Sukanyashree, a project to make girls economically independent has been launched in the state under the guidance of Chief Minister Mamata Banerjee.

The pilot project has been launched in Nadia district and the model will be replicated in other districts in course of time. It may be mentioned that the Kanyashree project has earned great success and has been appreciated both in the country and abroad.

A girl child between 0 days to 5 years has been brought under the project. The girl will get Rs 6 lakh when she turns 18 years of age. Along with this, she will get Rs 25,000 under the Kanyashree project.

Under Sukanyashree project, the district administration will hand over 101 samplings to the parents whose daughters are between 0 days and 5 years. Those who have 1 bigha of land will be given first priority. They will plant the saplings under the financial assistance of the state government which is Rs 18,340. In addition to this, to grow the saplings, they will get Rs 26,752 which is the wage of 158 labourers.

The families will get around Rs 60,000 per annum from the third year. Out of this if Rs 30,000 is kept for the girl, she will get Rs 3 lakh when she turn 14 and this amount will become Rs 6 lakh when she turns 18 years of age.

Those who do not have land will be given right of the tree (brikkha patta). Senior officials of the Panchayat and Rural Development department said if successful, the project would be replicated throughout the state and would make the girls living in the rural areas self reliant.

The state government has decided to bring in Kanyashree beneficiaries of six districts under another successful scheme for girls called ‘Sabla’. An idea has been mulled to let girl students get nutritional food even after Class VIII and, at the same time, get empowered by learning life and vocational skills.

It may be mentioned that at present mid-day meal is provided to all students between primary level and Class VIII. Hence, the state government had initiated a process so as to provide nutritional food to girl students, even after they complete Class VIII, till the age of 18.

Sabla is a scheme for adolescent girls in the age group of 11 to 18 years. The girls will simply need to visit the Integrated Child Development Services (ICDS) and the anganwadi centres to get nutritional food.

In addition to getting nutritional food from schools in their mid-day meals till they pass Class VIII, the girls enrolled in the Sabla scheme will also get food with similar nutritional value from ICDS centres till the age of 18 years.

Minister of State for of Health and Family Welfare Dr Shashi Panja said initially the step will be taken in districts including Nadia, Malda, Kolkata, Cooch Behar, Purulia and Jalpaiguri.

West Bengal Chief Minister Mamata Banerjee said that she wished to remain a guard for the common people of Bengal.  On the first day of her visit to north Bengal, the West Bengal Chief Minister was addressing a public rally at Parade Ground, Alipurduar, from where she also inaugurated and laid the foundation stones for a bouquet of projects.

The Chief Minister inaugurated several development projects like Krishak Bazaars, an ITI, a Karma Tirtha,  road projects, drinking water supply projects, anganwadi centres,  embankment projects  for Alipurduar, and two multi super-specialty hospitals in Malbazar and Jalpaiguri and several other health projects, both in north and south Bengal.

The West Bengal Chief Minister also laid the foundation stones for the second Bhutan Gateway in Jaigaon, a Government polytechnic college, water supply projects, power stations, schools, hostels and several other projects for the area.

She also distributed benefits including for Kanyashree, Sabuj Sathi, pattas and agri-equipments.

Addressing people from the stage, the Chief Minister said that the state will soon get five more districts. Of these, Asansol, Kalimpong and Jhargram are on the anvil and the official notification will be made shortly.

She said that she wants to be a guard for the people. If the people of the State are beniftted, everybody else will be benefitted too, she said.

She urged the people to shower their blessings onto her and said that it will provide her with inspiration to do more work. She pointed out that she kept he word and her focus was to bring development for the youth of north Bengal.

The Chief Minister also pointed out that a lot of work had to be stalled because of the election but all of those has resumed. She said that she had kept her promise to attend the 2nd anniversary of the formation of Alipurduar district.

The West Bengal Chief Minister pointed out that almost 90% of the people living in Bengal has received benefit of some or the other Government projects. She said that tis was made possible due to the regular administrative review meetings in the districts.

The Chief Minister pointed out that the new districts that will be formed will have administrative buildings housing all the 36 departments.

The Chief Minister also instructed the DM to announce school holiday on Wednesday to celebrate the 2nd anniversary of the formation of Alipurduar.

 

জনগণের পাহারাদার হয়ে কাজ করতে চাই: মমতা বন্দ্যোপাধ্যায়

‘আমি মানুষের পাহারাদার হয়ে মানুষের পাশে থাকব’। বিপুল জয়ের পর উত্তরবঙ্গ সফরের প্রথম দিনে আলিপুরদুয়ার প্যারেড গ্রাউন্ডে এই জনসভায় একথা বলেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। সেখানে এক গুচ্ছ প্রকল্পের কাজের সূচনা ও উদ্বোধন করবেন মুখ্যমন্ত্রী।

