To make the beneficiaries of the Kanyashree Scheme self-sufficient with respect to making a living, the Bengal Government has started the Kanyashree Swabalambi Scheme.

The pilot project for the scheme was recently launched for Purulia district. Gradually, this project would be extended to the whole of the state.

Besides skill development training, the girls would also be given training in communication and other personality development modules.

‘কন্যাশ্রী স্বাবলম্বী’ পাইলট প্রকল্পের সূচনা

‘কন্যাশ্রী’দের উপযুক্ত প্রশিক্ষণ দিয়ে দক্ষ করে তুলে স্বনির্ভর করার জন্য ‘কন্যাশ্রী স্বাবলম্বী’ পাইলট প্রকল্প চালু করল রাজ্য সরকার। পুরুলিয়ায় জেলায় প্রাথমিকভাবে এই প্রকল্পের আনুষ্ঠানিকভাবে উদ্বোধন করেন নারী ও শিশু কল্যাণ দপ্তরের মন্ত্রী।

তিনি বলেন, ‘প্রাথমিক ভাবে এই জেলায় হাজারের বেশী কন্যাশ্রীকে এই প্রকল্পের আওতায় আনা হয়েছে। এদের প্রত্যেকের দক্ষতা বৃদ্ধি ছাড়াও সাবলীলভাবে কথা বলা এবং ব্যাক্তিত্ব বাড়িয়ে তোলার প্রশিক্ষণ দেওয়া হবে। কন্যাশ্রীদের এই সুযোগ ধীরে ধীরে সারা রাজ্যে প্রসারিত করা হবে।’

জেলা প্রশাসনের উদ্যোগে ‘শিশুর সঠিক পোষণের মাধ্যমে অপুষ্টি প্রতিরোধে বিশেষ পদক্ষেপ’ শিরোনামে অঙ্গনওয়াড়ি কর্মীদের একটি সহায়ক পুস্তিকার উদ্বোধন করা হয়।

They have endured taunts, insults, threats and even physical attacks. Yet they never strayed from their path of working for the welfare of the girl child.

During the last two years, these ‘Kanyashree Yodhas’, or ‘Kanyashree warriors’, as they have been named, of Hariharpara in Murshidabad district have managed to stop 39 child marriages, and most of these children are now back in school.

These bravehearts are among the beneficiaries the of the Bengal Government’s landmark, internationally-feted Kanyashree Scheme, the brainchild of Chief Minister Mamata Banerjee.

To celebrate their achievements, and to encourage more and more girls to emulate these brave Kanyashrees, the local panchayat samity has built a park specially for them. It has been named ‘Kanyashree Yoddha Park’, and is spread over 5,000 square metres.

It was inaugurated recently in the presence of 85 such ‘Kanyashree Yodhas’ and their guardians by the block development officer (BDO) of Hariharpara, who is the driving force behind this initiative.

Here, they would learn and practice karate, play football and do other physical activities. In the park, there is also a room with computers. It is meant to be a meeting room as well as a place for the girls to discuss and exchange news related to their activities and development from across the world through the internet.

 

কন্যাশ্রী যোদ্ধাদের জন্যই পার্ক মুর্শিদাবাদে

কোথাও জুটেছে গালি, কোথাও শারীরিক নিগ্রহ, কখনও পথে-ঘাটে হুমকি, কটূক্তি। ওরা হার মানেনি। দু’বছরে রুখেছে অন্তত ৩৯ জন নাবালিকার বিয়ে। যে মেয়েদের অনেকেই ফিরেএসেছে স্কুলে।
যাদের দৌলতে নাবালিকা বিয়ে রোখায় অন্যতম অগ্রণী মুর্শিদাবাদের হরিহরপাড়া, সেই কন্যাশ্রী যোদ্ধাদের জন্যই গড়া হল পার্ক। সেখানে তারা ক্যারাটে শিখবে, ফুটবল খেলবে, লাগোয়া ঘরে বসে বিনিময় করবে খবরাখবর, মিটিং করবে। কম্পিউটার ঘেঁটে জানবে দেশ-বিদেশের তথ্য, অনলাইন আবেদনও করতে পারবে।

হরিহরপাড়া ব্লক অফিসের সামনে পঞ্চায়েত সমিতির প্রায় পাঁচ হাজার বর্গমিটার জমি ঘিরে গড়ে তোলা সেই ‘কন্যাশ্রী যোদ্ধা পার্ক’-এর উদ্বোধন হল। ঘাসে ছাওয়া পার্ক ঘিরে রকমারি গাছ। পাঁচ জন বসতে পারে এমন ছাউনি দেওয়া আটটি বেঞ্চ চারদিকে ছড়ানো, সঙ্গে দোলনা। সকা‌ল থেকে বিকেল ৫টা পর্যন্ত এই পার্ক থাকবে কন্যাশ্রীদের দখলে।

উদ্বোধনে হাজির ছিল ৮৫ জন কন্যাশ্রী যোদ্ধা আর তাদের অভিভাবকেরা।

That the Kanyashree Scheme has been a massive success needs no mention. It has been feted at various international forums, including at the United Nations Public Service Awards last June.

Now, further proof of it has come out – Chief Minister Mamata Banerjee, whose brainchild it is, said at a recent meeting that because of the scheme, meant for girl students across Bengal, the dropout rate in State Government schools has reduced by 16.5 per cent.

The scheme was initiated on October 1, 2013.

As a part of the scheme, 41 lakh girl students from 15,500 government schools get monthly stipends – Rs 750 till class XII (K-1 stage), a one-time grant of Rs 25,000 if the student decided to continue higher or technical education (K-2 stage) and the recently introduced stipends for those continuing their education at universities in the state (K-3 stage).

