crops have suffered, the CM said.

She also appealed to the Centre to waive farm loans. She said that before elections the BJP had made a promise to waives farmers’ loans but have done nothing yet.

The CM today inaugurated and laid the foundation stones for a bouquet of developmental projects for the Paschim Medinipur district from a public meeting at Kharagpur College Maidan. The projects inaugurated today by the Chief Minister include a Krishak Bazar, a market complex, water supply projects, a flood rehabilitation centre, road projects, government buildings, godowns among others. She will also distributed benefits for various schemes.

 

Highlights of the Chief Minister’s speech:

  • We have started a scheme for those who have lost jobs due to demonetisation
  • We work for people all round the year; not just during elections
  • We have already distributed 35 lakh cycles under Sabuj Sathi last year. This year too we will distribute 35 lakh cycles
  • We will give cycles to Prani Mitra workers, ICDS and Asha workers. We have increased the honorarium for ICDS and Asha workers
  • From Sabuj Shree at birth to Samabyathi during death, we have schemes for birth till death
  • We give rice at Rs 2/kg to 8 crore people. We have started digital ration cards
  • Over 80,000 folk artistes receive monthly stipend of Rs 1000. We will register one lakh more artistes
  • Six multi super speciality hospitals have been set up in West Midnapore district alone
  • We have started water supply project ‘Jala Tirtha’ worth Rs 500 crore
  • A new stadium is being built at Medinipur and Kharagpur
  • Bengal will become self-sufficient in egg production. We will set up poultries for ducks like we have for hens
  • Bengal produces 80 lakh eggs annually. By next year we will produce 80 lakhs more
  • We are cultivating onion in arid zones of Bankura and Purulia. We have started a Hilsa Research Centre in Bengal
  • People in Bengal get healthcare for free in government hospitals. Even kidney transplant, heart operations performed for free

 

 

কৃষকদের সব ঋণ মুকুব করে নিল রাজ্য সরকার

রাজ্য সরকার কৃষকদের সব ঋণ মুকুব করে নিল – আজ খড়গপুরের একটি জনসভায় একথা ঘোষণা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নোট বাতিলের ফলে খারিফ শস্য চাষের প্রচুর ক্ষতি হয়েছে তাই কৃষকদের সমস্যার কোথা ভেবেই রাজ্য সরকারের এই মানবিক সিদ্ধান্ত ।

কৃষকদের ঋণ মুকুব করে নেওয়ার জন্য কেন্দ্রকেও আবেদন জানান মুখ্যমন্ত্রী। তিনি বলেন নির্বাচনের আগে বিজেপি বলেছিল কৃষকদের সব ঋণ মুকুব করে দেবে অথচ তারা এখনও কোন পদক্ষেপ নেয়নি।

আজ খড়গপুরের কলেজ মাঠের এই জনসভাতে একগুচ্ছ উন্নয়ন মূলক প্রকল্পের উদ্বোধন করেন মুখ্যমন্ত্রী। কৃষক বাজার, একটি মার্কেট কমপ্লেক্স, জল সরবরাহ প্রকল্প, বন্যা ও ঘূর্ণিঝড় আশ্রয়স্থল। গুদামঘর সহ আরও অনেক প্রকল্পের উদ্বোধন করেন তিনি। বেলদা মাল্টি সুপার স্পেশালিটি হাসপাতালের শিলান্যাসও করেন মুখ্যমন্ত্রী।

 

তাঁর বক্তব্যের কিছু অংশঃ

  • ৮ কোটি মানুষকে আমরা ২ টাকা কেজি দরে চাল দিচ্ছি। আমরা ডিজিটাল রেশন কার্ড চালু করেছি
  • ৮০ হাজারেরও বেশি লোক শিল্পী ১০০০ টাকা মাসিক ভাতা পান। আমরা ১ লক্ষ শিল্পীকে এই প্রকল্পে আওতাভুক্ত করব
  • পশ্চিম মেদিনীপুরে ৬টি মাল্টি সুপার স্পেশালিটি হাসপাতাল তৈরী হয়েছে
  • ৫০০ কোটি টাকা ব্যয়ে ‘জল তীর্থ’ প্রকল্প চালু করেছি আমরা
  • মেদিনীপুর ও খড়গপুরে একটি নতুন স্টেডিয়াম তৈরী হচ্ছে

Chief Minister Mamata Banerjee is expected to announce the bifurcation of West Midnapore and Burdwan into the much-awaited two more districts during her five-day long tour to Paschimanchal starting today.

Jhargram district will be carved out of West Midnapore and it will be announced as the 22nd district of the state on April 4. Further, Burdwan district will be bifurcated into Burdwan East and Burdwan West. Burdwan West will be the 23rd district that will start functioning as a new district on April 7 in the presence of the Chief Minister.

The CM will chair an administrative review meeting of West Midnapore district at Kharagpur today. She will be present in the programme on Tuesday when Jhargram will start functioning as a new district. The CM will be holding the administrative review meeting of Purulia and Bankura districts respectively on April 5 and 6. From Bankura, she will be going to Asansol to attend the programme from where another new district will be announced.