কৃষক বাজার, আই টি আই, কর্ম তীর্থ, রাস্তা নির্মাণ সহ আরও বেশ কিছু প্রকল্পের উদ্বোধন করেন মুখ্যমন্ত্রী। আলিপুরদুয়ারে ১২ কোটির রবীন্দ্রভবন, ৩ কোটি ব্যয়ে আলিপুরদুয়ার শহরের সৌন্দর্যায়ন, আলিপুরদুয়ার হাসপাতালের পানীয় জল, জলপাইগুড়ি ও মালবাজারে সুপার স্পেশালিটি হাসপাতালের উদ্বোধন, জয়গাঁয় ৭০ কোটির পানীয় জল, আলিপুরদুয়ার প্যারেড গ্রাউন্ডে প্রজাপতি পার্ক-সহ নানা প্রকল্প৷ চা বলয়ে অত্যাধুনিক অ্যাম্বুল্যান্স পরিষেবারও উদ্বোধন করেন তিনি।

জয়গাঁতে দ্বিতীয় ভুটানের প্রবেশদ্বার, দমনপুরে সরকারী পলিটেকনিক কলেজ ভবন, জল সরবরাহ প্রকল্প, বিদ্যুৎ সাব স্টেশন, স্কুল, হস্টেলসহ আরও বিভিন্ন প্রকল্পের শিলান্যাস করেন মুখ্যমন্ত্রী।

এছাড়া কন্যাশ্রী, সবুজ সাথী, পাট্টা ও কৃষি যন্ত্রপাতিসহ বিভিন্ন পরিষেবা প্রদান করেছেন মুখ্যমন্ত্রী।

তিনি আরও বলেন, ”যত আশীর্বাদ দেবেন, তত আমরা কাজ করব৷ কথা দিলে কথা রাখি৷ উত্তরবঙ্গের ছেলেরা যাতে মাথা তুলে দাঁড়াতে পারে সেই কাজই করছি৷”

তাঁর সরকারের অভিমুখ মানুষই৷ নির্বাচন ছিল বলে কাজ থমকে ছিল৷ আবার তা শুরু হয়ে গিয়েছে৷ ভোটের আগে যে কথা দিয়েছিলেন সেই প্রতিশ্রুতি আজ রক্ষা করলেন  এবং তার দেওয়া কথামতো তিনি আজ আলিপুরদুয়ারের দ্বিতীয় বর্ষ পূর্তি অনুষ্ঠানে এসেছেন।

মুখ্যমন্ত্রী এদিন জানান, গত পাঁচ বছর ৯০ শতাংশ মানুষের কাছে কিছু কিছু না পরিষেবা তাঁর সরকার পৌঁছে দিতে পেরেছে৷ তা সম্ভব হয়েছে নিয়মিত জেলাভিত্তিক প্রশাসনিক বৈঠকগুলির মধ্য দিয়েই৷

মুখ্যমন্ত্রী জানান, নতুন যে জেলাগুলি হবে তার প্রতিটিতে একটি করে প্রশাসনিক ভবন তৈরি হবে৷ সেখানে ৩৬টি করে দফতর থাকবে৷ প্রতিটি দফতর থাকবে একই ছাতার তলায়৷

আজ হাসিমারাতে আলিপুরদুয়ার জেলার প্রশাসনিক বৈঠক করবেন মুখ্যমন্ত্রী৷ আগামীদিন উত্তরকন্যায় দার্জিলিং-জলপাইগুড়ি-কোচবিহার জেলার প্রশাসনিক বৈঠক হবে৷

Here are some genuine stories of how good governance has changed people’s lives. Real people have shared their experiences.

From teenage girls to housewives, from doctors and entrepreneurs to senior citizens, from women who have been empowered through self-help groups to folk artistes who have got due recognition, from farmers who have increased their productivity to Kolkatans who have more reasons to cheer…

This series of short films is a shining testimony of how dreams have been fulfilled in our state.

Puja Mahali from Alipurduar can now fulfil her dream of pursuing higher education in Hindi due to the establishment of Banarhat Hindi College.

Kalipada Mura, a wood cutter from Amlashole in West Midnapore is one of 8 crore people in Bengal receiving rice at Rs 2 per kg under the ‘Khadya Sathi’ scheme.

Mamata Banerjee addressed four massive rallies today in Jagatballavpur, Amta, Uluberia and Sankrail in Howrah district today.At Amta the victims of Kandua were also present. In 1991, there wrists were chopped off by CPI(M) goons because they voted for the Congress. Mamata Banerjee had led a mass movement in Amta back then.

She has been holding three rallies daily, crisscrossing the State despite sweltering heat.

In all her rallies, she attacked the Congress and the CPI(M) for entering into an ideology-less alliance. She also attacked the BJP for insulting Bengal.

She also spoke of the developmental work done by her Government for the minority communities.

“We spent Rs 300 crore to build the Aliah University in Rajarhat. We gave 20 acres of land. Rs. 100 crores were spent to build the Haj Tower in Rajarhat. 59,000 students belonging to minority communities have got chance to pursue higher education in one year,” she said.