Also as part of the scheme, more than 5,000 students have received training in self-defence.

 

 

কন্যাশ্রী প্রকল্পের মাধ্যমে কমছে স্কুলছুটের হার

 

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের স্বপ্নের প্রকল্প কন্যাশ্রী। কন্যাশ্রী’‌ প্রকল্পের জন্য রাজ্যের স্কুলগুলিতে মেয়েদের স্কুলছুটের সংখ্যা কমেছে প্রায় ১৬.৫ শতাংশ। শিক্ষক দিবস উপলক্ষে নজরুল মঞ্চের অনুষ্ঠানে এ কথা ঘোষণা করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

কন্যাশ্রী প্রকল্পের সূচনা হয় ২০১৩ সালের ১লা অক্টোবর। এই প্রকল্পের মূল উদ্দেশ্য বাল্য বিবাহ বন্ধ করা ও মেয়েদের মধ্যে শিক্ষার প্রসার করা।

অষ্টম শ্রেনী থেকে দ্বাদশ শ্রেণী পর্যন্ত বার্ষিক ৭৫০ টাকা করে আর্থিক সহায়তা, যাকে সরকারি ভাষায় বলা হয় ‘কে-১’ ও দ্বাদশ শ্রেণীর পর উচ্চ শিক্ষা বা কারিগরি প্রশিক্ষণের জন্য এককালীন ২৫,০০০ টাকা দেওয়া হয় মেয়েদের, যাকে সরকারি ভাষায় বলা হয় ‘কে-২’। এবার থেকে বিশ্ববিদ্যালয় স্তরের ছাত্রীরাও কন্যাশ্রী প্রকল্পের সুবিধা পাবে, যাকে সরকারি ভাষায় বলা হয় ‘কে-৩’।

রাজ্যের ১৫,৫০০ শিক্ষা প্রতিষ্ঠানের প্রায় ৪১ লক্ষ ছাত্রী এখনও পর্যন্ত কন্যাশ্রীর আওতায় এসেছে। এখনও পর্যন্ত ৫,০০০ এর বেশি কন্যাশ্রী পেয়েছে আত্মরক্ষার প্রশিক্ষণ।

২০১৭ সালের জুন মাসে বাংলার এই প্রকল্প ৬২টি দেশের ৫৫২টি সামাজিক প্রকল্পের মধ্যে সেরার সম্মান পেয়েছে রাষ্ট্রসংঘের তরফ থেকে। এছাড়াও বিভিন্ন আন্তর্জাতিক পুরস্কার পেয়েছে এই প্রকল্প।

After wowing the world at the United Nations Public Service Awards in The Hague last June, the Kanyashree Scheme is now entering the world of celluloid. Not just Kanyashree but Yuvashree, Sabuj Sathi and others are also garnering the attention of everyone – schemes behind most of whose ideations lay the vision of Chief Minister Mamata Banerjee, a vision which has made the governance of Bengal the cynosure of all eyes in India. Film-maker Suman Mukhopadhyay is going to make a film on the scheme.

According to the film-maker, the raw material for good Bengali films is taken from real-life events, and there is no bigger reality now than the successful running of such schemes.

Already plays have been staged with the ideas for the stories taken from various the various schemes and their huge positive impacts. Now comes the turn of films. According to the director, the story of the film revolves around a girl named Ichha (meaning ‘wish’) and how the schemes of the government helped her to stand up for herself and become someone of worth to society.

Ichha is the daughter of poor parents living in a village. Despite the tough conditions of her life, she dreams of becoming a doctor. Kanyashree helps her to complete school, where she gets to eat through the Mi-Day Meal Scheme. Her good performances in class result in her getting a bicycle through the Sabuj Sathi Scheme, to travel to school and back. Her father gets work under the 100 Days’ Work Scheme, and the money he gets helps to run the family.

After successfully completing school, she comes to Kolkata to complete higher education and at this stage too, another scheme comes to her help – Yuvashree, through which she gets scholarship. She completes her higher education successfully too, and through the help of her school teacher and a youth leader, she sees the flowering of her dreams. In this way, it would be shown in the film how, at every stage of life, government schemes help Ichha to overcome the adversities of life and achieve success.

 

“কন্যাশ্রী” সিনেমা এবার নেদারল্যান্ডসে

নেদারল্যান্ডসের হেগ শহরে সাড়া বিশ্বব্যাপী জনপ্রিয়তা অর্জনের পর এবার বাংলার সেলুলয়েডের দুনিয়ায় পা রাখতে চলেছে মা মাটি মানুষের সাধের “কন্যাশ্রী”। ইতিমধ্যেই শহরের বিভিন্ন প্রান্ত থেকে শুরু করে প্রত্যন্ত গ্রাম বাংলায় জায়গা করে নিয়েছে কন্যাশ্রী থেকে যুবশ্রী। তাই বর্তমান সরকারের একাধিক উদ্যোগকে কেন্দ্র করে এবার ছবি তৈরিতে মাঠে নামলেন পরিচালক সুমন মুখোপাধ্যায়। এই ছবির বিষয়ে তিনি জানান, ‘বাংলা ছবিতে মূল রসদ সংগ্রহ করা হয় বাস্তবিক ঘটনার প্রেক্ষাপট থেকেই। বর্তমানে কন্যাশ্রী’র মত সফল বাস্তব সত্য আর কথাও নেই।