 

আজ থেকে পশ্চিমাঞ্চলের জেলা সফর শুরু মুখ্যমন্ত্রীর

আজ থেকে পাঁচ দিনের পশ্চিমাঞ্চলের জেলা সফরে যাচ্ছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। নববর্ষের উপহার হিসেবে দুটি জেলা রাজ্যবাসীকে উপহার দেবেন মুখ্যমন্ত্রী। একটি ঝাড়গ্রাম ও অন্যটি বর্ধমান পশ্চিম।

পশ্চিম মেদিনীপুর জেলা ভেঙে তৈরী হচ্ছে ঝাড়গ্রাম জেলা যা আগামী ৪ এপ্রিল ২২ তম জেলা হিসেবে আত্মপ্রকাশ করবে। অন্যদিকে বর্ধমান ভেঙে তৈরী হচ্ছে ২৩ তম জেলা বর্ধমান যা ৭ এপ্রিল থেকে প্রশাসনিক কাজকর্ম শুরু করবে।

আজ পশ্চিম মেদিনীপুরের খড়গপুরে একটি প্রশাসনিক বৈঠক করবেন মুখ্যমন্ত্রী। আগামী মঙ্গলবার একটি অনুষ্ঠানে ঝাড়গ্রামকে জেলা হিসেবে ঘোষণা করবেন মুখ্যমন্ত্রী। আগামী ৫ ও ৬ এপ্রিল পুরুলিয়া ও বাঁকুড়া জেলায় প্রশাসনিক বৈঠক করবেন তিনি। অন্য নতুন জেলাটির আনুষ্ঠানিক ঘোষণার জন্য আসানসোলের একটি কর্মসূচীতে যোগ দেবেন মুখ্যমন্ত্রী।

The humane nature of Bengal Chief Minister Mamata Banerjee was once again prominent with her intention to working out an alternative plan for workers who have lost their jobs due to demonetisation. In an effort to create jobs for the gold artisans who have lost their jobs, the state is coming up with a new jewellery park — the third of its kind — beside Belgharia Expressway in Howrah.

The West Bengal Industrial Development Corporation (WBIDC), has come up with a new plan to develop a jewellery park on an eight-acre plot beside Belgharia Expressway. The Bengal Chief Minister has asked WBIDC officials to submit a detailed report on the project at the earliest. The place has road links to Kolkata, Howrah, Kharagpur and Durgapur and is 12 km from the central business district. The airport is 22 km away from the proposed site.

After the implementing agency finalizes the plan, they will submit it before the cabinet. Once the approval is obtained, there is plan to complete construction within two years.

 

নোটবাতিলে ক্ষতিগ্রস্ত অলংকার কারিগরদের জন্য নতুন জুয়েলারি পার্ক গড়তে চলেছে রাজ্য

নোটবাতিলের ফলে যারা কর্মহীন হয়েছেন তাদের জন্য একটি বিকল্প ব্যবস্থার পরিকল্পনা করছে রাজ্য সরকার। এর মাধ্যমে আবারও একবার বাংলার মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় পরিচালিত সরকারের মানবিক মুখ স্পষ্ট। যারা কর্মহীন হয়েছেন তাদের কর্মসংস্থানের জন্য হাওড়ার বেলঘরিয়া এক্সপ্রেসওয়ের পাশে একটি জুয়েলারি পার্ক তৈরি করা হচ্ছে।

পশ্চিমবঙ্গ শিল্প উন্নয়ন কর্পোরেশন এই জুয়েলারি পার্ক তৈরির পরিকল্পনা করেছে। বেলঘরিয়া এক্সপ্রেসওয়ের ওপর ৮ একর জমিতে এই পার্ক তৈরি হবে। কর্মকর্তাদের দ্রুত এই প্রকল্পের ওপর একটি প্রতিবেদন জমা করার নির্দেশ দিয়েছেন মুখ্যমন্ত্রী। এখান থেকে কলকাতা, হাওড়া, খড়গপুর ও দুর্গাপুরের রাস্তার যোগাযোগ আছে। প্রস্তাবিত এই স্থানটি থেকে মাত্র ২২ কিমি দূরেই রয়েছে বিমানবন্দর।

রূপায়ণকারী সংস্থা এই পরিকল্পনা চূড়ান্ত করার পর তা মন্ত্রিসভার সামনে পেশ করা হবে। একবার অনুমোদন পেয়ে গেলে, দু-বছরের মধ্যে নির্মাণ কাজ সম্পূর্ণ করার পরিকল্পনা রয়েছে।

The Mamata Banerjee government has got another big boost before the chief minister’s London visit on July.

The screening committee of the Department of Economic Affairs under the union Finance Ministry has cleared loan approval of receiving $500 million Asian Development Bank (ADB) loan to the West Bengal government for setting up the 231 km long North South corridor from East Midnapore to Murshidabad that will cross six districts and move parallel to NH-34.

This is the highest amount of ADB loan granted for any ADB-assisted single project in the country. The total cost of the project, to be executed by the West Bengal Highway Development Corporation Limited (WBHDCL) is estimated as Rs 4,696 crore.

The corridor would help to remove the critical bottlenecks in freight movement not only from the northern parts of the state and north eastern states of the country but also from the neighbouring countries like Bhutan and Nepal to Haldia and Paradeep.

About the corridor

According to the plan, the corridor will run across six districts on the western side of the Ganges parallel to NH-34 and would serve at least 40% of the total population of the state, connecting a 231 km stretch from Mechogram near Haldia in East Midnapore to Morgram near Jangipur in Murshidabad.

The corridor will connect the important national highways of NH-6, NH-2, NH-60 and NH-34. The corridor will also reduce travel distance of Morgramm – Haldia port for about 60 km and will reduce about three hours of travel time in comparison to NH-34.

Kharagpur and the south west part of the country will get shorter connectivity to north east in addition to the faster connectivity to Haldia from states like Bihar, Jharkhand and the north eastern states along with Nepal and Bhutan.