Didi added, “More than 1 crore students belonging to minority communities have received scholarships; this is the highest in India. Under the Kanyashree scheme, 33 lakh girls are receiving allowances, irrespective of which community they belong to. We are distributing rice at Rs2/kg and providing free healthcare. We have distributed around 25 lakh cycles under the Sabuj Sathi scheme. We will distribute 15 lakh more soon.”

She also said that when results of the elections will be declared, it will be Trinamool all the way. “CPI(M)-Congress-BJP will be decimated democratically after the election results on May 19,” the Chairperson added.

Slamming the Opposition for continued slander campaign, Mamata Banerjee said their only work from dusk to dawn is to abuse her and insult Bengal. She challenged the opposition to compete with her on the plank of development.

Citing that the sources of 82.5% of Congress’ income, 73% of BJP’s income and 53% of CPI(M)’s income are unknown, Mamata Banerjee said the Opposition should not point fingers at Trinamool.

বাম আমলের হিংসাত্মক রাজনীতি মানুষ আজও ভোলেনি: মমতা বন্দ্যোপাধ্যায়

আজ হাওড়া জেলার জগ९বল্লভপুর, আমতা, উলুবেড়িয়া ও সাঁকরাইলে ৪টি বিশাল জনসভায় বক্তব্য রাখলেন মমতা বন্দ্যোপাধ্যায়।
সিপিএমের আমলে বর্বরতার শিকার কান্দুয়ার দুই ব্যক্তি আমতার জনসভায় আজ দিদির সঙ্গে উপস্থিত ছিলেন।  ১৯৯১ সালে কংগ্রেসকে ভোট দেওয়ার জন্য সিপিএমের দুষ্কৃতিরা তাদের হাত কেটে নিয়েছিল। মমতা বন্দ্যোপাধ্যায় কান্দুয়ায় গিয়ে এই ঘটনার প্রতিবাদ করেন বেশ কিছুদিন ধরে।
তীব্র তাপদাহকে উপেক্ষা করেও তিনি বাংলার জেলায়ে জেলায়ে গিয়ে মানুষের কাছে বক্তৃতা রেখে চলেছেন। আজ সবকটি জনসভাতেই তিনি প্রবলভাবে আক্রমণ করেন কংগ্রেস-সিপিএম-এর আদর্শহীন জোটকে। তিনি বিজেপিরও কড়া ভাষায় নিন্দা করেন বাংলাকে অবমাননা করার জন্য।
মমতা বন্দ্যোপাধ্যায় পরিসংখ্যান দিয়ে তুলে ধরেন সরকারের দ্বারা সংখ্যালঘু সম্প্রদায়ের জন্য করা উন্নয়নমূলক কাজ। তিনি বলেন “৩০০ কোটি টাকা ব্যয়ে রাজারহাটে আলিয়া বিশ্ববিদ্যালয় গড়ে তুলেছি আমরা। সরকার এজন্য ২০ একর জমি দিয়েছে। রাজারহাটে হাজ টাওয়ার তৈরী হয়েছে ১০০ কোটি টাকা ব্যয়ে। এক বছরের মধ্যে ৫৯ হাজার সংখ্যালঘু  ছাত্রছাত্রী উচ্চশিক্ষার সুযোগ পেয়েছেন।”
দিদি আরো বলেন, “১ কোটিরও বেশি সংখ্যালঘু  ছাত্রছাত্রী স্কলারশিপ পেয়েছেন এ  রাজ্যে, যা সারা দেশের মধ্যে সর্বোচ্চ। কন্যাশ্রী প্রকল্পে ৩৩ লক্ষ ছাত্রীরা অনুদান পাচ্ছেন জাতিধর্ম নির্বিশেষে। ২ টাকা কেজি দরে চাল দেওয়া হচ্ছে এবং সরকারী হাসপাতালে স্বাস্থ্য পরিষেবা এখন পাওয়া যাচ্ছে বিনামূল্যে। সবুজ সাথী প্রকল্পে প্রায় ২৫ লক্ষ সাইকেল প্রদান করেছি আমরা এবং আরো ১৫ লক্ষ প্রদান করা হবে খুব শীঘ্রই”।
তিনি বলেন যে যখন ভোটের ফলাফল বেরোবে দিকে দিকে শুধু থাকবে তৃণমূল। তিনি আরো বলেন, “১৯শে মে-র পর সিপিএম-কংগ্রেস-বিজেপি চোখে সরষে ফুল দেখবে।”
বিরোধীদের অপপ্রচারের নিন্দা করে মমতা বন্দ্যোপাধ্যায় বলেন যে সকাল থেকে সন্ধ্যা অবধি ওদের একমাত্র কাজ হল তাঁর বিষয়ে কটুক্তি করা ও বাংলাকে অপমান করা।  তিনি বিরোধীদের পাল্টা চ্যালেঞ্জ ছুঁড়ে দেন উন্নয়নের নিরিখে তাঁর সঙ্গে পাল্লা দেওয়ার জন্য।
মমতা বন্দ্যোপাধ্যায় বিরোধীদের কড়া বার্তা দিয়ে বলেন যে তৃণমূলের দিকে আঙ্গুল তোলা তাদের শোভা পায় না কারণ কংগ্রেসের আয়-এর ৮২.৫%, বিজেপির আয়-এর ৭৩% এবং সিপিএম-এর আয়-এর ৫৩%-র উৎস একেবারেই গোপন এখন অবধি।

Kanyashree Prakalpa, which is a dream project of Mamata Banerjee, has once again received international recognition for its best practices in e-governance, this time from the World Summit on the Information Society (WSIS), a UN led multi-stakeholder platform for ICT supported development initiatives.