ইতিমধ্যেই সরকার কেন্দ্রিক বিভিন্ন উদ্যোগ কে নিয়ে রঙ্গমঞ্চে একাধিক নাটক মঞ্চস্থ হয়েছে। তাই এবার কন্যাশ্রীকে সরাসরি সেলুলয়েডের পর্দায় তুলে ধরারই চেষ্টা করছি। বছর দুই আগে থেকেই কন্যাশ্রী বিষয়ের ওপর চলচিত্র বানানোর পরিকল্পনা ছিল। এবার সেই চিন্তাই রুপায়নের পথে’।

ছবির গল্পের বিষয়বস্তু নিয়ে তিনি বলেন, ‘আমি আজ থেকে ১০ বছর এগিয়ে নিয়ে গিয়ে মানুষের কাছে কন্যাশ্রীর সফতলাকে তুলে ধরছি এই গল্পে। এখানে ইচ্ছা নামে একটি মেয়ের জীবনকে কেন্দ্র করেই এই গল্প আবর্তিত হবে। গল্পে একটি গ্রামের দরিদ্র পরিবারের মেয়ে ইচ্ছা। বাবা-মা ও তার বড় হয়ে ডাক্তার হওয়ার স্বপ্নকে ঘিরেই তার জীবন। ইচ্ছার কন্যাশ্রীর অর্থে স্কুলে পড়া, সেখানকার মিড ডে মিল খেয়ে খিদে মেটানো, স্কুলে ভালো ফল করায় ‘সবুজ সাথী’র পক্ষ থেকে সাইকেল পাওয়া। এছাড়াও সংসারের অচলাবস্থা কাতাতে ইচ্ছার বাবার ১০০ দিনের কাজে যুক্ত হওয়া। এইভাবেই প্রতিটি স্তরেই তুলে ধরা হবে সরকারি প্রকল্পের বিভিন্ন উদ্যোগকে। তারপর আসতে আসতে স্কুলের গণ্ডি পেরিয়ে কলকাতায় উচ্চশিক্ষার জন্য চলে আসা এবং যুবশ্রী’র অনুদানে পড়া শেষ করে কীভাবে শেষ পর্যায়ে গ্রামের শিক্ষক ও যুবনেতার সাহায্যে নিজের স্বপ্নকে প্রতিষ্ঠিত করার মধ্যে দিয়েই এগোবে চিত্রপট।

The Bengal Government plans to train beneficiaries of the Kanyashree Scheme in self-defence techniques. The three-month training programmes are going to be organised by the Department of Women & Child Development and Social Welfare.

Kanyashrees, as the beneficiaries are called, constitute a large proportion of the rural and urban girls studying in State Government and State Government-supported schools. The Kanyashrees in Birbhum and Cooch Behar districts have already been given training in karate and other martial arts.

Under the new proposal, girls from all beneficiary schools would be provided training in steps. Funds have also been allotted for the purpose.

Initially, 50 students would comprise a batch from each institution. Equipment for training and the dress would be provided by the government. The trainers would also be appointed by the government. The trainees would receive certificates after completion of the programme.

The special achievers in various fields during 2016-17 among the beneficiaries of the Kanyashree Scheme were felicitated at the Kanyashree Utsav held at the Netaji Indoor Stadium on Friday, July 28 to celebrate the United Nations Public Service Award given to the scheme recently.

Bengal Chief MInister Mamata Banerjee, the main brain behind the scheme, congratulated the outstanding performers, divided into six broad categories. The first to be called on stage were 20 Kanyashree beneficiaries who had shone in their respective fields.

 

The top 20 recipients:

  • Mamoni Bauri from Bankura district – first in shot put at the state-level games
  • Tania Ambali from Hooghly district – ranked well in the national school taekwondo championship
  • Indrani Banerjee from Hooghly district – scored 85.6% in the Madhyamik exams
  • Pratima Chhetri from Jalpaiguri district – scored 85% in the Madhyamik exams and also ranked third in the national school taekwondo championship
  • Debolina Gope from Nadia district – excelled in gymnastics
  • Debasmrita Mondal from Nadia district – excelled in gymnastics
  • Tamalika Dutta from Purba Bardhaman district – excelled in gymnastics
  • Pratistha Samantha from Howrah district – excelled in gymnastics
  • Monalisa Dey from Howrah district – excelled in kabaddi
  • Anubha Mandal from Howrah district – first in state-level yoga championship
  • Chandrani Karmakar from Alipurduar district – fourth in the Madhyamik exams
  • Rokeya Khatoon from North 24 Parganas district – first in the Alim exams
  • Arjina Khatoon from North 24 Parganas – fifth in the Alim exams
  • Bidisha Gayen from South 24 Parganas – excelled in gymnastics

The top three colleges best implement the Kanyashree Scheme:

  • Sarsuna College

 

At the end, the top five districts for best overall performance in implementing the scheme during 2016-17 were awarded. They were:

  • Bankura
  • Alipurduar
  • Cooch Behar
  • North 24 Parganas
  • Dakshin Dinajpur

 

All the students awarded were given books and special-mention certificates, while the institutions and districts, whose representatives were called on stage, received certificates of honour.

 

কৃতি কন্যাশ্রীদের পুরস্কৃত করা হল

শুক্রবার ২৮শে জুলাই নেতাজি ইনডোর স্টেডিয়ামে অনুষ্ঠিত হয় কন্যাশ্রী উৎসব। ২০১৭ সালে ৬২টি দেশের ৫৫২টি সামাজিক প্রকল্পকে পিছনে ফেলে সেরার শিরোপা পায় আমাদের রাজ্যের “কন্যাশ্রী”। সেই ঐতিহাসিক জয়ের উৎসবই পালন করা হয় এই দিন। এদিন অনেক কৃতি কন্যাশ্রীকে পুরস্কৃত করা হয়।
মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায় যিনি এই প্রকল্পের রূপকার ও প্রধান উদ্যোগী, তিনি প্রধান ৬টি বিভাগে কৃতিদের সম্মান প্রদান করেন। ২০জন কন্যাশ্রী যারা বিভিন্ন ক্ষেত্রে নজির গড়েছে, তাদের ডেকে নেওয়া হয় মঞ্চে।

Bengal Government celebrated the international recognition and appreciation received by Kanyashree Prakalpa at a function today at Netaji Indoor Stadium in Kolkata.

Kanyashree Prakalpa was awarded the First Prize at United Nations Public Service Award Ceremony this year.

Representatives from all corners of the State at today’s function. Successful Kanyashree girls were felicitated by the Bengal Chief Minister Mamata Banerjee.

 

Excerpts from the Chief Minister’s speech:

Today is a day of pride for girls. This is the first time a scheme of a State from India won the first prize at United Nations Public Service Day. We dedicate this award to all the Kanyashree girls. We are indebted and grateful to UNICEF, United Nations, DFID. In the past, Kanyashree received several awards for e-governance. The award from UN was the cherry on top.

I had designed the logo and named this scheme. We have also composed a theme song for Kanyashree scheme. Today’s Kanyashree will shape the future. They will run the society. Kanyashree girls are our pride. They are our inspiration.

More and more girls are pursuing higher education now. Now we have K1 (for school girls) and K2 (for college students). We will now launch K3 programme for university students. We will give monthly stipend of Rs 2500 to girl students who score 45% marks.

We provide a sapling to families of newborn babies under Sabuj Shree scheme. We provide scholarships, mid-day meals, school uniforms, bags, shoes. We provide Sabuj Sathi cycles, Siksha Shree, Kanyashree. We have initiated Swami Vivekananda scholarship for meritorious students. We have also set up a fund for research scholars whose stipends have been stopped by UGC.

Poverty is not crime. Jonmo hok jotha totha, kormo hok bhalo. I struggled all my life but never bowed my head before anyone. This is just the beginning; whole life lies ahead. Do not be bogged down by failures. Let there be a competition on merit not money. Let there be a competition about culture, harmony, and humanity. A man is nothing without his character.

Rabindranath and Nazrul are our inspirations. Let them act as your guides in your life. Remember Tagore’s words: “Where the mind is without fear”. Remember what Nazrul wrote, “Samyer gaan gahi”. Swami Vivekananda said, “Na jagile Bharat lolona, ei Bharat jage na jage na.” Do not forget Netaji’s slogan “Jai Hind” or Bankim’s song “Vande Mataram”.

There is no difference between Maa, Mother and Amma. We are humans first, religion comes later. We expect our students to follow the path of humanity, culture and education.

What Bengal thinks today, India thinks tomorrow. Bengal will become the best in the world.

 

 

কন্যাশ্রীর মেয়েরা আমাদের গর্বঃ মমতা বন্দ্যোপাধ্যায়

মুখ্যমন্ত্রীর স্বপ্নের প্রকল্প-‘কন্যাশ্রী’ আজ বিশ্বসেরা। আজ এই আন্তর্জাতিক স্বীকৃতি ও সম্মান উদযাপন করা হল নেতাজি ইন্ডোর স্টেডিয়ামে।

এবছর সারা বিশ্বের ৬২টি দেশের ৫৫২টি সামাজিক প্রকল্পের মধ্যে বাংলার কন্যাশ্রীকে সেরা ঘোষণা করে রাষ্ট্রসংঘ। প্রথম পুরস্কার পায় মুখ্যমন্ত্রীর স্বপ্নের প্রকল্প “কন্যাশ্রী”।

রাজ্যের সকল প্রান্ত থেকে কন্যাশ্রীদের সম্মানিত করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়।

 

মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়ের বক্তব্যের কিছু অংশ:

আজ মেয়েদের গর্বের দিন। রাষ্ট্রপুঞ্জ থেকে প্রথম পুরস্কার পেয়েছে কন্যাশ্রী। কন্যাশ্রী এখন বিশ্বশ্রী। আমরা UNICEF, United Nations, DFID এর কাছে কৃতজ্ঞ। এছাড়াও কন্যাশ্রী e-governance এর জন্য বিভিন্ন পুরস্কার পেয়েছে।

কন্যাশ্রীর লোগো আমার আঁকা, প্রকল্পের নামও আমার দেওয়া। এই প্রকল্পের জন্য আমরা একটি থিম সং করেছি। আজকের কন্যাশ্রীরাই আগামীদিনের ভবিষ্যৎ। কন্যাশ্রী মেয়েরাই আমাদের গর্ব। ওরাই আমাদের অনুপ্রেরণা।

এখন অনেক মেয়েরা উচ্চ শিক্ষার সুযোগ পাচ্ছে। স্কুলের মেয়েদের জন্য আমাদের রয়েছে K1 এবং কলেজের মেয়েদের জন্য রয়েছে K2। বিশ্ববিদ্যালয়ের মেয়েদের জন্য আমরা K3 চালু করব। যারা ৪৫% নম্বর পাবে তাদের ২৫০০০ টাকা স্কলারশিপ দেওয়া হবে।

সবুজশ্রী প্রকল্পের আওতায় নবজাতকদের একটি করে চারাগাছ দেওয়া হচ্ছে। আমরা স্কুলের বাচ্চাদের স্কলারশিপ, মিড ডে মিল, স্কুল উনিফর্ম, ব্যাগ, জুতো দিচ্ছি। শিক্ষাশ্রী, সবুজ সাথী সাইকেল, কন্যাশ্রী দিচ্ছি আমরা। আমরা স্বামী বিবেকানন্দ মেরিট স্কলারশিপ চালু করেছি। UGC স্কলারশিপ দেওয়া বন্ধ করে দিয়েছে, যারা গবেষণা করেন তাদের জন্য আমরা একটি ফান্ড চালু করেছি।