Kanyashree Online 3.0, the scheme’s e-governance mechanism is amongst one of the first five most voted projects nominated for WSIS Prizes, 2016 under the category of ICT Applications-e-governance’, and has been recognized as a ‘WSIS Prize Champion’.

It is one of 88 success stories selected among 404 projects submitted for the competition from across the world.

The Award will be presented at WSIS 2016 Forum in Geneva on 3rd May, 2016.

 

মমতা বন্দোপাধ্যায়ের স্বপ্নের প্রকল্প কন্যাশ্রী পেল আরো একটি আন্তর্জাতিক স্বীকৃতি

মমতা বন্দোপাধ্যায়ের স্বপ্নের প্রকল্প কন্যাশ্রী, ই-গভর্নেন্স-এর জন্য আরো একবার আন্তর্জাতিক স্বীকৃতি লাভ করল।  আরও একবার বিশ্বের দরবারে পুরস্কৃত হতে চলেছে এই প্রকল্প।

এই স্বীকৃতি মিলেছে World Summit on the Information Society (WSIS)-র তরফ থেকে যার পিছনে নেতৃত্ব রয়েছে স্বয়ং রাষ্ট্রসঙ্ঘের।

ICT Applications ই-গভর্নেন্স-এর অধীনে ‘কন্যাশ্রী অনলাইন ৩.০’ প্রক্রিয়া WSIS Prizes, 2016-র অন্তর্গত প্রথম পাঁচটি সর্বাধিক ভোটপ্রাপ্ত প্রকল্পগুলির একটা। কন্যাশ্রী স্বীকৃত হয়েছে WSIS পুরস্কার বিজয়ী হিসেবে।

সারা বিশ্ব থেকে প্রতিযোগিতায় অংশগ্রহণের জন্য পেশ করা ৪০৪টি  প্রকল্পের মধ্যে কন্যাশ্রী নির্বাচিত হয়েছে ৮৮টি সফল নিদর্শনের মধ্যে।

‘কন্যাশ্রী’ প্রকল্প মমতা বন্দ্যোপাধ্যায়ের এক যুগান্তকারী পদক্ষেপ। এটি এ রাজ্যে যথেষ্ট সফল এবং এই সফলতার জন্যও এর আগে এই প্রকল্প ইউনিসেফের পুরস্কার পায়। সমগ্র বিশ্বে এটি একটি মডেল।

আগামী মে মাসের ৩ তারিখে, WSIS ২০১৬ ফোরামে রাজ্য সরকারের হাতে এই পুরস্কার তুলে দেওয়া হবে।

Mamata Banerjee today delivered a four-point chargesheet against the CPI(M).

She was addressing a huge election campaign rally at Narayangarh in West Midnapore. She spoke at length about the dark days under CPI(M) misrule, which was rife with violence and bloodshed.

“It is shameful that the CPI(M), responsible for the despicable incidents in Netai, Nandigram, and Garbeta are once again talking about revenge”, she said.

Here is the four-point chargesheet by Mamata Banerjee:

  • Why was the Netai incident allowed to happen? Who was responsible?
  • CPI(M) should explain why people in Nandigram were attacked. It certainly cannot be the responsibility of Buddhadeb and Lakshman Seth alone; which other leaders were involved?
  • CPI(M) should explain why there were so many murders in Jangalmahal. Who killed Paresh Kumar, Dumri Hansda, Chitto Pal, Sambhu Hansda, Gangaram Das, Sunil Das, Amalendu Dey, Raitun Bibi and Upendu Khatua among many others? Who was responsible?
  • The former Health Minister should answer why there was no health infrastructure in Narayangarh as well as in West Midnapore district.

Those who had turned Jangalmahal into a graveyard are now speaking of peace. The people of Jangalmahal will give befitting reply, she said.

She went on to highlight the development ushered-in in the last four and a half years  – six multi super hospitals in West Midnapore alone while 41 multi super hospitals are coming up across the State in addition to numerous SNCUs, SNSUs and Fair Price Medicine Shops. People are getting benefits of new ITIs, Kanyashree, Kisan Credit Cards, Sikhsashree, Sabuj Sathi, Kisaan Bazaars and many other projects.

She promised that after coming into office for the second time, the first rally will be held at Narayangarh, if people defeat Suryakanta Mishra.

 

নারায়ণগড়ে সিপিএমের বিরুদ্ধে চার্জ শিট মমতার

আজ নারায়ণগড়ের জনসভা থেকে সিপিএমের বিরুদ্ধে চার্জ শিট দাগলেন তৃণমূল নেত্রী মমতা বন্দ্যোপাধ্যায়।

আজ পশ্চিম মেদিনীপুরের নারায়ণগড়ে একটি প্রচার সভা করেন মমতা বন্দ্যোপাধ্যায়। এদিন তিনি তার বক্তব্যে তিনি সিপিএম আমলের কালো, রক্তাক্ত, প্রতিহিংসামূলক রাজনৈতিক দিনগুলির কথা আবার মনে করিয়ে দেন সাধারণ মানুষকে।

  • নন্দীগ্রামের মানুষের ওপর কেন অত্যাচার করা হয়েছে, সিপিএমের জবাব চাই। শুধুমাত্র বুদ্ধদেব ভট্টাচার্য ও লক্ষ্মণ শেঠ এর জন্য একা দায়ী নন, আর কোন কোন নেতারা এর পিছনে ছিলেন সিপিএমকে এর জবাব দিতে হবে।
  • জঙ্গলমহলে এত মানুষ কেন খুন হয়েছে? সিপিএমকে জবাব দিতে হবে। পরেশ কুমার, দুমড়ি হাঁসদা, চিত্ত পাল, শম্ভু হাঁসদা,গঙ্গাধর দাস,গঙ্গারাম দাস, সুনিল দাস,অমলেন্দু দে, রাইতুন বিবিকে, উপেন্দু খাঁটুয়া কে খুন করেছে? এর জন্যও কে দায়ী?
  • কেন সমগ্র পশ্চিম মেদিনীপুর জেলাসহ নারায়ণগড়ে কোন স্বাস্থ্য পরিকাঠামো হয়নি এর জবাব দিতে হবে প্রাক্তন স্বাস্থ্যমন্ত্রীকে।

যারা জঙ্গলমহলে সন্ত্রাসের রাজনীতি করত আজ তারাই শান্তির বার্তা দিচ্ছে। জঙ্গলমহলের মানুষ তাদের যোগ্য জবাব দেবে।, তিনি বলেন।

গত সাড়ে চার বছরে সারা বাংলা জুড়ে উন্নয়নের কর্মযজ্ঞ হয়েছে – সারা রাজ্যে ৪১টি মাল্টি সুপার স্পেশালিটি হাসপাতাল তৈরি হচ্ছে, পশ্চিম মেদিনীপুরে ইতিমধ্যেই ৬টি মাল্টি সুপার স্পেশালিটি হাসপাতাল তৈরি হয়েছে। অনেকগুলি ন্যায্য মূল্যের ওষুধের দোকান, SNCUs, SNSUs তৈরি হচ্ছে। আইটিআই, পলিটেকনিক কলেজ, কন্যাশ্রী, শিক্ষাশ্রী, কিষাণ ক্রেডিট কার্ড, সবুজ সাথীসহ আরও অনেক প্রকল্প চালু হয়েছে বাংলার জন্য।

তিনি প্রতিশ্রুতি দিয়েছেন, যদি মানুষ সূর্যবাবুকে পরাজিত করেন তাহলে জেতার পর তিনি তার প্রথম সভা করবেন নারায়ণগড়ে।

Kanyashree Scheme is a peerless initiative by the West Bengal Government. It is the State’s flagship project for the girl child. More than 30 lakh girls have been brought under this scheme. The scheme was introduced to arrest the drop-out rate in schools and prevent early marriage among girl students.

The scheme is end-to-end IT-enabled and completely transparent, and hence easily accessible to beneficiaries. The popularity of the scheme has grown manifold since its inception due to this ease of access and focus on empowering young girl and building their confidence and self-esteem.

Among Kanyashree beneficiaries, 37.65% belongs to general category, 23.97% are scheduled castes (SC), 5.86% are scheduled tribes (ST), 8.8% are other backward classes (OBC) and 23.72% are minorities.

The scheme has garnered recognitions at major international and national forums. The scheme was represented as one of the ‘best practices’ at the Girl Summit 2014, organised by Department for International Development, UK and UNICEF in London in July 2014. It has also received the Manthan Award 2014 for e-governance in the category of ‘Women and Empowerment’ covering South Asia and Asia Pacific region. At the national level, it won a silver in the National Award for e-Governance 2014-15 under the category of ‘Outstanding Performance in Citizen-Centric Service.’

August 14 is celebrated as Kanyashree Divas throughout the State through grand ceremonies.