দারিদ্র্য আমাদের জীবনের অপরাধ নয়। জন্ম হোক যথাতথা, কর্ম হোক ভালো। আমি সারাজীবন অনেক কষ্ট করেছি কিন্তু কখনো মাথা নত করিনি। দারিদ্র্যকে জয় করতে হবে। জীবন সবে শুরু হয়েছে, এখনও সারা জীবন পরে আছে। হতাশা-চিন্তা-শঙ্কার কোন জায়গা নেই। আর্থিক নয় মেধার প্রতিযোগিতা হোক, সংস্কৃতির প্রতিযোগিতা হোক, মানবিকতার প্রতিযোগিতা হোক, সম্প্রীতির প্রতিযোগিতা হোক।

মানুষ শেষ হয়ে যায় যখন তার চরিত্র চলে যায়। শিক্ষা-সংস্কৃতি- সভ্যতার মেলবন্ধন, মানববন্ধনের মধ্য দিয়ে আমরা কাজ করি। মা মাটি-মানুষই আমাদের ধ্যান-জ্ঞান-মন-প্রাণ। কবিগুরু, নজ্রুল ইসলাম আমাদের অনুপ্রেরণা। কবিগুরুর একটা কথা মনে রাখবেন, ‘চিত্ত যেথা ভয় শূন্য, উচ্চ যেথা শির’। মাথা উঁচু করে চলতে হবে। নজরুল বলেছিলেন, ‘সাম্যের গান গাই’। স্বামী বিবেকানন্দের কথা মনে রাখবেন, ‘না জাগিলে ভারত ললনা, এ ভারত জাগেনা’। যার আদর্শ-দর্শন-মনন-স্বার্থকতা আছে সেই বিশ্ব সেরা। নেতাজির ‘জয় হিন্দ’, বঙ্কিমের ‘বন্দেমাতরম’, কবিগুরুর ‘জনগণমন’ কখনো ভুলবেন না।

মা মাদার আম্মির মধ্যে কোন তফাত নেই। সবার আগে আমরা মানুষ। আমি আমার ছাত্রবন্ধুদের কাছে মানবিকতা আশা করি, শিক্ষা সভ্যতা-সংস্কৃতি-সম্প্রীতি-ভালবাসা প্রত্যাশা করি। ওরা জয়ী হোক।

বিশ্বজয় করেছ। আজ কন্যাশ্রী বিশ্ব সেরা পরিবার হয়েছে। বাংলাই আগামীদিনে পথ দেখাবে। What Bengal thinks today, India thinks tomorrow.

The Kanyashree Scheme has resulted in a fall in school dropout rates in Purulia district. As a result, more and more girls are becoming empowered.

Kanyashree is not only about the money that the girls receive but also about the way their characters get built by giving them opportunities to run the clubs under the scheme, empowering them and and making them strong to face all odds.

There are 173 clubs spread over the interiors of Purulia district that are run by girl students. They visit these and help in bringing more girls under the scheme’s umbrella. They also convince parents to send their girls to schools and talk of the benefits of education.

মেয়েদের স্কুলছুটের হার কমল পুরুলিয়ায়, সৌজন্যে “কন্যাশ্রী”

পুরুলিয়া জেলায় কন্যাশ্রী প্রকল্পের সৌজন্যে মেয়েদের স্কুলছুটের হার কমেছে। ফলস্বরূপ আরও অনেক মেয়েরা স্বনির্ভর হচ্ছে।

পুরুলিয়া জেলায় মেয়েদের দ্বারা পরিচালিত ১৭৩টি কন্যাশ্রী ক্লাব আছে। এই সব ক্লাবের সদস্যারা জেলার বিভিন্ন প্রত্যন্ত অঞ্চল পরিদর্শন করে আরও মেয়েদের এই প্রকল্পের আওতায় নিয়ে আসতে সাহায্য করে। এই মেয়েরা অভিভাবকদের সঙ্গে কথা বলেন ও তাঁদের কন্যা সন্তানকে স্কুলে পাঠানোর পাশাপাশি শিক্ষার উপকারিতাও বোঝান।

কন্যাশ্রী প্রকল্পে শুধু যে মেয়েরা অর্থনৈতিক সহায়তা পায় তাই নয়, তাদের চারিত্রিক গঠনও হয়ে হয় এই প্রকল্পের মাধ্যমে। জীবনের নানা বাধা বিপত্তি অতিক্রম করে, মাথা উঁচু করে বাঁচার প্রেরণা পায় তারা।

On the second day of her visit to Purba Medinipur district, Bengal Chief Minister Mamata Banerjee addressed a public meeting in Digha. She inaugurated and laid the foundation stones for a bouquet of developmental projects for the district.

The Chief Minister inaugurate projects like a teachers’ training school, government buildings, hostels, irrigation projects, cold storages, road projects, among many others.

She laid the foundation stones for projects like the Digha Convention Centre, new road projects, desilting of canals, a tourist lodge and others. The Chief Minister then distribute benefits of schemes like Kanyashree, Sikshashree, Sabuj Sathi, Geetanjali and SVSKP, and fishing equipment, farming equipment and other such benefits.

 

Salient points of her speech:

 

Whenever I come to Purba Medinipur district I am reminded of the Independence Movement, new awakening, religious unity, harmony, solidarity, integrity and unity because of the great freedom fighters and leaders who hail from here. Medinipur is the embodiment of the great traditions of Bengal.

People from all places visit Digha; in future, it would become an international tourist destination too. Digha has transformed – it is getting bedecked in new colours to welcome more and more tourists. Those coming here after a gap say many improvements have taken place, and we feel happy.

Hence, the residents here have a duty to help visitors, understand their needs. Guests need to be given a proper reception.

Today, people cannot visit Darjeeling because of the violent protests taking place there. But they can come to Digha which, along with other regions in South Bengal, will gain as the more the number of tourists, the more will be the job opportunities that will open up.

On development

After our earlier visits, we have re-discovered Tajpur, Udaipur and Sankarpur and developed Mandarmani. Yesterday, a Rs 3,500-crore power project was launched in Digha. To me, Digha is like the Kanyashree scheme. I want to help create a Dighashree too. Tajpur Port is being built near Digha at a cost of Rs 12,000 crores, and such a project will mean more industries and hotels, and jobs. A new Buriganga-Tajpur bridge is being built in Digha. All this means the region will develop, and the youth will have to be prepared.

But the cooperation of the local traders and residents must continue. There should be no encroachments. We have enabled government services and schemes for 95 per cent of the population. The government has done a lot of developmental work, and it will continue to do so. I wish for Digha to transform into a wonder of the world.

Our government has reprieved farmers of their debts. We have presented farmers with the Krishak Ratna awards. If crops are destroyed due to natural disasters, we compensate farmers so that their well-being is looked after.

Students who are beneficiaries of Kanyashree and Sabuj Sathi Schemes are the pride of Bengal and the future of the State; similarly for Sabujshree – a sapling for every child born. In Bengal, 8.5 crore people get rice at Rs 2 per kg. Free treatment and beds are available at Government hospitals. We are the only state that provides this. There are plans for a university in Purba Medinipur district. A new double-lane road connecting Nandakumar with Digha is coming up. Through the Sabar Ghare Alo Scheme, the district has undergone 100 per cent electrification. A super-speciality hospital has been set up.

All over the state, 300 polytechnic colleges, industrial training institutes (ITIs), eight medical colleges and 17 universities have come up. Bengal is number one in girl child empowerment through Kanyashree Scheme, and the numero uno in the parameter of skill development too. Bengal has been the recipient of the Central Government’s Krishak Ratna Award thrice. The State Government has started the Mabhoi Scheme for media personnel. Bengal is going ahead full steam, in spite of a yearly debt of over Rs 40,000 crore.

On the Opposition

But some people are not in favour of development. They don’t like Bengal to go ahead, and so they are scheming against us, stoking violence and criticising the Government. Be careful of such people. There is no cure for violence. Don’t give an ear to slander and misinformation.

There is no place for those who indulge in violence in Bengal. Bengal is humane, not insensitive. The people will stand up against those who come to divide Bengal and fight those demons. Bengal has progressed over the years because of the people’s intrinsic nature to be united no matter what religion, caste or creed.

But now from Delhi has come down Ram (that is, BJP) and has got tagged with Bam (that is, the Left).

I feel bad about Amarnath Yatra. Pilgrims are being shot; this Central Government is not being able to protect the people. It just knows to throw people in the mouth of danger. It is a failure in all respects. It has imposed GST, as a result of which many business people have had to suspend their activities. It is creating divisiveness and playing with fire, and tearing apart the fabric of the nation.

Our biggest identity is our humanity. The BJP has a single-minded passion for destructive activities like rioting and arson; and its representatives are happy touring countries. Amarnath pilgrims today are facing misery because of these people; passions in Darjeeling are aflame because of these same people.

We will not let Darjeeling go up in flames; we will bring back peace to the region. Our work is to establish peace in the state. We will not bow our heads to the nefarious schemes of the Centre. My appeal to all those intent on destruction is to not play with fire but to try to establish peace. Violence is equivalent to destruction, peace to construction. We don’t want any disturbance. We want peace to return. We live for the welfare of the people.

পূর্ব মেদিনীপুর সফরের দ্বিতীয় দিনে আজ দিঘায় একটি জনসভা করleন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। আজ সেখানেও একগুচ্ছ প্রকল্পের উদ্বোধন, শিলান্যাস ও পরিষেবা প্রদান করleন তিনি।

শিক্ষকদের প্রশিক্ষণ কেন্দ্র, সরকারী ভবন, হোস্টেল, কৃষি প্রকল্প, হিমঘর, সড়ক প্রকল্প সহ আরও অনেক প্রকল্পের উদ্বোধন করলেন মুখ্যমন্ত্রী।

দিঘা কনভেনশন সেন্টার, টুরিস্ট লজ, রাস্তা নির্মাণ, খাল সংস্কার সহ বিভিন্ন প্রকল্পের শিলান্যাস করলেন। এছাড়াও কন্যাশ্রী, সবুজ সাথী, শিক্ষাশ্রী, গীতাঞ্জলি, স্বামী বিবেকানন্দ স্বনির্ভর কর্মসংস্থান প্রকল্প, মৎস্য চাষের যন্ত্রপাতি, কৃষি যন্ত্রপাতি সহ আরও অনেক সরকারী পরিষেবা প্রদান করলেন মুখ্যমন্ত্রী।

 

তাঁর বক্তৃতার বিশেষ আংশঃ

 

এই জেলায় এলেই আমার স্বাধীনতা সংগ্রাম, নবজাগরণ, সর্ব ধর্ম সমন্বয়, সম্প্রীতি, সংহতি, অখণ্ডতা, একতার কথা মনে পড়ে যায়। মেদিনীপুর জেলা বাংলার ঐতিহ্যের ধারক ও বাহক।