 

নারী উন্নয়নে পশ্চিমবঙ্গ সরকারের যুগান্তকারী প্রকল্প ‘কন্যাশ্রী’ 

পশ্চিমবঙ্গ সরকারের একটি যুগান্তকারী প্রকল্প হল ‘কন্যাশ্রী’ প্রকল্প। প্রায় ৩০ লক্ষ মেয়েদের এই প্রকল্পের আওতায় আনা হয়েছে। এর ফলে কমেছে স্কুলছুটের সংখ্যা, কমানো গেছে অল্প বয়সে মেয়েদের বিয়ে দেওয়ার প্রবণতাও।

শুধু স্বনির্ভর করাই লক্ষ্য নয়। সবদিক থেকেই পারদর্শী হবে কন্যাশ্রীর কন্যারা। পিছিয়ে থাকবে না খেলাধূলা থেকেও।

কন্যাশ্রীর আওতায় লাভবান হয়েছে সাধারণ সম্প্রদায়ের ৩৭.৬৫ শতাংশ, তফসিলি সম্প্রদায়ের ২৩.৯৭ শতাংশ, উপজাতি সম্প্রদায়ের ৫.৮৬ শতাংশ, ওবিসি ৮.৮ শতাংশ এবং সংখ্যালঘুদের ২৩.৭২ শতাংশ।

কন্যাশ্রীর সাফল্যের জন্য ইউকে এবং ইউনিসেফের আন্তর্জাতিক উন্নয়ন দফতর আয়োজিত ‘গার্ল সামিট’-এ সেরা নির্বাচিত হয়েছে কন্যাশ্রী। মন্থন পুরস্কারও পেয়েছে এই প্রকল্প।

১৪ই আগস্ট রাজ্য সরকার কন্যাশ্রী দিবস হিসেবে পালন করে। প্রতি বছর এই দিনটি পালন করে রাজ্য সরকার।

In its first five-year term, the Trinamool Congress Government has brought about many major initiatives for women in West Bengal.

As a result, women all over the State have benefitted immensely.

Here are ten major initiatives for women:

KANYASHREE SCHEME: Kanyashree is the State’s flagship project for the girl child. More than 30 lakh girls have been enrolled under the scheme, whcih has garnered international as well as national recognitions.

EDUCATION: For the first time, under the Trinamool Congress administration, a university for women has been set in Diamond Harbour. A state women’s college for minorities is coming up in Ekbalpore, Kolkata. Twenty-one hostels for women have being constructed in various polytechnics across the State. Through the State Government’s Sabuj Sathi Scheme, wherein bicycles are given to school children in rural areas, thousands of girls, too have benefitted. Besides, over 8,000 girl students studying in Class IX in the Sundarbans region have been given bicycles over the last five years. Around 40 Womens’ Corners have been opened in different Government and Government-sponsored libraries to increase access to women readers.

SWABALAMBAN SCHEME: Through the Swabalamban Scheme, training is given on a wide range of livelihood activities, e.g., zari craft, handloom weaving, beautician courses, community health, readymade garment-making, wood carving, etc. Recently, as a part of this scheme, the State Government has launched an acting project for sex workers, meant to make them self-sufficient by giving them acting lessons and making them employable in the entertainment industry.

MUKTIR ALO: Muktir Alo is a comprehensive scheme for the rehabilitation of sex workers. It provides them with opportunities for leading a life with dignity by providing them alternative career opportunities, and also gives protection to victims of sex trafficking.

MATERNITY LEAVE: For the benefit of women, maternity leave for State Government employees has been extended. ‘Maternity and Child Care Leave,’ as it is called, can now be taken for a total period of two years, in stages.

KOLKATA SAFEST CITY FOR WOMEN: Kolkata is one of the safest metros in India for women. According to the latest report of the National Crime Records Bureau (NCRB), Kolkata is the safest city in Kolkata in terms of crimes against women. The India Today Best City Awards 2014 awarded Kolkata the award for the best city in the category of crime and safety. Kolkata Police offers martial arts training to schoolgirls, under Project Sukanya, to make them self-reliant when it comes to defending themselves.

POLICE STATIONS RUN BY WOMEN: The West Bengal Government has adopted a ‘zero tolerance’ approach towards crime against women. The Government is setting up police stations run exclusively by women police officers. As of now, the Government has set up 30 Women Police Stations, as these are termed.

ANTI-TRAFFICKING UNITS: The State Government has set up dedicated Anti-Human Trafficking Units and Special Juvenile Police units in each district.

EMPLOYMENT: More than 27,000 self-help groups have been formed over the last five years, which have over 16 lakh women members. Financial assistance to the tune of Rs 200.07 lakh has been sanctioned for development of women’s cooperative societies. The State has also created employment opportunities, including many for women, through skill development in various sectors. The Biswa Bangla initiative by Chief Minister Mamata Banerjee has also opened up a lot of employment opportunities for women. A lot of the handicraft workers in the rural areas are women, who are earning a decent livelihood. Women’s participation in MGNREGS, in which the State has achieved unique milestones, has increased to 41%, which is all-time high in the State.

HOSTELS FOR WORKING WOMEN: To sort out the accommodation issues of working women, hostels have been constructed. A 40-bedded hostel, Ananya, has been at up in Durgapur and another 44-bedded one, named Swayangsiddha, in Salt Lake, Kolkata. Seven more are in different phases of construction all over the State.