আগামী দিনে দিঘায় সব জায়গার মানুষ আসেন, আগামীদিনে international tourist রাও আসবেন। দিঘার চেহারা পাল্টে গেছে, পর্যটকদের জন্য নতুন করে সাজছে।

মানুষকে সাহায্য করা, মানুষের পাশে দাঁড়ানো এখানকার মানুষের কাজ। অতিথিদের যত্ন করে রাখতে হবে।

দার্জিলিং এ মানুষ যেতে পারছেন না হিংসাত্মক আন্দোলনের জন্য। তাই মানুষ দিঘাকে বেছে নিয়েছে। যত পর্যটক আসবে তত কর্মসংস্থান বাড়বে।

 

উন্নয়ন ও পরিষেবা

 

আমাদের সরকার তাজপুর, উদয়পুর, শঙ্করপুর, মন্দারমনি নতুন করে তৈরী করেছে। গতকাল আমরা ৩৫০০ কোটি টাকার একটা power project উদ্বোধন করেছি। দিঘায় তাজপুর বন্দর তৈরী হচ্ছে, এর ফলে অনেক কর্মসংস্থান হবে। দিঘায় নতুন ব্রিজ তৈরী হচ্ছে। এই জেলার ৯৫% মানুষের কাছে সরকারী পরিষেবা পৌঁছে দিয়েছি। সরকার উন্নয়নের কাজ করছে, আরও করবে। দিঘা আমার কাছে কন্যাশ্রীর মতই। আমি চাই দিঘা পৃথিবীর এক বিস্ময়ে পরিণত হোক। আগামী দিনে দিঘা সারা পৃথিবীর তীর্থ ক্ষেত্র হোক।

আমাদের সরকার কৃষকদের সব খাজনা মুকুব করে দিয়েছি। আমরা কৃষকদের কৃষক রত্ন পুরস্কার দিই। যে কোন প্রাকৃতিক দুর্যোগে ফসল নষ্ট হলে আমরা কৃষকদের ক্ষতিপূরণ দিই, যাতে তারা ভালো থাকে।

কন্যাশ্রী, সবুজ সাথীর ছেলেমেয়েরা আমার গর্ব। সবুজশ্রী – একটা নতুন জন্ম, একটা গাছ – এরাই আমাদের গর্ব। বাংলার সাড়ে ৮ কোটি মানুষকে ২ টাকা কিলো চাল দিই। সরকারী হাস্পাতালে বিনামূল্যে চিকিৎসা হয়। পূর্ব মেদিনীপুর জেলায় একটি বিশ্ববিদ্যালয় হবে। নন্দকুমার থেকে দিঘা পর্যন্ত রাস্তার উদ্বোধন করা হয়েছে। সবার ঘরে আলো প্রকল্পে এই জেলায় ১০০% বিদ্যুতায়ন হয়ে গেছে। মাল্টি সুপার হাসপাতাল হয়েছে। ৩০০ টি পলিটেকনিক কলেজ, আইটিআই, ৮ টি মেডিকেল কলেজ, ১৭টি বিশ্ববিদ্যালয় হয়েছে। কন্যাশ্রী, স্কিল ডেভেলপমেন্ট-এ এক নম্বর। ৩ বার কৃষক রত্ন পুরস্কার পেয়েছে বাংলা। বাংলার মিডিয়ার জন্য আমরা মাভৈ প্রকল্প চালু করেছি। ৪০ হাজার কোটি টাকা দেনা সত্ত্বেও বাংলা এগিয়ে যাচ্ছে।

বিরোধীদের উদ্দেশ্যে

 

কিছু কিছু লোক উন্নয়ন পছন্দ করে না, তাই তারা চক্রান্ত করে। এদের থেকে সাবধান। হিংসার কোন ওষুধ নেই। কুৎসা, অপপ্রচারে কান দেবেন না।

বাংলায় কেউ হিংসা ছড়ালে তাদের বাংলায় কোন স্থান নেই। বাংলা মানবিক, দানবিক নয়। যারা বাংলা ভাগ করতে আসবে সেই দানবদের বিরুদ্ধে সংগ্রাম করবে বাংলার মানুষ। বাংলা সব ধর্মের মানুষকে একসাথে নিয়ে চলেছে তাই বাংলা এগিয়ে গেছে।

দিল্লি থেকে এল রাম, সাথে জুটল বাংলার বাম।

অমরনাথ যাত্রীদের আজ গুলি করে মেরে দেওয়া হচ্ছে, এই কেন্দ্রীয় সরকার কিছু করতে পারে না, এই সরকার মানুষকে protection দিতে পারে না।শুধু মানুষকে বিপদের মধ্যে ঠেলে দিতে পারে, ওরা সর্বরকম ব্যর্থ। GST চালু করছে, সব মানুষ তাদের ব্যবসা বন্ধ করে বসে আছে। আগুন নিয়ে খেলছে, ভাগাভাগি করছে।

সবচেয়ে বড় সত্যি মানুষ। আমি মানুষ, এটাই আমার পরিচয়। শুধু জ্বালিয়ে দাও, দাঙ্গা লাগিয়ে দাও – একটাই কাজ। বিদেশে সব ঘুরে বেড়াচ্ছে। আজ অমরনাথ এদের জন্য জ্বলছে, দার্জিলিং ও এরাই জ্বালিয়েছে।

আমরা দার্জিলিং কে জ্বলতে দেব না। দার্জিলিং -এ অচিরেই শান্তি প্রতিষ্ঠা হবে। শান্তি প্রতিষ্ঠা করাই আমার লক্ষ্য। আমরা কেন্দ্রের চক্রান্তের কাছে মাথা নত করব না। আমার আবেদন আগুন নিয়ে খেলবেন না, শান্তি প্রতিষ্ঠা করুন। হিংসা হল দূষণ, শান্তি হল ভূষণ। দাঙ্গা নয়, শান্তি চাই।

Chief Minister Mamata Banerjee has now increased the beneficiary list for the world-wowing Kanyashree Scheme. Female students in colleges and universities would now also benefit from the scheme which, on June 23, won the prestigious United Nations Public Service Award 2017.

In the wake of this honour, students of Burdwan University, during a recent State Government administrative review meeting, had requested the Chief Minister to extend the benefits of the Kanyashree Scheme to them. The Chief Minister agreed immediately. College and university students would have to fill up the form, K3 to get the benefits.

Form K1 is for annual scholarship while at school, and K2 is to be filled up by those girl students wanting the one-time grant on completing 18 years.

The scheme has been eminently successful in making girls realise the importance of education and in making them understand that they must first complete at least school education before getting married, as only education can make one aware of one’s rights.

 

 

মুখ্যমন্ত্রীর উদ্যোগে এবার থেকে বিশ্ববিদ্যালয়েও ‘কন্যাশ্রী’

কন্যাশ্রী প্রকল্পের ব্যাপ্তি বাড়ালেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ এবার থেকে বিশ্ববিদ্যালয় স্তরের ছাত্রীরাও কন্যাশ্রী প্রকল্পের সুবিধা পাবেন৷ বৃহস্পতিবার বর্ধমানে প্রশাসনিক বৈঠকে এই ঘোষণা করেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ আর এই সুবিধা চালুতে উল্লেখযোগ্য ভূমিকা রাখলেন বর্ধমান বিশ্ববিদ্যালয়ের পড়ুয়ারা৷

বৃহস্পতিবার বর্ধমানের সংস্কৃতি লোকমঞ্চে পূর্ব বর্ধমান জেলার প্রশাসনিক বৈঠক করেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়৷ রাজ্যের মন্ত্রী থেকে আমলারা, কার্যত পুরো নবান্ন হাজির ছিল সেখানে৷ আর এই প্রশাসনিক বৈঠকে হাজির হয়েছিলেন বর্ধমান বিশ্ববিদ্যালয়ের একঝাঁক পড়ুয়া৷ বিশ্ববিদ্যালয়ের পড়ুয়ারা বিভিন্ন প্রস্তাব রাখেন মুখ্যমন্ত্রীর সামনে। এখানেই মুখ্যমন্ত্রী ঘোষণা করেন, যে বিশ্ববিদ্যালয়ের ছাত্রীদের জন্যও চালু করা হবে কন্যাশ্রী৷ এবার থেকে বিশ্ববিদ্যালয়ের ছাত্রীরা ‘কে-৩’ এর সুবিধা পাবে৷

বর্তমানে স্কুল স্তরে কন্যাশ্রী প্রকল্পে নবম শ্রেণি থেকে ১৮ বছর বয়স পর্যন্ত ছাত্রীরা এই প্রকল্পের সুযোগ পেয়ে থাকে। সরকারি ভাষায় যেটিকে ‘কে-২’ বলা হয়ে থাকে৷ আর বিশ্ববিদ্যালয় স্তরে কন্যাশ্রী প্রকল্পকে সরকারি পরিভাষায় ‘কে-৩’ বলা হবে৷ তাও এদিন জানিয়েছেন মুখ্যমন্ত্রী৷ কন্যাশ্রী প্রকল্পের সুবিধা পাচ্ছে রাজ্যের প্রায় ৪০ লক্ষ ছাত্রী। শিক্ষার আঙিনায় মেয়েদের আরও বেশি করে টেনে আনতে এই প্রকল্প চালু করা হয়৷

ওই প্রকল্পের সাফল্য বারবারই বিভিন্ন সভায় তুলে ধরেছেন মুখ্যমন্ত্রী মমতা বন্দ্যোপাধ্যায়। গোটা দেশের মধ্যে রাজ্যের এই প্রকল্প যে আলাদা মাত্রা বহন করে, তা বারবার বলেছেন। শুধু দেশের গণ্ডির মধ্যেও সীমাবদ্ধ থাকেনি কন্যাশ্রীর সাফল্য। খোদ রাষ্ট্রসংঘের মঞ্চে সেরার শিরোপা ছিনিয়ে নেয় মুখ্যমন্ত্রীর এই স্বপ্নের প্রকল্প। তাঁর তাবড় বিরোধীদের মুখে কুলুপ এঁটে দেয় কন্যাশ্রীর এই আন্তর্জাতিক স্বীকৃতি। রাষ্ট্রসংঘের অনুষ্ঠানে কন্যাশ্রীর সাফল্যের কথা তুলে ধরেন মুখ্যমন্ত্রী। যেভাবে গরিবদের সাহায্যে সরকার এগিয়ে এসেছে তা জানান গোটা বিশ্বকে। রাজ্যের মেয়েদের স্বনির্ভর করে তুলতে, নিজের পায়ে দাঁড়াতে যেভাবে কন্যাশ্রীর সাহায্য এগিয়ে দেওয়া হয়েছে, তা মুগ্ধ করে রাষ্ট্রসংঘের তাবড় কর্তাব্যক্তিদেরও। প্রায় ৬৩টি দেশের মধ্যে জনসেবার নিরিখে সেরা প্রকল্পের সম্মান পায় মুখ্যমন্ত্রীর এই স্বপ্নের প্রকল্প।