 

গত পাঁচ বছরে নারী ক্ষমতায়নে পশ্চিমবঙ্গের সেরা উদ্যোগ  

গত পাঁচ বছরে তৃণমূল পরিচালিত সরকার মেয়েদের জন্য বিভিন্ন রকম উদ্যোগ নিয়েছে। এর ফলে রাজ্য জুড়ে মহিলাদের অনেক উন্নতিসাধন হয়েছে।

মহিলাদের জন্য নেওয়া প্রধান উদ্যোগগুলি হলঃ

‘কনাশ্রী’ প্রকল্প – মেয়েদের জন্য রাজ্য সরকারের যুগান্তকারী প্রকল্প ‘কনাশ্রী’। প্রায় ৩০ লক্ষেরও বেশি মেয়েরা রয়েছে এই প্রকল্পের আওতায়। এই প্রকল্পটি জাতীয় ও আন্তর্জাতিক স্তরে যথেষ্ট প্রশংসা পেয়েছে।

শিক্ষা – তৃণমূল সরকারের আমলে এই প্রথম বার রাজ্যে প্রথম মহিলাদের জন্যও একটি বিশ্ববিদ্যালয় স্থাপন করেছে। ডায়মন্ড হারবারে তৈরি হয়েছে ডায়মন্ড হারবার মহিলা বিশ্ববিদ্যালয়। সারা রাজ্যে সব মিলিয়ে প্রায় ২১ টি মহিলা হোস্টেল তৈরির পরিকাঠামো চলছে। এরমধ্যে ৪টি তৈরি হয়ে গেছে। কলকাতার একবালপুরে মহিলাদের জন্য একটি সরকারী জেনারেল ডিগ্রী কলেজ চালু হয়েছে ও জলপাইগুড়িতে (বানরাহাটে) রাজ্যের প্রথম হিন্দী মিডিয়াম জেনারেল ডিগ্রী কলেজ স্থাপিত হয়েছে। এছাড়া সবুজ সাথী প্রকল্পের মাধ্যমে মেয়েদের সাইকেল দেওয়া হচ্ছে, এছাড়া আরও অনেক সুবিধা দেওয়া হয়েছে যাতে তারা পড়াশোনা করতে পারে।

স্ববলম্বন প্রকল্প – রাজ্যের মহিলাদের স্বনির্ভর করতে মমতা বন্দ্যোপাধ্যায় চালু করেছেন ‘স্ববলম্বন প্রকল্প’। এর মাধ্যমে বিভিন্ন ক্ষেত্রে প্রশিক্ষণ দেওয়া হবে মহিলাদের।

মুক্তির আলো – যৌন কর্মীদের জন্য শুরু হয়েছে প্রকল্প ‘মুক্তির আলো’।

কলকাতা সুরক্ষিত নগর – NCRB-রিপোর্ট অনুযায়ী নারী সুরক্ষার ক্ষেত্রে দেশের মধ্যে কলকাতাই সবচেয়ে সুরক্ষিত নগরী। নারী সুরক্ষার ক্ষেত্রে রাজ্য সরকার কোনরকম অন্যায়কে বরদাস্ত করে না। বিভিন্ন সরকারী বাস স্ট্যান্ডগুলিতে মহিলাদের সুরক্ষার জন্যও CCTV বসানো হয়েছে।

মহিলা পুলিশ স্টেশন –  নারী সুরক্ষার ক্ষেত্রে আরও কিছু পদক্ষেপ নিয়েছে রাজ্য সরকার। রাজ্য সরকার ৬৫টি মহিলা থানা তৈরি করার সিদ্ধান্ত নিয়েছে। ইতিমধ্যে ৩০টি পুলিশ স্টেশন তৈরি হয়ে গেছে।এছাড়া বিচার ব্যবস্থায় গতি আনতে মহিলাদের জন্যও ৫১টি ফার্স্ট ট্র্যাক কোর্ট তৈরি করা হয়েছে।

অ্যাণ্টি ট্রাফিকিং ইউনিট – পাচার রুখতে প্রতিটি জেলায় রাজ্য সরকার অ্যাণ্টি হিউম্যান ট্রাফিকিং ইউনিট এবং স্পেশাল জুভেনহাইল পুলিশ ইউনিট তৈরি করেছে।

স্বনির্ভর গোষ্ঠী – সমাজের দুর্বলতর শ্রেণীর মহিলা স্বনির্ভর গোষ্ঠীগুলিকে আর্থিকভাবে স্বনির্ভর করা এবং পারিবারিক আয় বৃদ্ধি ও জীবনযাত্রার মান উন্নত করার জন্য বিভিন্ন প্রকল্প চালু করেছে রাজ্য সরকার। এছাড়া বিভিন্ন ক্ষেত্রে প্রশিক্ষণও দেওয়া হচ্ছে মহিলাদের। বিশ্ব বাংলা দোকানগুলিতে মহিলাদের তৈরি বিভিন্ন হাটের কাজ বিক্রির ব্যবস্থা করেছে রাজ্য সরকার।

১০০ দিনের কাজ – ১০০ দিনের কাজে অভূতপূর্ব সাফল্য পেয়েছে পশ্চিমবঙ্গ। এই কাজে মহিলাদের অংশগ্রহন ৪১ শতাংশ বৃদ্ধি পেয়েছে যা অন্যান্য রাজ্যের তুলনায় বেশি।

West Bengal Chief Minister Mamata Banerjee and her Government’s pro-people policies have, from the very first, been the model for the entire country, be it other States or the Central Government. Many have been appreciated internationally too. Fair-price medicine shop (FPMS) is one such much-appreciated concept.

This was proved once again when the Union Budget 2016 laid out the plan for making quality medicines available at affordable prices, under Prime Minister’s Jan Aushadhi Yojana.

However, this concept was started by the Trinamool Congress-led government in West Bengal way back in 2011, when the party came to power.

Currently, across the State, more than 100 fair-price medicine shops are operating on the public-private partnership (PPP) model. Through these shops, medicines are available at discounts ranging from 48% to 77%.

Around 200 lakh people have been benefited through this. Medicines amounting to Rs 585 crore have been sold. Besides, 77 fair-price diagnostic centres have also been opened in PPP mode.

This concept has proved not only to be a path-breaker within the country but has drawn praise at international for a too. For example, a research study on this concept was selected for discussion at the 11th World Congress of International Health Economics Association in Milan in July 2015.

To mention another instance of the Central Government being inspired by the West Bengal Government’s innovative schemes, last year, the Beti Bachao, Beti Padhao Yojana was started. However it was just a copy of the State’s Kanyashree Scheme for the upliftment of the girl child. And while West Bengal allocated Rs 1000 crore for Kanyashree, the Centre allocated a measly Rs 100 crore for its scheme.

As Chief Minister Mamata Banerjee reiterates time and again, “What Bengal thinks today, India thinks tomorrow.” This has just been proved once more.

 

স্বাস্থ্য ব্যবস্থায় বাংলার দেখানো পথ অনুসরণ কেন্দ্রের

পশ্চিমবঙ্গের মাননীয়া মুখ্যমন্ত্রী শ্রীমতী মমতা বন্দ্যোপাধ্যায়ের জনহিতকর নীতি প্রথম থেকেই সারা দেশে মডেল হয়ে গেছে। ইতিমধ্যেই এই পদক্ষেপ অনেক জায়গায় প্রশংসিত হয়েছে। স্বল্প মূল্যের ওষুধের দোকান এর মধ্যে খুব জনপ্রিয়। পশ্চিমবঙ্গের লাখ লাখ গরীব মানুষ আজ অত্যন্ত স্বল্প মূল্যে জীবনদায়ি ওষুধ কিনতে পারছে।

এই কথাটি আবার একবার প্রমাণিত হল, যখন ২০১৬ বাজেট পেশ করার সময় যখন কেন্দ্রীয় অর্থমন্ত্রী প্রধানমন্ত্রী জন ঔষধি যোজনা’ প্রকল্পের কথা ঘোষণা করলেন।

যাইহোক, ২০১১ সালে ক্ষমতায় এসে পশ্চিমবঙ্গের তৃণমূল কংগ্রেস নেতৃত্বাধীন সরকার এই পদ্ধতি শুরু করেছিল।

বর্তমানে সারা রাজ্য জুড়ে প্রায় পিপিপি মডেলে পরিচালিত ১০০ টির বেশি স্বল্প মূল্যের ওষুধের দোকান চালু হয়েছে। এই দোকানগুলির মাধ্যমে ওষুধের দামে ৪৮% থেকে ৭৭% পর্যন্ত ডিসকাউন্ট পাওয়া যায়। প্রায় ২০০ লক্ষ মানুষ এর মাধ্যমে উপকৃত হবেন। ৫৮৫ কোটি টাকার ওষুধ বিক্রি হয়েছে।পাশাপাশি ৭৭টি স্বল্প মূল্যের ওষুধের দোকান চালু হয়েছে পিপিপি মডেলে।

আরও একটি দৃষ্টান্ত দেওয়া যাক, পশ্চিমবঙ্গ সরকারের আরও একটি উদ্ভাবনী প্রকল্প দ্বারা অনুপ্রাণিত করা হচ্ছে কেন্দ্রীয় সরকার। গত বছর কেন্দ্রীয় সরকারের ‘বেটি বাঁচাও, বেটি পড়াও’ যোজনা শুরু হয়েছিল। মেয়েদের উন্নয়নের জন্য রাজ্যের ‘কন্যাশ্রী’ প্রকল্পের প্রতিচ্ছবি এই প্রকল্প। যেখানে পশ্চিমবঙ্গ সরকার এই প্রকল্পের জন্য ১০০০ কোটি টাকা বরাদ্দ করেছে সেখানে কেন্দ্রীয় সরকার তাদের প্রকল্পের জন্য মাত্র ১০০ কোটি টাকা বরাদ্দ করেছে।

‘আজ বাংলা যা ভাবে, দেশ তা ভাবে আগামীদিনে’, মুখ্যমন্ত্রীর এই কথা আরও একবার প্রমাণিত হল।
